NEW DELHI: After several flip flops over widening of the 20km stretch between Delhi border and Dasna on NH-24, the highways ministry wants to make it a four-lane elevated road.

The ministry is in favour of "innovative financing" of the project - giving real estate development rights to a private developer to recover the investment of around Rs 3,000 crore.

This move has raised eyebrows whether such a proposal would delay the much needed augmentation of this stretch. However, officials said the facility would come up and people won't have to pay toll to use this elevated stretch since allowing real estate development along the corridor will work as a sweetener for the developer.

Learning from Delhi-Gurgaon toll plaza where people have to wait for long, the ministry wants to make it a toll-free road.

NOIDA: With the Union highways ministry's proposal to make an elevated road on NH-24 rendering the much-delayed widening of the congested NH-24 unfeasible, the Noida Authority is now mulling over creating two underpasses to decongest the stretch between Noida and Ghaziabad.

The Authority CEO Sanjeev Saran has written to NHAI seeking permission to upgrade the two defunct underpasses at Khoda and the junction of Chijarsi village and subsequently open the underpasses for traffic to ensure seamless flow of vehicles at least till a more "permanent solution is put into place."

The Authority's request is likely to be taken up by NHAI in its meeting scheduled for next week.

However, as per the larger plan to decongest the area, the Noida Authority, the Greater Noida Authority and the Ghaziabad Development Authority are working together to make the entire NH-24 signal-free by constructing seven underpasses along the national highway. The stretch between Noida and Indirapuram in Ghaziabad falls under the jurisdiction of the Noida Authority.

Of the total underpasses, the Noida Authority will construct three underpasses on a 6km stretch along the highway that will in turn open towards Khoda colony, NIB Chowk and Model Town chowki. Two of these underpasses will also have cloverleaves. The Authority has now directed all companies that have responded to the EOI to make presentations in this regard following which, a detailed project report will be prepared.

Once constructed, the underpasses will provide great relief to commuters coming from Indirapuram, Vaishali and Vasundhara towards Noida. "The stretch between Lal Kuan and UP Gate along the NH-24 has become a nightmare for commuters. Similarly, in Noida, Model Town, NIB Chowki and Shipra underpass remain clogged with traffic through the day. We wish to ensure that vehicles going to Vaishali, Indirapuram and Vasundhara do not have to use the highway and the underpasses will facilitate just that," said a senior official.

The Authority has already proposed to developing signal-free junctions between Noida and Dasna in Ghaziabad along the NH-24 and the consultant appointed for this work is currently finalizing the details.

NEW DELHI: The Public Works Department (PWD) has revived a project to construct a 16.1 km six-lane elevated corridor over the Najafgarh drain, connecting Meera Bagh to Wazirabad over the Outer Ring Road. The project, with a tentative cost of about Rs 2,000 crore, will be similar to the Barapullah elevated corridor project.

"We had proposed the project before in 2007 and even appointed consultants to conduct a feasibility study for it. The study was submitted to UTTIPEC in July 2009 but the proposal was later dropped by the agency. Now, PWD has revived the project and the detailed project plan has been sent to the Delhi Government," said a PWD official.

Currently, the distance from Outer Ring Road at Meera Bagh to Wazirabad on Outer Ring Road is approximately 24 km. The proposed corridor along Najafgarh drain between these two points is approximately 16.1 km, thereby saving a distance of over 7 km, said an official.

The proposed corridor will cross seven master plan roads, five other roads, two railway tracks and two metro corridors. Each carriageway on the proposed road will be 11 metres.

The corridor is expected to provide linkage to ring roads via radial arterial roads, other important roads and national highways because of its geographical location, said a source. The proposed road will also connect important nodes of the city — North Campus (Delhi University Campus), east Delhi (through Wazirabad Bridge) — with west Delhi.

The feasibility study of the corridor had been conducted by the same consultants who had conducted the feasibility study for the Barapullah corridor. A copy of the proposal had been sent to the traffic police, the irrigation & flood department and DIMTS for the comments in August 2009.

At the request of Delhi University, the feasibility consultants were asked to conduct an additional study to integrate Delhi University traffic with the proposed elevated corridor. But as the issue of extra fee for the additional work could not be settled, the consultants were unable to conduct the integration study and the entire project was eventually dropped.

