More than traffic control

The score is high. If there is one thing that the government of the so-called highly urbanized city that is Tacloban should be proud of its baby Traffic Operation, Maintenance, Enforcement and Control Office (TOMECO) it is the units ability to earn for the city a considerable amount weekly. With the volume of traffic violation cases that the unit has been frequently filing in court, there is no doubt it is touted as one of the income generating arms of the HUC Tacloban.

In the recent history of this densely inhabited city, never could there be record to break the quantity of traffic violation cases than when the so-called "pulis nga pula" (traffic enforcers in red upper uniform) has come into existence several years back. These city traffic enforcers who were yet called civilian traffic volunteers with very little honorarium and insufficient budget to mobilize them, evolved to be what they are known these days.
But now, with the accomplishments they make for the citys coffers, particularly from the fines that charged pedestrians and motorists pay at the City Treasurers Office, it would be next to impossible to dismantle the TOMECO.

The matter of improvement in the traffic flow in the citys main thoroughfares is nothing much to awe-inspire the Taclobanons, at least. This is because nothing has actually become better with the TOMECO in command, save of course the fact that the pedestrians learned to cross only on the pedestrian lanes lest they get fined or be sued in court and eventually fined or be subjected to community service after pleading guilty in a summary proceeding.

What is amazing about traffic enforcement units generally, other than having enforcers and officers who as one political bigwig opined must be conversant with traffic rules other than the "no loading and unloading" and "no jaywalking" regulations, it must also have managers who know how to listen to public feedbacks and requests and not instantly dissent without prudence and tact. Further, unless it is some part of the plan to catch the rat and get the cheese from them, the frequent re-routing habit in localities should be done without an iota of suspicion or taint of dictatorship and only after massive information drive.
In Tacloban HUC, diverting routes and assigning one-way traffic is a common event. With the frequent changing of routes and one-way traffic regulations more and more pedestrians and motorists are issued citation tickets or sued in court and later on fined. Worse, talks are rife that soon south-bound public utility vehicles will no longer ply Tacloban which might later hurt the city should Palo, a booming town next to the city, be transformed into a city itself. It is a known fact that the city government likewise generates revenue out of the toll fees collected from PUVs and motorcycles for hire (MCH) at the New Bus Terminal in the northern Barangay Abucay of Tacloban.

In fairness to the TOMECO people, theirs is simply religious performance of a task assigned. "Pwera de los buenos" as the colloquial cliché goes there are traffic enforcers who are certainly deserving of the publics salute. They are the ones who deserve the nomenclature "Respectable Men in Red", while the rest equally needs the patience, understanding and mercy of the pedestrians and motorists.

TACLOBAN CITY- Mayor Alfred Romualdez is eyeing for a comprehensive security plan due to almost series of killing incidents in the city.

“I saw the need for a tighter security undertaking in our city by putting up surveillance cameras in some (strategic) places here,” he said yesterday.

Romualdez said they have come up with an alternative plan to monitor crimes through closed-circuit televisions that will be installed and activated in all strategic points and areas of public convergences.

Closed-circuit television (CCTV) is the use of video cameras to transmit a signal to a specific place on a limited set of monitors. The technology is often used mostly in major cities for surveillance in areas that may need monitoring such as banks, casinos, airports, military installations, and convenience stores.

The plan came out after a barangay chairman of Tacloban was shot to death by two unidentified men riding in tandem on a motorcycle on Monday at 8 p.m. while he was outside at the multi purpose hall of the barangay.

The victim was identified as Aldrin Benitez, incumbent village chief of Brgy. 66 Paseo de Legazpi of this city.

Benitez sustained three gunshot wounds from a .45 caliber which resulted to his sudden death, police reports said.

Other than this, Romualdez has also considered the murder of Manuel Granados, father of neophyte Councilor Jeric Dane Granados who is a close ally of the city mayor, who was shot last September 15 this year.

“Even my executive assistant was killed early this year,” he emphasized.

Romualdez was referring to Freddie Anido, former manager of Tacloban City’s New Bus Terminal, who was murdered by two unidentified suspects on March 5 while he was on his way home.

“Lahat naman tayo nagulat sa mga nangyari…so we considered these cases, reason why we are going to put CCTVs next year especially in the downtown areas,” he stressed, adding that these kinds of crime remain to be one of the problems in major cities.

He said that this would serve as one of their preventive measures to abet further occurence of killing and other illegal incidents in the city. He cannot tell yet the exact number of surveillance cameras to be installed and how much the city government will set aside for this purpose.

The city mayor said it’s very hard to provide an increased police visibility throughout the city because of the limited police personnel currently deployed at the Tacloban Police Office.

By putting up the CCTVs, Romualdez said incidence of crimes can easily be tracked and monitored. (ALVIN P. CARDINES)

Tacloban to receive P1.5 M aid from WHO

TACLOBAN CITY-Councilor Cristina Gonzalez Romualdez said that she is upbeat that the living condition of the people of Tacloban in the next few years would improve for the better.

