when i start my my residental zones develop fine.

but my commercial city doesent develop at all. only about 1 shop opens and gets abandoned after wards.

Either your commercial demand isn't high enough. Or your commercial zones are all undesirable.

Make sure your zones are desirable enough, IE far from pollution, low pollution, low crime, fire coverage etc... And if your commercial demand isn't high, you won't grow any commercial buildings. And to get commercial skyscrapers, you'll need a very high commercial office demand.

Good education and Hospitals are important!!

It also depends on how large your city is. If you have a small rural village then not much will develop.
