Il a été lancé hier les travaux d’aménagement de la " Place du peuple ". La cérémonie a été présidée par le ministre des Infrastructures, des travaux publics et de la reconstruction, Pierre Lumbi.

Premier à prendre la parole pour la circonstance, le ministre provincial du Plan a situé ce projet dans le cadre du cinquantenaire. A cette occasion, a-t-il rappelé, Kinshasa va se doter d’une place qui sera un point d’attraction. Il a remercié le gouvernement central pour cette initiative avant d’appeler les populations de Kinshasa à protéger le matériel de ce chantier.

Quant au président de la firme chinoise Sinohydro 2, il a remercié le gouvernement congolais de lui faire confiance en lui confiant ce marché. Il a promis que son entreprise va s’investir à réaliser l’ouvrage qui lui est demandé selon les normes. C’était une occasion pour lui de saluer la coopération sino-congolaise, partant l’amitié entre les deux peuples. En ce qui concerne les travaux proprement dits, il a fait savoir que les premiers lots seront terminés à partir du 31 mai 2010.

L’honneur est venu au Directeur général des Grands travaux, de donner l’économie du travail à réaliser sur ce lieu. Pour lui, Kinshasa est une ville moderne qui s’est engagée dans la mondialisation. Par conséquent, a-t-il souligné, chaque ville ayant sa place de référence, Kinshasa ne doit pas être en reste. La meilleure façon de vivre cette vocation d’une ville moderne a poussé l’autorité nationale à doter cette ville d’un lieu de convergence. Pour lui, ce travail n’est pas un fait du hasard, quelque chose d’improvisé. Il s’agit plutôt d’un projet mûri de longue date. Cette fois, il va être exécuté dans le cadre des cinq chantiers de la République.

Les travaux comportent plusieurs lots, quatre au total. Le premier consistera au prolongement du boulevard Triomphal jusque sur l’avenue de la Libération, ex-24 Novembre. Le boulevard triomphal accueille souvent des manifestations publiques. Le projet prévoit d’y construire une tribune moderne et permanente.

A côté de cette tribune, il sera érigé un espace culturel. Il faudra également assurer la jonction entre les boulevards Sendwe et Triomphal. Cela implique la réhabilitation de l’esplanade du Palais du Peuple. C’est ce qu’explique le Directeur de la Régie des Grands travaux. " Le programme complet à l’aménagement comprend : Le prolongement du Boulevard Triomphal jusqu’à l’avenue la Libération. La construction d’une tribune de 2500 places.

La réhabilitation de l’Esplanade Nord. La réhabilitation de la fontaine existante et la construction des nouvelles fontaines devrant la tribune. La réalisation d’un monument sous le thème du ( Mémorial du Souvenir) dédié à toutes les victimes des violences coloniales, rebellions, guerres d’agression, etc. L’aménagement d’un espace culturel au Sud de la Tribune. La réhabilitation du Palais du Peuple. L’ensemble des travaux se subdivise en quatre lots dont le premier concerne l’aménagement de l’espace compris entre la tribune et le Palais du Peuple ; le second la réhabilitation du Palais du Peuple ; le troisième, la construction de la tribune et l’aménagement de I’ espace culturel, le quatrième, la réhabilitation et le renforcement de l’Avenue SENDWE, du boulevard triomphal à prolonger jusqu’a l’Avenue de la Libération ".

Selon le Directeur de la Régie des grands travaux, les quatre premiers lots seront livrés au plus tard le 31 mai 2010. On retrouvera à cet endroit d’attraction des restaurants et autres boutiques qui attireront davantage de gens.

Il y aura également à l’endroit un monument dédié aux victimes de la colonisation, de la dictature et de la rébellion. Autant Paris a sa Tour Effel, Pékin sa place rouge, Kinshasa aura bientôt sa Place du peuple. Les travaux qui ont été lancés hier dimanche et qui entrent dans le cadre des Cinq chantiers de la République, prennent en compte ce souci de donner aux Kinois un lieu d’attraction, un lieu des loisirs par excellence, un lieu que l’on visitera obligatoirement lorsqu’on visite la capitale congolaise.

