You need far more than 75+ CO jobs. Since one of these buildings brings in about 7k worth of C$$$$ jobs, that would be a ton compared to what your city is. Give it time, they will come. Also, does that one city have any other cities next to it where people can commute into it?

You definitely need more than 300K Sims as well. I've them starting to pop out when my region population is > 900K. And that's when the demand for CO§§§ was very high.

First off there is no minimum for how many residents you would need to get certain stage 8's. If you build a region out and decide to make your commercial center its own city with no residential, and there is a demand, it will still develope, if everything goes right...Boom, Stage 8's.

I have seen these in cities of 80,000 and as the first city of a region, it's a matter of how you understand CO$$/$$$ development. Traffic is needed, low crime and pollution and significant power, water and fire coverage. For CS$/$$/$$$ Traffic is the major factor, as where CO$$/$$$ actual location to other CO$$/$$$ zones are the important issue, in other words...don't make more than one commercial core in your city, otherwise it will stunt commercial growth.

These buildings also like traffic intersections, waterfront areas and parks.

i am not using the demand mod to skyrocket my C$$$. My first huge building has come.

You need hundreds of thousands of R$$ sims with high education, for starters, to create enough demand for those massive office towers. The next order of business, you need at least 45,000 CO$$$ jobs. Not 1 million CS$ jobs or 1 million CO$$. It has to be CO$$$. Even when you get a starting 45,000 CO$$$ jobs, you'll need many more, but you can make the process faster by gradually raising the density from low to medium to high. Finally, have patience. :)

Hogan Wallace White is a great tower, Hurt is Ugly...I would rather download a simtropolis tower with more class instead of having this thing pop up.

with the exception of a couple, most all the stage 8's and 7's are wonderful looking...there should have a few more smaller stage buildings so that downtowns are not just a bunch of 500ft'ers and then houses...but Im a realist so what do I know. lol
