Yes you're right @Linguine, Tacloban port is one of the bussiest ports in the region. It is a commercial port and that ships are only cargo ships since passenger vessels plying Manila-Tacloban-Manila and Cebu-Tacloban-Cebu were no longer operating in here. Perhaps, fewer passengers from here are boarding or we're just afraid to have another sea mishaps that had happened a long long time ago. Siguro nga madaming factors, isa na dito ang inconvenience and time travel.

PEACE bai @Jarenz

Thanks @Simple Dude for the reminders.

@Jarenz and @mao, yes the area needs more cleaning especially there's no public toilet in that particular area. Its a major turn-off. Anyhow, the Tacloban waterfronts had improved a lot than 2 decades ago but still we need to discipline ourselves and help to protect our natural resources because this is our edge/advantage compare to other cities.

...yah! just wait and see the state of the art Fish Port Tacloban that will start to construct very soon. I just watched this afternoon on tv-patrol tac, that, the BFAR told in an interview which will start very soon. They're already finalized the blue print and the budget is already there. In the counter part of the city gov of tacloban, they offer the parcel of land which is located just infront of Panalaron bay that will rise the Tacloban Fish Port. Subsequently, this would give us additional employment and sustain the economy of the city and also many tourists and investors may visit and do business there.:eat:

Shipping companies grant fare discounts for National Maritime Week celebration

By Rodrigo S. Victoria

Tacloban City (17 September) - This is not an early Christmas gift for the commuting public boarding on ships on their way home but this is one of the highlights in next week's National Maritime Week celebration that will runs through September 20-26, 2010.

The theme for this year's celebration centered on "Philippine Maritime Industry: Onward to Global Competitiveness". This is the third year of the celebration where it started on 2008 with the Maritime Industry Authority (Marina) taking the lead followed by the Philippine Coast Guard in 2009 and this year with the Philippine Ports Authority (PPA).

Winfred Elizalde, Port Manager of PPA-Tacloban informed during the Harampang sa PIA held recently that the Philippine Liner Shipping Association (PLSA) will provide through some passenger carrying shipping companies discounted fare as part of the association's commitment in their participation for the success of the maritime week celebration.

The PPA head in Tacloban disclosed that there are three shipping companies that provide discounted fare and these are: Aboitiz Transport System (ATS), Philippine Span Asia Carrier Corporation (PSACC) and Negros Navigation Company (NNC).

ATS provides discounted fare of P599 from Manila to Visayas, vice versa, P888 from Manila to Mindanao, vice versa (exclusive of meals and service fee); PSACC provides value fare of P620 from Manila to Cebu and P795 for Cebu to Manila (all inclusive but without service fee) and NNC provides discounted fare of P578 for Manila to Visayas, vice versa and P878 for Manila to Mindanao, vice versa (exclusive of meals and service fee), Tacloban Port Manager Elizalde said.

He revealed the selling period for the discounted fare offered by said shipping companies is within the week's celebration that will start on September 20-26, 2010 and is applicable for the departures from October1 to November 30, 2010.

Meanwhile, Tacloban Port Manger Elizalde informed the schedule of activities lined up for the week-long maritime celebration as follows: September 20 - launching of the celebration with Tacloban City Mayor Alfred Romualdez as guest speaker ; September 21 - maritime symposium in Eastern Visayas State University (EVSU) in Tacloban City; September 22 - lectures on climate change and its effects on health; September 23 - guided tour at the National Maritime Polytechnic (NMP); September 24 - maritime symposium in Naval State University (NSU) in Naval Biliran and a fire drill; September 25 - mangrove planting and clean up drive at Cancabato Bay; September 27 - culmination program and oil spill containing drill at the Shell Tacloban Oil depot sponsored by Shell and the release of balloons on September 28, 2010.

Tacloban Port Manager Elizalde said the maritime week celebration led by his office is a wholesome one considering that they included activities that are aimed at preserving the environment as well as on climate change. (PIA-Biliran)

ACCORDING TO PPA & MARINA People prefer to travel by air despite RORO, ships in EV

TACLOBAN CITY Although there are several ports in the region that were constructed for the operation of RORO and other shipping lines, the problem is that people in the region prefer to travel by air which is more convenient.

