BOC-8 likely to achieve 2010 collection target

TACLOBAN CITY - The regional office of the Bureau of Customs reported that they are on track of achieving their goal collection for 2010.

As of December 20, the BoC-8 was able to collect more than P303.57 million, just a percent away from its collection goal, cashier Rommel Eamiguel, said.

For 2010, their national office gave them a collection target of P305 million, Eamiguel said.

"We are confident that we can really achieve our goal collection considering that we just need around P 2 million," he said.

For year 2011, their central office has yet to inform them of their collection target.

The income derived by the BoC-8 came from the taxes it generates from the three major ports in the region, namely, the Tacloban port, Isabel port and the Catbalogan port.

Of these three ports, its the Isabel port which contributes the huge chunk of the BoCs collection.

Based on the still uncomplete figures, the Isabel port was able to generate more than P257.380 million collection.

It is in Isabel where the regions only economic zone is located. These are the Philippine Phosphate Fertilizer Corp. (Philphos) which manufactures fertilizers and the Philippine Associated Smelting and Refinery Corp. (PASAR) which manufacture copper cathodes used for the production of electric wires and cables.

Products from these two companies are being sold to other countries.

Meantime, the BoC was able to collect P46.12 million at the Tacloban port due mainly to foreign parcels and liquefied petroleum products (LPGs).

The BoC was only able to generate income of P67, 570 at the Catbalogan port from foreign parcels, Eamiguel said.

Eamiguel said that they are confident that they could collect the target collection set by their central office for 2010.

He reported that in 2009, they barely achieved their tax collection. For that period, the BoC collected P235, 891,649 or just .004 percent from its collection goal of P235 million.

In 2007 and 2008, the BoC failed to achieve the collection target for the year set by their central office. In 2007, out of the P490 million target, they were only able to collect P351.98 million and only P284.14 million out of the targeted P487 million in 2008.

Guys, i saw on time in the net that dumaguete, some dumgueteno forumers, are also talking about having SM in their City. Well i guess the population density of the city is heavier than tacloban's(downtown comparison). I really can't imagine mauuna hira magkaada hin SM. Bagat tak pagkita, kakompetensya hit tacloban it Dumaguete. An ira Robi is way bigger than RPT. Sana SM mas mahusay naman ngan dako kaysa Dumaguete's. Atat gud la ak hini nga issue!

Hehehe...mga next decade pa yata magkaka-SM sa amin bai. By the way, tapos na ang CVC between the two cities, baka pagalitan ka ni Lolo Mao aka David Archuleta :lol:.

City residents urge to join campaign of cleaner waterways along Mangonbangon River

TACLOBAN CITY - City residents here were urged to join in the campaign for a cleaner waterways, particularly at the Mangonbangon River that traverses through the citys many urban areas, as a technical working group (TWG) for the "Linis Estero" program has been set up, tasked mainly to clean up the river and more strictly impose penalties - community service in particular, to apprehended polluters.
The TWG composed of various government agencies headed by the Environmental Management Bureau and the city government itself through its City Environment Office.

Maribel Munsayac, EMB-8 regional coordinator for solid waste management, said that this program is banking on "people's campaign" as a strategy, with the clean-up and rehabilitation of "esteros" to be carried out by the Department of Environment and Natural Resources, partner agencies and the LGU in the coming months with the help of the public.
Aside from the "people's campaign" strategy, the group would also be imposing fines and penalties for polluters as provided under RA 9003 or the Ecological Solid Waste Management Act of 2000.

Munsayac said that imposing stiffer penalties including community service may just prove effective from deterring people, particularly those dwellers along the Mangonbangon River, from polluting the river.
Elements of the polluters offense shall be as follows: littering, throwing, dumping of waste matters; or causing or permitting the same, recipient waste matters must be public places such as roads, sidewalks, canals, esteros or parks and establishment.

Conviction of such an offense carry a fine of not less than P300 but not more P1,000 or render community service for not less than one day to not more than 15 days to an LGU where such violation was committed.

Imposition of fines and penalties is, however, subject to the existing ordinance, if there is one.

It was learned that President Benigno "Noynoy" *Aquino III himself supports community service for polluters rather than the fine.