And this can be achieved with the help of a system designed by the World Health Organization among urban areas in the world .

The councilor made a presentation before an international conference held in New York last October 27 wherein she made a presentation on the number of programs and projects initiated by the city government under the present leadership of her husband, Mayor Alfred Romualdez, which aim to help improve the living conditions of the people of Tacloban.

Among the projects the wife of Mayor Romualdez presented before the international gathering, sponsored by the World Health Organization, were the distribution of health cards, access to sanitary toilets to the barangays, a housing project in collaboration with the Gawad Kalinga, cleanliness campaign and the creation of a help-based office under the office of Mayor Romualdez.

All these programs and projects were all in accordance with the URBAN HEART of the WHO. The system refers to the Urban Health Equity Assessment and Response Tool which has been implemented by the WHO since 2007.

Aside from Tacloban, the other Philippine city invited to present program which uses the WHO-assessment tool was Parañaque together with other cities coming from 14 countries.

Councilor Romualdez said that with the city government implementing its various programs using the assessment-tool of the WHO, the city government is expected to receive a financial assistance of P1.5 million from the WHO which it will use to improve further its on-going programs and projects.

According to Romualdez, with the system now put in place, it would now be easy for city leaders like her to know the needs of the barangays in the city, especially those located within the urban section of Tacloban.(JOEY A. GABIETA)

LUCENA CITY — House Deputy Minority Leader Danilo Suarez has announced the election of Leyte Rep. Ferdinand “Martin” Romualdez as president of the Lakas-Kampi-Christian Muslim Democrats (CMD).

Suarez said Lakas-Kampi-CMD members strongly believe that Romualdez can rebuild the former dominant political party in the country.

“We came up with a leadership decision on who will be the president of the Lakas-Kampi-CMD. There was a unanimous consensus that it would be Congressman Romualdez,” Suarez told reporters in a press conference late Saturday night at the Quezon Convention Center .

“We will try to recruit some more and win back former party-mates. This is more of a party effort and Martin is pretty qualified to handle those activities,” Suarez added.

Suarez said it is high time for the Lakas-Kampi-CMD to elect a new and permanent set of leaders. “After the May elections, parang lull kami kasi puro interim and temporary. So now that the minority had been established already, we’ve decided, especially after the barangay elections, that we will come up with permanent sets of officers,” said the House deputy minority leader.

Suarez added that former President Gloria Macapagl-Arroyo will be the party’s chairperson again. “She will be the chairman. I don’t think she will refuse and we feel that she should be playing an active role because of the respect and our commitment to pursue her ideas.”

The House deputy minority leader also aired his opinion on Lakas-Kampi-CMD lawmakers who have allied with the Liberal Party (LP). “That has been a tactical (Lakas members in majority) arrangement and has the blessings of no less than the chairman (Mrs. Arroyo),” said Suarez. (RYAN PONCE PACPACO)

22 sites eyed for ocean energy

MANILA, Philippines—The Department of Energy has identified 22 prospective sites that can be developed by interested investors to produce the much needed additional power capacity using ocean energy resources.

The DOE said it was promoting Philippine ocean resources, which could generate as much as 170,000 megawatts, following the commercialization of ocean energy in other countries. Tapping the ocean as an energy resource involves emerging technologies that use the power of temperature difference, waves and tides to create energy.

These specified areas, the government agency added, hold ocean thermal and tidal energy potential.

Documents from the DOE identified 14 ocean thermal energy potential sites: San Vicente, Ilocos Sur; Agno, Pangasinan; Palauig, Zambales; Mananao, Mindoro; San Jose, Antique; Manukan, Misamis Occidental; Omosmarata, Basilan; Palaui Island, Cagayan; Dijohan Pt., Bulacan; Mascasco, Masbate; Batag Island, Northern Samar; San Francisco, Surigao del Norte; Lamon Pt., Surigao del Sur, and Lacaron, Davao del Sur.

The DOE has also identified eight potential ocean tidal energy sites, which included the Hinatuan Passage, Bohol/Taliban Strait, Surigao Strait, Gaboc Strait, Basiao Channel, San Bernardino Strait, Basilan Strait and San Juanico Strait.

“Further, a study undertaken by the Oceanographic Co. of Norway showed that ocean wave energy has an enormous potential capacity on Batanes Islands, Cagayan, Polilio Islands in Aurora and Bolinao in Pangasinan,” the DOE added.

However, the development of ocean energy is capital extensive as references have indicated that a 100-MW project would require a $250-million investment.

Assistant Energy Secretary Mario Marasigan said the Philippines was even “lucky to have two proponents in ocean/marine energy... [which] are energy projects involving emerging technologies.”

US firm Deep Ocean Power Philippines Inc. is currently conducting studies in at least 36 sites covering 21,000 hectares in Ilocos, Pangasinan, Zambales, Mindoro, Isabela, Panay, Negros, Samar, Leyte and some parts of Mindanao, for possible ocean power sources. However, its efforts were expected to be focused primarily on Occidental Mindoro and Antique, the DOE said.