The presence of airports and roads and the improvement that is being done to said infrastructure facilities contributed to the decline of passengers that patronize sea craft or shipping lines.

This was according to Philippine Ports Authority Tacloban Port Area Manager Winfred Elizalde and Maritime Industry Authority 8 Administrative Officer Santiago Acera in the weekly press forum "Harampang ha PIA".

***

At present, there is an existing port in the city of Tacloban but there are no passenger ships that docked in the said port as compared to the port of Ormoc City that has on-going operation of shipping lines both fast-craft and conventional passenger ships.

Based on the record of MARINA, there are about 20 cargo ships operating in the region while there are no registered passenger ships in the regional office of MARINA VIII as most of the big passenger ships operating in the region are registered in Cebu.

Shipping lines operating in the port area of Ormoc are the fast-craft Super Cat and the conventional passenger ship Roble with a daily Ormoc-Cebu route.

The port in the said city is considered to be the busiest port in the region as they do not only cater to passenger ships but also to cargo ships that deliver goods from the province of Cebu into the province of Leyte.

Although the port area of Tacloban is also quite busy, the passenger craft that are using the said area are small passenger vessels that cater to passenger coming in and out of Tacloban from the island municipalities of Samar provinces, according to the MARINA.

Aside from the small passenger vessels that docked in the port area of Tacloban, cargo ships from Cebu and Manila have regular operation in the said port.
Among the cargo ships that regularly docked in the said port is the Gothong shipping lines, a cargo ship with direct route from Manila to Tacloban.

Tacloban port in previous years was the busiest port in the region as there are regular passengers and shipping lines operating with route from Tacloban to Manila but this slowly declined during the middle and later part of 90s until they totally stopped operation.

Among the reason identified for the absence of passenger ships operating in the City port is the lack of navigational facility that will guide ships in their navigation at the San Juanico Strait, said to be the narrowest navigational strait in the world.

But the absence of operation of passenger ships in the Tacloban port has a positive effect to the operation of other ports in the region according to MARINA Administrative Officer Santiago Acera.

We may see that it affects the economy of Tacloban but we should also see the broader side of it, Acera said.

The absence of passenger ships in the city had open chance to other ports in the region like the Allen port, with its operation people from Samar who wanted to go to Manila would not need to travel to Tacloban, Acera explains.

Elizalde added that aside from positive impact to other ports in the region, the absence of passenger vessels operating in the port of Tacloban had help other means of transportation particularly airplanes.

We should also look at the positive effect of having alternative means of transportations to the people, PPA Manager Elizalde said.

This alternative means of transportation like planes had help businessmen and ordinary people to feel convenience in traveling, aside from that this also help the region to improve more its economy and promote the region as one of area for development especially for business investment, Elizalde added.

Exorcising & cleansing Tacloban

Tacloban has greatly improved. The whole city has really changed, buildings have grown bigger, and the population has drastically increased, people are more empowered, businesses and economic activities have become brisk and vigorous.

Tacloban today is a far cry from what it was when it became a city in 1953. Even the ensuing years, streets were unpaved and dirt roads were common. The houses and buildings were small, ordinary and modest. Taclobanons lives were simple then. To come to Tacloban was a blessing, a special treat for people from other places in the region.

Today, the city has grown big and lives have grown complicated. The surroundings have become modern, more beautiful and scenic. But with the good things are also the bad side to progress, more people to take care, more garbage to dispose, more problems to tackle and more challenges to meet. The City government has so much on its hands and sometimes it is quite overwhelming. The whole thing cannot be managed by a single man or by the government. There is a need to walk hand in hand to meet all the challenges ahead.

Taclobans garbage has increased in volume; our thoroughfares and villages are littered with trash and dirt which people just wantonly throw around without thought. "Limpyo and Mahusay Tacloban" campaign has been enforced for so long now yet people have never learned to cooperate or take it seriously.

In some interior streets and places, rugby boys abound doing the worst thing, destroying their frail bodies with cellophane of the toxic substance glued to their noses. Even the Social Workers and Police cannot do anything about the problem. The families and community must do more rigid actions to curb the problem if not eradicate them. How could we have a strong and dependable future generation if we will not rid such addiction from our children?