A Memo-randum of Understanding is set to be signed between the DENR and the LGU where the former has the task of providing assistance to LGU in information and education campaigns and shoulder cost of fees for trainers, facilitators in environmental scanning and strategic planning; while the latter has the responsibility to provide manpower and personnel to enforce the law, promulgate an ordinance if there is none as well as mobilize local resources and facilitate cooperation. kindly informing you, That Tacloban is the center of Agriculture, Commerce, Business and Real Estates in Eastern Visayas, while Dumaguete is succeeded by Metro Cebu in Central Visayas, I am not sure if SM Dumaguete will open first than SM Tacloban, but in my opinion, SM is going first for the One and Only in a Region. Tacloban has, i think, 1st class income. Tacloban has 217,200 people(2007) and Dumaguete has 116, 393(2007). I think SM's going first too to the more customers. But dont worry, their income in Tacloban(which i guess will be big) ight just be goin to the Construction of DUmaguete's SM... i have a question, is SM Dumaguete sure?

Now with regards to SM, SM people paid the mayor a courtesy call (http://balita.ph/2010/12/22/dumaguete-mayor-business-sector-optimistic-of-economic-boom-after-signing-of-power-supply-deal/). They probably saw that we already have the market for another mall after receiving investments in the BPO sector. The BPO sector has been contributing a lot to Dumaguete economy in terms of giving people and entrepreneurs some disposable incomes.

I am so happy for Dumaguete. :righton:

I am quite close to some people that belong to the family of the late Governor Macias, the governor of the province when Leyte and Negros Oriental were vying for the Palarong Pambansa. What happened there was Macias was alone, or only had one or two companions when the bidding occurred at the DepEd in Manila. In contrast, people from your province came in full force. At that time, Negros Oriental already had a well built rubberized coliseum that would not have needed modification for Palaro standards...yours had none. According to my friend, what really happened was the late Governor probably gave in to your province to get the right to host that Palaro in order to help your province.

Now with regards to SM, SM people paid the mayor a courtesy call (http://balita.ph/2010/12/22/dumaguete-mayor-business-sector-optimistic-of-economic-boom-after-signing-of-power-supply-deal/). They probably saw that we already have the market for another mall after receiving investments in the BPO sector. The BPO sector has been contributing a lot to Dumaguete economy in terms of giving people and entrepreneurs some disposable incomes.

Can we just get over these old damn issue and let us move on. Palarong Pambansa 2009 is already history and we are just thankful that our Grandstand facility has been refurbished after a several decades of being abandoned. A million thanks to PGMA and DepEd-Manila. Don't worry @ritche, there will be a time for the lovely City of Dumaguete to host that anticipated national sporting events. Inshallah!

Region 8’s record for industrial peace cited

TACLOBAN CITY -- The labor and management sectors in Eastern Visayas were lauded for the absence of labor strikes in the past seven years.

In his visit here last week, Department of Labor and Employment (DoLE) Undersecretary Hans Leo J. Cacdac cited the region as a "shining example" in the country for consistently achieving industrial peace.

"You have proven the worth of tripartism. All that we can do is to keep it up and do better. Be a shining example for the entire country," Mr. Cacdac said in a media briefing at the sidelines of the general assembly of the regional tripartite industrial peace council (RTIPC).

The last strike in the region recorded by the National Conciliation and Mediation Board (NCMB) was staged on Feb. 24, 2003 by employees of the Eastern Samar Electric Cooperative in Borongan, Eastern Samar.

The NCMB reported that three notices of strike were filed last year by Hideco Sugar Milling Company, Inc. in Kananga, Leyte; Philippine Associated Smelting and Refining (PASAR) Corporation in Isabel, Leyte; and Don Oresters Romualdez Electric Cooperative in Tolosa, Leyte.

"No strike actually took place because of effective conciliation efforts," said DoLE regional director Forter G. Puguon.

Rene V. de los Reyes, administrative assistant at Energy Development Corp. and RTIPC labor sector representative, told BusinessWorld that it has been a habit of workers in the region to sit down with management if there are problems instead of staging strikes.

