Arizona Air Guard to train Moroccan F-16 pilots

TUCSON, Ariz., (2/26/10) -- A new destination was recently added to the mile marker post outside the Operations Group here.

It reads: Marrakech 5,754 miles. The sign is indicative of the newest partner nation to be trained by the Airzona Air National Guard's 162nd Fighter Wing here -- the Kingdom of Morocco.

Maj. Steve "Scratch" Haase, 162nd operation's center chief, described an allied relationship with Morocco as an opportunity to "build interoperability and the capacity to support military, civilian and peacekeeping operations in northern Africa."

Set to begin instructor pilot training in March, Morocco's four initial students are currently receiving specialized English training now. The list of students includes Ben Guerir Air Base's operation's group commander and three other high-ranking pilots.

Located about 36 miles north of Marrakech, the base was once operated by the Strategic Air Command of the U.S. Air Force.

The four Moroccan students will train for a year and a half in the F-16, Block 42 aircraft here as part of their conversion from the F-5 to the F-16. Six additional student pilots are expected to arrive for upgrade training, as well as a limited number of maintenance personnel in specialties ranging from air frame to crew chiefs, according to Major Haase. Morocco is expected to receive the first of their 24 F-16s beginning in July, 2011, at which time they may require additional mobile training teams to instruct them on the use of equipment such as night vision goggles and joint helmet mounted cueing systems, said Haase.

Aug 03/09: F-16s. Lockheed Martin Missile and Fire Control in Orlando FL receives a $30.3 million contract for the purchase of Sniper Advanced Targeting Pods (ATPs) for Morroco’s F-16s. The Dec 19/07 DSCA request specified either Sniper ATP or the LITENING pod.

The contract includes integration support, product spares. and logistics support. Sniper ATP deliveries will be completed in 2011. The number of pods was not disclosed. Warner-Robins Air Logistics Center/448 SCMG/PKHCB at Robins Air Force Base, GA manages the foreign military sales contract (FA8522-09-C-0013).

Ce que vous dites est faux ... puisque F16.net ( qui est juste un forum ! ) se base juste sur les engins dont il a eu des photos .. Or, LM produit des avions à l'ordre de 2 par mois, prenez la date de sortie du premier exemplaire le 8001, et faites le calculs .. mais rien ne peut vous dire combien il y a de C ou D ... c'est pas obligatoire de publier une photo de chaque avion qui sort de la chaine ...

The General Dynamics F-16 Fighting Falcon is a multirole jet fighter aircraft originally developed by General Dynamics for the United States Air Force. Designed as a lightweight, daytime fighter, it evolved into a successful multirole aircraft. Over 4,400 aircraft have been built since production was approved in 1976. Though no longer being purchased by the U.S. Air Force, improved versions are still being built for export customers. In 1993, General Dynamics sold its aircraft manufacturing business to the Lockheed Corporation, which in turn became part of Lockheed Martin after a 1995 merger with Martin Marietta.

The Fighting Falcon is a dogfighter with numerous innovations including a frameless bubble canopy for better visibility, side-mounted control stick to ease control while maneuvering, reclined seat to reduce the effect of g-forces on the pilot and the first use of a relaxed static stability/fly-by-wire flight control system that makes it a highly nimble aircraft. The F-16 has an internal M61 Vulcan cannon and has 11 hardpoints for mounting weapons, and other mission equipment. Although the F-16's official name is "Fighting Falcon", it is known to its pilots as the "Viper", due to it resembling a viper snake and after the Battlestar Galactica Colonial Viper starfighter.

In addition to USAF active, reserve, and air national guard units, the aircraft is used by the USAF aerial demonstration team, the U.S. Air Force Thunderbirds, and as an adversary/aggressor aircraft by the United States Navy. The F-16 has also been selected to serve in the air forces of 25 other nations.

Over 4,400 F-16s have been sold to the U.S. and 25 other air forces.

Vingt-cinq ans après le lancement de son programme de fabrication, le Rafale n’a toujours pas été vendu à l’étranger. Dassault a beau multiplier les approches, rien n’y fait : le chasseur français reste synonyme d’échec chronique à l’export. Pour Jean Guisnel, le “cas d’école” est le revers subi en 2007 au Maroc, où Paris a dû affronter le rouleau compresseur américain et… ses propres dissensions.

Conséquence : cet extraordinaire ratage va déboucher sur la création d’une “war room” à l’Elysée, sorte de centrale de coordination des acteurs de l’armement. Dirigée par le secrétaire général de la Présidence, Claude Guéant, elle gère une centaine de dossiers, à l’image de ce qui se pratique, à la Maison Blanche, au Royaume-Uni ou en Allemagne. Si l’idée paraît bonne au départ, elle n’a pas encore donné tous les résultats escomptés comme le montre les vicissitudes des négociations avec le Brésil sur le Rafale. Extrait.

Le ratage marocain de Dassault en 2007 : un cas d’école

Nous sommes le 11 septembre 2007 à Toulouse, lors des « universités d’été de la Défense ». Devant un parterre comptant tous les dirigeants français des armées et de l’industrie militaire, le ministre de la Défense Hervé Morin, en poste depuis moins de trois mois, a refusé qu’on lui prépare un discours et s’engage dans une improvisation sur le chasseur-bombardier Rafale. L’avion, tout le monde le sait, est emblématique des onéreux efforts français en matière de technologie, que la gauche, la droite, les présidents François Mitterrand et Jacques Chirac, l’armée de l’air et des dizaines d’industriels sous-traitants soutiennent à bout de bras depuis un tiers de siècle. Un monument ? Non… Une vache sacrée ! Que la France a décidé de s’offrir et que le monde lui envie, bien sûr, mais ne lui achète pas… Hervé Morin est un transfuge du parti centriste de son ancien mentor François Bayrou, qu’il avait préféré lâcher quand ce dernier s’était lancé dans son aventure pour l’élection présidentielle de 2007. Rallié depuis au vainqueur, Nicolas Sarkozy, Morin n’a jamais prononcé, dans son domaine de compétence, un mot qui pourrait faire seulement froncer un sourcil au président. À l’instar des chevaux qu’il aime tant, le ministre possède un excellent flair. Dans son domaine ministériel, il sent le vent de l’Élysée et n’est pas du genre à souffler contre lui.

Or, devant les plus importants dirigeants de Dassault Aviation, dont le patron Charles Edelstenne en personne, et devant le patron de Thales (qui fournit l’électronique de l’avion) Denis Ranque, il envoie une ruade inattendue en s’en prenant à ces « programmes qui ont été pensés en pleine guerre froide ». Et de choisir un exemple, au hasard : « On le voit bien avec le Rafale, un avion sophistiqué, formidable. Quand les Américains emportent les contrats, c’est souvent avec des F-16 d’occasion1 . Je souhaite qu’on propose aux politiques la possibilité de choisir un équipement peut-être un peu moins sophistiqué à l’avenir. » Et d’ajouter : « Le Rafale est un avion absolument formidable, qu’on a beaucoup de mal à vendre. J’observe simplement que beaucoup de pays ne [raisonnent pas en termes] de combat à haute intensité, leur réflexion sur les équipements intègre bien entendu beaucoup plus la question du prix. » C’est clair : pour le ministre, mais aussi pour l’Élysée, c’est parce qu’il est trop cher que le Rafale ne se vend pas. Et ce que le ministre sait, mais ne dit pas, c’est que sa première vente à l’exportation, au Maroc, vient de capoter !

Quelques jours avant le discours d’Hervé Morin, la DGSE, qui avait fort bien travaillé au royaume chérifien, avait remis à Paris un document passionnant : l’offre commerciale concurrente de celle du Rafale, présentée par l’industriel américain Lockheed Martin : vingt-quatre F-16C/D Block 50/52 pour 2,4 milliards de dollars (1,6 milliard d’euros)2 . Alors que les Français proposent dix-huit Rafale pour 2,1 milliards d’euros. Et soudainement, en lisant ce document secret acquis de haute lutte, les Français ont compris que la partie était perdue. La fin d’une longue histoire…

C’est le 13 décembre 2005, lors d’une visite privée à Paris, que le roi du Maroc Mohammed VI évoque à l’Élysée, avec Jacques Chirac en personne, son intérêt pour des avions d’armes français. Il les veut adaptés à son armée de l’air et cite le monoréacteur Mirage 2000. Un an plus tard, quand le général Jean-Louis Georgelin, chef d’état-major des armées, revient d’une visite officielle au Maroc les 11 et 12 décembre 2006, il confirme à Paris l’intérêt de ses interlocuteurs pour l’achat de ces avions. Pas si fortunés, les Marocains préfèreraient des modèles d’occasion, en vingt-quatre exemplaires. Demande assez logique, puisque les voisins algériens ont confirmé en mars 2006, à l’occasion d’une visite du président russe Vladimir Poutine, une commande de chasseurs russes dernier cri, déjà annoncée au printemps 2004 : vingt-huit SU-30 Flanker et trente Mig-29 Fulcrum.

Quand le projet de commande marocaine parvient à Dassault, transmis par les filières administratives habituelles, un problème apparaît aussitôt : l’arrêt de la production de Mirage 2000 neufs est programmé, la fermeture des chaînes étant prévue pour novembre 2007 avec la sortie du dernier appareil d’une commande grecque. Il est hors de question de les relancer chez l’industriel et ses sous-traitants, car la facture ne serait pas éloignée du milliard d’euros, affirme Dassault. Il faut dire qu’avant la décision d’arrêt de la production, le Mirage 2000 avait subi de sévères échecs au début des années 2000 : contre le F-16 américain en Pologne et au Chili, on l’a vu, mais également contre le Mig-29 russe en Inde (après une première victoire au début des années 1980), ou contre le Jas 39 Gripen de Saab en Afrique du Sud. Que dans ce dernier pays les Britanniques, auxquels les Suédois avaient confié la commercialisation de leur appareil, aient gagné à coups de pots-de-vin massifs ne change rien à l’affaire3 ! Dassault avait dès lors choisi de concentrer tous ses efforts sur son appareil le plus moderne, le Rafale.