Lately, we have had isolated cases of violence in our midst; incidents that manifest some lawlessness in our ranks. People are starting to fear for their and their childrens lives. Even a 3-year old was not spared from being raped and violently mauled. Honest and practically peace-loving citizens are terminated mercilessly. We do not want such to continue in our small community, our beloved city. But the PNP and other law enforcement agencies cannot do it alone. They cannot protect 250,000 350,000 people at a time everyday. People are called to be vigilant and to go hand in hand in protecting one another.

It is high time we all decide to maintain the image of Tacloban as a beautiful, safe and clean city with the people still enjoying a laid back life. We need to exorcise the evils of our society; we must decide to clean Tacloban now once and for all.

CENRO identifies factors that hinder proper waste segregation campaign

TACLOBAN CITY - The City Environment and Natural Resources Office (CENRO) here has identified some factors that hinder their campaign on proper disposal of garbage.

This has not yet been attained as of today in spite of the massive information dissemination relayed by them through print and broadcast media (radio and television) in particular.

Jonathan Hijada, CENRO department head, revealed in a recent interview that residents of Tacloban and also those who are coming in to Tacloban are that hard headed and violators on the proper waste segregation campaign of the city government.

Hijada said they (CENRO personnel) observed that the information dissemination campaign that they have has no impact even up to now because the garbage that they are collecting from the community of Tacloban, still are not being segregated in accordance to its classification.

"If only people know how to segregate waste accordingly in terms of their classification, we in the CENRO would not be roaming even 24 hours in the whole Tacloban to collect their trashes. Maybe we would only collect twice a day because there would only be 24 percent trashes to be collected each day," Hijada said.

"People should be responsible enough with themselves. I advice them to bury those trashes that would decompose like the excess food; sell the papers, plastics, cans and other trashes that can still be recycled to different junk shops. Through selling your trashes, you can earn on it as related to the saying 'may pera sa basura'," he explained.

Along this line, Hijada clarified that the different factors that they consider as hindrance towards their campaign are individual uniqueness, having no sense of honorship for the non-Taclobanons, no sense of responsibility for Taclobanons, and political will on the part of the local leaders.

"Individual uniqueness is considered hindrance because though people are aware on proper waste segregation, still they do not comply on doing it. No sense of honor for the non-Taclobanons because they just throw their garbage wherever they want. No sense of responsibility to Taclobanons because they themselves are being dependent on the city government, they are not making their own move towards this. And political will on the part of the local leaders because once they came from another political party of the present administration, they will be doing things that would destroy the image of the present administration," Hijada added.

On the other hand, Hijada is proud that they were able to maintain the cleanliness of Tacloban especially in the downtown areas. [b](REY GERILLA GRADO)[b]

@Jarenz and @mao, yes the area needs more cleaning especially there's no public toilet in that particular area. Its a major turn-off. Alternative power sources eyed

TACLOBAN CITY -- The provincial government of Leyte is looking at alternative sources of energy to stabilize power supply in the entire province.

While a number of board members support the idea of tapping solar energy, some are looking at solid waste. Board Member Anlie G. Apostol, chairman of the committee on energy, said she was in favor of sourcing alternative power from solid waste, since this would be "hitting two birds with one stone." "We would be addressing the problem of solid waste management among our municipalities and at the same time use this solid waste to produce energy," she explained. She noted that Philippine BIO-Sciences Co., Inc. had already introduced this technology in Inayawan in Cebu as well as in other urban areas in the country, where biogas from solid waste is used to power up lights and other appliances.

TOMECO to install additional traffic signages, pedestrian crossing

TACLOBAN CITY – The Traffic Operations, Management, Enforcement and Control Office (TOMECO) revealed in a recently held Press Briefing during their 1st year anniversary that they will be installing more reflectorized signages and putting up pedestrian crossing this year.

This aims to stop the occurrence of road incidents especially at the school sites area and the loading and unloading area.

According to (ret.) Col. Salvador Estudillo, Chief of TOMECO, as of this year they already have installed around 85 to 100 reflectorized signages with green background.

“As of January this year, we have already an estimate of 85 to 100 newly installed reflectorized signages. This has been put nearby school sites, loading and unloading area,” Estudillo said.

“This signages would serve as reminder to the drivers on where they should stop to load and unload passengers so that both the passengers and the drivers themselves would be free from unexpected incidents,” the TOMECO Chief explained.

