^^ apparently about the E-Pass system malfunction..

Still saying that they should have just built a train system. Skyway was a waste of taxpayer's money. Anyway its already there. Lets just hope they finish it fast..

VV also guys pls vote on the event we are proposing... (red link)

AFAIK (and someone correct me if I'm wrong)

Skyway is a privately-built project. No taxpayer money here as all funds come from the company and its partners.

MPTC to build P17-billion NLEX-SLEX road (http://www.philstar.com/Article.aspx?articleId=615310&publicationSubCategoryId=66)
By Mary Ann Ll Reyes (The Philippine Star)
Updated September 26, 2010 12:00 AM

MANILA, Philippines – Metro Pacific Tollways Corp. (MPTC) will build the P17-billion, 13.2-kilometer road that will connect the North Luzon Expressway (NLEX) to the South Luzon Expressway (SLEX) along the rail tracks of the Philippine National Railways (PNR).

MPTC president Ramoncito Fernandez said this is being done to minimize the right-of-way acquisition costs in this densely populated urban center.

He pointed out that the connector road will allow travel from NLEX to SLEX and vice-versa to be shortened to only 15 to 20 minutes.

Fernandez said they are in talks with the Japan International Cooperation Agency (JICA) as well as other funding sources to provide financing for the project.

The 13-km connector road, or Segment 11, will connect the NLEX Harbor Link to the Skyway.

MNTC has commenced commercial operations of Segment 8.1 or the NLEX-Mindanao Avenue Link. The extension spans 2.7 km from Mindanao Avenue connecting to the NLEX mainline in Valenzuela through a full cloverleaf, the biggest in the country today.

To date, the company had recorded a daily average of more than 8,000 vehicle entries in Segment 8.1. “We have also provided a new convenient route for cargo truckers heading North Luzon or to the Port Area,” Fernandez noted.

He also announced that they have made significant progress in the pre-construction activities for Segments 9 and 10, collectively called the ‘NLEX Harbor Link’.

“We have successfully obtained approval from the Toll Regulatory Board (TRB) for the modified alignment following the rail tracks of Northrail and Southrail. The detailed engineering design for Segment 9, a 2.4-km kilometer road extending NLEX westward from the new NLEX cloverleaf to MacArthur Highway, was substantially completed. We are now working hand in hand with the government to complete the acquisition of right of way for construction to begin” he added.

Meanwhile, Segment 10 is a 5.6-km elevated road from the end of Segment 9 and will be built along the tracks of Northrail and Southrail up to C-3 Road. “We expect that the detailed engineering design would be completed before the year ends,” Fernandez said.

He pointed out that the NLEX Harbor Link shall provide a direct access to the North Harbor from Northern and Central Luzon and from eastern Metro Manila through Mindanao Avenue without the truck ban.

“This shall allow faster movement of goods and services among various economic centers and would further accelerate economic growth,” Fernandez said.

Segment 9 and 10 will cost P1.7 billion and P6.3 billion, respectively.

About P7.5 billion, or 30 percent of the project cost of Segments 9, 10 and 11 will be financed from the proceeds of an increase in MPTC’s authorized capital.

Meanwhile, MPTC subsidiary Manila North Tollways Corp. (MNTC) was awarded by the Bases Conversion Development Authority (BCDA) the right to negotiate a concession agreement to manage, operate and maintain the Subic-Clark-Tarlac Expressway (SCTEX).

Fernandez said the new concession shall add 94 km to MPTC’s toll road portfolio without construction risk and shall enable the group to secure a long-term operation and management contract for the toll road.

“In the coming months, we expect the closing of the negotiations and the turnover of the management of SCTEX to MNTC. An integration plan is under way to allow a seamless expressway travel using NLEX and SCTEX,” he added.

Fernandez also noted that MPTC is also expanding its portfolio through acquisition of shares in other toll road concessionaires.

“Among several prospects, we have increased our stake in Citra Metro Manila Tollways Corp., the concession holder for the Metro Manila Skyway. We have also expressed interest to acquire a stake in South Luzon Tollway Corporation, the concessionaire for the SLEX,” he revealed.

MPTC posted a core income for the first half of the year of P752.1 million, 28 percent higher than that generated in the same period last year. But Consolidated net income declined 7.7 percent to P561 million due to provisions related to input Value-added tax (VAT).

