I got this from a very reliable source regarding LCC Daraga. The resolution permitting LCC to occupy the 2nd floor of the new market was already been approved by the Sangguniang Bayan of Daraga.

LEGAZPI CITY - The city government of Legazpi is planning to boost its water supply by tapping another raw source aside from the Yawa River. "The residents of Legazpi had suffered months, if not years of inadequate supply of potable water which prompted the local government unit to look for alternative sources for the growing demand," Engineer Rafael A. Villar said.

Villar said that the plan which is now at the committee on laws and rules of the Sangguniang Panlungaod chaired by City Councilor Alfredo A. Garbin, requests a passage of a resolution authorizing Mayor Noel E. Rosal to apply for and or avail of he Overseas Development Assistance (ODA) grant facility for a Seawater Desalination Plant Project with an estimated cost of some US$5 million.

Villar, spokesman of the Albay Consumers Association (Alconas) who was also invited by Garbin to the committee hearing Tuesday said the city said that Legazpi water consumers have been dependent on the natural springs along the slopes of Mayon Volcano particularly at Barangay Buyuan and Mabinit but have earlier been provided with purified tap water from the Yawa River by the Phil Hydro systems and the Legazpi City Water District (LCWD).

The said planned project although not yet clear which country will provide grant through the ODA will get water from the sea to be desalinated and purified and introduced into the existing LCWD pipelines to meet the demand of the consumers.

Villar said he would insist on proposing to the city to avail of the desalination technology which could maximize the by-products of the process such as the collection of salt, and electricity that might be produced in the process of steam and condensation stage. "There are four methods of water desalination plants that I know and these are 1) Electrodialysis 2) Vacuum Freezing 3) Flash Distillation and 4) Reverse Osmosis. And whichever they employ, must maximize the byproducts and resources," Villar said.

Hotel projects get incentives

THE BOARD of Investments (BoI) has granted incentives to two hotel developments totaling P314.91 million, the agency said in a statement yesterday.

Hotel St. Ellis’ P224.91-million investment will be used to renovate a six-storey hotel building in Legazpi City, the BoI said. Upon completion, the 1,476 square-meter accommodation will have 40 rooms.

A Filipino company, unidentified by the BoI, will meanwhile put up a two-storey hotel, dubbed Highlander Hotel and Resort in Nueva Vizcaya, worth P90 million. This hotel will have 76 rooms, a bar and restaurant and a swimming pool.

Both hotels will generate 145 jobs, the statement read.

The Legazpi City hotel was granted up to four years income tax holiday, while the one in Nueva Vizcaya was granted up to six years, since the province is listed as a “less developed area.”

Under the 2009 Investment Priorities Plan, projects for tourism infrastructure are qualified for such incentives.

The BoI also granted up to four years income tax holiday to two mass housing developments and a fish processing plant.

Among these is Federal Land, Inc.’s construction of a P246.73-million condominium in Paco, Manila. The 15-storey building will house 184 units.

Johndorf Ventures Corp. similarly received incentives for its P127.015-million housing development in Butuan City. The firm will be building 196 units on a 30,000-square meter lot.

A fish processing and packing project of Malalag Bay Aquaculture and Processing Corp. for P30.40 million also qualified for incentives. The project actually consists of two facilities - one in Sta. Maria, Davao del Sur and the other in General Santos City. -- JADH

THE BOARD OF INVESTMENTS has approved the granting of various fiscal and nonfiscal incentives to P719.1 million worth of projects in the mass housing, hotel, and aquaculture sectors. Entailing the largest investment among the five projects is the Peninsula Garden Midtown Homes of Federal Land Inc., which will cost P246.7 million to complete.

Located in Paco, Manila, the mass housing project involves the development of a 15-storey condominium building that will house 184 units on 1,441 square meters of land. Once the project becomes operational by next month, it will provide employment to 256 individuals.

Another mass housing project, that of Johndorf Ventures Corp. in Butuan City, will also get BOI perks. The P127-million development entails the construction of 196 low-cost housing units to be sold for between P705,000 and P819,000 a unit. The project has generated 75 new jobs in the area.