The TOMECO revealed that they have already change the signages that are present in the roads of Tacloban because it is already dilapidated which might cause on having accidents as well.

As of this moment, the TOMECO has already requested fund from the Office of City Mayor Alfred S. Romualdez for signages that would be put on areas where jeepney and bus should stop.

“The TOMECO had passed a proposal to City Mayor Alfred S. Romualdez asking for fund which we can use on putting up specific signages indicating the area where buses and jeepneys should stop because as of this year we can observe that drivers are not following still to this,” he explained.

On the other hand, Estudillo emphasized that though they would be putting up signages and pedestrian crossing, the welfare of everyone still depends on the attitude for both the passengers and the drivers themselves.

“Having this signages and pedestrian crossing on streets is not an assurance that everyone would be safe. The safety of everyone depends on the attitude of the passengers and drivers themselves,” Estudillo disclosed

TCPO conducts extensive operation against rugby

TACLOBAN CITY –The Tacloban City Police Office (TCPO) here is conducting its extensive operation against rugby dealers. This is one of the moves of the TCPO that aims to stop the rampant number of children using this volatile substance locally known as rugby.

The Public and Community Relations (PCR) Chief of the TCPO, Police Senior Inspector Ma. Bella P. Rentuaya accepted the fact that there are many children who engage on using the volatile substance or rugby in Tacloban. This could be seen mostly on Downtown Areas, especially in the back of McDonalds, Port Area, public market, and at the old Bus Terminal.

According to Rentuaya, they are serious in arresting rugby dealers because they are the ones who are responsible in selling this volatile substance to minors who use this.

“We would be serious and strict on arresting the dealers of this volatile substance because they are the ones who sold this item to the children who are using this,” Rentuaya said.

One of the basis provided by TCPO regarding the implementation of this operation is the successful arrest of a female dealer who was caught by the Intelligence Section of the TCPO together with the Women and Children Protection Desk (WCPD) led by Police Senior Inspector Evelyn Perpiñan last September 2 at old Bus Terminal, Reclamation Area here.

“Last September 2 at around 2:50 in the afternoon, a confidential informant help our operative from WCPD and Intelligence section led by PSINSP Perpiñan in the successful arrest of a female dealer who was actually caught selling rugby to a male child at the Old Bus Terminal, Reclamation Area of the city,” she detailed.

“On that day the operatives immediately brought both the dealer and the buyer to the TCPO lock-up cell and detained there for the violating Presidential Decree (PD) 1619,” the PCR Chief added.

On the other hand, Rentuaya clarified that they are finding it hard to zero out the number of children who engage on using rugby since they are still on the custody of the Department of Social Welfare and Development (DSWD).

“We are having hardship on stopping children from using rugby because they are still minors. Though the DSWD are taking action on this matter, still we are not that confident that we would zero it out,” she explained.

The PCR Chief pointed out that the children that they were able to arrest on their operations are being referred to the custody of DSWD and housed at the Tagpuro Area in the city.

CAAP 2011 budget includes P70 M for DZR airports ILS

TACLOBAN CITY-Some P70 million has been included in the Civil Aviation Authority of the Philippines (CAAP) 2011 budget for the installation of instrument landing system (ILS) at the Daniel Z. Romualdez (DZR) Airport, according to a sectoral representative at the Lower House.

Rep. Neil Benedict A. Montejo of the An Waray party-list said he made sure that the budget be included so that ILS would immediately be installed so that DZR Airport could handle night landings and take off and even during poor to zero visibility of the airport.

"I had a talk with Department of Transportation and Communications (DOTC) Undersecretary (Glicerio) Sicat and we threshed out problems concerning our airport. We found out that there was already a budget for that last year," Rep. Montejo said in an interview with Leyte Samar Daily Express.

"Within the budget year, it is expected that our airport would already have an ILS," Montejo said.

An ILS is a ground-based instrument approach system that provides precision guidance to an aircraft approaching and landing on a runway using a combination of radio signals and in most cases, high-intensity lighting arrays to enable a safe landing during reduced visibility due to fog and heavy rains.

"During zero visibility, flights to Tacloban are usually diverted to Cebu because we lack aeronautical equipment in our airport. So, this is good news for us," Montejo added.

