A mention of new expressways in this article.

To keep pace with the rapidly changing profile and size of the National Capital Region (NCR), the government has approved a new transportation plan for the region.

The integrated multi-modal transport plan seeks to build new expressways, upgrade national and state highways and build new rail lines, a regional rapid transit system, airport, new Metro systems, bus systems, bus terminals, logistic hubs and integrated freight complexes in the next 25 years.

http://img191.imageshack.us/img191/5197/29957192.jpg

The ambitious plan will need an investment of a whopping Rs 17 lakh crore.

The plan is based on the study commissioned by the NCR planning board two years ago. The plan was approved in a board meeting on November 11.

An official said: “ The board decided to initiate action for priority implementation of a region- wide rail- based system connecting various metropolitan and regional centres and subregional centres.” The plan proposes to build an extensive road network of 16 new regional expressways running across 1,300 km. The proposed expressways will be built in such a way that they can be extended further. For example, the proposed Delhi- Panipat Expressway can be extended to Chandigarh and the Delhi- Rewari expressway to Jaipur.

The plan proposes to set up an NCR Expressway Development Authority, besides spending Rs 26,000 crore to augment the capacities of the existing national and state highways.

The plan also suggests setting up wayside amenities at a cost of Rs 110 crore.

About 6,200 buses of different state transport services cater to intercity travel. By the next two decades, the number of buses required will jump to 37,000.
The plan hopes to augment bus fleets and set up depots at an estimated cost of Rs 25,873 crore.

Of this, 75 per cent has been proposed through the public- private- partnership model. Bus terminals will also be set up at a cost of Rs 3,539 crore.

The plan proposes to set up a rail rapid transit system along dedicated tracks with a modern communication system to enable “ safer, high- speed and high- frequency services”. This includes lines from Delhi to Panipat, Bhagpat, Meerut, Hapur, Khurja, Palwal, Rewari and Rohtak. At present, trains have to share tracks with faster trains, thus holding them up.

The plan proposes to build nine new lines, including Panipat- Meerut; Sonepat- Gohana; Sonepat- Jhajjar; Jhajjar- Gurgaon- Faridabad; and Meerut- Bhagpat- Sonepat. This will cost over Rs 14,000 crore.

An NCR rail network corporation has been proposed. New freight terminals will be developed at Khurja, Palwal, Rewari, Rohtak, Panipat and Meerut to allow faster movement of goods.

Buoyed by the success of the Metro in Delhi, the plan has proposed to build similar systems to link the other urban centres in the NCR. Eight new lines have been proposed to link areas such as Bahadurgarh- Rohtak, Kundli- Sonepat, Sonepat- Panipat, Ghaziabad- Hapur, Ghaziabad- Meerut, Manesar- Rewari, Gurgaon- Manesar, and Faridabad- Palwal. The existing lines originating from Delhi will be extended. It will cover a total length of 534 km at a cost of Rs 36,000 crore and will ferry 1.2 million passengers a day.

The plan backs the Uttar Pradesh government’s move to set up an airport in Greater Noida. The terminal is expected to cater to 40 million passengers a year.

The study says an NCR transport development fund should be created to raise resources.

Funds can be raised through the state and central annual budgets by levying user charges, generating advertising revenue, betterment levy, commercial exploitation of bus depots, terminals and market borrowings.

Though the board has approved the plan, it is yet to be seen if the respective state governments will stick to the deadline.

The laying of Delhi-Meerut Expressway has been approved by the Union ministry of surface transport, it is learnt. The Meerut Expressway, via Hazrat Nizammudin in Delhi, Dasna and Bhojpur to Meerut, is expected to be ready by the year 2013. The Expressway is likely to cost Rs 1,250 crore.

Its approval was confirmed by Ghaziabad district magistrate R.Ramesh Kumar last week.

With the proposed Expressway, traffic snarls from Modi Nagar to Meerut would become a thing of the past.

The commissioner of Meerut division has called for a report about land acquisition in and around Bhojpur village of Modi Nagar Tehsil.

The details of forests, temples, tubewells, etc in villages Vidhapur, Patti, Kalcheena, Umarala, Bhadjan , Chidyala, have also been called for, it is learnt.

The letter issued from the surface transport ministry received in Tehsil headquarters also mentions that government officials are now busy in connection with the Commonwealth Games.

The work on Meerut-Delhi Expressway will be taken in hand in 2011 after the Commonwealth Games.

An aug 2009 article on this expy

This proposed 61km long expressway will change the development along the corridor and is one of the priorities of the highway regulator. The NHAI has already finalised alignment, and feasibility study will be over soon. Officials claim once completed, the travel-time between Delhi and Meerut may be reduced to approximately 45 minutes, from the usual two hours.

Officials say those commuting between Delhi and Ghaziabad, Indirapuram (NH-24) will benefit the most from this project. According to the proposal, the existing stretch in Delhi, which is being widened to eight lanes, would subsequently be converted to 16 lanes, letting commuters zip through the congested corridor during peak hours. A part of NH-24 - from Delhi to Dasna in Ghaziabad, will form one third of the expressway.

NHAI sources said eight more lanes would be added to the under-construction eight-lane grade separator at Ghazipur crossing. Delhi PWD has set April 2010 as deadline for completing the Ghazipur project.

How is it possible to widen it to 16 lanes within the city !! Widening upto 10 or 12 lanes can still be thought of but how they can pull up to 16 lanes is one's guess.

The state government is set to change the route/alignment of the proposed eight-lane expressway, by aligning it with the Upper Ganga Canal instead of Hindon river.

The Upper Ganga Canal Expressway, popularly known as Hindon Expressway, will now stretch from Noida to Hardwar through Muzaffarnagar and Roorkee, instead of Noida to Hardwar via Saharanpur.

According to the government, the change was necessary in order to avoid problems in acquiring land on the original route. It is, however, not known if it is acceptable to the Uttarakhand government as the project involves the participation of the neighbouring state.

Last year, the state government had made a presentation before the Uttarakhand government and after a joint meeting the Uttrakhand government had accepted to bear the cost of building the Saharanpur-Dehradun stretch.

Now, the state government will again have to approach Uttarakhand with a fresh proposal for the 122-km Dehradun-Muzaffarnagar stretch.

The new route is much shorter than the original one. The length of the Upper Ganga Canal Expressway will be around 137 km within Uttar Pradesh, starting from NCR region to Muzaffarnagar. The length of the old route was 217 km.

According to officials, the expressway along the Upper Ganga Canal might become the first to be completed in UP as the land for the entire stretch on the new route is available with the Irrigation department.

“This new route seems to be the most viable. We have already given the job of conducting the feasibility study to a Mumbai-based firm called Infrastructure

Leasing & Financial Services Limited,” said J P Gupta, Additional Chief Executive Officer, UP Expressways Industrial Development Authority.

“The firm is expected to submit the report by December. With most of the land already available with a government department, we hope to start the project soon,” he added.

Indian Express

This expressway seems to be close to Delhi-Meerut expressway, and that too 8 lane. I seriously doubt viability of 2 such "wide" greenfield expressways when NH-58 is being upgraded.

Even the expressways which are expected to be lot busier than this would be less than 8 lane initially. Yamuna (Taj) expressway will be 6 lane, Western Peripheral expy will be 4 lane and Eastern Peripheral expy will be 6 lane initially, though all of them will be 8 lane eventually.

The Uttar Pradesh government will develop a 170-km expressway along the Upper Ganga Canal (UGC) in collaboration with Infrastructure Leasing & Financial Services Limited (IL&FS) and Infrastructure Development Corporation Limited (IIDC). The work on the project is proposed to start from April 2010 after the preliminary survey and bidding process is complete.
The proposed eight-lane access controlled expressway, to be developed on the right bank of UGC, will extend from Eastern Peripheral Expressway in Ghaziabad to the Uttarakhand border.

According to the state infrastructure development department, the government has adequate land with the state irrigation department for the project.

The expressway is expected to boost the industrial and economic development in the region, while the farmers will find it easier to send their produce to the national capital.

An agreement was recently signed between the UP Expressways Industrial Area Development Authority (UPEIDA) and IIDC, which is the advisory and project development wing of IL&FS.

UGC originates at Haridwar in Uttarakhand and traverses several western UP districts, such as Meerut, Bulandshahr, Aligarh and Etawah.

IIDC will soon start work on the survey and alignment of the expressway, and submit a comprehensive report. The company provides integrated professional services towards development of infrastructure projects from project conceptualisation to implementation.

As per the schedule, the Request for Qualification (RfQ) document would be available by January 22, while the pre-bid conference would be held between January 29 and February 5 to select the developer of the proposed expressway.

On February 26, Request for Proposal (RfP) document for financial bidding would be issued and scrutiny takes place on March 29. The government is hoping to award the contract to the successful bidder on March 31 allowing start of work thereafter.

With the National Highways Authority of India (NHAI) set to finalize the alignment of a 61 km-long expressway next month, the travel time between Delhi and Meerut may be reduced to approximately 45 minutes from the usual two hours once the project is completed.

There is also some good news for daily commuters on the Delhi-Ghaziabad stretch of NH-24. According to the proposal, the existing stretch in Delhi, which is being widened to eight lanes, would subsequently be converted to 16 lanes, letting commuters zip through this congested corridor even during peak hours.

The National Highways Authority of India (NHAI) is set to finish the alignment of a 61 km-long expressway to Meerut, paving the way for a 45-minute ride from Delhi to the UP town. Also, NHAI sources said eight more lanes would be added to the under-construction eightlane grade separator at Ghazipur crossing.

The Central government had conceptualised the corridor three years ago to provide nonstop connectivity between the two cities in the NCR as a part of the National Highway Development Programme (NHDP) VI. Though earlier there was a proposal to widen the existing NH-58 to eight lanes, later the NHAI replaced it with constructing the expressway.

``We are on the job. The final alignment of the project would be complete by January, 2009. The road will take off from existing Nizamuddin bridge and would terminate in Meerut joining the proposed Ring Road around the city,'' said NHAI chief general manager H C Arora. He added the alignment issue was being work out with the PWD of UP government.

A part of NH-24 - from Delhi to Dasna in Ghaziabad will form one-third of the expressway, an NHAI official said. ``From Dasna it will be a new alignment. Every effort would be made to avoid built up areas on this corridor. Once the alignment is finalized, we will carry out feasibility survey. It will take another four months. Then things would move forward,'' Aora said.

He added since the stretch would be an access controlled highways, all traffic intersections would be done away with and all slow moving traffic including twowheelers and three-wheelers would not be allowed. As per government notifications, the speed limit on expressways is 90 kmph.

Sources said the project was conceptualized keeping in mind the growing daily trips between Meerut and Delhi. ``With traffic growing, despite all possible scope of widening of the NH-58, its almost impossible to provide non-stop flow on that stretch,'' said an NHAI official.

Although officials were non committal of the deadline claiming that only after the finalization of the project this could be set, the deadline for the NHDP VI is 2015. The project would cost approximately Rs 1200 crore.

The Government has announced its plans to award four Expressway projects- the Vadodara-Mumbai, Bangalore-Chennai, New Delhi-Meerut and Kolkata-Dhanbad sections totalling 1,000 km, to be developed under the National Highways Development Project. "We will award these four projects by December," said Brahm Dutt, Transport Secretary. He added that the qualification norms for bidding for these projects would be simplified to enable larger participation by domestic firms.

The Transport Ministry had in November 2006 proposed these four Expresways. Last year, ten mega highways projects of 4,000 km each were proposed to be developed through public-private-partnership mode. The Ministry also proposed to develop real estate along another 18,000 km of the Expressways that it plans to build.

The National Highway Authority of India (NHAI) has started the process of acquiring land along National Highway No. 8 in Haryana and Rajasthan to expand the 225.6-km stretch between Gurgaon and Jaipur from four to six lanes.

Around 300 hectares of land in both states will be acquired. Eighty hectares fall in Haryana between Gurgaon and Shahjahan border.

The Rs 1,896.25 crore project is likely to be completed in June 2011.

This busy stretch of NH8 that passes through Kotputli has only four lanes at present. A major stretch of this road, 161 km, falls in Rajasthan while 64 km is in Haryana. In Haryana, its starts from the 42nd Milestone where Gurgaon Expressway has a terminal toll plaza.

On the completion of this project, the NH-8 stretch from Rao Tula Ram Marg in Delhi and Jaipur will become signal free. But commuters will have to pay toll tax.

The project is coming up on a build, operate and transfer basis. The company will charge toll for 12 years. The detail project report proposes an elevated stretch at Kotputli junction on NH-8. The rest of the stretch will be at ground level.

The entire process will take 2-3 months after which the land will be formally handed over to the concessionaire company. Gurgaon deputy commissioner RK Kataria said a special committee would submit the land compensation rate with the NHAI soon.

After being delayed over and over again, the project of widening the National Highway (NH)-24 might soon see some development. The matter has been taken up after complaints from residents about the inordinate delay of the stretch, especially from Hapur to Brij Ghat. As per the original plan, NH-24 was to be widened to eight lanes. The work on the stretch started four years back. With the delay the project cost has escalated by Rs 17 , crore.

