marc_86 January 18th, 2011, 03:24 PM Tacloban City no longer needs LMWD’s supply of water – Mayor Romualdez
READ 58
TACLOBAN CITY – City Mayor Alfred Romualdez recently disclosed that the city government of Tacloban today no longer gets even a single drop of water from the Leyte Metropolitan Water District (LMWD).
On his inaugural message made during the opening of the satellite health center in San Jose, the chief executive stressed that the different offices of the city government already have their own sources of water supply that can be utilized by their employees starting this year.
The different offices that he mentioned now independent of water source from the LMWD are the City Hall, slaughter house, new bus terminal, Tacloban city jail, women shelter, police station and hospitals like Eastern Visayas Regional Medical Center (EVRMC) and the Tacloban City Hospital.
According to Romualdez, putting up water system and health centers in every barangays of this city are the priority projects that he would pursue this year.
In addition, Mayor Romualdez revealed that the total budget allocated for the implementation on putting these water system facilities amounted to P50 million.
The chief executive said that what made him prioritized putting up a water system in the city was due to the clamor of the people of city which are suffering insufficient supply of water from the LMWD for years now.
To address the need of potable water here, the city mayor pointed out that city government always has a stock of about 50,000 liters of drinking water that can be used in case of emergency.
“Being a highly urbanized city (HUC), we need to be dependent in supplying potable water to our people,” he said.
In line with this program, a new water system was recently opened by the city government located at the compound of the Tacloban City Police Station. Particularly, this water system supplies water to the city jail, women shelter and Tacloban City Police Office.
Aside from the water system that could be seen at the compound of city police office, water systems were also put up in Sta. Elena, Basper and Cabalawan, all northern barangays of this city. (REY GERILLA GRADO)

^^if thats the case, I strongly believe meron talagang nanghaharang (it could be a top LGU official like the mayor, VM) whos trying to protect __________...
or maybe meron din under the table deal between these mall operators that goes something like this: I'll set aside muna the plan of building my mall but you have to pay me for (x) years until I open mine once mabawi nyo na ang pinundar nyo.
another thing, meron bang regular schedule ng cargo shipments that goes direct to tacloban port (ex. from manila, cebu)? or dapat dadaan muna sa ormoc? this might be another factor since mahirap mag move ng freight esp. in typhoon or bad weather-prone areas like Eastern Visayas. Good for Rob since they can exploit the Cebu Pacific fleet.
but still, these malls usually ship their goods thru sea cargo and accessibility ng port is a + factor.

^^ yup there is a regular schedule of cargo ships plying the Tacloban-Manila/Cebu/Davao/GenSan and VV route, and Tacloban port is one of the country's vital port and it is well sheltered as well :)
hindi naman siguro sa may nanghaharang, it's just at that time siguro, SM don't have much confidence in the city's local economy kaya siguro pinauna muna yung Robinsons and if I'm not mistaken, usually sa mga provincial malls, pinauuna muna ang Robinsons.. but as of the moment, SM is already buying prime properties in the city :)

actually, kasalanan nyan ng dati naming City Mayor, prinioritize dw nya ang mga Gokongwei's kc sila dw ung unang nginvest sa tac thru Cebu Pacific Air...
but the whole truth behind prefering the Gokongweis over the Sys of SM, is the negotiations that had happened over the sale of the Mayor's property to the Gokongweis (currently the existing site of RPT), in which the said property was initially rejected by SM because of its size. (too small for an SM Supermall, i guess)...

