Official sources told The Hindu here on Monday that under Phase I, the total cost of the projects approved was Rs. 156.12 crore and under Phase II, projects worth Rs. 138.93 crore had been approved. The sources said that in Gulbarga division under Phase I, 206.28 km of State highways would be improved at a cost of Rs. 76.18 crore. This included improvement of Mahagoan-Sulepeth Road to a distance of 47.58 km, Chigaralli Cross-Sindagi State highway via Yedrami (52 km), Srirangapatna-Jewargi State highway (19 km), Mudhol-Yeragera State highway (24.50 km) and Aurad-Sadashivgad State highway (63.20 km). In Yadgir division, under Phase I, 54.50 km of road would be improved at a cost of Rs. 17.51 crore, including 33.62 km of Mudhol-Yeragera State highway passing through Yadgir district and Basavakalyan-Raichur State highway to a distance of 20.88 km, passing through Yadgir district. The four-laning of the old National Highway between Hubli and Dharwad is expected to be over next year, Deputy Commissioner Darpan Jain has said. He was speaking to presspersons after inspecting the work on the project here on Wednesday. Mr. Jain said the work of converting the 19-km road between Jubilee Circle in Dharwad and Hosur Circle in Hubli was taken up at a cost of Rs. 170 crore. “Officials of the Hubli Electricity Supply Company Ltd., Bharat Sanchar Nigam Ltd., Karnataka Urban Water Supply and Drainage Board (KUWSDB), and Hubli-Dharwad Municipal Corporation have already been instructed to coordinate with the Karnataka Road Development Corporation Ltd. (KRDCL) in the execution of works. To monitor the progress, a coordination committee meeting at the district level is being held every 15 days,” Mr. Jain said. The underpasses would be built at Cancer Hospital at Navanaga, Unakal, Unakal Lake Park and Bhairideverakoppa, and there would be medians for the convenience of motorists, he said. The Deputy Commissioner said there was no dearth of funds for the work, and 30 per cent of the project expense was being borne by the Union government. The work on concreting of the road on Balebare Ghat is nearing completion and the movement of vehicles on the road will be restored by May 30. To facilitate the work on concreting of the road, Udupi and Shimoga district Deputy Commissioners had banned the movement for vehicles on Theerthahalli-Kundapura State Highway for the last three months. “We are expecting the DCs to pass a notification to allow the movement of vehicles soon,” said Hosanagara division PWD Engineer Veerabhadrachari. The PWD had released Rs 4.95 crore to develop four kilometre road in Balebare Ghat. The work commenced on October 16, 2011. After completing the work on concreting of the road in Dakshina Kannada district, the work was taken up in Shimoga district. In Udupi, the work on concreting the road has been completed. Now the work on constructing retaining walls at few places in Hosanagara is under progress. The road has been widened by seven metres. More than 12 culverts have been constructed. Non co-operation After conducting the survey work, the PWD had submitted a detailed report to the forest department to fell huge trees grown on either side of the road. However, the fortest department had declined to issue permission to fell the trees. “Several huge trees which are on either side of the road is posing threat. The trees might collapse on the road at any moment,” said residents. Hosangady villagers said that the forest department failed to grant permission for the felling of the trees. As a result, the trees might collapse during rainy season and disrupt the movement of vehicles. To clear the road, the police from Amasebailu, situated about 50 kilometres away from the Balebare ghat and the villagers have to come togther. A Division Bench comprising Chief Justice Vikramajit Sen and Justice B.V. Nagarathna passed the order on the petition filed by Shekar Hejamadi, who had challenged the government's decision asking the National Highways Authority of India (NHAI) to build a by-pass for NH-66 instead of widening the existing road as part of widening of the NH between Kundapur-Surathkal stretch. Chief Minister D.V. Sadananda Gowda had passed an order on January 25, 2012 asking the NHAI to a build a by-pass near Padubidri town as against the advice of the Udupi District Deputy Commissioner for widening the existing highway passing through the town for the reason that the cost of building a bypass would be costlier than process of widening. Both the suggestion of the deputy commissioner and the decision of the Chief Minister were one among the three suggestions made by the NHAI. “There is no perversity in the said order as the Government had considered all the three suggestions,” the bench observed. Government Counsel