The location is good a bit outside downtown it will surely minimize the influx of shoppers in downtown area. It surely create a heavy traffic both commuters and shoppers/mall-goers.

Calbayog City, City of Waterfalls, will someday, not far from now, become a good, rich and nice city. When I went there hadto han EVRAA, maupay ko an Calbayog, they have the one of the Pride of Eastern Visayas(Ciriaco Hotel). They have a public-use Gymnasium that is Airconditioned. BUT, politics ruins the city. Like what happened in the Finals of the Badminton. Pati an SUGA han NWSSU Gym, guinpag-awayan pa kay iba an nagdonate hadto. HARUY! Politica, politica. well, CALBAYOG, STAY STRONG! USWAG PA! :):):)

TACLOBAN CITY-Last night, forty-three delegates from Japan arrived here in the city. These people were all from Rotary International. They represent Rotary International District 2650 (RID 2650). This district covers the Fukui, Shiga, Nara, and Kyoto prefectures.
The delegation is lead by Past District Governor Dr. Shigekazu Miyazaki. Other VIPs include Past District Governor Dr. Goro Okamura, Past District Governor Mr. Yasuo Kamitani, and District Governor Elect Mobuhiro Imanishi. Another delegate of note is Dr. Hideo Kishi, the World Community Service Chairman for RID 2650. The rest of the delegation consists of other Rotarians (including Past Presidents and district-level officers) from RID 2650.

They are here on Leyte to attend the culmination ceremony of a joint project between RID 2650, the Rotary Club of Tacloban, and the World Health Organization. The Rotary Club of Tacloban (RC Tacloban) is currently lead by President Victor “Ariel” H. Reyes. The World Health Organization is represented by Dr. Yoshikuni Sato.

This joint project was an unintended experiment. Never before had RID 2650 entrusted the entire administration of a project to a local club. RID 2650 and the municipality of Dulag planned the project. But, RC Tacloban managed the finances, canvassed the vendors and contractors, and provided all on-site supervision. This model worked very well for all parties involved. The division of responsibilities fit very naturally. Those in the core implementation teams on both sides agreed that the project went smoothly and with relative ease.

The total budget for this joint project was P2.5 million. This included travel costs, planning, and logistics. The budget spent locally was P1.3 million. Work at the Dulag Central school received about P500,000 the budget, while the health side of the project received around P800,000.

This joint project was split into two pieces, both in Dulag, Leyte. The first part of the project was focused on the Dulag Central School. The project entailed replacing a rotting wood floor with concrete, upgrading a water closet, and placing screens on windows and doors to help prevent Dengue. Just a couple weeks before their arrival, the Rotary Club of Kyoto Otokuni also donated US$1,000 worth of school supplies to the students of the Dulag Central School.

Dulag’s health system was the target for the other half of this project. The World Health Organization wanted to see better management of the cold chain for vaccines and higher levels of immunization coverage. The cold chain refers to the chain of handling, especially during shipping and storage, where vaccines must be kept cold. Vaccines may go bad if not kept at the right temperature.

Funding for training was provided to train all of the barangay health workers on the techniques found in the World Health Organization’s Expanded Program on Immunization (EPI). Health workers will be taught the vaccines, their schedules, and how to track each child to ensure that they receive their required donations.

In order to take this training to the remote areas of Dulag, a Mitsubishi L300 van and a Honda XRM 125 were purchased. These, coupled with a donated laptop and LCD project, allow the trainers to easily take EPI training and techniques to everyone within the borders of Dulag.

To improve Dulag’s cold chain for vaccines, refrigerators were donated. Voltage regulators were also donated to help protect the refrigerators from unclean power. And, to make sure that the refrigerators were at the right temperature, refrigerator thermometers were donated, too.

And, the implement all of this, 2,000 needles were donated along with needle disposal materials.

Two barangay health stations (BHS) were also improved. The BHS in Brgy. Tigbao received a new bathroom, new electrical work, a pressurized water system, and a new well to provide water for everything. The BHS in Brgy. Salvacion was found to have non-functioning pump, a very leaky water tank, and unhealthy water. The tank and pump were replaced, the well dug deeper to get good water, and a new shed was built around the tank and pump to protect them.

