Nestor Villasin, LMWD general manager, said the water utility received two notices from NWRB informing them of the water permit application of Tacloban on January 24 and February 15 this year, respectively. The notices indicated the location of the proposed water source of Tacloban and advised LMWD to file within 30 days a verified protest before the water board if the project will adversely affect the water utility. “To abide with said directive we immediately posted in our bulletin board the two notices upon receipt of the same,” Villasin said in an interview. Villasin added that whether or not LMWD will be affected by the proposed appropriation, and as NWRB has the authority to determine, he sent a letter to Atty. Elenito Bagalihog, the chief of Water Rights Division on March 25. “The content of the letter merely informed NWRB of the district’s present utilization of raw water coming from Binahaan River located in Barangay San Agustin, Jaro Leyte,” Villasin said. Villasin added that he cited in his communication that the water district is utilizing only one-third of the 1,000 lps water right granted by the NWRB, while the remaining 640 lps will be maximized once the district’s expansion project earmarked for the city of Tacloban will be implemented by August next year or earlier. He added the letter also indicated the location of the existing and the proposed water treatment plant. “These and no other words or phrases indicative of protesting to the city of Tacloban’s water permit application can be gleaned from said letter,” Villasin pointed out. It was learned that on April 1, 2011, NWRB sent a letter to LMWD advising them to file a verified protest and to pay the corresponding protest fee, and failure to do it within 10 days processing of the city’s application would proceed. “Again, the water district made no action considering that the district has no intention whatsoever of filing any protest to that effect,” the LMWD manager said. This is already the fruit of Tacloban being highly urbanized city, because it continues to attract more people and investors alike. Rafael’s Farm in Barangay Pagsulhugon, a 40-minute ride from Tacloban City, does not only have a restaurant in a thatched-roofed building but also native cottages and kiosks. It has a tree house, a lagoon for boating, a wishing well in a landscaped garden, an old calesa and manmade waterfalls. But it didn’t look this heavenly when Rene Tampil, who is in his 50s, bought the 16-hectare property about 10 years ago. In fact, it was in disarray: most of the rice field was covered with shrubs, bushes and trash. Food business Tampil was then successful in his food business, which he started in 1990. “I was orphaned with no source of income so I opened a carinderia (eatery) so I can continue my schooling,” he says. He eventually graduated from college with a commerce degree. With only P500, Tampil put up “Join Us” in Tacloban. The eatery later became popular mainly through his hard work and determination. Tampil opened several “Join Us” branches in the city and expanded into meat shops. Then he found the property in Babatngon. At first, he planned to put up a farm there. He had wanted to develop the rice field and vegetable garden, as well as build a small hut where he could rest and relax after a hard day’s work. Visitors He changed his plans. About five years ago, he thought of a farm resort, and he would design the whole place, including the garden. Rafael’s Farm, which was named after his grandson, was created. As construction was about to be completed, people started visiting the place to admire its garden. They would ask later ask if the farm would sell food. Tampil decided to open a restaurant, different from his fastfood eateries. This time, it would offer fine dining and set meals for customers with tight budget. “We did not expect that many people would like our place because this is far from the city … I think ambience and the food are what keep them coming here,” Tampil says. The restaurant has 15 employees who are all Hotel and Restaurant Management graduates. Eleven workers tend the rice field and vegetable garden. Projects Tampil declines to tell how much had been spent in developing the farm. But he says he had allotted at least P100 million for future projects, including a dormitory and a swimming pool. Rafael’s Farm offers a variety of cuisine at affordable prices, among them Classic Baby Back Ribs, Grilled Herb Chicken, Kare-Kare, Coco Chicken Stew, Crispy Chicken Kawali and Farmer’s Salad. The restaurant’s terrace—with sofas and coffee tables and overlooking the lagoon and garden—is a good conversation area. Old jars and lamps, sculpture pieces and some paintings adorn it. A koi pond lines the perimeter. At night, the place becomes romantic as fireflies swarm at a nearby tree and serenity steps in. Tampil says he may close down his other businesses in the city and just concentrate on running Rafael’s Farm with his son. He still has many ideas to develop his new baby, though. Luv it! :D Congrats! :) Green Arrow July 26th, 2011, 05:58 PM Leyte SP to hear anew proposed Leyte-Mindanao power grid sharing project By Provincial Media Relations Center June 17, 2011 TACLOBAN CITY – Another public consultation on the proposed Leyte-Mindanao Interconnection Project (LMIP) is yet again set a month from now, as lawmakers of the Sangguniang Panlalawigan of Leyte and the public in attendance did not seem content with the explanation given by representatives of the National Grid Corporation of the Philippines. Another public consultation is set in July where other NGCP representatives are requested to attend to provide in-depth information on the interconnection project, particularly on how this would affect the power rates now imposed among local consumers. Leyte 2nd district Board member Anlie Apostol, chairperson of committee on energy, said