Skyway Sucat-Bicutan section done by year-end

The Skyway Stage 2’s Sucat-Bicutan section could be finished before the year ends, according to the latest reports released by project proponent Citra Metro Manila Tollways Corporation (CMMTC) on September 25, 2010.

The Stage 2 team has already completed laying the first of two layers of asphalt on 68 spans of the elevated portion between Bicutan and Sucat, with only a few remaining spans still being concreted. Ancillary works, such as installation of the side and curb medians, electrical conduits and drainage system, are also ongoing.

The Sucat Ramp Toll Plaza is also nearing completion. With the deck slab support for the Sucat on/off ramps already in place and the retaining wall under construction, main contractor D.M. Consunji, Inc. (DMCI) started concreting activities on the ramps. Asphalting of the ramps is expected to start in October. Afterwards, the parapets, railings, side and median curbs, electrical and drainage systems, and toll plazas will be installed.

Barring any unforeseen issues and challenges, CMMTC and DMCI is confident of achieving its second milestone of completing the Sucat-Bicutan section by December 2010.

CMMTC and DMCI also announced that only 25% of construction activities must be done to complete Stage 2, with still eight months to go on its original 24-month schedule which is slated to end on May 2011.

The team hit 75% completion status this September after the large strides it made with the fabrication and installation of girders in the Sucat area, particularly the span straddling Sucat Bridge and the ramps going to and from Dr. A. Santos Avenue. Work on the foundation system of the Alabang slip ramps and on/off ramps also continued, despite some prolonged concerns over the relocation of the facilities of relocation companies.

Team Stage 2 team is also completing the deck slab support on the Sucat-Alabang section, particularly in the area that will support the Skyway’s Main Toll Plaza. CMMTC and DMCI are proceeding with construction of pierheads in the Alabang-Sucat section crossing the tollway and the service roads. DMCI uses steel formworks and beams that will limit the vertical clearance at the area to 4.3 meters, still .03 meters more than what the Department of Public Works and Highways requires.

In order to ensure the smooth flow of traffic at the area, CMMTC is advising all trucking, logistics and transportation companies and other concerned entities that all vehicles over 4.27 meters tall to avoid passing through the Sucat-Alabang elevated section of the Skyway System and on the East and West Service Roads. Vehicles higher than 4.27 meters cannot pass underneath the pierheads being constructed and will be trapped inside the tollway, causing a bottleneck in the area and delaying other motorists. The construction of these pierheads is expected to be completed by December 2010.

CMMTC and Skyway operator, Skyway O&M Corporation (SOMCO) has installed advisory signages in all tollway entry points. CMMTC wishes to apologize for this inconvenience, and assures those affected that the height clearance will surpass standard requirements by almost 1.0 meter once this activity is over.

i didnt know KL has extensive road networks..

i know bkk does. i once rode in my thai friend's car cruising the skyways of bkk. i asked him when did bangkok start having all these elevated motorways, he replied " cant remember, since I was a kid maybe" - thats about year 1990 if he is correct

just sad:ohno:

very sad indeed, pantay naman ang road networks ng Metro Manila with the other 2 capitals even after the EDSA 1986, i don't know what the hell has happened to this country during the last 20 years...

Reason to doubt... (http://www.philstar.com/Article.aspx?articleId=624063&publicationSubCategoryId=64)
CTALK By Cito Beltran (The Philippine Star)
Updated October 25, 2010 12:00 AM

Is it reasonable to doubt or is it beyond reasonable doubt to suspect that the traffic from Magallanes to Bicutan is company made or intentional in nature?

Last Saturday, in my vain attempt to get a head start on all the drivers south bound on the SLEX, I was shocked to see that traffic on the SLEX had piled up all the way to the C-5. This forced many of us to go all the way around via Villamor airbase in order to take the SKYWAY south bound.

Considering that the Temporary Restraining Order had just been lifted on the SLEX toll hike plan, the situation did not speak well for the people in charge of SLEX. So like a Good Samaritan I called a friend and told them that this was not good press for them.

That’s when I realized that I was calling the wrong party.

Out of “historical habit” many of us automatically presume and say that the toll road from Magallanes to Calamba is the SLEX or South Luzon Expressway. That’s what they called it in Marcos’ time and by and large that’s how most of us call it and that’s what we call the operators as well.

Unfortunately, not many people remember that “SLEX” was cut into two during the time of President Ramos, so we now have two concessionaires, separately running two different parts of the “SLEX”.

