Icot talks about wavelengths in politics

TACLOBAN CITY – All of a sudden, Leyte Gov. Jericho Petilla talked about wavelengths in politics.

This, after he was asked about his comment on the proposal of Cong. Tomas Osmeña of the South District of Cebu that highly urbanized cities (HUCs) be placed under the supervision of provincial governments concerned to promote unity and better governance.

“I think I should not be the one answering that. You better ask the mayor,” the governor said.

“For me, it’s not a problem. The problem there is if you don’t have the same wavelengths,” he added, apparently referring to the relationship between him and the city mayor.

He pointed out that during the time when Tacloban was still a component city of Leyte, the provincial government did no harm to it and was even supportive of the various programs and projects that would especially propel the economic status of the city being Leyte’s capital.

“When Tacloban was still under Leyte, I did not do anything detrimental to the city. In fact, they were doing things freely and if they need help from us we would usually extend it,” Petilla said.

But the governor said the conversion of Tacloban into HUC has prevented the provincial government from intervening into most of the city’s affairs, thus, likely polarizing the people and also some local officials.

“I don’t see any major change yet since Tacloban was converted into HUC. So I’m not sure if it’s really doing good for the city,” Petilla said.

Petilla said the provincial government is always willing to deliver the services needed especially by its people and it is determined to propel the economy of its towns which may consequently include also Tacloban in the process, which happens to be the gateway and the regional capital of the Eastern Visayas region.

“I have no problem with whatever proposal or move to unite local government units. But you should also ask if others are willing to do so. The problem there is that people simply don’t have the same wavelengths,” Petilla said. (Lemuel Pagliawan)

THE GOVERNOR IS CORRECT. THE CONVERSION OF TACLOBAN INTO A HUC IS JUST A POLITICAL RE-POSITIONING OF THE ROMUALDEZES SO THEY CAN HAVE A VERY GOOD POLITICAL GRIP OF THE CITY. Taclobanons, Lets move forward!!! :cheer: :horse:

thru the years that i've been following ssc, i have noticed the thread has degenerated into a mere venue for political bashings. gone are the glory days of tacloban and ormoc cities and leyte province thread. i would like to reiterate again that this is not the proper venue for such posts. it is very unfair for us (old-timers) who worked and has built quality thread worth reading. it is maybe the primary reason why some old-timers lost their interest in this thread.

in fairness to the governor, he has done a lot for leyte and i believe on what he is advocating. i don't believe that he has done nothing for tacloban. in fact, almost all of his projects have economic impact on tacloban. the establishment of the ict park for example not only benefits palo and the province but more on tacloban since most of their employees spend their salaries there. even the coming of the robinsons here can be credited to the governor since he was the one who invited them by way of a selling mission and spent for their needs when their personnel came for an ocular inspection. these are some of his remarkable accomplishment and he is not just contented with mere health centers and waiting sheds for projects although he has done many of such

so let's just put politics aside and concentrate on promoting our place as what other threads are doing and as what we are supposed to be doing. who knows, those old-timers come back. have a nice day. :)

It seems the water in Tacloban is getting hotter and boiling, I smell factions in here.

Guys, both of you are correct and even Gov. Icot Petilla is also right. But, to put a period in a sentence is already a remarkable conclusion. We all know the story behind the HUC controversy and Tacloban City is merely in its infancy as a HUC, 2 years and 8 months to be specific. It's not that easy to make things in an instant especially all raw materials are not in your hands to control. This issue is again brought out here in the thread and I am sick and tired of listening to it. Can we just live it like this, Petillas : Province government and Romualdez : Tacloban City government. If we're going to pursue or continue this issue we will not come up to a solution instead it will lead to different kinds of problem. To think this is just a forum in cyberspace and not good venue to discuss. It will just put us in disgrace.

Yes, we Taclobanon had spoken to be HUC and so be it. But we cannot deny the fact that we are still in one island, or part, of province of Leyte. As pure Taclobanon, I witness how our City had grown to what it is right now. Tacloban, and also Leyte, before were highly known due to Imelda Romualdez-Marcos during Marcos era that Bejamin Romualdez (the father of Cong. Martin Romualdez) was the Leyte Governor at that time and it sleeped for almost a decade when Marcos stepped down as President in 1985. And when Aquino administration assumed the presidency, the Petillas entered the Leyte political scene and became our lady Governor. Years had passed, Petillas controlled/ruled over Leyte political arena and by that time Tacloban had gone to sleep for a decade or more. Until former Mayor Bejo Romualdez sits back to govern Tacloban to continue their legacy that his brother had started where in the position during the Marcos regime. From filthiest to cleanest City, from sleeping to competitive City, from high crime rates to peaceful City, from dirtiest to improved Tacloban City Hospital, from non-traffic regulated to traffic-lights city streets, from jaywalkers to City ordinance follower, from non-organize City Hall transanction to City's One-stop-business center, from Old-stinkier-disorganized Bus Terminal to well-planned New Bus Terminal and from barriotic to Highly Urbanized City to name a few, I must say Tacloban is retrieving (again)its distinction of what we deserved 15 years ago. For me, that's already a progress for Tacloban City. So, let's give them time to make major change since we still need the very basic fundamental of progress and development that is to improve our infrastructure, healthcare services, information advocacy, training centers and most of all strict implementation of City ordinances to constituents to become law abiding individuals.