Apart from mass housing, the BOI also approved the registration of two hotel projects worth a combined P314.9 million: The P224.9-million Hotel St. Ellis in Legazpi City and the P90-million Highlander Hotel and Resort in Solano, Nueva Vizcaya.

Hotel St. Ellis, which has been classified by the Department of Tourism as a tourist inn, will have 40 rooms with floor areas ranging from 23-54 square meters. It is scheduled to start commercial operations next month.
Highlander Hotel and Resort, on the other hand, will have two storeys and 76-rooms, and will cater to foreign and local tourists visiting Nueva Vizcaya.

Set to start commercial operations by January 2010, it will provide jobs to 100 employees. BOI perks were also given to Malalag Bay Aquaculture and Processing Corp. for its P30.4-million aquaculture business in Davao del Sur and General Santos City. The project involves two stages: The growing of milkfish in Davao del Sur and the processing of the fish and other marine products in a leased General Santos facility. LEGAZPI CITY — Albay will double its evacuation facilities with three more buildings devoted to emergency shelters during typhoons or Mayon eruptions to prevent classes from being disrupted whenever classrooms are used as temporary relocation sites. Albay Gov. Joey Salceda said the project would be funded by grants from the Spanish and Japanese governments through their respective funding agencies, the Agencia Española de Cooperación Internacional para el Desarrollo (Aecid) and the Japan International Cooperation Agency (Jica).

The project has a total cost of P560 million, with P180 million coming from the Aecid and P380 million from the Jica. The project will be carried out by the Albay Provincial Disaster Coordinating Council (PDCC), which will build three additional provincial evacuation centers, bringing to six the total evacuation facilities put up across the province, as part of its disaster risk reduction program.

The Albay Rising, a task force formed to implement rehabilitation and relocation of devastated communities, said there was still a demand for 4,801 shelter units in the province. Freedah Paula Abiada, livelihood manager of the Albay Rising, said efforts to relocate calamity victims were still going on.

“The total target of families for relocation is 10,793. We have 4,535 families that have been already awarded and occupying shelter units at their respective resettlement sites provincewide; 1,457 houses are still under construction. That gives us a total of 5,992 houses that will be totally occupied before the end of this year, leaving only 4,801 shelter units more to build,” Abiada said.

Salceda said the additional three two-story-type evacuation center buildings can accommodate some 250 families or 1,250 people. These will be built in Malilipot town and in Tabaco and Ligao cities. He said the additional evacuation centers would reinforce the three newly constructed holding centers in Daraga, Camalig and Guinobatan towns, which are already 96 percent completed and waiting for formal turnover from the funding agencies.

The provincial evacuation centers would declog the existing school buildings being used as evacuation centers in times of calamity, he said. “Definitely I don’t want to suspend classes during Mayon eruptions.” This strategy would make classes in all public schools in affected areas continue smoothly and unhampered despite the influx of evacuees in times of calamity, Salceda added.

He said that in normal situations, the buildings could also be converted into a 20-classroom-type school building. “As soon as the funds arrive, we will start civil works for the three provincial evacuation centers,” Salceda said. Rey M. Nasol, Inquirer Southern Luzon

The City Government of Legazpi received a grant of €1.6 Million or PhP93 Million from the Agencia Española Cooperacion International Para El Desarollo (AECID) for the City’s Ecological Solid Waste Management Project. The Memorandum of Understanding (MOU) was signed on March 5, 2009 by Mayor Noel Rosal of the City Government of Legazpi and His Excellency, Ambassador Luis Arias of the Spanish Government at Hotel Venezia. NEDA 5 witnessed the event together with the heads of regional agencies, Legazpi City government officials, and non-government organizations.

The project will be the first ecological solid waste management project in Bicol, pursuant to RA 9003 or the Ecological Solid Waste Management Act. It will involve the construction of a sanitary landfill facility and materials recovery facilities (MRF) for cluster barangays, IEC and capability building activities. It will benefit some 135,000 residents of Legazpi City.

NEDA Region 5 facilitated the early project preparation stages and preliminary negotiations that commenced in November 2008. The Feasibility Study and Detailed Engineering are on-going.

‘Hotels, hospitals still hot investments’

DESPITE the present gloom in economics worldwide, investors are going ahead with their plans to increase hotel and hospital rooms, a decision the government said shows continuing investor confidence in the country.