Ravindra G Kolle submitted that the cost of the construction would not be an issue as the project is undertaken by the NHAI through public-private-partnership mode. The petitioners had claimed that construction of by-pass would increase the length of the road by three kms, require acquisition of 45 houses besides increasing the cost of construction. It was also pointed out by the petitioners that it was only at Padubidri a by-pass has been proposed but in all other towns on the NH the government allowed widening of the existing road.http://www.thehindu.com/news/cities/Mangalore/article3448958.ece s.yogendra May 23rd, 2012, 07:15 PM Karnataka govt finally approves a bypass for killer road in tiger reserve Scores of endangered animals have been killed by speeding vehicles on the Mysore-Mananthavadi road, which passes through one of India's best protected tiger reserves -- Nagarahole -- in the last three decades. But now, the situation is likely to improve. In an effort to protect the remaining tigers and elephants, the Karnataka government has decided to develop a new road as a bypass for the Nagarahole tiger reserve. The Mysore-Mananthavadi road was known as the 'killer highway' among conservationists as a large number of animals, including elephants and tigers, had been mowed down by reckless drivers on the stretch. Elephants and tigers crossing the road, even during daytime in peak hour traffic, was a common sight in the area. The road is the major link for transportation of goods between Mysore and Mananthavadi. Efforts were made to regulate traffic on the road, but it brought little relief for the animals. However, after persistent efforts by conservationists, the government finally released Rs.18 crore to commence work on the new project, which includes developing 14 kilometres of an underdeveloped road outside the tiger reserve. Nagarahole tiger reserve, which is part of the national park, comprises an area of 643 sq km and holds approximately 65-70 tigers. It forms part of a large tiger habitat comprising Bandipura, Mudumalai and Waynad -- all protected areas with several other reserved forests. The original Mysore-Mananthavadi highway, passing through the southern part of Nagarahole tiger reserve, one of the best habitats for tiger and Asiatic elephant, has fragmented and dissected the wildlife corridor between Nagarahole and Bandipura tiger reserves. "Fortunately, an alternative underdeveloped road that would pass outside the tiger reserve was available for a section of the highway between Dammanakatte and Udbur junction (of the Mysore-Mananthavadi Road). This alternative road reduces the highway length within the tiger reserve by about 10 km, thereby consolidating about 50 sq km of prime tiger habitat. The government has taken a pro-active step," said conservation biologist Sanjay Gubbi, who fought extensively for the alternate road. Interestingly, the alternate road is longer by a mere 4 km, but will provide connectivity to 11 villages, thereby helping nearly 25,000 people. The villages were not even connected by the state transport units. Now the villagers will get improved transportation facilities in the name of tiger conservation. "They can now take their agricultural produce directly to the markets while previously they relied largely on middlemen due to lack of transportation facilities. Frequent buses now help school and college going students," pointed out Gubbi. The Pradhan Mantri Gram Sadak Yojana (PMGSY) launched in 2002 by the National Democratic Alliance ( NDA) government, has led to creation of 3, 50,000 km of roads that have connected 84,000 lakh rural habitations. While in many states like Bihar, Uttar Pradesh, Madhya Pradesh the targets under the phase 1 of the scheme are yet to be achieved, increasing number of other states have either achieved the targets or are going to within the next year. PMGSY, a flagship scheme of the government, with an annual budgetary allocation of Rs 24,000 crore for 2012-13, is the second most expensive social welfare programme after the government's rural employment guarantee scheme MGNREGA. The scheme currently has state specific targets for new connectivity with lesser focus on upgradation projects; the next phase of the scheme is going to reverse the focus areas. There are six states currently that have completed the targets set for new connectivity and upgradation projects under the phase 1 of the programme. They are Karnataka, Andhra Pradesh, Rajasthan, Nagaland and Haryana. "There are many states that have completed their targets under PMGSY. We will go to the cabinet with a second phase of PMGSY next month," said minister for rural development Jairam Ramesh. "The second phase, that will focus of upgradation projects will be implemented