Les artistes congolais sont conviés à participer, du 8 au 31 décembre 2009, au concours d’élaboration des maquettes des monuments du Mémorial et de la Renaissance de la République démocratique du Congo dans le cadre du Cinquantenaire de l’indépendance du pays célébré le 30 juin 2010. La publication des maquettes retenues interviendra le 9 janvier prochain.

A l’occasion du lancement de ce concours d’élaboration des maquettes des monuments historiques par le ministre de la Culture et des Arts dans la salle des conférences de l’Académie des Beaux Arts de Kinshasa, le commissaire général du cinquantenaire, le général Denis Kalume, a expliqué hier mardi aux artistes que « le monument du Mémorial est celui du souvenir (traite des Congolais, esclavagisme, colonisation, guerres successives). C’est une œuvre d’art qui immortalisera l’histoire de notre pays, en montrant d’où nous venons et où nous sommes aujourd’hui ».

« Le monument de la Renaissance, une projection de l’avenir, est l’expression d’un peuple qui tient à signaler que c’est un peuple qui vit, qui est prêt à dépasser les vicissitudes afin qu’on puisse retrouver, dans cent ans, la RDC en train de jouer son rôle de locomotive du développement de l’Afrique », a-t-il ajouté.

« Le concours s’adresse à tous les Congolais. La participation y est individuelle ou collective. Les œuvres d’art doivent être originales et de qualité. Il va falloir travailler vite. Les monuments du Mémorial et de la Renaissance de la RDC seront posés respectivement en face du Palais du peuple (à Lingwala) et de la Gare centrale, là où se situait la statue du Roi Albert 1er, sur le boulevard du 30 Juin (à Gombe) le 16 janvier 2010 », a indiqué le coordonnateur du comité scientifique du CGC, le professeur Ndaywel è Nziem. « La mémoire collective d’un peuple est un riche patrimoine culturel à sauvegarder », a estimé pour sa part le directeur général de l’Académie des Beaux Arts, Daniel Shongo. « Ainsi, pour perpétrer les faits historiques, nous avons la tradition orale, les documents écrits, les films, les bandes magnétiques, mais aussi le langage de la forme, qui constituent à cet effet les principaux médium », a-t-il souligné.

Il s’est dit heureux d’accueillir le ministre de la Culture et des Arts ainsi que le staff dirigeant du Commissariat général du cinquantenaire « pour le lancement du concours sur l’érection de trois monuments historiques dans notre pays, à savoir le monument du souvenir, le monument de la renaissance, le monument du premier président de la république démocratique du Congo ».

La manifestation de mardi a été l’occasion pour les étudiants et professeurs de l’ABA de suivre une projection synoptique du programme du Commissariat général du cinquantenaire (CGC) axé sur la réflexion/bilan, la communication/vulgarisation et l’immortalisation/pérennisation.

« A partir du 1er janvier 2010, le flambeau du cinquantenaire de l’indépendance va sillonner, à bord d’une caravane, tous les secteurs et territoires de la RDC, avant de revenir le 30 juin 2010 aux environs de 10H00 à Kinshasa où il sera remis au président de la République, chef de l’Etat », selon le CGC.

I was thinking about Contacting them( ABA, Planning Ministry, Grand Traveaux or any officials associated with the project].

The Minister of the Culture and arts Esdras Kambale proceeded, Monday, to the Kimpwanza roundabout in the commune of Kasa-Vubu to Kinshasa, to the installation of the first stone of the monument of the first President of the Democratic Republic of Congo, Joseph Kasa-Vubu, at the time of the commemoration of the Day of the martyrs of independence organized on January 4 each year. This monument having to measure 5 meters height and bronze will be set up to the assistance of the Democratic Republic of Korea and its erection will have to be completed before June 30, 2010.

Actually, they will design and build the monuments. Thats why the Minister said it must be "Original ".

