Commenting on the 10-year plan to transform the city into the best place to live in, Raja Nong Chik said the ministry would lead Greater KL to simultaneously achieve the target. "We aim to be the only metropolis in Asia." Ten municipalities have been included under Greater KL to create a sprawling liveable city and economic hub. They are Kuala Lumpur, Putrajaya, Selayang, Ampang Jaya, Petaling Jaya, Subang Jaya, Shah Alam, Klang, Kajang and Sepang. The 279,327ha size of Greater KL is about four times the size of Singapore. Raja Nong Chik said besides the ministry, the Economic Planning Unit and the Performance Management Delivery Unit, under the Prime Minister's Department, City Hall and the Land Public Transport Commission (SPAD) were also involved in making Greater KL a success. The ministry will be in charge of leading the overall planning while City Hall and SPAD will execute the projects. "The Selangor state government is also included." Raja Nong Chik said so far, the ministry had not held a meeting on the Greater KL plan but he believed the Selangor government would cooperate. "It is a win-win situation. So I hope politics will be put aside." He said Greater KL was the Federal Government's initiative to create more job opportunities and a better public transport system. Minister in charge of EPU, Tan Sri Nor Mohamed Yakcop, recently said that Greater KL was about driving the economy and improving the quality of life. He expected Greater KL to help the country reap RM115 billion a year in income over the next 10 years. Raja Nong Chik said 20 per cent green areas were planned for Greater KL, stating that Putrajaya, which boasts 34 per cent greenery, was the best model. City Hall would provide a 42km-walkway throughout the city and would spearhead the upgrading of the Klang and Gombak rivers. "They will be a hub for activities where people can jog and cycle." The journey was pleasant but upon reaching the town after exiting the highway, I was greeted by a facade of cement and steel which was just a huge apartment project. Dotted along my journey to the resort where I was staying were projects that have been abandoned and remain a sore sight for many who would throng Port Dickson for a scenic beach holiday. In fact, the scenery of the beach was spotty at best. Maybe its down to the coastal road that runs along the town but I could not help myself from noticing that other resort projects had been constructed between the road and the beach that blocked the ambience one would expect from any beach town. In my opinion, the so-called development of Port Dickson would serve as a good reminder to the planners who are now busy figuring out what to do to build greater Kuala Lumpur into a thriving metropolis. The task is not easy as the planning process is fragmented. Within greater Kuala Lumpur lies different local authorities where the approval process for new projects would depend on those individual councils and not a single authority. I doubt they are in communication with each other to see what their counterparts are doing. This would make the overall planning process difficult. For a start, the old form book on how development in Malaysia is carried out, especially around Kuala Lumpur, needs to be changed. For so long, green lungs and open spaces have been torn down and replaced with concrete and bricks. The loss of parks and playing fields over the years in making way for development has taken a toll on the pulse and soul of the city. Proper planning and execution of existing rules would need to be done to avoid piling on too much development at any site that would lead to the feel of it being haphazardly done. But are we too late to change matters? If there is any chance for such ambition to be realised by 2020, I believe there is a narrow window of opportunity to do the right thing when it comes to future development. Local authorities and those involved in the approval process have to enforce more international standards which Greater Kuala Lumpur would be compared against. Having a proper and efficient public transportation system is a must and for any thriving metropolis, the feel and form should be uniform throughout. Whatever services and places of attraction must be properly maintained and have sufficient services to keep people interested. One such place I visited during my break was Bukit Cahaya Seri Alam. It’s a fantastic site for nature lovers to visit and much more could be done to showcase the biodiversity Malaysia has to offer. Greater KL will be a sprawling liveable city and economic hub of 10 municipalities, more open space, improved waterfronts and superior public transportation system, possibly with underground trains. The inclusion of Klang and Sepang, among others, brings stretches of the Selangor coastline into Greater KL, which will also have the green belt of Templer’s Park as Selayang, an area of 54,559ha, is in. Other municipalities that will make up the 279,327ha Greater KL are Kuala Lumpur, Putrajaya, Ampang Jaya, Petaling Jaya, Subang Jaya, Shah Alam and Kajang. Revitalising the Klang River into a heritage and