GURGAON: The accident-prone Hero Honda Chowk would soon get a unique building like the Gate Tower in Osaka, Japan. Roads would pass through second and third floors of this building which would unclog the congestion at peak hours.In case of the 16-storey Gate Tower, the 5th, 6th and 7th floors are occupied by an express highway — passing right through the building. While the floors in Osaka have been taken on rent by the Hanshin Expressway, in Gurgaon the building would be built by National Highways Authority of India ( NHAI).

As per the proposal made by the road transport and highways ministry, the government would allow a developer to build the tower and rent it out. "The developer will invest in the road project too and would recover the entire investment from rental," said a ministry official.Director general (roads) C Kandasamy made this presentation at a meeting on Monday, chaired by highways minister CP Joshi, his deputy Jitin Prasada and Haryana PWD minister Randeep Surjewala.

At present, there are two buildings in Jaipur — Sahkar Bhavan and World Trade Park — where roads pass beneath %the buildings."Enough clearing space would be left for straight moving vehicles on the expressway. Those heading towards Jaipur from Sector-10 side or those from Hero Honda towards Delhi can take the elevated roads which will be through different floors of the buildings," said a senior official.

The project can go to a private player who would quote minimum years of lease for these commercial spaces. Sources said the project can easily take off considering the high demand and price of commercial space at a prime location like this in the NCR. Though initially the ministry was pushing Haryana to execute the project, now it %has agreed to take undertake the work. "Haryana has promised to give 23-25 clearances for this project. The chief minister has also agreed to exempt about Rs 50 lakh which it could have raised for urban development fee," said an official who attended the meeting.

Regarding the eastern peripheral expressway, the RFQ process is already done with and 23 companies had qualified last year (http://www.nhai.org/Doc/11july12/EPE-%20List%20of%20pre-qualified%20bidders..pdf). Now they'll be submitting their proposals which will be opened on August 24 (official bid due date)

NEW DELHI: Engineering and infrastructure major Larsen & Toubro (L&T) today said its construction arm has bagged projects worth Rs 3,042 crore across different categories, including an order worth Rs 2,040 crore for upgrading the Delhi-Agra highway.

"The Infrastructure IC of L&T Construction has won a major order valued at Rs 2,040 crore for upgrading the Delhi-Agra Highway," the company said in a statement.

It said this will be executed on EPC (Engineering, Procurement and Construction) mode.

The scope of work for Delhi-Agra stretch of National Highway-2 involves six laning of the existing road and construction of rail overbridges, underpasses, flyovers, major bridges and viaducts, it added.

NH2 is dotted by a string of smaller towns including Faridabad so there's a lot of local traffic that uses it as well. This upgrade will help those folks + the ones living in Faridabad and thereabouts as this route is and will be the fastest route to reach Agra. The EPE might change things but that will have to be proven.

Whereabouts on the stretch are these pics from? Closer to the manesar end? I don't think near the dwarka end correct? Though I remember seeing some work underway near the stretch that connects to the najafgarh-kapashera bit, will drive down one of these days and do a recce.

Does anyone have any update on the UER2 status? I keep hoping Delhi admin would fast track this stretch, most traffic problems on the outer ring road, RTR flyover, Gurgaon Sirhaul toll plaza, BRT crossing at Chirag dilli, and NH24' now with expansion plans it, Mahipalpur crossing, all would get fixed if they expedited this UER2 stretch.

It would do wonders for Realty in Noida and Gazhiabad as well, with the UER2 plans to connect NH8 from near the Shiv Murti to NH2 near the Badarpur crossing, all the UP govt. would need to do is make a expressway link from gazhiabad/Noida to this entry point to the UER2 near the NH2, and they would expressway connectivity to the Delhi International Airport! Greater Noida, Faridabad all would get direct access to the domestic and the international airport. And with what's planned for the UER2, it would be expressway ride all the way.

Google maps shows UER II for some distance but if you see it in satellite imagery, it's nothing more than a dirt track as of now. At many places it would need to pass through dense settlements. I am not sure how they will acquire so much of property. I am not much hopeful for timely completion of any of the UER.