first in these 6 states and then will be extended to the rest of the country," added Ramesh. The central government under the new scheme is likely to fund 75% of the cost of the road project, while the state government will provide for the rest of the 25%. The government will also consider relaxing population requirements to be eligible under the scheme for hilly and naxal affected regions. Currently rural roads in villages having less than 500 habitations do not qualify for funding under the scheme. This is new project NH66 (17) in karnataka from Kundapur to Karwar. Actually bid were called on April 30th after postponing for poor response earlier. after which NHAI takes few weeks to scrutinizes & declare winner. Since the company makes first disclosure to share holders (BSE), there is no way u would know unless you are insider. BTW their webpage has not been updated with this info. Revealing this plan at a press meet in Bangalore state Industry Minister Murgesh Nirani said that the Japan External Trade Organisation (JETRO) has offered to provide technical assistance in building the tunnel with private builders on the PPP model. The objective is to provide better infrastructure to industrialists, who raised the issue of bad roads at GIM. As more than 60% of the investments have been committed for north Karnataka, the user fee will be charged on highways there. "This subject was discussed at a recent cabinet meeting but no decision was taken. At GIM, our department decided to speed up the process following investors' remarks about the condition of roads. Only by charging a user fee can roads be maintained well," sources in the public works department told STOI. The National Highways Authority of India has all weather-roads, and toll is charged on most of these. Though Section 194 of the Karnataka State Highways Act, 1964, empowers the Karnataka Road Development Corporation Ltd (KRDCL) to collect a user fee, no state government has dared to toll roads over the past 48 years fearing a political backlash. KRDCL has sent a proposal for collecting toll under public private partnership. "In the past six years, 1,577 km of state highways have been completed by KRDCL at an expenditure of Rs 2,005 crore, primarily with loans from the World Bank and Hudco. The government has to repay the loans with interest. Therefore, it found necessary to levy a user fee," sources in the public works department said. Sadananda Gowda on Sunday. On his way to Bangalore after casting his vote in the South-West Graduates' Constituency in Puttur, the Chief Minister inspected Shiradi ghat, the notorious section between Shiradi and Sakleshpura. “Except for a couple of places where potholes are emerging, the road is in a good condition. But, we must remember that heavy rains have not yet started, and since mining activity has stopped in Bellary (from where iron ore was transported to New Mangalore Port), fewer heavy vehicles travel on this road,” he said. NHAI officials who updated the Chief Minister about the work being done on the road were present. “We have received Rs. 22 crore to maintain 47 km of the Ghat section. Remaining work will be taken up between October and February,” said K. Jaiprakash, Chief Engineer for the Highway Construction. Mr. Gowda directed the officials to finish tender processes, mobilisation of resources and back office work during the monsoons, and to start construction by September when the rains subside. “If the NHAI needs additional funds to close potholes and maintain the road, the State Government is ready to release the money required,” he said. Of this, USD 200 million will be used to complete a 38-km expressway and two townships. The additional USD 300 million will be used to develop a cricket stadium, exhibition centres, shopping complexes and power-and-water utilities. Addressing a press meet, Assembly Deputy Speaker N Yogish Bhat said that the length of the road will be 133.960 km, which includes development of 42.3 km Shiradi Ghat. The total land required along forest land will be 171 hectares and the available forest land is 31 hectares. About 140 hectare additional forest land would be required for the project. The detailed project will be prepared and submitted to the Centre within a month. The existing traffic is exceeding 10,000 PCU (passenger car units) which warrants four-laning of the stretch, he said. Bhat said if the proposal is okayed and four-laning of Hassan-B C Road is complete, then the entire stretch from Bangalore-Mangalore will be a four-lane road and the time consumed for transportation will come down drastically. The proposal was prepared in a meeting which was attended by officials from the PWD, KRDCL, National Highway, Forest, PWD Minister C M Udasi, Chief Minister D