there is still the need for the people to know how the project will go about, the advantages the interconnect can give to local consumers and where the power increase, should it be imposed, would go. It was learned that NGCP has petitioned the Energy Regulatory Commission (ERC) to approved their conduct of a feasibility study to determine whether it will be in the best interest of the grid and consumers to construct the LMIP, which may entail additional costs for consumers. “As it is, an increase in the rate could not be avoided, but the consumers should know where the increase would go. In the long run, dapat malaman natin kung saan napupunta ang binabayaran natin,” Board Member Apostol said. However, she added, the province’s opposition stands on the cost of the feasibility study to be conducted by NGCP on the proposed Leyte-Mindanao Interconnection Project to be passed on to the consumers. “Mahirap naman yun on our part of consumers. Why should we be the one to shoulder the cost. Sila ang kapitalista and they say they are a stable company, bakit tayo pa ang gagastos sa feasibility just for them to know kung kikita ba o hindi ang project nila. They are the capitalists, sila na rin gumastos sa study nila,” Apostol said. Meanwhile, National Association of Electricity Consumers for Reforms (NASECORE) Inc. through its President Pete Ilagan, who was also in attendance, maintains their opposition and has petitioned the ERC to “dismiss outright the instant application” by the NGCP, citing among others, that local consumers cannot very well shoulder the cost of the feasibility study. Morever, in the petition filed by NASECORE, it was pointed out that the provisional authority asked for by the NGCP with the ERC already means immediate implementation of Phase 1 of the LMIP which involves the preparation of an updated project feasibility study, transmission route survey and hiring of its consultancy services. “Or putting it in another way, the preparation of an updated project feasibility study, transmission route survey and hiring of consultancy services is not the same as implementing a plan for expansion or improvement of its (NGCP) transmission facilities,” the NASECORE petition reads. Local chief executives in attendance also expressed opposition to the project saying they already see additional costs that would be passed on to the consumers, even years from now. On the other hand, Atty. Cynthia Alabanza, spokesperson of the NGCP Head Office, maintains that the project could prove advantageous to Leyte and the Visayas Grid in terms of energy sharing. The Department of Energy (DoE) believed that the interconnection project could secure the country’s power supply as a long-term solution to alleviate the power shortages in the country. The proposed Leyte-Mindanao Interconnection Project involves a 250-kilovolt high-voltage density cable bipolar link with a total transfer capacity of 500 megawatts (MW), and a 455-kilometer long overhead line and 23 km submarine cable. Around 60 personnel from City Engineer’s Office through its OIC-Engr. Dionesio de Paz together with some personnel from City General Services Office under Officer-In-Charge Ildebrando C. Bernadas worked together in cleaning the drainage around the vicinity of the old bus terminal. This was revealed to Leyte Samar Daily Express by Victoria “ Vic-Vic” Collantes, chairman of the food security committee, saying that as of press time the clearing of Burayan River is now 95% complete while the Tanghas Lirang creek would soon be completed by Aug. 12. This projects is being implemented by the city government in partnership with the GIZ- EU aimed at giving a relief to the perennial flooding in some low-lying areas especially during the rainy season. The clearing did not only clear the two major waterways from garbage and silts but that allowed the strong flow of water, but it also provided income to 500 men and women from the concerned barangays who were hired to do the clearing manually. The funds released for this purpose amounting to over P3 million was able to really clean the 3 kilometers Burayan River and the 2.5 kilometer Tanghas Lirang creek. Mayor Alfred Romualdez said that this manual clearing of the major waterways is just a start of a massive work to address flooding problems in the city. Very soon, he said, a dredging machine will soon arrive in the city and will be used to dredge all major waterways. To recall, this clearing was started on May 16, 2011 at Brgy. 83 as a major step to give relief on flooding problem – a joint project of the city government of Tacloban and the European Union – GIZ. The program is being undertaken under the concept of cash for work of the food security committee to qualified barangays residents. In this project, 450 men and 50 women were hired at P200 per day Monday to Friday. They were also provided with the needed tools and cleaning materials including some protective gears such as gloves and boots. Burayan River clearing project covers Barangays, 83-C, 83-A, 83, 81 and 79 while Tanghas Lirang Creek covers Barangays 56, 58, 59, 59-A, 59-B, 95, 95-A and 60. LMWD general manager Nestor Villasin said the construction firm was represented by Elmer Ceguerra, its president. “This is one component of the expansion program of LMWD consisting of 24-inch diameter of transmission line that will pass through the roadsides from the barangays of Jaro to Tacloban City. This project is solely aimed at improving capacity for Tacloban City and no other place,” Villasin said in a press conference. Villasin said he is hopeful that the project will be finished within a year. He said barring any unforeseen events, the project can start anytime next month after they issue a notice to proceed. “With the signing of the contract, it’s all basically all systems go for the project. We have secured all documents including environmental