That's the bit from NH10 to NH8 that's got the encroachments, but from NH8 to NH2 I didn't see any dirt roads nor much habitation, no dirt roads means its worse off than the earlier bit :-(

Those were taken roughly midway. The first one was shot north of the intersection of Pataudi road and the railway line (sector 37) while the second was taken close to Daulatabad village (sector 103)

That's UER 3 which you are talking about. UER 2 is marked between NH-1 and NH-10. I could not see UER 2 south of NH-10.

NEW DELHI: The proposed six-lane expressway from Delhi to Jaipur has cleared a major hurdle. The new alignment of the expressway, which will have a limited number of entries and exits, has been approved by Haryana and Rajasthan. The two states want National Highways Authority of India (NHAI) and the highways ministry to consult them while proposing real estate development along the expressway.

Delhi government has already given an in-principle approval to the access-controlled expressway which is expected to slash travel time between the two cities to less than three hours. The length of the new alignment will be around 230-240 km. The portion of the expressway falling in Delhi will be elevated since availability of land is a problem in the national capital.

Haryana town and country planning (DTCP) secretary S S Dhillon recently wrote to NHAI saying that the state would provide all support to the Centre for execution of the project, including land acquisition matters, said a senior Haryana government official. Rough estimates by NHAI suggest the project could cost around Rs 12,000 crore. Those pockets which will be developed for residential and commercial projects along the expressway may be given access to the highway. This will cross subsidize the project for developers," said a ministry source.

The new expressway has become a necessity because of the increasing congestion on NH-8. The traffic chaos will only get worse due to the widening of the stretch between Delhi and Jaipur. At present, traffic jams are regularly reported from this stretch since the road width has reduced. "In future, this new-alignment expressway would be a part of the continuous expressway connectivity between Delhi and Mumbai," said a government source.

Haryana government officials told TOI that they have agreed to NHAI's proposal of making the link pass through Gurgaon, Manesar, Rewari and Kothputli. However, the approval comes with a rider. One of the conditions put forward by the state is that the alignment should not affect any housing or commercial projects in the state for which DTCP has already issued licences. Moreover, the state wants NHAI to elevate the portion of the expressway which cross state roads. Haryana has also asked the highway authority to help the government improvesome of the state roads along the new expressway and to provide links to them.

The new alignment is likely to be announced next week. In his letter to NHAI, Rajasthan's chief secretary has reportedly said that the state government wants the road authority to provide a link from the expressway to the industrial township of Bhiwadi.

The state has also sought a short link from Jaipur city to the expressway. As per the proposal, the expressway will join the Jaipur bypass, which falls on the outskirts of the city.

Reliance officially started collecting toll on the gurgaon-faridabad highway which marks the completion of the project. News from earlier this month:

CHANDIGARH: Reliance Infrastructure Limited (RInfra), part of Reliance Group, has commenced the operation of its sixth road project through its Special Purpose Vehicle (SPV), GF Toll Road Private Limited from Gurgaon to Faridabad. The four laning of Gurgaon - Faridabad and two laning of Ballabhgarh - Sohna road have been completed and toll collections have been started.

It is RInfra SPV's first State road project, executed on BOT (Build, Operate and Transfer) pattern, under the aegis of Haryana Public Works Department, Government of Haryana. The project will be transferred back to the Government after 17 years concession period, during which time the road will be operated and maintained by RInfra's SPV.

For smooth and faster traffic flow, the Ministry of Road Transport and Highway has decided to construct four-lane roads from Dwarka in Delhi to Dhansa-Badli-Jhajjar (Haryana). The total length of the lane would be 25 kms and the project cost is estimated at around Rs 222 crore.

This will be a direct route to Indira Gandhi International Airport for traffic coming from Jhajjar, Badli and Najafgarh. The road will be constructed adjacent to single-lane road along bank of drain number 8 (Najafgarh drain) to join Jhajjar to Dwarka and IGI airport. This road will serve as a bypass and there will be great relief from regular traffic jams in Najafgarh.

The proposal has been approved by the Ministry of Road Transport and Highways, the Haryana Government and Delhi Chief Minister Sheila Dikshit. The Delhi Government has decided to appoint consultant for feasibility report on the project. The road falling in Haryana’s jurisdiction will be constructed by the State Government while the Delhi Government will construct its own part of the road. The project will be funded by the Ministry of Road Transport and Highways.

