Why the proposition? Because it has been reported twice already: Tacloban-DZR airport rehabilitation is seemingly nowhere on the national government’s top priorities for budgeting. In the recent episode of ANC’s Talkback with Tina Munoz-Palma, Tourism Secretary Alberto Lim had reported on the list of airports the national government is giving immediate attention today, particularly with reference to our tourism industry; and unfortunately DZR airport was not being mentioned. I’ve had heard the same line of reasoning again when Secretary Lim was in the region few days ago. The purpose of his visit was discussed over a local radio station, and it was cited there that Department of Tourism (DOT) is taking a fresher look at Guiaun’s airport, in Eastern Samar, in connection again to the country’s potential tourism sites. Although said plan is a welcome development for our region (particularly for Guiuan ), still we need to see the clear-cut picture from the national government for our own DZR airport rehab. After all, DZR airport is located at the heart of the region, and is considered a “ principal domestic airport and the 7th busiest airport in the country” today. In 2009 alone, its volume of passengers had reached to 830, 579. And for 2010, it had posted an earnings of Php 31.9 million, with its daily flights now reaching 12. A quick visit to www.dotc.gov.ph (official web site of the Department of Transportation and Communication) provided me sufficient data on where is DZR airport now in comparison to other airports in the country in terms of national government’s budgeting priorities. Major On-going projects (including cost and implementing schedule) there are the airports in: Laguindingan, Misamis Oriental, of international standards ( PhP7,853.43 million / 2008-2012); Daraga, Legaspi (PhP 3,075.00 million / 2012-2015); and Puerto Princesa, rehabilitation and development of international standards (PhP 4,362.00 Million / 2012-2015). On-Pipeline projects (including cost and implementing schedule) via Public-Private Partnership are: New Bohol Airport Development, of international standards (PhP 7,600 million / 2012-2014); Privatization of Laguindingan airport (PhP 1,500 million / 2011-2013); Kalibo Airport (PhP 1,600 million /2011-2014); Mactan-Cebu Int’l Airport Development Project(To be determined / 2012-2015); Privatization of NAIA and DMIA Development (To be determined / 2012-2015); and Balabac (Puerto Princesa) Airport Development Project, of international standards ( PhP1,145,000,000.00 / 2012-2014). However, for On-going locally funded airport projects, DZR Airport is listed on no.14, with a project description: Site Development, Proposed Renovation of Daniel Z. Romualdez Bldg., (Site Development) Foundation and Subgrade Development; Source of Funding: GAA 2007, GAA 2008 & GAA 2009; Status: On going; Cost: 2007: PhP 75M, 2008: PhP 260M, 2009: PhP 742.05M). GAA or General Appropriations Act represents the official budget of the country as legislated and approved by the government. For 2010 GAA report posted at Department of Budget and Management website (www.dbm.gov.ph), for DOTC’s Locally-Funded Project(s): a. Construction, Rehabilitation and Improvement of Transportation and Communications Infrastructure Projects including Acquisition of Equipment, I’ve found out that on the list of airports only Maasin (Southern Leyte) Airport in the region is listed there. Also, for 2011 GAA report posted on the said DBM site, I wasn’t able to find DZR Airport Rehabilitation among the priority airports being mentioned there on the budget. GAA for 2011 is amounting to Php P1.645 trillion. And as I look at it, ours there for DZR airport Rehab is zilch– nada, zero, nothing. Yet let us not despair. The region is home to brilliant-minded leaders, particularly the Petillas and Romualdezes, so to say. The charismatic and business-savvy Regional Development Council Chairman and Leyte Gov. Jericho “Icot” Petilla and the equally smart and visibly hard-working Tacloban city mayor Alfred Romualdez (and their counterparts)– two political titans in our midst who have been vowing us the same political platforms on “development and good governance”–can do so much in terms of our DZR airport Rehab. Indeed there is a need for DZR Rehab. The media has been reporting on various reasons which might have resulted to years of delays and setbacks for the airport’s rehab, yet no immediate and tangible solutions are still at hand ( save for some press statements). In this 21st century, ours is still on its dismal state. Reportedly, it has yet to