Wow, that's awesome. 10/10 Very monumental and grand. I love the architecture. Is this an ancient monument or is it new?

Here's some information I found:

One of Rome's most controversial landmarks, the Vittorio Emanuele Monument. Victor Emmanuel II was the first monarch of Italy in the mid to late 1800's. This monument was built of white Brescian marble in the late 1800's. It is often ridiculed because of its harsh white color in a city of more muted golden-beige architecture. The Vittoria Emanuele Monument is probably Italy's most flamboyant landmark, and has been described as everything from a "wedding cake" to a typewriter.

Everything pales into insignificance beside this marble monstrosity - the Vittorio Emanuele Monument or “Vittoriano”, erected at the turn of the century as the “Altar of the Nation” to commemorate Italian Unification. Variously likened in the past to a typewriter (because of its shape), and, by American GIs, to a wedding cake (the marble used will never mellow with age), King Vittorio Emanuele II, who it’s in part supposed to honour, probably wouldn’t have thought much of it - he was by all accounts a modest man; indeed, the only person who seems to have benefited from the building is the prime minister at the time, who was (perhaps not entirely coincidentally) a deputy for Brescia, from where the marble was supplied. At the top of the stairs is the Tomb of the Unknown Soldier, flanked by eternal flames and a permanent guard of honour. Incidentally, the equestrian statue of the king here is claimed to be the world’s largest (its moustache is apparently 3m long) - though perhaps the greatest irony is that all this memorializes a royal dynasty that produced just four monarchs.

i dont like so much

I think that during the passed century the italian architects dont knew to create architecture, only fews building as the Vittorio Emmanuelle's Gallery (Milano) was made.

4.5/10. Being a Roman, I am definitely not impressed. I find it to be excessively pompous, dull, out of context, and devoid of any personality whatsoever. And, on a more personal note, rather ugly, too. But it's there though, so I guess I'll have to learn to cope with it. If nothing else, it works as a nice belvedere over the roofs of the Eternal City (and even more so with the new elevators). Of course I don't want to disrespect those who gave it a high mark here, I'm actually intrigued by the fact that so many people from different countries and cultures all seem to like it so much more.

that's because it's impressive at first sight, and many people aren't used to see this monument. The best way to know if something's dull is realizing that it bores soon.

I respect the opinions of the rest of people. But I've heard too many times that this thing is the best you can find in town. Being Rome such a magnificent and outstanding city, that's quiet irritating to me.

As an Italian, a lover of Rome, as someone who knows that romans dislike this monument only for what it historically means (the years before the arise of fascism and dull monarchy), and not for what it aesthetically is. So i give it a full TEN/TEN (10/10)!!!