Delhi PWD Minister Raj Kumar Chauhan told The Pioneer that PWD would soon start the process to appoint consultant for the project on the part of the Delhi Government. “This is a new connectivity and approval of the Unified Traffic and Transportation Infrastructure (Planning & Engineering) Centre and Delhi Urban Arts Commission will be required,” he said.

The Minister said that earlier, a rough estimate amounting to Rs 117 crore was submitted by the PWD. Later, they submitted a proposal of Rs 150 crore that includes one four-lane flyover and road signages. Later on, they submitted a modified estimate of Rs 222 crore.

NEW DELHI, JULY 29:
Route identification for the ambitious 265 km Delhi-Jaipur Expressway on the line of Yamuna Expressway to Agra has been completed, the Road Transport and Highways Minister, Mr C. P. Joshi, has said.

“Land alignment (route-mapping) is final. We want an expressway on the PPP (Public-Private Partnership) model,” Joshi told PTI.

The starting point in the national capital for the expressway, for which the detailed project report has been finalised, would be the Indira Gandhi International Airport.

He said that alongside the expressway, with controlled access, will be a few nodes where real estate hubs would be developed. “We have outlined alignments for developing real estate,” Mr Joshi said, adding that discussions are on with the State Governments of Delhi, Haryana and Rajasthan. “We have to bring the State Governments on board. We have outlined alignments for developing real estate. Investment requirement is not finalised yet but it will have a new finance model,” he said. Joshi said the project is very much “practical and pragmatic”.

Asked about the timeline for the project, the Minister said that he does not foresee problems in land acquisition because the requirement will not be not much. Even for the real estate development projects, there would be a limited number of hubs. Besides, the coordination with the States will be easier because all them are under Congress rule, he said.

Joshi said that though the Government had, in 2006-07, planned to construct 10 expressways, progress could be made only in two, namely Delhi-Jaipur and Delhi- Chandigarh. However, for the Delhi-Chandigarh, the route alignment is yet to be finalised. “We are working on it,” he said.

Once the developer gets finalized, a new thread in the Highways forum will be created.

HYDERABAD, AUGUST 2:
A consortium headed by SEW Infrastructure Limited has commenced work on the Rs 2,770-crore road project in Uttar Pradesh.

The Uttar Pradesh Chief Minister, Akhilesh Yadav, on Wednesday laid the foundation stone for the project, according to a statement from the Hyderabad-based infrastructure company.

The build, operate and transfer (BOT) project seeks to take up four-laning work of the 206-kilometre stretch between the Delhi–Saharanpur section of the Uttar Pradesh State Highway-57.

This inauguration was part of the Chief Minister’s schedule of laying the foundation stones for four road projects from Lucknow including the Delhi-Saharanpur project. The SEW–Prasad Consortium was awarded the contract through a global tender process. The project has a concession period of 25 years.

That's precisely what they're going to do:

It's doubtful that the Mumbai-Pune Expressway will ever get a NE tag (since it's owned by MH), but in the future, both the vadodara-Mumbai and Mumbai-Pune expressways will have interchanges with the upcoming Virar-Alibaug corridor and that'll just make the ride from Delhi to Pune seamless.

It's doubtful that the Mumbai-Pune Expressway will ever get a NE tag (since it's owned by MH), but in the future, both the vadodara-Mumbai and Mumbai-Pune expressways will have interchanges with the upcoming Virar-Alibaug corridor and that'll just make the ride from Delhi to Pune seamless.

And with the Bangalore-Chennai expressway currently in the works, the Pune-B'lore section would be the only missing link between Delhi and Chennai.

4-lane expressway in outer Delhi to link NH 1, 10

Outer Delhi is likely to get a 26.10-km four-lane expressway between Ghevra Mod and Singhu border. The proposed expressway will run parallel to the upcoming KPM expressway and will connect with NH 1 and 10. The proposed road, if cleared, will help decongest traffic flow on G T Karnal-Nangloi road and Bahadurgarh road.

Besides this, the PWD has also proposed to convert a 21-km two-way road into a four-lane expressway from Auchandi border to Mangolpur Kalan. Both the proposals, estimated to be constructed at a cost of Rs 250 crore are likely to be put up before the Delhi cabinet in coming weeks.