"The expansion of NH-24 is of utmost importance. Given the traffic load any delay will not be taken lightly The Ghaziabad . Development Authority (GDA) has already given Rs 15 crore and the Noida Authority is in the process of giving funds," says District Magistrate, Deepak Aggarwal. He also added that the work would definitely start by the end of January next year.

With delay in the project, bottlenecks have started forming on the stretch. "NH-24 will become a choke point soon if the District Administration does not take some action soon. There are traffic jams because of the increasing traffic load near the Indirapu ram Crossing and the Central Industrial Security Force (CISF) crossing.

The residents have complained to the District Administration that a six km stretch is yet to be handed over to the Setu Nigam. The stretch is to be completed in phases. According to the initial plan, the stretch from Hapur to Brij Ghat was to be completed first. "The stretch from Hapur was to be completed to make it accident free. Now with that also being delayed, we cannot have an eight-lane road even during the Commonwealth Games. Even as the road widening has been delayed, there are more and more housing projects announced by the GDA along the NH-24," says D. K. Mishra, a resident of Nyay Khand.

The plan to widen National Highway 24 to eight lanes from UP Gate to Vijay Nagar got a boost with the Noida Authority and the Ghaziabad Development Authority depositing their share of Rs 15 crore each for the project.
The estimated project cost is Rs 90 crore. The National Highway Authority of India is supposed to bear half the cost – Rs 45 crore. The other 50 per cent is to be paid by the Noida Authority, the Ghaziabad Development Authority and the UP Housing & Development Board. Their contribution comes to Rs 15 crore each.

The project will lessen traffic jams at UP Gate, Khoda crossing, NIBM crossing, Model Town chowki, Shipra Sun City crossing and Vijay Nagar crossing. Moreover, it will make access to Indirapuram, Vaishali and Kaushambi easy. Connectivity to Noida Sector 62 and Electronic City too will become smooth.
Ghaziabad Development Authority secretary Raj Kumar Sacchan said: “GDA has paid Rs 15 crore. NHAI will announce the construction schedule once the UP Housing & Development Board pays up.”

Noida senior project engineer L.K. Gupta said the Noida Authority had already deposited Rs 15 crore. “Although the authority had planned three underpasses, now only one underpass project is being undertaken which connects Noida Sector 62 with Indirapuram near Shipra Mall.”

The UP Housing & Development Board, however, is still waiting for its headquarters to approve the payment.

Federation of Indirapuram RWAs coordinator Kuldip Saxena felt that the area needed the underpasses to ease traffic on the NH 24 stretch. “Earlier, the Noida Authority and the GDA had proposed three underpasses — one near Shipra Mall, another at Kala Pathar and the third near the Indirapuram police station. It appears the project has been shelved,” said Saxena.

Noida residents too feel the need for more underpasses. “Sector 62 residents cross to Indirapuram for shopping. Likewise, Indirapuram residents cross over to Noida for hospitals. The underpass projects should not be shelved,” said S.M. Singh, Federation of Noida Sector 62 Apartments RWAs president.

Even as construction is on at the Delhi-Gurgaon Expressway on NH 8, the National Highways Authority of India (NHAI) is set to convert the 57.3-km-long stretch from Delhi to Rohtak in Haryana to six-laned.

NHAI has already put out tenders for the major widening work, incorporating it under the National Highways Development Programme (NHDP) Phase III which involves upgradation of 10,000 kms of national highways across the country.

The project to six-lane the highway stretch will cost Rs 486 crore. Once six-laned, the stretch will become an access-controlled route as intended for the Delhi-Gurgaon Expressway. This stretch on NH 10 is just two-lane wide at present, unable to handle the heavy traffic volume in the area.

“The section of NH 10 from Delhi to Rohtak sees very heavy traffic with 25,000-30,000 passenger car units (PCUs) passing through most intersections. There are some 2-3 other national highways and major roads which also intersect the two-lane stretch adding to the traffic load. Also, there is very mixed traffic here from passenger vehicles movement between Delhi and Haryana to goods movement. On account of these issues, this section was included in NHDP-III. The tenders are out already and will be awarded by March 2007 after which the contractor will start work,” said a senior NHAI official.

Not only will the widened highway ease traffic flow to and from Delhi into Rohtak side of Haryana but will also develop the Bahadurgarh-Rohtak section. The six-laning will start from Km 29.70 on NH 10 and complete at Km 87 even as the existing two lanes will be strengthened.

The project will also include construction of two bypasses enroute to Bahadurgarh and Rohtak. A 13-km-long bypass will skirt NH 10 clear of Bahadurgarh and another 24.74-km-long bypass will lead upto Rohtak town. Land acquisition for the project is largely completed except for some area required for the twin bypasses.

“Some four vehicular underpasses and pedestrian passages will be incorporated along the route. There are 4-5 major intersections leading to Najafgarh, Jhajjar, Sonepat and other areas which will have to be taken care of through grade separators and interchanges besides railway over bridges, restrengthened pavements and traffic signage.

Provision will also be made for service lanes along the area so people living in villages and settlements along the highway can cross over with ease. The Build-Operate-Transfer (BOT) project will ensure a design speed of 80-100 km per hour once the six-laning is completed,” added the official.

Awesome thread Abhishek! Never realized how many countless proposals and u/c expressways are going on in the NCR. And so many 6/8 lane projects at that!

Mainly because of very high vehicular count in NCR and its vast relatively low dense urban sprawl similar to Los Angeles makes it necessary to build regional expressway to make commute shorter within NCR.

With the National Highways Authority of India (NHAI) inviting bids for the six-laning of Delhi-Agra stretch of NH-2, driving down to the Taj city may soon be a smoother and quicker ride. Once completed, it would take not more than two hours to cover the 180km from Delhi to Agra as the maximum speed on this stretch would be 100 kmph.

NHAI sources said the date of the pre-bidding conference has been extended to December 18 and the revised last date of submitting bids has been fixed on January 12. The Rs 1,566 crore BOT project takes off from Delhi-Faridabad border, and traverses the districts of Agra, Mathura in Uttar Pradesh and Faridabad in Haryana.

"We are hopeful of good participation in the pre-bidding conference and of awarding the project soon. However, we are little skeptical of the impact of financial meltdown," said a senior NHAI official.

For uninterrupted traffic flow on this proposed six-lane access control highway, NHAI proposes construction of as many as 25 flyovers at all the major junctions throughout the stretch while the minor ones would be done away with. To meet the operational objective of maintaining uninterrupted flow of traffic without reducing the speed to accommodate entry, exit or cross movement of other traffic, there are proposals for construction of 32 vehicular and 61 pedestrian underpasses besides having 76 entry and exit points to the partially access-controlled highway.

This portion of NH-2 is already four-lane and the corridor has been identified as one of the fastest growing economic corridors. As per the proposal, six-lane flyovers would be constructed at NHPC Chowk, Bhatkal Lake, Old Faridabad Chowk, Ajronda Chowk, HUDA Residency, HIDC Chowk, Bata Chowk in falling in Faridabad. "These proposed flyovers would also help decongest crossings in Faridabad. All the main crossings on the existing stretch would be done away with construction of flyovers whether it is in Palwal, Hodal, Mathura and Agra,'' said an NHAI official.

The feasibility report for the project mentions many median openings at shorter intervals, not only create traffic hazards, but also to reduce the efficiency of the high-speed corridor. According to the report, NHAI also proposes to construct a service road to act as a physical barrier to avoid changes for merging or mingling with the main traffic of the highway. "Slow moving traffic mixing with the high speed traffic has been one of the main reasons of accidents. There have been several instances of bullock carts using this stretch in areas such as Hodal, which make the stretch extremely vulnerable. With the construction of service road, these can be avoided,'' said an official.

Is NH2 parallal to Yamuna expressway?

The project for widening the National Highway (NH)-2 from Delhi to Agra to six lanes is in limbo. There are no takers for this ambitious project of National Highways Authority of India (NHAI), estimated to cost of RS 1,566 Crore.
The 180-km Delhi-Agra corridor on NH-2 from Badarpur border to Agra is four-lane.

Vehicular load has been increasing on this stretch over the years as Agra is an international tourist destination and major business cities in Maharashtra and Gujarat are connected with this route. Hence NHAI had proposed the six-laning of the section.

“There has been a poor response to our two notices, inviting tenders for the project in the recent past. It seems the companies are not ready to take up the project owing to the ongoing economic meltdown. No consortium has evinced interest in this build-operate transfer project so far,” said an NHAI official.

NHAI has proposed construction of 29 flyovers at all the major junctions throughout the stretch. To meet the operational objective of maintaining uninterrupted flow of traffic without reducing the speed to accommodate entry, exit or cross movement of other traffic, the detailed project report for six-laning on NH-2 includes construction of 32 vehicular and 61 pedestrian underpass- es, besides 76 entry and exit points on the corridor.

As per the proposal, six-lane flyovers would be constructed at NHPC Chowk, Badkhal Morh Chowk, Old Faridabad Chowk, Ajronda Chowk, HUDA City Centre Chowk, Anuvrat Marg Chowk and Bata Chowk in Faridabad. All the main cross- ings on the existing stretch would also be done away with, with the construction of flyovers in Palwal, Hodal, Mathura and Agra.

NHAI also proposes to construct a service road to act as a physical barrier between the slow moving intra-city transport and the fast moving vehicles bound for long distance to avoid merging.

A couple of years back, NHAI had widened some important junctions from Badarpur border to Ballabgarh to reduce congestion at these bottlenecks.
The widening was done at Sarai Khwaja Chowk, Badkhal Morh Chowk, Rajiv Gandhi Chowk and Ajronda Chowk. While it did ease congestion to some extent, there was hardly any marked relief due to the increase in the vehicular load all these years.

Is NH2 parallal to Yamuna expressway?

Not exactly parallel but they are not far away from each other. NH-2 runs near the right bank of Yamuna (west of Yamuna) while Yamuna expy runs on the left bank (east of Yamuna)

That's the alignment of NH-2 with respect to Yamuna. Yamuna expressway will be on the east side of Yamuna.

Not through Aligarh but close to it. It is mainly supposed to connect Delhi and Agra and develop new cities and townships in between

Means it will run parallel to NH 91 and 93. When we have NH 2 and NH 91 & 93 what is the need for Yamuna Expressway.

IMO the upgradation of both these highways would have made more sense.

Anyways we can't expect anything sensible from Mayawati.

It isn't possible to develop NH-2 and NH-91 to 8 lane expressway with 2-3 lane service road on both sides without creating Singur like situation. Both of these highways pass through developed regions and they can be only minimally upgraded. Plus this expressways opens large tracts of land for Greenfield development being close to Noida and Greater Noida and Faridabad.

IMO, govt. should six lane bangalore-chennai or some other major route rather than delhi agra. The Yamuna expressway will suffice for the near future. These funds are more needed for development of expressways in other regions.
But if a company is ready to make it with a negative viability gap, then the govt. should go for it..not otherwise

The National Highways Authority of India (NHAI) is set to begin the four-laning and strengthening of three highways connecting UP with Delhi and Haridwar.

The Highway Authority has finalised the developers who will upgrade the stretches within the next six months.

The national highway sections include Ghaziabad-Aligarh (106 km), Moradabad-Bareilly (112 km) and Muzaffarnagar-Haridwar (139 km).

These highways are to be upgraded by the private concessionaires on Built-Operate-Transfer (BOT) basis. "Contractors for all three projects have been finalised and a letter of acceptance has been issued to them," said H C Arora, Chief General Manager of NHAI.

The Highway Authority has selected a consortium of SREI Infrastructure to four-lane the existing two-lane Ghaziabad-Aligarh section of National Highway-91. Estimated cost of the project is around Rs 1,570 crore.

Another project of four-laning the Moradabad-Bareilly section has been awarded to Infrastructure Leasing & Financial Services Limited (IL&FS Ltd). This section of NH-24 connects Lucknow to New Delhi via Shahjahanpur, Bareilly, Rampur, Moradabad and Ghaziabad. The estimated cost of the project is around Rs 1,260 crore.

The Muzaffarnagar-Haridwar section (NH-58) that connects UP with Uttarakhand would be developed by Delhi-based firm Era Infrastructure Engineering. There was some delay in completing the bidding process of this project as the state government had refused to sign the State Support Agreement (SSA) for 21-km stretch falling in UP.

"Now we will develop the highway without SSA with UP government. Land has been acquired and widening will start very soon," Arora said.

The Highway Authority claims that within the next three years, the Lucknow-Delhi highway would be four-laned completely.

Govt is 6 laning Bangalore-Chennai as well. Delhi-Agra highway is not just used for commuting between Delhi and Agra but beyond these 2 cities. It is one of the busiest highway sections of India. It is just one of a part of NH-2.

You might be aware of the fact that in NHDP Phase-5, about 6500 km of 4 lane highways will be 6 laned, out of which most of the length belongs to GQ. Now obviously the busier sections of GQ will be 6 laned before the less busier ones. That's why sections like Delhi-Jaipur, Delhi-Panipat, Delhi-Agra, Mumbai-Surat, Bangalore-Chennai, Bangalore-Hyderabad and Kolkata-Dhanbad were given higher preference.

Yamuna expressway has a different purpose. Its purpose is mainly to provide point to point connectivity between Delhi and Agra and later turn into an urban freeway like Delhi-Gurgaon expressway by developing the virgin areas from Noida to Agra as per the agreement. It will also open up a lot of virgin land for urbanisation. This is an example of development leading urbanisation.

