Mall regulation needed: Property expert

The absence of a regulation on shopping centers has sparked disorder in their development, turning Jakarta into an unpleasant place to live because of serious traffic congestion.

Property consultant Panangian Simanungkalit said shopping centers had mushroomed out of control without such a regulation to check their development.

"The city administration needs to draft a regulation on shopping centers so that there is a legal basis to order the development of such facilities, particularly in already-crowded areas," he told The Jakarta Post over the weekend.

Previously, head of the city economic agency Sukri Bey said the administration would allow businessmen to build shopping centers in any commercial area.

"The Jakarta City Planning Agency will issue permits for new shopping centers as long as they are built in areas allocated for commercial purposes," he added.

Panangian said public criticisms against the development of shopping centers was sparked by concern about their construction in inappropriate locations, including designated green areas.

He said Greater Jakarta, with a 27 million-strong population, had around 2.2 million square meters of shopping centers with an average occupation of around 85 percent. New shopping centers were thus still needed, he added.

In comparison, Singapore had around 6 million square meters of shopping centers to service a population of only around three million.

Panangian said around 2.5 million square meters of new shopping centers would be constructed in Greater Jakarta by 2007.

"It means the growth of shopping centers is nothing to worry about ... as long as the new facilities are constructed in the proper locations," he said.

Sukri said the administration had not known how much space for shopping centers would be needed in the city, and that the economic agency would hold a study on the demand for malls.

"Hopefully, the study will be completed by the end of this year," he said, adding that the city had 73 shopping malls, six wholesale centers, 116 department stores, 125 supermarkets and 151 traditional markets.

Urban sociologists have criticized the administration that while it facilitated the rapid growth of shopping malls, it had ignored the lack of open and green spaces.

They said the condition only encouraged people to spend their leisure time in shopping centers, and thereby cultivated consumerism.

City data shows that only 30 percent of visitors make a purchase at malls, while the majority 70 percent do not.

Environmentalists have often criticized the administration for issuing permits for the construction of shopping centers, even though the city suffers from a serious shortage of open green spaces.

Green areas now amount to less than 10 percent of the 650 square kilometers that make up the capital. Under the 2010 City Master Plan, green areas are to be expanded to 13.94 percent, but no concrete efforts have been made to implement the plan.

In addition, the proposed expansion of green areas is still far from the ideal -- 30 percent of the city area.

City to demolish Tanah Abang market

The Jakarta administration is set to demolish at least four blocks of Tanah Abang market in Central Jakarta, ordering city-owned market operator PD Pasar Jaya to find a location to accommodate thousands of traders during the market renovation.

Governor Sutiyoso revealed the plan on Thursday following a meeting with the Jakarta Construction Supervision and Regulation Agency (P2B) head Djumhana Tjakrawirja who recommended the reconstruction of the whole market to ensure the safety of traders and visitors.

"Technically, the old buildings can no longer be maintained as they are a danger to visitors and traders there," he told reporters at City Hall.

Djumhana said the decision was made based on a study completed by students of the school of civil engineering of the Bandung Institute of Technology (ITB) on May 10.

The study revealed that the buildings could only last for two years more at the most.

"Moreover, the quality of the concrete used in the buildings was very poor," Djumhana cited the study.

A series of tests on the concrete columns of the market's Block C indicated that they bear a load of 400 kilograms per square centimeter (kg/cm), much higher than the actual capacity of 84.64 kg/cm.

The current standard for the quality of the concrete that should have been used in the construction of the market, built in 1971, is around 250 kg/cm.

Last year, fire gutted 2,420 kiosks from a total of 7,594 in the market. Block A and Block E were the most affected, with reconstruction still in process.

Previously, Prabowo said the renovation of Block B, C, D and F would take place after the construction of a new Block A -- a 16-floor shopping mall -- is completed in 2007.

