KUANTAN: A high-speed train linking Kuala Lumpur and Kuantan, the Kuantan Tower as a landmark along the banks of Kuantan River, two new international tourist towns namely Cherating and Pantai Sepat, and several new townships are among the proposals in the new draft plan for the capital town of Pahang.

In its bid to achieve city status, the draft plan which will be launched today will see many new developments in the town centre including the relocation of the state administration to its proposed site in Indera Mahkota town while its present site in Jalan Gambut will be turned into an arts and cultural centre named “Civic Precinct.”

Jalan Gambut will also be turned into the Corporate Street for offices, Tanjung Lumpur into the Corporate Promenade for multi-national companies and large corporations to house their offices and the Padang Lallang area will be converted into a Small Office Home Office (SOHO) enclave.

Tanjung Lumpur will also see its strength as the corporate promenade strengthened with the proposed Tanjung Lumpur Trade Centre for business conferences and tie-ups.

The MPK fields in the centre of town will be turned into squares namely Dataran Teruntum, which may follow the like of Dataran Merdeka in Kuala Lumpur with a proposed underground carpark, and Dataran Makmur near the existing Stadium Darul Makmur.

The stadium will be turned into a bazaar venue when the International Sports Centre in Indera Mahkota is ready.

Indera Mahkota, which will have the distinction of being home to the state administration, will house the Kuantan International Convention and Exhibition Centre besides a technology park.

According to the East Coast Region Town and Country Planning Department director Wan Hassan Wan Ismail, the proposed development would see a conurbation between Chendor and Pekan, which means several townships linked together and this would form a metropolis.

“Such a development will see Kuantan becoming a gateway to the East Coast and bring development to a new level, offering a better lifestyle for the people in this region,” he said in an interview.

He said Kuantan would also create the mini Multimedia Corridor with the development of Putra Square in the town centre.

The draft plan will be on display for one month until Jan 19 next year for the public to view and make their comments and objections to authorities.

Besides the three permanent sites for the draft display at the Kuantan Municipal Council (MPK) office in Tanah Putih, the state Town and Country Planning Department in Kompleks Tun Abdul Razak in Bandar Indera Mahkota and the Kuantan District and Land Office in Jalan Masjid, the draft plan will also be exhibited in eight other places for the convenience of the public.

The mobile display sites which will be held for town days in each place will begin at the Berjaya Megamall lobby (Dec 23 and 24); Jaya Gading Community Hall (Dec 26 and 27); Sungai Lembing Community Hall (Dec 28 and 29); Beserah Community Hall (Jan 3 and 4); Cherating Community Hall (Jan 8 and 9); Bukit Goh Community Hall (Jan 11 and 12); Peramu Community Hall (Jan 15 and 16); and Gambang Community Hall (Jan 17 and 18).

A new township, to be known as Bandar Indera Mahkota II, will also be created, which would also be the central point of Kuantan where an integrated transport hub will be developed.

“This is where the Kuantan Sentral will be located, integrating the various modes of transportation, including the new high-speed train plying the Kuala Lumpur-Kuantan route.

“Also in the long-term planning will be the fast train between Johor Baru and Kota Baru which will run through Kuantan,” he said.

Wan Hassan said extensive studies and discussions had been held between MPK, the department and its consultant town planners, ANZ Planners Sdn Bhd, to ensure the developments proposed under the 2004-2015 draft plan would create a metropolis, which in turn would enhance the quality of life and increase the economic development of the region and the states within it.

The draft plan, emphasises the growth and development of the Kuantan town centre under the auspices of the National Physical Plan, brown sites or vacant land within the town centre should be developed first before the suburbs of a town.

Among the proposals for the brown sites are centralised parking areas in Jalan Tun Ismail, Civic Precinct where the current state administration resides and beneath the MPK field in front of Kompleks Teruntum.

The draft plan also touches on the transformation of Jalan Bukit Ubi into a protocol road and as the new entrance road into the town centre.

The plan, said Wan Hassan also highlights the preservation of heritage buildings and the environment, especially the mangrove swamps and also the creation of Sungai Lembing as a heritage town which will house a safari as a tourist attraction.

The list is exhaustive at best but the end results will depend on the people and the authorities within the capital town and their will to ensure Kuantan develops in the right direction and provides economic and career opportunities for its residents.

