Baldoz said the resolution cited the DoLE regional office for its speedy rescue of the workers together with a composite team from the regional Criminal Investigation and Detection Group (CIDG) of the Philippine National Police, the Department of Social Welfare and Development (DSWD), Department of Justice (DoJ), and the Visayan Forum. It can be recalled that the illegally recruited workers were found in a factory owned by Aquatic Food Corporation in Zamboanga City. The rescue was initiated after DoLE Regional Office 8 regional director Forter Puguon tipped off Ligutom about the inhumane condition, ill treatment, and underpayment of wages of these workers. Puguon sought the latter’s assistance considering that the illegally recruited workers were under their jurisdiction. The rescue was a result of the inspection blitz by the DoLE regional offices of establishments under the Labor Enforcement and Action Program, or Project LEAP, the DoLE’s reform strategy to intensify labor inspection nationwide toward increased compliance with core labor standards. The Leyte Sports Academy formally opened Saturday with 37 enrolled athlete-scholars from various parts of Leyte who will undergo a comprehensive sports and education program, seen to boost the province ranking in local and national sports competition. Leyte Gov. Carlos Jericho Petilla said there is a need to implement a good recruitment program that would provide championship caliber training for athletes with potentials. He said, "this would be very expensive but if its the only way to do it, then we have to pursue this option." With an improved pool of athletes, the governor added, the province and the region can improve its medal standing in national sports competition such as the Palarong Pambansa. Petilla disclosed all of the athletes in the academy, most of them still in high school, are at the same time completing their school studies in a school in Palo, Leyte. The sports academy is prioritizing recruits who are out-of-school youths and cannot afford to get themselves to schools. As a requirement the potential sports scholar must be between eight to 14 years old and stands 56 in height. Athletes-scholars now are 17 girls and 20 boys, aging 17 years old and below. Part of the benefits given are free board and lodging at the sports academy located inside the Leyte Sports Development Center, Tacloban City where a building has been converted into a dormitory for the athlete-scholars, which also houses a function hall, a recreation area and soon a computer room. Sports academy consultant Dr. Lucrecio Calo said all 37 recruited athlete-scholars are attending sports trainings under professional trainers and coaches in the fields of swimming, boxing and athletics. This was the statement made by Leyte Governor Jericho "Icot" Petilla during the opening of the IDOL Sports Academy on Saturday. Petilla admitted that Leyte is not making a strong impact, if at all, at various sports competitions at the national level like the Palarong Pambansa of which the province hosted in 2009. But with the creation of a sports academy, the sluggish performances of Leyte athletes could somehow improve, the governor said. "This could be a starting point for us to produce caliber athletes," Petilla said on his speech during the inauguration of the said facility located within the compound of the Leyte Sports Development Center, formerly known as Grandstand. Also present during the activity were Representative Florencio "Bem" Noel who donated a sizeable amount for the project; Vice Governor Mimiette Bagulaya and some board members and Palo Mayor Remedios "Matin" Petilla. Former board member Rowil Batan, who is the executive director of the training center, said that at present, there are 39 sports scholars coming from various parts of Leyte. Batan said that the young scholars would be trained on three sports disciplines, namely, boxing, athletics and swimming. The training center has the necessary facilities for these sports disciplines, he said. It would be a whole-year round training, he added. The governor said that he feels bad that the provincial government has to spend millions of pesos in various sports-related activities and yet Leyte continues to be among the countrys whipping boys during sports competitions. In this years Palarong Pambansa, out of the 17 competing regions, Eastern Visayas of which Leyte act as the premier province, languished at number 15, a decrease of one spot from the 2009 annual sporting event of which Leyte was the host. The training center would be funded at around P2 million to be taken mainly from the Provincial Schools Board. Jenery Libutano, 11 years old and one of the aspirants to become the next Manny Pacquiao of the country, said that he was happy to be accepted by the academy. "Its been my dream to become a boxer and the academy would really help me achieve my dream," Libutano, who hail from Tanauan town, said. Boxing coach Dionisio Habagat said that while the athletes would be given rigid trainings, they would continue with their studies. Reynaldo R. Pacheco, Jr., chief executive officer of Organix Solutions, Inc., said his firm had decided to build a processing plant in the region. A study is being conducted to determine the ideal site for the facility. “I like this region because it’s been a top coconut producing area and the peace and order situation is good,” Mr. Pacheco told BusinessWorld in an interview at the sidelines of the third regional coconut summit held in this city last week. Organix, maker of the Coco Licious VCO brand, operates a production plant in Datu Odin Sinsuat, Maguindanao. The company, which was established in 2003, has been exporting VCO to the United States and other Asian countries. “Our market is a combination of those countries and the local market. We also have a strong demand here,” Mr. Pacheco said. The company plans to expand its US presence and tap other global markets, but is constrained by the limited capacity of its production plant in Maguindanao, he added. Carlos Jericho Petilla. The governor said this amount is said to be a tight one that would cover maintenance, support operations, accommodation and training of the newly enrolled athlete scholars by the academy. The Leyte Sports Academy formally opened Saturday with 37 athlete-scholars auditioned and screened from various parts of the province. The initial available slots given for this sports scholarships was for 60, however, after rigid