These tourism sector investors have already under development over P9.1 billion in projects injected during the first half of the year. Tourism Secretary Ace Durano said these government-registered projects, once completed, will raise domestic supply of hotel rooms by another 1,177 units.

“These projects confirm the stark investor confidence that the country continuously enjoys. We fully advocate immediate action on said projects to further boost the economy,” said Durano in a statement.

The Department of Tourism has reported these projects include the LKY Hotel (formerly Mayon Hotel) in Legazpi City, Imperial Palace Waterpark Resort and Spa in Lapu-Lapu City, Microtel Inns and Suites in Cabanatuan, Park Bed & Breakfast Hotel & Restaurant in Pasay, Hotel Kimikarlai in Cagayan de Oro; ABC Apartel in Angeles City, Hotel Vida Resort Complex in Pampanga, Paseo Premiere Hotel in Laguna, Bahia de Baler Garden Resort in Aurora, Country Inn Hotel and Restaurant in Cagayan de Oro, Manila Ocean Park and the Sabin Resorts and Development Corp. in Lapu-lapu.

Among those expanding their infrastructure are Shangri-La Mactan in Cebu and the Eastbay Arts Recreational Tourism Zone in Rizal; while the Peninsula Manila will modernize its facilities.

Ma. Victoria Jasmin, head of the department’s Tourism Investments Promotions Group, said the construction of these ventures has generated jobs and their completion is expected to generate more jobs “as the tourism industry remains one of the biggest employment resources in the country.”

In the medical tourism segment, Medical City announced it will add 250 more hospital rooms.

Board of Investments-approved investments are eligible for income tax holidays of 4 to 6 years, and duty-free importation of selected capital equipment for their operations.

LEGAZPI CITY, Feb. 5 (PNA) – The Ministry of Foreign Affairs in Japan has approved implementation of the P780-million project on the construction of seven evacuation centers in the province of Albay under the Japan International Cooperation Agency. The project which will cover the seven two-storey evacuation centers with 15 rooms per storey, will cost about P60 million each.

Albay Governor Joey Salceda said the buildings would serve as emergency shelters for those that need not be relocated especially residents along the flood-prone areas outside the danger zones of Mayon Volcano. “This is a first since JICA Head Quarter has agreed to provincial implementation instead of national government through the Department of Public Works and Highways (DPWH),” Salceda said, adding that the project has already gotten its green lights after months of follow-up with the donor.

“The proposal was for the construction of Emergency Evacuation Centers in vulnerable areas of mayon volcano due to pyroclastic flow and mudflows (lahar), landslides and flood. This will help a lot in saving lives during calamities,” the governor added.

The official said a preparatory survey has been approved by the Ministry of Foreign Affairs in Japan for the consideration of the approval of the project. Based on the JICA recommendation, the Preparatory Survey consists of 2 surveys: preliminary survey and basic design survey.

The province evacuated some 10,000 families during Mayon’s mild eruption last December 15 to January 4. “But other calamities such as floods, lahar flows and strong typhoons have sent some 40,000 families to different temporary shelters across the province that disrupt classes of students when their schools are temporarily occupied.

The province of Albay has three existing permanent evacuation sites in Guinobatan, Camalig and Daraga towns which were donated by the Spanish government through the Agencia Española de Cooperaccion Internacional Para El Dessarollo (AECID) which costs P30 million for each building. It is fully equipped with the necessary facilities and the AECID is also working out plans to construct more.

The AECID buildings are also lent to school children as their temporary classrooms but the respective occupants during calamities are the real owners who in turn take good care of them. Salceda further said that the residents at the extended and permanent danger zones of Mayon have been relocated as well as those who lost their homes from the super typhoon Reming on Nov. 30, 2006.