En 2006, les trois industriels du GIE Team Rafale (Dassault Aviation, Thales et Snecma) proposent donc au Maroc une autre solution : dix-huit Rafale, pour le prix de vingt-quatre Mirage 2000. Les industriels français trouvent aussitôt des alliés dans la place, dont le général Ahmed Boutaleb. Inspecteur général des Forces royales Air (chef d’état-major de l’armée de l’air), cet aviateur a été le précepteur du roi Mohammed VI et se trouve crédité à ce titre d’une grande influence. Être la première force africaine à disposer d’un avion d’un tel niveau a tout pour l’enchanter… Le gouvernement français, en la personne de Jean-Paul Panié, directeur des affaires internationales de la DGA (Délégation générale pour l’armement), propose un marché à 1,5 milliard d’euros. Mais patatras ! Absolument furieux, les dirigeants du Team Rafale lèvent les bras au ciel, affirmant que le juste prix serait de 2,5 milliards d’euros.

Finalement, après des négociations franco-françaises au poignard, ce sera quelque 2,1 milliards d’euros tout compris (en principe), sauf l’armement. Le Team Rafale affirme-t-il que les équipements électroniques ne sauraient être identiques à ceux des appareils français, dont de nombreux composants sont d’origine américaine et soumis à la norme ITAR (International Traffic in Arms Regulations)4 ? Et que, pour cette raison, les capacités opérationnelles de l’avion doivent être dégradées, à un coût très élevé ? La DGA répond du tac au tac qu’il est parfaitement possible de vendre des avions strictement identiques à ceux du parc français et qu’il appartiendra aux Marocains de demander aux Américains les dérogations ITAR nécessaires. Les auraient-ils obtenues ? C’est peu probable : les Américains n’acceptent en règle générale de vendre ces équipements qu’avec leurs propres avions.

Pour que l’offre française permette une livraison rapide des avions aux Marocains, elle prévoit que les neuf premiers exemplaires de leur commande (Rafale F3 biplace) seraient prélevés sur les chaînes tournant pour l’armée de l’air française (cette dernière recevant plus tard les appareils lui étant destinés). Les aviateurs français assureraient sur place la maintenance et l’entraînement des pilotes, entre autres. Ce qui reviendrait, affirme l’un des négociateurs de cette affaire, à « installer un escadron français sur une base marocaine ».

Cette offre est formellement présentée à Rabat fin juin 2007. Six mois ont donc été nécessaires depuis la visite du général Georgelin à Rabat. Pourquoi ce délai ? Parce qu’avec une dette extérieure de quelque 18 milliards de dollars, le Maroc ne dispose pas des ressources nécessaires pour creuser davantage le déficit de sa balance commerciale en s’achetant de telles machines de guerre. Il fallait donc que Paris avance les fonds, même en le dissimulant par un pieux mensonge, maintes fois répété durant la campagne pour l’élection présidentielle française d’avril 2007 : certains émirs du Golfe honoreraient la facture pour le compte du royaume chérifien. Il existe également une explication politique, typiquement franco-française : le Premier ministre Dominique de Villepin, s’offusque un industriel, « aurait pesé sur la non-décision de Jacques Chirac, pour que son successeur, Nicolas Sarkozy, ne bénéficie pas du crédit de cette vente ».

Explication certes alambiquée, mais les faits sont là. C’est seulement en avril 2007, alors que la campagne présidentielle touchait à son terme, que les vraies négociations ont commencé à Matignon, avec deux autres acteurs principaux aux vues antagonistes : le ministère de la Défense de Michèle Alliot-Marie, très ardente, et celui des Finances de Thierry Breton, debout sur les freins. « Les gentils baratineurs chefs de bureau de Bercy n’ont répondu qu’en juillet à une demande présentée quatre mois plus tôt », s’indigne ainsi l’un des négociateurs militaires, oubliant sans doute qu’il n’était pas si aisé de prendre une telle décision alors que des élections présidentielle et législatives allaient survenir. Les vendeurs du Rafale, quant à eux, ne demandent qu’une chose : que l’administration française décide clairement, et dans les temps. Ils seront déçus !

Car ce n’est que le 11 juillet 2007, après l’élection de Nicolas Sarkozy et sur sa décision personnelle, que la France proposera finalement de financer totalement (ou presque) l’achat des Rafale par le Maroc, avec des prêts remboursables sur de longues années à des conditions « amicales », qui n’ont pas été détaillées. L’offre repose classiquement sur des prêts bancaires cautionnés par la Coface, elle-même garantie par le Trésor public : en cas de défaillance du client, c’est le contribuable français qui paye… Dès lors que le crédit garanti par l’État est accordé, la Délégation générale pour l’armement (DGA) profite de l’aubaine pour charger la barque, faisant une fois de plus fulminer Dassault. Et d’ajouter une offre complémentaire portant sur des frégates et des hélicoptères EC725. La facture va grimper à 3 milliards d’euros, mais il est déjà bien tard…

Car sur le papier, c’est au Premier ministre François Fillon que revient la décision. Son cabinet exige une directive écrite de l’Élysée, qui n’arrive que le 21 juillet 2007. Visiblement très bien informés du processus décisionnel à Paris, les Américains ont présenté leur propre offre définitive à Rabat entre le 10 et le 14 juillet. L’acceptation française du crédit en faveur des Rafale est quant à elle annoncée fin juillet aux Marocains : il se monte à 100 % du contrat, 85 % garantis par la Coface et le reste négocié avec un pool de banques. C’est alors que le roi Mohammed VI tranche en faveur de la proposition américaine. Après cette date, les fils sont coupés : les interlocuteurs marocains des Français ne les prennent même plus au téléphone. Trop tard ! « C’est un fiasco majeur, une fuite du politique devant ses responsabilités », s’étrangle un industriel… Mohammed VI apprend simultanément que Nicolas Sarkozy souhaite effectuer une visite de travail à Rabat, à la fin d’un déplacement éclair le menant également à Alger et Tunis. Incident diplomatique : Mohammed VI exige un report de cette visite, au motif que le premier voyage d’un président français dans son pays ne saurait être qu’une visite d’État… Prétexte !

Pour l'aviation, nous sommes entrain de finaliser un contrat d'un nouveau lot de 24 F16 ex USAF ( je ne sais pas comment nos médias ont pu avoir l'info ) avec un financement qataris ( en contrepartis, on va leur crée une école d'Etat major, et une formation de leur artillerie et paracomando, dont l'expérience marocaine n'est a discuter. et même avec ça nous serons face à SU30MKA ( nombre plus élevé ) des Mig 29 .... seul les Tiger III peuvent faire ça, mais leur DCA est à craindre

un petit doute quand même : Donner son identité et parler ouvertement comme sa est très dangereux pour lui. Normalement un officier ne ferait jamais sa.

Il à l'air de bien s'y connaitre, mais il faudrait confronter cela à des spécialistes.

L'achat des F-16 d'occasion était prévu, mais le Maroc a ensuite opté pour la transformation des Mirage F1 en Mirage Astrac.

Quoi qu'il en soit, même si c'est peut-être d'actualité, j'ai rien trouvé.

La Roumanie veut acheter des F-16 d'occasion aux Etats-Unis

Le gouvernement roumain devrait soumettre au vote du Parlement une proposition d'achat de 24 avions de chasse américains d'occasion de type F-16 afin de moderniser l'armée du pays, ont annoncé mercredi des responsables roumains.

Le Conseil suprême de la défense roumain a approuvé mardi soir un projet de remplacement de la flotte d'avions russes MIG 21 Lancer par des F-16 de seconde main. La Roumanie n'a pas les moyens d'acheter des avions de chasse neufs, a précisé le bureau du président sur son site Internet.

"Etant donné que la Roumanie n'a pas les moyens financiers requis pour acheter de nouveaux avions multirôles, le conseil suprême de la défense roumain a approuvé la requête du ministère de la Défense d'acquérir 24 avions de chasse F-16 d'occasion", précise la présidence sur son site Web.

Selon des sources militaires citées par l'agence de presse NewsIn, le gouvernement américain serait disposé à donner gratuitement ces avions, tandis que la Roumanie investirait pour les remettre aux normes, former les pilotes et moderniser les pistes de vol.

Les investissements roumains pourraient s'élever à 1 milliard d'euros, a estimé Niels Schnecker, un analyste financier américain et ancien pilote de F-16 travaillant en Roumanie. Ils devraient aider la Roumanie à s'intégrer davantage dans l'OTAN, dont elle est devenue membre en 2004, a-t-il estimé. Pour lui, il ne s'est pas agi d'un choix entre les Etats-Unis et l'Union européenne, que la Roumanie a rejointe en 2007. AP

24 F-16 d'occasion gratuit, mais 1 millards d'euros pour :
- remises aux normes
- formation des pilotes
- modernisation des pistes

Si le Maroc suit l'option roumaine, cela pourrait être moins cher car la formation des pilotes et déjà assurée pour les 24 F-16 neufs, et les pistes n'ont pas à être davantage modernisées (à ma connaissance). La facture pourrait être très très inférieure ... (divisée par 2 environ)

The Moroccan Air Force has ordered 24 F-16s and these are being built at Fort Worth. The aircraft are all from Block 52 and consist of 16 F-16C and eight F-16D models. I was lucky enough to catch the fourth aircraft built recovering from a pre-delivery test flight, with the smart desert camouflage providing a great contrast to the normal grey colours that most F-16s are painted in.

Royal Moroccan Air Force Selects Goodrich DB-110 Airborne Reconnaissance System
System will be installed on new Block 52+ F-16 fighters

CHARLOTTE, N.C., July 14 /PRNewswire-FirstCall/ -- (Farnborough International Airshow) Goodrich Corporation (NYSE: GR) has received a contract from the U.S. Air Force to provide its advanced DB-110 airborne reconnaissance system for the Royal Moroccan Air Force's (RMAF) new Block 52+ F-16 fighters. The Foreign Military Sale (FMS) contract calls for Goodrich to provide four F-16 reconnaissance pods, data links, multiple ground exploitation systems and related support services. Work will be performed by the company's ISR Systems teams in Chelmsford, Mass. and Malvern, UK.