Infairness to our young and very dynamic Governor he's also doing his job. In fact, he had high hopes for Leyte and the entire region as the next tourism destination and BPO hub in the country in the next 6 years. Both of them are doing their jobs at their own ways and remarkable projects.

Everyone of us here has different experiences, points of view towards this issues and some are sopportorers but let me remind you again please be carefull in posting. Think it several times before posting, or you might hit someone's ego. Please promote our city with high regards nor let's just promote unity among them, SHALL WE?

May plano man gud an Province magpatindog Convention Center kay dida han Palaro waray hira tuguti han City gov't magpagamit han TCCC. First choice nira an abandoned Children's Park, but as per the latest press release they're going to build it the vacant lot between Andoks and NFA at the Gov't Center, Palo, Leyte. Coincide with the construction on the building for expansion of APAC. Funds where there already, as per latest press release it worth Php 300 million at nasa bidding process na daw.

As far as I know, there is an article before on LSDE that the Province grants PLAN PHILIPPINES to utilize the abandoned Children's Park and not convention center.

thru the years that i've been following ssc, i have noticed the thread has degenerated into a mere venue for political bashings. gone are the glory days of tacloban and ormoc cities and leyte province thread. i would like to reiterate again that this is not the proper venue for such posts. it is very unfair for us (old-timers) who worked and has built quality thread worth reading. it is maybe the primary reason why some old-timers lost their interest in this thread.

in fairness to the governor, he has done a lot for leyte and i believe on what he is advocating. i don't believe that he has done nothing for tacloban. in fact, almost all of his projects have economic impact on tacloban. the establishment of the ict park for example not only benefits palo and the province but more on tacloban since most of their employees spend their salaries there. even the coming of the robinsons here can be credited to the governor since he was the one who invited them by way of a selling mission and spent for their needs when their personnel came for an ocular inspection. these are some of his remarkable accomplishment and he is not just contented with mere health centers and waiting sheds for projects although he has done many of such

so let's just put politics aside and concentrate on promoting our place as what other threads are doing and as what we are supposed to be doing. who knows, those old-timers come back. have a nice day. :)

:cheers: Tama. Let's set aside politics. It is not our main focus here in this thread. Maiha na malimpyo ini nga aton thread. yana la utro nagkahugaw tungod hini nga political bashings. Let us concentrate on promoting our city. Talking about politics won't do any good. Trust me, been there done that. Diba Sir Orville? Diri man la gihap mababatian tat mga boses. :)

Renovation of City Hospital still on-going

TACLOBAN CITY- The City hospital is still under construction to accommodate more patients.

Belina Cabiluna, administrative officer, said that from 25 bed capacity for patients they are now going to have 50 bed capacity, reason why the hospital is being renovated.

As the City hospital completed the four areas of requirements such as the service capability, equipment, personnel/manpower and physical plan, the national government has poured in more than P30 million to the City hospital for the facility enhancement and for its renovation.

The hospital allotment is P13,928,586 for the infrastructure and P16,141,000 for the hospital equipment with a total of P30,069,586.

“Tingin ko ma level two na kami yana kay last year umubos kami to level one kasi bisan okay an amon mga personnel, equipments and service capability umubos kami ha physical plan,” Cabiluna stated. “It mapalevel two ha amon yana kay last dengue outbreak bisan 25 la an amon bed capacity, naka-occupy kami hin 50 patients, so an amon service capability mapalevel two ha amon yana,” she added.

Lim sees tourist arrivals hitting 3.3 million
(The Philippine Star) Updated August 14, 2010 12:00 AM Comments (6) View comments

MANILA, Philippines - Tourist arrivals in the Philippines
are poised to hit 3.3 million this year, the biggest ever in the history of Philippine tourism.

This was disclosed last Thursday by Tourism Secretary Alberto A. Lim in a speech before a joint meeting of the Makati Business Club and the European, American and Canadian Chambers of Commerce, where he unveiled the tourism program of the Aquino administration.