Earlier this year, Bell Pirie Power Corp. was also awarded a renewable energy service contract for a planned 5-MW Cabagan ocean energy project in Zambales.

2 high-school studes from Tacloban to represent APRSAF in Melbourne


TACLOBAN CITY – Two high school students from this city will represent the country in the upcoming Asia Pacific Regional Space Agency Forum (APRSAF) Water Rocket Competition to be held in Melbourne, Australia next month.

The two students were Julius Dacuycoy and Edward Louie Chua from the Asian Development Foundation College-Bliss Sagkahan Campus, fourth year and third year students, respectively, who bested 23 other students representing other schools in the country including students from the Philippine Science High School Eastern Visayas Campus who landed 2nd place in the competition.

The competition was held at the Marikina Riverbank ground spearheaded by the Department of Science and Technology – Science Education Institute (DOST-SEI) in cooperation with the Philippine Foundation for Science and Technology, the DOST-Philippine Atmospheric, Geophysical, and Astronomical Services Administration and the Department of Education.

Dacuycuy and Chua will be competing against representatives from 20 other Asian countries in Melbourne.

This is not the first time the ADFC will be representing the country in the APRSAF competition. In February of this year, ADFC students were also the countries representatives in the APRSAF Water Rocket Competition held in Bangkok, Thailand.

It was learned that during the competition it was only the rocket of ADFC students that landed within the range target of three meter radius from the 60-meter distance.

Their water rocket successfully landed 2.56 meters from target.

The water rocker competition is held regularly as part of the observance for the World Space Week Celebration.

The said competition is done regularly to provide venue for students, teachers and educators to learn more about space science.
Space science is said to play a major role in the preparation of people for major calamities and disasters.

The 31-member APRSAF was established in 1993 in response to enhance the development of each country’s space program and to exchange views toward future cooperation in space activities in the Asia-Pacific region

It also intends to ensure wider participation of space agencies, government officials, regional and international organizations and institutions responsible for applying space technology, as well as space agencies from outside the region and private sectors as observers.

In an interview with the teacher coach of the ADFC students, Lourdes Tan, she said that her students are now preparing for the international competition but their training is not as rigid as what they had done last year.

“Unlike last year that we need to have an intensive and rigid training for the students, right now we are just polishing them for the competition as part of our preparation,” Tan said.

She added that with the experience that they had in the competition last February, they learned some pointers which they can study and apply to the upcoming competition.

Tan, however, revealed that the November competition in Melbourne, it was the coach from the Central Office of the DOST who will join the team of ADFC in the APRSAF Water Rocket Competition along with the parents of the students.

Oregon investors eye PPP projects

MANILA, Philippines - Businessmen from the US state of Oregon have expressed interest in investing in the Philippines through the government’s Public-Private Partnership (PPP) initiative, the Board of Investments (BOI) said yesterday.

In an interview with reporters, BOI managing head Cristino L. Panlilio said the Oregon business delegation considers the PPP a viable option, particularly in bringing “green technology” to the Philippines.

“They are keen on investing for a green environment,” Panlilio noted.

The government will be launching the PPP through a roadshow from Nov. 18 to 19, offering 10 PPP projects for 2011 worth P127.8 billion.

The government is expecting P348.5 billion worth of investments in the power sector under the PPP. Panlilio said for 2012 and beyond, they are considering 43 new projects in the power sector with a combined worth of P348.5 billion.

Likewise, Panlilio said that there are already 28 projects that require P263.5 billion in investments that are up for competitive selection. He said that for 2012, 73 projects have been identified for PPP.

For 2010, the PPP projects are centered in three sectors. These are tourism, agri-business and renewable energy. In the tourism sector, the projects are the MRT and LRT expansion project worth $1.56 billion; LRT Line 2 East extension worth $251 million; Puerto Princesa Airport, $97 million; and new Bohol airport, $168 million.

In the agribusiness sector, the two projects are the Kabulnan multipurpose irrigation and power project worth $319 million and the logistics support on the agri-fishery products supply chain worth $33 million.

The three renewable energy projects consist of wind farm power projects worth $125 million, the Northwind Pamplona project worth $75 million and the Northwind Aparri project worth $100 million.

Purisima has high prospects for the project, saying that the partnership has been a tried and tested formula in many parts of the world.

“The PPP agenda is a strategy to address the lack of infrastructure in the country. Public Private Partnerships in infrastructure is a strategy used all over the world to augment and complement public investments in infrastructure,” Purisima said.

The milestone conference, to be held at the Manila Marriott Hotel in Pasay, will examine investment opportunities, profiles of PPP projects in the Philippines, as well as policy, regulatory, and legal concerns in developing the infrastructure sector in the country.

Purisima said the partnership would enable the government to provide funds for other areas and sectors in need.

“The new government is faced with decade-old problems which have discouraged private sector investments in infrastructure. We’re not saying this will be fixed overnight but we’re saying that we know the problem and the entire economic team is aggressively finding ways to solve these problems soonest. We are committed to build the institutional framework that will allow government to smoothly undertake PPP transactions,” he said.

