Is the residential project the one by Crosswinds ? I ask because according to www.miamisunpost.com Overtown residents are *staunchly* opposed to the project.

Overtown seeks developer for 90,000-square-foot property

Leaders of Miami's Overtown neighborhood are asking developers to bid on 90,000 square feet of land in a historic area where they envision a mixed-use complex.

The Southeast Overtown/Park West Community Development Agency is seeking proposals from developers and officials say they will favor those that include entertainment space, residential, retail and parking, according to planning administrator Chelsa Arscott.

The agency will give preferential treatment to developers who suggest residential projects priced to accommodate households of various income levels. Officials also say they will favor plans that include parking for the nearby historic Lyric Theater, residents, businesses and the International Longshoremen's Association.

Project proposals should take into account other plans to create an entertainment district in the village, community development agency officials said.

Developers should include budgets, detailed descriptions of their plans, renderings, along with background and financial information.

"Ideally, we would like to have a nice pedestrian and entertainment-oriented area on Second Avenue," Ms. Arscott said.

The property being eyed for development is bounded by Northwest Second Avenue to the west, Northwest Eighth Street to the south, Northwest First Avenue to the east and Northwest Ninth Street to the north. It is one block north of Miami Arena and east of Lyric Theater.

Nearly one block in size and now used as a parking lot, the property is across the street from a proposed development by Fort Lauderdale-based Crosswinds Community that would add 1,600 condominiums. Crosswinds plans its development on a 9-acre parcel along Northwest Eighth Street.

The agency owns about seven blocks of land in Overtown, including the plot offered this month for development.

Miami officials say congestion in the rest of county, which grows by about 30,000 residents annually, creates strong demand for real estate and has given Overtown unlikely appeal.

The historic neighborhood, once known as a hub of folk life, jazz and blues, is now among the most impoverished in the city.

More than half of all Overtown's 8,000 residents live in poverty, according to the Collins Center for Public Policy. Overtown's median household income is about $13,200 annually - less than half the county average.

The Collins Center, a think tank working to revive communities, says the area needs about 1,000 homes to end its housing shortage.

Ms. Arscott said a more focused development plan, revised this month, promotes smart growth and balances residential and commercial needs.

"There is no more land in the City of Miami to be developed," she said. "Every piece of land has been acquired or is in the permitting process. The land all along Biscayne Boulevard is going to be developed. The only place left is this land in Overtown."

Bidders have until July 17 to respond to the request for development proposals.

yes renner01 to answer your question. that link you posted is talking about the blue glass 17th Story office building you see in the first pic along with a parking tower going infront of the overtown metrorail station.

glass and more glass

the area is going to be transformed parking lots are being bought up all around this area if you look at the new office tower going up near the metro station that should give you an idea of whats to come in the near future for overtown section around the arena...

great to see so much development going on in overtown... destroying the miami arena wouldve been a mistake... plenty of parking lots to develop before we start tearing down arenas that can still be put to good use still... seeing some renderings would be great... and wondering how it will be put to use....

hope overtown retains some of its character though as an aspect of redevelopment... and doesnt just become an extension of downtown... but remains overtown, just lsightly nicer that it is now, lol....

City Hands Troubled $220M Overtown Project to Crosswinds

MIAMI-The city has named Novi, MI-based Crosswinds Communities to develop Overtown Urban Village Center, a $220-million, mixed-use revitalization project that has been decades in the planning. While Crosswinds has several upscale residential developments in Florida, its Woodward Place redevelopment in Detroit is more the forerunner for Overtown.

Here, Crosswinds is working in joint partnership with the city, Miami-Dade County and Overtown Community Redevelopment Agency (CRA). While the city provides the land, the developer foots the bill--which is the first major private reinvestment in Overtown, a neglected, predominantly African-American community, in more than 50 years.

The 1,050 residential units “will be in a mix of seven buildings, ranging from four to 17 stories tall,” Crosswinds’ Matthew Schwartz tells GlobeSt.com. “Included are 232 live/work townhomes, designed for entrepreneurs and small business people. This will be neighborhood scale,” he says, noting that 20% of the units will be priced for families with low to moderate incomes. The 75,000 sf of commercial space includes office, retail, restaurants and entertainment.

Schwartz, now urban development director for Crosswinds, worked for the City of Miami and wrote an Overtown revitalization plan in the 1980s. “The initial plan called for the clearance and acquisition of nine neglected city blocks,” he says. Since then, portions, including the nearby Miami Arena, have been developed. Between 1986 and 1987, area developer Ted Weitzel undertook the first residential phase and constructed Poinciana Village, a four-story, 64-unit condo development that Schwartz says, “is quality product that brought middle-income into the area.”

Following completion of Poinciana, Weitzel was selected to develop Sawyer’s Walk, another residential project on the remaining portion of the four-block site. Disputes between Weitzel and the city soon arose, resulting in more than a decade of suits and counter suits. The sparring ended in late January when the city and CRA approved a settlement under which Crosswinds pays Weitzel $6.5 million for his interest in Poinciana and agrees to convey 50 of its planned residential units to the city. “Those units will be interspersed throughout the project and of the same size and quality of the others,” Schwartz says. He credits Mayor Manny Diaz with creating incentives for bringing back former Overtown residents who succeeded and left the neighborhood, and for finding resources to help subsidize residential ownership for people with low incomes.

Schwartz estimates residential units will begin at $130,000 and range to the $300,000s. “Rising construction costs make it difficult to hit the lower number,” he says, “but Crosswinds has the experience and know how.” Construction will begin in early- to mid-2006, he says. “The agreement calls for a five-year build-out, but we hope to do it in four. There is pent-up demand for housing that is affordable to middle-income earners.”

“Crosswinds’ vast experience in the redevelopment of urban areas, such as in Detroit, will enable us to hit the ground running in Miami,” says Bernie Glieberman, Crosswinds’ president. “We are honored to be the firm selected to help revitalize the Downtown Miami area,” he adds, noting that development here has “focused on the waterfront and neglected the older residential neighborhoods.”