However, just recently, the city administration revealed a plan for a complete facelift for Tanah Abang market -- the largest textile market in Southeast Asia -- to transform it into the most modern and luxurious market in Jakarta. Sutiyoso had instructed officials to conduct a comparative study in Hong Kong ahead of the planned reconstruction.

The administration also plans to relocate some 2,000 houses in the area surrounding the market that will be affected by the city's Rp 6 trillion (US$710 million) Sentra Primer Kota (urban primary center) project.

Sutiyoso said he would discuss the issue of relocating the traders with PD Pasar Jaya president director Prabowo Soenirman.

The company has appointed developer PT Priamanaya Djan International to carry out the first phase of the renovation of Block A, at an estimated cost of Rp 600 billion.

Traders, however, did not agree with the plan. They have even considered suing the market operator if they are moved from the market. They claim that they still hold valid licenses that allow them to stay until 2007, some until 2015.

It is. I was there last weekend. Its a really hip and happening mall. Its really nice, but crowded and small. The good thing is that its connected to Plaza Indonesia. But im really dissapointed with its small size. I wish it is bigger. It supposedly has the best movie theatres in Indonesia.

I dont like Plaza eX movie cinema, I prefer to go Pasaraya Grande in Blok-M...its soooo huge man, if you saw Arisan movie, thats where Grande MPX cinema is.

yeah ex is really good.. and I heard during weekends it's open till like 3am..
the movie cinema is not big, but it looks soo posshh.. very nice..
I thought the hard rock cafe is open already this year..
they shouldnt have that celebrity fitness thingy on the whole of 3rd floor.. soo useless.. takes up the whole floor, should've used it for stores as well..

Ketua Umum Asosiasi Pengelola Pusat Belanja Indonesia (APPBI) A Stefanus Ridwan mengatakan, untuk memenuhi kebutuhan hidup masyarakat yang semakin tinggi dan beragam, kawasan Jabodetabek membutuhkan sedikitnya 400 pusat perbelanjaan baru.


Perkembangan Jabodetabek yang makin pesat akan menjadi pendorong bertumbuhnya pusat-pusat perbelanjaan baru di Jakarta dan beberapa daerah penyangga, seperti Bogor, Depok, Tangerang, dan Bekasi. Apalagi, jumlah penduduk Jabodetabek yang di siang hari mencapai lebih dari 20 juta, menjadi pesona kalangan investor untuk mengucurkan dananya di sektor pusat belanja.


"Di Jakarta saja, pada siang hari jumlah penduduk bisa mencapai 13 juta orang. Bayangkan jika satu pusat perbelanjaan di Jakarta per hari mencapai 30 ribu orang. Berapa kebutuhan pusat perbelanjaan baru yang akan timbul nanti," ujar Stefanus kepada Investor Daily di kantornya, akhir pekan lalu.


Stefanus menegaskan, saat ini sekitar 20-30 pusat perbelanjaan skala besar beroperasi di DKI. Jumlah ini kemungkinan bertambah setelah pemerintah daerah menerbitkan izin pengembangan 50 pusat belanja baru.


Ditanya kemungkinan terjadinya kelebihan pasok (over supply) produk properti pusat belanja, Stefanus yang juga direktur apartemen Sommerset Pakuwon Berlian, itu membantahnya. "Di Jakarta masih mendingan. Di Singapura, pusat perbelanjaan itu jaraknya sangat berdekatan, malahan nempel," kata dia.


Berdasarkan catatan Pusat Studi Properti Indonesia (PSPI), sampai akhir Desember 2004, Jabodetabek mendapat tambahan pasok pusat belanja baru sebanyak 447.440 m2. Tambahan pasok ruangan itu berasal dari delapan pusat belanja, yaitu Pangrango Plaza, Mall Artha Gading, Metropolis Town Square, Mal Cileungsi, Auto Center Kelapa Gading, Plaza Sinar Merdeka Mas, Mangga Dua Square, dan La Piazza.