screening and implemented requirements, only 37 made it to the final list that comprises the first batch of the Sports Academy. The governor, however, disclosed this number of scholars could grow within the year as he encouraged the trainors to audition more athletes and complete the roster to a maximum of 100 athlete-scholars. Gov. Petilla said the budget for the entire program may seem a lot but added the program is designed as a holistic approach to develop and train student athletes both in sports and academics. All the athletes recruited, 17 of them girls and 20 boys, aging 17 years old and below, are housed at the Sports Academy at the Leyte Sports Development Center , who are already attending sports trainings under professional trainers and coaches in the fields of swimming, boxing and athletics. As the purpose of the program early on disclosed, all of these athletes are at the same time completing their school studies as they are enrolled in a school in Palo, Leyte . Most of these students are in high school. Gov. Petilla likewise disclosed that to improve the provinces, and subsequently the regions, standing in national sports competition, there is a need to implement a good recruitment program that would provide championship caliber training for athletes with potentials. "This would be very expensive but if its the only way to do it, then we have to pursue this option. We have to start somewhere before we can get anywhere in our sports program and we see this as a better way to start this," Gov. Petilla said. With an improved pool of athletes, the governor added, the province and the region can improve it medal finish in national sports competition such as the Palarong Pambansa. The provincial government of Leyte refurbished a part of the Leyte Sports Development Center, the buildings which were formerly occupied by the Leyte Colleges, and converted this into a dormitory complete with all other functional facilities, such as a function hall, a recreation area and soon a computer room for e-Skwela where they would be taught computer skills training. Aside from formal trainings, the athlete-scholars are also provided with the necessary uniform and equipments depending on their chosen sports discipline. (AHLETTE C. Romualdez accepted the Gawad Kalinga invitation to attend the Builders Night in Rockwell Makati and brought the GK Core Group to Taguig City today to visit the GK sites. The group is composed of businessmen Kenneth Uy, Wilfred Diu and Cathy Bonavitacola also a representative of the civic sector, GK-City In-charge, Jade Quitco; and PCUP Representative, Nap Cairo. They are joined by the rest of the members from the City government as follows: Councilor and First Lady Cristina G. Romualdez; Engr. Bobby Muñoz; EA Mariya Lagman; Building Official, Arch. Danny Fuentebella and Engr. Eman Casal. GK Provincial officials, Lolong Virtudazo and Boboy Igot were part of the entourage. In earlier statements, Mayor Romualdez declared that, "I am happy that GK has come to Tacloban and has included the city in its 888 Goal to house 5 million poorest of the poor by 2024 where Tacloban has been allotted about 15,000 houses." Cristina Romualdez, admitted that the presence of GK in Tacloban will "further make Tacloban beautiful and orderly with our poor constituents having hope to own decent homes", she said. The lady councilor was the event head of the GKs launching in the City of Tacloban last June 12, 2010. The core group had a hectic schedule on September 1 which covered observation tours in established GK sites in Taguig City, the first Designer City in the country. They also visited Congressman Freddie Tinga in Congress where they had a good discussion about the Taguig GK Experience. Cong. Tinga was the Mayor of Taguig when the GK-Taguig Designer City was launched in 2008. In the evening, the group met with GK Builders in the Builders Night at Rockwell Makati where they met up with possible sponsors and champions of Gawad Kalinga to Tacloban. The builders night was attended by GK builders, patriots and sponsors to launch the GK One World which would connect all municipalities, cities and countries through the GK Way. The said port is to be constructed in the municipality of Babatngon, Leyte, this was according to Congressman Florencio Gabriel Bem Noel in a press interview during the recently held 3rd Regional Coconut Summit held at Hotel Alejandro in this city. "The construction of Babatngon port had now started, as what Mayor Charie Chan told me," Cong Noel revealed. "We allocated fund for the said port because we know that it will be hard and it will cost a lot if we are going to develop or re-develop Tacloban port," Cong Noel explained. "And we were told by the Philippine Ports Authority that the navigational equipment is badly needed that will support the ships that will use the said strait in their navigational trip," Congressman Noel added. Tacloban Port, situated in the city of Tacloban where San Juanico Strait is to be found, said to be the narrowest strait in the world of about two kilometers wide. The construction of port in Babatngon was supposed to start before the election but it didnt push through due to the recently held national and local election, according to Cong. Noel. The said construction of port in Babatngon is seen as a good site for the development of Eastern Visayas Regional Growth Center, an investment and business site located in the northern part barangay of Tacloban City. EVRGC is a 237-hectare special economic zone located 15 km of Tacloban City that offers incentives to potential developers and industry locators for non-pollutant light and medium industries. Noel added that he had been lobbying the funding for the Babatngon port since his first term. "It has been promised by the PPA Manager and we asked this project from the Department of Transportation and Communication which they dont have any choice but to release a budget," Cong Noel stress. "They say that the water in Babatngon is deep so we are banking to fund the said project because this means cheaper expense since we will not dredge anymore," Cong. Noel added. Noel hope that the said construction of Babatngon port would be finished within the year as there was already an allocated budget for it. But he added that, they still need to talk with the implementing agency of the said project to discuss if how much budget would really need to be allocated as not to hamper the construction of Babatngon port.