V Sadananda Gowda and Deputy Speaker N Yogish Bhat. As per the proposal, there will be one major bridge, 22 minor bridges, 522 culverts and one road over bridge (ROB). The proposed length of the drain will be 36.9 km, retaining wall of 11.65 km, breast wall of 20.45 km will be included. The proposed total civil cost of the project will be Rs 539.63 crore. Kundapur is a coastal town and the Udupi-Kundapur highway (NH66) generally faces artificial floods because of the ongoing road-widening work. It can be recalled that last year, the city had witnessed heavy artificial floods in almost all low lying areas despite the precautionary measures taken up in the wake of heavy rainfall. When we enquired about the reason for the situation recurring every year, Navayuga engineer said that Navayuga has taken up the road line contract for 30 months and further it can be extended to one year. He added that only 20 months have passed so far and another 10 months are still left. He said that the problem is not with the road work and that the artificial flood has been created by the local people themselves. “Most of the road line is ribboned and along that, the people who have been compensated for their land are not yet vacating their property, though they have received the money from the revenue department. All of them are using local support and refusing to leave the land giving some or the other excuse,” he added. “From Uppoor to Kundapur, 80 percent of the work has been finished and the revenue department had paid Rs 90 crore. Still, the same amount or more is to be paid to the land owners to clear the land. The work of the revenue department is working on land clearance,” he said. He assured that if the road line is cleared for their work, the NH will be ready before the deadline. "Issuing documentation like records of the land, ownership and RTC is taking a long time and will not be done in an hour and will take many months, especially government work. Totally, 40 km of the work is done, and 17 km is left,” he said. Another problem is with the utility services such as electrical posts, wiring, laying pipelines, and sorting out the drainage link, which is not going as smoothly as it is supposed to. This year, the monsoon may trouble the common man, but will soon be sorted. “Kundapur has a population of about 28,595. It is not easy to have a ribbon development, and without the co-ordination of the people, development is highly impossible,” he said. As far as accidents are concerned, it is oil, grease, and fish water from trucks which is making the road slippery and that leads to accidents in the initial stage of the monsoon. NH-in-charge K M Hegde said that it is a wrong assumption that road work is not done on time. He said that there is no delay in the construction. “Soon, all the problems will be solved and we can get a new developed road from Udupi to Kundapur,” added Hegde. Also, because of the arrest of Navayug Constructions owner Jaganmohan Reddy in disproportionate assets case, the work has come to a halt as the court has put a stay on all the financial transactions of the company. Only work on the bridges is going on, that too at a slow pace. ಕೇವಲ 18.5 ಕಿ.ಮೀ. ಉದ್ದದ ಚತುಷ್ಪಥ ಎಕ್ಸ್*ಪ್ರೆಸ್ ಹೆದ್ದಾರಿ ನಿರ್ಮಾಣಕ್ಕೆ ರೂ 4800 ಕೋಟಿ ವೆಚ್ಚವಾಗಲಿದೆ ಎಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ. ಈ ರಸ್ತೆಗೆ ಇಷ್ಟೊಂದು ದೊಡ್ಡ ಮೊತ್ತದ ಹೂಡಿಕೆ ಸಾಧುವೇ? ಈ ಬಗ್ಗೆಯೂ ಜೈಕಾ ವರದಿಯಲ್ಲಿ ಸ್ಪಷ್ಟವಾಗಿ ಉಲ್ಲೇಖಿಸಿದೆ. ಇಂತಹ ಯೋಜನೆಗಳು ಆರ್ಥಿಕವಾಗಿ ಕಾರ್ಯ ಸಾಧುವಾಗಬೇಕಾದರೆ ಕನಿಷ್ಠ 10 ಸಾವಿರ ವಾಹನಗಳು ಪ್ರತಿನಿತ್ಯ ಸಂಚರಿಸಬೇಕಾಗುತ್ತದೆ. ಅದೂ ದೂರಕ್ಕೆ ಸಂಚರಿಸುವ ವಾಹನಗಳಾಗಿರಬೇಕು ಎಂದು ಅದು ಹೇಳಿದೆ. ಆದರೆ, ಗುಂಡ್ಯ- ಸಕಲೇಶಪುರ ನಡುವೆ ಪ್ರತಿನಿತ್ಯ ಅಂದಾಜು 8000 ವಾಹನಗಳು ಸಂಚರಿಸುತ್ತಿರುವ ಮಾಹಿತಿಯನ್ನು ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ ಪ್ರಾಧಿಕಾರ ಒದಗಿಸಿದೆ. ಅದರಲ್ಲಿ ದೂರಕ್ಕೆ ಸಂಚರಿಸುವ ವಾಹನಗಳೆಷ್ಟು, ಸ್ಥಳೀಯವಾಗಿ ಸಂಚರಿಸುವ ವಾಹನಗಳೆಷ್ಟು ಎಂಬುದನ್ನು ವಿಭಜಿಸಿ ತಿಳಿಸಿಲ್ಲ. ಈ ಸಂಚಾರ ದಟ್ಟಣೆ ಜತೆಗೆ ಸರಕುಸಾಗಣೆ ವಾಹನಗಳಿಗೆ ಹೆಚ್ಚಿನ ಒತ್ತುಕೊಡಬೇಕು. ಇದಕ್ಕೆ ಪೂರಕವಾಗಿ ತಮಿಳುನಾಡಿನ ಬಂದರುಗಳನ್ನು ಮಂಗಳೂರು ಬಂದರಿಗೆ ಸಂಪರ್ಕ ಕಲ್ಪಿಸಬೇಕು. ಹಾಗೆ ಮಾಡಲು ಮಂಗಳೂರಿನ ಬಂದರುಗಳನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಿ, ಸರಕುಸಾಗಣೆ ಸಾಮರ್ಥ್ಯವನ್ನು ಹೆಚ್ಚಿಸಬೇಕು ಎಂದೂ ಅದು ಸಲಹೆ ಮಾಡಿದೆ. ಇದು ಸಾಧ್ಯವಾದರೆ ಯೋಜನೆ ಕಾರ್ಯಸಾಧು ಆಗಲಿದೆ ಎಂದು ತಿಳಿಸಿದೆ. ರಾಜ್ಯದ ಬಂದರು ಅಭಿವೃದ್ಧಿಗೆ ವಿಶೇಷ ಒತ್ತು ನೀಡುವುದರಿಂದ ಬೆಂಗಳೂರು ಮತ್ತು ರಾಜ್ಯದ ಇತರ ಭಾಗಗಳ ಸರಕುಸಾಗಣೆಗೆ ಈ ರಸ್ತೆ ಪ್ರಮುಖ ಸಂಪರ್ಕ ಸೇತುವೆಯಾಗಲಿದೆ. ಆ ಮೂಲಕವೂ ಯೋಜನೆಯನ್ನು ಯಶಸ್ವಿಗೊಳಿಸಬಹುದು ಎಂದು ಜೈಕಾ ವರದಿಯಲ್ಲಿ ತಿಳಿಸಿದೆ. ಜೈಕಾ ಅಧಿಕಾರಿಗಳು ನವ ಮಂಗಳೂರು ಬಂದರಿಗೂ ಭೇಟಿ ನೀಡಿ, ಅಲ್ಲಿನ ಕಾರ್ಯಚಟುವಟಿಕೆಗಳ ಬಗ್ಗೆ ಅಧ್ಯಯನ ನಡೆಸಿದ್ದು, ಹೆದ್ದಾರಿ ಯೋಜನೆಗೆ ಪೂರಕವಾಗಿ ಬಂದರು ಅಭಿವೃದ್ಧಿಗೂ ಸಹಕಾರ ನೀಡುವುದಾಗಿ ಹೇಳಿದ್ದಾರೆ. ದ್ವಿಪಥದ ರಸ್ತೆಗಾದರೆ ಇದರಲ್ಲಿ ಅರ್ಧದಷ್ಟು ಖರ್ಚಾಗಲಿದೆ ಎಂದೂ ಜೈಕಾ ತನ್ನ ವರದಿಯಲ್ಲಿ ತಿಳಿಸಿದೆ. ಸಕಲೇಶಪುರ- ಗುಂಡ್ಯ ನಡುವೆ ಈಗಿರುವ 26 ಕಿ.ಮೀ. ಉದ್ದದ ಹೆದ್ದಾರಿಯನ್ನು ಅಗಲ ಮಾಡುವುದು ಕಷ್ಟಸಾಧ್ಯ. ಅರಣ್ಯ ಪ್ರದೇಶವಾದ ಕಾರಣ ಪರಿಸರಕ್ಕೂ ಹಾನಿ. ಸುರಂಗ ಮಾರ್ಗದಿಂದ ಪರಿಸರಕ್ಕೆ ಅತಿ ಕಡಿಮೆ ಪ್ರಮಾಣದಲ್ಲಿ ಹಾನಿಯಾಗಲಿದೆ. ಈ ಪ್ರದೇಶದ ಒಟ್ಟು ಅಂತರದಲ್ಲಿ ಸುಮಾರು 9ರಿಂದ 10 ಕಿ.