Plan To Introduce Kuantan-KL High-Speed Train By 2015

December 19, 2006 22:51 PM
KUANTAN, Dec 19 (Bernama) -- Travel by train from Kuala Lumpur to this Pahang capital will be faster than by road by 2015 if a high-speed train service between the two destinations becomes a reality.

This is part of a proposal in the National Physical Plan to turn Kuantan into the eastern region's main conurbation centre, said Director-General of Town and Country Planning, Peninsular Malaysia, Datuk Mohd Fadzil Mohd Khir.

He said the proposal would be implemented under four-core development projects of the Kuantan District Locality Plan 2004-2015.

"Travel time for cargo and passenger trains will be shortened when the service is commissioned," he said at the publicity campaign of the draft of the Kuantan District Locality Plan launched by Johor Local Government and Environment Committee Chairman Datuk Hoh Khai Mun, here Tuesday.

The text of Mohd Fadzil's speech was read out by the Deputy Director-General I Kamalruddin Shamsudin.

Mohd Fadzil said the plan also spelt out sustainable conservation of sensitive environmental areas including forest reserves, coastal areas, swampy land, natural lakes and hilly areas in the town.

He said the plan proposed to gazette the turtle landing area in Cendur as a national turtle sanctuary and to develop the former Sungai Lembing mine as a tourist attraction.

The public is invited to comment on the draft prepared by the Kuantan Municipal Council. It will be displayed for one month.

Kabinet lulus projek kereta api laju Kuala Lumpur - Kuantan

Oleh ARSHAD KHAN

KUANTAN 19 Dis.

Empat bandar baru jana pembangunan ekonomi

Kuantan Sentral coming up
21 Dec 2006
M. Hamzah Jamaludin

KUANTAN: A state-of-the-art railway station similar to KL Sentral will be built on a 24-hectare site in Bukti Goh here.

The integrated railway station will be built in tandem with the proposed express rail link from Kuala Lumpur to Kuantan.

Construction will begin in about seven years and should be finished by 2015.

It will be the main connecting point between the west coast railway network and the proposed east coast express rail system.

The present connection does not go through Kuantan. It runs from Kuala Lumpur to Gemas, Mentakab, Pasir Mas and Tumpat.

The Kuala Lumpur-Kuantan express rail link and Kuantan Sentral are among the national projects included in the Kuantan Local Plan 2004-2015.

The draft is on display now.

Kuantan Municipal Council president Datuk Mohammad Safian Ismail said the Kuala Lumpur-Kuantan rail link will be about 245km long.

The trains will run at up to 190kph and make the journey in 60 to 90 minutes.

"We have identified the alignment for the proposed track.

"Most of the areas involved are private land," he said.

If there are no objections, he said the council will submit the draft to the Town and Country Planning Department in March so it can be gazetted, after which, the authorities are expected to begin acquiring the land.

A year ago ,Town and Country Planning Department director-general Datuk Mohd Fadzil Mohd Khir told all east coast local authorities to identify the route for the proposed express rail service that will link Johor Baru to Kuala Terengganu and Kota Baru.

The east coast express railway system will be part of the Fast Inter-city Railway System (First) that will link all major cities in the country.

Apart from Kuantan, the east and west coast railways will have a connection between Kota Baru and Alor Star. The railway network will become the backbone of the National Integrated Transportation System.

It is part of the proposed Trans-Asian Railway network.

"First"was approved during the National Physical Planning Council meeting chaired by Prime Minister Datuk Seri Abdullah Ahmad Badawi last year.

Exactly, they're just talks right now. There were talks about building a bridge to Sumatra if I remember correctly, there were talks Disneyland would come to Johor.. Talks are just that, mere talk, they don't necessarily mean something concrete would come out of them. :) Lets just wait shall we? This might be just what has been so common these days, more trumpeting, showboating, pride mongering TALK.

Jabat Yakin Aluminium Sdn Bhd (JYASB) has hired two Islamic finance houses to arrange funding for a RM2.3 billion aluminium smelter in Gebeng industrial area, Pahang.

JYASB, a subsidiary of Jabat Yakin Sdn Bhd, obtained the licence to operate the smelter complex with a five-year pioneer status, on April 8, 2005 from the Ministry of International Trade and Industry.

In statement yesterday, JYASB said it had hired Kuwait Finance House and AmIslamic Bank to arrange funds, and accounting firm PricewaterhouseCoopers to give financial advice.

It said the financial consortium planned to raise funds from internationally Syariah-compliant project financing, which will include a mix of ringgit and/or cross border fund raising exercise.