"It’s no longer mature to be marching on the streets. That seven long years passed without strike is evidence that we have been producing results," Mr. de los Reyes said.

"Listening first before talking and that’s the essence of being a laborer. It is so hard to find a job so we have to support the company," he added.

For his part, Sherlock A. Codilla, senior manager for industrial and community relations of the Philippine Associated Smelting and Refining Corp. (PASAR), said they were able to sustain industrial peace by implementing a company-level grievance machinery.

"Corporate social responsibility was also extended to unorganized workers in the region to achieve the same labor management cooperation," Mr. Codilla added.

Of the 23,000 establishments in the region, Mr. de los Reyes said only 284 are "considered to be socially and economically relevant because they can hire people and produce much money."

"This region needs so much help," he said.

"Almost all of the firms are family-based and have no employment capability," he added.

SUPERMARKET giants will undertake more aggressive buyouts of smaller stores this year as competition for wider market coverage intensifies, an industry group official said in a statement yesterday.

Owners of independent stores will have to be more creative with their business plans by serving niche demand in their localities to survive, Philippine Association of Supermarkets, Inc. President Carlos V. Cabochan said.

Improved economic prospects, fueled by strong remittance flows from overseas Filipinos, increased investments and upbeat market sentiment are prodding businesses to "consolidate their positions," Mr. Cabochan said.

"This is particularly true in the food retail and wholesale sectors," he said, citing the continued expansion of major players like the supermarket divisions of SM Investments Corp., Robinsons Land Corp., and Gaisano Grand Group of Companies, and firms like Puregold Price Club, Inc.

"Market consolidation is taking place as independent and smaller chain retailers... sell their stores to these giants if not entirely cease operation," Mr. Cabochan said.

"The era of retail giants is here," he said.

To cope, smaller stores will have to differentiate themselves from the pack to retain customers patronage and thus overcome threats like a fall in income and less supplier support, Mr. Cabochan said.

"Food retailers and wholesalers must be able to find ways of making their stores meet shopper expectations beyond selection and price. Stores must offer a total shopping experience that incorporates what truly matters to shoppers," he said.

With major players concentrating on wholesale operations and increasing outlets, smaller stores will have to bank on their "better knowledge of local market conditions and customs," Mr. Cabochan said.

"One attraction in point is a gourmet food section and one that requires tremendous attention to details," he added.

"This is an example of the kind of attraction that will enable the independents and smaller chains to expand sales and share of wallet, although not necessarily market, share..." -- JADH

So so true happens here in Tacloban, a tremendous closures of small establishments due to the entry of giant mall operators in the City. This is now a wake up call for other small-time businessmen to strategize their marketing operations. Glad to have other store who are still operating and being patronized by many amidst the presence of these giant mall operators.

DZR airports income in 2010 reaches P31.9 m

TACLOBAN CITY-The Daniel Z. Romualdez (DZR) Airport, one of the countrys biggest airports in terms of passenger volume, has posted around P31.9 million in income last year.

Engr. Sergio Sumergido, officer-in-charge of the Civil Aviation Authority of the Philippines (CAAP) based in Tacloban City, said the income of the DZR Airport is based on their preliminary collection report and could increase if the final report would be made by their agency.

"We expect a 10% growth from our income this year," Engr. Sumergido said.

CAAP collects aeronautical fees from airline companies, rental revenues from occupants inside the airport and terminal fees paid by the passengers.
"We hope to sustain the encouraging resultstremendous growth has been observed and we also hope to increase collection if the airport would be fully rehabilitated as it would accommodate more and larger aircrafts," Sumergido said.

Based on the latest assessment of the committee on transportation of the House of Representatives, some P5 billion will be needed to fully rehabilitate the DZR Airport. Rehabilitation of the new terminal building alone would require P900 million up to P1 billion.

DZR Airport is the countrys seventh busiest airport outside Metro Manila in terms of passenger volume, with 830,579 passengers using it, according to 2009 data of the Civil Aviation Authority of the Philippines (CAAP).
It ranked behind the Mactan, Davao, Iloilo, Bacolod, Cagayan de Oro and Caticlan airports.

Meawhile, CAAP has recorded 373,398 incoming passengers in 2010 while around 375,914 were outgoing passengers.