RC Tacloban’s core project team was lead by Secretary James “Chef” Shields. The rest of the implementation team was President Elect Orlando Uy, Director Jun Wenceslao, and Rotarian Willy Julio. These were the primary people who kept the project supervised and moving here on the ground in Leyte.

From District 2650, the team consisted of the Chairman of the World Community Service Committee, Dr. Hideo Kishi, and the members of the World Community Service Committee: Mr. Seiya Konagai, Mr. Kazuharu Mawaribuchi, and Mr. Kingo Iwamoto.

The world is never fair-- I should always keep this in mind,, no matter how good your intentions, others would simply put malice behind it. We only expressed our views on the issue at hand and we didn't resort to any name-calling nor drag any place's name to this issue. If two or more persons perceive those comments as negative, then, there is really something negative about that comment and we have every right to clarify and share out thoughts about that particular issue. It was supposed to be a discussion, which is exchanging of ideas, opinion and information. If ever, (as you see it) pride was the main reason why we acted that way, then, it is also pride why other forumer/s reacted that way. FYI, Tacloban is a small city as well and time and again, we have said that we don't compete with any city in this country because each city is unique. TACLOBAN CITY- The leadership of the Philippine National Police (PNP) in this city remains optimistic that a new and much modern police station would soon be constructed for their use.

City Police Chief Senior Supt. Wilson Caubat told Leyte Samar Daily Express in an interview that this plan has been there for a long time already waiting for implementation.

“The plan for this building and the whole of its structure is already complete, what we are just waiting is to implement the project,” Caubat said.

According to him, the new building, which could be considered as state-of-the-art, would cost roughly around P10 million based on their initial estimate.

However, this could not be simply implemented just that fast as several hitches have yet to be ironed out before this can be given the green light, he said.

“First, we have still to process the land title of the site where our office now and where the new office would be erected,” Caubat said.

It was learned from him that the lot they are occupying is still under the name of the city government of Tacloban.

“We would wish to transfer the title name of the lot to the city PNP,” Caubat said.

He said he has yet to deal with the management of the Bureau of Jail Management and Penology (BJMP)-Tacloban as they are also occupying in the area that is still within the one-hectare site donated by the city government to the city PNP.

UPVTC 5th Largabista Film Festival winners proclaimed

TACLOBAN CITY – Best of the Best local film makers sublime after the recently concluded success of 5th Largabista Film Festival held at the of University of Philippines Visayas Campus with the Theme: “Society and Technology”.

The winners that emerged in Short Film Category were 2nd Runner-UP- Pagtuo (Leyte Normal University), 1st Runner-UP- Sada (Leyte Normal University) and the Best Film bagged by the – (Bahandi Films), entitled Ang Kamot nga Nagluwas.

Moreover, other awards were also given during the awards night such as Best in Storyline- Ang Kamot nga Nagluwas and Nominee were Ang Kamot nga Nagluwas, Sada and Hulagway), Best in Cinematography- Ang Kamot nga Nagluwas with the Nominees were Ang Kamot nga Nagluwas, Sada and Yabi by ADFC, Best in Editing- Sada and the Nominees were Pagtuo, Ang Kamot nga Nagluwas and Sada and Audience Choice Award was awarded to the Short Film entitled Stalker by Asian Development Foundation (ADFC).

Meanwhile, for Music Video Category Winners: Best Music Video- Skate by Mojica Lukban Best in Cinematography- Skate (Nominees: Sino nga ba siya by ADFC, Skate), Best in Editing- Skate, (Nominess: Sino nga ba siya, Skate), Best in Original Music- Unta by Emanon Band ,(Nominees: Skate, Unta) and Audience Choice Award – Sino nga ba siya by ADFC.

The winners were determined with the help by well renounced personalities in the field of film making namely: Aaron Almadro (Editor in chief 8 magazine), Trox Salazar (Fashion TV Editor, studied at international academy of film and television, and Jun Encina (LNU AV studio), Jerry Jumawan from Quezon City, teacher in theatre arts, indie film maker, Noriel Jarito indie film maker and organizer of Pambujan film Festival and Division Chair of Humanities UPVTC- Dr. Victor N. Sugbo.