ಮೀ. ಕಡಿಮೆ ಆಗಲಿದೆ ಎಂದು ವಿಶ್ಲೇಷಿಸಲಾಗಿದೆ. ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವ: `ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ಯೋಜನೆ ಕೈಗೆತ್ತಿಕೊಳ್ಳಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಈ ಸಂಬಂಧ ಕೇಂದ್ರ ಭೂಸಾರಿಗೆ ಸಚಿವಾಲಯಕ್ಕೆ ಪತ್ರ ಬರೆದಿದ್ದು, ಅನುಷ್ಠಾನಕ್ಕೆ ಜಪಾನ್ ಸರ್ಕಾರದ ಆರ್ಥಿಕ ಮತ್ತು ತಾಂತ್ರಿಕ ನೆರವು ಕೊಡಿಸುವಂತೆಯೂ ಕೋರಲಾಗಿದೆ. ಒಂದೆರಡು ತಿಂಗಳಲ್ಲಿ ಇದಕ್ಕೆ ಜಪಾನ್ ಸರ್ಕಾರದಿಂದ ಪ್ರತಿಕ್ರಿಯೆ ಬರಬಹುದು` ಎಂದು ಲೋಕೋಪಯೋಗಿ ಇಲಾಖೆ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಸುಭಾಷ್*ಚಂದ್ರ ಕುಂಟಿಯಾ `ಪ್ರಜಾವಾಣಿ`ಗೆ ತಿಳಿಸಿದರು. `ಗಿರಿ ಶಿಖರಗಳಲ್ಲಿ ಹೆದ್ದಾರಿ ನಿರ್ಮಾಣ ಹೇಗೆ ಎಂಬ ಪ್ರಶ್ನೆ ಸಹಜವಾಗಿಯೇ ಎಲ್ಲರನ್ನೂ ಕಾಡುತ್ತದೆ. ಶಿರಾಡಿ ಘಾಟ್ ಪ್ರದೇಶ ಸಮುದ್ರ ಮಟ್ಟದಿಂದ ಸುಮಾರು 850 ಅಡಿ ಎತ್ತರದಲ್ಲಿದೆ. ಉದ್ದೇಶಿತ ಹೆದ್ದಾರಿಯನ್ನು ಸುಮಾರು 700 ಮೀಟರ್ ಎತ್ತರದಿಂದ ಇಳಿಜಾರು ರೂಪದಲ್ಲಿ ನಿರ್ಮಿಸಬೇಕಾಗಿದೆ. ಇದೊಂದು ಸವಾಲಿನ ಯೋಜನೆ. ಅಗತ್ಯ ತಂತ್ರಜ್ಞಾನ ಒದಗಿಸುವಂತೆ ಜೈಕಾವನ್ನು ಕೋರಲಾಗಿದೆ` ಎಂದೂ ಅವರು ವಿವರಿಸಿದರು. ಜೈಕಾ ಪರಿಣತಿ: ಪರ್ವತ ಶ್ರೇಣಿಗಳಲ್ಲಿ ಸುರಂಗ ಮಾರ್ಗ ಹಾಗೂ ಎತ್ತರಿಸಿದ ರಸ್ತೆ ಮೇಲ್ಸೇತುವೆ ನಿರ್ಮಿಸುವಲ್ಲಿ ಜಪಾನ್ ಎತ್ತಿದ ಕೈ. ಇದೇ ರೀತಿಯ ಯೋಜನೆಯೊಂದನ್ನು ಅದು ಯಶಸ್ವಿಯಾಗಿ ತನ್ನ ನೆಲದಲ್ಲಿ ಕಾರ್ಯರೂಪಕ್ಕೆ ತಂದಿದೆ. 11 ಕಿ.ಮೀ. ಉದ್ದದ `ಕನೇತ್ಸು` ಸುರಂಗ ಮಾರ್ಗವನ್ನು ಜೈಕಾ ನಿರ್ಮಿಸಿದೆ. ಇದು ಸುಮಾರು 1100 ಮೀಟರ್ ಆಳದಲ್ಲಿ ಹಾದು ಹೋಗಿದ್ದು, ವಿಶ್ವದ 11ನೇ ಅತಿ ಉದ್ದದ ಸುರಂಗ ಮಾರ್ಗ ಎಂದೂ ಪ್ರಸಿದ್ಧಿ ಪಡೆದಿದೆ. ಹೆದ್ದಾರಿ ಎಲ್ಲಿ ಹಾದು ಹೋಗುತ್ತದೆ? ಈಗಿರುವ ರೈಲ್ವೆ ಮಾರ್ಗ ಮತ್ತು ರಸ್ತೆ ಮಾರ್ಗದ ಮಧ್ಯ ಭಾಗದಲ್ಲಿ ಉದ್ದೇಶಿತ ಎಕ್ಸ್*ಪ್ರೆಸ್ ಹೆದ್ದಾರಿ ಹಾದು ಹೋಗಲಿದೆ. ಇದರ ನಿರ್ಮಾಣಕ್ಕೆ ಕನಿಷ್ಠ ಆರು ವರ್ಷ ಬೇಕಾಗುತ್ತದೆ ಎಂದೂ ಹೇಳಲಾಗಿದೆ. ಮಾರನಹಳ್ಳಿ ಸಮುದ್ರ ಮಟ್ಟದಿಂದ 700 ಮೀಟರ್ ಎತ್ತರದಲ್ಲಿದ್ದರೆ ಗುಂಡ್ಯ 155 ಮೀಟರ್ ಎತ್ತರದಲ್ಲಿದೆ. ಇವೆರಡೂ ತುದಿಗಳಿಗೆ ರಸ್ತೆ ಸಂಪರ್ಕ ಕಲ್ಪಿಸುವುದಕ್ಕೆ ಪ್ರತಿ ನೂರು ಮೀಟರ್*ಗೆ ಕನಿಷ್ಠ ಶೇ 3.5ರಷ್ಟು ಇಳಿಜಾರು ಕಲ್ಪಿಸಬೇಕಾಗುತ್ತದೆ. ಇದರಿಂದ ವಾಹನ ಸಂಚಾರಕ್ಕೆ ತಾಂತ್ರಿಕವಾಗಿ ಯಾವ ಅಡಚಣೆಯೂ ಆಗುವುದಿಲ್ಲ ಎಂದು ಜೈಕಾ ತಂತ್ರಜ್ಞರು ತಮ್ಮ ಪ್ರಾಥಮಿಕ ವರದಿಯಲ್ಲಿ ಉಲ್ಲೇಖಿಸಿದ್ದಾರೆ. ಇದೇ ರೀತಿಯಲ್ಲಿ ಶಿರಾಡಿ ಘಾಟ್*ನಲ್ಲೂ ಸುರಂಗ ಮಾರ್ಗ ನಿರ್ಮಿಸಬಹುದು. 18.5 ಕಿ.ಮೀ. ಉದ್ದದಲ್ಲಿ 7.7 ಕಿ.ಮೀ. ಉದ್ದದ ಐದು ಸುರಂಗ ಮಾರ್ಗಗಳು ಹಾಗೂ 3.9 ಕಿ.ಮೀ. ಉದ್ದದ ನಾಲ್ಕು ಎತ್ತರಿಸಿದ ರಸ್ತೆ ಮೇಲ್ಸೇತುವೆಗಳನ್ನು ನಿರ್ಮಿಸಲು ಯೋಜನೆ ರೂಪಿಸಲಾಗಿದೆ. ಇದರಲ್ಲಿ ಬೃಹತ್ ಎನ್ನಲಾದ ಎರಡು ಕಿ.ಮೀ. ಉದ್ದದ ಕಮಾನು ಸೇತುವೆ ಕೂಡ ಸೇರಿದ್ದು, ಇದನ್ನು ಕಣಿವೆ ಪ್ರದೇಶದಲ್ಲಿ ನಿರ್ಮಿಸಲಾಗುವುದು. ಇದೊಂದು ಪ್ರವಾಸಿ ತಾಣವಾಗಿಯೂ ರೂಪುಗೊಳ್ಳುವುದರಲ್ಲಿ ಅನುಮಾನ ಇಲ್ಲ ಎಂದೂ ಜೈಕಾ ಅಭಿಪ್ರಾಯಪಟ್ಟಿದೆ. ಒಂದರಿಂದ ಮತ್ತೊಂದು ಪರ್ವತ ಶ್ರೇಣಿಗೆ ಸಂಪರ್ಕ ಕಲ್ಪಿಸುವ ಮಧ್ಯ ಭಾಗದಲ್ಲಿ ಎತ್ತರಿಸಿದ ಸೇತುವೆಗಳನ್ನು ನಿರ್ಮಿಸಲಾಗುವುದು. ಇದಕ್ಕೂ ವಿಶೇಷ ತಂತ್ರಜ್ಞಾನದ ಅಗತ್ಯ ಇದೆ. ಪ್ರಾಥಮಿಕ ಹಂತದ ಪರಿಶೀಲನೆಯಿಂದ ಶಿರಾಡಿ ಘಾಟ್*ನಲ್ಲಿ 30 ಮೀಟರ್*ಗೂ ಎತ್ತರದ ಪಿಲ್ಲರ್*ಗಳನ್ನು ಸೇತುವೆ ಸಲುವಾಗಿ ನಿರ್ಮಿಸಬೇಕಾಗುತ್ತದೆ. ಪರಿಸರಕ್ಕೆ ಹೆಚ್ಚಿನ ಹಾನಿಯಾಗದಂತೆ ನಿಗಾ ವಹಿಸಿ ಇಂತಹ ಕಾಮಗಾರಿ ಕೈಗೆತ್ತಿಕೊಳ್ಳುವುದು ಸವಾಲಿನ ಕೆಲಸ. ಇದನ್ನು ಕಾರ್ಯರೂಪಕ್ಕೆ ತರಲು ಬೇಕಾದ ಅಗತ್ಯ ನೆರವು ನೀಡುವುದಾಗಿಯೂ ಜೈಕಾ ಹೇಳಿದೆ. ಸುರಂಗ ಮಾರ್ಗ ಮತ್ತು ರಸ್ತೆ ಮೇಲ್ಸೇತುವೆ ಒಟ್ಟು 11.6 ಕಿ.ಮೀ. ಉದ್ದ ಬರಲಿದೆ. ಉಳಿದ 6.9 ಕಿ.ಮೀ. ಉದ್ದದಲ್ಲಿ ರಸ್ತೆಯನ್ನು ಭೂಮಟ್ಟದಲ್ಲೇ ನಿರ್ಮಿಸಲಾಗುತ್ತದೆ. ಕೆಲವು ಕಡೆ ಮಣ್ಣು ಭರ್ತಿ ಮಾಡುವುದು ಸೇರಿದಂತೆ ಸಣ್ಣಪುಟ್ಟ ಕಾಮಗಾರಿಗಳಿಂದಲೇ ರಸ್ತೆ ನಿರ್ಮಿಸಬಹುದು. ಇದಕ್ಕೆ ಪ್ರತಿ ಕಿ.ಮೀ. ರಸ್ತೆಗೆ 20 ಕೋಟಿ ರೂಪಾಯಿ ವೆಚ್ಚ ಮಾಡಬೇಕಾಗುತ್ತದೆ ಎಂದು ವಿವರಿಸಲಾಗಿದೆ. The articles mentions four bridges two being arch bridges. The first bridge (from Mangaluru side) seems to be across the river. Elevated bridges will have pillars of height more than 30 meters. (More than a 10 storeyed building height.) Two bridges in the middle are arch bridges (http://en.wikipedia.org/wiki/Arch_bridge). One being of about 2000 meters span. If all goes well, the express highway with five tunnels, an arch bridge and three overbridges will be a reality in six years. The road in Shiradi Ghat gets damaged due to heavy rain frequently leading to traffic chaos on the narrow and risky stretch. Repairs had become an annual affair with the maintenance turning out to be a challenge. Under the ambitious project, it had been planned to construct a 18.5-km four-lane express highway from Maranahalli near Sakaleshpur up to Gundia on National Highway-48. The experts of Japan International Consultancy Agency (JICA) who conducted a spot inspection near Sakaleshpur, have certified the feasibility of the Rs 4,800-crore project. Widening the present 26-km road between Sakaleshpur and Gundia is a Herculean task. The project raises environmental concerns. But the proposed tunnel route will reduce the distance and ensures minimum damage to environment, JICA said in its report. Subhashchandra Kuntia, Principal Secretary to Public Works Department, told Deccan Herald that it had been decided to take up the project in public-private partnership. “We have written to Union Ministry of Road Transport urging technical and financial assistance from Japan. A reply is expected in about two months,” he added. Shiradi Ghat is about 850 feet above sea level. The expressway needs to be constructed in a slope from a height of 700 metre and hence the project poses a huge challenge. JICA had been requested to provide technical expertise, Kuntia disclosed. Japan is experienced in the construction