Goodrich's DB-110 digital, real-time, tactical reconnaissance system allows pilots to capture images day or night using electro-optical sensor technology. Images can then be transmitted to analysts on the ground in real time. The system has been selected by six NATO and major non-NATO ally nations, and has flown successfully on F-16s operated by the Hellenic and Polish Air Forces. In addition, it is in use on the U.K. Royal Air Force's Tornado attack aircraft and the Japanese Marine Self Defense Force P-3C maritime patrol aircraft.

Tom Bergeron, President, ISR Systems, Goodrich, said, "The DB-110 system represents the highest reconnaissance capabilities within NATO and provides full interoperability among NATO nation operators. Successful experience on F-16 aircraft in both Greece and Poland assures that the RMAF can expect to receive a high-performance, low-risk proven solution."

The DB-110 is the most advanced electro-optical infrared (EO/IR) reconnaissance pod available for the F-16, providing a long-range, high-resolution, stand off imaging capability to support tactical operations. The on-board system can be operated autonomously, with the DB-110 being controlled by the pod's reconnaissance management system. Imagery is viewed on the F-16's cockpit video display, enabling the pilot to verify targets and conduct tasks such as battle damage assessment. The real-time display also gives the aircrew the ability to seek out targets of opportunity or select a different route to a selected target.

MCENTIRE JOINT NATIONAL GUARD BASE – The South Carolina Air National Guard recently hosted members of the Moroccan Air Force during a week-long visit this month.
The Moroccans visited the base because they are scheduled to receive Block 52 F-16s similar to the ones flown by the S.C. Air Guard. The visiting officers benefited from a closer look at associated maintenance, operations and safety programs.
The trip to McEntire was facilitated by the Utah National Guard, with which the Moroccans have a “State Partnership.”

10/14/2010 - MCENTIRE JOINT NATIONAL GUARD BASE, S.C. -- The South Carolina Air National Guard hosted members of the Moroccan Air Force during a week-long tour of McEntire Joint National Guard Base. The two officers visited Sept. 27 through Oct. 1 to get a first-hand look at the F-16, which Morocco will soon fly.

McEntire was chosen because the Moroccan Air Force recently purchased Block 52 F-16s and those jets have many of the same capabilities as the Block 52s flown by the S.C. Air National Guard. Brig. Gen. Scott Williams, 169th Fighter Wing commander, welcomed the Moroccan Air Force officials to the base and after a brief presentation of the SCANG's history and mission, they toured the base's facilities and construction areas. The tour included numerous stops at the back shops such as Propulsion Maintenance, Base Operations and Life Support.

"It's a great opportunity for them to see the operations, support and training here at McEntire," said Army Lt. Col. Jeffrey T. Wyatt, Chief, Office of Security Cooperation at the U.S. Embassy in Rabat, Morocco. "They are learning from the best here in South Carolina."

Not only are the missions similar, but the operating budget and physical aspects of the new base in Morocco are very similar to McEntire, said Wyatt.

The Moroccans, who have a State Partnership Program with the Utah National Guard, are building a new base to house the aircraft. The tour of McEntire included ongoing and recently completed construction projects. The base is undergoing a number of massive construction projects including a new runway, ramp, and alert facilities.

"It's a little bit of everything here on base," Wyatt said.

In addition to touring Air National Guard facilities, the Moroccan officials toured the Army National Guard's Army Aviation Support Facility to get an overview of the Army Guard's aviation mission. The delegation also spent one day at Shaw Air Force Base in nearby Sumter to compare and contrast the differences between operations at the two bases.

Colonel Abdelhak Sanhaji said of the tour, "It's a lot of new information and very interesting for us."

Colonel Major Moha Ouadadouch received an orientation flight in the F-16 to view the aircraft's capabilities firsthand. He said the flight over the South Carolina skies was "very good."

"I have flown in a F-16 four times now," said Ouadadouch, this was the first time with the new avionics and he said he could feel the difference in the way the plane handled.

The partnership between South Carolina and Morocco began in January 2010 when the Utah Air National Guard refueled two SC ANG F-16s en route to the air show in Marrakech, Morocco.

The South Carolina Air National Guard was formed in December 1946 and today is made up of more than 1,200 members who train at McEntire Joint National Guard Base. In August, Airmen from the 169th Fighter Wing returned from a 120-day AEF deployment in support of Operation Iraqi Freedom.

The AIM-9 Sidewinder is a heat-seeking, short-range, air-to-air missile carried by fighter aircraft and recently, certain gunship helicopters. It is named after the Sidewinder snake, which detects its prey via body heat and also because of the peculiar snake-like path of flight the early versions had when launched.The Sidewinder was the first truly effective air-to-air missile, widely imitated and copied; yet its variants and upgrades remain in active service with many air forces after five decades. When a Sidewinder missile is being launched, NATO pilots use the brevity code Fox two in radio communication, as with all rear-aspect, or "heat seeking" missiles.

AIM-9X: The next generation Sidewinder:
After looking at advanced Short Range Missile (SRM) missile designs during the AIM portion of the ACEVAL/AIMVAL Joint Test and Evaluation at Nellis AFB in the 1974-78 timeframe, the Air Force and Navy agreed on the need for the Advanced Medium Range Air-to-Air Missile AMRAAM. But agreement over development of an Advanced Short Range Air-to-Air Missile ASRAAM was problematic and disagreement between the Air Force and Navy over design concepts (Air Force had developed AIM-82 and Navy had flight-tested Agile and flown it in AIMVAL). Congress eventually insisted the services work on a Joint effort and AIM-9M became the result thereby compromising without exploring the improved off boresight and kinematic capability potential offered by Agile. In 1985, the Soviet Union did field a SRM (AA-11 Archer/R-73) that was very similar to Agile. At that point, the Soviet Union took the lead in SRM technology and correspondingly fielded improved IRCM to defeat or reduce the effectiveness of the latest Sidewinders. As relations improved in the aftermath of the Soviet Union, the West became aware of how potent both the AA-11 and IRCM were and SRM requirements were readdressed.

For a brief period in the late '80s, an ASRAAM effort led by a European consortium was in play under a MOA with the United States in which AMRAAM development would be led by the US and ASRAAM by the Europeans. The UK working with the aft end of the ASRAAM and Germany developing the seeker (Germany had first hand experience improving the Sidewinder seeker of the AIM-9J/AIM-9F). By 1990, technical and funding issues had stymied ASRAAM and the problem appeared stalled so in light of the threat of AA-11 and improved IRCM, the US embarked on determining requirements for AIM-9X as a counter to both the AA-11 and improving the IRCCM features. The first draft of the requirement was ready by 1991 and the primary competitors were Raytheon and Hughes. Later, the UK resolved to revive the ASRAAM development and selected Hughes to provide the seeker technology in the form of a high off-boresight capable Focal Plane Array. However, the UK did not choose to improve the turning kinematic capability of ASRAAM to compete with AA-11. As part of the AIM-9X program the US conducted a Foreign Cooperative Test (FCT) of the ASRAAM seeker to evaluate its potential and an advanced version featuring improved kinematics was proposed as part of the AIM-9X competition. In the end, the Hughes evolved Sidewinder design featuring virtually the same seeker as used by ASRAAM was selected as the winner.

The AIM-9X Sidewinder, developed by Raytheon engineers, entered service in November 2003 with the USAF (lead platform is the F-15C; USN lead platform is the F/A-18C and is a substantial upgrade to the Sidewinder family featuring an imaging infrared focal plane array (FPA) seeker with claimed 90° off-boresight capability, compatibility with helmet-mounted displays such as the new U.S. Joint Helmet Mounted Cueing System, and a totally new three-dimensional thrust-vectoring control (TVC) system providing increased turn capability over traditional control surfaces. It retains the same rocket motor, fuse and warhead of the "Mike," but its lower drag gives it improved range and speed. AIM-9X also includes an internal cooling system eliminating the need for use of nitrogen bottles (U.S. Navy and Marines) in the launch rail or argon internal bottle (USAF). It also features an electronic safe and arm device (ESAD) similar to the AMRAAM allowing reduction in minimum range and reprogrammable InfraRed Counter Counter Measures (IRCCM) capability that coupled with the FPA provide improved look down into clutter and performance against the latest IRCM. Though not part of the original requirement, AIM-9X has demonstrated a Lock on After Launch (LOAL) capability, allowing for possible internal use for the F-35, and even in a submarine launched configuration for use against ASW platforms.

Morocco – AIM-9X-2 SIDEWINDER Missiles

On May 17, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to the Government of Morocco of 20 AIM-9X-2 SIDEWINDER missiles, as well as associated equipment, parts, training and logistical support for an estimated cost of $50 million.
The Government of Morocco has requested a possible sale of 20 AIM-9X-2 SIDEWINDER Missiles, 10 CATM-9X-2 Captive Air Training Missiles All-Up-Round Block II Missiles, 8 CATM-9X-2 Block II Missile Guidance Units, and 8 AIM-9X-2 Block II Tactical Guidance Units, 2 Dummy Air Training Missiles, containers, missile support and test equipment, provisioning, spare and repair parts, personnel training and training equipment, publications and technical data, U.S. Government and contractor technical assistance and other related logistics support. The estimated cost is $50 million.

The proposed sale will contribute to the foreign policy and national security objectives of the United States by supporting Morocco’s legitimate need for its own self-defense. Morocco is one of the most stable and pro-Western of the Arab states, and the U.S. remains committed to a long-term relationship with Morocco.
The Royal Moroccan Air Force is modernizing its fighter aircraft to better support its own air defense needs. The proposed sale of AIM-9X missiles will greatly enhance Morocco’s interoperability with the U.S. and other NATO nations, making it a more valuable partner in an increasingly important area of the world.