commercial district is also among the 10 entry point projects (EPPs) along four dimensions identified to deliver on the Greater Kuala Lumpur under the NKEA. Growth in Greater KL economic activities will increase total employment from 2.5 million in 2010 to 4.2 million by 2020. These details were disclosed by members of the laboratory set up by the Performance Management and Delivery Unit (PemanduU) in the Prime Minister’s Department led by Ahmad Suhaili Idrus at the Economic Transformation Programme (ETP) Open Day. The Greater Kuala Lumpur NKEA’s vision is to be a city that simultaneously achieves a top-20 ranking in city economic growth while being among the global top-20 most liveable cities by 2020. Four dimensions to deliver the Greater Kuala Lumpur aspirations are Greater KL as a magnet, Greater KL connect, Greater KL new places and Greater KL enhanced services. Greater KL EPPs will require a cumulative funding of RM172 billion from 2010 to 2020, 34 per cent of which is expected to come from the public sector. The other EPPs are greening Greater Kl to ensure residents enjoy sufficient green space, creating a comprehensive pedestrian network, creating iconic places and attractions, developing an efficient solid waste management ecosystem and sewerage-non river. As he presented his ideas on moving the country into high-income territory, he has fixed his focus on the city. His rationale: Greater Kuala Lumpur (KL) will be the largest contributor at the gross national income level, both today and in 2020. A decade from today, Greater KL will contribute more than seven times over the next target urban centre of Johor Baru and 2.5 times over the largest industry sector, namely oil, gas and energy. His aspiration – to improve the city’s livability. His tool – urbanisation. His rationale – the city will provide the engine of growth for the entire country. That means, the next 10 years will be crucial. A decade is a short time, actually, to do all that he has laid down. Jala’s emphasis on livability is based on improving the public transport system, stability, healthcare, edcuation, infrastructure, culture and environment. The Economist had earlier ranked KL 79 out of 130 cities in terms of livability. Property analyst and map maker Ho Chin Soon says: “Cities generally generate a huge portion of a country’s wealth. Paris produces 30% of France’s wealth, Tokyo 20% to 25% of Japan’s, and the Klang Valley 30%. How it is to be done is another question.” Jala’s plan is for Greater KL to have a population of 10 million, compared with the current 6.4 million. He has written about the growth of Petaling Jaya, Subang Jaya and others parts of KL. Ho says there are two sensitive areas at stake here. There will be more as the journey for transformation goes along. The first involves public transport. “Although we have some form of public transport before and the money to make it a reality, we did not proceed to ensure the survival of our car industry. That is why our public transport ridership is a mere 10% compared with Hong Kong’s 90%, and Singapore’s 80% to 85%.” Ho says the Mass Rail Transit (MRT) system is more than just connectivity. Studies done have shown that if there is an MRT under an apartment block or mall, their rental improves by a quarter or a fifth, at least. An integrated transport system with the MRT as its main spine will help to raise property prices and connects the pockets of new development that the Government has announced in the last few months with the existing established areas, Ho adds. These includes the redevelopment of the 380-acre Kampung Baru, the 80-acre Islamic financial hub at the Dataran Perdana in the Imbi area, the mixed development on 460 acres at the Sg Besi old airport, the Matrade piece of land in Jalan Duta, and the redevelopment of the 22-acre former Pudu Prison site among others. The objective is to more than double the commercial content of KL. “This will take some time for the market to absorb,” he cautions. The other sensitive area is the redevelopment of Kampung Baru and other Malay reserve land. In order to do that, Ho says there must be changes to the laws governing Malay land rights. “There must be a repeal of all Malay Reservation Land Enactments. All federal and state land must be sold via public auction so that the various states and the Federal Government can realise the true value of its land,” he said. Currently, the land belongs to the state. Livability and aesthetics The cleaning up of the river, the greening and beautification of KL and the call for new developments to have 30% of open space are part of the attempts to improve the city’s livability. The revitalisation of the Klang River through its beautification and redevelopment of its banks also involves the cleaning up of the river to reduce polution. A joint development council will be fundamental in driving the development of the river. Other elements include the renewal of old areas within Greater KL. Already, an UDA Holdings Bhd source says the government agency has put in a few proposals for the redevelopment of some old shop houses in some