It is an 8 lane expressway and starts from Sanauta Bridge near Dehra in Greater Noida and ends 10 km before UP-Uttarakhand border. Length of the main expressway is 141 km and that of the 4 links is 74 km.

It's route is quite parallel to proposed 8 lane Delhi-Meerut expressway and NH-58. So many wide roads would be an overkill in short term. Rather an 8 lane expressway could have been built in east direction instead of North-east.

It will also have links with Eastern Peripheral expressway, Greater Noida expressway, Yamuna expressway, proposed Delhi-Meerut expressway, NH-24,58 and other highways in the region.

As many as 30-odd reputed companies, including Reliance Infrastructure, Jaypee Infratech, Tata Realty and Infrastructure, GVK Power & Infrastructure, IRB Infrastructure Development, Nagarjuna Infrastructure, Punj Lloyd, Lanco Infrastrech and many others have shown a keen interest in getting the bid rights for the 170-km-long 8-lane access controlled Upper Ganga Canal expressway from Sanauta bridge in Greater Noida to Purkazi in Uttarakhand. The project is to be built on DBFOT pattern and the total construction cost of the expressway and links is estimated to be around Rs 6200 crores.

The good participation from companies at the first pre-bid conference held in New Delhi on Wednesday has reaffirmed the Uttar Pradesh government's belief that this project is not only going to be the most viable but also the first one in which not many roadblocks are anticipated. "The primary reason for this is that the state government has eliminated the risk of the project to a large extent by promising to provide the land free of cost to the developer. So with a major hurdle in any infrastructure project these days being done away with, developers are keen to bag the project and start work immediately," said an official.

In fact, the entire 571 hectares' stretch of land for right of way will be provided free of cost to the developer and in addition, another 100 hectares of land for the land parcel will be provided free by the irrigation department.

In today's meeting, the state government not only showcased its own views on the projects but also heard various issues that were raised by the developers. Of them the most import was that the state government should reduce the lock-in period of the lead partner from the entire concession period to two years, as is the Government of India's norms in highway projects.

According to sources, the companies also sought more time to wrap up the project. It may be mentioned that the government aims at handing over the project to the selected bidder by the end of March. The second pre-bid conference for the project is expected to be held on February 11.

The Uttar Pradesh government plans to construct a 170-km expressway along the Upper Ganga Canal in partnership with IL&FS-IDC. Work on the project is likely to commence in April this year after the preliminary survey and bidding process is complete.

Decks have been cleared for the construction of the 170-km-long 8-lane restricted entry expressway from near Dehra in Ghaziabad to Purkazi in Uttarakhand. Work on the construction of the Upper Ganga Canal Expressway, previously known as Hindon Expressway is expected to start in April after the requests for qualification and proposal are finalised and a developer selected. The expressway will facilitate traffic movement and expedite industrial development in the state.

The Uttar Pradesh Expressway Industrial Development Authority (UPEIDA) and Infrastructure Leasing & Financial Services (IL&FS) and Infrastructure Development Corporation (IDC), the consultant for the project signed an agreement for the expressway recently. What is interesting is that sufficient land for the expressway is already available with the state irrigation department, so land acquisition will not be a bottleneck, as has been the case with other infrastructure projects in the state.

It may be mentioned that the Uttar Pradesh government had, late last year, changed the route of the proposed eight-lane expressway, by aligning it with the Upper Ganga Canal instead of the Hindon river, to sidetrack the problems associated with land acquisition on the original route. The new route is shorter than the original one, which was supposed to be 250 km long.

Uttar Pradesh government has drawn up a plan for a Rs 6,200-crore expressway which envisages assured land rights. The Upper Ganga Canal Expressway will start from Sanauta Bridge in Greater Noida and end at Purkazi, on the Uttarakhand border. The Greater Noida Authority has been roped in to connect the incoming traffic from the Yamuna Expressway to this expressway and also the Delhi traffic from Parichowk, in Greater Noida to the UGC.

Authority said this project will be successful because of links with Eastern Peripheral expressway and Yamuna expressway.

Yeah towards Moradabad, terminating at Bareilly. Regarding traffic volume, it is going to be highly variable on any of these expressways (many times higher near Delhi end).

For example, we can divide UGC expressway in 3 parts -

1. Greater Noida - Gzb section which will be more like urban freeway like DGE (Dark green)
2. Gzb - Meerut section which will be like Delhi - Agra or Yamuna expy with medium traffic (purple)
3. Beyond Meerut section. God knows who will be there to drive on 8 lane road after Meerut. (light green)

http://img40.imageshack.us/img40/7826/61976716.png

Similarly Delhi-Meerut expy will have 2 sections -

1. The urban freeway segment till Gzb (red)
2. Gzb - Meerut (pink)

This Gzb-Meerut (no.2) is an overkill with 16 lanes of expy and 4-6 lanes of hwy. Both of the expressway have different alignment in urban region (red and dark green), so there is no clash, plus the intra region traffic itself will be high to sustain them.

Instead what they could have done was to have red and dark green segments as per the plan and then merge the two roads into one (Gzb-Meerut). Also I don't understand why an 8 lane expressway has to be 8 lane at every place even if there is no traffic. It's better to rationalize the lanes. Have 10-12 lane urban segments and 4-6 lane countryside segments.

Regarding and east going expy, I believe traffic would be pretty high till Gzb end (Garhmukteshwar) or at least till Hapur and it can be like an urban freeway (dark blue) and after that the lanes can be reduced to 6 and it can continue till Bareilly with an option to reach Lucknow or Kanpur in future.

People heading towards Muzaffarnagar, Roorkee, Haridwar/Hrishikesh and Dehradun. Till the expressway isn't extended to Haridwar, they can take the UGC expressway to the link expressway connecting to Muzaffarnagar and from there NH58 to their destination.

In the future, not now. There aren't many urban areas when you head east as compared to the north-east. That's why the UGCE is a better option for now and rightfully selected by the UP Expy IDA to execute.

Yep. Maybe 10-15 years

There aren't many urban areas when you head east as compared to the north-east. That's why the UGCE is a better option for now and rightfully selected by the UP Expy IDA to execute.

I am not doubting UGC expy as such. I am doubting the need of having 16 lanes (UGC + Delhi-Meerut) almost parallel from Gzb to Meerut. I don't believe that we would need that many lanes even in the next 30 years. That's even wider than downtown connector and most of the eastshore freeway of US, one of the busiest highway sections in that country.

That's why I talked about merging of the 2 expys after Gzb.

IndiansUnite
March 2nd, 2010, 01:43 AM
I'll be glad as well if they plan and co-develop a single expressway but that plan is just not going to be initiated. The need for the UGC arose because of NHAI's lethargic project execution and the UP govt is not going to blink first. For once I'm glad that the right hand is imitating what the left hand is doing. If the state government sticks to its project tendering time frame, then I reckon NHAI will drop its plans. It could go either way though with the developer complaining about the rival NHAI expressway. Let's see what happens.

Abhishek901
March 2nd, 2010, 04:15 PM
In that case I would like to see Delhi-Meerut expy as it caters to existing demand and future demand. It starts from Nizamuddin and passes through already developed areas of Delhi and Gzb, while UGC is looking for future demand from far off places of G. Noida and Gzb.

Another proposal by the UP government

UP okays expressway to connect Greater Noida with Kanpur
(http://www.financialexpress.com/news/UP-okays-expressway-to-connect-Greater-Noida-with-Kanpur/588872/)
Lucknow: Consequent to the enthusiastic response that the Rs 7,000 crore, 150-km-long 8-lane access controlled Upper Ganga Canal Expressway (UGCE) from Sanauta Bridge in Greater Noida to Purkazi in Uttarakhand got from all top private infrastructure development companies, the Uttar Pradesh government has now decided to give its go-ahead with another ambitious expressway project on the banks of the Upper Ganga Canal. The technical bids will be opened on Wednesday.

http://img294.imageshack.us/img294/836/ride3.jpg

The new project, which will run from Sanauta Bridge in Greater Noida to Kanpur is a more ambitious project than the one till Purkazi, as its length will be three times that of the earlier project.

The UP Cabinet has given its in-principle approval for appointing a consultant and conducting a feasibility report on the project to Uttar Pradesh Expressway Industrial Development Authority (UPEIDA), the nodal agency for all expressways in the state.

Speaking to FE, an official associated with the project said that while the project is yet to get a formal name, it will also be built on the right side of the Upper Ganga Canal as the one that is going to be constructed from Sanauta to Purkazi.

“It is being visualised initially as a six-lane expressway and is likely to be on the same constructed on the same canal bank model as the Upper Ganga Canal Expressway. However, when compared with the UGCE, this would be a more ambitious one, as its length will be 380 kms, which is almost three times the size of the Sanauta Bridge-Purkazi project”. While the finer details of the project are yet to be worked out, the tentative route of the expressway would be from the fringes of the national capital in Greater Noida and will pass through Bulandshahr, Aligarh, Etah, Etawah and end at Kanpur.

“Once the consultant for the project is appointed, the technical and financial feasibility of the project will be clear, as will be the fact as to how much land is already available with the state irrigation department and how much more is required ,” said the official.

7 bids received for Upper Ganga Canal Expressway
(http://www.financialexpress.com/news/7-bids-for-Upper-Ganga-Canal-Expressway/589281/)
Lucknow: The Uttar Pradesh government’s prestigious Rs 7,000 crore, 150-km, 8-laned access controlled Upper Ganga Canal Expressway project, that would run from Greater Noida to Purkazi, on the Uttarakhand border, has received a fairly good response. As many as seven companies submitted technical bids for the project. While Jaypee Associates, IRB Infrastructure, ESC Apollo and Isolux submitted bids individually, some companies formed consortium to bid for the project. Reliance Infrastructure and Reliance Infra Ventures formed a consortium as did Shreya Infrastructure with PNC and Galstar and Era Infrastructure tied up with Sidmost.

The bid evaluation committee, which opened the bids, will now evaluate the bids and check their responsiveness and those companies which would be found technically acceptable, will be short listed and asked to submit financial bids.

Speaking to FE, an official said that the consultant will submit its report to the evaluation committee in a week’s time, after which the project will be taken forward. It may be mentioned that the UP Government has tried to add sweeteners to the project to make it attractive for private developers. In fact, the government has framed it in a way that private developers not only bid for it but in fact put a negative bid. It is in step with this mindset, that the government is offering 571 hectares for right of way (ROW) of trunk expressway in addition to another 100 hectares for land parcels free of cost.

The twin expressways being built around Delhi to take trucks and unwanted traffic off Delhi roads — Kundli-Manesar-Palwal (KMP) Expressway and Eastern Peripheral Expressway (EPE) — are set to miss their deadlines once again.

Haryana government officials said that since the KMP Expressway developer is still waiting for clearance from Railways to construct rail-overbridges (ROBs) at three spots between NH-1 and NH-8, the entire corridor will not be ready for non-stop traffic flow by December 2010.

The first segment of the four-lane expressway between Manesar (NH-8) and Palwal (NH-2) will be opened in the first week of November.

Haryana government officials said the developer has informed them it is yet to get the go-ahead for construction of the three ROBs. "The developer maintains the project will be ready apart from the bridges. We might consider manning the railway crossings. If it does work and if trucks are taken off Delhi roads, we don't see a problem," said Haryana industry secretary Y S Malik.

Though partial tolling is allowed in the corridor, it is not yet clear whether the state will allow the developer to charge toll on the stretches where traffic flow is not non-stop. "It's too early to comment," Malik said.

A KMP Expressway Ltd spokesperson said they were pursuing the case of the bridges with the railways. "But we are confident of completing the project by year-end," he added.

The EPE is still stuck in the initial stages. Recently, the Planning Commission asked the National Highways Authority of India (NHAI) to take the project off its bidding list and to float a fresh tender after restructuring of the project from six lanes to four lanes. This is the second time the expressway project will be restructured in the past two years. A tender for the expressway will now be floated for a third time.

Sources, however, said reducing the number of lanes to four would defeat the purpose of the expressway, which should be designed for vehicles travelling at speeds up to 120 kmph.

MUMBAI: JMC Projects (India), a subsidiary of Kalpataru Power Transmission Ltd, today said it has bagged a project from the National Highway Authority of India (NHAI) to construct a four-lane highway between Rohtak and Bawal in Haryana.

This is the first build own operate transfer (BOOT) project bagged by JMC and is expected to be operational in the next 36-months, a release issued here said.

The project has been won along with SREI Infrastructure as a consortium partner. The total project cost will be in the range of Rs 1,000 crore, the release said.

It (the project) will be executed on a design, build, finance, operate and transfer (toll) basis with a concession period of 27-years, including the construction period.

JMC's Director Manish Muhnot said, "We are expanding on the value-chain, from EPC expertise to ownership of assets. The Government's focus on expediting road projects augurs well for the company and we are keen to play our role in the process by getting involved in more road projects, both on EPC contracting and BOOT."

The ARB expressway was a non starter. There hasn't been any news about it for more than 1 year now. There isn't any NH that directly connects Rohtak with Ambala. However the NHAI has also contracted out the four laning of NH71A which runs between Rohtak and Panipat. From Panipat, Ambala is some 110kms as you know.