This year’s Largabista Film Festival was chaired by Thomas fitzgerald and CA 106 class, Public Relation and Advertising as the Organizer with Prof. Dulce Cuna Anacion, Adviser.

The Largabista means telescope. Larga means motion and bista means pictures, this was started last 2007. This was made in support of local talents interested in film-making and music video production.

Mr. Thomas Fitzgerald said in an interview that this year’s entries were very different because the quality of films and music videos were improving compared to the previous year. (NOEL SEVILLANO TALACAY)

TACLOBAN CITY- As part of its campaign to make the government “closer to the people,” an ombudsman office is soon to open in Eastern Visayas.
Deputy Ombudsman Pelagio Apostol said that by having its own office in Eastern Visayas, it would now be convenient for the people who have a complaint against erring government officials or personnel to file their complaint without going to Cebu.

The planned regional office of the Ombudsman is to be located in Tacloban City, the regional capital involving 35 personnel.

The regional office is expected to operate by next month with a regional director to be appointed by their central office in Manila.

“With a regional office, it will now be convenient for our people to follow up their complaints without going to Cebu. Our office will now be accessible to the people here in Eastern Visayas,” Apostol said.

“We want to bring the government closer to the people,” he added, referring to other reason on the putting up of an Ombudsman office in Eastern Visayas.

Without providing figure, Apostol revealed that their office in Cebu receives more complaints coming from Eastern Visayas compared to that of Region VI (Western Visayas).

“And most of those complaints involves local officials like mayors,” he said.

Aside from its Cebu office, the Office of the Ombudsman for the Visayas has also its office in Iloilo covering the Western Visayas Region.

It was learned from the deputy Ombudsman for the Visayas that he has been lobbying before their central office since 2008 that a regional Ombudsman office be put up in the region considering on the big number of complaints lodged before their office.

Apostol said that with a regional office, the program of the Ombudsman, which is protecting the interest of the public, “will now be enhanced.”

Tacloban City Mayor Alfred Romualdez said that he welcomes the decision of the Office of the Ombudsman to put up its own office in Eastern Visayas.

“It will now serve as a warning to corrupt officials and at the same time, build confidence and comfort among our people that the Office of the Ombudsman is now here in Tacloban, in Eastern Visayas,” Romualdez said.
Apostol paid a courtesy call to the mayor of this city.

Agree..sana mapalaki nila ang city hall....the place has enough space to build new one at malaki pa ang space for carpark.

^^ they're actually planning to build a state of the art City hall at the back of the old city hall,... but i think it will be materialized 3-5 years from now coz the LGU is still prioritizing some projects specially on Public services and increasing our economic growth & productivity :)

Featuring the folk bop of the Philippines through songs and dances, “INDAKASING” (meaning Indaka –dance and sing) will be executed and performed by the Philippine High School for the Arts scholars graduating class of which three (3) of this cast scholars came from Tacloban City.

The three Taclobanons namely Ayumi Oquino of Nula-Tula, Vinnie Espina and Honeylyn Juntilla of V&G Tacloban will be joining the INDAKASING performers to showcase Philippine Folk dances.

In an interview upon arriving Tacloban, Ayumi Oquino said that the institution of which we are now scholars have greatly helped us in developing our confidence. Ms. Honeylyn Juntilla, on the otherhand elaborated that we were groomed to perform and excel well in our field of choice and Vinnie Espina explained that PHSA provided us a venue to pursue a course which is not offered in Tacloban.

Dubbed as the Roleta ng Pinoy Lab Expresyon (A folk dance theater production), the two-hour Indakasing produced by the Sanghiyas Pangkat Mananayaw of the PHSA Mt. Makiling College, Laguna in cooperation with the City Government of Tacloban and Councilor Cristina G. Romualdez will promote awareness of the school for the arts existence intended to develop youths art talent which was founded by then First Lady of the Philippines Madam Imelda Romualdez Marcos sometime in the year 1977.

In a separate interview, Councilor Cristina G. Romualdez in full support of the performance together with Mayor Alfred S. Romualdez, said that we should give an all out support for this group, for aside from helping our youth, we likewise develop their passion for arts at the same time preserving our Phil. Cultures on folk dances.

Councilor Romualdez further said that Indakasing will promote and highlight the different cultural and traditional folk dances of the country. It will also strengthen Filipino arts by drawing inspiration for folk arts, customs and traditions.