areas and to work with local authorities in their renewal programmes. “From now onwards, developments will not viewed from an agency perspective, but from the country’s perspective and how it adds to the Greater KL plan and the city’s livability,” it says. The private sector has also proposed to work with UDA on some projects, all of which will help to enlarge UDA’s land bank, it added. “Our projects will be market driven,” the source says, adding that UDA will be playing a big role in this transformation, both in terms of property development and public transport. “We will be returning to our original objective of building cities.” The agency has put in a request to be considered as one of the operators for Bandar Tasik Selatan transport hub. It currently manages and operates Puduraya Terminal, which is currently undergoing a RM52mil renovation. In the area of property development, its most immediate project is the redevelopment of the 22-acre former Pudu Prison site. Located between Permodalan Nasional Bhd’s 100-storey project near Merdeka Stadium and Dataran Perdana’s Islamic financial centre in Jalan Sultan Ismail behind Berjaya Times Square, the former Pudu Prison site will form the axis, or centre of development, in that vicinity. Another UDA project is the office and service apartment project on four acres next to Sheraton Imperial Hotel in Jalan Sultan Ismail. This area, where most of the hotels are located, and Jalan Bukit Bintang, where the malls are situated, will be given emphasis because they will generate tourist dollars. There will be a need for more interaction between UDA and the local authorities, says the source. To give cohesion to KL’s transformation, Greater KL will comprise 10 local authorities consisting of City Hall and the town councils of Kajang, Selayang, Ampang Jaya, Subang Jaya, Shah Alam, Klang, Petaling Jaya, Putrajaya and Sepang. Curitiba, the capital and largest city of the Brazilian state of Parana, has a reputation for being highly livable and very sustainable. According to the Brazilian Institute of Geography and Statistics (IBGE), gross domestic product (GDP) figures for the city surpass US$17 billion (RM52.7 billion). With a population of about 1.8 million in a 430sq km area, which is comparable to Kuala Lumpur, Curitiba is famous among urban planners for its innovation and rational development. The city exemplifies how a well-thought through development project, incorporating elements of environmental sustainability, could bring about widespread social, economic and environmental benefits. The mayor of Curitiba, Dr Luciano Ducci said Curitiba is a proof that cities can transform as they grow and become even better by way of public policies that support each other. “The secret lies in the good practices proposed by the city and adopted by its people,” Ducci said. Although Curitiba is proud to be a reference for several cities around the world on public transportation, it is not resting on its laurels. “We are currently testing the Hibribus, a bus with a hybrid system in which an electric motor is used to start and take the bus to a speed of 20km an hour,” Ducci said. “The emission of pollutants in Hibribus is also 50 per cent lower than in regular buses,” he added. Curitiba was the first city in Latin America to use 100 per cent biofuel buses with no diesel mix since August 2009. Biofuel is a renewable source energy, which has the capability to be replenished mainly because of its inexhaustible supply, ability to re-grow or to be recycled. Rather than building a new train or subway system and pay exorbitant construction costs, Curitiba’s designers worked with existing roadways to create a convenient, comprehensive and affordable bus system. Called the Integrated Transport Network-RIT, it was designed to function like a subway system in terms of the number of people it could transport and the frequency between routes. “Passengers only pay a single fare of US$1.30 (RM4.03) to travel throughout the system, with unlimited transfers between buses at terminals where different services intersect,” Ducci said. Curitiba has managed to avoid congestion where more than 70 per cent of the city’s population relies on public transport. The urban transport system is one of Curitiba’s best known planning successes, a model for cities around the world that want to implement eco-efficient transport networks that are well integrated with urban form and produce environmental benefits. It includes lanes on major streets devoted to a bus rapid transit (BRT) system. BRT is a bus system that works like a light rail system (LRT) but it is 10 times cheaper. Curitiba’s infrastructure makes bus travel fast and convenient, effectively creating demand for bus. Meanwhile, Secretary of International Relations for Curitiba City Government, Eduardo Guimarães said the city has a self-financing public transportation system, instead of being saddled by debt to pay for the construction and operating subsidies that a subway system entails. “The fleet is purchased and owned by private companies whereas the government assigns routes, sets