One could walk through the different processes before herbal tablets are made, from the washing of the good leaves to air drying to baking and making the granules, up to the packaging and packing them into boxes.

Then one could go to the Plant's tea house and see how various herbal teas are bagged, and then sit comfortably while sipping a delicious and soothing concoction of ampalaya, niyog-niyogan or ulasimang bato.

Don't forget to wash the hands with herbal soap which are also manufactured by PITAHC, the Akapulko Soap, Bayabas Soap, Calamansi Soap, Carrot Soap, Cucumber Soap, Kamias Soap, Labanos Soap and Papaya Soap.

Away from the maddening crowd, so they say, the Herbal Plant, with a little add-on here and there, can truly be a medical hideaway.

The PITAHC Herbal Plant in Eastern Visayas is located in a 36 hectares rolling hills at Barangay Bagacay in Tacloban City. Called the Tacloban Herbal Pharmaceutical Processing and Manufacturing Plant, it is one of the four herbal plants operated by the Philippine Institute of Traditional and Alternative Health Care. The other plants are in Cagayan Valley, Davao and Cotabato.

Now able to produce 180,000 tablets per day, the Plant intends to manufacture lagundi, sambong, tsaang gubat, yerba Buena, akapulko, ampalaya, ulasimang bato tablets and garlic capsules.

The plant facilities consist of buildings, machineries and equipment for drying and processing of raw materials, dosage manufacturing, quality control, animal production and Bioassay for animal pharmacological and toxicological studies. The plant has a twenty-two (22) hectare land area, eleven (11) hectares of which is planted to the first batch of the five (5) priority plants to supply the plant with raw materials.

The personnel are all local recruits who have been given special training in their respective technical jobs.

The Tacloban Herbal Pharmaceutical Processing and Manufacturing Plant is truly a major milestone in the Philippine government's efforts toward self-reliance on basic pharmaceutical needs through production from indigenous materials, a good medical tourism destination. (PIA 8)

New traffic rerouting scheme to take effect on Monday

TACLOBAN CITY- Starting this Monday, a new traffic rerouting scheme is to take effect which would affect public utilities having the Tacloban-Campetic route.

This was revealed by Isabelo Lagutan, spokesperson of the Traffic Maintenance Enforcement and Control Office (TOMECO), who added though that the rerouting scheme would only be a dry-run, depending how effective it would be in easing the traffic flow.

"This new rerouting scheme will only be on a dry-run basis and only good for 15 days. However, this could be implemented for good if we get the desired results," Lagutan said during the weekly media forum "Express it at the Park" held at the Leyte Park Resort.

He said that the new traffic scheme was designed to help ease the traffic and shorten the length of travel among students studying within the citys university belt.

Based on this latest rerouting scheme to be introduce effective this Monday, all passenger jeepneys and multicabs with a Tacloban-Campetic route and whose plate numbers are ending on odd numbers(1,3,5,7 and 9) would take the following route- from Campetic, they shall use the Fatima-Sagkahan road going to Sagkahan-Esperas Avenue and upon reaching the corner of Esperas Avenue-Imelda Street shall turn left and then make a right turn at Real St., proceed to the Magsaysay Boulevard up to Sabang area then going towards Tacloban City Bus Terminal at Abucay.

And vehicles whose plate numbers are ending with even numbers (2,4,6,8 and 0), starting from Campitik, they would also take the Fatima-Sagkahan Road towards to Old Road Sagkahan-Esperas Ave. and upon reaching the corner of Esperas Ave.-Imelda, they shall turn left towards corner Imelda-Paterno then left towards Msgr. Lino Gonzaga Ave. then to Salazar St.
Upon reaching the corner of Imelda-Salazar, they shall turn left towards Rizal Ave-Justice Romualdez St, then left to Quezon Blvrd. going to Sabang Area then stop at the new bus terminal.

Lagutan said that his office has already "properly disseminated" this new traffic scheme to owners and drivers to be affected by this new scheme.

Based on their records, there are 118 jeepneys and multicabs using the Tacloban-Campetic road. (JOEY A. GABIETA)

TOSHIBA Information Equipment Philippines Inc., a subsidiary of Toshiba Digital Media Co., is eyeing Leyte for possible expansion.

Thus said Gov. Carlos Jericho L. Petilla shorting after meeting with officials of the company.

The governor said the visit of the Japanese investors over the weekend was mainly a courtesy call, but he took the opportunity to present possible sites for their plant expansion.

The governor is optimistic Toshiba will consider Leyte, a two-time recipient of the Most Business Friendly Province citation.

Toshiba Corp. is one of the companies that assured investments for their expansion in the Philippines during President Benigno Simeon C. Aquino III’s visit to Japan for the Asia-Pacific Economic Cooperation summit in Yokohama last week.