The proposed sale of this weapon system will not alter the basic military balance in the region. The prime contractor will be Raytheon Missile Systems Company in Tucson, Arizona. There are no known offset agreements in connection with this potential sale.

Implementation of this proposed sale will require travel of U.S. Government or contractor representatives to Morocco on a temporary basis for program technical support and management oversight.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Deciphering Morocco’s Military Procurement Strategy

Washington / Morocco Board News-- On May 17, 2011, the U.S. Defense Security Cooperation Agency (DSCA) advised congress on a possible foreign military sale (FMS) estimated at about 50 million U.S. dollars to Morocco. In a continuous effort to revamp its air force inventory, Morocco had submitted a military procurement order to the U.S. government for 20 AIM-9X-2 Sidewinder Block II Missiles; in addition to the Sidewinders, the package will include 10 CATM-9X-2 block II missiles, 8 CATM-9X-2 Block II Missile Guidance Units, eight AIM-9X-2 Block II Tactical Guidance Units, two Dummy Air Training Missiles, containers, missile support and test equipment.



The AIM-9 missile is a supersonic, launch and leave air-to-air missile that uses passive infrared energy (heat) for the acquisition and tracking of targets. It will be mounted on the 24 F-16 Block 52+ fighter jets Morocco purchased from Lockheed Martin for 2.4 billion U.S. dollars. This missile is used for self-defense purposes in dogfights – close range air combat situation not exceeding 20 kilometers. It features an imaging infrared focal plane array (FPA) seeker with claimed 90° off-boresight capability and a new three-dimensional thrust-vectoring control (TVC) system providing increased turn capability over traditional control surfaces. Combined with the Joint Helmet Mounted Cueing System, AIM-9X-2 delivers combined kill ratios exceeding 50:1 against non high-off-boresight equipped fighters; the pilot can lock-on a target by having eyes on it giving him first shot first kill dominance. The missile is highly popular and the U.S. congress authorized its sale to over forty countries.

In conjunction with Morocco’s previous defense procurements such as the 24 F-16 Block 52+ fighter jets, and the DB-110 airborne reconnaissance system from Goodrich Corporation, the AIM-9X-2 Sidewinder Block II missiles will enhance the high-impact capability of Morocco’s Royal Air Force and improve the country’s interoperability with U.S. and NATO militaries.

The DSCA, in its report to congress, indicated that the sale will not affect the balance of power in the region and justified it as “supporting Morocco’s legitimate need for its own self-defense.” From what, or whom? Might you ask. Certainly not Al-Qaeda in the Islamic Maghreb (AQIM) which government officials consider to be the biggest threat facing Morocco today. Analysts agree that Morocco and Algeria will not engage in open conventional warfare; Neither NATO nor the U.S. will allow two of their key partners in the war against terrorism to offset regional stability allowing AQIM to gain a strategic advantage.

Morocco has many enemies, but none against whom it will engage in a declared and conventionally weaponized skirmish. The Royal Armed Forces participation in joint and combined war games such as Phoenix Express and African Lion with European and U.S. militaries, its billions of dollars in military procurements, at a time when the national budget deficit rose by more than 20 percent to 6.3 billion dirhams and the state is struggling to keep its 2011 budget deficit at its targeted 3.5 percent, aims at keeping NATO and the U.S. committed to supporting its regime. More than any military hardware, Morocco’s military engagement is its strongest defense. It didn’t work quite well for Hosni Mubarak, but the Moroccan government is hoping for the best.

TUCSON, Ariz. (6/27/11) - Next Month, the Kingdom of Morocco, a strategic partner for U.S. forces in North Africa, will become the 25th country to own and operate F-16 Fighting Falcons. The pilots tapped to fly them are scheduled to finish training here in time to bring them home, July 30.

Four Royal Moroccan Air Force officers, former F-5 pilots, will conclude 15 months of rigorous instruction at the Arizona Air National Guard’s 162nd Fighter Wing; the international F-16 training unit at Tucson International Airport.

They are the first from their country to accomplish consecutive courses in basic qualification, flight lead upgrade and instructor pilot certification in the multi-role fighter.

A handful of Air National Guard pilots will accompany them as they deliver the first four of Morocco’s 24-aircraft purchase.

The new planes, block 52 versions of the fighter, will be fresh off the assembly line and are a considerable step up in technology from the third generation fighters Morocco currently flies.

“We are modernizing our fleet and we’ve chosen the F-16, not only because it is a high-quality airplane, but also because of the close relationship we have with the United States, said Brig. Gen. Abdelali Houari, deputy inspector of the Royal Moroccan Air Force,.

“We are really happy to send our pilots here to be trained. After a year and a half in the United States our pilots are happy, of course they want to return home, but they have gained a lot of experience here with the Arizona Air National Guard.”

Air Force Lt. Col. Steve Haase, the Morocco program manager for the 162nd, worked with the RMAF for the last three years. He’s trained fighter pilots from all over the world and fully understands the scope of the students’ historic accomplishment.

“It’s all them,” he said. “It’s a big commitment to be the first F-16 pilots for Morocco. It’s a testament to their positive attitude and work ethic. They are excited about the F-16 and its capabilities yet they understand how much work there will be to build up an F-16 base.”

As students, the pilots averaged three sorties per week and accumulated more than 150 F-16 hours each. Once home, they will not only be responsible for training others, but will also be instrumental in standing up F-16 operations at Ben Guerir Air Base.

It’s a former U.S. air base located about 36 miles north of Marrakech and once served as a transatlantic abort landing site for the space shuttle. It’s currently undergoing upgrades that, according Moroccan officials, are modeled after U.S. Air Force bases.

“These are the best F-5 instructor pilots for their air force. They think they way we think,” Haase said. “They have really shown that they want to learn how [U.S. fighter pilots] operate with the F-16 so they can do it the same way – not just flying, but everything from maintenance to logistics.”

Six additional Moroccan pilots are currently in the basic F-16 course here with graduation planned for September. They too will return home to help manage Morocco’s growing F-16 fleet.

It's unclear if more student pilots from Morocco will train in Tucson; however, according to Haase, the 162nd stands ready.

“Every country is very different, that’s what’s so fascinating for instructor pilots here,” he said. “We get to know these guys on a personal level and establish trust with them. Training capable fighter pilots and fostering relationships along the way is what this is all about.”

Since 1989, the 162nd has trained with virtually every nation that flies the F-16. In addition to Morocco, the wing currently trains with pilots from Singapore, Norway, Belgium, Chile, the Republic of Korea, and the Netherlands.

PICTURES: Lockheed Martin readies first Moroccan F-16 for delivery

Lockheed Martin is close to delivering its first F-16 fighter to Morocco, with the aircraft having recently entered flight testing in the USA.

Flown from Lockheed's Fort Worth site in Texas already sporting its Moroccan markings and carrying the registration 80001, the aircraft is the first of 18 single-seat Block 52 F-16Cs on order for the nation's air force. It also will receive six D-model trainers under a contract signed in December 2009.

Morocco's F-16s will be powered by Pratt & Whitney F100-229 turbofan engines. The nation has requested a possible $50 million purchase of Raytheon AIM-9X Sidewinder air-to-air missiles to equip the type, the US Defense Security Cooperation Agency announced in mid-May. It also has previously sought to purchase AGM-65 Maverick air-to-surface missiles and Paveway II precision-guided bomb kits from the same supplier.

The Royal Moroccan Air Force is also in the process of fielding 24 T-6C basic trainers from Hawker Beechcraft. The company announced in May that it has already reached the half-way point in handing over the aircraft.

Cette cérémonie, qui intervient sur Hautes instructions de SM le Roi Mohammed VI, Chef suprême et Chef d'Etat-major général des Forces Armées Royales (FAR), s'est déroulée en présence de plusieurs personnalités civiles et militaires du Maroc et des Etats Unis.

Four of the twenty-four F-16s in Morocco earlier in the year purchased from the United States, arrived today.


During a ceremony at the air base in Benguerir fighters were officially received by King Mohammed VI. Besides the king, the ceremony attended by military commanders and some representatives of the United States.

It is expected that the remaining F-16s will soon arrive in Morocco.

How does a normal one and a Block52 look like? If you mean the conformal fuel tanks (CFT), they will mount them in morocco. That's the only visual difference.

L’ANP surveillerait de près cette nouvelle acquisition militaire du Maroc. Selon le site marocain, une cellule de crise aurait été installée par le général Abdelkader Lounès pour suivre la cérémonie de réception par les Forces aériennes du Maroc de 4 premiers avions F-16 qui a eu lieu à la base aérienne Ben Guérir-à50 kilomètres au nord de Marrakech. Toute en lounages du petit gadget que vient d’acquérir le Maroc auprès des américains, l’auteur de l’article croit savoir que ce qui inquiète le plus l’armée algérienne aujourd’hui “c’est notamment la nature des travaux effectués par les sociétés israélienne spécialisées, qui augmentent la capacité létale des F-16, ainsi que leur réactivité”. Avant d’ajouter “le F-16, contrairement aux chasseurs russes Su-30MKA, dérivés des Su-30MKI indiens, que vient d’acheter l’Algérie, a participé efficacement à plusieurs missions dans le monde”. Ce qui ramène le journaliste à cette conclusion pour le moins chauvine : le F16 marocain “a changé la donne de la « guerre des airs » au Maghreb.”

Ainsi donc, dépassée par cette nouvelle technologie, l’armée algérienne, s’intéresserait, selon le jornaliste, qui cite “des sources bien informées au sein de la capitale algérienne”, aux avions Rafales français et aux Eurofigthers européens. Des contacts informels auraient déjà eu lieu, d’après lui.