fares, and pays each contractor by the kilometre travelled,” he said. Although managed by the city’s transit authority, the city contracts out the service to more than 20 private companies, who operate the buses and share revenues with the city to support road maintenance and upkeep of the terminals. “The city does not need to subsidise its bus service and the whole system turns a profit,” Guimarães said. The private bus companies, which run the actual buses, are paid by distance travelled rather than passenger volume to allow a balanced distribution of bus routes and eliminate clogging of main roads. The city pays the companies about 1 per cent of the bus value per month. For problems of trash generation and collection, Ducci said Curitiba instituted two innovative programmes that encourage residents to keep their streets clean and recycle. One of the programmes is the “Garbage that is not Garbage” where it involves curbside collection and disposal of recyclable materials that have been sorted by households. The Green Exchange programme was designed specifically for low-income population by offering them food in exchange for their waste, Ducci said. “Four kilos of recyclable waste are exchanged for one kilo of food and this programme benefits 7,500 people,” he said. Merdeka will be the new headquarters of Permodalan Nasional Bhd (PNB) as the fund manager is already thinking about redeveloping its existing head office. Come 2016, its main building on Jalan Tun Razak, Kuala Lumpur, will be 30 years old. It is already fully occupied by PNB and its companies. "We have to ensure we have occupancy. We need to move to this place. It will be mainly used by us and our investee companies," group chief executive officer Tan Sri Hamad Kama Piah Che Othman said at a briefing in Kuala Lumpur yesterday. Warisan Merdeka, a 10-year mixed-development project estimated to cost RM5 billion, will be PNB's single biggest property project to date. Its construction is set to create some 5,000 jobs. The tower alone, of about 525 metres , makes up half of the cost. The project will be done by PNB's wholly-owned PNB Merdeka Ventures Sdn Bhd, but it is open to having partners. It may also sell part of the 14.6ha site, but this has yet to be finalised as it also wants to have recurring income from the properties. "We must make sure returns prevail," Hamad Kama Piah said, adding that 8-10 per cent a year would be a good rate. More importantly, Warisan Merdeka will boost the prices of residential, office and retail properties in the Golden Triangle, especially the Jalan Hang Tuah area, Pudu and Imbi, said Zerin Properties founder and chief executive officer Previn Singhe. Property valuers said property prices shot up when the Petronas Twin Towers was built in 1985. Some foresee Warisan Merdeka to be the next KLCC. "We need to look at the project very objectively. New York had five tallest towers in the world at any one time and they are all doing well," Previn said. The land price in the Golden Triangle area is currently around RM2,000 per sq ft, while the net lettable area of a top office building is about RM800 per sq ft. But valuers who were not so bullish said the key challenge is how to deal with traffic flow. "You must look at the project site. It is very dense and road access and public transportation is limited. If the government can improve that, then we will have a different price outlook," said a valuer who declined to be named. Standing between 525m and 550m, the tower in the Warisan Merdeka mega project will surpass the 452m-high Petronas Twin Towers. Revealing details at a briefing at PNB Darby Park today, Permodalan Nasional Berhad (PNB) president and group CEO Tan Sri Hamad Kama Piah Che Othman said the yet-to-be-named tower which will be built by PNB at a cost of RM3 billion will not involve depositors funds. "There is RM115 billion in investors' money but we cannot touch it as it is regulated by the Securities Commission," he said. Hamad Kama Piah said PNB had its own funds and will look at other avenues to raise the funds needed for the project. He said the 7.2ha property earmarked for the project was purchased from Danaharta for RM310 million. "We want to preserve the heritage value of the two stadiums so Warisan Merdeka will incorporate these two icons," he said, referring to Stadium Negara and Stadium Merdeka. He said PNB will have 19 acres (7.7ha) to work on after excluding the stadium sites. To be built in three phases, Warisan Merdeka project will cost RM5 billion. The mixed development will include office blocks, retail outlets, a hotel and high-end condominiums. The tower with a three million sq ft gross built-up area will also take on a green theme with eco-friendly features from building material to fixtures. "It will be a five-star green building. The tower can take in 10,000 people while the project itself will provide 5,000 jobs," he said, adding that the venture will be taken up by PNB Merdeka Ventures Bhd. On the design of the tower, he said there was a basic design but it must blend in with the stadiums to take on a heritage theme. He could