It's in the southern part of the city, close to Makabit road. Great location for such high towers. It won't make traffic problems in the city.

I read that the city doesnt want skyscrapers at all.
they changed tall towers planned next to the big mall from 40 to 20.
likely they changed this as well

The article points to another project very close to where I live:

Krol and Shalom Ash streets. These streets have some of the oldest and ugliest houses in PTK, so I hope the project becomes a reality.

the tallest u-c so far is 30 floors so they are probably ok with up to 30 and ~100m
I think holon or rishon mayors also said they dont want to approve anything above 30 floors.

Is it public displeasure with tall buildings or security?

a lot really depends on the mayors and city council.
also the devlopers and what the buyers want. above 30 floors the buildings becomes more expensive to build and maintain later on.
with mortgages so high a lot of buyers can't or dont want to have to pay large monthly fees to maintain a high end tower