The party, headed by Toshiba Information Equipment Philippines president Yoshiyuki Yano, included executive vice president Tatsumi Sato, Yamaichi Electronics Co. Ltd. president Shunji Orita and concurrent Philippine Economic Zone Authority Board Member Francisco Ferrer.

Leyte Chamber of Commerce and Industry assistant treasurer Charlie Uykim escorted the visitors.

“I don’t know what they want, we don’t know yet what their plans are but definitely they are looking around for destinations of their plants,” Petilla said. “I just readily made the presentation just so they would know our place as they look around.”

The sites he presented were the government center in Palo town where the Information and Communication Technology Park is located, and the Leyte Industrial Development Estate in Isabel town which accommodates Philippine Associated Smelting and Refining Corp. as well as Philippine Phosphate Fertilizer Co. Inc.

A global producer of solid state devices (SSD), Toshiba expects to boost its worldwide share in the PC notebook and enterprise drives. SSDs are hard-disk drive-like devices that store data on flash memory instead of a revolving magnetic disk. The company set up its main facility in the Philippines at Laguna Technopark in Sta. Rosa, Laguna in September 1995.

Leyte ICT Park is not a suitable site for Toshiba's microchip manufacturing... The best site is EVRGC, specially designed and approved by PEZA for manufacturing companies. I hope the City Dad would look into this and invite the execs of Toshiba to consider EVRGC.:)

LIDE is congested already...the freshest site in the market is EVRGC...Also, one thing that Icot should consider, Leyte ICT Park is proximate to hundreds of residential houses, government offices and schools. Come to think of the hazardous effects of the plant's waste to human health...Besides, it's not all about investments, it's about health and environment.

P300 M Tacloban City port project to be implemented next year yet

TACLOBAN CITY-The implementation of the P300 million worth fish port project in this city will not be realized this year, Bureau of Fisheries and Aquatic Resources (BFAR) Regional Director Juan Albaladejo said yesterday.

However, Albaladejo said the project will just be implemented on the second quarter next year despite the release of the P50 million initial funds to the Philippine Fishery Development Authority (PFDA) for preliminary surveys of the project.

“The construction will start on June 2011. This is because there were some agencies that were against putting the project to our proposed site,” he said.

The official is referring to the objections of the Philippine Ports Authority (PPA) claiming they were not consulted on the proposed project and the area where the project will be located is within the port parameter that could affect their operations.

Instead, Albaladejo said the project site has been transferred at the Old Bus Terminal which is just one-hectare, short from the required five-hectare area.

“As of now, there are no impediments so far that could derail some plans on the implementation. The city government has initiated already for the finalization of the project site and this will surely push through next year,” he said.

The reason, among others, why the target date has been move to June 2011 is that the PFDA has still to conduct another study as the location has been changed.

It was learned that PFDA will be the one to supervise the fish port but will transfer the management to the city government once the latter will be able to manage the port facilities.

Albaladejo said the one-hectare area at the old bus terminal will be initially used for the construction of the refrigeration and storage facilities.

“I don’t see any problem now that it will not be pushed through,” he said

JG Summit mulls entry into new infrastructure projects via PPP

MANILA, Philippines - JG Summit Holdings Inc., the investment holding firm of the Gokongwei family, wants to beef up its infrastructure investments and is open to entering new businesses such as road, power, airport and other public utilities, especially those that would fall under the Public-Private Partnership (PPP) program of the government.

Company president Lance Gokongwei said they are “eagerly awaiting” the list of projects under the PPP which government will unveil in a briefing next week.

“We want to go into new businesses that we will have competitive advantage in, even those we have not been into yet,” he said.

JG Summit’s subsidiaries and affiliates include listed companies Digital Telecommunications Philippines Inc., Cebu Pacific Air Holdings Inc., JG Summit Petrochemical Corp., Robinsons Savings Bank Corp., First Private Power Corp., Robinsons Land Corp., JG Summit (Cayman), Universal Robina Corp., JG Summit Philippines Ltd., JG Summit Ltd., JG Summit Capital Services Corp., Express Holdings, Inc. and Unicon Insurance Brokers.

Gokongwei also told The STAR that they are on the lookout for new investments in the banking sector, including the acquisition of existing banks. JG Summit is awaiting approval from the Bangko Sentral ng Pilipinas (BSP) for the merger of its two banks.

Robinsons Savings Bank (RSB) and Royal Bank of Scotland (RBS) recorded revenues of P1.2 billion for the nine months of fiscal year 2010, a 48.4 percent increase from last year’s P806.28 million, since bank revenue this year includes revenue from RBS, which was acquired during the second quarter of fiscal 2010.

Net income for the period for the banking subsidiaries amounted to P206.51 million a 42.5 percent increase from last year’s P144.91 million. Officials said the growth in net income is mainly due to higher interest income recorded by RSB during the period, from P720.45 million for the nine months period last year to P911.85 million.

Meanwhile, JG Summit’s net income for the first nine months of 2010 amounted to P12.77 billion, a 113.3 percent growth from the P5.99 billion generated in the same period last year. Third quarter net income amounted to P5.02 billion.