There will be one at the Palais du peuple and one at the Gare Central. where the human scum used to be. the Chinese are just doing the Boulevards and the area together with OVD.

Kinshasa, 05/04 (ACP).- Le directeur de cabinet adjoint du ministère des Infrastructures, Travaux publics et reconstruction (ITPR) Chriso Ila Ngongo, a au nom du ministre empêché, présidé vendredi à l’hôpital du Centenaire à la cérémonie d’installation des deux missions de contrôle sur les chantiers de réhabilitation et de modernisation du boulevard Sendwe et Triomphal ainsi que les travaux de l’aménagement du Palais du peuple.
Il s’agit du groupement Chinois et Congolais BIC-TCE pour les travaux de réhabilitation et modernisation du Boulevard Sendwe et Triomphal et son prolongement jusqu’à l’avenue de Libération confié à l’entreprise Chinoise CREC 8 et du bureau Delta Engéneering pour l’aménagement de l’esplanade du Palais du peuple confié à Sino-Hydro. Les missions de contrôle, a indiqué le directeur de planification et stratégie Similiabu, ont pour objet de suivre l’exécution des travaux de deux chantiers en vue de faire respecter les normes de génie civil ainsi que le délai d’exécution des travaux.

Les travaux, a-t-il conclu, doivent se terminer avant juin en vue de permettre la tenue des festivités du cinquantenaire de l’indépendance de la RDC. Etaient également présents à la cérémonie, l’ADG de l’Office des voiries et drainage, le secrétaire exécutif du BCPSC ainsi que les représentants de deux entreprises

La session parlementaire du 15 septembre se tiendra dans un hémicycle new-look. Les travaux de réfection du Palais du peuple lancés lundi, le 24 mai, ont effectivement démarré hier mardi. Le coup d'envoi est parti des deux grands locaux du siège du parlement, à savoir la salle des Congrès et la salle de cinéma. En ce qui concerne la salle des spectacles, précisément, les travaux ont commencé par le démontage des chaises et le remplacement des lampes.
L'engagement d'un groupe de Chinois rencontrés à l'œuvre dans la salle de cinéma, fait penser à la fin des travaux en temps record. En plus de l'éclairage, les travaux de réfection de la salle des spectacles consistent également en l'organisation d'un service d'interprétariat. Voilà, qui constitue une innovation dans la mesure où ce service n'a jamais existé depuis l'histoire du Palais du peuple.
Au remplacement des lampes projecteurs et des chaises s'ajoute le changement des rideaux. Selon M. Mafumba, chef de division du département Electricité du Palais du peuple et superviseur des travaux pour le compte de l'Assemblée nationale, la salle des Congrès et la salle des spectacles ne sont pas les seules concernées par ces travaux de réfection.
Quant à la salle des Congrès, les travaux ont aussi commencé hier. "Pour cela, les plénières de l'Assemblée nationale se tiendront momentanément dans la salle de Banquet ", a soutenu une source crédible. Il convient de rappeler que tous ces travaux s'exécutent dans la perspective de la commémoration des 50 ans de l'indépendance du pays, le 30 juin prochain.
Vu sous cet angle, le Palais du peuple doit offrir des salles réunissant un minimum de confort et dignes de servir de cadre à des série de conférences qui seront données à l'occasion de la célébration de ce cinquantenaire. Le coût des travaux est estimé à 3 millions huit cents mille Usd (3.800.000 ).
Depuis la construction du Palais du peuple par les Chinois, c'est la première fois que les travaux de réfection y sont engagés. Siège du parlement depuis plusieurs décennies, le Palais du peuple abrite des différentes manifestations foraines.