The province sits on a typhoon belt and evacuation due to Mayon Volcano is inevitable due to pre-emptive and pro-active response to achieve the zero-casualty goal of the province. “We move people to a safe distance before Mayon erupts, we move people to stronger roofs before typhoons hit, and we move people to higher grounds before floods and lahar start to rampage our communities and that is the real essence of a zero casualty plan,” Salceda explained.(PNA)

The City Government of Legazpi received a grant of €1.6 Million or PhP93 Million from the Agencia Española Cooperacion International Para El Desarollo (AECID) for the City’s Ecological Solid Waste Management Project. The Memorandum of Understanding (MOU) was signed on March 5, 2009 by Mayor Noel Rosal of the City Government of Legazpi and His Excellency, Ambassador Luis Arias of the Spanish Government at Hotel Venezia. NEDA 5 witnessed the event together with the heads of regional agencies, Legazpi City government officials, and non-government organizations.

The project will be the first ecological solid waste management project in Bicol, pursuant to RA 9003 or the Ecological Solid Waste Management Act. It will involve the construction of a sanitary landfill facility and materials recovery facilities (MRF) for cluster barangays, IEC and capability building activities. It will benefit some 135,000 residents of Legazpi City.

NEDA Region 5 facilitated the early project preparation stages and preliminary negotiations that commenced in November 2008. The Feasibility Study and Detailed Engineering are on-going.

The feasibiliity studies should not be limited to solid waste and not only for the benefit 135,000 residents. It should include water treatment plants to treat sewage. Furthermore this is the perfect opportunity for local and national officials to include all infrastracture (wider roads, telecommunications, power lines, etc) studies before things get out of control. Just look at what have happened in Baguio.

MANILA, Philippines - It is now certain. Over P15 billion in foreign investments in energy projects will be poured into Albay in the next three to four years. This was revealed by Lawyer Rodolfo ‘Jong’ Bonafe, board chairman of the Albay Electric Cooperative (Aleco), who said the new investments will further consolidate Albay’s reputation as the “national renewable energy capital” of the Philippines.

Renewable energy development, particularly of geothermal and wind energy, is among the priorities of Albay Gov. Joey S. Salceda which complements his sustainable development strategy and supports his public governance initiatives in climate change adaptation, mitigation and risk reduction.

Aside from geothermal and wind energy, Bonafe said Salceda also wants to tap Albay’s hydro-solar and ocean thermal energy resources in Cagraray Island and the towns of Manito and Tiwi which is renowned for its many hot springs. Bonafe likewise disclosed that in some investment meetings he personally attended, several South American and Korean investors have already declared their decision and commitments to invest in Albay’s identified energy projects.

Albay is acknowledged as the leader in the generation of “green energy” in the country from its rich geothermal resources. Renewable or green energy development, Bonafe pointed out, is not only “environment friendly, but will also address the impending energy crisis and assures that electricity in Albay will be relatively cheaper.”

LEGAZPI CITY (March 24) – The Bangko Sentral ng Pilipinas (BSP) here is fast tracking the completion of its new office building along Rizal St. in Albay District, this city to have a bigger Economic and Financial Learning Center (EFLC), an official of the agency reported. The new building is expected to open this year.

Marlyn Paje, BSP Bicol acting deputy director, said that the construction of the new building is financed by the central office with P270 million and is expected to be done this March if there will be no problem or conflict that will disrupt the construction works.

She added that once everything is done, BSP will have a bigger building that will cater to its clientele.

Paje pointed out that once it is opened, BSP will admit students and interested groups and individuals who are willing to tour EFLC and be familiar more about the pillars of central banking, and BSP itself.

The public economic and financial information of BSP can be found in EFLC. Moreover, it contains of mini-museum, library, interactive section and conference rooms.

According to her, aside from the learning center, BSP’s new office will also have larger cash operations division, administration division, security section, and financial service section.

New and aesthetically-pleasing changes in the workplace often evoke a sense of pride in the worker. With this in mind, the Bangko Sentral ng Pilipinas has incorporated new design elements in its new branch buildings. The first of the “new genre” of BSP branch buildings is the BSP’s new Tuguegarao Branch which was completed in 2009 on a 9,000-square meter lot within the regional government center north of Luzon.

BSP Architect Aimee Aquino explained that while echoing the architecture of the BSP Main Complex in Manila, with its box-type form and repeating windows, the new genre features the incorporation of curvilinear lines for a more “modern” look.

Aquino added that the new branch building in Tuguegarao still carries the BSP Main Complex’s repeating square windows, steel fence, horizontal rectilinear form and classic gray color – elements which, as originally conceived by Gabriel Formoso and partners, signify stability and strength.