Company officials explained that the remarkable performance of major subsidiaries of the group contributed to the significant growth in its bottom line. The group’s core earnings before taxes showed a 115.6 percent growth for the nine months of the year from P7.12 billion to P15.36 billion.

The government's PPP program is our best last resort for DZR Airport's Terminal construction. Let's hope that our City Dad would help encourage and convince the execs of JG Summit to undertake the project. JG Summit knows for sure how feasible the project would be especially for one of their earning companies i.e. Cebu Pacific Air. Also, the trust and confidence they have given to Tacloban's economy is an added factor for them to pursue the project.:)

it's just so depressing to know that the hotspots in Astro are becoming out of class and drawing Class D crowd. I'm not stereotyping but that's reality. Also, the poor security and bad sanitation of the place catch a lot of attention and concern from the visiting public.:ohno:

I have a feeling that our national gov't did not forsaken us totally, di lang siguro tayo napasama sa top 10 priority project sa ngayon. We never know na maybe were included in the next batch of PPP priority infrastructure projects. For sure, PNoy will help us to improve our infrastructures in Eastern Visayas mainly because we are top taxpayers in the country per BIR-08 press releases and some (strong) political allies of PNoy here. Not unless, politicking would prevail over public interests. I do hope everyone must workout and swallow their pride helping one another to make it realize, public interest / safety must prevail before political interest.

In short poor management of TCCC or Astrodome.

Should have been fully develop, provide round-the-clock maintenance jobs, ample lighting, added security personnel, clean public toilets, and designated concrete-pave car parking space. Don't forget, strict implementation of "NO MINORS ALLOWED".

Dress codes? It should be the part of the owner of establishment nor organization of the establishment owners of TCCC. Its beyond our control as to whom their customers, afterall business is business.

@Ijun: Hindi naman siguro sa niloko tayo ni pgma. There were past airport projects that pushed through to her credit as well -Iloilo Airport and Bacolod Airport. Bohol-Panglao airport, although a project of the past administration, is currently being supported by P-noy although the incumbent governor Edgar Chatto is Lakas-Kampi, and 3rd District congressman and former tourism sec Arthur Yap is a close ally of Arroyo.

That's why you're right by saying that we should not sensationalize the Aquino-Romualdez rivalry, because I don't think such exists at all. If P-noy is really bent on leading this country in the right direction, then he should not choose projects just because of personal politics. Patience is a virtue we Filipinos are not good at. But there are several PPP projects in the pipeline in 2011 henceforth. I'm pretty sure our airport will be included because it's one of the most busiest airports in our country. :)

^^i don't think it was a "paasa".naka phase 2 man an dzr kan gma.ada na ito kan penoy kun ig papadayon niya...an iba na kadurungan naton han un kan gma gin padayun man.why man kta waray?...we have all the statistics to back us up and i think its just right na mag ingay tayo para ma notice kita.if not now when man?another 10 years?long overdue na kaya ito...now will he prioritize us despite the city being a "romualdez country"?...actions speaks louder than words...:)

Toshiba officials briefed on Leyte as potential investment site



TACLOBAN CITY – Officials from the Toshiba Information Equipment Philippines Inc., a subsidiary of Toshiba Digital Media Co., made a visit on Saturday to the province of Leyte and met with Governor Jericho “Icot” Petilla. The governor hinted that the hard disk drives manufacturer, which has its main facility at the Laguna Technopark Special Economic Zone in Sta. Rosa, Laguna, may be looking for possible sites for its expansion.

Toshiba Corporation was among those that assured millions in pesos in investment for its electronics products expansion in the Philippines during President Benigno “Noynoy” Aquino III’s visit to Japan where he met with Japanese business leaders before proceeding to the Asia-Pacific Economic Cooperation summit in Yokohama.

The governor said that though the purpose of the visit by the Toshiba officials was mainly for a courtesy call, he took an opportunity to present the province’s potential as a location for their plant expansion and operation.

“I don’t know what they want, we don’t know yet what their plans are but definitely they are looking around for destinations of their plants. I just made the presentation just so they would readily know our place as they look around,” Gov. Petilla said.

The Toshiba officials who met with the governor was headed by Toshiba Information Equipment Philippines President Yoshiyuki Yano, and included Executive Vice President Tatsumi Sato, Yamaichi Electronics Co. Ltd. President Shunji Orita, concurrent Board Member of the Philippine Economic Zone Authority Francisco Ferrer.

Charlie Uykim of the Leyte Chamber of Commerce and Industry (LCCI) escorted the Toshiba officials.

Petilla said he particularly presented to the officials possible sites should they want to expand in the province.These possible sites are the Government Center, other private lands in Palo area or at the Leyte Industrial Development Estate (LIDE) In Isabel, Leyte which is the location of two other big companies – PhilPhos and PASAR.

Offering a site at the Government Center would form part of the long term plan for this provincial-owned property which is presently the site of government offices,a historical landmark, PEZA failicility Leyte ICT Park and upcoming four-star resort hotel.