Simple Dude January 19th, 2011, 04:37 PM Mayor Alfred Opens Health Centers For Taclobanons
By: Gay B. Gaspay
Tacloban City- Compassionate on the health welfare of every Taclobanon, Mayor Alfred S. Romualdez recently opened three (3) health centers in Tacloban City coinciding with his 49th natal day fete last January 14.
Strategically located at San Jose, Sagkahan and Diit, the three health centers provided an integrated quality health service that is accessible, affordable, available and sustainable in promoting, preventing, protecting and preserving Taclobanons wellbeing.
Equipped with birthing, laboratory and dental facilities, the health centers also serves as monitoring stations most especially in times of epidemic outbreaks.
Mayor Romualdez in his speech during the round of inaugurating said centers stressed the importance of the health center visitation whenever an individual felt physically wrong with his body. He likewise encourages Taclobanon to visit Health centers near their residence for medical consultation or check-up, said center will refer acute cases to the City Hospital with the assurance that a standby ambulance to fetch them.
Through the health center, expectant mothers living in Tacloban, can now avail of the normal birthing services to include pre-natal check up, medical consultation with medical personnels to attend to, addressing directly maternal-child health care, aiming in reducing its mortality and morbidity rate in the city. The new centers has labor/delivery and recovery room for child bearing.
Sympathizing the monetary expenditure aspect in assessing a certain illness, Mayor Romualdez has asked its implementing department, the City Health Office to setup laboratory examination services, as one of the health services offered in every health center. “I understand that it entails money to pay for laboratory examination that it reach to the point that no amount is left on hand for medicines” Mayor Alfred further said.
Medical professionals will attend to its constituents needs. Doctors, nurses, midwives, dentists and sanitary inspector will be around to take good care of you, Mayor Alfred said.
The Sagkahan Health Center located at barangay 61 will serve 32 barangays surrounding Sagkahan district servicing 72,912 population.
While Barangay 84, San Jose Health Center, seen on its way to the airport will be attending to 17 barangays with 45,434 population of said barangay and its neighboring barangays of San Jose District.
Brgy. 99 Diit Health Center on the other hand will cater to 18 barangays plus the northern barangays serving 30,309 population.
According to Mayor Alfred, with the health centers around, “you don’t have to go to the hospital for your medical needs, the health center is equipped with facilities for the consultation aspect.
Prioritizing health programs for its constituents Mayor Alfred with its motto “bawal magkasakit” thanked GOD in his talk for the many blessings the city got by opening more additional health centers for less fortunate Taclobanons. Healthy constituents with healthy lifestyles will constitute a healthy and progressive Tacloban City as well .
The three (3) health centers will provide essential health services on preventive and basic curative care on immunization, family planning & counseling, environmental & sanitation, medical dental consulation, basic laboratory. Basic maternal newborn care on pre natal, newborn screening and normal uncomplicated deliveries.

Mayor Romualdez says Abucay safest terminal for commuters
READ 66
TACLOBAN CITY- After the official opening of the Abucay Police Precinct, City Mayor Alfred Romualdez promised to the public that the Abucay Terminal will be the safest terminal.
Romualdez announced that aside from having a police precinct open for 24 hours a week and the Criminal Investigation and Detection Group (CIDG) personnel within the terminal vicinity, a fire station will soon be raising in front of the Abucay Police precinct.
Romualdez added that there will be 25 additional short arms and two more troop carriers or patrol cars to be given to the local police this year.
“With all these projects soon to be realized, it will be easy for the policemen to respond if not to abort any evil plans from some unscrupulous people coming to the city,” Romualdez said.
The local chief executive, however, urges the uniformed officers detailed in the said terminal to make the commuters feel that said facility is a community building.
“I want to assure all the commuters that our terminal is equipped with all the safety equipment and personnel so they would feel comfortable there,” Romualdez said.
First District Representative Ferdinand Martin Romualdez in a separate interview said that his office is willing to extend any help to the city government to also ensure the safety of the travelers.
Last year, the Romualdez administration focused on the opening of the MASA office and later the Senior Citizens’ Center. (EDEN BENUSA-REYES)

PALO, Leyte – The Bureau of Internal Revenue (BIR) in Eastern Visayas has collected P4.050 billion in taxes last year, surpassing the P3.9 billion target for the period, a top official said citing preliminary reports.
BIR Regional Director Alert Alocilja said that the 2010 revenue collection is higher by 27.72% compared to 2009’s P3.24 billion actual collection.
“We expect more collection reports because we are still consolidating some figures but it will be minimal since we have already gathered 80% to 90% of the report,” Alocilja told Leyte Samar Daily Express.
Of the six revenue district offices in the region, Tacloban (Northern Leyte) recorded the highest collection at P1.77 billion, Ormoc (Western Leyte) with P949.09 million, Catbalogan (Samar) with P487.45 million, Maasin (Southern Leyte) with P319.69 million, Catarman (Northern Samar) with P278.68 million, and Borongan (Eastern Samar) with P242.66 million.
All revenue field offices in the region registered an increase from the target ranging from 11.26% to 32.78%. About 60% of collection came from income taxes.
“We are attributing the accomplishment to voluntary compliance, which accounts to 97% of our regional performance last year. About 3% of the collection was achieved through enforcement of tax laws,” he claimed.
Alocilja said that enforcement activities have contributed a lot in creating a voluntary compliance environment among taxpayers in the region last year.
“Enforcement campaign like Oplan :Kandado has an impact on voluntary compliance because of fear factor. If you keep on investigating delinquent payers, monitor them for violations, other payers become apprehensive in paying their taxes,” he added.
For Oplan :Kandado alone, the BIR regional office here has collected P15.83 million penalties that lead to closures of 24 establishments in the region last year.
“The campaign is very effective to raise the level of compliance among establishments in Eastern Visayas,” Alocilja said.
The BIR regional chief said that the most common violation noted among tax evaders is the understatement of quarterly sales or receipts by more than 30%. The regional director said that they are serious in shutting down businesses under the program.
Intensified monitoring of withholding payments of local government units, national government agencies, government owned and controlled corporations has also contributed to increased revenue.
For 2011, the BIR regional office was instructed to increase their collection by 20% from the 2010 actual revenue.
The official vowed to continue the implementation of Oplan: Kandado this year and intensify their Run Against Tax Evaders campaign.
Alocilja said that they will also strengthen the Premyo sa Resibo” and “no OR (Original Receipt) Complaint” campaigns, which detects establishments that do not issue receipts and are unregistered with the tax bureau.
Under the said campaign, business operations can be suspended or temporarily closed for the following grounds: “failure to issue receipts or invoices by a VAT registered or registrable taxpayer; failure to file a value added tax (VAT) return; understatement of taxable sales or receipts by 30% or more of the correctamount thereof in the case of a VAT-registered or registrable taxpayer; or failure to register.