compliance certificate and permits to cut trees along the project lines,” Villasin added. Villasin said the water project solely dedicated for Tacloban will start from its water source in Jaro and will directly flow to its reservoir in Utap, this city. “Once completed, some 30,000 cubic meters of water per day will be supplied directly to the city. The water district is very confident that with this expansion program we would address the need for water of the city,” the LMWD manager said. It was learned the project would be sourced out from its P1 billion line of credit from Land Bank of the Philippines (LBP). These five water sources that would be linked together into one would be more than enough to cater the high demand of water of Tacloban. (http://leytesamardaily.net/2011/08/whose-water-is-it/) Now that the government of the highly urbanized Tacloban City is pushing with its HUC-campaign promise of a separate water system for this locality, the Leyte Metropolitan Water District is reviving its shelved expansion purported to improve its services to the water concessionaires in this same city. This development only shows that the only way to wake a giant is to agitate it with its kind. The fact that a competitor is coming to invest in water supply in Leyte, particularly in Tacloban City, is an eye-opener for the lone water distributor in this highly populated city. People are asking about the timing in LMWD’s deferred expansion project implementation which coincides with the publicized initiative of the city government to start with the creation of a separate water district firstly meet the water demand of the consumers in the city. What about the source which are both in Jaro, perhaps the same tributary? Is this a coincidence, too? Peace loving would rather think that way, but not those who infer otherwise. Tapping the same source and putting up dam in the same site could be unbelievable. But this is simply called, lack of coordination. How will the Taclobanons expect coordination when there is not even civil talk to speak about between the leaders of the city government and the management of LMWD headed by a former politician publicly known to be too close to the nemesis of the former? The political feud is going beyond pure word war between the opponents. If this kind of volatile atmosphere persists, chance is that even the leadership of public utilities and worse the services to the people of Tacloban City will be affected. Such situation, nevertheless, is the most awful to think of, a worst scenario to be remorseful of. Hopes are high this will not happen at all. Assuming for the sake of argument that the project of LMWD and that of the city government with the help of Maynilad pursue and be later ready to service the concessionaires of Tacloban, whose water will better flow down the faucet in households and ther edifices without aid of electric pump? Can LMWD deliver when it has even failed to improve its services to Tacloban with the aid of the multi-million worth booster pump? To note, before this booster pump project has started to prove its worthlessness, the city government was mum on the plan to finally implement the 2009 HUC-campaign promise of providing Tacloban a separate water district. Giving LMWD the benefit of the doubt, perhaps it is not this multi-million worth booster pump that will help cure the headache caused by its poor service to the concessionaires in Tacloban. Maybe it is the billion pesos worth expansion program that will solve the problem. Hopefully, the coincidence of timing and same source of water will not cause migraine to the Tacloban concessionaires but instead create happy faces and better feeling among them. In this improved condition, people will not help but compare whose supply of water is it that is more reliable? Romualdez to the already worried residents of Brgy. 37 near the market place and the old bus terminal when he visited the barangay on Monday afternoon- August 01. Mayor Romualdez made this categorical statement amidst the wrong information being floated and circulated by his detractors with the recent take over of the city government of the old bus terminal which is now being developed for the 28 vendors association, and the upcoming construction of the Fish Port. According to Romualdez, this is only being capitalized by his political opponents for their political favor, by confusing people. “ Ito naman lagi ang ginagawa nila eh, laging tinatakot ang mga tao na eeskwatin ko daw mga bahay nila – pamomolitika lang nila ito. Ganito rin ang pananakot na sinabi nila sa mg tao noong kampanya for HUC- o ngayon, may pinaalis ba ako? Wala di ba?”. Barangay Yerro who was present when Mayor Romualdez made the assurance of no demolition said that he was like “ nagabutan hin tunok ha dughan para han akon mga taga barangay” because it was already an statement coming from the Mayor himself. Now, it is very clear that the issue being floated has no truth, Yerro said. Mayor Alfred made it clear too that there is an existing road plan traversing Bgry. 37 towards Anibong area. The development of the road was started during the stint of then Mayor Bejo Romualdez to address the perennial traffic congestion along Quezon Boulevard , market site and up to Anibong area- that is now to be continued in this present administration. The still not cemented road is now occupied by shanties – and these are the ones to be removed to clear the road right of way. Those that are going to be removed from the line of the road site are to be relocated in the available relocation sites of the city, said Mayor Romualdez. Romualdez also clarified that the shanties and small canteens that were removed outside the concrete fence and back of the old terminal are those that were constructed on the waterway which practically obstructed the drainage of the flow of water from the market towards the sea.