The portion from Magallanes to Bicutan was turned over to the Metro Manila Skyway Toll Corporation during the time of President Fidel Ramos. The turnover started with a company called CITRA, which has generally been identified as an Indonesian firm. Back then the plan was a Skyway all the way to Magallanes but the Asian financial crisis reportedly restricted the construction to Bicutan.

But now that things have improved, the same company has gained control and responsibility from Magallanes to Alabang including the “at grade level” or the ground portion of what we still call: “SLEX”.

If we really think about it or go on the Internet you’ll realize that the concessionaire of the SLEX from Alabang to Calamba is the South Luzon Toll way Corporation, which is completely separate from the SKYWAY Corporation.

This is where the crabs of suspicions starts’ to stir things up.

While the SKYWAY Toll Corporation showed extreme speed rushing the Bicutan to Alabang extension, Why is it that they have continued to “construct and repave” on the ground level below the skyway?

Last Saturday, they dug a hole in the middle of the southbound portion which was the reason traffic backed up from Bicutan to C-5. In addition they also placed concrete barriers that blocked of the left lane for long stretches that resulted in reducing the “SLEX” at Bicutan into a 2-lane road and causing major slow downs.

From what people could directly observed the builders of the elevated skyway extension were “re-blocking” stretches of road under the skyway. But why they had to eat up one lane and a half and create severe slow downs was what really caught a lot of attention especially in stretches where there was no construction or activity.

After observing all this, I could not help but wonder if all the “construction obstruction” at grade level was coincidental or possibly intentional so that daily commuters would get fed up and use the SKYWAY instead just as we did?

Beyond mere conspiracy theories, I believe there is cause for concern when the operators of the ground level are also the operators of the elevated portion because it would be to their best interest if more people used the elevated SKYWAY rather than the ground level.

Given their major investment, the concessionaire would now be pressed to do everything to recoup their sizeable investment, so being operators, they could segregate use and application based on type of vehicles or weight.

Many commuters who start their entry into “SLEX” via the C-5 are even wondering to this day why the Skyway was never connected to C-5, which is a major highway and yet the Skyway has on ramps at every “big” road of the Makati business district?

Another point of curiosity is how or why, the concessionaires of the SKYWAY have been allowed to hide behind the skirt of the South Luzon Toll Way Corporation and has never been called to Congress to explain the mess they have created for years?

Who is protecting the Skyway Toll way Corporation?

At the moment anything to do with the “SLEX” is always pinned on the South Luzon Toll Way Corp. when in fact the Magallanes to Alabang under the SKYWAY Toll Way Corporation is the portion that has the largest volume of traffic, collects the highest revenue per kilometer, and is currently the one with the highest amount of obstruction and delays.

In complete contrast, the Alabang to Calamba portion of the SLEX can truly be called a new highway because it has in fact been doubled in size and travel has vastly improved. Add to this the SLEX-STAR Toll way interconnection that has long been finished and simply needs to be opened.

The SKYWAY officials have gotten away with many shortcomings, and inconvenience that they have caused upon commuters. To make matters worse, they have not even made any serious efforts to address or take responsibility for their errors or even make an effort to advise and explain conditions on their area of responsibility.

In fact, for many of us, The SKYWAY Toll Way Corporation is a faceless entity. So now lets all work at naming who their officers are, who their directors are and last but not the least who their protectors from public accountability are! Then lets all launch a campaign to publicly remind them that we pay for their profit and benefits.

Let's see how DMCI performs regarding the opening of the Bicutan-Sucat section. One plus is that this is already like a few months ahead of schedule. Even the completion of the Alabang section is still ahead of schedule. Not sure if we're asking too much for them to try and open the Sucat section before Christmas, they got slightly delayed when Basyang disrupted their work.

@absinthe_888 - I don't think they will have just one lane each for the on and off ramps. Imagine the obstruction when a large trailer stalls on the ramps.

Oh, thanks for the correction. We can make that a class 2 bus instead and you'll still get the same effect.

What's interesting during construction is that when you look at the girders from below you think they only planned for 2 lanes each direction. When the final product comes, it's wide enough for 3 lanes plus a small shoulder:)

The one nearest to Posadas Village right beside Patio Homes is the PNR ROW. There is another road which is M. L. Quezon Avenue (others call it Dir. A Bunye). It's slightly diagonal but parallel to the PNR tracks. C6 only starts at Bicutan, the Sucat portion is still non-existent.