of tunnels and elevated roads. JICA has successfully constructed a 11-km Kanetsu tunnel in Japan, billed as the 11th longest tunnel route in the world. It had been proposed to construct five tunnels covering a distance of 7.7 km, four overbridges for a distance of 3.9 km for the expressway. A two-km arch bridge near a valley also forms the part of the project. Elevated bridges will have to be constructed to link hill ranges in the ghat. Pillars of a height of 30 metre will have to be erected to accomplish the task. Maranahalli is 700 metres above the sea level and Gundia, is located at a height of 155 metre from the sea. In order to connect the two places at varying height downward gradient will have to be provided at every 100 metre, according to the preliminary report of JICA. Traffic density The financial viability of the project has been linked to the traffic density on the stretch. According to the JICA report, a project of this scale can be financially viable if the traffic density on the road is at least 10,000 vehicles per day. The report furnished by the National Highways Authority of India puts the traffic density between Sakleshpur and Gundia at 8,000 vehicles a day. The data does not differentiate between the vehicles bound for long-distance journey and those plying locally. JICA has suggested bolstering the consignment handling capacity of Mangalore port and connecting the port with those in Tamil Nadu. The Agency has also said that it would extend co-operation for developing the Mangalore port. Sanction As the State government had developed 15,000 km of road, surpassing the 12,000-km limit, the Union government had not considered its request for additional funds for the last few years. The road is in a deplorable condition now. Kuthethoor resident Parameshwar said “we have submitted several memorandums to the authorities. However, the condition of the road remains the same.” Kuthethoor is figured on the world map, with the setting up of MRPL-ONGC and MSEZ. However, the companies have not taken up any measure to repair the road. They spend lakhs of rupees in the name of community development. However, the road is filled with slush, said Suresh Shetty, another resident. The road belongs to the PWD. The estimated cost of constructing the flyover, between Shivanahalli and Acetate Factory junction on the highway, was Rs. 6.5 crore. The project would be implemented on a public-private partnership basis. Mandya Urban Development Authority chairman Basave Gowda told presspersons here on Monday that the authority had prepared a detailed report on the flyover project and forwarded it to the Department of Housing and Urban Development for approval. Mr. Gowda told The Hindu later, “We conducted a meeting of officials of various departments a few weeks ago and finalised the project report.” In 2006-07, the authority had planned to construct a bypass in Mandya to ease traffic congestion on the Bangalore-Mysore highway. The project entailed acquiring nearly 100 acres of land and the cost would have come up to nearly Rs. 75 crore. “We don’t want to acquire fertile land to construct the bypass. Some of the few remaining trees at Hosaguddahalli on Bangalore-Mysore Road were felled early on Sunday to pave way for widening of the road. By noon, the tree trunks were being cleared. According to a senior official in the Bruhat Bangalore Mahanagara Palike (BBMP), three trees were felled as they were blocking the proposed widened carriageway. “We felled the trees only after obtaining the permission of the Forest Department. The road widening work is going on in full steam,” the official said. The official added that the BBMP was confident of completing the road widening work by the end of December. Several deadlines have lapsed without much progress in the widening work taken up on this arterial road. The delay in the work was attributed to lack of coordination among the various government agencies — Bharat Sanchar Nigam Ltd. (BSNL), Bangalore Water Supply and Sewerage Board (BWSSB), Bangalore Electricity Supply Company (BESCOM) and Karnataka Power Transmission Company Ltd (KPTCL). Since I will be driving from ooty, I wil lbe crossing Mysore sometime around 2 or 3 pm I would prefer the road that is more scenic in terms of landscape and smooth tarmac in terms of road surface.. I am not a high speed driver Since some amount of distnace (100 - 150km) might be covered after the sunset I would prefer the road which has lesser visibility problems.. lastly in case there is a delay or if I need to stay back for night some towns/cities nearby.. "Public Private Partnership Appraisal Committee in its meeting last night has approved eight highways projects in four states - Jammu & Kashmir, Rajasthan, Karnataka and Uttar