1: Plant lots of trees, and parks. Enhance ordanances that lower pollution, like the clean air act, the vehicle emissions act, etc. Use lower pollution powerplants.

2: You need Rush Hour. Its in the road options, click the one way road, and place it over an existing road. The direction you drag over the road will detirmine the one way direction.

3: Subways are underground trains. Rails are train tracks. Subways are almost a must on a highly populated city.

4: You can use tollbooths on roads/highways that have a lot of traffic congestion. This will bring in some money, and get the commuters to travel a different route.

5: Rush Hour looks better, has more buildings, more options, etc. Traffic is the biggest factor about Rush Hour. You need to have a good traffic grid to have good commute times, so things like one way roads and avenues can be very useful. If you currently have a great traffic rating now, expect it to go to hell with Rush Hour.

6: All additional education facilities will increase your budget. Manage your city budget from building to building.