Jan 5: Sadbhav Engineering bags project from NHAI (http://www.business-standard.com/india/news/sadbhav-engineering-bags-projectnhai/82255/on)

Sadbhav Engineering today said it has bagged a road project from the National Highways Authority of India (NHAI).

"The proposed total cost of development of the project stands at Rs 1,350 crore," Sadbhav Engineering said in a statement to the National Stock Exchange (NSE).

The scope of the road project includes four-laning of Rohtak to Panipat section of National Highway-71A in Haryana on BOT (build-operate-transfer) basis.

The concession period of the project is twenty-five years that includes construction period of 910 days from the appointed date, it added.

The four laning of both NH71 and NH71A should form a pretty good north-south corridor and another route to bypass Delhi apart from the KMP expressway.

^^ It will surely help in decongesting bypass routes in and around Delhi. Something similar needs to be done from UP side also.

There was a Plan to make ARB expressway. But I hope if they could extend four laneing upto Ambala.

Is it same as the North-South (and East-West) expressways proposed by Haryana govt ?

I think they are. Panipat-Delhi is already 6 lane (or I guess most of it). Delhi section of NH-1 is being 8 laned and made signal free with multiple flyovers since last 10 years :ohno:.

Long traffic jams on the 2.7-km-stretch between Dhaula Kuan and RTR Flyover on National Highway No. 8 are likely to be over by October as the National Highway of Authority of India (NHAI) has awarded the contract of strengthening this stretch to a private sector firm for Rs. 11.56 crore.
The entire expenditure of the project would be borne by the NHAI itself and the stretch would not be tolled, the NHAI officials have clarified.

However, decision on the pro- posal of constructing an ele- vated 8-lane stretch on this road parallel to the under-con- struction Metro Airport Expressway Line on this 6-lane NH-8 has been put off because of lack of time left for the start of the Commonwealth Games, NHAI officials said.

According to NHAI officials, the contract included overlay of the existing six-lane road by another layer, setting up of median fencing, crash barriers, road signage and horticulture and maintenance of the stretch and services for a year.

R K Singh, chief general manager (CGM), NHAI said it was a short term bid invited by the authority in view of the forthcoming Commonwealth Games in October.

The idea was to make the stretch easy for motorists who come here either from Gurgaon Expressway (RTR side) or from the Dhaula Kuan interchange, Singh added.

As of now, traffic movement gets affected adversely, espe- cially during the peak hours, between Dhaula Kuan and RTR flyover because of narrow and uneven roads.

While commenting on the proposal of constructing an ele- vated eight-lane stretch on the existing road, Singh said since very little time remained for the Games to begin, the deci- sion had been put off and the matter would be taken up after the Games were over.

“NHAI has already written to the Delhi Government for taking over the stretch between Dhaula Kuan and RTR flyover and constructing an eight-lane elevated road here on its own,“ Singh said.

NHAI has already submit- ted the feasibility study on the eight-lane elevated stretch proj- ect to the Unified Traffic and Transportation Infrastructure Planning and Engineering Centre (UTTIPAC) for its approval.

Conducted by a private sec- tor consultancy firm, Stup Consultants, the study had sug- gested an eight-lane wide ele- vated stretch along the under- construction Metro Airport Expressway Line, which is par- allel to the existing six-lane National Highway No. 8.

Once this stretch is elevated (after CW games) and the mess at the RTR/south campus intersection is sorted out, the roads leading up to IGI airport will at least begin to do justice to the plans for the airport itself!

About 8-laning this stretch though, at the point that the Metro Airport Express actually crosses the road (after the big left turn) the metro pillars have left barely enough room for 2.5 lanes on the side going from Dhaula Kuan towards the airport. I wonder if they will add one/two lanes around the pillar at this spot.

While elevating the road, hopefully they're planning to just go over the Metro Airport Express line at this spot.

Abhishek901
April 25th, 2010, 09:42 PM
The elevated road needs to go over the airport line at that place instead of going along as the airport line cuts across the road. Also the airport line crosses the road (shifts from left side of the road to right side) very gradually keeping in mind its high speed. This means that the elevated road cannot have any pillar for hundreds of metres at this spot, otherwise it would clash with airport line. I wonder how will they build such a long pillar-less 8 lanes section, and that too at very large height.

@ Varun: How can they go along or between the 2.5 lanes section you mentioned ? There are no pillars under the viaduct in that place, rather there are horse-shoe shaped colums supporting the viaduct. The elevated road cannot go under the horizontal arm of the horse-shoe coloum. It has to go above it.

That's what I said - the elevated road when constructed has to go above the metro line at this spot.

While relaying the road before the CW games (maybe I shouldn't have said 8-laning because they just mention "strengthening" the existing 6-lane road) they will have to negotiate this spot and perhaps take one lane around the pillar, while going from Dhula Kuan towards airport.

The horse-shoe shaped columns only straddle the carriageway going from the airport towards Dhaula Kuan. For the other carriageway there are these two huge square-ish pillars (the type with tapering cantilevers for crowns), one on each side of the carriageway, leaving a little more than 2 lanes between them for traffic moving from Dhaula Kuan to airport. If they don't lay at least one lane around the huge pillar on the left (the pillar on the right is in the median), this spot will be a bottleneck till the elevated road is constructed.

Coming back to the elevated road, the way the stretch from Subroto Park to Gurgaon has been designed/constructed, the elevated parts of the road keep dipping down to ground level to allow for exit/entry ramps. I'm assuming this new elevated road will dip down once before meeting the existing elevated road at the RTR Marg/NH8 intersection, as opposed to being merged directly with the elevated road.

If they indeed plan to do this (i.e. have the road dip down), it will cause a problem because in quick succession (moving from Dhaula Kuan towards the airport) there is: 1. the big left turn (which of course needs to be negotiated with the elevated road), 2. the metro line crossing, and then 3. the existing elevated road's beginning point.

If there was more distance between the big left turn and the metro line crossing point, and if there was more space between the metro pillars at this point, it was conceivable that the elevated road could have been brought down before the metro line crossing and made to pass under it. However due to the short distance between these two points, and lack of space between the pillars, the elevated road will have to be made to go over the metro line, and made to come down after the metro line.

Hopefully there will be enough space between the metro line crossing point and the beginning of the existing elevated road to allow for this descent and exit/entry ramps.

Of course if they plan to just join the existing and new elevated roads together and create elevated exit/entry ramps, this problem will not exist.

I guess there is enough space at the start of the expressway so that the elevated road coming from DK can land on the surface before RTR interchange. That is essential also otherwise traffic going from DK to Vasant Kunj won't be able to turn left towards ORR. Also there is mismatch between number of lanes of this elevated road and RTR interchange. So, I don't think it will be merged with RTR interchange.

UP asks Delhi to pay Rs 100 cr to elevate Ganga expressway (http://economictimes.indiatimes.com/news/economy/infrastructure/UP-asks-Delhi-to-pay-Rs-100-cr-to-elevate-Ganga-expressway/articleshow/6028520.cms)

Cash-strapped Delhi Government has been asked to pay Rs 100 crore by Uttar Pradesh to make the Upper Ganga expressway elevated on a stretch near Bhagirathi through which major pipelines supplying water to the national capital pass.

The proposed 170 km long Upper Ganga Canal Expressway will connect Greater Noida with Haridwar.

The UP government told Delhi that the expressway will have to be made elevated to ensure that water supply to Sonia Vihar Treatment Plant in the national capital does not get affected.

"The Uttar Pradesh Government told us to pay Rs 100 crore to make a portion of the Expressway elevated," Chief Secretary Rakesh Mehta said.

The argument of the UP government for seeking the amount is that the portion of the expressway will have to be elevated only to ensure that water supply to Delhi is not interrupted and so Delhi will have to pay the additional expenses.

Asked whether Delhi Government was ready to pay the amount, Mehta said the government was going through a difficult financial position because of the massive spending it has incurred in developing various infrastructure as part of preparation for the Commonwealth Games.

"We hope to settle the issue through dialogue," Mehta said avoiding a direct reply.

The irrigation department of the Uttar Pradesh government has already acquired land for the 170 km long expressway.

An agreement was signed earlier this year between the UP Expressway Industrial Development Authority and consultant ILFS Infrastructure Development Corporation for implementation of the project.

The first line should read that the cash strapped Delhi government has been asked by an absolute pauper UP government.....

Full KMP Expressway not before May, but first stretch in November: Hooda (http://www.indianexpress.com/story-print/632325/)

Gurgaon : Haryana Chief Minister Bhupinder Singh Hooda has announced that a part of the 135.65-km Kundli-Manesar-Palwal Expressway will be opened this November.
“The first segment of the four-lane expressway between Manesar (NH-8) and Palwal (NH-2) will be opened in the first week of November,” Hooda said. On the expressway, toll will be levied according to the distance travelled, also called partial tolling.

The Chief Minister said the entire length of the expressway, originally scheduled to open this July, will not become functional before April-May next year. The July 2009 deadline was extended to December 31, 2010, as the concessionaire, DSC Limited, lost around 15 months in litigation with a project partner.

In April, after a review visit, Hooda had directed officials to expedite work.

The expressway, once complete, will be the largest Build Operate Transfer (BOT) project in the country and will provide a high-speed link between Northern Haryana and its southern districts like Sonepat, Jhajjar, Gurgaon and Faridabad.

Being implemented under the authority of the Haryana State Industrial Development Corporation Ltd (HSIIDC), one of the main aims of the expressway is to decongest the National Capital Region by diverting heavy polluting vehicles out of Delhi.

“As soon as the expressway is open, Delhi will divert all heavy vehicle and truck traffic onto it. This is likely to bring down pollution levels within the city,” said Delhi Chief Secretary Rakesh Mehta.

According to the concessionaire, 60 per cent of the work was finished by April and the project is now expected to be complete by the end of this year. “The changes in design of railway overbridges (ROBs) and grade separators caused the delay, among other issues,” KMP Expressway chairman H S Kohli reasoned.

HSIIDC officials, however, are not satisfied with the work. “The expressway runs through agricultural land for most part with hardly any obstructions, except for a few clearances needed from third parties like the Railways.

But the manner in which the work is progressing, it seems highly unlikely that it can be completed in another eight months.

“Work on National Highway Authority of India’s Eastern Peripheral Expressway is yet to pick up pace and this has become a convenient excuse for the concessionaire,” said an HSIIDC official, who did not want to be named.

“We will complete road work on the expressway by December 31 this year. Work on grade separators, however, might take longer as certain section of the land is yet to be handed over to us after a stay order by court.

“In case of ROBs, there was delay in getting approval for three and we are still awaiting approval for one ROB. We are putting our best effort and working closely with authorities concerned to complete the project at the earliest,” a DSC spokesperson told Newsline.

The total cost of the project has been estimated at Rs 1,915 crore; of this, Rs 1,200 crore had already been spent till the end of April this year.

The state government has also notified a 2-km area around the entire length of the expressway to prevent haphazard development in the zone.

By August-end, commuters can expect relief from traffic snarls on NH-1 and NH-2 while entering Delhi or going out of the city. One carriageway of the Mukarba Chowk-Sanghu border stretch on NH-1 will be opened by July-end and another carriageway of Badarpur flyover will be operational by August.

At a meeting chaired by Union road transport and highways minister Kamal Nath on Friday the NHAI officials gave a commitment to Delhi CM Sheila Dikshit that all road widening, improvement and beautification works being carried out by the authority would be completed by September-end.

"Dikshit wanted all projects on national highways to be completed by mid-September. Nath told her the entire 13-km stretch of NH-1 which is being widened and both carriageways of the Badarpur flyover will be completed by September-end," said a ministry official.

Gurgaon:
With the state sanctioning Rs 70 crore and the Detailed Project Report (DPR) ready, the Haryana Urban Development Authority (HUDA) has set the ball rolling for the 18.5-km Northern Peripheral Road (NPR), also called the Dwarka Expressway.

“The DPR is ready and we will soon begin the tendering process. If all goes as per plan, work on the stretch should begin in the next four months,” HUDA superintending engineer Pankaj Kumra told Newsline. Due to litigation, work can begin on only a 12.5-km stretch connecting Dwarka and National Highway 8.

“HUDA has put land acquisition for the road on priority so that people who have booked properties can be assured proper connectivity,” said Gurgaon Deputy Commissioner Rajender Kataria.

The northern and southern peripheral roads are integral to the Gurgaon-Manesar Masterplan 2025. The roads are expected to take away up to 40 per cent of traffic from the Delhi-Gurgaon Expressway

The Haryana government as already released hundreds residential and commercial rojects to private developers.has also taken about Rs 4,000 crore of external development harges from them for providg master infrastructure such roads, sewerage and drainage stem for the new projects.

It was out of acute pressure om the private developers that e Haryana government had tempted to get rid off the NPR oject and had approached the ational Highway Authority of dia (NHAI) urging it to take it over. However, the NHAI too had turned down the request.
According to the HUDA officials, the remaining 4-km patch had about 700 metres running through an SEZ, 1,175 metres in properties of Palam Vihar, 300 metres in village Kherki Daula and 1,000 metres in proposed railway over bridge.
The HUDA officials said the state government had offered plots to the property owners whose structures and land came under the alignment of the NPR in sector 45 under Ashiana Scheme and the disputes will soon be over paving way for the work to start on the rest of the stretch of NPR.