Les pays de l’UMA, sont condamnés à consolider leurs relations bilatérales et garantir leur sécurité alimentaire, afin de sortir de la sphère-piège, de demeurer dépendants de l’occident. Le roi du Maroc, sachant que l’Algérie est un pays incontournable, un pays frère avant tout, les obstacles politiques devront être surmontés et le terrain d’entente n’a jamais fait défaut. Dans son message de félicitation à l’occasion du 5 juillet, adressé au Président Bouteflika, Mohamed VI, a employé toute la modération, sinon une invitation à la relance économique entre les deux pays, qui sont potentiellement garant de la survie de l’UMA. La continuation de la fermeture de la frontière, n’est qu’une option prise à la hâte, par le défunt roi Hassan II en 1994, alors qu’il avait ordonné l’expulsion des visiteurs algériens qui se trouvaient au Maroc et l’imposition du visa. Le roi, lui-même n’ignorait pas que l’instauration de visa n’a servi à rien, puisque des centaines de citoyens des deux pays traversaient cette frontière terrestre chaque mois et sans aucun document de voyage. Dans le plus grand des cas de contrôle, les Makhazni et gardes frontières, se sont fait remplir les poches par le Bakchich des traversés.

« Les FRA sont une force aérienne capable et compétente, mais avec l’apport du F16, leurs capacités seront d’avantage rehaussées », a déclaré Jeudi dernier le Major Général Margaret H. Woodward, commandant du « 17ème Air Force » et de l’« US Air Forces Africa », lors d’un point de presse organisé à Marrakech par l’ambassade des Etats-Unis d’Amérique à Rabat, à l’occasion de l’arrivée des quatre premiers appareils du lot de vingt quatre F16 Block 52+, commandé par les Forces Royales Air en 2008.
« L'acquisition par le Maroc de ces avions de chasse s'insère dans le cadre de la stratégie visant l'équipement et la modernisation des FAR », a déclaré pour sa part le Général de Division Aérienne Ahmed Boutaleb, inspecteur des Forces Royales Air (FRA), qui a supervisé l’acquisition de ces appareils, lors de la cérémonie de réception des F16 Block 52+ à la 6e Base Aérienne des Forces Royales Air (BAFRA) de Benguerir, ou seront désormais stationné les nouveaux aéronefs de combat. Une cérémonie à laquelle n’a malheureusement pas été conviée la presse écrite nationale.
« C’est une réelle opportunité qui m’a été donné que de participer à la cérémonie de livraison de ces avions à nos partenaires marocains. C’est quelque chose que nous avons anticipé pendant de longues années. Car les relations que nous entretenons avec les Forces Royales Air sont très étroites et ça a toujours été le cas depuis plusieurs années. Maintenant, en développant les flottes d’aéronefs que l’on opère conjointement, c'est-à-dire le T6, le Gulfstream et aujourd’hui le F16, ne fait qu’élargir les horizons d’une coopération potentiellement forte qui fera de nous à l’avenir des partenaires stratégiques », a souligné le Général Woodward, qui, en tant que commandant de l’« US Air Forces Africa », dirige l’actuelle campagne de frappes aériennes, dans le cadre de l'opération « Aube de l’Odyssée », en Libye.
« Je pense que l’acquisition par les FRA des F16 représente un très grand pas en avant dans le développement des capacités aériennes militaires du Maroc. Nous considérons le Maroc comme un leader régional. J’ai eu l’occasion de constater de visu, à travers mes déplacements dans différents pays d’Afrique, que les FRA sont effectivement des leaders en ce sens et, surtout, l’utilisation pondérée faite par les FRA des moyens à leurs disposition pour aider les populations et nations africaines, qui souvent font appel à l’assistance marocaine pour renforcer leur capacité.
« Le Maroc et le deuxième pays après l’Egypte a en avoir reçu. Mais le F16 dont dispose l’Egypte est une version plus vétuste que celle dont dispose le Maroc, à savoir le Block 52. Cette version, qui est le dernier cri en la matière, seul le Maroc en dispose actuellement en Afrique. La version dont dispose le Maroc est la même que celle dont dispose Israël, avec une capacité de défense extrême, c'est-à-dire que ces avions sont capables d’arrêter n’importe quel aéronef qui prétendrait leur faire face dans les airs.
« Avec l’acquisition du F16, les FRA auront des compétences améliorées. En ce qui concerne votre voisinage, vous allez imposer votre respect. Quiconque vous verra avec une telle force entre les mains n’oserait se mesurer à vous », a affirmé le Général Woodward.
« Pour nous, les FRA représente un partenaire stratégique ».

Le 25e membre de la famille « Falcon »

Le 6 juin 2008, le constructeur aéronautique américain Lockheed Martin annonce dans un communiqué que le Maroc avait officiellement signé un premier contrat, pour 233,6 millions de dollars, afin d’acquérir 24 avions de chasse F-16. Mais déjà, le 18 décembre 2007, c'est-à-dire du temps de l’administration George. W. Bush, le Pentagone avait informé le Congrès des Etats-Unis de la demande du Royaume du Maroc d’acquisition d’un programme d’armes conséquent, comprenant outre les 24 avions de chasse F-16 du groupe Lockheed Martin, des systèmes de reconnaissance aérienne tactique, des équipements de mission et de soutien, de guerre électronique, ainsi que des pièces détachées et le support technique, pour un montant global de 2,4 milliards de dollars.
« Nous sommes heureux que la Force aérienne royale marocaine ait choisi le F16 afin de moderniser sa force de combat et sommes impatients de travailler avec eux en tant que nouveau membre de la famille F-16 », a déclaré John Larson, vice-président de Lockheed Martin Aeronautics chargé du programme « F16 ». Il a aussi indiqué, lors du Farnborough Air Show 2010, que l’appareil fournit au Maroc avait le double avantage d’être un chasseur polyvalent parmi les plus technologiquement avancés au monde, à l’heure actuelle, et ce pour un prix abordable, outre l'avantage d'interopérabilité avec l'US Air Force, l’OTAN et d’autres forces aériennes.
« La livraison de la première série des F16 cristallise non seulement la qualité et la solidité des liens qui unissent les Etats-Unis d’Amérique au Royaume du Maroc, mais c’est aussi un défi qui a permis au producteur américain, le fabricant de cet aéronef, de redoubler d’efforts pour respecter les délais de livraison, tel que promis et souscrit par devant le Royaume du Maroc », a tenu souligné l’ambassadeur des Etats-Unis d’Amérique à Rabat, M. Samuel Kaplan. « Il est important aussi de préciser que nous livrons ces 24 aéronefs selon un calendrier prédéterminé. Quatre ont atterris aujourd’hui. 13 aéronefs seront livrés dans le courant de cette année. Le reste sera livré l’année prochaine ».
Le F16 « Fighting Falcon », plus communément appelé « Viper » par les pilotes, est un chasseur polyvalent capable de remplir toutes sortes de missions, d’interception comme de bombardement, en passant par la reconnaissance. Dans sa version Block 52+ C/D, c’est un appareil de génération dite 4+, c'est-à-dire que c’est un chasseur de 4éme génération, qui a profité du retour d’expérience en avionique dans la fabrication des chasseurs de 5éme génération que sont le F22 Raptor et le F35 JSF. Mais il va de soi qu’un pays en développement comme le Maroc n’a pas les moyens de se permettre le F22, chasseur polyvalent furtif, nec plus ultra de la technologie aéronautique militaire, qui n’est de toute manière pas exporté, seuls les Etats-Unis en possède, et n’est même plus produit. Ni le F35, dérivé un peu moins cher du premier, mais qui demeure quand même financièrement hors de portée. Le F16 Block 52+ C/D offre donc l’avantage d’être technologiquement très développé, sans être excessivement cher.

Génération 4+ à coût de maintenance moindre

Ainsi, la motorisation du F16 Block 52+ choisie par le Maroc, le F100-PW-229 EEP, du constructeur de moteurs d'avion américain Pratt & Whitney, offre une parfaite illustration du retour d’expérience dans la fabrication de chasseurs de 5éme génération dont on a profité le Block 52+. Ce moteur à réaction, qui a été préféré au GE F110-GE-129 de la société Général Electric, enferme une technologie novatrice développée à l’origine pour le F119, qui est le moteur du F22, et le F135, qui est celui du F35. Son acquisition pour équiper les 24 F16M des FRA, annoncée par un communiqué du groupe américain le 6 juin 2008, aurait quand même coûté 170 millions de Dollars. Développé sur ordre de l’USAF, qui voulait un moteur économe en carburant et peu coûteux à l’entretien, le F100-PW-229 EEP ne nécessite, en effet, qu’une inspection en usine tous les dix ans, au lieu de sept ans pour les autres systèmes de propulsion similaires, ce qui réduit de pas moins de 30% le coût de sa maintenance au cours de sa durée de vie utile.
« Nous sommes honorés par le choix porté par la Royal Morrocan Air Force sur le moteur Pratt & Whitney F100-PW-229 pour équiper leurs F-16 », a déclaré Bill Begert, vice-président du développement commercial du groupe américain Pratt & Whitney. Les FRA sont le 22éme membre de la famille du « moteur F100 ».
Outre les Etats-Unis, la Pologne, la Grèce, la Belgique, le Danemark, l’Egypte, Israël, l’Italie, les Pays-Bas, la Norvège et le Portugal en sont également dotés.
Il n’existe actuellement dans le monde qu’une seule version du F16 qui soit plus sophistiquée que celle acquise par les FRA. C’est le Block 60 E/F, les Emirats Arabes Unis en étant les uniques détenteurs. Le cas du F16 israélien, baptisé « Sufa » (tempête en hébreu), est assez particulier. C’est bel et bien un Block 52+, mais en bonne partie équipé d’une avionique Made in Israël, l’industrie de ce pays étant particulièrement évoluée en ce domaine.
Parmi ses nombreuses qualités, le F16 ne nécessite pas de coûts d'exploitation et de maintenance exorbitants. Comme cet appareil a été livré à plus de 4400 exemplaires à travers le monde, le Maroc étant le 25 pays à accéder au « club F16 », que sa production « devrait se poursuivre au delà de 2012, avec des mises à jour » qui seront incorporées à « toutes les versions », à en croire M. Larson, vice-président de Lockheed Martin Aeronautics, et qu’il va demeurer opérationnel au sein de l’USAF jusqu’en 2025, le problème des pièces détachées n’est pas prêt de se poser, ni en terme d’accessibilité, ni en terme de coût.
« Je peux vous dire que le Royaume du Maroc a pu se procurer la meilleure technologie disponible, ce qui prouve et symbolise la solidité de l’amitié entre les Etats-Unis et le Royaume du Maroc », a tenu à souligner le Général Woodward.
Le Maroc n’a pas donc à regretter de ne pas avoir acheté le Rafale français, plus cher que le Block 52+ et pas mieux doté en terme d’avionique et d’armement. La France n’a toujours pas, d’ailleurs, pu exporter le moindre Rafale, les Emiratis l’ayant rejeté pour le manque de puissance de sa motorisation, le M88 de Snecma n’étant pas très performant en terme de poids/poussée, et de la portée de son radar, le RBE2 de Thalès. Quand au Brésil, malgré l’offensive de charme du président Sarkozy auprès de l’ancien président Lula et les promesses de transfert de technologie qui ont accompagné la proposition française, il est fort à parier qu’il va plutôt opter pour le chasseur F18 Super Hornet de Boeing, qui a la préférence de la nouvelle présidente brésilienne, Mme. Dilma Rousseff. Les Français escomptent toujours placer leur Rafale en Inde, mais c’est loin d’être acquis face à l’autre concurrent européen, le Typhoon d’Eurofighter.