thesugarfairy January 21st, 2011, 06:59 AM Hello SSC Tacloban!
Greetings!!!
This Summer, particularly in April, the SSC teams from Cebu, Bacolod and CdeO will be having a summer meet at Cagayan de Oro city as part of their thrust to strengthen the ties between the three groups. During the Sinulog de Cebu 2011, where SSC Cebu together with SSC CdeO member, Mottymot_07 and SSC Bacolod member (yours truly), we talked about the possibility of SSC Tacloban joining the said Summer Meet to be one with the vision and goal of both SSC CdeO, Bacolod and Cebu.
Originally, the plan is that SSC Cebu's visit to CdeO is just a part of it's annual summer escapades but the plan has changed. SSC Bacolod will be joining to meet our counterparts in CdeO and to build a stronger friendship amongst them in order for us to gain more support thus strengthening our bonds with the said SSC Groups became the new purpose of the visit.
This is not only limited to SSC Cebu - SSC CdeO and SSC Bacolod. We are also planning to invite SSC Dumaguete and SSC Tacloban as well as other SSC Groups that might as well be interested in joining us this summer for an SSC Grand Meet.
So as early as now, and on behalf of SSC Cebu - SSC Cdeo and SSC Bacolod, we would like to formally invite interested members to come join us as we further make our thrust in promoting each of our respective cities and strengthening the ties between SSC Groups into a higher level.
I, sugarfairy on behalf of SSC Cebu, SSC Bacolod and SSC CdeO will be keeping you updated about this endeavor.
For interested members, please include your name below so we could plan and coordinate well with SSC CdeO the number of members that will be joining from SSC Tacloban.
Thank you very much and Good Day to all of you.
Yours truly,

Mayor Romualdez says he spent sleepless nights at the height of the flood in the city (http://leytesamardaily.net/2011/01/mayor-romualdez-says-he-spent-sleepless-nights-at-the-height-of-the-flood-in-the-city/)
TACLOBAN CITY – Mayor Alfred Romualdez said that he spent sleepless nights during the heavy downpours the city has been experiencing for the past two weeks now.
The city mayor is personally monitoring the situation in the city and even made some visits to areas flooded by rain water.
According to him, the city government through the City Disaster Risk Reduction and Management Council (CDRRMC) monitored the situation of the water level in all the 138 barangays in the city.
Romualdez said that he was concern that several parts of the city was flooded brought about by the heavy rains.
The chief executive further disclosed that because of the bad weather condition experienced by Tacloban, the attention of all the members of the CDRRMC has been called by his office starting last Jan. 1 despite being declared as official holiday.
“We want to make sure that our city residents would be given assistance if ever a landslide and flood occurs,” he said.
With this, he also encouraged all the leaders of the city’s 138 barangays to closely coordinate with CDRRMC in overseeing the welfare of their constituents.
Meanwhile, Mayor Romualdez emphasized that he would always be there to help the city residents for he stays on this place and his administration is closely monitoring the condition of the entire city.
The flooding that hit the city, particularly its 32 villages, compelled the city mayor in coordination with the members of the city council to place the entire city under a state of calamity effective last Tuesday. (REY GERILLA GRADO)...

