i'm afraid body ur completly wrong ...egypt has the highest number of users ( cause there is 80 millions egyptien ) but the % is not the highest....

What you mentioned is the Penetration (% Population), the article is stating the % Users in Africa, in which Egypt comes first with almost 19%.

well infact the users in morocco are 10millions so 30% of the population and egypt is 16%

Thats what I'm saying, you are mentioning the Percentage of the population in the country that uses the internet. But in terms of the percentage of users in Africa, Morroco comes third, Nigeria second, and Egypt first.

Then the Article is never wrong as he mentioned it's egyptio made a mistake and got the title wrong unless that was the title of the article.
