TACLOBAN CITY-The Civil Aviation Authority of the Philippines (CAAP) has started to provide night-operations equipment to the Daniel Z. Romualdez (DZR) Airport and 10 other provincial airports so that domestic flights can spread their schedule and avoid congestion during departures in Manila.

CAAP Tacloban Manager Antonio Alfonso said the move is also in accordance with the open-skies policy adopted by the Aquino administration, upgrading provincial airports so that foreign carriers can also come in, instead of concentrating their operations in Manila.

“Actually, the night-operations equipment has long been installed at the airport. There are just some policies of the airline companies that they would not allow its carriers to land during night time,” Alfonso yesterday told Leyte Samar Daily Express by phone.

Alfonso added that putting up and reviving of night-operations facilities was part of the consensus reached between the CAAP and the Manila International Airport Authority (MIAA), following a dialog that included all domestic carriers, to pinpoint the cause of congestion at the premier airport. The local domestic carriers are Philippine Airlines, Cebu Pacific, Zest Air and Seair.

It was discovered that all domestic carriers bundle their departures early in the morning, at noon and sometime in the afternoon so that all of them could take off at their point of departures before sunset.

The study showed that congestion occurs when more than 36 departures at the Ninoy Aquino International Airport (NAIA) are cramped within one hour and then the planes would return to prepare for another provincial run and maximize their daylight operations.

“It was discovered that all of the domestic airline operators are in a hurry to come back before sunset, where provincial airports stop operating due to the absence of runway lights,” Alfonso said.

Aside from Tacloban, runway lights are being provided to provincial airports in Puerto Princesa, Cagayan de Oro, Zamboanga, Davao, Kalibo, Laoag, Iloilo, Bacolod, General Santos and Dumaguete.

It was learned that MIAA limits the number of departures to a maximum of 36 flights per hour to provide safety to the flying public. Once the quota is met, air carriers can choose other “slots” or schedules so that departures are spread out evenly, thus avoiding congestions.

Slotting is being resorted to while the performance-based navigation (PBN), which is a component of the Communication, Navigation System/Air Traffic Management (CNS/ATM), is in the process of getting installed.

The CNS/ATM would be housed in a new building, the first phase of the scheme, which is now under construction within the CAAP compound. The project is scheduled for completion in 2013.

Meanwhile, Alfonso said the DZR Airport will be adding nine additional flights a week.

“There is a huge volume of air passengers that airline companies decided to add more flights to Manila and back,” Alfonso said.

The DZR Airport currently has at least 13 flights daily. (REYAN L. ARINTO)

MANILA, Philippines — The Philippine Ports Authority (PPA) is pursuing various port projects in Cagayan de Oro and Tacloban and the port rehabilitation work in Pulupandan, Negros Oriental.

PPA General Manager Juan C. Sta. Ana stressed that the current port infrastructure plan puts premium on the PPA's mandate to provide the country’s sea travelling public with more efficient, appropriate and modern port facilities and equipment specifically in keyports or major gateways like the Cagayan de Oro (CDO) port.

The CDO port caters to an average of 1,200 passengers per day during regular season and 2,500 passengers per day during peak season.

On vessel calls, the port receives 7 vessels a day ranging from superferries, liners and tramping vessels. On cargo throughput, the port averages around 12,500 TEUs a month.

The PPA has lined up a number of infrastructure projects that could be implemented in the medium term that would allow the port to accommodate the growing port traffic, said Sta. Ana. Sta. Ana reiterated the PPA's commitment to implement the following individual projects at the CDO port in the latter part of 2011 and 2012 to include the paving of around 20,500 sq.m. newly developed operational back-up area to provide additional space for storage of container cargoes, the construction of new two-storey passenger terminal building (PTB) which is designed to accommodate 1,500 passengers at any given time and the construction of three RO-RO berths that would accommodate large long-haul RO-RO vessels of GRT ranging from 6,500 to 19,000 MT and with a minimum draft requirement of 7.0 meters.

These projects are included in the medium term public investment program (MTPIP) of the PPA with a total fund requirement of P72.21 million, P250 million and P50 million respectively. Sta Ana noted, however, the GMA modular RO-RO port that will cater only to small RO-RO vessels of 300 GRT, and its passenger terminal building which has a total area of 64 sq. m. will accommodate a maximum of 55 passengers.

It is a modular port system intended for remote locations in the Philippines that can be utilized primarily to service small vessels and is classified as RO-RO port for mobility enhancement, remote island development and social reform support, Sta. Ana further stressed.