Des bijoux de la technologie avionique

Mis à part les performances intrinsèques de l’appareil, le F16 M est équipé de la technologie la plus récente en matière d’avionique. Ainsi, les FRA ont opté pour le système de reconnaissance en vol Goodrich DB-110. Pour un contrat de près de 88 millions de Dollars, Goodrich Corporation aura à fournir aux FRA quatre nacelles de reconnaissance, une station terrestre mobile, une station au sol fixe, deux planificateurs de mission, des manuels techniques et le support d'intégration, selon un communiqué du groupe américain daté du 14 juillet 2008.
Le DB-110 est un système numérique de reconnaissance tactique en temps réel, qui permet au pilote de recueillir des images de jour ou de nuit à l'aide d'une technologie de capteurs électro-optiques infrarouge. Les images sont directement affichées sur l'écran du cockpit. Sa capacité d'imagerie à distance, à longue portée et en haute résolution, offre également au poste de commandement au sol une idée en temps réel sur la situation de l’engagement de l’appareil en vol, lui permettant ainsi de réagir rapidement et efficacement.
« Le DB-110 est le système de l'OTAN offrant les capacités de reconnaissance les plus évoluées, en plus d'être entièrement interopérable avec les systèmes des exploitants des pays membres de l'OTAN », souligne Tom Bergeron, président de la division des systèmes ISR (renseignement, surveillance et reconnaissance) de Goodrich. L’installation réussie de ce système sur les F-16 Block 52+ grecs et polonais « garantit que la FRA peuvent s'attendre à recevoir une solution éprouvée, peu risquée et très performante », a-t-il précisé.
Même si c’est un radar mécanique, alors que les radars des chasseurs de 5éme génération, dits AESA (Advanced Electronically Scanned Array), sont à antenne « active » et servent même à brouiller les radars adverses, l’AN/APG-68 (V) 9 introduit le nouveau concept de « radar à ouverture synthétique » et il a une portée maximale de détection de 296 Kms, pour un coût d’entretien moindre de 25 à 45% par rapport à la version antérieur. Le RBE2 du Rafale, à titre de comparaison, ne dépasse pas les 100 Kms de portée. L’AN/APG-68 (V) 9 résiste également mieux au brouillage que les modèles antérieurs.
Seulement sept pays disposent de ce radar, en dehors des Etats-Unis.
En réponse à une question de l’Opinion sur la possibilité d’installer un radar AESA sur les F16 M, une fois celui-ci mis au point pour les Fighting Falcon, Le Général Woodward a indiqué : « Je pense que les FRA pourraient considérer de le faire à un moment donné, mais à l’heure actuelle, ils sont très à l’aise avec le radar qu’ils ont. Et on ne s’attend pas à ce qu’il y ait un quelconque besoin pour changer la donne dans un avenir proche ».

Formation de pilotes instructeurs marocains

En matière de contre mesures électroniques, les FRA ont choisi, pour équiper les F16 M, l’ACES de Raytheon Company, qui est composé d'un récepteur d'alerte radar, d’un brouilleur numérique et de paillettes-leurres thermiques. Le système de contre mesures électroniques est l’une des composantes les plus importantes d’un avion de combat, si ce n’est la plus importante. Les pilotes de chasse marocains qui ont fait la guerre du Sahara, du temps ou les Northrop F5 des FRA ne disposaient pas de cet équipement indispensable pour faire face aux missiles anti-aériens SAM 6 et 7 dont Kaddhafi avait « généreusement » doté les bandes armées du Polisario, sont très bien placés pour le savoir.
C’est d’ailleurs une occasion de rendre hommage à ces valeureux pilotes qui partaient au front accomplir leur devoir au péril de leurs vies, les martyres autant que ceux qui ont passé de longues années dans l’enfer polisarien de Lahmada et ceux qui en ont réchappé.
Le système de précision de ciblage choisi par les FRA pour équiper les « Faucons de l’Atlas » est le « Sniper ATP », d’après un communiqué de Lockheed Martin Corp daté du 24 sptembre 2009. Pour 30 millions de Dollars, les pilotes des F16M pourront disposer d’un pod de désignation d’une technologie récente, il date de 2008, dont sont également dotés les chasseurs F15, F18, Harrier et Tornado, ainsi que le chasseur au sol A10 et les bombardiers stratégiques B1 et B52.
Cerise sur le gâteau, le F16 M sera équipé du standard de liaison de données tactiques de l'OTAN dénommé Liaison 16 (Link 16 en anglais) ou plus simplement L16, qui permet l’échange sécurisé et discret d’informations tactiques. Quatre terminaux MIDS sur les six dont l’acquisition est confirmée, seront destinés aux F16 M.
Pour les pilotes marocains, habitués à des chasseurs de troisième génération, que sont les F5 Tiger III et les F1 Astrac des FRA, le passage à des appareils de la génération 4+ nécessite forcément une formation qui a déjà été entamée à la « 162e Fighter Wing », basée à Tucson, en Arizona. Aux commandes des quatre F16M qui ont atterris jeudi dernier à Benguerir, il y avait quatre pilotes marocains qui se sont initiés au pilotage du F16, en commençant d’abord par le Block 42. Expérimentés et habitués aux avions américains, ayant été pilotes de F5 Tiger III, ces pilotes ont mis 15 mois pour s’adapter au pilotage du nouvel appareil, au rythme de trois vols par semaine, soit un cumul de 1.500 heures de vol, et devenir eux-mêmes des instructeurs.
« Ils ont vraiment montré qu'ils veulent apprendre comment nous opérons avec le F-16 afin qu'ils puissent faire la même façon. Et pas seulement voler, mais tout, de la maintenance à la logistique », a affirmé le lieutenant-colonel Steve Haase, directeur du programme Maroc pour le 162e Fighter Wing.
Combien de temps faut-il pour un pilote de F5 Tiger III pour se reconvertir au pilotage du F16 ? Est-ce que les pilotes qui seront formés à Benguerir auront le même programme de formation que ceux qui ont été formés à Tucson, en Arizona ?

Au-delà de la ligne d’horizon

Le Général Woodward a indiqué à L’Opinion qu’en ce qui concerne les compétences de base pour le pilotage de combat, c’est un programme de 7 mois. Et pour obtenir son ticket d’instructeur, le pilote doit suivre une formation d’un peu plus d’une année. Mais la raison pour laquelle nous avons formés les pilotes marocains pour être instructeurs, c’est justement pour leur permettre de développer leur propre programme de formation spécifique au Royaume du Maroc ».
Six autres pilotes des Forces Royales Air sont encore en cours de formation, à la base aérienne de Tucson, pour devenir instructeurs et devront rentrer au Maroc en septembre prochain.
Une vente de simulateurs est-elle aussi prévue dans le package payé 2,4 milliards de Dollars ?
Affirmatif, répond le Général Woodward. « Un premier simulateur sera livré cette année, avec un champ de vision complet, à 360°. Il s’agit du nec plus ultra en matière de simulateurs. Un autre sera livré l’année prochaine. Il s’agit d’un simulateur Lokheed Martin ». Mais le meilleur entraînement pour la crème des pilotes des FRA serait de prendre part au « Red Flag », exercice annuel organisé à Nellis Air Force Base , au Nevada ou à la Base aérienne d'Eielson , en Alaska, aux Etats-Unis, ou sont conviés les meilleurs pilotes de F16 dans le monde, une simulation de combats grandeur nature à laquelle seuls les pilotes émiratis ont pris part jusqu’à présent, dans le monde arabe.

Le Maroc a-t-il passé commande pour des ravitailleurs en vol ?