not say if surrounding buildings will be sacrificed for the project as it was outside his jurisdiction, but dismissed that iconic schools in the vicinity will have to make way for the mega traffic dispersal system, including a light rapid transit system which will be part of the supporting infrastructure for the project. He added that the project was still being fine-tuned and PNB was talking with various parties. "We want to learn from others and don’t want to have problems," he said. Currently, the population of Greater KL/KV is about six million, contributing RM263 billion or 30 per cent to the nation's Gross National Income (GNI). Over the next decade, Greater KL/KV is targeted to grow in population by 5 per cent annually and achieve a GNI growth of 10 per cent a year. The economic aspiration for Greater KL/KV is to grow its GNI contribution to RM650 billion by 2020, the report noted. In view of this, he said, the state government has temporarily put on hold its own proposed Klang River development project. Initially, he said, negotiations on the development programme had started with three companies that had been shortlisted from a total of 12. “However, we have to re-study the situation following the Federal Government’s offer to be involved in the beautification programme because a section of the river is located in Kuala Lumpur, “We welcome their proposal and are working very closely with them for the benefit of the people,’’ Khalid said. Besides beautification and riverside development, Khalid said, the Federal Government had also proposed a rail link to be built along the river. According to the proposal, he said, the rail would link Klang and Hulu Klang in the hope of easing traffic congestion. However, Khalid said, the state had not agreed to the rail proposal as it required further study. “We must ensure their plan is in line with the state proposal and is viable in terms of cost and implementation,’’ he said. It was reported that the 120km river will be rehabilitated through a proposed cleaning and beautification programme initiated by the state government. Khalid had said the rehabilitation project would be implemented over five years and a task force had identified four companies to be involved in the project. Khalid also said the programme aimed to turn the polluted river into a source for drinking water. Tobin says the projects are of considerable size and the Government, together with its advisors, must really take a far-sighted and visionary view as to the needs and growth of the country far into the future, with an eye on the growth of other countries in the region because the countries of South-East Asia are essentially competing among themselves for the growth and foreign direct investments. Shaun Tobin ... ‘Malaysia is looking at projects of considerable international standing; this means it will need the financial resources of foreign investors.’ The Government announced plans to have seven mega projects last year. The seven are: the development of Kampung Baru, the Kuala Lumpur International Financial District, the Rubber Research Institute Malaysia land in Sungai Buloh, the former air force base in Sungai Besi, the Duta-Matrade Centre, the former Pudu prison development and the Stadium Merdeka project. MDI is a development management company headquartered in Beirut, Lebanon. It is a subsidiary of Saraya Holdings, a real estate development and asset management company investing in the travel and tourism industry. MDI undertakes work on behalf of developers and investors in real estates. Its expertise is in setting up the development strategy and subsequently undertaking all the work done by a developer. The only difference is the money does not come from MDI but from investors, who can be the government or the private sector. Because of the scale of the projects and the billions involved, Tobin says it may be prudent to focus very closely on two or three of the projects after a series of careful studies as to which of the seven projects it should focus first in order to leverage on the one that will spearhead growth. After having selected which project it would like to focus on, Tobin said the next step is to have market studies as to the type of development it would like to undertake on a phase-by-phase basis, taking into consideration the office, retail, commercial, hotel and leisure, and residential demand and supply today and future needs. Tobin said the needs of the different sub-sectors of the property market have to be taken into consideration, its linkages with what is already established today and the future needs, taking into consideration the population growth. Market studies should include sustainability of operations, returns and social, and environmental impact. “Consider the projects holistically. We understand Malaysia's vision and plan, and the government is in the best position to decide which of these seven fit into the scheme of things for the country at this juncture of the country's growth, vis-a-vis what is happening in other countries in the region,” he says, referring to the various measures