Peningkatan pasok ini akan berpengaruh pada kondisi pasar pusat belanja. Menurut data PSPI, kumulatif pasok pusat belanja hingga akhir 2003 adalah 2.522.422 m2. Itu belum termasuk tambahan pasok 2004 sebesar 447.440 m2 atau 18% dari total pasokan.


"Bila pasok pusat belanja ini tidak diikuti permintaan terhadap pusat belanja, akan dapat menekan tingkat hunian pusat belanja. Ujung-ujungnya, dapat menekan tingkat harga sewa," ujar Direktur Eksekutif PSPI Panangian Simanungkalit, beberapa waktu lalu.


Sementara itu, Direktur Eksekutif Pusat Pengkajian Jakarta Ganda Hutabarat menilai, banyaknya pusat perbelanjaan yang ada di Jakarta saat ini, sudah mengkhawatirkan. Pasalnya, kehadiran pusat perbelanjaan besar akan mematikan pedagang-pedagang kecil maupun pasar-pasar tradisional.


"Kasihan para pedagang yang mempunyai modal kecil harus bersaing dengan para pengusaha besar. Pemda harus meninjau ulang perencanaan tata kota. Jakarta ini kan tidak terlalu besar, kalau dipenuhi mal, mau jadi apa Jakarta ini," ujar Ganda di Jakarta, kemarin.


Ganda juga menyoroti peraturan daerah (Perda) No 2 Tahun 2002 mengenai 20% lahan pusat perbelanjaan (mal) yang diperuntukan bagi pedagang kaki lima yang tidak berjalan semestinya. Meski saat ini dalam putusan sela pengadilan, Ganda mengimbau semua pihak, khususnya pengelola pusat belanja, bisa merealisasikan perda tersebut. "Meski masih putusan sela, janganlah rakyat kecil itu yang dijadikan objek penderita melulu," ujar dia.


Ganda juga menyebutkan, pembangunan pusat-pusat belanja di Jabodetabek yang tak terkontrol, merupakan salah satu penyebab terjadinya banjir di Ibukota. Ia mencontohkan kawasan Lebak Bulus, Jakarta Selatan, yang semestinya daerah resapan air, kini dibangun pusat perbelanjaan megah.


"Lahan yang sekarang dibangun Carrefour itu seharusnya sebagai daerah resapan air. Tapi entah kenapa, pemda mengizinkan pembangunan di lahan tersebut," ujar Ganda.


Karena itu, Ganda berharap Pemprov DKI tidak mudah mengeluarkan izin pembangunan pusat perbelanjaan. "Jangan hanya karena kepentingan sesaat, kita akan rugi selamanya," jelas dia. (c82)

City to renovate Senen complex

The winner of the design competition for the overhaul of Senen market is no doubt feeling let down as the city administration announced on Monday it would use its own design.

The cost of the renovation project has been calculated at Rp 3 trillion (US$306.2 million).

"The new design will be made public in November as it is now awaiting the approval of the City Spatial Agency," president director of city market operator PD Pasar Jaya, Prabowo Soenirman said.

He said Senen market shareholders had not been involved in picking a design in the competition organized by the Central Jakarta administration in 2003.

Six blocks of the Senen traditional market are owned by Pasar Jaya, PT Pembangunan Jaya and PT Jaya Property.

"We have established a new consortium to renovate the Senen market called PT Senen City Development ... We are expecting to start construction work in April next year," he said.

The three city companies signed a memorandum of understanding on March 16 for the project.

He said the project would be finished in two years.

"The main objective is to revitalize the market, which was once very popular as a center of trade in the capital," he said.

The design for the market takes into consideration existing buildings in the area, such as the train station and bus terminal, and the future construction of apartments, office buildings and sports facilities.

Senen is one of the oldest traditional markets in the city. The country's founding president Sukarno ordered the renovation of the market in 1961.

The market, however, is now more known for its overcrowded bus terminal and street vendors, who occupy the sidewalks and the sides of the road in the area, as well as the high incidence of crime.