The present road from Ghevra to Singhu border is a narrow two-lane road which, despite having access to two national highways, is not a preferred route because of its poor condition. The PWD department has asked the Delhi Technological University to conduct a feasibility and traffic study of the stretch. As per sources, PWD minister Raj Kumar Chauhan has already cleared the file. "We are hoping that the proposal is put before the cabinet on Monday and if cleared, we will start the tender process in coming weeks," said an officer.

As per the proposal, the 26.10 km expressway will be constructed in four phases. The total cost of this expressway would be around Rs 124 crore. For the second project, PWD sources said a budget of Rs 120 crore has been proposed.

To ensure good quality of work, PWD has decided to give a five-year maintenance contract to the same company which would construct these roads.

HUDA can't manage the roads under it today, the only reason they want to take over the expressway is cause its a money spinner. They will take it over, but will not remove the toll gates. Left to them it will be pot holed in no time.

Here's some good news for motorists harried by the long queues at toll plazas on the Delhi-Gurgaon Expressway. Smart cards, to be introduced soon, will assure a smooth ride through the three toll plazas on the expressway.

Top district officials and the concessionaire, Delhi Gurgaon Super Connectivity Limited (DGSCL), decided in a meeting on Monday that smart cards will be introduced for toll plazas on the expressway in the coming days on the lines of the Metro smart card.

The smart cards are likely to end woes of motorists passing through the Sirhaul toll plaza at the 24-km milestone as it is known to be the most congested of the three.

To make it easier for commuters, these smart cards are going to be available at fuel stations with a recharge value of Rs 200, Rs 300 and Rs 500. District officials said the smart cards will make sure that motorists spend less time at the toll gate leading to smooth flow of traffic.

The existing tag facility didn't help much to avoid a bottleneck at the toll plaza, the officials said. While the tags were available only at the toll plazas though smart cards can be purchased and recharged at various petrol pumps and CNG stations in Gurgaon as well as in Delhi.

"Commuters can easily access smart cards as they anyway have to go to fuel stations," said K. K. Sindhu, commissioner of police, Gurgaon, who headed a meeting held at his office with representatives of DGSCL, NHAI, Haryana Urban Development Authority (HUDA) and various RWAs of Gurgaon.

He added that the smart card will have functions similar to a tag though the former will be a touch-and-go facility while a tag works on sensor programming.

Also, the concessionaire has allocated only four lanes on each side for tag users but smart card users can use any toll lane to zip through.

One of the major reasons for congestion at the toll plaza is the delay in completing transactions, often because of shortage of change. The smart card will be accepted at all three toll plazas on the busy Delhi-Gurgaon Expressway.

"Smart cards will reduce the time to be spent at the toll booths as the attendants will have no role to play," Sindhu added. A car has to pay Rs 21 as one-time toll.

The main agenda of Monday's meeting was to evaluate the initiatives taken by the concessionaire and NHAI after a direction received from the Punjab and Haryana High Court. The stakeholders will provide details of the initiatives taken by them in the next hearing scheduled on December 5.

Sindhu also directed the concessionaire to install high quality cameras and street lights along the 27-km expressway. He emphasised the need for cameras and street lights especially at the busy Delhi-Gurgaon toll plaza and the Kherki Daula toll plaza.

Following the direction, DGSCL has decided to install cameras along the entire stretch as well as at red lines marked 400 metres away on either side of boom barriers.

The roads on the ground need drainage. Really, really badly. The roads are at or below ground level, and I don't see any drainage pipes. Elevating the road by a meter would have helped with both drainage and the visual need for landscaping.

I would regard this as easily one of the most advanced motorways in Asia if not the world. I saw the YT video of this E-Way and it is truly stunning. The area will be even more stunning once the Brys Buzz comes up..

The video is really gud. But it is about yamuna expressway which is in noida where brys buzz is coming up. The highway being discussed here is dwarka expressway which is being constructed in gurgaon. Btw yamuna expressway is really one of the best highways of asia.

I cannot speak for Indian Visionary but I surely have been to South Korea. I now live in the USA and trust me, Yamuna Expressway is right up there with the very best of 'em. Kudos to Jaypee Infra for pulling off a gem of a project. Like others have said, the pics are not of Yamuna Eway, they are of another road project