taken by the Hong Kong and Singapore government to cool their property markets. Tobin said MDI has a portfolio of clients who are keen to invest in Malaysia but land owners and the Government need to do market studies on what the Klang Valley needs. All seven are located in the Klang Valley. “These plans have to work in concert with the Government's vision for other economic sectors of the country's economy, for example, in the financial sector,” saya Tobin, adding that this sort of focus is crucial as it will help planners to narrow down what is needed. MDI has brought in several investors and they have been pleased with what they were shown. “What they would like to see is market studies and research before they put their money down,” he said. MDI's minimum quantum is RM750mil for a five to 10-acre project. MDI has been receiving enquiries from corporations in Britain, the United States, Japan, South Korea and the Middle East. Tobin says some of the investors have flown in to view the sites. “Previously, Malaysian land owners just show the investors the site and a deal was cut after negotiations. But the situation today is different. Malaysia is looking at projects of considerable international standing; this means it will need the financial resources of foreign investors,” he says. Tobin says the next 18 months will be crucial for the country as global investors are searching for countries to invest. Much of these will be heading towards Asia, he says. MDI is involve with the development of Iskandar Financial District in Medini, Iskandar Malaysia in Johor. The Iskandar Financial District is one of nine parcels that form Medini. MDI planned a full range of land uses and functions including office, retail, residential, hotel and leisure, recreation and public amenities for a third of the land area of 430ha in that district. Tobin says its portfolio of clients are now considering investing in the Klang Valley. Set on a plot of 3 acres, this institute encompasses Phase 1 of the planned development. This phase comprises three main components, namely one double-volume function hall, one 7-storey academic tower and a 95-metre long walkway, which connects the two blocks. Enclosed parking is provided in a single-storey sub-basement floor. The assembly of these components results in an asymmetrical composition. A grand staircase is carefully positioned within the main entrance lobby this staircase acts as both a welcoming gesture and means of connecting up to the function hall and walkway leading to the academic tower. From this walkway, the strong lines of the canopy and the slenderness of the single row of 8-metre tall columns can be appreciated, making it a distinct and memorable space. The function hall is integral to the institute and is appropriately expressed to grab attention with its curved, sweeping fa�ade facing the main entrance and the road. In the morning, louvred screens placed along the perimeter of the internal face cast a graceful silhouette onto the floors of the pre-function area. This block provides approximately 3000 square metres of space. It houses a sizeable column-free multipurpose hall that can be divided into three smaller function rooms, a pre-function room, storage space and facilities. The academic tower provides approximately 1500 square metres of space, including 24 multipurpose and training rooms, offices, meeting rooms and support facilities. Whilst responding to both climatic and site conditions, the academic tower is still able to have good vista from its elevated platform. The building is a reflection of their business acumen and financial maturity and stems from the basic need to accommodate the growing number of personnel. Menara AZRB is strategically located in the Kuala Lumpur financial district along Persiaran Gurney adjacent to KLCC. The concept of the design is premised on the idea of interaction and transparency. This is manifest in the conscious attempt to choreograph movement and circulation of people between various departments. This concept led to the insertion of a generous atrium, open office plans and several breakout areas being incorporated into the layout. These are manifest in maximized day lighting, rainwater harvesting for irrigation and the promotion of natural ventilation and light into basement car parks. The contemporary fa�cade expresses an intricate weave of metal that not only gives a distinctive image to the building but works as a bris soleil that substantially reduces heat and glare. Located at Jalan Chan Sow Lin, Sungai Besi, an area dominated by industrial and automobile businesses, the scheme proposed was more of a unified entity with an introvert concept. Though it has picked up, property consultancy PPC International Sdn Bhd does not expect the market to be vibrant in the coming months. According to PPC, school and festive holidays in January and February — the New Year, Thaipusam and Chinese New Year — contributed to the slowdown which began at the tail end of 2010. “However, there have been sporadic new launches of development schemes, residential deals, and retail and