"It is up to CAAP to implement the project. But as I have learned, CAAP is also bent on putting up the system," Montejo said.

Aside from the additional aeronautical safety equipment, the DZR Airport is also undergoing rehabilitation particularly its apron and runway. A new terminal building is also programmed for construction by way of a build-operate-transfer scheme.

The DZR Airport is classified as a principal domestic airport and the seventh busiest airports in the country in terms of passenger volume.

The airport currently has six flights to and from Manila daily and two flights to and from Cebu daily.

Rep. Montejo favors open skies policy

TACLOBAN CITY- An Waray Partylist Representative Neil Montejo favors the open skies policy, saying its time to liberalize air space to spur growth in tourism arrivals and make the respective regions competitive in the tourism field.

Open skies is an international policy concept which calls for the liberalization of rules and regulations on international aviation industry most especially commercial aviation opening a free market for the airline industry.

However, Rep. Montejo said among the main factors that should be heavily considered in an open skies deal is the availability of space or the capability of airports to handle the increase in flights.

"Take for instance our airport here in Tacloban, its capabilities should be highly considered as these are international aircrafts that we would be coming to land here," Rep. Montejo said in an interview.

Another main issue, according to Rep. Montejo, would be on how to deal with the expected increase in air traffic that may lead to airspace congestion in the area as a result of the policy.

"Aviation safety regulations have to be intensified and harmonized," he added.

"Just imagine if our airport would be that capable, we can have international aircrafts and carriers flying directly to our local routes. It would surely be a big boost to our tourism and thereafter our regional economy," Rep. Montejo disclosed.

It was learned that the Department of Transportation and Communication (DoTC) and the Department of Tourism (DOT) through Sec. Jose de Jesus and Sec. Alberto Lim respectively, had already been exchanging notes on the policy with the governments economic advisers.

The study on the details of an open-skies policy began in August, when Philippine Airlines (PAL) pilots suddenly stopped showing up for work, shortly after handing their resignation letters.
Meanwhile, a bill has recently been filed with the House of Representatives that seeks to liberalize aviation rules and adopt a partial open sky policy.

This is House Bill 1601 filed by Valenzuela Representative Rex Gatchalian that proposes to open only the secondary gateways to foreign airlines, but will not include the three international and domestic airports in Manila.

In the bills explanatory note, with 98 percent of the countrys visitor arrivals and 70 percent of the country's exports are moved by air, a rational air transport liberalization strategy would support the vision of the government to promote the country as a tourism, investments and logistics hub. (AHLETTE C. REYES)

Secondary Gateway na ba ang DZR airport natin?

I do hope maging positive yung outcome itong 'open-skies policy' para sa mga regional or provincial routes. Sana walang madedehado sa policy na'to. Careful study and intensive strategies is needed to have better output equal distribution of developments in different parts of our country. Not the usual, ija ija ajo ajo or kami-ra-diri!

Airports to open for night flights
Written by Recto Mercene / Reporter
MONDAY, 20 SEPTEMBER 2010 12:26

THE Civil Aviation Authority of the Philippines (Caap) has ordered the opening of additional airports to night operations to help promote tourism and for better connectivity within the country.

Caap Director General Alfonso Cusi issued the directive yesterday in order to prepare the country for the influx of tourists.

“I have ordered all airports that are capable for night flights to operate immediately, to help promote tourism in the country. Tourists can now have their connecting flights at their choice of destination even during nighttime,” Cusi said.

Airports that are immediately capable for night flights are those in the cities of Iloilo, Bacolod, Cagayan de Oro, Tacloban, Kalibo, Puerto Princesa,General Santos and Laoag.

Airports to be upgraded for night-landing capability are in the cities of Butuan, Legaspi, Dumaguete, Roxas, Cotabato, Dipolog, Tuguegarao, Naga, Tagbilaran and Virac. “All our efforts are in close consultation with all airlines, especially on the traffic and demand of flights on which airports needed to be opened 24 hours,” Cusi said.

The Caap chief has been meeting with all airports and area managers since he assumed office.

The night-flight operations is part of the new policy direction that Cusi has been doing to better enhance and professionalize the aviation industry in the Philippines.