The Tacloban port improvement and rehabilitation project, on the other hand, involves the expansion of the port's existing wharf which would require the installation of steel pipe sheet piles and waling (1,456 MT), rockworks (15,378 cu.m.), fill materials (37,544 cu.m.) and tie rods (14 sets of 32mm x 18m and 90 sets of 70mm x 24m).

The port handles both foreign and domestic ships and cargo vessels. It will also involve an additional, 7,904 sq.m. of cement; 2,975 sq.m. of interlocking concrete blocks pavement (ICBP) and 15 sets of V-1000H x 1000L rubber dock fenders and 7-sets 50 tons T-Head mooring fixtures will be installed.

Sta Ana said the new wharf project in Pulupandan, Negros, Occidental has a revised contract amount of P411.2 million and not P715 million as reported in the press. The project was completed in 2005 during the previous administration.

TACLOBAN CITY –State-run Land Bank of the Philippines is expanding its operation in this city with the construction of a two-storey building in Sagkahan district that will centralize different banking units.

Land Bank assistant vice president for Eastern Visayas Alex Lorayes said that construction of the P24-million building is now in progress and it will be completed before the end of the year.

“We will be at par with private banks in terms of facilities. It is expected to bring greater convenience to clients. The site will also have a wider branch lobby and spacious parking to accommodate,” Lorayes said.

The new building will house the Land Bank regional office, Tacloban Branch, Development Assistance Center, Agrarian Operations Center, Accounting Center, Lending Center and the Field Legal Services.

Currently, Land Bank’s different units are located in different areas in this city with the bank’s operation heavily concentrated in a rented facility located at Corner Salazar and Justice Romualdez Streets, the city’s business district.

Lorayes said that despite completion of a new facility, they will still maintain a branch in city’s downtown area to boost its presence.

The new site is located in a 3,500 square meter lot in Real St., Sagkahan District. The building has an approximate floor area of 1,500 square meters.

Lorayes reiterated the need to improve its facility to answer the growing demand for banking. Tacloban is the second biggest branch in the Visayas of Land Bank in terms of volume of transaction and deposit portfolio.

Earlier, the bank reported that total deposits portfolio in the region has reached P10 billion in December 2010. The amount has been maintained until the first quarter of 2011.

Meanwhile, Land Bank will be setting up new branches in Guiuan, Eastern Samar; Allen, Northern Samar; Carigara and Palompon, both in Leyte.

According to Lorayes, the first that will be set up is the branch in Guiuan town after the bank completed its feasibility study in the area and sought for board approval.

”We have already acquired the site in Guiuan. We are looking at operating in the area by the end of 2011 or early next year,” he said.

In Allen, LandBank has been present at the ferry terminal through its automated teller machines (ATM) outlet. Officials here are set to present the result of feasibility to the board this month.

Land Bank’s study is on progress in towns of Carigara and Palompon. The country’s official depository bank seen the need to expand operation in the region with growing number of transactions in its existing branches.

“The study is centered on the volume of business that will be generated both from the government and private sector. We also take a look of local development plan of the local government that would draw investments. Like in Guiuan, if there are more tourists coming to surf, people will need capital to set up new business. We will be there to meet their needs,” Lorayes explained.

TACLOBAN CITY – The chief executive of this city, Mayor Alfred Romualdez, stressed that the dredging machine that the City Engineer’s Office would be using soon would be of big help to the city government in cleaning all the waterways that surrounded Tacloban.

Mayor Romualdez, during an interview with the Express, said that the city government purchased a dredging machine so that all waterways in the city would be cleaned up.

According to him, the dredging machine could make the work of the CEO personnel easier.

The chief executive also pointed out that aside from the cleaning of waterways, they also would continue in resettling so-called illegal settlers on the said areas.

“It is always our concern to protect the people of Tacloban, and one of the moves that we are doing now is to extract all the obstruction along the river banks, which is also one of the actions that the administration is doing that deal with city’s disaster preparation,” he said.

Mayor Romualdez said his administration is resettling the illegal settlers so that the extreme flooding that the city experienced last March, that affected thousands of the entire populace of the city, would not happen again.

“We need to learn our lesson from the sad experience we had on the flooding that occurred last March, that brought million of damages to the agriculture and even caused death to some of the Taclobanons,” he said.