I've driven down M. L. Quezon Ave. from Bicutan to Alabang. Interesting view, although it takes more than 20 minutes for that stretch. Plus the traffic when you get to Alabang itself.

PPP boom seen to boost road infrastructure sector in 2011
(The Philippine Star)

MANILA, Philippines - The Philippine ground transport infrastructure sector will see a boom in public-private partnerships (PPP) in support of government programs next year and, as a result, will experience another growth year in 2011.

This was the forecast made by Ra-moncito S. Fernandez, president and CEO of Metro Pacific Tollways Corp. (MPTC), in a talk he delivered at the meeting of the Joint Foreign Chambers of the Philippines last Oct. 28.

Hosted by the American Chamber of Commerce of the Philippines Inc. (AmCham), the meeting, which was held at the Dusit Thani Hotel in Makati City, was attended by members of the Australian-New Zealand Chamber of Commerce (Phils.) Inc., Canadian Chamber of Commerce of the Philippines Inc., European Chamber of Commerce of the Philippines Inc., Japanese Chamber of Commerce and Industry of the Philippines Inc., Korean Chamber of Commerce of the Philippines Inc., and Philippine Association of Multinational Companies Regional Headquarters Inc.

Next year, Fernandez said, a number of major expansion projects will be implemented, including three where MPTC will be directly involved. These are the North Luzon Expressway (NLEX) Segments 9 and 10, two projects under NLEX Phase 2, a multibillion-peso road network expansion program that will make the NLEX more accessible to motorists, and the NLEX-South Luzon Expressway (SLEX) Connector Road.

A member of the Metro Pacific Group, MPTC is the holding company that has under its wing the Manila North Tollways Corp. (MNTC), the builder and concessionaire of the NLEX, and the Tollways Management Corp. (TMC), the operations and maintenance (O&M) operator of both the NLEX and the Subic-Clark-Tarlac Expressway (SCTEX). Because of the success of the rehabilitated NLEX, which has become a vital artery linking Metro Manila to Central and Northern Luzon, both MPTC and MNTC are now widely recognized as leading authorities in the ground transport infrastructure field and their executives are often invited as resource persons on the subject.

NLEX Segment 9 will connect McArthur Highway, the old route to Central and Northern Luzon, to NLEX in Valenzuela, while Segment 10 will link McArthur Highway to Manila’s Port Area. Better known as the “NLEX Harbor Link,” these two road projects are expected to dramatically speed up the transport of goods from Central and Northern Luzon to the North Harbor, Metro Manila’s premier domestic port.

The NLEX-SLEX Connector Road, on the other hand, is a 13.2-kilometer expressway that will make the movement of people and goods between Northern and Southern Luzon faster, more efficient and more convenient. It will cut travel time between the NLEX and SLEX to only 15-20 minutes, decongest Metro Manila by providing an alternative to C5, EDSA and other major thoroughfares, and allow unrestricted traffic flow from the ports of Southern Luzon, thus, easing truck ban concerns.

Other expansion projects that the government will implement in partnership with the private sector in 2011, according to Fernandez, are the MRT 3 and LRT Line 1 expansion to Bacoor, Cavite; LRT Line 2 expansion from Santolan to Masinag; the Cavite-Laguna (CaLa) Expressway that will link the Coastal Road to Silang, Cavite; and the Tarlac-La Union Toll Expressway (TLUTEX) that will extend the NLEX to Rosario, La Union.

The expected boom in 2011, Fernandez noted, will continue the steady growth that the ground transport infrastructure sector has been experiencing over the last few years. In the last three years, he said, the toll road business alone attracted more than P30 billion worth of investments.

Toll road and rail usage, he noted, has continued to grow strongly. Citing an example, Fernandez said the NLEX has broken its all-time high daily average vehicle entry record for two consecutive years.

More importantly, he said, by facilitating the movement of people and cargo, the toll road industry has contributed significantly to the economic growth of Central, North and Southern Luzon.

Skyway’s Bicutan-Sucat section opens before year-end
November 11, 2010

Motorists will soon enjoy a longer drive over the Skyway’s elevated section when its Bicutan-Sucat section is completed by the end of November, earlier than the original end of December 2010 target schedule, extending the current 9.5-km. Buendia-Bicutan section by 3.5 kilometers.