Sangyaw Festival naman gud it official nga guinsasalin-orog kada 30 hit Hunyo. It Pintados-Kasadyaan Festival of Festivals kada 28 hit Hunyo. Waray man odog problema ini na mga festivals nagsasalin-orog hit pagdayaw kan Sr. Sto. Niño. Nagkakaproblema la kay nababahidan na hin politika.
SANGYAW FESTIVAL is sponsored by City gov't while an PINTADOS-KASADYAHAN FESTIVAL OF FESTIVALS is sponsored by the Provincial gov't, a contribution, as part of Tacloban City fiesta celebration.
Kun ako it pagpapabut-on, maupay waray nala it nga FESTIVAL ngan magkaurusa nala kita burubligay pagpaupay it cuidad hit Tacloban. Ayaw naton pagbastuson it pagsalin-orog hit kapistahan han aton pinalangga nga santos Sr. Sto. Niño de Tacloban/Leyte.
Pwera gaba la.

i still prefer pintados festival for our city....sangyaw isn't dt well-known yet and it's like the city's promoting it back to zero and even if we've celebrated sangyaw 3 times already, till now it has not reached its fame that people behind it opted for unlike the pintados festival....
i highly recommend fusion of the two festivals (i.e. Pintados-Sangyaw Festival), at least the name pintados is still there which is already a registered trademark of our city.:)
^^ wow.. Jerry Uy part na hit majority ha city council?? hehe.. anyweis, I don't have any problem of Sangyaw becoming the city's official festival and besides it has the blessings of local church leaders (sangyaw fest), it was Pintados Foundation who started all the politicking, in the first place they should be APOLITICAL considering that they are an NGO, but for the past decade, the foundation outcasted the City government in the celebration of the city fiesta, hain ka hn city fiesta pero provincial govt in nangunguna,, tsk tsk,, and the members of the board of the Sangyaw Foundation are the same people behind the success of the Pintados Festival in the 80s and 90s (Uykim, Montejo, etc) and I am pretty confident that Sangyaw will surpass the popularity of Pintados Festival considering that contingents participating in the Sangyaw Festival are well-prepared and well-choreographed, and some of its participants are from various places in the country. and if crowd estimate is the basis, more people flock to the streets to watch Sangyaw Festival,, i dont have anything against Pintados, i also agree with the others na sana mag-merge nala hira.. :)

marc_86 January 21st, 2011, 04:58 PM The historical background of Sangyaw
The history of Sangyaw dates back to 1983 when the First Lady at the time, Madame Imelda Romualdez Marcos became Hermana Mayor of the Sto. Niño Fiesta in the city. The First Lady, a Patroness of the Arts wanted to immortalize the rich cultural base of the region and wanted to capture and preserve the culture of the Warays in a festival. The motivation of Sangyaw was purely cultural in nature with religious connotations. Later, when the administration changed, a group came up with a cultural parade that came to be known as the Pintados, temporarily shelving the original festival of the city.
Sangyaw, the festival of the Taclobanon-Waray came into being in the early 80s when it was first shown during the Hermanidad of then First Lady Imelda Romualdez Marcos. It was the first Sangyaw festival and how the present Sangyaw Festival came to be which Mayor Alfred Sison Romualdez has revived with the support of the Sangyaw Foundation and the Tacloban Tourism Council.
The vast and rich cultural base of the region has inspired the First Lady at the time, Madame Imelda Romualdez Marcos to preserve its beauty and purity. She envisioned developing talents to carry on the torch in preserving its richness. Even as early as 1596, a Jesuit priest noted how the Warays had already an oral tradition of Literature long before the Spaniards came to colonize the people. They had their own native poetry called Siday and other literary forms like Drama and Comedias. These artistic compositions were shown and presented during feasts and festivals and even during family and community gatherings. These festive affairs were also good venues where the folksongs and native dances were shown. Such artistic expressions depict the lives, beliefs and consciousness of the people who had a ripe cultural heritage despite the intrusion of many influences. It has withered the various pressures of other invading cultures, a concern which Mrs. Marcos wanted to capture and preserve in a festival of Tacloban City , the centre of social and economic activities in Eastern Visayas .
Sangyaw is a term which has religious connotation that means “proclamation”; “offering”; or “popular”. It is a term which Mrs. Imelda R. Marcos herself specifically coined to mean the grand festive mood of any Waray who comes home during the Tacloban festivities in honor of its Patron Saint, the Señor Santo Niño. The term captures the inherent gaiety, vitality and optimism of a people whose spirit cannot be conquered or controlled. Sangyaw was there long before any name or term was coined to describe the event of any festivity in the city and it will remain as Tacloban’s trademark festival. Many attempts were made to capture the festive mood; others have imitated semblance of it and have put up parades of culture for economic and financial gains but none could compare with the original idea conceptualized in the 80’s when Tacloban wanted to carve its own festive mark. While Cebu has its Sinulog and other places have their own, such as Dinagyang; Biniray; Ati-atihan; Daro Sinulog; Pinyahan; Buklog; Masskara; Buyugan and many more, Tacloban would like to be known for its Sangyaw Festival, which is closely connected with its celebration of its city fiesta.
(The need to identify a festival that will showcase its own culture is the prerogative that must be left to the leaders and the people of the place. Such mandate must be respected by all). (Dee A. Cairo)