« Nous n’avons pas engagé officiellement de pourparler en ce sens », a indiqué le Général Woodward. « Mais c’est quelque chose dont nous parlerons probablement à l’avenir ». Ce qu’il a déjà été possible de constater, à travers le reportage télévisé de la cérémonie de réception des F16 M, c’est que les appareils n’ont pas leurs CFT (les Conformal Fuel Tanks sont des réservoirs supplémentaires placés sous les ailes d’un avion de combat mais qui ne sont pas destinés à être largués après usage) et qu’ils seront sûrement livrés par la suite.
Le F16 a été engagé sur plusieurs théâtre de conflits armés au cours des quarante dernières années, en particulier au Moyen-Orient, au cours de la guerre du Liban en 1982, la guerre en Afghanistan, en 1987, l’opération Tempête du Désert en Irak, en 1991, la guerre des Balkans, en 1995, et la seconde guerre d’Afghanistan, en 2001. Le F16 fait encore preuve aujourd’hui de son efficacité, comme on peut le constater dans le conflit libyen. Avec seulement 6 F16 chacun, les Norvégiens et les Danois causent presque autant de dégâts aux milices de Kadhafi que les 15 Rafales et les 6 Mirage 2000D français ainsi que les 12 Tornado et 6 Typhoon britanniques.
En air-air, face, par exemple, à un Sukhoï 30 MKA, un appareil très maniable mais équipé d’une avionique russe peu fiable, en dotation chez le voisin de l’est, le F16 M a toutes les chances de l’emporter dans un environnement neutre. Si le SU30 remplit essentiellement des missions de supériorité aérienne, le polyvalent F16 a été conçu à l’origine comme chasseur d’interception. Mais fini les temps héroïques ou les combats aériens se faisaient en « dogfight », de nos jours, l’affrontement se fait en « BVR », c'est-à-dire au-delà de la ligne d’horizon, sans que les pilotes n’aient le temps de voir leurs adversaires, la victoire revient à celui qui a le meilleur radar, la plus faible signature radar (SER), les meilleures missiles, bref, la meilleure avionique et les meilleures armes.
Pour les FRA, dont la doctrine est purement défensive, les 24 Faucons de l’Atlas font parfaitement l’affaire.
Le Général Woodward a parfaitement résumé la situation à ce sujet : « Quiconque vous verra avec une telle force entre les mains n’oserait se mesurer à vous ».

Morocco receives first F-16s

Maj. Gen. Margaret Woodward, Air Forces Africa (17th AF) commander, meets the first instructor pilots to graduate from U.S. led pilot training classes on August 4, 2011. The two-year program in Tucson, Arizona was designed to train and familiarize U.S. and international pilots with the F-16 Fighting Falcon.

The new block 52 aircraft will supplement the Royal Moroccan Air Force's existing fleet of fighter aircraft and will contribute to the upgrade and modernization of the country's military.

Senior U.S. military officials attended to mark the event and strengthen the relationship between the two countries' air forces, which includes a state partnership program with the Utah Air National Guard that began in 2003.

The relationship between the U.S. and Morocco can be traced back a few hundred years when Morocco became the first country to recognize the U.S. as an independent nation. Senior Moroccan officials, as well as Air Force Chief of Staff Gen. Norton Schwartz, reiterated the close partnership between the two nations during the ceremony.

"I'm here to salute our partnership which we so highly value," Schwartz said. "The friendship between the U.S. and Moroccan militaries is founded on mutual respect, and I am thrilled to be here as you accept the first F-16s into your aircraft inventory."

Officials from U.S. Africa Command and its air component, Air Forces Africa, were also in attendance for the occasion.

"It's an incredible honor for me to be here for the first delivery of the F-16s to the Royal Moroccan Air Force," said Maj. Gen. Margaret Woodward, the Air Forces Africa commander. "We have a wonderful relationship with the RMAF, but being able to fly the same airplane will just increase our opportunity to work together.

"For the United States and the Moroccans, this is a banner day and a great opportunity to increase both of our capacities and strategic partnership," she added.

The U.S. is helping to train Morocco's new F-16 pilots, teaching them not only how to fly the aircraft, but also how to teach others, explained Lt. Col. Allen Stewart, an Air National Guard logistics readiness officer from South Carolina.

Stewart worked with the Moroccans during pilot training in Tucson, Ariz., and saw firsthand the dedication and commitment of the Moroccan pilots.

"The Moroccans are very professional," he said. "They are very positive, well-trained, and eager to get the job done. They will do well."

Training and delivery of the fighter aircraft took approximately two years as the U.S. and Moroccan air forces worked together, Stewart said.

Morocco is the 25th nation to receive the F-16. More than 4,400 aircraft have been delivered worldwide from assembly lines in five countries, according to a Lockheed Martin press release.

Les premiers F-16C/D Block 52 débarquent au Maroc


le 08/08/2011 à 11:12 Les quatre premiers F-16C/D commandés par Rabat en 2008 ont rejoint la base aérienne marocaine de Ben Guerir en début de mois.



Au cours d'une cérémonie organisée pour l'occasion sur la base marocaine de Ben Guerir, le 4 août dernier, Lockheed Martin et la force aérienne de Rabat ont célébré l'arrivée dans le pays des quatre premiers chasseurs F-16C/D Block 52 commandés par Rabat en 2008, au titre d'un contrat global pour l'achat de 24 machines : seize F-16C monoplaces et huit F-16D biplaces.

Ancienne plateforme de l'US Air Force au Maroc, la base de Ben Guerir est située à une cinquantaine de kilomètres au nord de Marrakech et accueillera le premier escadron marocain opérationnel sur F-16C/D. A cet effet, elle a fait l'objet d'une récente modernisation de ses infrastructures afin d'accueillir les nouveaux chasseurs. Les premiers pilotes-instructeurs marocains ont pour leur part été formés au cours des deux dernières années sur la base américaine de Tucson, en Arizona, et vont pouvoir commencer la formation des premières recrues locales sur F-16.

Vingt-cinquième et dernier pays en date à avoir fait l'acquisition du Fighting Falcon, le Maroc prend réception d'une version dernier cri de l'appareil. Les F-16C/D Block 52 marocains, propulsés par un réacteur Pratt & Whitney F100-PW-229, disposent d'un système de navigation et d'attaque articulé autour du radar APG-68(V)9 qui permet la mise en oeuvre d'un large panel d'armements. Pour l'air-air, les appareils seront ainsi équipés du missile AIM-120C-7 Amraam mais aussi du courte portée AIM-9X Sidewinder, qui pourra être utilisé avec le viseur de casque JHMCS.

En air-sol, les avions disposeront de la nacelle de désignation Sniper, d'armements guidés laser (GBU-10/12/24) et GPS (GBU-31/38 JDAM), des missiles Maverick dans leurs version AGM-65D/G/H mais aussi de l'antiradar AGM-88B/C Harm. Rabat a également choisi la nacelle de reconnaissance longue portée DB-110 de Goodrich pour équiper ses F-16C/D, à l'image de la Grèce et de la Pologne.

Entamé au milieu des années 2000, le processus de revalorisation de l'aviation de combat marocaine avait vu la sélection du F-16C/D face au Rafale. Mais cette modernisation des capacités aériennes de Rabat passe également par la modernisation de 27 Mirage F1CH/EH, signée en juin 2006 avec le consortium Astrac (Sagem/Thales) pour un montant total de 420 M€. Au titre de ce chantier, toujours en cours, les Mirage marocains sont dotés d'un nouveau radar multimode (RDY-3) et d'une capacité à mettre en oeuvre le missile air-air Mica ainsi que le kit de guidage air-sol AASM.

Toute en lounages du petit gadget que vient d’acquérir le Maroc auprès des américains, l’auteur de l’article croit savoir que ce qui inquiète le plus l’armée algérienne aujourd’hui “c’est notamment la nature des travaux effectués par les sociétés israélienne spécialisées, qui augmentent la capacité létale des F-16, ainsi que leur réactivité”. Avant d’ajouter “le F-16, contrairement aux chasseurs russes Su-30MKA, dérivés des Su-30MKI indiens, que vient d’acheter l’Algérie, a participé efficacement à plusieurs missions dans le monde”. Ce qui ramène le journaliste à cette conclusion pour le moins chauvine : le F16 marocain “a changé la donne de la « guerre des airs » au Maghreb.”

Ainsi donc, dépassée par cette nouvelle technologie, l’armée algérienne, s’intéresserait, selon le jornaliste, qui cite “des sources bien informées au sein de la capitale algérienne”, aux avions Rafales français et aux Eurofigthers européens. Ce constat, d'après les observateurs militaires, a changé la donne de la « guerre des airs » au Maghreb. Puisque l'avantage acquis ces dernières années par l'aviation algérienne sur celle du Maroc a été considérablement réduit aussi bien par les F-16,mais également par la modernisation des 27 F1 CH/EH par le consortium Thales/Sagem pour le mcoût de 420 millions d'euros.

Utah, Arizona and SC Air Guard deliver first F-16s to Morocco

8/4/2011 - BANGOR, Maine -- Airmen from the Utah, Arizona and South Carolina Air National Guard recently participated in the historic delivery of the first four F-16s to their new home in the Kingdom of Morocco. Morocco purchased 24 F-16s (Block 52) in 2008 from the United States at an estimated cost of $2.1 billion. The aircraft are scheduled to be delivered over the course of the next two years.

As part of the first ferry of aircraft to be delivered to Morocco, Airmen from the 151st Air Refueling Wing, Utah ANG, provided KC-135 air refueling support for the historic mission, while F-16 pilots from the Arizona and South Carolina ANG helped fly the desert camouflaged-painted planes to their final destination.

"Our mission took off out of Little Rock Air Force Base moving the four F-16s -- two C Models and two D Models -- to Bangor, Maine," explained Capt. Jake Johnson, Utah ANG KC-135 aircraft commander. "We refueled them three times en route to Bangor and then passed them forward to a KC-10 that dragged them the rest of the way to Morocco."

The mission required a significant amount of fuel to prepare for the overseas journey.

"We started off with 150,000 pounds of fuel and offloaded about 62,000 pounds to the F-16s," said Master Sgt. Dave Hudson, one of the two boom operators supporting the KC-135 mission. "Our first air refueling was in the dark about a half hour out of Little Rock and each event was spaced 45 minutes apart."

In addition to the American aircrews that assisted with the initial delivery, two Moroccan observer pilots flew in the back seats of the two D-Model aircraft.

"The two Moroccan pilots were recent graduates of the international F-16 training program in Tucson," said Maj. Damian Panajia, SAF/IA. "There are 10 Moroccan pilots graduating in the F-16 training pipeline in Tucson who will serve as the foundation for Morocco's F-16 Fighter Group. The new F-16 Fighter Group will be located at Benguerir Airfield near Marrakesh."