CAAP also reported 6,555 flights to and from Tacloban City from January to October 2010 and expects to post higher record in their final 2010 report.

Meanwhile, Sumergido said the required funding for the rehabilitation of the DZR Airport remains unclear.

"But we are hopeful that the project would be implemented with the help of congressmen from the region," he said.

He added that some P227 million have been spent for the two phases of the airport rehabilitation.

He said P120 million worth of projects is now being implemented within the airport. (REYAN L. ARINTO)

WOW! Again, this another :omg: 749,312 passenger volume from January to October 2010. It's 81,267 away from 830,579 passenger volume as of 2009. Not bad, pang-ilan naman kaya sa final ranking. Hoping it will remain at 7th or even surpass.

IMO lang...let's say we distribute 749,312 passenger volume by 10 months we will be having an estimated passenger volume by one month of 74,931. Considering two months were left (November & December) for 2010, we assume the same trend of passenger volume brought by this two remaining months and it will give us an estimated 149,862 of passengers. Thus, an estimated 899,174 passenger volume or an estimated 9% increase of passenger volume compare to 2009. Hmmm, not bad.

Nevertheless, we should all be proud to what our airport achieved. :okay:

Local Economy

Known for its good harbor with large wharves and an extensive export trade, Tacloban City is the regional center of commerce, culture, education, government and tourism in the Eastern Visayas region. Tacloban fish port project relocated

TACLOBAN CITY - The construction of the proposed P300-million fish port project will push through this year, but at a new location.

Juan D. Albaladejo, regional director of the Bureau of Fisheries and Aquatic Resources (BFAR), said the fish port will be established at the old bus terminal.

"We will have to do the the study again on socio-economic, engineering works, and soil analysis. That will take at least three months. It can be done within the first quarter of 2011," he said.

The new site, however, is smaller and leaves no room for expansion. The city government of Tacloban will have to look for an expansion site in case a bigger space is needed for storage, Mr. Albaladejo said.

The Philippine Ports Authority (PPA) had opposed the proposal to build the port near the wet market, citing difficulties of cargo ships in maneuvering the waters in the port area.

The proposed facility will be patterned after the fishing port in General Santos. It will have refrigeration facilities, ice plants and processing plants to enable fishers to unload their catch, process them and export their products.

The project is envisioned to attract canning operations, fish mill plants and investors in the tuna industry. It will also create more jobs and provide a ready market for the mariculture zones in the region.

Mr. Albaladejo said Tacloban is an ideal site for a fish port because it faces the Pacific Ocean and is the commercial hub of Eastern Visayas.

Eastern Visayas has been identified as part of the countrys super highway for tuna. The Pacific Ocean is home to migratory species like bluefin, yellowfin, and skipjack tuna, which usually head there during the second half of the year. - Sarwell Q. Meniano

SUPERMARKET giants will undertake more aggressive buyouts of smaller stores this year as competition for wider market coverage intensifies, an industry group official said in a statement yesterday.

Owners of independent stores will have to be more creative with their business plans by serving niche demand in their localities to survive, Philippine Association of Supermarkets, Inc. President Carlos V. Cabochan said.

Improved economic prospects, fueled by strong remittance flows from overseas Filipinos, increased investments and upbeat market sentiment are prodding businesses to "consolidate their positions," Mr. Cabochan said.

"This is particularly true in the food retail and wholesale sectors," he said, citing the continued expansion of major players like the supermarket divisions of SM Investments Corp., Robinsons Land Corp., and Gaisano Grand Group of Companies, and firms like Puregold Price Club, Inc.

"Market consolidation is taking place as independent and smaller chain retailers... sell their stores to these giants if not entirely cease operation," Mr. Cabochan said.

"The era of retail giants is here," he said.

To cope, smaller stores will have to differentiate themselves from the pack to retain customers patronage and thus overcome threats like a fall in income and less supplier support, Mr. Cabochan said.

"Food retailers and wholesalers must be able to find ways of making their stores meet shopper expectations beyond selection and price. Stores must offer a total shopping experience that incorporates what truly matters to shoppers," he said.