Pradesh, mostly to be built under build, operate and transfer (BOT) toll mode," a Highways Ministry official told reporters. These eight projects include 6.5 km long Z- Morh tunnel on Srinagar-Leh highway, the fourth strategic tunnel in Jammu & Kashmir to be built at a cost of Rs 773 crore, he said. The tunnel would provide all-weather connectivity to the people of the Ladakh region, he added. The other approved projects include three highway schemes in Rajasthan including Rs 668-crore Rajsamand-Bhilwara, Rs 530-crore Rajasthan border-Salasar project and Rs 332-crore Jodhpur-Pali highways scheme. But the State set up the Bangalore Mysore Infrastructure Corridor Area Planning Authority (BMICAPA) and installed Ashok Kheny on the Board, even though he had no right to be there. “He, along with D K Shivakumar, then decided that the total land that had to be acquired for the project was 1.75 lakh acres,” Abraham submitted. Further, he alleged that C R Ramesh, who was then PWD Secretary, wrote to other departments on behalf of Nandi Infrastructure Corridor Enterprise (Nice) demanding land in specific areas. While a Cabinet meeting note states that around 5,850 acres were supposed to receive stamp duty exemption, Ramesh in his capacity as Secretary deleted the para which specified the amount of land receiving the exemption, leaving the impression that Nice would be getting stamp duty exemption on all the land. Abraham alleged that Ramesh after setting the affairs of Nice in order, took voluntary retirement from government service and joined Nice as the director. Abraham also submitted that the act of former chief minister H D Deve Gowda and his Cabinet approving a pact with a company at face value without checking its antecedents or financial capability, had resulted in the plundering of wealth in the State. The submissions will continue on Friday. It was aftermath of a whirlwind blow which did not last for long. The affected stretch was between Udane and Shiradi village along the national highway 75. At a few places, trees and branches fell on the overhead power-lines, which got tripped, landing all the areas around in the dark. Large trees fell across the ghat road, blocking the traffic totally. Vehicles, forming kilometres-long queues, were stranded on either side for about eight hours. The public and the residents complained that branches of the trees had grown long and were overhanging into the highway, but the highway officials showed little concern. It was the forest department personnel who sprung into action in the early hours of the morning and did their best within their limited resources. Upon enquiries, they revealed that if they had to cut trees they had to receive a notification and a road-map from the highway officials. Joshi to consider a proposal to convert the 111-km State highway between Annigeri and Ramanagaram that passes through Navaglund, Hebasur, Sulla and Dharwad into a National Highway. According to a release issued here, Mr. Joshi, in a letter to the Union Minister, urged him to consider the proposal under a project of developing 85,000 km of national highways under the 12th Plan, which also included converting some of the State highways into national highways. Boosting development Mr Joshi said that if the road was converted into a National Highway, it would allow overall development of the region. “The road will provide connectivity to four other National Highways, NH-63 (Ankola-Gooty), NH-217 (Bijapur-Hubli), NH-4 (Pune-Bangalore) and NH-4A (Belgaum-Panaji), thereby opening up heritage centres like Hampi, Badami and Pattadakal and others for tourists. The government had issued preliminary notification for land acquisition under the project in 2007. Many ring roads The BMRDA has plans to develop about 734 km of ring roads around Bangalore. The petition, signed online by 132 persons, was submitted by Bangalore-based journalist P.T. Bopanna. The petition sheds light on the unmotorable condition of the road passing through Anechowkoor Check Post. Speaker K.G. Bopaiah, who represents the Virajpet Assembly constituency, has been requested by the people of that constituency to expedite the work on repairing the Hunsur-Gonikoppa road. The road also comes under the purview of Hunsur and Periyapatna MLAs. However, they seem to be noncommittal towards the bad condition of the road since it is mostly used by the people of South Kodagu and Kerala State. Though the government has sanctioned funds for the road repair, work is yet to commence as it is being delayed on the pretext of rains, alleged Bopanna in the petition and said that all people cannot be fooled all the time. It may be mentioned here that some coffee-growers of south Kodagu, exasperated with the bad condition of the road, had