The country has about 85 airports, some of them privately owned and the rest operated by the Caap.

All major cities have a primary airport, while far-flung provinces have secondary airports.

Those capable of handling night flights are called controlled airports, where the presence of air-traffic controllers is a must. These airports are also usually identified by the presence of a weather bureau branch, flight service stations, a fire station, Aviation Security Guards and related facilities.

Secondary airports are usually unpaved, macadam runway, although they have a compliment of airport police, and sometimes a firetruck and a windcone to determine the direction and strength of wind.

Pay parking area to be built in Tacloban to avoid double parking — TOMECO

TACLOBAN CITY – The Traffic Operations, Management, Enforcement and Control Office (TOMECO), with the aid of the City Government of Tacloban, plans to build a pay parking area here next year. This was discussed by the Chief of TOMECO (ret.) Col. Salvador Estudillo in a recent press briefing conducted at TOMECO’s Information and Education Service Center.

Estudillo revealed that because the city still doesn’t have an area where drivers can park their vehicles, the double parking scenario usually is seen to be leading to having heavy traffic.

“As of this moment, Tacloban City doesn’t still have parking area that is open to public, and because of this, the streets of Tacloban especially those that are one way streets are having a double parking scenario and we cannot blame the drivers why they do it,” TOMECO Chief said.

“As I can observe based from the roving activity that we have, there are some one way streets in the City mostly in the downtown area of Tacloban that experience double parking area, for which is not good because other vehicle is having difficulties on passing through that area,” he explained.

In connection to this problem, TOMECO recommended to City Mayor Alfred S. Romualdez to build a new pay parking area at the downtown area of Tacloban so that this problem would be solved.

“On my talk with the City Mayor Romualdez, I have recommended that there is a need for the city to come up with a pay parking area so that problem on having heavy traffic because of having double parking on some streets would be stopped,” he added.

Estudillo expressed that the city mayor agreed to his recommendation because Mayor Romualdez himself experienced traffic while traveling in Tacloban.

According to Estudillo, Mayor Romualdez is now studying as to where they should put this pay parking area that would be built in the downtown area of Tacloban.

Moreover, having this pay parking area would be beneficial because this can be an income generating project of the city government.
“This project would be beneficial to the city government because aside from the purpose of stopping the double parking scenario and heavy traffic, this would also be a means of raising funds that would be utilized on projects that would be rendered by the city government to its constituents,”Estudillo disclosed.

Mas okey kun multi-level cark parking building to be established at strategic locations in downtown area. There's really a need to decongest traffic flow and car parkiNg systems in the downtown area and strictly implement double parking or no parking at any busy city streets. It's the best solution we can get rid out or solve the problem at tsaka to discipline our people na din.

Pino Seafoods Restaurant, which boasts of having the best baked scallop in town, offers an array of delectable Filipino and Spanish cuisine at affordable prices. It boasts of a "seafood market" section where customers can chose and order fresh fish and seashells, and then have them cooked the way they want it, like into tinola (stewed fish), sinugba (grilled) or kinilaw (raw fish).

The "seafood market" offers different kinds of fresh fish such as lapulapu, tonto, blue marlin, tangigue, mamsa, danggit, and others. Also available Are fresh squids, shrimps and seashells including scallops, says Carlyn S. Maraya, the OIC of the Tacloban branch of Pino Seafoods Restaurant.

Maraya, a graduate of BS in Nutrition and Dietetics, says she assists costumers with health problems in choosing the right healthy food.
Open from 10 a.m. to 12 midnight and located in the ground floor of Robinsons Place in Tacloban City, the Pino Seafoods Restaurant also serves popular Filipino dishes such as kaldereta, bistek Tagalog, kare-kare, sisig, dinuguan, chicken pork adobo, sugpo sa gata and crispy pata.

Pino also offers favorite Filipino vegetable dishes such as Bicol express, laing, tortang talong, pinakbet and adobong kangkong. It also serves hot soups like bulalo, sinigang, tinola na manok, and chicken binacol. For noodle lovers, the restaurant has pancit luglug, bam-i, pancit canton, and sotanghon.

With the array of dishes it serves, no wonder that Pino Seafoods Restaurant has become a popular dining place, not only for mall-goers and locals but also for celebrities including foreigners like the Air Supply.