The SPR and NPR together would form a ring around Gurgaon and connect Palam Vihar and MG Road through NH-8 near village Kherki Daula.

So far the town and country planning department has issued close to hundred licences to private sector developers for setting up residential and commercial projects along the expressways.

Since then, the developers have been pressuring the Haryana government to start the projects.

Ajit Singh, the owner of the company that received the project, said the work would have started had the permission to cut the Aravali Hills come in time from the Union Environment Ministry. Work starts on Gurgaon-Faridabad highway (http://www.hindustantimes.com/Work-starts-on-highway-to-Faridabad/Article1-584480.aspx)

By May 2011, people will be able to zoom past on the four lane 24.3 kms Gurgaon-Faridabad road. The work on the widening of the Gurgaon-Faridabad Road from the existing two lanes to 4 lanes has begun.

To be a tolled road, for which about 6,800 trees along the 12 km Gurgaon-Faridabad Road have been chopped off in the Faridabad stretch, 2,600 more trees on the Gurgaon side are to be felled by the Haryana Forest Development Corporation for the work from Gurgaon side to begin.

Reliance Infrastructure had bagged this BOT (Build, Operate and Transfer) project of four laning of the highway along with the widening and strengthening of Ballabhgarh-Sohna road with concession period 17 years at Rs 780 crore. It was the first of its kind road project on BOT basis undertaken by the Public Works (Building and Roads) Department of the Haryana government.

For improvement or upgradation, both bituminous and concrete pavements, would be provided. In addition, some links of the roads like MCF road, crusher zone road and Pali Bakhri road will be improved as a part of scope of work. The total length of roads covered under the project would be 66 km.

Even though it would be a toll road, certain categories of vehicles would be exempted from payment of toll. These vehicles include two wheelers, tractor trolley carrying agricultural produce, defence vehicles, ambulances and funeral vans, police vehicles, fire-fighting vehicles, etc.

This is the present status of the road:

Hey Abhi ....I really wonder how this NH - 2 6 laning nd Delhi Metro Extension to YMCA Chowk Faridabad would take place simultaneously ?

Most probabaly the metro will run on the central verge nd keeping this in mind its nearly impossible to widen the road nd construct grade separators & interchanges at NHPC Chowk, Badhkal Chowk, Old Chowk, Ajronda Chowk, Bata Chowk nd YMCA Chowk as these are the intersections exactly where the metro stations are to be built......nd whenever an elevated metro station is built at a place it totally occupies the airspace above the road (as evident from elevated metro lines uptill now) thereby making the construction of flyovers or interchanges at those very intersections near to impossible task :ohno:

Please clarify nd discuss according to ur understanding :)

Metro will run along one side of the road, leaving enough space for flyovers. There are many such places in Delhi where metro run on side instead of centre because of flyovers.

hmmm......I somehow knew that this would be ur answer.....but the problem that arises here is that on Faridabad stretch of NH - 2 not much land is available on the sides.....as there are industrial sheds, warehouses, commercial sites, malls etc. all along the stretch nd flyovers alongwith metro line is a very wide space affair....hehe...anyhow would be really interesting to see how things shape up :D

All those encroachments will have to go as I think the highway will have service lanes also. And anyways at the crossings where flyovers will be built, encroachments have to go to make space available not only for a 6 lane flyover but also 4-6 lane surface road along the flyover for exits.

yes u are right the highway will have service lanes too ....but what u are calling encroachments are not encroachments actually....they are industrial units nd malls nd offices nd warehouses which are govt. approved...they would be compensated IMO.....

GURGAON: With Haryana Urban Development Authority (HUDA) facing over a dozen land acquisition cases, progress of its ambitious Southern Periphery Road (SPR) has been reduced to snails pace. As part of the SPR project, the development authority plans to construct a 17-km-long road connecting Faridabad-Gurgaon stretch to National Highway-8.

National Highways Authority of India officials said the concessionaire of the Badarpur elevated road to Faridabad has agreed to open the main corridor for traffic by Sunday

Meanwhile, NHAI officials said that Hindustan Construction Company (HCC), which is constructing the Badarpur elevated stretch, has told the authority that traffic would be allowed on the elevated corridor as 'diversion' so that they can expedite the remaining work on the ground road to complete the project by the end of October. "Effectively, this will bring relief to commuters from major traffic jams at the border," said an NHAI official.

Eastern peripheral expressway back on the block

After two unsuccessful attempts during the economic crisis, the Union road transport and highways ministry has, once again, planned to come out with a fresh request for qualification (RFQ) for the Rs2,700 crore eastern peripheral expressway project in New Delhi.

According to officials from the transport ministry, certain new initiatives have been taken to generate investors’ interest this time. Toll rates have been capped and concession period has been increased to attract investors to take up the project.

Consultants preparing the detailed project report have been advised to study the feasibility, considering the concession period as 23.5 years, instead of the earlier 20 years.

Regarding the tolling issue, the ministry felt that imposing a cap on toll was important, as rates on the eastern peripheral expressway should not exceed the maximum toll rate being charged on Western peripheral expressway, which is a similar facility.

“In view of the modifications, further changes are required, particularly in view of the proposed modification in the concession period. About the proposal of capping the rate, NHAI has been suggested to prepare a note for the department of legal affairs, seeking its opinion on the issue, as well as, to seek approval of the finance ministry,” said an official.

The 135-km expressway starts at Kundli on NH-1, passes through Bagpat, bypassing Ghaziabad, Gautam Budh Nagar, and Faridabad and terminates at Palwal on NH-2. Of the total 1680 ha of land to be acquired, 1360 hectare (92%) has already been acquired and acquisition of the remaining land is in progress.

When the project was put on the bidding block for the first time in 2008, Reliance Infrastructure emerged as the sole bidder for the project. The government restructured the project and put it yet again on the bidding block in April 2009. Single bidder scenario emerged yet again, only to be scrapped later.

92 % ??? thats like 80% ...

They want to keep the toll rates same so traffic is diverted equally on both sides...that sounds good...but...if toll period is extended to 23.5 years instead of 20 years then for the last 3.5 years WPE will be toll free and EPE will be charging toll....wouldn't this cause same problem again.

Tuesday morning when the Faridabad-Badarpur stretch of the elevated road under construction will be opened for traffic. Though, it's not yet clear when the other carriageway will be made operational.

A spokesperson of Hindustan Construction Company (HCC), the private concessionaire of the 4.4-km elevated road project, said one carriageway will be opened around 6am. "After due safety checks, the independent consultant has permitted diversion of traffic on Faridabad- Delhi carriageway. Finishing works and safety checks for the other carriageway are underway,'' an email reply from HCC said.

That may happen only if somebody want to go from NH-1 (Kundli) to NH-2 (Palwal), as he would have 2 options - WPE or EPE. In all other cases, he will have to use both of the roads. Though he may try to cover more distance with WPE than EPE (since on a circular road there are always 2 possible routes) but he will still have to pay some toll on EPE.

GURGAON/NEW DELHI: Commuting between Delhi, Gurgaon and beyond will be smooth in the next few years. The NHAI will extend the National Highway (from MG Road to Delhi border) to Kherki Dhaula, making it an 18-20 km 4-lane highway via Sohna Road.

This will help commuters beat the big jams on the Expressway between IFFCO Chowk and Hero Honda crossing.

After the Mehrauli-Gurgaon road recently got NH status, the road transport highways ministry had asked HUDA and state PWD to study the feasibility of the newly proposed alignment of NH-236 from Delhi-Gurgaon border on MG Road to Kherki Dhaula. Sources said that the site has been inspected by top ministry and Haryana government officials.

HUDA sources said that the present NH will be extended from Delhi border via Gawalpahari and Ghata village before it joins Sohna Road. Then it will be extended to Kherki Daula toll plaza on NH-8.

HUDA is constructing a 7.38-kilometre road on this stretch as a green field project. Another 2.1 kilometre road is also being laid between Gawalpahari and Ghata village that is likely to be completed next month.

Similarly another 5.28 kilometre stretch is under construction between Sohna Road up to Kherki Dhaula toll plaza, said a senior HUDA official.

The new alignment has been proposed since the earlier plan to connect NH-236 from Delhi border to the NH-8 via the Mall Mile was found unviable.

It's already a crowded stretch and there is hardly any space available for further widening of the road. So the new alignment is more convincing. We are waiting for response from the state government. Once they inform us about their decision we will start work. NHAI will develop this stretch on cash contract,'' said a senior ministry official.

This means while commuters taking the expressway will have to pay toll, those using the proposed NH won't have to pay any charge. The NH-236 will decongest the traffic entering Gurgaon from the Delhi-Gurgaon border at MG Road till Kherki Dhaula.

Presently, NH-236 is only a 6-km stretch between Andheria Mor and the Delhi-Gurgaon border. Though the NHAI had awarded the work of widening on this stretch to a 6-lane road before Commonwealth Games, it has already missed the deadlin

The drive to Taj Mahal through NH 2 will become faster and nearly signal-free in the next three years. NHAI plans to build flyovers or underpasses at all traffic intersections on the route, including one at Ashram Chowk in the capital, and a major private developer will start work on widening of the NH-2 between Badarpur and Agra.

These plans were unveiled during the inauguration of the 4.4km Badarpur elevated road on Monday, which is expected to reduce the Delhi-Faridabad commute time by up to 40 minutes. While the stretch had informally opened a week back, tolling began after the inauguration. The toll rates are Rs 20 for one-way drive and Rs 30 for multiple entries within 24 hours.

Transport and highways minister Kamal Nath said NHAI will soon complete a study on the Ashram-Badarpur stretch of NH-2.

The opening of the elevated road at one of the most congested crossings in the city — the Badarpur intersection — has paved the way for other crowded junctions on NH-2 in Faridabad to get a similar treatment.

In a written reply in Lok Sabha, minister of state for highways, RPN Singh, had submitted that 31 flyovers and underpasses will be constructed on the Delhi-Agra section of this national highway. Six 6-lane flyovers and another underpass, also 6-laned, will be constructed at the sector-59 crossing. ''We hope to start work on this stretch from January. We will create sufficient additional space so that regular commuters don't face any bottlenecks while the construction is carried out,'' said Sudhir Hoshing, senior vice-president of Reliance Infrastructure Ltd.

At present, these intersections witness major snarls during peak hours and also during the night when there is heavy movement of trucks on the highway. The construction of flyovers will not only ensure uninterrupted movement of traffic heading towards Agra, but will also reduce the waiting time for vehicles heading for different sectors in Faridabad. Reliance has got the NHAI project and has already achieved financial closure.

According to the reply in Parliament, all flyovers and underpasses on this 180-km stretch will be 6-lane structures, barring only one, in Agra, which will have four lanes. Once the project is completed, it will take just two hours to reach Agra from the capital as the maximum design speed on this stretch will be 100kmph. ''The opening of the Badarpur elevated road has already brought huge relief to daily commuters,'' said an NHAI official.

Reliance officials claimed that the traffic situation on this stretch will not be as bad as that witnessed on the Gurgaon-Jaipur corridor where traffic flow is much more compared to NH-2. The BOT project takes off from Delhi-Faridabad border and goes through Agra and Mathura districts in UP and Faridabad in Haryana.

Experts feel the series of flyovers will drastically change the economy of these areas. ''You'll see the skyline change. New and swanky buildings will soon come up in these areas,'' said an NHAI official.

Where is it mentioned that service lanes will be 4 each side? Article to post kar deta yar.

As per the last reports, service lanes were supposed to be widened from 2 to 3 lanes each side. Even this won't be completely feasible because of FOBs there is no space left for widening of service lanes. So those parts will still remain 2 lane and may create small bottlenecks.

Haryana Not To Penalize Developer Though Provision Exists

Dipak Kumar Dash TNN

New Delhi: Already delayed by more than 20 months, the completion of KMP Expressway aimed at decongesting Delhi roads is likely to get delayed further beyond the revised deadline of November 2011.Top Haryana officials said with nearly 65% of the work completed so far on the 135km stretch,it will take at least one more year for the expressway to become completely operational.
The first stretch between Palwal and Manesar, which is about 40% of the corridor,is scheduled to be opened by April-end.Sources said the state has also got an affidavit from the private developer,KMP Expressway,a subsidiary of DSC Ltd,to meet the deadline. However, there are chances that the opening of the stretch might get delayed by a fortnight. The concession agreement allows the developer to charge toll tax on the stretch that will be opened for traffic.A senior HSIIDC official said though the agreement has a provision for levying a minor penalty on the developer for the delay, they are not raising the issue right now.
Since this is a BOT (toll) road project, the developer has arranged for loan from financial institutions. They have released about Rs 800 crore so far and another Rs 300 crore is likely to be released. So,at this crucial stage we dont want to stir a controversy. We want the project to be completed as its a prestigious project for us, he added.
The developer claimed that the delay has been due to late approval for designs of railway overbridges (ROBs) and grade separators and also because of land acquisition.Corroborating this claim,a top HSIIDC official said the designs of two major inter-changes at NH-1 and NH-10 were changed. He said since there were many agencies involved in getting clearances, there was an inordinate delay in getting the goahead for the project.
This is the reason why we are not raising the penalty issue. The developer got the entire land only a few days ago.Shifting of fuel supply lines by PSUs crossing the stretch have also caused the delay, the HSIIDC official said.
Sources said when the project was awarded to the developer the state had acquired only 15% of the land required for the project. The government should have acquired the land before awarding the project and the plans for structures should have been moved to the competent authorities for their approval for timely completion, said an official.
The other half of the Ring Expressway around Delhi Kundli-Ghaziabad-Palwal (KGP) is yet to be awarded to a developer.NHAI sources said the bidding process has started and the 135km toll road is likely to be awarded by this June.