With major players concentrating on wholesale operations and increasing outlets, smaller stores will have to bank on their "better knowledge of local market conditions and customs," Mr. Cabochan said.

"One attraction in point is a gourmet food section and one that requires tremendous attention to details," he added.

"This is an example of the kind of attraction that will enable the independents and smaller chains to expand sales and share of wallet, although not necessarily market, share..." -- JADH

Nag-eat kami ng palalabs ko ha Italianni's ha Makati, nag-order kami pasta (sa kanya plater na may manok at sakin mix-seafood pasta at medyo madami ang servings, ibinalot na nga lang ang natira) at saka drinks namin lemon tea na may mga herbs na sosyalin ang dating. Twas a delightful dinner for two very romantic and bit shocked to see our bill is too costly that cost me (as usual) around Php750. Pagkatapos nun di na kami umulit :lol:

Speaking of ITALIANNI'S what happen to them? Do they have any plans to open a branch here? Once I ask their branch manager while having a dinner there about that rumor and she said NONE. :sad:

Romualdez: ILS at DZR Airport to spend more yet to save lives

TACLOBAN CITY - Saving lives is worth spending more.

These lines convinced the national government in allocating a huge amount for the installation of an Instrument Landing System (ILS) for the Daniel Z. Romualdez Airport, this city.

Mayor Alfred Romualdez in an interview says that the installation of an ILS is much worth spending than the on -going construction of the new terminal building.

According to him, the landing instrument will cost around $2million while the new terminal building that is being constructed would cost at least P300 million.

The local chief executive stressed that with this huge expense, a lot of money will be returned back to the government coffers thru the terminal fees and other charges collected by the Civil Aviation Authority of the Philippines. It was learned that last year, the DZR Airport netted an income of some P31.9 million out of the terminal fees and other charges.

The DZR Airport is classified as a class 1 principal major domestic airport by the CAAP, a body of the Department of Transportation and Communication (DOTC) that is responsible for the operations of all the airports in the Philippines except the major international airport.

Based on the 2009 statistics of the CAAP,the DZR Airport is the 7th out of 20 busiest airport in the whole country, outside of Metro Manila in terms of passenger volumes with 830,579 passengers and 11 flights each day which includes the airlines of Airphil Express, Cebu Pacific, Phillippine Airlines, and Zest airways. Cebu- Tacloban and Tacloban Manila consist the airline destinations of aircrafts landing in and out of the said airport.

Some of the incidents recorded involving at the DZR Airport include the following- on August 4, 1984 when a Philippine Airlines flight overshot runway 36 and landed in the sea which, luckily all of its 70 passengers and 5 crew survived;on May 7, 2010,Cebu Pacific ATR 72-500, while parked and finishing boarding procedures for its Tacloban Cebu flight (5J-429), was hit at the wingtip by an incoming Phillippine Airlines Airbus A320-214, which was taxiing after arriving from Ninoy Aquino international Airport.

"Incidents like that will be lessened if not totally avoided if our airport has the ILS," the city mayor said.

Online dictionary Wikipedia describes the ILs as a ground-based instrument approach system that provides precision guidance to an aircraft approaching and landing on a runway, using a combination of radio signals and, in many cases, high- intensity lighting arrays to enable a safe landing during instrument meteorological conditions (IMC), such as ceilings or reduced visibility due to fog, rain, or blowing snow.

Mayor Romualdez also explained that thru the ILS, instrument approach procedure charts are published for each ILS approach, providing pilots with the needed information to fly an ILS approach during instrument flight rules operations, including the radio frequencies used by the ILS components and the minimum visibility requirements prescribed for the specific approach.

It was also learned from the city mayor that radio navigation aids must keep a certain degree of accuracy to assure this is the case flight inspection organizations periodically check critical parameters with properly equipped aircraft to calibrate and certify ILS precision.

"Right now, the bad weather causes the delay in the putting up of the ILS at the DZR Airport," Romualdez said. (EDEN BENUSA-REYES)

City govt achieves 97% tax collection efficiency

TACLOBAN CITY - The improved tax collection strategies of the city government implemented in 2010 has resulted for it to achieve a 97% collection efficiency rate but a little lower than the 102% collection efficiency rate in 2009.