In regards to the cleaning of the river banks and coastal areas within the city, CEO has already started resettling the illegal settlers and improperly placed establishments four months ago. To note, they conducted such activity at the village of Utap, Sampaguita, Apitong and Sagkahan.

The chief executive cannot deny the fact that having rampant illegal settlers is one of the problems that the city government faces. They construct their houses along the river and coastal lines and there are also establishments that do so.

He stipulated that though people are aware that there is an existing law that prohibits anyone to construct establishment and houses within 50 meters from the water lines, still they violated it. They just ignore the fact that they would be in danger especially during unexpected calamities, he added.

TACLOBAN CITY- The E-Riders (EVRMC Bikers Group) in cooperation with Light Years Medical Systems (LYMS), in commemoration of the 95th Anniversary of Eastern Visayas Regional Medical Center(EVRMC), will be conducting a “Fun Walk, Fun Run and Fun Ride” today from 6:00-9:00 in the morning.

The said activity, according to Henry Giovanni Lopez Jr., LYMS representative, aims to raise funds to buy surgical instruments for EVRMC emergency room-OR.

The said activity is inviting everyone including the students, employees and all health conscious individuals to participate and give a little for the needy ones.

“May registration fee but we will give P15-20 every fee para sa EVRMC. Let’s give para sa EVRMC dahil marami ang makikinabang diyan, hindi man tayo pero dun sa mga less fortunate. We’re not dun sa fun but yung maka-give kahit a little lang of ourselves and pwede lahat dun kahit dalhin nyo pa mga aso nyo for a walk or with your barkada or family,” Lopez shared.

The said event will be held along Magsaysay Blvd from front of EVRMC-ER to front of city Legislative Building and the registration fee is P180, inclusive of a commemorative shirt, snacks and a raffle ticket. Registration is at EVRMC Hems OpCen and everyone can have their early registration.

ROBINSONS Land Corp. (RLC) has begun the redevelopment of its 10-year-old shopping mall along Marcos Highway in Pasig City to accommodate more shops.

Arlene Magtibay, general manager of Robinsons Malls, said the
redevelopment of Robinsons Metro East, set for completion by December, would allow the mall to keep abreast with the burgeoning residential communities in the area.

“We want to maintain Robinsons Metro East’s status as the preferred shopping destination for the entire family in eastern Metro Manila,” she said.

The redevelopment will introduce new foreign and local brands as well as three new zones: My Domain for technology buffs, the Food Loft for those looking for food on the go and for bringing into the nearby cinemas, and Body Senses, which specializes in hair and skin care for those who want to relax and pamper themselves.

The redevelopment program will also cover the renovation of Robinsons Metro East Movieworld’s eight cinemas, with one cinema fitted out with the latest 3D projectors.

The redevelopment of Robinsons Metro East is part of the P1-billion budget allotted for the expansion of three other malls. Soon to be completed are the expansion projects of Robinsons Place Tacloban and Robinsons Place Bacolod.

RLC shares rose to P12.86 on Thursday from P12.80 each on Wednesday.

TACLOBAN CITY- As part of the continuing effort to decongest densely populated schools in this city, the Department of Education (DepEd)- Tacloban City Division is again implementing another round of school building construction in identified school-beneficiaries here.

City Schools Division Superintendent Ronelo Al Firmo said this construction of school buildings is part of the agency’s Basic Educational Facilities Funds (BEFF).

Firmo told Leyte Samar Daily Express in an interview that about P15 million was allotted by the DepEd central office for Tacloban City Division alone for classroom construction project this year.

“The construction of these school buildings has already started so we expect they could be completed soon probably August or September,” Firmo said.

It was learned from Firmo that project contract was already awarded last June to the winning project bidder to start the project implementation in time.

Firmo said this particular project undertaking is being implemented by the DepEd and the funds being used also come from the DepEd to facilitate easy and smooth release of logistics.

Some schools were given 2 classrooms while others were provided with 2-storey buildings.

Firmo said some identified school-beneficiaries were the Lucio Vivero and Lorenzo Daa high schools in the northern part of this city and others are located within the downtown area of Tacloban.

“Most funds for school buildings this year were meant for secondary schools as they are the most populated schools based on our observation,” Firmo said.

According to him, another funding support of around P8 million is still expected to be given to Tacloban City Division this year following this current fund release that’s now being utilized solely for classroom construction.

“The next fund release late this year would focus on the repair of classrooms and construction of water facilities in the comfort rooms of various schools,” Firmo said.