Toshiba is a leading global producer of solid state devices (SSDs) and expects to boost its worldwide share in the PC notebook and enterprise drives. SSDs are hard-disk drive-like devices that store data on flash memory instead of on a revolving magnetic disk.

Toshiba’s initial export projection is $54.916 million annually. Major markets include the US, Europe, China, Japan, Taiwan and Korea.

Toshiba Information Equipment Philippines Inc. has been a PEZA-registered company since September 1995 manufacturing hard disk drives in its Laguna Technopark Special Economic Zone facility in Sta. Rosa, Laguna. (AHLETTE C. REYES)

You know na kuya @ethan kay why the Governor did not include in the presentation to the Toshiba delegation kay may priorities man. Of course, to make a realization of Leyte ICT Park as the next booming IT destination and LIDE na din kay mas convenient yung shipment ng raw and finished products kasi malapit na sa Cebu City for exportation.

I believe, without proper airport or seaport facilities EVRGC will remain idle land. It should coincide with ample infrastructure so that shipment or airlift cargo can be easier and cheaper. Oo nga mura ang manpower pero malulugi ang company if there are no sufficient facilities within the locality for shipment. Cguro pag marealize yung Toshiba plant expansion, wherever the location may it be, the rehabilitation of DZR airport will be fasttracked. Hoping Toshiba mgt would choose Leyte for their next destination.

“We are committed to provide public service to the community by donating school buildings to depressed areas,” Ching said.

Called the “Barrio School Project,” the business chamber has also rehabilitated and renovated school buildings that were destroyed by natural calamities.

“This is also our way of helping the government provide school buildings especially in far-flung areas. I personally visited one barangay in the northern part and saw the pitiful situation of their classrooms. So I immediately recommended for the donation of the school building,” Ching said.

The association is also into disaster preparedness with a number of volunteers for their “Fire Brigade.”

MANILA, Philippines - Only 3 of the 10 listed projects under the Aquino administration’s public-private partnership (PPP) program are expected to start construction by next year.

Budget Secretary Florencio Abad said most of the infrastructure projects listed under PPP for 2011 are still in the preparatory stage, and might still need more time for them to commence.

“There are only 2 to 3 projects that may take off next year since the remaining [projects] are still in the preparatory stage,” said Abad, who will speak at the Infrastructure Philippines conference on Thursday, where the Aquino administration’s flagship PPP development thrust is to take center stage.

As of Wednesday, the government was able to register some 400 investors to participate in the conference, Abad said.

Abad did not identify which of the listed PPP projects will start construction by 2011.

The listed 10 projects include
- Metro Rail Transit (MRT)-Light Rail Transit expansion, to cost P70 billion
- MRT Line 2 extension, P11.29 billion
- new Bohol airport, P7.54 billion
- Puerto Princesa Airport, P4.36 billion
- North Luzon Expressway- South Luzon Expressway link, P21 billion
- Cavite-Laguna Expressway-Manila side section, P10.5 billion
- Daraga International Airport, P3.07 billion

The 3 remaining projects, the costs for which have yet to be determined, are the development of the City Terminal for Diosdado Macapagal International Airport, the privatization of the Laguindingan Airport operation and maintenance, and the supply of treated bulk water for Metro Manila.

Finance Secretary Cesar Purisima earlier said only a handful of the 100 listed PPP priority projects are ready for construction, and many still need additional feasibility studies to take off.

He said for next year, the government will list 10 more in the PPP priority list, and probably more than 10 by 2013.

“The focus will be on three major areas which are tourism, the food-supply chain and, of course, general infrastructure to make our cities more livable and more competitive,” Purisima said.

In Thursday's conference, economic managers will introduce the country’s revitalized PPP framework under the new government. The officials will discuss the new efforts to improve project development, review and approval, financing and risk allocation in project structuring, execution and monitoring.

Implementing agencies such as the Department of Public Works and Highways and the Department of Transportation and Communications will also be presenting their infrastructure projects for possible private-public partnerships, as well as their planned timelines for bidding out these projects. Purisima said the government might also float infrastructure bonds to help shore up the necessary funding for the infrastructure projects.

Proceeds of the bond issuance will be given to the project proponent as its loan from the Aquino administration.

Ang maong grupo magpahigayon og ocular inspection ngadto sa mga airports sa Tacloban City, Ormoc City og Maasin City samtang usa ka consultative nga mga tigum sa mga tagsa-tagsa ka mga siyudad gikan sa Nobiembre 22-26, 2010.

Si Rep. Mercado karon anaa na sa iyang katapusan nga termino ingon nga representative sa Southern Leyte nga bugtong legislative district misaad sa pagtapos sa airport sa siyudad didto sa Barangay Panan-awan og ang alternative docking port at Barangay Guadalupe, all of Maasin City.