With this project milestone, Citra Metro Manila Tollways Corporation (CMMTC), the Skyway developer, will open to traffic and partially operate the Bicutan-Sucat section to allow motorists to reap the benefits of the new toll road even as construction of the Sucat-Alabang section continues. CMMTC anticipates a big number of motorists going to and coming from Sucat and beyond to use the completed Bicutan-Sucat section, for a faster and more comfortable drive between Sucat and Makati.

The advantages that the new toll road section brings will immediately be felt during the month of December, when Skyway traffic traditionally reaches its highest level of vehicular volume. Traffic at both the at-grade and elevated sections of the Skyway System is expected to improve even during the holiday season.

With the improvement of traffic at the Skyway’s at-grade section and the reduced inconvenience caused by the Skyway Stage 2 construction, CMMTC plans to end the 23.5% discount it extended to motorists last year on the toll rates for the Buendia-Bicutan elevated section. This means that the toll rates for the elevated section would revert from Php65 to Php85 for Class 1 vehicles (cars and jeepneys), from Php130 to Php170 for Class 2 vehicles (buses and light trucks), and from Php195 to Php225 for Class 3 vehicles (multi-axled trucks and trailer vans). CMMTC effected the toll discount on July 14, 2009 to make up for the traffic inconvenience caused by the construction of the Skyway Stage 2’s foundation when the three (3) travel lanes between Bicutan and Sucat had to be reduced to two (2) on each for the southbound and northbound lanes.

Meanwhile, the Sucat-Alabang elevated section of the 6.88-km Skyway Stage 2 is on track for completion ahead of its May 2011 schedule.

The ground transport infrastructure sector will continue to contribute to economic growth, he said. “The outlook for 2011 is certainly very encouraging,” he pointed out, adding that doubling the country’s current toll roads system, which has a cumulative total of some 300 kilometers, is “doable in five years.”

To help the sector grow faster and better – and contribute even more to the country’s economic progress – Fernandez said the industry has lined up three desired reforms. These are: Shortening the right of way (ROW) acquisition process, improving access to long-term capital, and unifying standards in both toll road and rail access.

Skyway’s new Sucat off-ramp to open by December

By Paolo Montecillo
Philippine Daily Inquirer
First Posted 23:13:00 11/18/2010

MANILA, Philippines—The operator of the Metro Manila Skyway is set to open a new section of the elevated toll road by the end of the month to help decongest the main artery south of the capital.

Skyway O&M Corp. officer-in-charge Ramon Borromeo said the new exit to Sucat, Parañaque City, will likely be opened by late this month or early December.

The new section of road will lengthen Skyway by about three kilometers from the road’s current end at Bicutan, Parañaque.

“We’re just doing the finishing touches. Then the new section will have to be inspected by the Toll Regulatory Board (TRB) so they can give us a certification of substantial completion for the project,” Borromeo said in an interview.

The new section is part of the Stage II extension of the Skyway. This will add 7 kilometers of elevated road to the current Skyway’s 11-kilometer elevated section. The ground-level portion from Magallanes to Alabang is also under Skyway O&M’s concession.

This will extend the Skyway all the way to Alabang, Muntinlupa, which is where the South Luzon Expressway (SLEx) begins.

Borromeo said the completion for the entire Stage II extension is expected by May next year. “But I think we can finish it a little earlier. Probably we can open the whole extension by April,” he added.

Once the new section is opened, Borommeo said the company would ask the TRB to allow the firm to implement its original toll rate of P85 for the Skyway’s elevated portion.

“Remember, when we started the construction for the extension, we brought down our toll to P65, but our approved rate is P85,” he said. “We just want to bring the old rate back.”

Skyway O&M is a subsidiary of Indonesian-backed Citra Metro Manila Tollways Corp., the company which holds the concession over the road.

Metro Pacific Investments Corp., meanwhile, has a pending proposal to build a so-called “connector road” that will link North Luzon Expressway with the Skyway and SLEx.

Skyway developer to recall toll discounts

TOLL discounts extended to motorists to make up for the traffic inconvenience caused by the construction of the Skyway Stage 2 Project will soon be recalled by developer Citra Metro Manila Tollways Corp. (CMMTC).