"We found that the area has also been used by local thugs to run illegal business, like gambling activities as well selling pirated and porn video compact discs," Jakarta Governor Sutiyoso said.

Sutiyoso's administration launched early this month a campaign to evict sidewalk vendors in the Senen market area. Last week four people were injured when public order officers clashed with street vendors there.

"Personally, I will allow the presence of sidewalk vendors as long as they take up the existing space available for them. Of course, we will evict them should they start occupying road shoulder," he asserted.

The administration also plans to upgrade other big markets, like Tanah Abang and Jatinegara.

A city planner who works at Tarumanagara University, Suryono Herlambang, expressed concern over the administration's approach to city planning.

"I have the strong impression that the administration has no comprehensive plan for its revitalization projects as it is clear that every project it embarks on is opposed by the people," he told The Jakarta Post.

He urged the administration to encourage public participation in the planning as well as the implementation of the renovation projects.

JAKARTA (AFP) - Indonesia's legions of Manchester United fans can now sate their thirst for all things Red Devilish as the Premier League side have opened their first restaurant-bar in Jakarta just ahead of the new season.

Besides food and drink, the newly-opened venue run by the club's Manchester United Food and Beverage (Asia) Pte-Ltd also sells official merchandise, everything from paper clips to football shirts.

Football is one of the favorite sports in Indonesia and the Red Devils have millions of hard-core fans here which is why United opened the restaurant, Michael Supit, marketing executive of the MU Restaurant and Bar, told AFP Friday.

"The most popular sport in Asia is soccer and Indonesia is one of most populated countries in Asia and that is the main reason why they opened (here)," Supit said.

"Jakartans are bored with the idea of 'regular bars and restaurants'."

He said the bar in the popular Gedung Sarinah area of the capital would be officially launched in November after the Muslim fasting month of Ramadan but had already had its soft opening.

"Indonesia is a very important market, offering us many growth opportunities. The restaurant and bar we are unveiling today is just the latest step in the development of our activities in Asia," Manchester United chief executive David Gill was quoted as saying in the Jakarta Post.

"Manchester United is a well-known name in Indonesia, with millions of fans. With the opening of this outlet we are brought closer to them," Gill said.

United star Cristiano Ronaldo visited Indonesia's tsunami-hit province of Aceh in June to raise funds for victims of the massive December disaster.

The Red Devils have an estimated 40 million fans in Asia.

People do a lot of things in malls

It's like there is no getting enough of them. There are a couple of them five minutes away from where we're standing now and another one seven minutes away, a friend said when I asked about the idea of banning the building of any more malls, particularly in the "swamped" capital of Jakarta.

No, my friend was not complaining.

He said it was just fascinating to see the abundance of options, even if only to taste the different atmospheres in branches of Starbucks, McDonald's, Sport Station or the 21 cinema in each mall.

"Gee, I probably only shop, like for clothes or shoes, once in four or five months. Malls are for relaxation, hanging out with fun folks like you, playing games or simply watching out for discounts on sneakers or sport shirts," he told me.

Indeed, such needs have apparently became primary and mall developers are more than ready to anticipate this by planning more malls.

"I've just started the construction of Central Park, sited next to Mall Taman Anggrek, and Mall of Indonesia in Kelapa Gading," said Veri Y. Setiady, director of property developer PT Primatama Nusa Indah.

He argued that -- in comparison with other metropolitan cities in Southeast Asia, such as Bangkok, Kuala Lumpur or Manila -- there was still ample room for more malls in Jakarta with its surging number of residents.
"There are over 100 hypermarkets in just the city of Bangkok. As a developer, we always conduct research in other markets, and believe me, a city like Jakarta remains available for more malls, especially if it is promoted as a shopping destination," said Veri.

"If all malls we have now are still swamped (with people), it means that the demand, either from visitors or tenants, is still heavy.

