I'm not sure what you're refering to but I'll try to make sense of it all.
Think of each new town like a self-sustaining city. At its centre is the town centre, or the "central", where the economic and commercial activity mainly takes place; shops, restaurants, malls even, some offices. These also function as transport centres, served by the MRT and bus interchange that provides service to other parts of the island, as well as serve the town itself.
Surrounding the city are neighborhoods of flats that make up the estate. And in the heart of these "neighborhoods" are neighborhood centres, which house economic and commercial activity but on a smaller scale, mainly grocery shops, markets to serve that neighborhood. However, in the newer generation of towns, there are less and less of these places because of centralization towards train stations since stations form a natural hub for economic activity. It also gives critical mass in the new towns' central for shopping malls.
Within neighborhoods are precincts, think of it as little condominium estates; a few blocks with a multi-storey carpark at its centre. In newer generation towns, the multi-storey car park is at the centre, wrapped around by the apartments on the outside. The roof of the multi-storey carpark houses the recreational stuff such as playgrounds, fitness corners, a mini-park. It also provides an "air-well" effect.