Sa Eastern Visayas, ang Tacloban Airport gi-konsidera ingon nga "trunkline" airport samtang ang secondary aiports sa rehiyon mao ang Catarman, Calbayog og Ormoc. JG Summit mulls entry into new infrastructure projects via PPP

MANILA, Philippines - JG Summit Holdings Inc., the investment holding firm of the Gokongwei family, wants to beef up its infrastructure investments and is open to entering new businesses such as road, power, airport and other public utilities, especially those that would fall under the Public-Private Partnership (PPP) program of the government.

Company president Lance Gokongwei said they are “eagerly awaiting” the list of projects under the PPP which government will unveil in a briefing next week.

“We want to go into new businesses that we will have competitive advantage in, even those we have not been into yet,” he said.

JG Summit’s subsidiaries and affiliates include listed companies Digital Telecommunications Philippines Inc., Cebu Pacific Air Holdings Inc., JG Summit Petrochemical Corp., Robinsons Savings Bank Corp., First Private Power Corp., Robinsons Land Corp., JG Summit (Cayman), Universal Robina Corp., JG Summit Philippines Ltd., JG Summit Ltd., JG Summit Capital Services Corp., Express Holdings, Inc. and Unicon Insurance Brokers.

Gokongwei also told The STAR that they are on the lookout for new investments in the banking sector, including the acquisition of existing banks. JG Summit is awaiting approval from the Bangko Sentral ng Pilipinas (BSP) for the merger of its two banks.

Robinsons Savings Bank (RSB) and Royal Bank of Scotland (RBS) recorded revenues of P1.2 billion for the nine months of fiscal year 2010, a 48.4 percent increase from last year’s P806.28 million, since bank revenue this year includes revenue from RBS, which was acquired during the second quarter of fiscal 2010.

Net income for the period for the banking subsidiaries amounted to P206.51 million a 42.5 percent increase from last year’s P144.91 million. Officials said the growth in net income is mainly due to higher interest income recorded by RSB during the period, from P720.45 million for the nine months period last year to P911.85 million.

Meanwhile, JG Summit’s net income for the first nine months of 2010 amounted to P12.77 billion, a 113.3 percent growth from the P5.99 billion generated in the same period last year. Third quarter net income amounted to P5.02 billion.

Company officials explained that the remarkable performance of major subsidiaries of the group contributed to the significant growth in its bottom line. The group’s core earnings before taxes showed a 115.6 percent growth for the nine months of the year from P7.12 billion to P15.36 billion.

The government's PPP program is our best last resort for DZR Airport's Terminal construction. Let's hope that our City Dad would help encourage and convince the execs of JG Summit to undertake the project. JG Summit knows for sure how feasible the project would be especially for one of their earning companies i.e. Cebu Pacific Air. Also, the trust and confidence they have given to Tacloban's economy is an added factor for them to pursue the project.:)

Rafael's Farm plans to expand

BABATNGON, Leyte -- Driven by strong demand, a three-year-old Leyte-based resort is eyeing to expand in the next five years requiring an initial investment of at least P100 million, the property owner said.

Rene Tampil of Rafael's Farm said that their plan is to fully develop the 16 hectares property in Barangay Pagsulhugon of this town, about 25 kilometers north of Tacloban City.

The expansion will include a construction of a hotel, swimming pool, spa, kiosks, and more cottages. About five hectares of the property are now developed.

"When we started early of 2007, we never expected that the demand for facilities like this is very high. That pushed us to think of how we will develop the whole area. The present structure is just 20% of our vision for this place," Tampil told Leyte Samar Daily Express.

"Our plan for the next five years is what we have in our mind for now but we are open for more expansion depending on the demand."

Currently, Rafael's Farm is constructing a function hall, which will be operational by first quarter of 2011. "Those who come to dine here asked us if they can hold meetings here but we refused since we have no room for it," he added.

From a restaurant in 2007, the firm was able to set cottages, tree house, open-air-walking place, and artificial lake for boating.

Rafael's Farm has drawn customer even top executives from Manila who came to visit the region. Families also came to be away from the noise and pollution of the city.

"We have not expected a very good market because the place is pretty far from the city but I was surprised to see people coming here. I think ambience and choice of food are what keeps them coming here," Tampil stressed.

The formerly idle land property in this town was acquired by Join Us Restaurant in 2001 with the intent to plant vegetables and crops but they were prompted to set up a restaurant. The resort was named after Tampil's grandson.

Join Us was established in early 1990's by Tampil and it later expanded into a meat shop with shops in key streets of Tacloban City. After graduating from commerce course, he launched a small carenderia with a starting capital of only P500.

"But now, we want to focus on developing this resort instead of operating the restaurant and meat shop in the city," he pointed out.

Rafael's Farm is known for having structures that remind some visitors of the upscale resort huts in Bali, Indonesia. All around, the landscaped place is green with grass and other plants.

Actually they've already started their expansion at the back portion of their present restaurant. Also their manmade lagoon they've make expansion when I visited their place last May. Maganda and tranquil ng place, good to those people who love to have a weekend gate-away from urban hustles and work pressure. Sana dumami ang mga ganitong resorts jan sa Babatngon.