The new set of branch buildings infuses a circular element into a purely boxed design. “The harmonized and updated architectural form,” according to Aquino, “depicts adaptability to change while maintaining the link from past to present.”

This superimposed circular element houses the lobby, Aquino said, adding that the lobby floor features a BSP seal that fits exactly into the circular glass and aluminum structure.

“BSP Tuguegarao, being located in a hot area, also incorporates an interior courtyard — complete with a bamboo plant, various shrubs, polished black stones and beige pebbles,” Aquino said.

According to the Regional Monetary Affairs Sub-Sector (RMASS), the BSP’s Pampanga and Legazpi City branches are next to bear this exciting new genre. BSP Pampanga will be inaugurated this June while the Legazpi City branch will be opened the following month, according to RMASS Deputy Director Ruben Banog. Banog said that future planned constructions include the BSP branches in Naga and Zamboanga.

There are presently 18 BSP branches located all over the Philippines — from as far north as Ilocos Norte to as far south as Zamboanga Del Sur — in addition to the three regional offices in San Fernando City in La Union, Cebu City, and Davao City.

Regional offices perform cash operations, cash administration, bank supervision and gold-buying operations while the branches perform cash operations and administration, and in certain areas, gold- buying operations.

Each of the BSP regional offices and branches also has an Economic and Financial Learning Center (EFLC) which allows students and researchers access to copies of BSP issuances, publications and other reference materials on money, credit, banking and related topics.

Firm eyes 7 wind power projects

MANILA, Philippines—Local firm Sunwest Water And Electric Co. Inc. (Suweco) plans to invest in seven wind power projects, diversifying further its renewable energy generation portfolio, according to the Department of Energy.

Documents from the DOE showed that Suweco’s proposed wind-power projects were expected to generate a combined additional capacity of 52 megawatts.

The seven projects were likely to be put up on Cagraray Island, Bacacay (5 MW) and Legazpi City (10 MW), both in Albay; Donsol (5 MW) and Prieto Diaz (10 MW), both in Sorsogon; Puerto Princesa, Palawan (10 MW); Pandan, Antique (10 MW); and Tablas Island, Romblon (2 MW).

Suweco did not indicate how much it planned to invest in the planned ventures as it was still awaiting government approvals on its applications for renewable energy service contracts. It was in February last year that the DOE last awarded contracts to prospective investors.

A project proponent is expected to invest at least $2.5 million to produce a megawatt of wind power. This means that total investments for the seven projects, should these push through, may likely reach at least $130 million, or roughly P5.85 billion.

Aside from its wind-power projects, Suweco earlier said it was also spending P3.96 billion or $88 million for the pre-development of its 14 proposed hydropower projects.

According to the DOE, the initial amount would be used to develop the projects, which were expected to generate 44 MW in additional capacity. The projects were granted renewable energy pre-development service contracts in February last year.

Under a renewable energy service contract, a company will initially be given two years under the pre-development stage, which involves the preliminary assessment and feasibility study up to financial closing of the renewable energy project.

DOE documents showed that Suweco has two hydropower projects in Antique (Barbaza and Culasi) with a combined capacity of 5.1 MW. It also has one planned project in San Miguel, Catanduanes, with an estimated capacity of 2.4 MW; three in Malinao, Albay (0.7 MW); four in Libacao, Aklan (22.8 MW); one in Dingalan, Aurora (1 MW); and three in Gattaran and Peñablanca, Cagayan (12 MW).

Legaspi mayor to build swim pool for city's youth
MANILA, Philippines - Legaspi Mayor Carmen Geraldine Rosal has pledged to build a 50-meter swimming pool as she launched a massive sports development program, starting with the sport of swimming, in the city.

Rosal made the pledge during a courtesy call made by swimmers and coaches of the Philippine Swimming League which conducted a learn-to-swim clinic last week among young Bicolanos aged six to 17 years old.

PSL president Susan Papa, who led PSL coaches in conducting the learn-to-swim and intermediate swimming lessons as part of the outreach program of the PSL and the Diliman Preparatory School, under its president former Sen. Nikki Coseteng, lauded the city government’s bold sports program, saying the construction of an Olympic-size swimming pool will assure a continuing swimming program for the youth of the city.