JYASB said it was evaluating internationally recognised players in the aluminium industry to be technical partners.

Its executive chairman Shaiful Nizam Abdullah told Reuters the potential partners included Aluminium Corp of China Ltd and Dubai Aluminium Co Ltd.

Pahang Development Corporation on Aug 25 last year had earmarked 250 acres of industrial land for the smelter project.

The project plans to undertake full production capacity of 300,000 tonnes, with the potential to increase it to one million tonne, which will require about 350MW to 1,400MW of electricity at the respective capacity.

Its ridiculous to reach ktn in 1hr with train running average speed 150kph. Not to forget the titiwangsa mountain range which takes the train cruising slower.

If the railway is built, it ll be the most challenging railway ever build in malaysian soil! The cost may probably exceed rm$5 Billion if they r serious on building high speed track, which i believe Petronas ll be the main financier.

Pahang gets RM76m to promote hi-tech activities
Monday May 7, 2007
By ROSLINA MOHAMAD
TheStar

KUANTAN: The state government has received RM76mil under the 9th Malaysian Plan to promote activities related to information, technology and communication (ICT), biotechnology and biodiversity.

This includes the development of Gambang Technology Park that involves the construction of the ICT buildings and biotechnology laboratories, buying equipment and providing basic infrastructure.

State Science, Innovation, Information and Information Technology Committee Chairman Datuk Mohd Sharkar Shamsuddin said the sum also included RM30mil which was a special allocation set aside by the Finance Ministry to ensure Gambang Technology Park moved in the right direction.

“An action plan is required to see to it that the development of ICT, biodiversity and biotechnology is made in line with aspirations of the Government.

“As such, the state government has agreed to appoint Universiti Malaysia Pahang as the consultant to draft the master plan,” he said here recently.

He added that the state government had also identified several areas in biotechnology that had the potential to help fill up the state’s coffers and the focus would be on agro-biotechnology, healthcare biotechnology and industrial biotechnology.

The herbal industry was an area with such potential and there were a few major projects which had been approved, Mohd Sharkar said.

“Among them are herbal bio-technology centre owned by Technology Park Malaysia and the formation of Felda Herba Cor-poration that specialises in re-search and development work.

“The Pahang government also hopes to get the cooperation from Malaysian Industry Government Group (MIGHT) to develop a herbal valley project in the state that aims to produce entrepreneurs who can grow and manufacture herbs commercially,” he said.

Mohd Sharkar also said in order to further strengthen its hold on biotechnology, a government-linked company - Pahang Tech-nology Resources Sdn Bhd (PTR), had been established with the objective to see the expansion of biotechnology-related ventures.

In the offing was a Pahang Technology Park that would act as a catalyst to spur high-tech related industries and if this were to take off, it would be the first of such parks in the east coast region, he added.

On efforts to ensure ICT was moving accordingly, a Cyber Centre was already taking shape in Kuantan, Mohd Sharkar said.

“The Cyber Centre will serve as an ICT hub for the eastern region and its launch will be held soon.

“Investors will be invited to set up operations in Cyber Centre that covers three areas - Kuantan, Gambang and Tanjung Lumpur,” he added.

He also said the state government estimated investments worth RM170mil to be based in Cyber Centre between 2007 and 2012.

Pahang gives out RM319.5m
Friday June 22, 2007
TheStar

KUANTAN: The Pahang government has channelled RM319.5mil in loans to four of the 11 state agencies as of March this year.

Pahang SEDC topped the list with RM178.3mil followed by Amanah Saham Pahang Berhad (Aspa - RM92mil), Pahang Agriculture Industrial Development Board (LKPP - RM45.1mil) and Pahang Foundation (RM4.1mil).

Mentri Besar Datuk Seri Adnan Yaakob said the loans were allocated to the agencies mainly to implement development projects for the people.

He said the loan set aside for Pahang SEDC was for the development of the Gebeng industrial area, commercial areas and build houses at strategic locations in the state, while that for LKPP was for resettlement in Raub and Lipis and commercial padi planting in Rompin.

“The loan given to Pahang Foundation was to finance an electrical wiring course while that allocated to Aspa was to form the Pahang Bumiputera Capital Consolidated Fund and restructure Mentiga Corporation Berhad,” he said

The state had a stake worth RM735mil in Pahang SEDC, RM300mil in LKPP and RM44.1mil in Aspa, Adnan added.

The Mentri Besar said, to date, RM117.9mil had been repaid.