However, City Treasurer Zosima "Susan" Cordaño said that while the collection efficiency in 2010 was lower than the previous year, the actual revenue collection was relatively higher.

Cordaño pointed out that the revenue collected in 2010 was P693.1million against the P713 million target collection or an increase of P47.2 million compared to the 2009 collection which amounted to P634.9 million.

All these, she said, were made possible with the full support from the local chief executive, Mayor Alfred Romualdez, and the active collectors and the men and women of the City Treasurers Office and the Kanhuraw Business Center (KBC), which is now popularly known as the one-stop-shop business center.

This year, according to Cordaño, there are more than 6,000 big and small business operators in the city that they have to deal with the on going licensing and renewal of business permits which started last Jan. 3 and is to end on Jan 20. Penalty would be imposed to those who would pay after the deadline.

From the long list of procedures and requirements in the past years, this was streamlined for this year to only three steps- 1) secure an application form- fill them in; 2.) proceed to the assessment of payable tax then pay; and 3) proceed to the licensing to get the business permit. After that, the business operator can already proceed with the business operation while complying with the other requirements. They are given 30 days from the issuance of permit to comply with the requirements before they are issued with business permit plate (plaka) or else they would be ordered to temporarily close shop pending compliance, said Cordaño.

The City Treasurers Office has set a collection target of P797 million for this year.Cordaño admitted that she would ask additional personnel to Mayor Romualdez on their tax collection campaign. (FRED PADERNOS)

CTO gives incentive to early taxpayers

TACLOBAN CITY - The employees of the City Treasurers Office (CTO) would do multi-tasking for many of the taxpayers from the city who pay their taxes early.

In an interview,City Treasurer Zosima Cordaño said that the month of January is considered to be the "peak time" among taxpayers paying their taxes.
In order to encourage the taxpayers to pay their obligation, CTO is providing discount to those who pay before the deadline.

"On behalf of CTO, we would like to encourage every taxpayer from Tacloban to renew their business permits and pay their real property tax as early as possible in order for them not to be penalized," she said.

It was disclosed by Cordaño that in accordance to the law implemented by the city government, the deadline set for the renewal of business permit is January 20 while the taxpayers of the real property tax can only pay until the end of this month.

"If our taxpayers would pay before the deadline, then they would be entitled to avail the 20% maximum discount," she explained.

Providing discount, as said by the city treasurer is one of their ways on motivating the taxpayers to pay their taxes regularly.

However, the official also disclosed that they are implementing a 25% surcharge to those who will pay their taxes beyond deadline with an additional 2% interest rate. (REY GERILLA GRADO)

CEBU, Philippines - The preparation of the stage facing the grandstand of the Cebu City Sports Center for the holding of the Sinulog grand mardigras and finale on the third Sunday of this month is expected to be completed on January 12.

Sinulog Foundation Inc. executive director Ricky Ballesteros has assured that all the preparations will be finished before the holding of the Grand mardigras on January 16.

“Gipaspasan namo ang pagtrabaho pero sigurado nga mahuman na nila kini pagpanday sunod semana,” Ballesteros said as he showed the media the ongoing work.

Carpenters were busy building Chinese architectural designs because the second stage background that will be shown in the evening will have a Chinese look, while the one that will be used as background in the morning until the afternoon will have a natural design.

SFI will be spending between P1.5 million to P1.7 million for the construction of the stage alone, including the lightings and props. Ballesteros said the stage will also feature a small lake with some pyrotechnics floating on the water.

At 8 p.m., Cebu City north district Rep. Rachel “Cutie” Del Mar will dance during the grand finale.

Cebu City Councilor Margarita “Margot” Osmeña, the wife of Cebu City south district Rep. Tomas Osmeña was invited to dance with Del Mar, but Margot told The FREEMAN: “Dili na, retired na lagi ko.”

Ballesteros assured spectators will enjoy this year’s grand mardigras and finale.

“Karong tuiga mora ni og battle of champions kay daghang mga nangagi nga champions nga out-of-town contingents nga mipahibalo na nga moapil sila sa Sinulog mardigras,” he said.