The firm cited the expected completion of the new Skyway Bicutan-Sucat stretch by end-November and its opening to motorists by December, adding that traffic flow is expected to improve considerably for both the elevated and at-grade sections in time for the Christmas season.

A 23.5% toll discount that took effect on July 14, 2009 lowered the toll rates on the Skyway’s elevated section to P65 from P85 for Class 1 vehicles (cars and jeepneys), P130 from P170 for Class 2 vehicles (buses and light trucks), and P195 from P225 for Class 3 vehicles (multi-axled trucks and trailer vans.)

“Actually, per our contract with the government, upon the completion of the new Skyway Bicutan to Sucat stretch, we can already request the Toll Regulatory Board (TRB) for new toll fees that are higher,” spokesperson Anna Gamboa said in a statement.

“However, we decided to merely revert back to the old Stage 1 toll fees as previously approved by the TRB and implemented by us when CMMTC started the Skyway Stage 2 construction,” she added.

“CMMTC will only request for new toll fees after we complete construction of Skyway Stage 2’s Sucat-Alabang section by or before May 2011.”

Yup, that is what I meant. Alabang is part of Muntinlupa, right? If you thought I meant New Alabang Village, then that wasn't the intention.

I'm thinking this photo was taken from Bellevue Hotel. I am not aware of any other taller building in the Northgate Cyberpark area as most of them are mid-rise BPO offices.

Skyway to revert to original P85 toll in December

MANILA, Philippines – Skyway developer, Citra Metro Manila Tollways Corporation (CMMTC) plans to recall soon the toll discount for the Skyway Buendia-Bicutan section it extended to motorists to make up for the traffic inconvenience caused by the construction of its Stage 2 Project.

With the completion of the new Skyway Bicutan-Sucat stretch by end-November and its opening to motorists by December, traffic flow is expected to improve considerably for both the elevated and at-grade sections in time for the Christmas season when traffic volume is at its highest in Metro Manila.

It will be recalled that the 23.5 percent toll discount that took effect on July 14, 2009 lowered the toll rates on the Skyway’s elevated section from P85 to P65 for Class 1 vehicles (cars and jeepneys), from P170 to P130 for Class 2 vehicles (buses and light trucks), and from P225 to P195 for Class 3 vehicles (multi-axled trucks and trailer vans).

“Actually, per our contract with the government, upon the completion of the new Skyway Bicutan to Sucat stretch, we can already request the Toll Regulatory Board for new toll fees that are higher. However, we decided to merely revert back to the old Stage 1 toll fees as previously approved by the TRB and implemented by us before CMMTC started the Skyway Stage 2 construction. CMMTC will only request for new toll fees after we complete construction of Skyway Stage 2’s Sucat-Alabang section by or before May 2011, ” Anna Gamboa of CMMTC communications office said.

CMMTC now awaits the issuance by the TRB of the Certificate of Substantial Completion for the new Skyway Bicutan-Sucat prior to reverting to the old Skyway toll rates. In effect, for those who now take the Skyway to Sucat stretch paying P65 for the Skyway and P18 for using the Bicutan to Sucat at-grade for a total of P83, can use the Skyway all the way between Makati and Sucat for a total of only P85 when the Bicutan-Sucat extension opens in December.

I think traffic flow will tremendously improve once Stage 2 is completed.

First, the temporary on/off ramps in Bicutan will finally be removed, restoring traffic flow at-grade back to three lanes.

Second, restoration of normal three lanes in the construction site from Bicutan to Alabang.

Mataas talaga, so only people with money to spare and trucks and buses would be able to use it regularly. It could help the at grade portion by lowering the number of vehicles slightly, but most of the vehicles will still be using the at grade portion because of the lower costs.

Looks like they are already putting the guardrails at the at grade portion from Bicutan to Sucat. Soon, the bulky temporary barriers will be taken away.

Oh and regarding the toll, Rumor has it that the at grade portion will increase in toll after the completion of Stage 2 making the difference from the elevated portion minimal. This is to balance out traffic between at grade and elevated portions

Skyway holds consultation on new road opening
11-30-2010

South Metro Manila Skyway Project developer, Citra Metro Manila Tollways Corporation (CMMTC), and the operator of the Skyway System, Skyway O&M Corporation (SOMCO), recently held a consultation meeting with the various Skyway stakeholders regarding the forthcoming opening and partial operation of the Skyway Bicutan-Sucat section.