Plans for Pahang nuke lab
Sunday July 15, 2007
By ROSLINA MOHAMAD, News

MUADZAM SHAH: Asean's first nuclear monitoring laboratory will be built in Bukit Ibam, Rompin, at the cost of RM100mil and is expected to be operational in three years' time.

Deputy Prime Minister Datuk Seri Najib Tun Razak said the location of the laboratory was part of the Government's efforts to ensure balanced development among rural regions in the country.

"Pahang will see more development in the future, especially when the Eastern Regional Development master plan formulated by Petronas starts to take shape," he said when addressing the crowd at a meet-the-people session at the Muadzam Shah sports complex field here yesterday.

Also present were Rompin MP and Science, Technology and Innovation Minister Datuk Seri Dr Jamaludin Jarjis and state executive council member and Rompin Umno deputy chief Datuk Maznah Mazlan.

Jamaludin said the laboratory would be the first of its kind in a developing country and 16th in the world after those located in Europe, Japan and Australia.

"The site, covering some 200ha, will be run by locals. We have 66 scientists who are expert in nuclear-related subjects. Many of them are already involved in various multi-lateral works with the International Atomic Energy Agency," he added.

Najib said the Cabinet had agreed to implement the project following recommendations made by the agency as none of the developing countries had such a facility.

The agency noted that Indonesia, Vietnam and Thailand had announced their intentions of developing nuclear energy programmes and as such there was a need for a nuclear monitoring laboratory to be set up in the region, he added.

Its other function included providing services for countries that needed to check whether their nuclear-powered facilities and surroundings were safe, he added.

so all these talking n planning for 2020 is merely a role model for a better system?what kindda crap is that?we dont need a 2020 vision to do a better system.systems should be improvised from time to time by all governments.thats what governments do.

Malaysia ranks 11th in e-govt
2009/10/14

PUTRAJAYA: Malaysia aims to be one of the top 10 countries in providing electronic government (EG) service.

At present, Malaysia is still lagging behind developed countries -- in 11th place -- according to a survey by the Brookings Institution in the United States.

Despite having improved rankings by leaps and bounds from 25th place two years ago, Minister in Prime Minister's Department Tan Sri Dr Koh Tsu Koon said the government would not rest on its laurels.

"It is not surprising that countries like South Korea and Singapore are ahead in the ranking.

"But we should sit up and take note that the Dominican Republic and Brazil have overtaken us in the ninth and 10th places, respectively."

Koh was speaking after launching the 1 e-Government Conference 2009 themed "Transforming Service Delivery: People First, Performance Now" at the Putrajaya International Convention Centre.

He said the 11th ranking should aspire and drive the civil service to greater efficiency.

e-Government?
e-Government (short for electronic government, also known as e-gov, digital government, online government or transformational government) is a diffused neologism used to refer to the use of information and communication technology to provide and improve government services, transactions and interactions with citizens, businesses, and other arms of government.

In another definition, e-government is defined as a government model which utilizes information technology in exchange of information, services and goods between citizens and commercial institutions in order to increase performance and efficiency. In the broadest sense, e- government project aims at establishing a better government structure, meaning that e- government focuses on "government" more rather than "e". According to Fountain who uses the term "virtual state", the digitalization of data and communication makes fundamental changes in the nature of government and its organization. Main components of e- government are e- firm, e-institution and e-citizen. Each of them will work to realize the "e" within themselves and they will develop in interaction, so e-government will develop eventually. The directions of e-government services can be grouped into three categories.

^^ ermms my take:

we do will face water shortages particularly in the central region, melaka N9 and selangor are at the brink of being in water ration season soon, we are drinking away our reserve and its not replenish fast enough to make the current dam sustained the future consumptin, if it were a white elephant surely PR selangor will be bising, but there were not and the bising is cming from somewhere else..

EDT is important as it will reduce the cost of transporting goods, and people between places, you see taking a train to penang will cost a whole lot less than an airplane and with little diff in arrival time and a whole lots cheaper, faster and safer than using PLUS. this movement will create stimulate the nation economy particularly the small town along the line.

nuclear is good, its cheap!!! and a whole lots healthier to the environment than burning fossil fuel....unless we wiling to built an undersea cable to borneo to tap on their hydro power, nuclear is the way to go, we could not sustain the increase amount of subsidies currently feed into our grid.

PKFZ and the jambatan senget is something that is particularly the gov fault..