The out-of-town contingents that have already confirmed to join the Sinulog mardigras are from Tangub City, Ormoc City, North Cotabato, Lanao del Norte, Dumaguete City, Tacloban City, Placer, Masbate, Bayawan in Negros Oriental, Bacuag town in Surigao del Norte and the Buyogan Tribe in Abuyog, Leyte.

Ballesteros also said the contingent from Daanbantayan town already informed him that they will join this year’s Sinulog mardigras after several years of absence from the event.

“Dinhi sa ato daghan usab og mga maayo sama sa Lumad Basakanon ug sa contingents gikan sa Don Sergio Osmeña National High School nga kanunay nga modaug sa miaging katuigan,” Ballesteros said.

The SFI, headed by Mayor Michael Rama, has already hired the services of famous persons from the National Commission for Culture and the Arts to judge the events at the grandstand.

The local judges, to be composed of dance experts, will be fielded along the parade route.

Some local contingents have already conducted their rehearsals at the sports center’s stage. Ballesteros said the local contingents are given only until January 13 to practice at the stage, because January 14 and 15 are for the out-of-town contingents.

Meanwhile, Cebu Governor Gwendolyn Garcia said she hopes she will be invited to perform again in this year’s Sinulog grand parade.

“I hope I will be invited by the Sinulog Foundation. I would love to dance again at the Sinulog,” Garcia told reporters yesterday.

In the first few years she was invited by the SFI the provincial government sent its own contingent led by the governor, but later Garcia danced with the town festival of her choice.

Garcia danced with the Haladaya Festival of Daanbantayan in 2006, the Palawod Festival of Bantayan in 2008, the Tostado Festival of Santander in 2009 and the Ani-anihan Festival of Tabuelan last year.

Garcia did not mention yet what town festival she will dance with as no invitation has come yet from the SFI. Aside from dancing, the provincial government will have its own float that will feature queens of different festivals in the province.

Garcia usually dances during the opening of the Sinulog after the performance of Cebu City government dancers and also during the closing ceremony. — (FREEMAN)

^^ Tribu Buyogan was the grand champion (Free-Interpretation) Sinulog 2009 and Aliwan 2009, but was not able to participate in Sinulog 2010. Tacloban City joined Sinulog for the first time last 2009 and placed 6th over-all (not bad for a first-timer).. Good Luck everyone.!

The big change, he said, would concern mainly in him taking the “ back seat” from hereon until his own term ends in 2013.

He announced that this would mean Rep. Neil Benedict Montejo would be taking the helm this time, with him giving his full support.

“Since we were elected into office, I was given full reign by Rep. Montejo as well as full authority as to which course to follow, what programs to implement and everything else. It’s now time he take the lead and me giving him full support just like the way he did,” Rep. Noel said in an interview.

The changing at the helm of the partylist, he said, is nothing more but just “a preparation” for Rep. Montejo becoming the first nominee of An Waray.

He, however, declined to give a categorical answer that taking the backseat could mean he was up to something comes next political exercises.

“No. We’ll just see,” was all Noel disclosed.

With still more than two years to go before the next general elections, Noel is speculated to run a local post – the city mayorship in particular.

Meanwhile, aside from continuing the health programs, medical assistance and other social projects, the An Waray is also bracing for bigger events for this year as they will celebrate their 10th year anniversary as an organization.

For his part, Rep. Montejo said he is quite eager to hasten the rehabilitation of the Daniel Z. Romualdez (DZR) Airport in Tacloban City. The airport’s full rehabilitation is among those he would heavily look into, he said, with the help of other congressmen in the region.

In an interview, Mayor Romualdez declared that with the improvement they were able to accomplished for the past two years as an HUC , Tacloban would not need any help from the provincial government.

“We already learned our lessons from the past, that we should be self-reliant.So why seek assistance from them?”Romualdez said.

However, Mayor Romualdez said that he would welcome any assistance in so far as the fast tracking of the DZR Airport redevelopment project which has not been realized for more than ten years now.

The mayor also welcome any recommendation of any study thatwould improve the water system in the city.He admitted that water system is one of the major concerns in this city that his administration has been trying to address.