install its Instrument Landing System or ILS to guide planes during problematic weather conditions, advanced screening machines for freights/cargoes, and other similar improvements on its runway and terminal. I had a glimpse of the proposed architectural design for a new DZR airport via www.gerryruiz.wordpress.com , a personal blogsite from one of the leading tour operators in the region, and man, it is “world-class”. And how would our current leaders can do the “magic” for a “world-class” DZR airport? Let’s leave this to the leadership and management skills of our elected leaders then. I don’t believe that development at DZR airport is being held hostage by the principles of “realpolitiks” or of vested interest by our elected officials . I don’t believe that bootlicking, credit-grabbing and media-mauling are the real culprits, either. I believe DZR Airport rehab can be done, for all arguments’ sake. By: Ronald O. The new system was implemented to shorten the period of the water district’s billing process from 30 days to at least 15 days so that the monthly billing process for all its more than 28,000 connections will be done and closed each month accordingly, Ms. Maria Theresa Pascua, LMWD Information Officer said. Ms. Pascua also said that with the implementation of the new billing process, a new grace period will be effected, from 15 days to 10 days. To recall, Engr. Nestor P. Villasin in the first week of March announced the that the new system is envisioned to simplify the existing billing system, increase manpower productivity, improve operational efficiency, reduce operational cost, and eliminate unnecessary processes. "The adoption of this new system is just one of the several programs or projects that the LMWD have planned and embarked so as to improve its service to the people,” Manager Villasin said. The water district was able to implement this month the new MRBS which is working as expected although some minor problems are experienced or occur from time to time mostly attributed to the meter readers’ technical familiarization and adjustment in using the handheld computer gadget. Engr. Villasin calls on all water concessionaires to please visit or call the LMWD office for any queries, clarifications or complaints related to the implementation of the new meter reading and billing system. “We want to improve every aspect of our services and this new system is just one of those. On the other hand, we are also expecting from our water consumers to assist us by way of providing information that will help improve our services,” Manager Villasin added. “Read and Bill” is a simplified system wherein meter reading and billing process will both be done in the field by the meter readers with the use of hand-held computer set which is a PSION device run by customized software. Under the water district’s existing meter reading and billing process, billing cycle is done and completed within 30 days for all its more than 28,000 water connections. However, Albaladejo said the project will just be implemented on the second quarter next year despite the release of the P50 million initial funds to the Philippine Fishery Development Authority (PFDA) for preliminary surveys of the project. "The construction will start on June 2011. This is because there were some agencies that were against putting the project to our proposed site,” he said. The official is referring to the objections of the Philippine Ports Authority (PPA) claiming they were not consulted on the proposed project and the area where the project will be located is within the port parameter that could affect their operations. Instead, Albaladejo said the project site has been transferred at the Old Bus Terminal which is just one-hectare, short from the required five-hectare area. “As of now, there are no impediments so far that could derail some plans on the implementation. The city government has initiated already for the finalization of the project site and this will surely push through next year,” he said. The reason, among others, why the target date has been move to June 2011 is that the PFDA has still to conduct another study as the location has been changed. It was learned that PFDA will be the one to supervise the fish port but will transfer the management to the city government once the latter will be able to manage the port facilities. Yap, Filinvest Development president and chief executive officer, told reporters at the sidelines of the firm’s annual stockholders’ meeting on Friday. The two developments will be constructed by Filarchipelago