commercial transactions,” said PPC managing director Siders Sittampalam. He added that 2Q would see some improvement over 1Q as there are more transactions of commercial and residential properties this month. “We do not anticipate a very vibrant market in the following months given the current rise in prices of fuel and essential items and local and international events — such as the impending general election in Malaysia and natural disasters like the earthquake and tsunami in Japan, which may dampen the global economy. “As the property market works within the framework of the economy, it is bound to be affected,” Siders said. Other factors such as the reduction of the loan-to-value ratio to 70% for third-house buyers and the probability of further rises in interest rates could have an impact on the property market. In its market review for 1Q11, Siders said the residential segment saw some new property launches in Shah Alam, Puchong, Damansara and Kajang with selling prices ranging from RM260,000 to RM5.4 million. For landed properties, low-density developments were more popular with terraced and semi-detached houses in preferred locations within the Kuala Lumpur city fringes. “Kajang, Puchong, Klang, Cheras and Sungai Buloh have been the popular locations for new launches,” the report said. PPC said stratified properties such as condominiums and apartments are well sought after in the secondary market in locations within the Klang Valley as evidenced by the volume of transactions in late 2010. “House buyers look for unique features and proximity to the city centre with good accessibility via highways,” said Siders. The report noted that in 1Q, there were not many new launches of high-end residential properties, which could imply that demand for this segment had stabilised. In the commercial/office sector, the report said that last year there were several new Grade A offices within KL City and its fringes, including Petaling Jaya. They are Hampshire Place, Menara Worldwide and HSBC’s new headquarters which add to the existing 59 million sq ft of office space. “The asking rents ranged between RM5.50 and RM7.50 psf a month with the occupancy rate from 55% to 70%,” it added. There are new office buildings due for completion from April 2011 to 2013 within Petaling Jaya, indicating an increasing supply of premises with better facilities. These include Plaza 33 in Section 13 that will have a net lettable area (NLA) of 500,000 sq ft and Point 92 in Damansara Perdana with 158,112 sq ft. Both are scheduled for completion next year. In the retail sector, there is a rising trend of neighbourhood malls. These medium-sized shopping complexes have emerged largely to cater to residents who prefer to shop close to their homes to avoid traffic congestion and have more time for family-oriented activities. Last year, there were new entries of medium-sized malls such as One Mont’Kiara, Empire Shopping Gallery (Subang) and SS Two Mall. Some new shopping malls to be launched this year and in early 2012 are Citta Mall, Ara Damansara and the Festive Mall in Danau Kota, Setapak. Group managing director SM Faliq SM Nasimuddin told Business Times that it will launch one block with more than 50 floors at the company’s RM4 billion Platinum Park development in Kuala Lumpur. This will be the first residential tower at the Platinum Park, currently the largest luxury development in Kuala Lumpur. At Platinum Park, three buildings are currently under construction. They include two 50-storey office towers, each to house the new headquarters of Felda Group and Naza Group, and the 38-storey Tabung Haji tower. The second residential project featuring twin towers, retail and food outlets on a 0.8 hectare is located near embassies such as the Singapore High Commission on Jalan Tun Razak. The indicative selling price for each unit at the two residential towers would be more than RM1,600 per sq ft, based on the current market price, Faliq said. The third residential project comprising 30 floors will be developed on a 0.4ha site in Taman Tun Dr Ismail, or near the Damansara Specialist Hospital. Based on prices of residential properties within the vicinity such as Glomac Damansara and Tropics Serviced Apartment above the Tropicana Mall, Naza TTDI may sell the units at more than RM750 psf. Faliq said local and foreign investors from the Middle East, Europe, Singapore and Hong Kong have approached the company to take up individual units and buy en bloc. The projects are designed to attract foreign investors, in line with the company’s plan to build its brand and venture overseas to build townships and mixed developments. Faliq had said in March that it plans to launch 18 new projects this year worth RM1.6 billion and achieve a turnover of RM1 billion for fiscal 2011. The design brief stated that the media organisation intends to house all its 980 staff members and three (3) subsidiary companies under one roof. Located at Jalan Chan Sow Lin, Sungai Besi, an area dominated by industrial and automobile businesses, the scheme proposed was more of a unified entity with an introvert concept.