Celebrities like Bong Revilla, Richard Gomez, Jessa Zaragosa, Aljur Abrenica, the B-Meg Derby Ace Llamados basketball team including team manager Alvin Patrimonio and ace player James Yap, the popular singing group Sponge Cola and the Marcos family, including Madame Imelda, Mayor Alfred and his wife Councilor Kringkring, have been, at one time or another, customers of the Pino Seafoods Restaurant in Tacloban City.

Maraya recalls that when they visited the restaurant, Gov. Imee Marcos loved their kinilaw, while Rep. Lucy Torres adored their halo-halo.

She emphasizes though that celebrities and the other costumers enjoy the same professional service, good ambience and delectable foods that the Pino Seafoods Restaurant is proud of.

According to Maraya, the place, which can accommodate 80 to 100 customers at one time, also has tables and chairs at the patio where customers can enjoy their beer and beverages while listening to the music of a local acoustic band, which plays classical and popular music every Friday, Saturday and Sunday night.

The Pino Seafoods Restaurant in Tacloban City the restaurant of celebrities is one of the five branches of the Pino Cuisine and Restaurant. It also has three branches in Cebu City and one in Davao City.

I've eaten at Pino quite a few times and I think the only reason they are the 'restaurant of celebrities' is their location. If they weren't at the mall, i doubt people would go out of their way for Pino's food :ohno: Ocho and Stephanie still tops the list for me for seafood, and for other cuisine, it's still the Wenceslao restaurants (Sunzibar, Ayo, Canto Fresco)

Japan’s Fukuyama City Delegates Visits Sister City Tacloban

By: Gay B. Gaspay

Tacloban City- Some 16 Japanese delegates from Japan Fukuyama City a sister city of Tacloban came to visit Tacloban City to renew , revive and refresh its sisterhood relationship.

A courtesy call visit with Mayor Alfred S. Romualdez, Fukuyama City Councilor Yusuke Ota, who leads the delegation reiterated in inviting the Chief Executive to consider their May invitation of visiting Japan’s Fukuyama City .

In a comprehensive dialogue with Mayor Romualdez and Councilor Ota, with the 16 delegates around and some city officials, the prevailing water problem of the city surfaced, the answer to its problem lies in the new technology that Fukuyama has if the Mayor visits their City, Councilor Ota said.

The exchange of views of the two cities were held at the Mayor Alfred Social Action (MASA) Office, where each delegates were made to speak to include the youngest delegate who in turn have their concern since they have a pre-arranged exchange student visit with three (3) Angelicum pupils who is set to visit Fukuyama Japan soon.

Joining the Japanese delegates were Fukuyama city official, doctors, politicians, architect, engineer, dentist, accountant, teacher, scientist, parents and pupils.

Japan’s Fukuyama City became a sister city of Tacloban 30 years ago when Mayor Obdulla Cinco was still the Mayor of Tacloban City. The renewing of its sisterhood relationship will further strengthen ties between the two cities in terms of its cultural, historical, educational, economy and trade ties. Both parties parted with token of remembrance.

Leyte Opens 4 New Birthing Centers

September 24, 2010, 8:57pm

TACLOBAN CITY – The provincial government of Leyte, in partnership with private group Kakak Foundation, has opened at least four more birthing centers in strategic villages.

The establishment of the birthing centers is in support to the local government’s plan to provide various areas in the province with safe affordable birthing centers and thereby reduce maternal and infant mortality.

Leyte Gov. Carlos Jericho “Icot” L. Petilla led in the inauguration of the birthing centers located in the villages of Culasian in Capoocan town, Jugaban in Carigara, District 3 and Governor Jaro in Babatngon.

Petilla said that with the establishment of birthing facilities, expectant mothers can now avail of quality and affordable maternal health care services – and no longer resort to the traditional “hilots,” and thereby avoid risks of mother and infant mortality.

With health among his priority programs, Petilla earlier vowed that he would make Leyte as one of the top provinces with the most number of birthing centers, in an effort to eradicate mother and infant mortality.

Earlier, the Leyte government has already opened birthing centers in the towns of Palo, Sta. Fe, Inopacan, and Tabango.

While other birthing centers will be opened in the municipalities of La Paz and Julita.