Indakasing show will encourage more youth to join another set of youth scholars to study at Mt. Makiling, Laguna’s Philippine High School for the Arts youth scholarship program for school year 2012 – 2013 which is open for recruitment for 5th graders.

The PHSA scholars made a courtesy call visit to Tacloban City Mayor Alfred S. Romualdez.

MANILA, Philippines - In a bid to spur investments in less developed regions in the country, the national government is looking at creating an ecozones for local enterprises that will exempt locators from paying business tax.

In an interview with reporters, Board of Investments (BOI) Managing Head Cristino L. Panlilio said that his idea is to create domestic ecozones that will exempt firms from paying local business taxes for products that will be sold in that region.

“This would be an extra incentive for the company to stay in that area because you are giving an advantage to the products,” Panlilio said. “By being there they are helping the region because they are providing jobs.”

Aside from the exemptions, Panlilio said that locators may also be given discounts in business permits and licenses.

However, Panlilio cleared that all these are only ideas because legislation is needed before any of this is implemented. He likewise said that the domestic ecozone may be the answer to the problem of investors with some local government units (LGUs).

Earlier, Trade Secretary Gregory L. Domingo said the government is looking at creating a domestic ecozone similar to the Philippine Economic Zone Authority (PEZA) in a bid to protect domestic enterprises.

Domingo also proposed the creation of a Magna Carta for Investors to protect businessmen who are infusing money in the country from sudden changes in the policy.

According to Domingo, the domestic ecozone and the Magna Carta for Investors are proposals that may be included in the priority list of Congress next year.

Domingo clarified that the incentives in PEZA zones will be more than the incentives in the domestic ecozone because exporters need more incentive to stay in the country. He explained that exporters can easily transfer their investment here to other countries if the cost of doing business in the Philippines becomes too high.

Domingo said that they are looking at Leyte or Samar as possible pilot locations for the domestic ecozone. He said the area must have ready access airports and seaports.

IMHO, this is a wrong observation of our respectable governor. :)
In the 1st place, even if we don't have much to offer to tourists, tac's DZR Airport still made it to the top 7 of the country's busiest airport outside MM.
And we achieved such ranking, simply because the people from tac and its nearby towns/cities, find it most convenient and comfortable to travel by plane. Also, for sure, most passengers are not tourists but are OFWs, Manila & Cebu based students, businessmen and EV-based travelers/excursionists.

I just qouted the owner of the photo how he described the people outside of the airport..Maybe some of them are passengers. It was my experienced really, na siring han guard puno daw ha sakob ha departure area, so he said it una nga flight muna it papasakbon ha departure area..Kaharangit kay mapaso-paso ha gawas pag hinulat...SO I was very disappointed..:ohno:

TACLOBAN CITY -- The regional offices of six government agencies in Eastern Visayas signed a landmark agreement facilitating information exchange and establishing a referral system to ensure the implementation of social security programs.

"This undertaking is the first in the country where we will adopt a referral system that allows the registration of all members with the participating agencies," said Walter R. Bacareza, Philippine Health Insurance Corp. (PhilHealth) regional vice-president for Eastern Visayas.

Aside from PhilHealth, other signatories were the Government Service Insurance System (GSIS), Social Security System (SSS), Home and Mutual Development Fund (HDMF), Civil Service Commission (CSC) and Department of Labor and Employment (DoLE). A technical working group will be created to draft the implementing guidelines.

Under the agreement, Mr. Bacareza said they will share experiences, database information and strategies on social security, labor and civil service activities.

"The parties will allow sharing of members’ data and other information necessary for membership validation," Mr. Bacareza added.

The agreement also allows joint monitoring, inspection and enforcement to actively promote registration and collection and provide a monitoring or feedback report to every party agency on a regular basis.

"When it comes to monitoring, we can check if there are private employers who do not remit premium payments of their employees, deprive them of their rightful salaries and benefits, and other benefits mandated by law. We can help other agencies in providing them information as to private enterprises that violate the law," Mr. Bacareza said.

The CSC and DoLE, meanwhile, will enforce laws requiring employers to register their employees with PhilHealth, SSS, GSIS and HDMF. -- Reyan L. Arinto