From a decline of 3.9 percent in 2009, arrivals are expected to post a growth of 12 percent. Tourist arrivals include overseas Filipinos (but not OFWs), who constitute about five percent of the number.

The Tourism secretary also disclosed that the Philippines has been rated by the Country Brand Index as among the world’s rising destinations.

It also ranked No. 8 as a value for money destination. And in the entire Pacific Region, it is now rated No. 11.

Lim said that Philippine tourism is benefiting from two major boosters: The election of President Benigno Aquino III and the passage of the Tourism Act of 2009.

The new President and the wave of reforms he is implementing has put a “new shine on the country’s brand before the world.”

The new Tourism law in turn has reorganized the entire machinery for tourism development and mobilizes resources for infrastructure development and tourism promotions, he said.

Lim unveiled details of the comprehensive tourism program which the Department of Tourism (DOT) will implement over the six-year term of President Aquino.

He underscored the key targets of the program over six years:

• Six million tourist arrivals

• $18.7 billion tourism receipts

• Three million new jobs

The numbers could be more, but Lim said that he would prefer “to over-deliver than to over-promise.”

He said that the key strategies to achieve the program goals are: Building infrastructure to support tourism; upgrading the quality of tourism products; harnessing nature, history and culture; raising private investments in tourism infrastructure like hotels and resorts; strong local government participation; and sustained marketing promotions.

“All regions and provinces will be involved in our tourism drive,” he said.

He said that in addition to promoting and strengthening the anchor destinations, new areas of the country will be opened up for tourism development. He cited as one example the current project to develop the Samar-Leyte region, especially in Guian, Samar.

Yup negative feedbacks and comments from those who been there. Try to google tripadvisor.com or even their own (resorts) website and you'll see what I mean. Also, Hotel Alejandro and Leyte Park Hotel di nakalusot sa mga nega feedbacks. I think there's a need for an evaluation of every resorts and hotels here in EV at i-prioritize ng DOT RO-8. The contractor is the R.D Policarpio based from Pampanga, sila din ang nag trabaho sa Tacloban airpot (Run-way). Kinausap ko one of the workers, sabi nya tapos na yong Overlaying sphalting sa run-way ng Tacloban Airport. At this moment, iniispalto naman nila ang side road ng real street. Sad to say they will end sphalting sa Jollibee Bethany only.

MGB top official asks Tacloban mayor not to close city to mining activity

TACLOBAN CITY- A top official of the Mines and Geosciences Bureau here in the region asked Mayor Alfred Romualdez not to “close the window” for any possible mining activity in the city.

Mining activity should not be equated to environment destruction as what the city mayor has feared in case there would be such activity in Tacloban, James Leones, chief geologist of the MGB-8, said.

Leones said that under our new law on mining, there are safety measures that were spelled out in order to protect the environment.

“We just hope that the mayor will not close the window for any mining exploration or activity in Tacloban. There are really safety nets put in place to protect supposed mining area from any destruction,” Leones said.

Mayor Romualdez has expressed his strong opposition to any mining activity in the city, saying its potential cost to the environment goes beyond to any financial gains.

According to him, he would do within his power to stop any mining activity in the city, especially so that the identified areas of possible mining activity are located in areas prone to landslides.

“I am not only skeptical about it but totally against it. We cannot afford to sacrifice our environment to whatever we can gain out of any exploration or mining activity,” the city mayor said.

He said that even at the exploration stage, environment could be exposed to harm and damage, reason why he is not really sold to any mining activity.
Earlier, a Canadian-based mining company has applied for an exploration activity in Leyte for its copper project which also covers some northern parts of Tacloban.

Mayor Romualdez said that the barangays where the supposed mining exploration is to be conducted for an eventual mining activity are prone to landslides.
But Leones said that landslides do happen whether there is a mining activity or not.

“Landslides are natural geological processes which we cannot avoid. It happens whether there is a mining activity or not,” the MGB official said.

He also said that before any exploration activity is to start, safety measures are already put into place under the environment work program of the mining company and approved by the MGB.

Elders join Tai Quan Ji exercise

TACLOBAN CITY Tacloban City Federation of Señior Citizens Association (TacFeSCA) will conduct its first Tai Quan Ji Exercise for the senior citizens.
Erlinda Butalid, president of* TacFeSCA, said that the main purpose of this exercise is to maintain a healthy mind and body, improve habits, live a life of balanced and tranquility and thus offer more good things to God and country.

Butalid added there are 15-20 expected participants who will join the Tai Quan Ji exercise and on the first day they expected only a few participants
Maupay it guti-ay la para madali it pagtututdo, Butalid said.