Près de 20.000.000 USD mobilisés pour la première phase du projet

Les travaux d'élargissement de l'esplanade du Palais du peuple poursuivent leur bonhomme de chemin. Jusqu'hier mardi le 25 mai, 452 nouvelles lampes projecteurs ont été fixées. Les unes, en candélabres et les autres, fixées sur des poteaux de quelques deux mètres. Par ailleurs, l'étendue de l'esplanade du Palais du peuple est désormais élargie de 24.300 m², a affirmé Dany Mbuyi, ingénieur du bureau de contrôle de l'Agence congolaise des grands travaux (ACGT), rencontré hier au chantier du Palais du peuple.
Selon la source, les travaux sont exécutés par l'entreprise chinoise CREC. Le Bureau d'étude d'aménagement et urbanisme (BEAU) en est le maître d'œuvre sous le contrôle de l'ACGT. Le ministère des Infrastructures, Travaux publics et réhabilitation (ITPR) quant à lui, est le maître d'ouvrage.
Le chantier de l'esplanade du palais du peuple en face de l'entrée principale de l'hémicycle, prévoit entre autres, l'érection d'un monument de soldat inconnu ainsi qu'un podium démontable, uniquement réservé aux cérémonies officielles.

Le projet d'élargissement de l'esplanade du palais du peuple prévoit deux phases. Pour cette première étape dont la fin prévue avant fin juin prochain, le coût financier s'élève à 20.000.000 USD, a affirmé une source digne de foi, interrogée sur le chantier. Notre interlocuteur a laissé entendre que la deuxième phase du projet interviendra après le 30 juin. " Mais le coût des travaux n'est pas encore connu à l'avance, tant le contact reste encore à négocier ", a-t-il précisé. Il est important de rappeler que les travaux d'élargissement de l'esplanade du Palais du peuple ont commencé en janvier dernier

If only the Chinese company that is expanding the boulevard Lumumba could take a leaf out of her sister’s book…

The modernization of the boulevard Lumumba was due for completion this month but judging from the recent pictures, there is still a long way to go, probably a year or two, before the objective is reached. One wonders why the government – the project manager – set a ten-month deadline knowing full well that it cannot be met considering the complexity of the work at hand. This is a strange behaviour on the part of a responsible government.

Thats what we have a moron short visioned, incompetent Government.

No way you can finish a 15 km 2x2 going 2x3 and have to asphalt the whole 15 km , put lights, amenagement , moving some pipes, and so on.

Loo at how long to took to get only 8 km Blvrd du 30 juin , they aren't even done yet. Now they are putting Lights and lanes, and still , they have to plant trees, Pavements, Traffic lights.

As far as I know, there is a clause in the Sino-Congolese contract that requires the exclusive hiring of Congolese workers for the construction works. And judging by their small number, these Chinese workers are probably foremen, whose role it is to teach the Congolese certain building techniques.

Nice. Slowly but steadily Kinshasa is entering the Modern Age. However, the reality of the modernization will be judged by the capacity of the city authorities to protect and maintain all these infrastructures. According to A. Kimbuta, the maintenance of the Square has been entrusted to a company called “Miss Propre”. Is Miss Propre a genuine or a bogus company founded by a government official with the purpose of ripping off the state? The very near future will tell.

This one example suffices to prove the irrationality that drives the Congolese policymakers. Even pressure from the WB and the IMF to improve the business environment to facilitate investments in the country has not succeeded in bringing them back to reason. They still insist that the prohibition is necessary to protect Congolese “strategic” interests. How can you protect your strategic interests in this manner in a Google Age?

Was there on Sunday night and the place does indeed look beautiful. I will be back during the day to take more pictures and filming. It appers people are allowed to take pictures not only around this site but around others. Will let you guys know if I get the pics.

We however need to focuss on so many other things. From what I have seen, most of the major roads needs to be fixed and needs to be enlarged from a 1x1 to a 2x2. That is definitely the least looking at the amount of traffic in Kin. Electricity and water is another problem.

Roger Busima sounds very convincing in his explanation of the pace, the scope and the scale of the reconstruction works being done in Kinshasa. It is reassuring to hear and see that no project has been stopped and the modernization is going apace.

Indeed, it would be illogical to modernize Boulevard Lumumba and the Limete interchange and “overlook” FIKIN, one of the capital’s landmarks.