Hospitality, Inc., a joint venture between Filinvest Development and Singapore-based Archipelago International Pte. Ltd., Ms. Yap said. Tourism Regional Director Karina Rosa Tiopes said local officials in their respective places are now tourism-oriented after realizing the real potentials of tourism as profitable means to improve the local economy. “All LGUs are undertaking different strategies to develop and improve their tourist spots especially those local executives that have little with tourism. For our part, it really takes time to advocate our LGUs and to all people in region 8 about tourism development but with their help, our prospect for a tourist-conducive region will now happen,” she said. Tiopes said small-town officials are taking advantage of the increasing number of domestic and foreign tourists that are flocking the region. In fact, records from the regional office of DoT revealed that last year, there were a total of 194,050 tourists who visited major tourist attractions in Eastern Visayas-178,183 were domestic tourists while 15,692 were foreign tourists. This year, DoT-8 recorded 20,326 foreign and domestic tourists during the first quarter, which the department said was comparatively higher compare from last year of same period. With this increasing number of visits, Tiopes said the rural tourism has higher chances to get better in the future. Last May 18, 2011, on my son John Pol’s birthday, which is also the birthdays of the Beatified Pope John Paul II and my son’s favorite comic book writer of “Pugad Baboy” Pol Medina, I was busy interviewing my good friend Ms. Grace Rabas Berino, the regional manager of Insular Life at the posh Insular Life building. Then I was rushing for another interview at the scenic San Juanico Bridge with actor Aaron Villaflor and director Jerry Senening who were shooting for an episode of Maalaala Mo Kaya. http://leytesamardaily.net/wp-content/uploads/2011/06/happen2.jpg Director Jerry Senening and Elmer Jabien. In an interview with Elmer Jabien, the local production coordinator of the ABS-CBN project, he said the Maalaala Mo Kaya production team will shoot at the famous San Juanico Bridge and other areas in the city for 3-days. I learned that this shooting is the offshoot of the 2-day MMK regional story gathering at Robinsons Tacloban last January this year. “There were hundreds of stories we collated from Leyte and Samar during the regional story gathering in Robinsons last January. We were amazed how the Leytenos and Samarenos are such great storytellers. We gathered 387 stories. One such story submitted is that of Nikko Mataro, all of 20 summers from Hilongos Leyte now based in Tacloban City, who jumped on May 2, 2009 from San Juanico Bridge, the longest bridge in Southeast Asia. There are still over 100 stories that are sealed,” revealed Jabien. “Nikko survived to tell us his heart-tugging story. The episode will be shown on June 4, 2011 . The title of the episode will be revealed after the show and results of the “Text mo, Title mo” promo of the MMK Program hosted by ABS-CBN Executive Charo Santos,”Jabien said. So many hopefuls want to see their stories come alive on television and portrayed by their favorite Kapamilya stars. An MMK story is a tapestry of one’s journey in life—one’s puppy love, love stories, marital feud, aha moments that bring one’s defining moment and success, struggles, happiness, crisis after crisis, friendship, faith, “kilig and kilabot” moments. The television being the most powerful medium of communication has the power to reach and influence people of all gender and ages. MMK does no less, it opens your eyes to life’s harsh realities, stories of triumph and struggles you can relate and a lot of lessons to pick up and hopefully make you a better person. Interviewing Nikko and actor Aaron, was a breeze, they were very cooperative and fun to be with. Aaron who portrayed Nikko in the MMK episode, is very handsome with sparkling white teeth— LOL! Nikko is good looking despite what he went through and tall at 5’8. His storyline is heartbreaking that I was crying when I got home after the interview. Nikko said “gibiyaan ako ng nanay ko sa betahaus noong 3-years old pa lang ako sa barrio namin sa Hilongos, Leyte at umalis siya papunta ng Maynila. Natapos na lang ang palabas, ako na lang naiwan sa upuan ng betahaus. Si Kuya Nilo po ang nakapulot sa akin sa betahaus at dinala ako sa bahay nila at doon ako naninirahan for the next 12 years of my life. Ang nanay ni Kuya Nilo ay naging nanay ko na rin po si Nanay Ading, or Anunciacion Lozado na isang