More than 65 guests attended the meeting, which included Antonio Tinsay, president of United BF Homeowner’s Association Inc.; Siegfried A Veloso and Becky Villavicencio of the Federation of Village Associations; Rene Gutierrez, Federation of Homeowners Associations of Bgy. Don Bosco; Atty. E. Adazo, Dona Rosario Heights; Mienrado Avisado and Ramon Fernandez of Ayala Alabang Village Association; Jaime Tolentino, Regional Governer of Philippine Chamber of Commerce and Industry (PCCI) - NCR South; Alex Flores, President of PCCI – Paranaque, and Vic A. Navarro, city engineer of Paranaque. Also present were Gustavo Tambunting and Artemio Simundac, vice mayors of Paranaque and . The police and traffic units which enforce peace and order and manage traffic in the vicinities of the Skyway in Bicutan, Sucat and Alabang participated in the consultation along with officers and representatives from the Department of Public Works and Highways (DPWH), the Toll Regulatory Board (TRB) and Metro Manila Development Authority.

During the meeting, CMMTC deputy chief executive officer, Dodik Marseno Catur Utomo announced that Skyway’s Bicutan-Sucat section will be completed by the end of this month and its forthcoming opening to the public is set early next month, December, 2010. SOMCO’s head of special operations, Ed Nepomuceno, on the other hand, presented the traffic plan that shall be implement when the new Skyway section starts operation. Mr. Nepomuceno also announced that there is no plan to collect new toll rates for the new section until after the completion of the Sucat-Alabang section on May 2011, which will mark the full completion of Skyway Stage 2. “If the Toll Regulatory Board agrees, we will collect the old Skyway toll rate instead which we lowered as a form of toll discount from P85 to P65 in July 2009 before the construction of Skyway Stage 2 went fullblast in June last year,” said Nepomuceno.

In response to traffic concerns raised, Nepomuceno told the guests that SOMCO will continue to closely work with the local police and traffic units and go the extra mile by covering areas beyond its jurisdiction, not only with regards to managing traffic, but also providing prompt motorist assistance. For non-Skyway concerns, Nepomuceno also suggested specific government offices or agencies that can be approached by concerned village association officers, even going so far as to extend help personally via reperesentation with the said offices and angencies. Confident that questions and suggestions raised were sufficiently addressed, CMMTC and SOMCO thanked the guests and assured them that in building and operating the Skyway System, their foremost concern is the safety and convenience of their motoring patrons.

Skyway opens Bicutan to Sucat extension (http://www.philstar.com/Article.aspx?articleId=634922&publicationSubCategoryId=72)
By James Deakin (The Philippine Star)
Updated December 01, 2010 12:00 AM

MANILA, Philippines – And it couldn’t come a moment too soon. For over a year now, motorists in the south have felt like they were in the choke hold of a UFC fighter, strangled by the congestion caused by the construction of stage 2 of the Skyway. Come next week though, the bell should ring and they will be able to breathe again. If only slightly.

Last November 11, Citra Metro Manila Tollways Corporation (CMMTC) officially announced the upcoming opening of the Bicutan to Sucat portion of the Skyway, a full month ahead of its December 2010 schedule. “It’s like an early Christmas gift!” one BF Homes resident screamed in delight. “For real?” Ford Alabang’s Paolo Borromeo says in disbelief. “It’s like a dream,” another resident from Alabang Hills Village exclaimed.

And perhaps it is. As much as the road is finished, and CMMTC has no plans of charging extra for the new 3.5 kilometer elevated portion, it is requesting for the Toll Regulatory Board (TRB) to lift the 23.5% discount that it extended to motorists last year while construction was ongoing, and return to its normal rate of P85 for class 1 vehicles.

As of this writing, CMMTC is still waiting for approval and is already looking at a mid December opening.

Considering that the advantages that the new toll road section brings will immediately be felt during the month of December, when Skyway traffic traditionally reaches its highest level of vehicular volume, we can only hope that the TRB can decide quickly.

No choice na sila wala na kasing space sa sucat area. i guess they have to bite the bullet and stick with that bad design. the on and off ramps are way too narrow. this will definitely create bottlenecks.

i dont undestand why they had to combine both on and off ramps in the middle of Sucat Rd making the grade section even narrower. If there is no space, they could have atleast made the off ramp end at the shoulder area of sucat, just after the old jolibee beside the overpass. that would be like similar to Bicutan. The on ramp can still be left in the middle of Sucat. This way isa lang yung nasa gitna ng Sucat, not both ways.