Yes. For entering and exiting the expressway like DGE.

i guess this would be replicated in case of NPR too??

Seems likely.

GURGAON: The real estate wing of Indiabulls will begin work on the Northern Peripheral Road (NPR) within the next two days. HUDA sources said that representatives of the firm have pledged to start the project work this week itself.

The HUDA had floated tenders for the construction of the mega project early this year and last month after opening of the bids the contract was given to Indiabulls. As per the contract clause, the firm has to complete construction work within twelve months. The NPR project has eight lanes spread across a 150 metre-wide road which will connect Dwarka to NH 8 Gurgaon at Kherkidhaula crossing. All the design specifications have been given to the firm and the work will start soon as per the contract. Once completed it will be truly a futuristic road, said Superintendent Engineer, Pankaj Kumra, HUDA

The success of this project will go a long way to improve road infrastructure in the city. The project also has futuristic elements which the roads in Gurgaon lack at present. In several sections, the NPR will have provisions for the Bus Rapid Transit ( BRT) corridor to ensure the smooth flow of traffic. The HUDA had also incorporated the Foot Over Bridge ( FOB) in the entire stretch of the NPR. In addition to these, sufficient land on each of the project is been kept vacant to provide metro corridor along the NPR project.

The NPR project has been mired in controversy including litigation brought on by residents whose land falls along the course of the road. The HUDA meanwhile is doing the spadework for the project

http://www.hindustantimes.com/New-Noida-plan-to-ease-traffic-towards-Delhi/Article1-694005.aspx

New Noida plan to ease traffic towards Delhi

Thousands of vehicles running everyday on snarl-ridden stretches within the city and towards Delhi, will soon get some relief. Noida Authority has sanctioned Rs 90 crore for construction of five bridges across irrigation and Shahdara drains in the city. "Over time, roads kept getting widened but, th e 'puliaas, or drain bridges, have remained too narrow, throwing traffic out of gear," said an official.

These bottlenecks have been identified at five points: Bhangel, sector 14A to Golchakkar, Film City to sector 18, sector 95 park road and Kalindi Kunj.

Shahdara drain and irrigation drain are the two major one passing through the city and finally falling into the Yamuna.

Both drains carry wastewater of Delhi. Noida does not have any outfall in the Shahdara drain. All sub drains fall into the irrigation drain.

These new bridges will have eight lanes. Work will start in two months and has to be completed within a year.

According to the plan, the existing bridges will continue to be used for traffic and commuters will not have to bear the brunt of diversion because of widening and construction. The idea also is to improve riding quality on these stretches.

"The problem has taken an alarming proportion as despite the number of vehicles going up rapidly, the planning department never expanded these drain bridges. Now that money has been allocated, tenders will soon be floated to begin the project," the official said.

The authority has separate plans for makeover of these drains too. Project engineer Samakant Srivastav said: "We are going in for covers which could be opened. Catch basins and cleaning chambers will be constructed to screen out solid waste and trap silt."

Despite Metro service, connectivity between the two cities has been a problem. After a survey on vehicular pressure, the authority recently expanded three points at sector 8, Jhundpura and Kondli in Noida to facilitate smoother vehicular flow. The three narrow points — connecting Noida to east Delhi — have 70,000 vehicles plying daily.

Congestion leads to traffic snarls on the four existing full-fledged links: NH-24, Mayur Vihar, Kalindi Kunj and the DND flyway.

Yamuna bridge
Construction of a bridge (addition of four lanes to the existing Kalindi Kunj bridge) over the Yamuna will also begin soon. The Delhi-Noida connectivity project, an alternative to DND toll flyway, will cost Rs 300 crore. On its completion, travel between Faridabad, Delhi, Noida and Ghaziabad will become smoother. Commuters from South Delhi and Faridabad use this bridge to reach Noida and Ghaziabad.

http://www.hindustantimes.com/Barapullah-road-may-be-extended-till-Mayur-Vihar/Article1-698812.aspx

The expansion of Barapullah elevated road between Mayur Vihar in east and INA in south may start soon. The public works department (PWD) is giving final touches to its detailed project report. Senior PWD officials said that the DPR would be placed before the Delhi Cabinet in the next few days. < P>The extension of the existing 4.4kilometre road on either side would directly connect east and south Delhi. Senior PWD engineers said that the expansion of the road would not only reduce travel time, but will also take the pressure off NH-24 and DND Expressway—the two other roads that connect east and south Delhi.

While the extension of Barapullah road up to INA has been in the Delhi government's scheme of things for quite some time, the idea to extend it up to Mayur Vihar was floated before the Commonwealth Games. Delhi desperately needs another bridge across the Yamuna to keep pace with growing population in east Delhi and Noida.

"If the road is extended up to Mayur Vihar, it will decongest the other bridges on Yamuna as well as the stretch from Sarai Kale Khan to Aiims on the Ring Road. This stretch often witnesses huge traffic snarls during peak hours," said a senior PWD engineer.

The PWD is also working on Kalindi Bypass project which will connect Kalindi Colony near Ring Road with Faridabad in Haryana. This will further decongest the Ashram crossing, Ring Road and Mathura Road.

"We are working on a proposal to create a parallel Ring Road along the Yamuna. The plan is to extend Salimgarth Bypass Road, connect it with Barapullah elevated Road, DND flyway and merge it with the proposed Kalindi Bypass," said a senior PWD officer.

"We are also talking with the Noida Toll Bridge Company (which operates the DND flyway) in this regard and have sought their help," he added.

http://www.indianexpress.com/news/link-dnd-flyway-to-barapullah-road-operator-tells-delhi-govt/792251/

Operators of the Delhi-Noida-Direct (DND) flyway have proposed to the Delhi government to connect the Barapullah elevated road to the flyway for better linkage between South and East Delhi.

The offer comes just weeks after Chief Minister Sheila Dikshit asked the Public Works Department (PWD), which manages the Barapullah road, to begin work on extending the flyover over the Yamuna till Mayur Vihar.

In a meeting on April 7, Dikshit had asked the PWD to start spade work on extending the Barapullah road, following which PWD engineers submitted an initial proposal, a senior government official said.

The DND flyway is an eight-lane, 9.2-kilometre-long access controlled tolled expressway that connects Noida to Ashram in South Delhi.

In their offer, flyway operators have cited the government’s plan to extend the elevated road and proposed that instead of constructing a new bridge over the Yamuna, the link be integrated with DND, a senior government official said.

Anwar Abbas, senior manager (operations) of the Noida Toll Bridge, which manages the flyway, said they have already begun a feasibility study on possible integration options.

“For now, we have asked the government to consider the possibility of using our infrastructure. We’ll send a detailed proposal if the feasibility study throws up encouraging results,” Abbas told Newsline.

A senior government official said the offer is not in sync with the extension plans and they are currently working on connecting Barapullah road to Mayur Vihar.

The proposal PWD engineers submitted earlier this month talks of a new bridge over the Yamuna that will be built exclusively for extending the Barapullah road.

"The proposal points to the Masterplan for Delhi which has provided for another bridge over the Yamuna, with an alignment similar to the pontoon bridge near Mayur Vihar-I,” the official said.

Another senior government official said extension plans are still on the drawing board. The PWD plans to start preparing its own detailed project report once the Delhi Cabinet approves the proposal in-principle.

“We have received a letter from the flyway operators. The say they already have a fully functional bridge, which can be used to extend the Barapullah road soon. We haven’t taken a call on it yet,” the official said.

Seems like a pretty sensible idea to me. If required, they could add yet another link across the river that also connects to the BPE road.

the work of NPR also known as dwarka expway has officialy begun

mr V K Gupta .. chief spokesperson of HUDA gave this info yesterday saying that earthwork has been started by INDIABULLS

he added that construction of 14km road out of 18 km would be over in 18 months so ppl can expect NPR by end of 2012

he also said that the rest 4 km is disputed and the court is already looking on the matter
the descision would be made soon and so they have already gone with the 14 km part that the govt possessed

P.s - my 2 cents : the court will favour HUDA as govt has acquired land only for the expway/HUDA sectors and NOT sold off the land to any private party as in case of noida extnsn

all the projects coming up on either side of the dwarka expway ( by indiabulls,TATA and mahindra etc) .. the land was acquired by private compnies directly from farmers

Jun 24, 06:58 pm

New toll lanes to end gridlock at Gurgaon toll plaza (http://articles.timesofindia.indiatimes.com/2011-07-02/delhi/29730408_1_toll-plaza-delhi-gurgaon-expressway-expressway-developer)

NEW DELHI: Eighteen new lanes will ease the flow of traffic at the Delhi-Gurgaon toll plaza, if the National Highway Authority of India (NHAI) has its way. Concerned over the bottlenecks on the Delhi-Gurgaon expressway, NHAI has drawn up a plan to introduce 'major' changes. Sources said the expansion of the 32-lane toll plaza to 50 lanes would take precedence to cut down on the processing time for vehicles.

On average, around 1.9 lakh passenger cars pass through the toll plaza every day, which remains congested during morning and evening rush hours. "There is enough land available on the Delhi-Gurgaon carriageway adjacent to the toll plaza. After getting land from the Haryana government, which owns this portion, we can add 10 more lanes. But on the other carriageway we have to add lanes a little ahead of the plaza. Around eight lanes can be added between the plaza and Rajokari flyover," a senior NHAI official said.

The authority will soon appoint a consultant to look into these aspects, besides the requirements for improving traffic flow throughout the 27.7-km expressway. Sources said the decision was taken recently after a review meeting was held under the chairmanship of former road transport and highways secretary RS Gujral. Officials said making improvements has become necessary as the stretch will be tolled for the next 12 years. "If the driving experience worsens and congestion increases at the present rate, the purpose of building the expressway will be defeated," said a ministry official.

The official added that the consultant would also consider the option of constructing an underpass or an elevated stretch for traffic heading towards Ambience Mall from Gurgaon. Vehicles heading towards the mall and the residential colony nearby slow down the traffic on the expressway as they take a U-turn immediately after crossing the Udyog Vihar flyover. This leads to clogging on the flyover. Similarly, the crisscrossing traffic also adversely affects the traffic on the other carriageway.

Sources said that expressway developer DSC Ltd has also been asked to foot 50% of the project cost for building the planned underpass or cloverleaf. "We have also asked the developer to give us inputs on how traffic movement can be improved on the service roads. It's the developer's responsibility," said an official.

NHAI officials said that, once the consultant comes out with the findings, they will take up the issue of widening the service road and exit points, which at present are unable to manage the enormous traffic flow.

Officials said that improvements are required as the stretch will be tolled for next 12 years. If driving experience worsens, the purpose of building the expressway will be defeated.

http://timesofindia.indiatimes.com/city/delhi/Delhi-Meerut-Expressway-tender-bid-to-open-soon/articleshow/9176271.cms

NEW DELHI: After a year-long delay, the Delhi-Meerut expressway project will kick off by this month-end.

The drive from Delhi to Meerut will take just 45 minutes once the Delhi-Meerut Expressway is ready. The tender for the project will be up for bidding in next few weeks and the 64-km long expressway is likely to be completed by 2015.

In what will be a major relief to 1.31 lakh passenger cars plying between Delhi and Ghaziabad border, the first 8km of the expressway from Nizamuddin Bridge to Ghaziabad border will have 16 lanes.

As per the final plan, the expressway will cover 28km of NH-24 between Ghaziabad border and Dasna and this stretch will be widened to 14 lanes from present six lanes. After this, a 36-km stretch between Dasna and Meerut will be constructed as a four-lane highway. At present, it takes over two-and-a-half hours to commute between Delhi and Meerut due to the congestion on NH-58 which passes through Ghaziabad, Muradnagar and Modi Nagar.

The project was scheduled to be awarded in the last financial year. The central government had conceptualized the corridor five years ago to provide nonstop connectivity between the two cities as a part of the National Highway Development Programme (NHDP)-VI. Though earlier, there was a proposal to widen the existing NH-58 to eight lanes, later the National Highways Authority of India replaced it with the plan to construct the expressway, partially on a new alignment.

The NHAI has already finalized the alignment. Sources said the land acquisition process for this project is under way. Highways ministry officials said the tender would be floated soon and the project would be awarded by November this year.

"This project will transform the way lakhs of people commute between Delhi and Meerut. We are awarding the expressway as a part of a package that includes construction of a six-lane road between Delhi border and Meerut bypass, besides a connecting road and a children's park. The composite project will improve the connectivity to the expressway," said minister of state for road transport and highways, Jitin Prasad.

All four packages of the project would cost close to Rs 4,500 crore. The expressway would be an access controlled highway and all traffic signals and crossings would be done away with. Besides this, all slow-moving traffic including two-wheelers and three-wheelers would not be allowed to ply on the expressway. The speed limit on the expressway will be 90kmph.