The Moroccan Air Force purchased the advanced U.S. aircraft to integrate into their current fighter fleet and to assist with their national defense.

The delivery of the first fighters is especially significant to Utah due to its State Partnership Program with Morocco, which originated in 2003. The SPP is one of 63 programs throughout the globe, and is one of only eight in Africa. Utah's partnership with Morocco has been one of the most active partnerships on the continent, and has conducted more than 100 significant events since its inception.

"It is very exciting to have our Utah tankers participate in this historic event," said Maj. Karen Nuccitelli, Utah SPP director. "It has a special significance to us because of our close relationship to Morocco. In addition to our relationship with the country, we are also focusing on strengthening the partnership between Morocco and South Carolina, which will now have a common aircraft, the Block 52 F-16."

A ceremony was held on August 4 in Marrakesh, Morocco to celebrate the arrival of the first four F-16s.

The F-16 is used by 25 nations, and more than 4,400 have been delivered worldwide.

Des missiles américains bientôt livrés au Maroc



Des missiles très développés destinés aux avions de chasse F16 commandés par le Maroc au constructeur aéronautique américain Lockheed Martin pour 2,5 milliards de dollars, devraient être bientôt livrés aux Forces Armées Royales (FAR), selon un rapport américain cité mercredi par des médias marocains.

Le Maroc devrait recevoir également un important arsenal pour l'armement des F16, dont les quatre premiers sont arrivés début août à la base militaire de Benguerir à 50 km au nord de Marrakech (318 km au sud de Rabat).

Cette transaction comprendrait aussi des équipements pour les entraînements et d'autres destinés à l'entretien et aux expérimentations. La commande engloberait également des publications et des données techniques, dont l'objectif serait d' actualiser les techniques de combat des Forces Armées Royales (FAR) .

L'agence de coopération américaine en matière de défense et de sécurité, avait d'ailleurs adressé une correspondance au congrès américain, l'informant du détail de cette transaction qui comprend notamment vingt missiles air-air, de marque Sidewinder et des missiles d'entraînement de marque Captive Air, ainsi que d'autres équipements militaires, indique la même source.

Royal Moroccan Air Force's F-16 Aircrew Training Device Achieves Ready-for-Training Milestone

ARLINGTON, Texas | L-3 Link Simulation & Training (L-3 Link) announced today that an F-16C Block 52 Aircrew Training Device (ATD) built for the Royal Moroccan Air Force (RMAF) has reached ready-for-training status on schedule and is currently supporting pilot instruction.

The F-16C Block 52 ATD is installed at an RMAF air base. The simulator is the first of two RMAF F-16C Block 52 ATDs built by L-3 Link under this program. The second trainer is scheduled to achieve its ready-for-training milestone during the second quarter of 2013.

"Royal Moroccan Air Force pilots are now training on the most advanced F-16 Aircrew Training Device ever fielded to an international military," said Dan Kelly, vice president of Air Force programs at L-3 Link. "The F-16 Aircrew Training System will enable Royal Moroccan Air Force F-16 pilots to hone their air-to-air and air-to-ground combat skills within highly realistic operational environments while operating as a team."

During simulation exercises, pilots will be able to acquire and identify targets, deliver a wide range of ordnance, practice takeoffs and landings, conduct aerial in-flight refueling, and undertake emergency procedures.

Each F-16C Block 52 ATD is integrated with L-3 Link's nine-panel, 360-degree field-of-view SimuSphere visual display and the SimuView image generation system, which provides correlated imagery between out-the-window and cockpit sensor displays.

What good are those docters and teachers if we cannot defend ourselfs? We need to first buildup our own (including our own air- and maritime defences) defence industry. These dump leftist slogans like 'how many this or that can we get for ***' are nothing but suicidal talk. We need first to reculturize the Moroccans (and I am happy to see that the current ministeries of education, culture and communication are drawing up plans with the aim to teach people about the Moroccan culture and ethics) and invest in our military with domestically made defence systems. All the rest can come later, Moroccans do not mind eating dry bread and tea if their country is truly theirs and is building up to defend them.

Aug 03/09: F-16s. Lockheed Martin Missile and Fire Control in Orlando FL receives a $30.3 million contract for the purchase of Sniper Advanced Targeting Pods (ATPs) for Morroco’s F-16s. The Dec 19/07 DSCA request specified either Sniper ATP or the LITENING pod.

The contract includes integration support, product spares. and logistics support. Sniper ATP deliveries will be completed in 2011. The number of pods was not disclosed. Warner-Robins Air Logistics Center/448 SCMG/PKHCB at Robins Air Force Base, GA manages the foreign military sales contract (FA8522-09-C-0013).

Sultanat d'Oman achète 12 avions de chasse F-16C/D Block 50

Le département de défense américain a annoncé que le Sultanat d’Oman a confirmé sa commande qui porte sur 12 avions de chasse F-16C/D Block 50 de Lockheed Martin pour un montant de 600 millions de dollars.

Cette commande comporte notamment la fourniture de matériel de soutien et des services logistiques.

L’Irak a également, acheté 36 avions de chasse F-16C/D Block 50 pour un montant estimé à 2,3 milliards de dollars. Ces commandes importantes permettront au constructeur américain de continuer la production de son F-16.

قالت صحيفة جيروزاليم بوست الإسرائيلية إن موافقة وزارة الدفاع الأمريكية البنتاغون على تقديم طائرات إف 16 المقاتلة للعراق العام الماضي تثير قلق تل أبيب.

وأوضحت الصحيفة أن إسرائيل تشعر بقلق متنام إزاء البناء العسكري في العراق حسبما قال أحد كبار مسؤولي الجيش الإسرائيلي.

وأضافت الصحيفة أن أكثر ما يثير القلق هو بيع 36 طائرة من طراز إف 16 ذات المهارات القتالية المتعددة للعراق، وسيتم تصنيع تلك الطائرات في شركة لوكهيد مارتن في الولايات المتحدة بما يعني أنها نفس الطائرات التي تقدمها الولايات المتحدة لإسرائيل من طراز إف 16 أيضا والتي يطلق عليها اسم عاصفة

وأوضح المسؤول الإسرائيلي أن بلاده تراقب بحذر التطورات في العراق

وأضاف أن التطورات المحتملة هناك لا تحدث بشكل فوري، لكن منذ الانسحاب الأمريكي من العراق لا نعرف ما التطورات هناك

AASM déjà doté sur nos Mirage F1 ASTRAC. Et peut-être sur nos F16, où le air-sol est assuré par les GBU. GBU que l'on retrouve également sur les Mirage F1. La boucle est bouclée.

The final three of 24 F-16 fighter aircraft for the Royal Moroccan Air Force have departed Lockheed Martin’s facility in Texas on their way to their new home in Morocco. The final F-16 destined for Morocco performed its first flight on March 15 from Naval Air Station Fort Worth Joint Reserve Base and the final the three Block 52 single-seat aircraft left the base on August 22.

The Royal Moroccan Air Force on August 4, 2011, took delivery of the first four F-16s at a ceremony at Ben Guerir Air Base north of Marrakech.

Major General Margaret Woodward of the US Air Force at the time told reporters in Marrakech that another seven aircraft would be delivered at the beginning of this year and the remaining 13 in the following months.

“The delivery of these aircraft places Morocco among the very elite group of air forces of the world who operate the advanced multirole F-16,” said Ralph D Heath, executive vice president of Lockheed Martin’s Aeronautics business.

Morocco is the 25th nation to order the F-16 – more than 4 500 have been built to date. In fact, the 4 500th F-16 was a Block 52 destined for Morocco. In December 2009 Morocco placed an US$841.9 million contract with Lockheed Martin for 18 single-seat F-16Cs and six two-seat F-16Ds.

Morocco is in the process of upgrading its armed forces and is buying large amounts of military equipment, including fighters, trainer aircraft and frigates. As almost all significant combat equipment was acquired between 1978 and 1981, Morocco is moving ahead with an upgrade programme for its Mirage F1s and is also engaged in the acquisition of new equipment that will ensure the air arm remains credible and effective. The most important type is the F-16, which was designed to keep up with Algeria's purchase in 2007-2008 of 28 Su-30MKAs.

"We are modernizing our fleet and we've chosen the F-16, not only because it is a high-quality airplane, but also because of the close relationship we have with the United States," said Deputy Inspector of the Royal Moroccan Air Force, Brigadier General Abdelali Houari.

The RMAF has around 60 warplanes and a substantial number of helicopters that are able to undertake combat operations as well as performing general support tasks. The air force’s inventory is being upgraded and swelled by new purchases, such as four Alenia Aeronautica C-27J Spartan transport aircraft. The Moroccan Air Force is also upgrading 27 of its Dassault Mirage F1s under the MF2000 project, which is giving them a capability similar to that of the Mirage 2000-5. The first upgraded aircraft flew in 2009.

Moroccan F-16s are based at Ben Guerir Air Base, which is a former US air base located about 36 miles (57 km) north of Marrakech and once used as a transatlantic abort landing site for the Space Shuttle.

Morocco is the twenty-fifth nation to operate the F-16.

The final F-16 Block 52 fighter jets ordered by Morocco were delivered last week when three “Vipers” (nickname of the F-16 within the fighter pilot community) left Lockheed Martin production facility at Ft. Worth to cross the pond and join the 19 single and dual-seat aircraft that have already been delivered (beginning in 2011).

Among the aircraft delivered to the Royal Moroccan Air Force there is also the 4,500th F-16 produced by Lockheed Martin since 1975.


That makes 22 F-16s delivered and with 2 more remaining behind at Edwards AFB, CA for integration testing of new weapons, etc. The RMAF owns them, but they won’t arrive in Morocco until 2013.

Les F16 de certains pays n'ont pas de pleines capacités, c'est un fait établit. Le matériel étant downgradé, notament au proche orient pour ne pas être au même niveau qu'Israel.

Concernant nos F16, ils n'ont rien de downgradé. Regarde les pages précédentes. De même que pour les F16 Block 60 des Emirats. ^^