City mayor Alfred Romualdez has allowed the senior citizens to use the amphitheatre for free for the Tai Quan exercise of senior citizens.

Tai Quan Ji is a 1 hour exercise that will be conducted every Saturday morning from 6-7 a.m. at the Balyuan Amphitheatre and it will start on August 21. (SARAH G. ARTIAGA, LNU Intern)

Hi guys im back! update ko lang sa inyo tungkol sa pag sphalting along real streets.
The contractor is the R.D Policarpio based from Pampanga, sila din ang nag trabaho sa Tacloban airpot (Run-way). Kinausap ko one of the workers, sabi nya tapos na yong Overlaying sphalting sa run-way ng Tacloban Airport. At this moment, iniispalto naman nila ang side road ng real street. Sad to say they will end sphalting sa Jollibee Bethany only.

until ha astrodome naman it gin-aspalto.. :)

Number of dengue cases now declining in Tacloban City

TACLOBAN CITY- The dengue fever scare that has engulfed the city for the past months now appears to be on the decline.

This was declared by Mel Tirso Maravilles, sentinel nurse of the City Health Office, during the weekly media forum Express it at the Park held at the Leyte Park Resort on Saturday.

Maravilles said that based on their monitoring, for the past days now, the number of dengue fever cases in the city has decreased compared to previous months of the current year.

I can say that our dengue fever cases are now decreasing. For this month, we have only 18 cases, which is comparatively lower compare to previous months. In fact, even if we triple the number (18), its still low compare to the number of dengue fever cases of July which was 307, Maravilles said.

The health official said that from the months of January up to this week, they have monitored 1,401 dengue fever cases in the city with 16 deaths.

Maravilles, however, said that this number should not be given much credence considering that only 200 of the persons who suffered symptoms of the disease were confirmed to have been afflicted with dengue fever.

He also said that most of the victims confined in various hospitals in the city were actually not residents of Tacloban.

But in the DOH report, they are considered as residents of Tacloban though they were only here to seek for medical help, Maravilles said.

The high number of dengue fever cases of Tacloban was believed to be the reason why Doctor Jaime Opinion was relieved from his post as city health officer.

But Mayor Alfred Romualdez cited his being a surgeon as his basis why he sacked Opinion who was been the citys number health officer for more than four years now.

Maravilles attributed the declining number of persons downed by dengue fever in Tacloban to their relentless campaign in the villages.

Their campaign involves the cleaning of stagnant waterways and the destruction of possible breeding grounds of larvae that causes dengue fever.

Despite the decreasing trend of dengue fever cases in the city, their campaign on environmental cleanliness would be sustained, Maravilles said.

Let us make this a habitual effort not only because we have dengue fever cases. It really pays to be living in area that is safe and clean, Maravilles said.

Tacloban calls for greater vigilance vs human trafficking, child labor

Tacloban City (August 16) -- The rescue of 64 illegally recruited, trafficked young workers from Region 8 calls for more vigilance and reactivation in all provinces of the Region of the Inter-agency Task Forces on Anti-Illegal Recruitment, Trafficking in Persons and Child Labor.

The immediate rescue of the 64 illegally recruited workers from Region 8 is an affirmation of the fact that fast coordination among government agencies and local government units, is a must in the resolution of cases of illegal recruitments, trafficking in persons and child labor.

The DOLE has reactivated in all provinces of the region the Inter-agency Task Forces on Anti-Illegal Recruitment, Trafficking in Persons and Child Labor, ordering the task forces to conduct surveillance in all piers, bus terminals, and other entry and exit points in coordination with local authorities.

It has also convened the RIACAT, which is now mapping out strategies on how to combat better the menace of illegal recruitment, trafficking in persons and child labor.

Furthermore, the DOLE had issued an advisory to all employers warning them not to engage nor enter into contract with contractors of subcontractors who are not registered with the DOLE.

It would be recalled that the Department of Labor and Employment has rescued 64 workers who were illegally recruited, trafficked, placed to an unlicensed recruitment agency, and forced to work in unsafe conditions as a result of its intensified campaign against illegal recruitment, trafficking in persons, and child labor.

The rescue was brought about by the no nonsense implementation by the DOLE of its Labor Enforcement and Action Program, or LEAP, designed to pursue an intensive inspection strategy of establishments nationwide to ensure compliance with core labor standards.

The DOLE has already helped 17 of the workers to file complaint affidavits against Northwest Manpower Services and Aquatic Food Manufacturing Corporation, the canning factory, before a fiscal in Zamboanga City, a report posted at the DOLE website stated.

The rescued workers from Leyte were also helped to file their complaints at the Provincial Prosecutors Office. (PIA 8)