“The venue is great and it is overlooking Mayon and its bay,” said Papa of the proposed swimming center.

Also present during the courtesy call was Avalon Pool builder Manny de Guzman, who also built the DPS swimming center which hosted the Peace and Unity Swim last December.

City administrator Noel Rosal said the pool would be a state-of-the-art facility, one of world class structures the city hopes to build to make Legaspi a sports tourism destination.

“We want Legaspi to be a well known sports tourist spot,” said Mayor Rosal during the courtesy call where she welcomed Ibalong Magayon swimmers who will see action in the Singapore Island Swim Club age group competition in Singapore in August.

The swimmers are Trisha Anne Oliveros, Jan Vincent Llaguno, Patricia Bianca Talavera, Jea Kassandra Talavera, Jan Agustin Talavera, Hannah Imelda Sartorio, Fergino Raneses, Ashley Marie Rances, Mary Audrey Rances and Matthew Thomas Tan.

The young swimmers, the first products of the outreach program of the PSL and the DPS in the Bicol region, will compete for the first time in an international competition. They will vie in various age categories – 8 years and under, 9-10, 11-12, 13-14 and 15-17 – against age groupers from clubs in Thailand, Indonesia, Malaysia, Brunei and Singapore.

Embracing memories.

Like the proverbial "castle on a hill," The Oriental Legazpi sits atop Taisan Hills, commanding the best views of the majestic Mayon volcano. The design program called for an ultra modern contemporary hotel that takes note of the site as a place of fond nostalgic memories and breathtaking views. So the idea was to create by respecting. By making only positive interventions and additions we pay homage to and embrace this site of memory.

The opportunity to create a crystalline palace was evident in the structural framework of the existing building. This crystallinity is realized most strongly in the hotel's main lobby where the sun enters the skylight and filters through the crisscrossing beams and creates a kaleidoscope of light and shadow as it hits the globular crystal chandeliers and falls on the gleaming white marble floors. This is your welcome view of TOL.

The rest of the hotel opens up through huge bay windows and full height glass doors framed in white powder coated aluminum trimmings. This creates an expansive, seemingly endless, lobby space on the ground floor, a sleek modern interpretation of contemporary urban hotel living.

A new floor was added to alter and better structure the proportions of the hotel. This 8 meter high space serves as a penthouse ballroom with an amazing backdrop that defines the hotel from its backdrop. This space is anchored by a cubist crown that serves as the hotel's marquee and also acts as a beacon that is visible from the rest of the city.

From the outside hotel's luminous, airy quality, accented by white-washed walls stands out in stark contrast to verdant greens and blue skies. This is then underlined by retaining strips of the existing cyclopean volcanic rock walls.

Urban Hotel.

A stay in TOL should be an unforgettable experience. This is furthered by the clean lines of its ultra-modern interiors. This indelible memory is then set in warm-lit palatial interiors with open and fluid, playful layouts. Here you can wander about from the lobby to the chic dining halls, to the gallery, the coffee lounge, the cocktail bar, and outside to the breakfast and tea deck- covered by a hanging 7 meter planar glass canopy and framed by the best view of Mayon, without going through a single wall. PNR to reach Albay by end of November

GUINOBATAN, Albay – The province of Albay particularly its capital city of Legazpi is expecting the resumption of trips of the Philippine National Railways (PNR) by the end of this year, according to Albay Gov. Joey Salceda.

Salceda told this writer that PNR general manager Junio Ragragio has assured him through a letter dated October 24 that he is one with the governor in the resumption of the PNR line connecting Legazpi, the rest of Albay and Manila.

“Please be advised that the spate of typhoons slamming through the Bicol region had affected our efforts and given rise to more challenges in the efforts to rehabilitate the tracks in Albay,” Ragragio said in the letter.

Both Salceda and Ragragio are eagerly anticipating the reopening of the PNR operations in Legazpi City for further economic turnaround in the province.

Ragragio said that the PNR is exerting great effort to overcome these difficulties and meet the November deadline. “I’m confident that I should be able to get an exploration train through the Travesia Bridge and on to Legazpi by the end of November. Assuming this, the PNR should be undertaking trial train service to Legazpi this December.”