kapitan sa barrio.” Then Nikko said he was treated like Aling Ading’s real son like her 13 children (no RH Bill back then – LOL). Nanay Ading died when Nikko was 15 and he was left fending for himself and stayed with a total of 15 families until today, that he lived on his own. He went to Manila in the hope of finding her mother which he did not. He said he was forced to have relationships with girls at the park in Manila just to survive, but that is past and its part of why I am here to tell my story. “I rejected them at first but later gave in— kapit sa patalim. I decided to end my life by jumping at San Juanico Bridge when I was 18, that I was unconscious when the firemen of Tacloban City rescued me. Life was a constant struggle, I was depressed, hopeless and life was meaningless. The foster families I went to except Nanay Ading were always blaming me for any mishaps in their lives,” he said. “I encouraged everyone to watch this beautiful episode. I realized life is indeed beautiful. This is about family and shows how important a family is, to mold your character and the love they give. I now work in a cafeteria as a waiter and sometimes cashier and will be 4th year high school this June. I need all the support of everyone. I am an orphan, I don’t know my parents. I hope my story as portrayed ably by Aaron will serve as an inspiration to others.” Nikko said. Aaron on the other hand said : “The heartbreaking scenes were so genuinely portrayed that viewers couldn’t help but feel his plight. Nikko’s life is very deep, colorful and uncommon in real life. I had so many dramatic highlights in this episode. This is my first starring role in television. They said, your caliber as an actor will be determined in the portrayal of any MMK anthology and serve as launching pad of any aspiring actors. That’s why I really prepared and internalized for the role to give justice to his story.” Aaron is the young actor who is one of the characters in the “Good Vibes” afternoon series every Sunday of the network. Aaron continued “the episode is super hirap. But Director Jerry is so maalahanin and really supports his actors to give their best performances. No less than Margie Moran- Floreindo, 1973 Miss Universe will lead the distinguished panel board of judges of the beauty pageant slated on June 25 at the Tacloban Convention Center (astrodome). Fifteen lovely and talented young ladies passed the rigid screening from among the 40 ladies who submitted applications for two days led by City Councilor Cristina Gonzales Romualdez, chair of the tourism committee in the city council. The annual search is a project of the Sangyaw Foundation that spearheads various activities for the festival. The aspiring contestants are aged 16-20 and are from the different colleges and universities of the city are April Joy Dy; Crisanta Rivera; Joy Winstell Briones; Stefani Laurente; Maurine Hope Navarra; Sheena Hernandez; Menchie Nacario; Aileen Gonzaga; Richelle Jane Burgos; Cristine Grace Almeda; Mary Elizabeth Lacandazo; Cruzette Magallanes; Jyca Therese Macarion and Kailee A. Tan. They will be judged with the following criteria: 30% – poise; 30%- beauty and personality; 30% communication abilities and 10% on professionalism. In a separate venue and earlier date, the candidates will showcase their talents and best performances to vie for the best in talent award but the winner will be announced on the final search night. The candidates will also sashay their Philippine Terno for the Best in Philippine Terno Award will be on separate date and venue. The winner of the Best Philippine Terno Award will be given to the designer of the terno, to give honor to the designers of their craftsmanship and styling . From 15 contestants they will be trimmed to the Top 5 semi-finalists and finally the Top 3 will be selected and are set to receive handsome cash prizes, trophies and other gift certificates. Aside from the above major awards, minor awards at stake are: Miss Photogenic; Darling of the Press; Ms. Congeniality (to be voted by the candidates themselves); Best in Swimwear, People’s Choice Award- on line voting and Special Awards from sponsors. Aside from 1973 Miss Universe Margie Moran- Floreindo, Ford-Supermodel Philippines Tweety de Leon-Gonzales will also join as member the board of judges. Singers Karylle and Sam Concepcion will host the pageant and features the Island Assassins. The outgoing Miss Tacloban 2010 Ivy Advincula Severson, a senior student at ABE International School for Business, will do her farewell walk and crown her successor. (VICKY C.