Road maintenance at Skyway starts
Thursday, 09 December 2010 20:24

SKYWAY operator, Skyway O&M Corp. (Somco), is now undertaking maintenance works both on the Skyway system’s elevated and at-grade sections to keep the toll road in excellent riding condition and ensure motorists’ safety.

Somco’s maintenance and engineering team started its rotomilling and asphalt overlay work on November 22 at the at-grade section from the Magallanes area up to the Sales Bridge, one lane each at a time on the northbound and southbound direction, and at the C-5 Road exit ramp.

Similar work activities are also in progress at four different areas of the elevated section—the Bicutan-end of Skyway Stage 1; between the Skyway Toll Plazas A and B; the toll road in front of Technical Education and Skills Development Authority office before and after Skyway Toll Plaza A and the northbound lane before the Magallanes interchange.

To minimize the effect of the maintenance work on traffic, work activities are done at night, between 11 p.m. and 5 a.m. the following day, when traffic is light. Somco also deploys three groups to speed up and finish said maintenance work by December 15, as scheduled.

Skyway Stage 1’s 9.5-kilometer Buendia-Bicutan elevated section and the upgraded 13.5-km Magallanes-Alabang at-grade section became operational in 1999. Road rotomilling, asphalt overlay and other road improvement such as pavement dressing and conditioning are part of Somco’s regular and preventive maintenance activities.

Minor traffic rerouting at Magallanes flyover

Meanwhile, upon the recommendation of First Philippine Industrial Corp. and the Department of Public Works and Highways, the Metropolitan Manila Development Authority on Thursday implemented a temporary, weeklong lane closure on the southbound lane of the Magallanes flyover in Makati City coming from Osmeña Highway.

The single lane closure is in effect without any prohibitions on the type and size of vehicles that may access it. It is being implemented as FPIC is voluntarily reinforcing one more section of its oil transport pipeline running immediately under the Magallanes ramp’s footing.

“The initiative to conduct further reinforcement measures on one more section is to ensure that the pipeline’s integrity will be consistent with the Department of Energy’s audit and complies with the writ of kalikasan,” explained Anthony Mabasa, FPIC officer in charge.

“We wish to reiterate that the pipeline reinforcement measure being undertaken is not required by any of the regulatory departments and agencies involved with this issue. We are simply doing it to reassure the public of the pipeline’s integrity,” Mabasa added.

^^ But the very reason MVP is building Stage 3 on the PNR ROW is precisely because cargo trucks will be able to get cargo out of Manila North Harbor faster. So then what's the extension for, especially since few private cars even go to North Harbor? :?

This will benefit the economy and attract more investors since their trucks won't get stuck and waste diesel in Manila traffic, it will also mean more revenue for the Skyway investors and help them recoup their investments faster. Aside from this, it will hopefully reduce the number of trucks plying our at grade sections and thus help reduce traffic below for private cars as well (wishful thinking though).

This is a step in the right direction, a link to the North Harbor, however I thought the original Skyway proponents were challenging MPIC for the building of Stage 3? Has MPIC been awarded the Stage 3 project?

But again: Class 3 vehicles are BANNED from the Skyway. So how will this be possible?

^May point ka sa sinabi mo, the question is paano magagamit ang skyway ng class 3..

They are? Since when?

Well, if they are, it might be temporary while construction is going on, probably to reduce vibrations, but this is the first time I've heard that Class 3 vehicles are banned from the Skyway.

^^ Quoting MC:

How would that be possible if heavy trucks (Class 3) aren't allowed to use the Skyway in the first place?

As far as I know, the lifting of the ban is temporary, and will be reinstated once Stage 2 is opened. Class 3 vehicles were permitted to use the Skyway during construction of Stage 2 out of traffic considerations on the at-grade segments.

In a sign of good faith, SOMCO Skyway from BIC-SUC will open this Wednesday even if the TRB has not decided on the 85 peso toll fee.

It should be interesting to see how the opening of the new section will affect the traffic at grade and at the Skyway.

You can see a sign at the Nichols entry ramp saying that heavy trucks are not allowed.

I think the ban was lifted only when the Magallanes interchange was in critical state due to the pipeline fiasco. Now that it is under control, Class 3 vehicles are no longer allowed again.