"Local and foreign retailers are storming in, and they need space. The number of residents is also fast moving up with their extensive needs. So they meet here in malls," said Veri, whose projects include Plaza Semanggi and Senayan City.

In the future, most new malls would probably target middle-class people due to their dominance in the population structure.

"This class of people account to some 60 percent of the population. I mean, how many people can regularly buy the stuff in Plaza Indonesia, Plaza Indonesia, or Pondok Indah Mall? So, providing things that meet their standard and capacity will be the theme," said Veri.

Rather than shopping for just basic needs, people indeed have different lifestyles than, say, five years ago.

Malls are nowadays equipped with restaurants, cinemas, supermarkets, fitness centers, concert rooms, runways for fashion shows, and other new features designed to keep visitors coming and stop them from leaving.

"The target market is no longer just the young or the mothers, but the whole family. So when they come visiting, everyone can get what they want and like, or something that the whole family can enjoy altogether," said Veri.

So even if they're not shopping, he added, they can relax in the games arcade, restaurants, or watch music or fashion shows.

"The more features on offer, the more attractive your mall is," he said.

Veri's account was shared by Martias Jojo, the marketing executive of Poins Square, a newly launched super mall in Lebak Bulus, South Jakarta, which is located only 30-minutes away from the plush and still crowded Pondok Indah Mall.

Martias said people were always curious by the presence of a new mall.

People are even flocking malls that are located next to one another, he said.

"People do a lot of things in malls. They seal business deals, browse, meet, play, and many other things. It's still a place for everyone, even when your pockets are empty," he said.

Parking lots are already constantly packed at Poins Square, said Martias, saying it proved that there was an overwhelming need within society for new malls.

"... especially during weekends because I think that people no longer feel that they have to go outside the city to relax. They can just go to malls and find many things to help them relax," he said.

but Kelapa gading mall=1,2,3,(lapiazza) luasnya seperti lebih dari 130.000meter persegi... pernah baca bahwa Indonesia mall at kelapa gading (construction) lebih dari 200.000meter persegi??

menurut gua plasa senayan lebih banyak branded nya daripada senayan city, buat example, Jimmy cho aja ada di PS. temen gua dari UK rated plasa senayan just like rodeo street.

Whooper taste better than big mac though... coz its flame grilled hehehe. I prefer Hungry Jack's (Burger King, as called here) than McD.

wah... gak worthed bgt yah.... ngantrinya 4 kali lebih lama daripada makannya!!

Ini mah kayak fenomena Breadtalk/ J.CO, palingan beberapa bulan antrian bakal kembali normal...

Utk yang lagi di Indo, alternatif aja kalo mau burger yang dagingnya di grilled bisa mampir ke Burger Blenger atau Aussie Burger... Harganya relatif murah Rp 9.000 - Rp 15.000. Rasanya gak kalah lah ama burger2 lain...

Gua pernah ambil foto di Casino. Baru ngeluarin kamera udah kena damprat hahaha. Tapi pas di Indo gua cuek2 aja tuh ambil foto sana sini.. ngga sadar ada larangan. Dah gua post tuh fotonya disini a while back ago.

Senayan City, Oh my god, this mall is damn huge! I was overwhelmed with the size and .......the price the stuff they are selling. It's not for me, I still choose Senayan Plaza, more human.

one time me and my friends were photo hunting in the outdoor area in senayan city, we got caught by security guards and we were taken to the office and filled some reports. they demanded us to delete all the pictures we took. omg so embarassing... it's our fault anyway didnt obey the rule.

no.. but when i took GI elevator hall, and take the pic of meja satpam/carcall that shaped like monas' base, satpamnya malah ikutan gaya :lol::lol:

tips for photoing in the mall :
1. Pake HP, pura2 sms.. hehehe
2. Moto waktu ada festival/events/etc.
3. Last but not least, Pura2 lagi narsis2an ama temen/siapapun.. Pasti gak diapa2in (this works to me :lol::lol:)

MOI seems cool.. but.. plain white ceramic tiles??
