Thank you for your email dated 16 November, regarding information about improvement road schemes and congestion around the A13 and Blackwall tunnel area.
I will address your questions in turn.
Question 1
There is currently an average speed camera programme being installed on the A13, between Canning Town flyover and Goresbrook interchange. In conjunction with this programme there is the A13 speed limit upgrade, which will see some sections of the A13 speed limit increase from 40mph to 50mph. The programme is provisionally expected to go live in spring 2010.
Research indicates that an additional benefit of such schemes include increased capacity, and, by inference, reduce congestion.
Question 2
The ongoing and planned schemes we have for Blackwall tunnel in order to reduce congestion include:
A) A planned refurbishment of the northbound tunnel, due to commence in February 2010, which will carry out works to the tunnel and its systems for improved traffic environment and traffic monitoring.
B) The introduction of an "Advanced Works" scheme which will provide improvements to the tunnel approaches that will assist traffic flow during the above refurbishment works.
C) Taking over of full tunnel management by TfL from the Met Police on 1 April 2009, which has enabled continued monitoring and traffic control within the tunnel and its approaches. This includes monitoring of CCTV's, the handling of SOS telephone calls and operation of tunnel closure systems.
The above transfer of controls also includes the continued operation of the over height vehicle protection system in the northbound bore.
D) The continuation of a free breakdown removal service for the Blackwall tunnel to minimise any delays and congestion caused by these types of incidents.
Furthermore, you may be interested to know that we are looking at alternative options for a new river crossing in east London, including a crossing at Silvertown that would be integrated with the Blackwall tunnel.

Question 3
A) The Lodge Avenue Flyover will be replaced by a new structure to current standards as part of the A13 DBFO contract. The contract requires that the new flyover must be completed by 2025. However, there may be opportunities for earlier implementation of this scheme.
B) Schemes have been prepared for improvement at the A13/Renwick Road junction and these include a major grade separated intersection. The driving force behind this improvement is the Barking Riverside housing development and the need to provide suitable access and egress. There is no timetable because planning of the scheme is currently on hold, subject to availability of funding.
C) There is no scheme planned to directly link the A12 to M11.
