Luna Park screaming, and council can do nothing to stop it
By Tim Dick

It has been open in its new incarnation for barely a month, but already Luna Park has annoyed the neighbours.

North Sydney Council has received 112 complaints about the park's mechanical noise, screaming patrons and PA systems being used to encourage "ride users to scream louder".

A council report said most complaints were about the Ranger, Spider and Tango Train rides and came from 65 residents in Milsons Point, Lavender Bay and McMahons Point.

The complaints were described as mostly "entirely reasonable" but the council was unable to "regulate the noise from a person's voice whether screaming or otherwise".

Michael Hesse, chairman of the executive of Glen Street's Colonnades apartment building, said last night: "We cannot during the operation of the rides go outside on our balconies. It's just unbearable. We're perfectly happy with Luna Park to be there but these rides . . . weren't there originally."

The report forecast more complaints once the Wild Mouse roller-coaster, expected to be the park's noisiest ride, began to operate later this month.

The report said residents believed Luna Park management appeared to expect the rides to be shut down through some form of enforcement action, which led to conclusions that perhaps management would rather concentrate on more profitable areas of the park, such as restaurants, licensed premises, functions and events.

Luna Park's managing director, Peter Hearne, rejected that conclusion as bizarre and said it had wanted the amusement park to be open all along.

"I'm not aware of people being encouraged to scream louder and I'd be very disappointed if that was happening," he said.

He said the report itself concluded there was no breach of the park's development consents.

Last night's council meeting resolved to "pursue a consultative approach [with Luna Park] with formal regulatory action used only as a last result".

The Mayor of North Sydney, Genia McCaffery, said management had a responsibility to run the park appropriately. The location of the Ranger ride was always going to cause problems, she said.

Yeah, this is just silly. They're never going to be able to get it right, ever! How much did they just spend doozying it up?

Luna Park was never going to be the same once the apartment developers took advantage of the Milson Point area.

What a total embaressment!

The residents are absolute losers!
:baaa:

No matter what they try to complain about, the fact still remains that LUNA PARK WAS THERE FIRST!

Sure, it had more than its fair share of days in the doldrums, but it was a stupid assumption of the complaining residents to think that it would never return to its original use again.

They ensured the Big Dipper was removed - I think they've already gotten more compromise from Luna Park than they deserve.

Ten News reported last night that the noise from the rides has been 80 decibels when it should be 60 decibels. One of the locals said he cannot have parties and go out on his balcony. I'm sure people can go to the Easter Show, tuck into a meal and not be annoyed by the noise (especially if it happens to be in the carnival area or the very noisy Main Arena)

Management responded to the complaints by saying that the locals have chosen to live near an Amusement Park and said that if "they want quiet, they can move to the suburbs" which to me is a good idea as they can go buy a big home in Strathfield and live in peace. I hope those buying apartments in Aquarelle and other tower developments going up in the area (It was interesting to see how close they actually are) are aware of this.

And Chris, Luna Park is no flop. It's doing quite well attracting a good number of visitors. I remember taking a train over the bridge in the holidays and seeing a long line of people queuing to go into the park (even though it is free to enter).

And if Harry S, is one of those complaining (like he always does), You have to wonder why he is still there after all these years.

Build a sound-proof glass barrier or something.

Put Luna Park in a big bubble.

Like Buckminster Fuller's idea for 1927 Manhattan.

No, seems like they won't be able to and the Wild Mouse hasn't even started operations yet (my personal fave)THe what what Muse. whats this thing !I think you're asking me what's the deal with the bubble. Exactly as it says. Buckminster Fuller was an early 20th Century futurist - you know, conceiving ideas for the future.

Well, I recall that there was an idea to wrap the entire big dipper in a glass sheath to stop the noise getting out and annoying the nearby residents. But you have to wonder if Luna Park closes, and now Wonderland is gooone, where will Sydney residents go to get some rollercoaster action? I cannot believe a city the size of Sydney doesn't have a decent rollercoaster in it.

These rides happen to be at the northern end of the park away from the cliffs at the southern end which means the noise cannot be blocked in any form, along with the absence of trees. It's where the vast bulk of residential towers happen to be as well.

One person from the Colonnades told "The Mosman Daily" that the noise is more mechanical (with the exception of a rollercoaster, how could you hear noises coming from rides? )rather than the screaming of people enjoying the rides, and it has gotten to a point that he cannot sleep on the weekends and her daughters cannot study. This guy is probably exaggerating the whole situation.

