As of December 20, the BoC-8 was able to collect more than P303.57 million, just a percent away from its collection goal, cashier Rommel Eamiguel, said. For 2010, their national office gave them a collection target of P305 million, Eamiguel said. "We are confident that we can really achieve our goal collection considering that we just need around P 2 million," he said. For year 2011, their central office has yet to inform them of their collection target. The income derived by the BoC-8 came from the taxes it generates from the three major ports in the region, namely, the Tacloban port, Isabel port and the Catbalogan port. Of these three ports, its the Isabel port which contributes the huge chunk of the BoCs collection. Based on the still uncomplete figures, the Isabel port was able to generate more than P257.380 million collection. It is in Isabel where the regions only economic zone is located. These are the Philippine Phosphate Fertilizer Corp. (Philphos) which manufactures fertilizers and the Philippine Associated Smelting and Refinery Corp. (PASAR) which manufacture copper cathodes used for the production of electric wires and cables. Products from these two companies are being sold to other countries. Eamiguel said that they are confident that they could collect the target collection set by their central office for 2010. He reported that in 2009, they barely achieved their tax collection. Come and be one of us! ijun January 3rd, 2011, 11:07 AM City residents urge to join campaign of cleaner waterways along Mangonbangon River TACLOBAN CITY - City residents here were urged to join in the campaign for a cleaner waterways, particularly at the Mangonbangon River that traverses through the citys many urban areas, as a technical working group (TWG) for the "Linis Estero" program has been set up, tasked mainly to clean up the river and more strictly impose penalties - community service in particular, to apprehended polluters. The TWG composed of various government agencies headed by the Environmental Management Bureau and the city government itself through its City Environment Office. Maribel Munsayac, EMB-8 regional coordinator for solid waste management, said that this program is banking on "people's campaign" as a strategy, with the clean-up and rehabilitation of "esteros" to be carried out by the Department of Environment and Natural Resources, partner agencies and the LGU in the coming months with the help of the public. Aside from the "people's campaign" strategy, the group would also be imposing fines and penalties for polluters as provided under RA 9003 or the Ecological Solid Waste Management Act of 2000. Munsayac said that imposing stiffer penalties including community service may just prove effective from deterring people, particularly those dwellers along the Mangonbangon River, from polluting the river. Elements of the polluters offense shall be as follows: littering, throwing, dumping of waste matters; or causing or permitting the same, recipient waste matters must be public places such as roads, sidewalks, canals, esteros or parks and establishment. Conviction of such an offense carry a fine of not less than P300 but not more P1,000 or render community service for not less than one day to not more than 15 days to an LGU where such violation was committed. Imposition of fines and penalties is, however, subject to the existing ordinance, if there is one. It was learned that President Benigno "Noynoy" *Aquino III himself supports community service for polluters rather than the fine. A Memo-randum of Understanding is set to be signed between the DENR and the LGU where the former has the task of providing assistance to LGU in information and education campaigns and shoulder cost of fees for trainers, facilitators in environmental scanning and strategic planning; while the latter has the responsibility to provide manpower and personnel to enforce the law, promulgate an ordinance if there is none as well as mobilize local resources and facilitate cooperation. What happened there was Macias was alone, or only had one or two companions when the bidding occurred at the DepEd in Manila. In contrast, people from your province came in full force. At that time, Negros Oriental already had a well built rubberized coliseum that would not have needed modification for Palaro standards...yours had none. According to my friend, what really happened was the late Governor probably gave in to your province to get the right to host that Palaro in order to help your province. They probably saw that we already have the market for another mall after receiving investments in the BPO sector. What happened there was Macias was alone, or only had one or two companions when the bidding occurred at the DepEd in Manila. In contrast, people from your province came in full force. At that time, Negros Oriental already had a well built rubberized coliseum that would not have needed modification for Palaro standards...yours had none. According to my friend, what really happened was the late Governor probably gave in to your province to get the right to host that Palaro in order to help your province. Now with regards to SM, SM people paid the mayor a courtesy call (http://balita.ph/2010/12/22/dumaguete-mayor-business-sector-optimistic-of-economic-boom-after-signing-of-power-supply-deal/). They probably saw that we already have the market for another mall after receiving investments in the BPO sector. The BPO sector has been contributing a lot to Dumaguete economy in terms of giving people and entrepreneurs some disposable incomes. ^^^^ Can we just get over these old damn issue and let us move on. Romualdez (DZR) Airport, one of the countrys biggest airports in terms of passenger volume, has posted around P31.9 million in income last year. Engr. Sergio Sumergido, officer-in-charge of the Civil Aviation Authority of the Philippines (CAAP) based in Tacloban City, said the income of the DZR Airport is based on their preliminary collection report and could increase if the final report would be made by their agency. "We expect a 10% growth from our income this year," Engr. Sumergido said. CAAP collects aeronautical fees from airline companies, rental revenues from occupants inside the airport and terminal fees paid by the passengers. "We hope to sustain the encouraging resultstremendous growth has been observed and we also hope to increase collection if the airport would be fully rehabilitated as it would accommodate more and larger aircrafts," Sumergido said. Based on the latest assessment of the committee on transportation of the House of Representatives, some P5 billion will be needed to fully rehabilitate the DZR Airport. Rehabilitation of the new terminal building alone would require P900 million up to P1 billion. DZR Airport is the countrys seventh busiest airport outside Metro Manila in terms of passenger volume, with 830,579 passengers using it, according to 2009 data of the Civil Aviation Authority of the Philippines (CAAP). It ranked behind the Mactan, Davao, Iloilo, Bacolod, Cagayan de Oro and Caticlan airports. Meawhile, CAAP has recorded 373,398 incoming passengers in 2010 while around 375,914 were outgoing passengers. These lines convinced the national government in allocating a huge amount for the installation of an Instrument Landing System (ILS) for the Daniel Z. Romualdez Airport, this city. Mayor Alfred Romualdez in an interview says that the installation of an ILS is much worth spending than the on -going construction of the new terminal building. According to him, the landing instrument will cost around $2million while the new terminal building that is being constructed would cost at least P300 million. The local chief executive stressed that with this huge expense, a lot of money will be returned back to the government coffers thru the terminal fees and other charges collected by the Civil Aviation Authority of the Philippines. It was learned that last year, the DZR Airport netted an income of some P31.9 million out of the terminal fees and other charges. The DZR Airport is classified as a class 1 principal major domestic airport by the CAAP, a body of the Department of Transportation and Communication (DOTC) that is responsible for the operations of all the airports in the Philippines except the major international airport. Based on the 2009 statistics of the CAAP,the DZR Airport is the 7th out of 20 busiest airport in the whole country, outside of Metro Manila in terms of passenger volumes with 830,579 passengers and 11 flights each day which includes the airlines of Airphil Express, Cebu Pacific, Phillippine Airlines, and Zest airways.