Story Update : Thursday, August 04, 2011 12:01 AM

As per any concession agreement, the cost of shifting public utilities for a highway project is borne by the NHAI. The concerned municipality or an agency like the DHBVN or Jal Board only have to give a NOC and extend logistical support to the concessionaire/ EPC contractor for which they are compensated. Does anyone seriously think that the municipal corporation in cities like Agra or Mathura , through which this project passes, will be bearing this cost? The reason for this project getting delayed by four months is Reliance Infrastructure's failure to achieve financial closure by the NHAI deadline. This in turn is because of the government's refusal to allow Rinfra to raise a foreign currency loan through the ECB route for its road projects. In March, the company filed a revised proposal with NHAI by tying up a rupee term loan through Axis Bank, which NHAI has reportedly accepted. I think Rinfra is now also looking to divest some stake to a strategic investor at the SPV level, which in this case is DA Toll Road.

Also as for CM Hooda's brilliant suggestion that MCF should generate its own resources, he needs to be reminded that the precarious financial health of urban local bodies across the state is the direct result of his populist measure of exempting property tax. And anyone losing precious sleep over the 100 cr "loan" from MCG to MCF can draw some comfort from the fact that about 80 cr of this was for a payment to NBCC which is constructing a solid waste management plant on gurgaon-faridabad road. This facility will be shared equally between the two cities. As per an earlier plan, MCF was to provide the land for this project and also bear the expenditure for construction and MCG would pay an annual usage fee. The understanding was that the haryana government would secure a grant from UNEP/JDA to fund the project. The grant never came, and with its own balance sheet in a delicate state, MCF wanted to renegotiate the agreement, asking MCG to share in the capital expenditure in lieu of the usage charges. MCG declined and instead was asked the state government to extend an interest free loan, which will be adjusted against future charges payable to the MCF.

Residents oppose diversion of funds

Residents and their elected leaders in the Municipal Corporation of Gurgaon (MCG) have opposed the transfer of R50 crore from the civic body’s fund for development of Faridabad.

The money was given to the Municipal Corporation of Faridabad (MCF) as loan just ahead of the MCG mayoral election which was held last month.

Last year also, the MCG had given Rs 100 crore to MCF for bailing it out from stalled developmental projects in Faridabad.

Residents said the state government is transferring money from MCG coffers while putting Gurgaon’s development on the back burner.

MCG commissioner Sudhir Rajpal and other officials refused to talk on the issue.

According to MCG sources, R25 crore was transferred before the councillors’ election held on May 15 and the rest amount was given before the June 21 elections of the mayor, senior deputy mayor and deputy mayor.
MCG mayor Vimal Yadav said that the money was transferred deliberately and hastily so that the elected representatives could not create hindrance.

The chairman of the Joint Action Forum of RWAs (Jafra), Ratan Singh, has threatened to launch an agitation against the state government.

“Last year too when MCG transferred R100 crore to MCF, we had met chief minister Bhupinder Singh Hooda in Delhi. Hooda had assured that the money was given as a loan and would be returned to MCG soon. More than one year has passed the money has not come back, instead R50 crore more has been given to MCF,” Singh said.

Last year, the then MCG commissioner RK Khullar had said that since the central government had suspended fundings to Faridabad under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) because of Haryana government’s decision of withdrawing house tax on property owners of Faridabad, a number of developmental projects were left in limbo

As per any concession agreement, the cost of shifting public utilities for a highway project is borne by the NHAI.

Here NHAI's point of view is also correct. Agencies have encroached the highway's right of way to lay pipelines. If highway needs to expand within its right of way, NHAI should not bear the cost.

30 Aug 2011, 0400 hrs IST

Plus your insinuation that India is this English speaking nation flies in face of reality. About 10% of the population speak decent English. Another 20% to 30% percent some form of English pidgin which a Native English speaker would hardly call English.

Thanks for the google maps link. NPR looks so wide compared to even NH-8.

its the biggest expway in india (in terms of width)

Ps - im talking about the total project ... i.e. 8 lanes of main carriage way + 8 lanes of service lanes + BRTS , then u have lanes for non motarized vehicles + space provision for MRTS/Metro

right now i think they are just making a 4 lane road , not the whole thing (therer was tremendous pressure form builders to atleast start this), u cant make all that in just 42/52 crores

also , IU bhai i think once completed this would be tolled

Abhishek901

This is not the biggest one. It is 150 m wide and there are several other expressways in India which are that wide. Of course, the whole 150 m in not concretized in any of them and at least half of the width is green belt (reserved as road space for future).

Reliance Infra’s Delhi-Agra road upgrade still in cul-de-sac
Published: Thursday, Oct 6, 2011, 8:00 IST
By Ashutosh Kumar | Place: New Delhi | Agency: DNA

Reliance Infrastructure’s Rs1,928 crore national highway upgrade project between Delhi and Agra has been stuck over clearance from the Ministry of Environment and Forests (MoEF) for more than a year now - a development that is likely to lead to cost escalation in the project.

The 180 km project spanning Haryana and Uttar Pradesh is part of the Phase Five of the National Highways Development Programme, which envisages expansion to six-laning of 6,500 km of highway network.

The phase assumes significance as upgrade of the entire golden quadrilateral (5,846 km) to six-lane standards is a part of it.

Reliance Infrastructure bagged the project from the National Highways Authority of India (NHAI) in May 2010. The company, however, has still not been able to start construction on the road.

The project is being developed on a build, operate and transfer (BoT), toll basis. Analysts, on conditions of anonymity, peg the cost escalation at round 10% as of now.

NHAI, meanwhile, has said that the issue will be resolved in the next one month. Explaining the matter, a NHAI official said, “The clearance involves an area where a toll plaza will be coming up. The clearances happen in two stages. In the first stage, the terms of references are approved by the Union environment ministry. In this project, the MoEF has approved the terms of references four months back.”

In the second stage, public hearing takes place. It is here that the matter is stuck for Reliance Infrastructure. “The public hearing has been completed in Uttar Pradesh. In Haryana, the hearing is scheduled for October 13. Once that is done, the report will be submitted to the MoEF,” said the official.

The company has a portfolio of 11 road projects spanning 970 km, worth Rs12,000 crore. Of these, at least seven will become operational by the end of the current financial year.

Will NPR touch NH-8 after Khekri Dhaula toll plaza or before that? I remember reading that either NPR or SPR (probably SPR) was designed to join NH-8 just before Khekri Dhaula toll plaza which meant that commuters would need to pay toll at NH-8 for using just a few hundred meters of the road.

It still has to be decided. There's a big fight going on between the Haryana government (HUDA) and the Central government (NHAI) and other little agencies over this.

The planning in any case is piss poor. They should have made the SPR to join the NPR and go over NH8 with a cloverleaf interchange for seamless connectivity.

Yeah, that continuity could have made the connectivity easier between old and new Gurgaon apart from upcoming sectors in that area.

Delhi-Jaipur e-way may take off near Mahipalpur

Dipak Kumar Dash, TNN | Nov 12, 2011, 03.27AM IST

Delhi-Jaipur e-way may take off near Mahipalpur - The Times of India

NEW DELHI: The proposed Delhi-Jaipur Expressway is likely to branch out from the Delhi-Gurgaon Expressway. Sources in the highways ministry said that they are zeroing in on the stretch between Mahipalpur and Gurgaon toll plaza from where the elevated portion of the expressway would begin in Delhi.
Officials said Haryana and Delhi governments and the ministry are close to achieving a consensus over the alignment. The proposed six-lane expressway would pass close to the airport and connect important locations such as Manesar, Rewari and Kothputli. "Ideally, construction of the elevated corridor in Delhi should not be a big problem since the requirement will be minimal. The city government will get back to us after doing a ground survey in a fortnight's time," said a senior ministry official.Delhi transport minister Arvinder Singh Lovely and Haryana PWD minister Randeep Singh Surjewala conveyed their governments' in-principle approval for the 233km project. Lovely later said that they have asked the deputy commissioner concerned to carry out a ground survey to find out whether any buildings or habitations are located on this stretch.

On their part, Haryana government has submitted that three of its major development plans will fall on the proposed stretch and hence there is a need to prepare the expressway plan in a manner that these projects are not affected. "We will provide all support to the Centre for this expressway passing through Haryana since it will push development in the state," Surjewala told TOI. Ministry sources said that beyond Delhi and Haryana, there will be no problem to get land in Rajasthan for the expressway.

To make the project financially viable, the government is considering giving land as a sweetener to the private developer, who will raise finance for this high capital-intensive expressway. At present, the project cost is estimated at Rs 10,000 crore.Officials said they are also looking into the proposal of either the developer buying land close to the expressway or the government acquiring land and giving it to the developer for some years on lease. They said they are looking into the option of auctioning the access roads to the expressway from real estate and commercial projects, which would come up along the expressway.

It's expected that the expressway project could push large residential and commercial developments along the corridor inHaryana and Rajasthan

I did Delhi-Jaipur a couple of times in June 2011 and was highly impressed by the speed of 6 laning work. In a period of about one and half years ( when I had last used this road), it was heartening to see the progress made on 6 laning and building a fairly large number of flyovers. Besides, the diversion work had also been carried out very sytematically, otherwise Delhi-Jaipur travel could be utterly nighmarish. The work contrast sharply to that being done by idiots doing KMP. Hats off to this company.

BTW, why call it an expressway when it isn't.

Looks like work on the Faridabad-Noida-Ghaziabad (FNG) expressway is gathering steam:

Flyover on e-way to ease traffic flow (http://articles.timesofindia.indiatimes.com/2011-11-08/noida/30373865_1_sixth-flyover-construction-residential-projects)

NOIDA: Efforts are on by Noida Authority to ease traffic congestion on the Noida-Greater Noida Expressway with the construction of a new flyover. Recently, the Authority invited consultants to finalize the design and construction details of the flyover that will be constructed at a cost of Rs 80 crore. The six-lane road, complete with cloverleaf loops, will provide easy access to commuters along both sides of the Expressway.

The flyover is located where the Faridabad-Noida-Ghaziabad (FNG) Expressway touches the Noida-Greater Noida Expressway near sectors 142, 143B and 167,168. Once ready, traffic along sectors 168A, 167A, 141, 143, 140, 139A, 139B and 88, falling on either side of the Noida-Greater Noida Expressway, will run smoothly. It would also provide speedy access to Greater Noida and along the FNG Expressway towards Faridabad and Ghaziabad.

"A tender inviting consultants to design and detail the project has been floated and will soon be finalized," said Sant Ram, chief project engineer. "This will be the sixth flyover to help connectivity and decongest the fast growing populated areas," he added. The flyover will be constructed on a single pier system with the help of girder technology with pre-fabricated segments. Each carriageway of the flyover will be of three 3.5m wide lanes.

Vehicular movement along this route is expected to increase several-fold since not only residential projects but also institutional and commercial projects are being developed along the Expressway. Traffic from Noida Extension area is also expected to hit this stretch once the housing projects get underway. Authority officials say preliminary preparations and details of the project are being worked out and once the design and detailed project report are in place the construction work will start. "The groundwork will take about six months to be completed. After finalization, construction will start and the project will be completed in one year," said Sant Ram.

Meanwhile, the Authority has also given the nod to begin construction of underpasses at sector 71 and near the City Centre Metro Station near sector 25A. "A route diversion plan has been prepared and construction will begin by the month end," said an Authority official. The cost of the sector 71 underpass is pegged at Rs 42 crore, whereas the one near City Centre Metro station is projected to cost Rs 34 crore. Moreover, the construction of the traffic junction at sector 37 is almost completed. As per officials, by January 2012 the flyover will be ready and by March 2012 the underpass will be thrown open to public to ease the flow of traffic.

This article (http://articles.timesofindia.indiatimes.com/2011-03-04/delhi/28657986_1_expressway-noida-authority-faridabad) says it'll meet NH2 near Palwal but that's obviously not true.

Same article has a couple of villages mentioned, so this seems to be the route:

It could also go south of Kheri village, then south of sectors 81,82, 83 and join the BPTP bridge (north of Indian Oil Corp) which seems to be a better option.

The secretary-level talks between Haryana government and officials of the Union ministry of road transport and highways and National Highway Authority of India (NHAI) will soon take place in Delhi.