pooled in money and filled up some of the crater-like potholes with several truckloads of jelly stones about two years ago. Among the donors were former President of the Federation of Kodava Samajas M.N. Belliappa, Umamaheshwari Petrol Bunk owner Kollira Umesh and Star of Mysore Editor-in-Chief K.B. Ganapathy. However, if the government had responded positively then, the contribution would have been significant. But due to the divine neglect on part of authorities concerned, the condition of the road went from bad to worse. The PWD engineers, when contacted in this regard, say that the road will soon be converted into an inter-State highway and under this pretext, they avoid initiating any action for the road’s repair. The fact is that the motorists who frequently use this road are the victims of dirty politics. He said despite getting ISO recognition, Mahadeshwara hill lacked in facilities for devotees visiting the shrine. “Pilgrims are on the rise to Mahadeshwara hill over the years. They should get decent accommodation and drinking water facilities. Works in this respect are under progress. Now, roads need attention. Rs 4.5 crore has been sanctioned to repair the Kollegal-Mahadeshwara hill road. He told presspersons after the tri-monthly district-level Karnataka Development Programme (KDP) meeting here that Rs. 21 crore was required to widen the roads in the ghat section coming under the Udupi district while Rs. 11 crore was needed to widen the roads in the ghats falling under the limits of Shimoga district. But the widening of this road would require acquisition of forestland. Hence the Department of Public Works and the Department of Forests had been given the joint responsibility to study the issue of land acquisition. The Agumbe ghat road, which has 14 hairpin bends or curves, allowed the movement of light vehicles at present. The widening of the road would facilitate the movement of heavy vehicles between Udupi and Shimoga. The Department of Animal Husbandry would begin animal census work from September 19. Since there was staff shortage in the department, the personnel from other departments would be deployed for the work. As many as 3,650 calves in the district would be vaccinated for foot-and-mouth disease. The district had been given a target of providing 10,000 houses under the Basava Indira Vasati Yojane. Nearly 2,000 homes had been built under the Yojane. The administration had identified 126.88 acres of land for providing sites in rural areas. As many as 228 sites had been distributed. Sources told The Hindu that the NHAI had proposed to widen the stretch of the highway into four lanes under phase IV of the National Highways Development Project (NHDP). The cost of the project had been estimated at Rs. 1,790 crore. It would be taken up under design, build, finance, operate and transfer (DBFOT) basis. Meanwhile, the company informed the Bombay Stock Exchange (BSE) on August 1 that it had received the Letter of Award (LoA) dated July 31, 2012 from the NHAI to this effect. The company said: “…the NHAI has accepted four price bid and has declared us as the ‘selected bidder’ for the project…” The company informed the BSE that according to it (IRB Infrastructure Developers Ltd.) the cost of the project would be approximately Rs. 2,400 crore. The construction period would be 910 days. “The company has sought Rs. 536.22 crore as viability gap funding from the NHAI,” it said. The stretch proposed for widening was part of the 296-km highway from Goa border (near Karwar) to Kerala border (near Talapady) in the State. The stretch between Kundapur and Talapady, via Mangalore, on the same highway was now being widened by the NHAI under phase III of the NHDP. With the new project on the anvil, the highway passing through Dakshina Kannada, Udupi, and Uttara Kannada districts via Karwar, Ankola, Kumta, Honnavar, Bhatkal, Kundapur, Udupi, Surathkal, Mangalore, Thokkottu, and Talapady was all set to get a facelift. New bridges for major rivers such as Sharavathi, Kali, and Aghanasini would have to be built under the project, sources said. A main feature of the project was an elevated highway of 350-metre length and 12-metre width which would come up at Maravanthe, a tourist spot, where the existing highway passed through a narrow stretch between the sea and the river. The highway would be built along the river at about a metre height from the existing highway, sources said. Quoting the final feasibility report of the project prepared by a private company, the sources said that 14 major bridges, 41 minor bridges, six road-over-bridges (RoBs), and three road-under-bridges (RuBs) would be built. Four tunnels and an equal number of flyovers would be built. There would be 53 bus bays and four truck bays.