Petilla, however, said the thrust in establishing more birthing centers should be coupled with appropriate family planning and education – especially for villagers in far-flung barangays. (Jack C. Gadaingan)

Suddenly singing the same tune for Tacloban

How beautiful it is to hear music sung in the same tune even by different people? Just recently, we heard a city official saying on print that he is worried that the recent killings could have "a bad impact" considering the leadership is busy in promoting and inviting businessmen who are prospective investors in the city. It is nice to hear the man affirming the efforts of the top leadership in making Tacloban competitive. If politicians of different persuasions and parties could only set aside differences for the common love of the City and for the concern of constituents, things would be different. The ultimate goal must always be for public service; what would be best for the city we live in. Even then, the above concern of this official is off-tangent to his position being a legislator inasmuch as what he is concerned about is the main concern of the executive branch unless what he wants to do is in aid of legislation.

Officials in government must follow certain protocols and ethical practices to avoid bickering and possible encroachment on other peoples toes. Sometimes, the intrusion leads to misunderstandings and meddling on other peoples turf.

The same official has also affirmed the Chief Executives favoring for a lone district in Tacloban. What a pleasant surprise as he was one of those who were averse to Tacloban HUChood in 2008. It can be recalled that one of the advantages of the city having a highly urbanized city status if its possibility of having its own representative in Congress the moment its population reaches at least 250,000. There were people who did not support the move of the Mayor citing many reasons. These people had their own motives and agenda at the time but now the same people who were averse to it are now singing the same tune, seeing things differently. In fact, they have signified their support for it. Maybe they are interested in running for certain positions?

It should be how people feel, think and decide, if only for the love of the place they come from. Whatever their party affiliations, politicians must only regard for the welfare of the city and their motives geared towards service for their constituents. They must not focus on self-vested interests otherwise; they become masters and kings instead of being servants of the people. But todays leaders usually regard themselves as the mighty and the powerful who lord it over the people. Gone are the days of statesmen and heroes when leaders stood for what is right and just for the people they purport to lead and serve.

TOMECO: anti- jay walking ordinance turns funny

TACLOBAN CITY- The anti- jay walking ordinance of the City turned out to be funny because most of its violators are professionals and educated people which is not expected.

Isabelo Lagutan, spokesperson, said in an interview that when those professionals and well-educated people are apprehended they immediately explained excuses even to the extent of scolding the officers who caught them instead of accepting the consequences of the violation.

Lagutan added that somehow this kind of attitude of violators towards the officers of TOMECO make them hesitant to disseminate right information to them and to other people as well to educate them.

However, Lagutan disclosed that others who violate this Anti-Jaywalking Ordinance are not aware or might be new thats why they still need adjustments and proper education.
The Anti- Jay Walking Ordinance is a serious ordinance where violators are obliged to pay a certain amount or render a community service in the assigned areas of the city, but many thinks of it as an easy ordinance thats why they just cross anywhere they want.

Implementing this ordinance is a part of Traffic Management and falls on the hands of Traffic Operations, Management, Enforcement, and Control Office (TOMECO) Officers as part of their responsibilities.

TOMECO accepts that part of this slow development of implementing the ordinance is due to their lack of programs on information dissemination to people. Thats why they are working double this time in conducting Community Based Literacy Patrol on Traffic Management in different barangays of the City.

As of now, TOMECO is more focused on Traffic Management itself while the responsibility of catching violators are passed to Citys Job Orders (JOs) as they get tight in watching the streets.

Meanwhile, the problem of traffic and children crossing the streets at the public market is still to be resolved by the TOMECO. (Janine P. Royo- LNU Intern)

Just an additional info... Based on the info that I have gathered there is a possibility that the expansion of Robinsons Tacloban with the GoHotel will start there construction next year.... Hindi na yan mapoposponed kasi pati yung Gerry's Grill na branch sa Burgos St. will be at Robinsons already, naka reserved na sila at nakabayad na sa Robs. Corp...

Hindi ko lang alam kung i-close ba nila yung existing branch nila sa Burgos o mag relocate yung business nila sa Robinsons...

I agree! Hehe... Never been crazy about Gerry's Grill and I agree the location is really bad. It's a generic mall-type place that's not really anything special so it's a good thing they're moving there.