The meeting will centre around the issue of changing the alignment of the Southern Peripheral Roads (SPR) Expressway connecting NH-8 before Kherki Daula toll plaza. The proposed alignment of SPR (starting from MG Road) connects NH-8 about 1 km before the Kherki Daula toll plaza. SPR has acquired the status of national highway and has been allotted number 236.
Though the Northern Peripheral Road (NPR) (Dwarka-NH-8) also connects NH-8 a little before Kherki Daula, it is yet to attain the status of a national highway. However, in future, it is likely to get the same.
NHAI officials feel that if residents wish to move in localities along the SPR, they need to pay toll for the 1 km distance that they travel. Similarly, residents of Ambience Island, near Delhi border toll plaza, pay toll at a distance of 500 metre while crossing the plaza on way to Delhi.
The ministry of road transport and highways wants both the roads — NPR and SPR — to converge at NH-8 (towards Manesar), 1 km after the toll plaza, citing better management of traffic.
However, the government wants to go ahead with the original plan of connecting the highway with the two roads before the toll plaza.
Ministry officials have accused the Haryana government of favouring the Gurgaon Expressway developer, whose revenue will increase manifold as the entire Jaipur-bound traffic using SPR and NPR will converge at the toll plaza.
SPR connects MG Road to Gurgaon Expressway (NH-8), while NPR connects Dwarka in Delhi with the Expressway through New Palam Vihar and newly marked sectors in Gurgaon master plan 2021.
During a meeting between ministry officials and the state government in March, both sides had heated arguments on the issue, a source said.
If wish they'd just move the Toll Plaza back to Bilaspur where it was originally, would save everyone loads of trouble.

anyone hear anything about the NPR litigation, I heard the dispute has been resolved and that the plot owners have received equal sized alternate plots.

this is another article from today, though not on the litigation...

http://www.hindustantimes.com/India-news/Haryana/Locals-up-in-arms-over-new-NPR-link/Article1-785079.aspx

Residents of Sector 110-A in the city are on the edge these days with the recent announcement of a change in alignment of a link road connecting the Old Delhi Road in Palam Vihar and the proposed Northern Peripheral Road (NPR).

The new alignment of the link road cuts across a densely populated residential part of the sector and is bound to displace several families if executed by the Haryana Urban Development Authority (HUDA). The new route, approximately one-kilometre long, will divide Sector 110-A and 111 and begin from the railway crossing near Palam Vihar to the T-point at NPR. The changed alignment, as per Master Plan 2025, has become a major cause of worry for residents as the link road has been shifted nearly 50 metres ahead of its original position as given in the 2021 Master Plan.
“The sudden shifting will affect several families and has been done under the influence of big builders of the area,” said a resident.
Local resident welfare associations have sought the intervention of Huda administrator Praveen Kumar in the matter and have asked him to visit the area and check the feasibility of the new plan.
In the last three months, residents have submitted two memorandums to Huda but to no avail. “I have been wrongly advised by my subordinates and I am going to take strong action against those responsible for this wrong planning,” said Kumar, adding that he has issued instructions to the town planner to look into the matter and report to him.

Four flyovers to come up on Dwarka E-way (http://www.hindustantimes.com/India-news/Haryana/Four-flyovers-to-come-up-on-Dwarka-E-way/Article1-786812.aspx)

<snip>
Earlier, there was no plan for constructing flyovers on the stretch. The project report had provisioned for just one railway over bridge (ROB) on the 18-km-long and 150-metre-wide e-way, also called the future lifeline of Gurgaon.

Construction on the 14-km stretch of this project is already underway as Huda had awarded a tender for R43 crore to India Bulls in March this year. The remaining 4 km stretch is under litigation. Haryana finance commissioner and principal secretary (town and planning department) SS Dhillon has directed Huda administrator Parveen Kumar to issue tenders for the flyovers on NPR.

HUDA was asked to get flyovers constructed on the intersections of the Pataudi Road near Sector 88, Farrukhnanagr Road near sectors 100 and 101, Daultabad road near sectors 104 and 105 and another road crossing NPR near sectors 110A and 111. Work on the stretch is likely to be completed in 18 months of its commissioning — July 2012. However, construction of four new flyovers on the stretch will extend the deadline.

HUDA officials said the sites of all four proposed flyovers were not under litigation and therefore, would not be affected or delayed. Dhillon also asked Huda authorities to move the Punjab and Haryana High Court and file a special petition to get early hearing on cases related to the pending 4-km stretch, so that work could be initiated.

First flyway, now skyway. We are good at inventing names.

IU, how may lanes would be there in NPR. From width of 42 m, it seem that there will be 8 lanes (assuming service lanes are not included in this width).

Skyway isn't a new name. There are a bunch of highways in the US with the skyway suffix. Popular ones are the Chicago skyway and Pulaski skyway.

NPR will have 6 lanes. The breakdown is:

10 meter wide central median
2 x 12.5 meter wide road
2 x 3.5 meter wide shoulder
= 42 meters for the current scope of work

IU i guess this is the current plan , the original plan had 16 lanes rite?? (150m wide road)

so after constructing this 6 lane road , they will again open tenders for converting it to 4+4 main carriageway and 4+4 service lanes?

The main carriageway will remain 3+3. See the second image above. That's the cross section of the entire 150 m wide corridor.

The service lanes will be 2+2. Since they are 10 meters wide, they might just convert this to 3+3 or put in a shoulder/emergency stop lane.

still it should atleast have been 2+4+4+2 , DGE is already congested.

The Airport Express line will run parallel just south of the NPR corridor.

One of the articles (http://www.indianexpress.com/news/igi-metro-to-touch-gurgaon-at-iffco-chowk/880225/0) from last month had mentioned that it'll be underground for another 1.5 kms after Dwarka-sec21 and then elevated, with a provision for another station that can be built in the future.

Based on that and other masterplan maps, this is how that region will shape up in 2016:

http://img59.imageshack.us/img59/34/94652424.jpg
-It'll be underground from Dwarka Sector 21 till south of Bharthal village (approx 1.5kms)

The exact location of the stations hasn't been released yet so I've marked what I feel will be the general areas where the stations will be located.

In all likelihood, the blue line will be extended to run down the NPR.

GURGAON: To expedite construction of flyovers and underpasses in NH-8 bottlenecks including Hero Honda Chowk, chief minister Bhupinder Singh Hooda is likely to meet C P Joshi, Union minister for road transport and highways, next week. In a recent meeting held in Chandigarh, Hooda discussed the reasons behind repeated delays in the crucial infrastructure project. Despite daily traffic jams on Hero Honda Chowk, the underpass project hasn't seen the light of day as the state government and National Highway Authority of India (NHAI) have failed to work out a cost-sharing mechanism.

There are four such flyovers or underpasses proposed on NH-8 between Rajiv Chowk and Manesar: Hero Honda Chowk, Narsingpur, Anaz Mandi and Kherki Dhaula. While the state government claims that it is keen to build flyovers and underpasses on equal contribution basis with the NHAI and the central government, the project cost is likely to escalate to more than Rs 305 crore as estimated in 2009. "This project is crucial for the state because the poor connectivity is leading to lack of investors' interest in the Gurgaon-Manesar region.

We are hoping that some formula on cost sharing will be worked out in the meeting between the CM and the union minister," said a state government official. According to city traffic police, Hero Honda Chowk is not only a bottleneck for smooth flow of traffic, but it also records a large number of accidents. Last year as many as 105 accidents were recorded at the crossing.

:nuts::nuts:

GURGAON: Haryana government has proposed to build a flyover across the Gurgaon expressway at Hero Honda crossing in place of the NHAI's proposal of an underpass without any government investment.

The state submitted this plan after opposing the Centre's proposal of equal cost sharing for construction of an underpass here by the state and NHAI.The new proposal that has been submitted to the road transport highways ministry recently is on the lines of elevated roads built in Tokyo.

The proposal says the elevated roads can be built across the expressway by any private party, which would get long lease of properties that would be developed as a part of the composite project."Commercial space can be created in these buildings over the expressway. Enough clearing space can be left for straight moving vehicles.:nuts:

Those heading towards Jaipur Sector-10 side or those from Hero Honda towards Delhi can take the elevated roads which will be through different floors of the buildings," said a senior Haryana government official:lol::nuts::nuts:.He added that the issue was discussed and a sketchy model has been submitted to the highways ministry at a recently held meeting in the capital. The official, who has been associated to the Hero Honda issue for long, said that there would be private players to undertake the project under build operate and transfer (BOT)mode."The project can go to a private player who would quote the minimum years of lease for these commercial spaces.

The lands for commercial development can be identified by the HUDA. We will have a solution and that too without any government investment," said the official.A highway ministry official also said that they are considering the proposal and a high-level technical committee would look into the case for a quick decision. Once awarded, it would take about two years to complete the project. He agreed that without an innovative solution, the mess at Hero Honda crossing cannot be addressed. However, this means commuters who have been suffering for years due to indecisiveness of both the Centre and Haryana governments would have to live with the mess for at least 2-3 years from now.

Please don't try to be innovative and create one more mess. People will be happy even if you go for traditional methods (such as building an ordinary "non-innovative" flyover or underpass).

8-lane corridor planned on Delhi-Dasna stretch of NH-24 (http://timesofindia.indiatimes.com/city/delhi/8-lane-corridor-planned-on-Delhi-Dasna-stretch-of-NH-24/articleshow/12644836.cms)

NEW DELHI: After several flip-flops on the widening of the Delhi border-Dasna stretch on NH-24, the road transport and highway ministry has finally moved the proposal to convert it into an eight-lane corridor. The ministry has proposed to fund the project and the work would be awarded in six to eight months.

The widening of the 20km corridor, which is used by over 2 lakh vehicles on a weekday, will bring relief to commuters who often get caught in long jams. The ministry moved the plan after a high-level meeting, which was presided over by minister of state Jitin Prasada, in the last week of March. "We have asked NHAI to exclude this stretch from the Meerut Expressway project, so that work can start soon. We had been receiving complaints of major traffic jams during morning and evening peak hours," Prasada told TOI.

Though the highway ministry had originally proposed to carry out the work on contract and a tender was also floated, the plan was scrapped later. NHAI had proposed to widen this portion as part of the Delhi-Meerut expressway project on build, operate and transfer (BOT-toll) mode, said a source. In that case, private developers would have financed the entire project.

"Since NHAI said the expressway project might take time, the Delhi-Dasna stretch widening will not be carried out as part of this project. We have to address the problems faced by commuters on priority, and cannot wait for the project to take off," said Prasada. The move will also be viewed favourably by commuters as they won't have to pay toll for using the state-funded road. The stretch between the Nizamuddin bridge and the Delhi border, which is also part of NH-24, has already been widened to eight lanes.

The NH-24 corridor between Delhi and Ghaziabad has several residential colonies, including Indirapuram, Vaishali, Vasundhara, Vijay Nagar, Kaushambi, Shipra Sun City and Sector-62 (Noida). People living in Ghaziabad have to travel to Delhi for work and studies. And this is the only corridor that provides connectivity between these colonies and central and south Delhi.

A 2008 study by RITES showed that NH-24 had the second highest traffic volume of all the roads providing connectivity to the capital. On an average, 1.57 lakh vehicles crossed the Nizamuddin bridge in 2007 and 80% of them were from outside Delhi.

Work on Dwarka Expressway going on at top speed (http://indiatoday.intoday.in/story/work-on-dwarka-expressway-going-on-at-top-speed/1/182645.html)

The Dwarka Expressway, also called the Northern Peripheral Expressway, that will benefit thousands of daily commuters between Dwarka in west Delhi and Gurgaon in Haryana will be ready for use by October this year.

If there is a speedometer to measure the pace of construction, work is going on at more than 100kmph, one instance of overspeeding no one is complaining about. "It will be ready by October 2012," A.K. Maggu, executive engineer of the project, said.

...
There are two speed bumps in the way of the road's construction. But those are minor and won't stop traffic from flowing on the speedway at the end of the year, the developer claimed. The speed bumps are in the nature of litigation. More than 14km of the road passes through land that is free of litigation. The rest four km sit on land under litigation in bits and pieces. "Barely 26 acres are under litigation. There is a high court order to compensate the land owners with alternate plots and this is being done," an official associated with the project said.

GURGAON/ NEW DELHI: Over five years after the Delhi-Gurgaon expressway became operational the National Highways Authority of India (NHAI) has now started constructing the much-needed service road between Rajokari and RTR-Palam crossing. Once the service road is built, it is likely to reduce congestion on the main expressway.

The highway authority swung into action after the parliamentary Committee on Public Undertakings (COPU) pulled up the agency for its failure to provide a service road all along the expressway. The committee had highlighted how the missing patches of service roads has been forcing commuters, particularly the ones on two- and three-wheelers besides all slow moving vehicles, to take the main carriageway.

The committee had also sought an action taken report (ATR) on this deficiency. Though the rest of 27.7-km expressway has a service road, the service road along this 3-4km stretch could not be built due to non-availability of land. The NHAI had claimed that it had waited long enough to get the required land from the Airport Authority of India (AAI).

Now the highway authority has awarded this service road work to a private contractor and it is being undertaken as a cash contract project. "We hope the work would be completed in 4-5 months. There have been reports of traffic slowing down between Rajokari flyover and RTR crossing during peak hours since the four-lane carriageway accommodates traffic coming from six lanes," said a senior NHAI %official.

After completion of the service road, commuters heading towards Dwarka from Gurgaon side can take the new road and that would improve traffic flow on the main expressway.

However, whether the segregation of slow-moving traffic and high-speed vehicles would become a reality remains unclear. This is because the traffic police in Delhi have not been enforcing the norm of not allowing slow-moving vehicles to enter the fast lanes. It's no different in Gurgaon, though the rules prohibit this.

Recently, an expert committee of set up by NHAI had also pointed out how the authorities on both Gurgaon and Delhi sides have failed to improve the local road network along the expressway. It had found that service roads, wherever these are available, get choked with vehicles and even the tail-end spills over to the main carriageway.

Horrible isn't it? Though the relief will be only for the dwarka traffic merging near the airport exit, and those exiting at the domestic old domestic terminal for dwarka again. All that will be left will be the bit from udyog vihar crossing over the toll gates, which we know are not getting built in any hurry.