And talking about noise from the park, I don't remember hearing anything while on a ferry going from Milsons Point to Darling Harbour yesterday which passed through Macmahons Point on the way. You don't even hear any noise until your about 15 metres from the entrance. It's where the vast bulk of residential towers happen to be as well.

Residents are also using the noise as one of the excuses for objecting to the park hosting the Inaugural MTV Australia Music awards next April. Cannot they just move out (the residents) and spare all of us from paying the price.???

Believe it. Sydneysiders just don't like having fun in their own backyard, it seems.

Well, the nearest place I can think of is the Gold Coast, and would be at least a $200 trip.

Luna Park hits sound barrier again

Almost 10 years after Harry Seidler and his neighbours succeeded in uprooting Luna Park's Big Dipper, noise from fairground rides has landed the fun park in trouble again.

North Sydney Council has threatened legal action if the park does not quieten down.

If certain rides could not be soundproofed they should be moved, the Mayor of North Sydney, Genia McCaffery, told the Herald. "We have serious noise complaints from residents in Milsons Point and McMahons Point and many residents are saying it's making their life unbearable," she said. "Luna Park has to do something to fix the problem."

At a meeting last night the council discussed how to get the park to keep the volume down. One option is legal action that could give the council the power to serve the park with orders to limit noise. If the orders are ignored the case will go to court.

"Council doesn't want to go down the regulatory road," Cr McCaffery said, "but if they continue to operate in this fashion we will have to."

In November a council noise report identified four rides - the Ranger pirate ship, the Spider, the Wild Mouse and the Flying Saucer - that needed soundproofing. Three have since been modified, and engineers are still working on enclosing the engines of the Ranger.

AdvertisementBut the soundproofing was unlikely to reduce the noise enough, Cr McCaffery said, and the Ranger should be moved from its site north of Coney Island to a more sheltered spot in the park.

"North of Coney Island there's nothing to protect local residents from the noise - no cliffs, no other buildings," she said. "So if they can't fix the Ranger they should close it and move it."

The noise from the rides was so bad that people living nearby could not open their windows, said Joan Street, a resident of Milsons Point.

In many ways Luna Park was a "good neighbour", she said. "But the main problem is the three noisy rides that were relocated to the northern end of the park. When the park is operating, we can't entertain indoors or outdoors and we can't use our balcony. We can't even open windows and have fresh air."

The park's managing director, Peter Hearne, said

it was operating within its development application conditions and no rides would be moved. The Ranger's engines would be enclosed by the end of the month, he said.

The council would conduct another acoustic report to see if the soundproofing had worked before deciding whether to go ahead with legal action, Cr McCaffery said.

This is so retarded. Poor Luna Park, one can only wonder why they just didnt pull it apart and moved it all across the habour to the city side, but I bet the same fucking NIMBYs would complain about that too. :(

See, we "ouwh and ah" here on skyscrapercity about "the density, the density" and all we are getting are poorly and boringly designed mid-risers (lol) with whingers in 'em.

Luna Park was there decades before. Alas....times change...

We'll end up with the face and such other buildings with a merry-go-round and a few coffee shops.

I dont understand...honestly! Why buy an apartment next to an amusement park and then complain about the noise??!?!?! Luna Park was there 70 years before any apartments and should reserve the right to make noise, thats too friken bad. You cant go and build an apartment next to an airport then make the airport close down or move!

I still think the big dipper case was a joke, it should not have been dismantled and was an example of what bullshit people with money can get away with!

Oh for goodness sake!

Those residents knew that when they moved in Luna Park was there. It has been there for well over 70 years! I bet, there hasn't been any resident living near by longer then 70 years, probably no longer then 20 years!

They should all be told to bloody well live with the noise!

The Chicken! I agree 100% with the last 4 or 5 posts! This is an amusement park, and unit owners/renters knew that people living there before them, moved out because of the park...the chicken came first :) :bash:

The State Government has stepped into this one and has basically barred any legal action to threaten closure of the park! About time!

And now I hear the developers, are also joining the bandwagon against the noise. The developers of the recently 8 Glen Street, 8 Glen (subsiduary of Platino Properties)are supporting the residents quest to have five noisy rides removed. They also have complained that the noise has affected sales of apartments in their tower

No, we won't get even that. "AAAHHHHH, THE LIGHTS ARE BLINDING ME!" will be the excuse for that one... And it'd be a poor one at that.

What do people living next to rail lines do? (except those at wollahra!) we LIVE WITH IT. I've lived near rail lines most of my life, and do I complain? no!

Fools.