Reading the article of Mrs. Cairo, it goes to show that SANGYAW FESTIVAL is culmination of region festival of arts and Waray rich cultural heritage in consonance with our undying devotion to our patron (Sr. Sto. Niño de Tacloban) a thanksgiving festivity. Thus, it made me conclude that our festival is comparable to SINULOG FESTIVAL of Cebu City and DINAGYAG FESTIVAL of Iloilo City that showcases the culmination of ritual or prayer dance to honour Sr. Sto. Niño. Also, Bacolod City's PANAAD FESTIVAL that showcases the culmination of Negrenses rich cultural and colorful heritage.
In my opinion, I in favor the move of the City gov't to institutionalize the SANGYAW FESTIVAL by passing a City ordinance that will carve out from the former DOT-approved festival. And, I guess our city dad is right when he offered PINTADOS FESTIVAL and KASADYAHAN FESTIVAL to join SANGYAW FESTIVAL simply because they're categorized as a "religious thanksgiving dance in honour to our patron, Sr. Sto. Niño de Tacloban" and they can showcase it under in one festivity. Oneness in faith, in celebration, in preparation and in budget-allocation so that they can incorporate their expense in one time basis only, and not the other way around.
Like what I had said before, during City fiesta celebration on the 30th of June, let's set aside politics, respect our church, and respect our beloved patron saint.

That's already an old building, before it used to be called "i-referal building" because i-referal center was used to stay here before until it was closed in mid-90s. I don't know the name of the building. Now, the whole building is occupied by Cristina's Salon and Spa owned by Councilour Cristina Gonzales-Romualdez, the wife of our beloved City dad.

eto na nga oh...
Holding of Pintados Kasadyaan Festival sparks heated arguments
“We had been staging the Pintados Festival in the streets of Tacloban during its city fiesta for years now and suddenly they are making a move to ease it out,” Tiu said.
Pintados Festival was organized in 1986 but later merged with the Kasadyaan Festival during the time of former governor Remedios “Matin” Petilla.
Tiu said that this move of Councilor Romualdez is just another attempt to keep them away from holding their festival in Tacloban.
“But those moves didn’t succeed as we were able to showcase the festival and people enjoyed it,” he added.
Tiu said the holding of the Pintados Festival in Tacloban had, in fact, benefited the city.
“Pintados, in its own little way, was able to help the economy of the city as there are visitors who come to see the festival and spend their money during their stay,” Tiu said.
Councilor Cristina Romualdez become the center of debate among members of the city council after Councilor Jerry Uy, chairman of the committee of laws and rules, asked whether the said ordinance went through the usual proceeding of passing an ordinance based on their internal rules and procedures.
Said query of Councilor Uy was raised after Councilor Romualdez and her co-sponsor Edwin Chua, brought the said proposed ordinance to the city council for its second reading.
Based on the internal rules of the city council, any proposed ordinance brought to their concern for its first reading is automatically referred to a concerned committee which, in turn, will take necessary actions like holding a committee and public hearing to gather sentiments and reactions from all parties concernd especially those who will be affected.
The same observation was also made by Councilors Jerry “Sambo” Yaokasin and Willy Domingo, saying that although said proposed ordinance is a good one as it will give identity to the city of Tacloban, its passage may bring embarrassment to the city council instead.
He added that holding two festivals is beneficial for the city as it would make tourists stay longer and can draw more crowds.
“The city government did not spend any amount for the other festivals,” said Yaokasin.
In an interview with the author of the said ordinance, Councilor Romualdez clarified that her proposed ordinance do not seek to ban any festival or event be held in the city of Tacloban during the its fiesta celebration.
“The proposed ordinance only wishes to regulate as to the conduct of activity of any major parade intended for the city fiesta,”Romualdez explained adding that her proposal was patterned after that in Cebu City.
She added that individuls or organization can still conduct their activities in the city during its fiesta provided that they will abide with the ordinance that seeks for asking a permit from the city government prior to the holding of the event.
“We want to have a more organized and peaceful celebration for our city fiesta as it is in honor to the patron of Tacloban,” Romualdez said.
“We also want to address some concern of business establishments in the city when a major event is held during our fiesta as they complain that their operations are adversely affected as they opt to close their operations instead,” she added. (ROEL AMAZONA)
