Hmmm...ano nga ba? Cybergate Center nga yata. Parang ganun, kasi the whole complex is PEZA certified IT zone. So dapat malawak na complex to of office towers dedicated to BPO industry.

oo doc, sa me bridgeway sa taas ng MRT. Pioneer Woodlands - is that the one by Empire East? I already have seen some heavy equipments sa area. They must be constructing the project the same time their San Lorenzo Place (Magallanes MRT) will be done. I'm quite excited with these two developments. Kaso that will mean heavier traffic sa MRT.

Megaworld din ba yung Empire East ,coz may nakita ako brochure ng Pioneer Woodlands ,similar yung mga residential towers nila sa Manhattan Gardens in Cubao.

A lot of places bring you back memories. Hehe. Really Doc, you've been assigned there? I saw a lot of interns that day and the buses of their schools... Some came as far as Naga and Legazpi from the South and Tugegarao in the North.

People used to equate Mandaluyong with the Mental Institution here. And some people still jokingly say that to go to Mandaluyong is to be committed to the NCMH. In fact, its quite serene and offers a respite from the chaos and madness of our urban jungle.

may rumors dati na ibebenta yung ibang parts ng NCMH then magkakaroon na lang ng isang malaking mental hospital. yun kasi ngayon, hiwa-hiwalay sila ng pavillion.

I like the present "campus-like" set up because IMO it's more conducive for healing and the maintenance of mental balance. The greens make it serene and physically lessen the need for costly air-conditioning or electricity-devouring elevators. I am not sure about the age of NCMH but some of those buildings appear to be already historical. And, yes, I agree because of their antiquity, some pavilions badly need an overhaul. I hope they would retain most of the present features of the NCMH and not indiscriminately remodel everything to the detriment of its historicity and environment.

There's probably no escaping the need to privatize some portions of the NCMH in order to lessen reliance on government subsidy and to generate funds for its upkeep and upgrade. I saw that the area is indeed prime property and there is enough room for business.

I've read somewhere that big modern hospitals aren't compatible with the ideas of green architecture.

That Cafe Ysabel used to be a hangout for me and my friends-- at around 8pm on a weeknight, it's pretty quiet there. So before we head out to Makati to gimik we'd just sit down there and drink coffee for a while, since Starbucks at the time was too popular. Too bad Cafe Ysabel smells like ipis.

The World Bank Group report titled "Doing Business in the Philippines 2008" was released through its private sector arm, the International Finance Corp. It was published in cooperation with the Asian Institute of Management and the National Competitive Council.

The report, which covered 21 Philippine cities and 178 countries, was aimed at showing cities how to identify opportunities toward faster progress and development.

It covered three areas of regulation: Starting a business, licensing and property registration.

Mandaluyong was cited for making it easier for businessmen to transfer ownership of property and for processing business transactions in only 21 days, compared to an average of six weeks in other cities nationwide.

The city was ranked 35th by the agency among 178 global economies for having sound bureaucratic systems for businessmen.

On the other hand, Taguig was cited for its simplified government procedures in starting up a business, with processing taking only 27 days.

The World Bank also cited the city for having the minimum number of procedures in applying for a business permit and the lowest number of license-related procedures.

Taguig City ranked first among cities with the easiest business startup, followed by Mandaluyong City. The cities of Cebu and Marikina tied for third place.

"We are thankful to the International Finance Corporation and the World Bank for the citation. Notwithstanding, there is still a lot to be done, and this study will give us the direction we need in improving service efficiency," said Mayor Freddie Tinga.

Taguig was also recognized for its Customer Service Office that reduced the number of requirements in obtaining business permits and the immediate processing of applications for permits upon submission of the documents.

One of the city's upcoming projects is an online system for easier property assessment and taxation for business owners.

Dubbed the Integrated Systems Information Software, it will link business establishments and the city government for faster transactions in property assessment and taxation, land use zoning and planning, and business permit and license issuance.

"I believe making government services available online will not only lessen red tape in the bureaucracy, but will also reduce corruption," Tinga said.

World Bank country director Bert Hofman said in a statement that the report provides important insights to guide reform-minded local government units (LGUs).

"Cities that do well in creating a good business climate are also likely to do well in poverty alleviation," he added. "The World Bank and IFC are keen on supporting LGUS open to reforms."

The World Bank (WB) has cited the Mandaluyong City as the most business-friendly city in the country.

In its recent report titled “Doing Business in the Philippines 2008” the International Finance Corp., a World Bank subsidiary, credited Mandaluyong City for ease of transfer of ownership of property, which takes only 21 days compared to an average of six weeks in other cities.

According to the WB report, though Philippine cities share the same legal framework, they differ in implementing national regulations and that affects their competitiveness.

In the case of Mandaluyong City, the WB said Mayor Benjamin “Benhur” Abalos Jr.’s move to install a one-stop-shop proved to contribute greatly to the city government’s faster and more efficient delivery of business-related services.

“If we look at the map of Metro Manila, Mandaluyong is visibly at the center of the metropolis. Because of our strategic location and friendly environment, we have been creating a niche as a burgeoning area for businesses and investments, while also maintaining the city as an ideal place to live in,” Abalos said.

In 2003, Mandaluyong was cited by the Asian Institute of Management Policy Center and the accountancy firm Sycip, Gorres and Velayo as the “Tiger City of the Philippines” on the strength of the non-stop economic boom in the area and the outstanding leadership of city officials.

Mandaluyong has a nighttime population of around 300,000 and a daytime population of over 1.2 million because of the presence of many business establishments. — Non Alquitran

If there is one person synonymous with San Juan, it would be Joseph Estrada. Even after his reign as mayor for nearly two decades long, his legacy lives on, with both his children Jinggoy and JV carrying on what he had started.

A lot can be said about the Estrada presidency but his record of achievements as mayor of San Juan speak for itself. I had a chance to talk to him briefly and understand why this former President is so popular and charismatic.

Here are excerpts of our question-and-answer:


Q: Do you miss being mayor of San Juan?

A: I miss being President!

Q: Would your life have been different had you chosen to remain as mayor of San Juan?

A: I would have wanted to finish my term as President. It would have been the last and greatest performance of my life.

Q: From acting why did you decide to go into politics?

A: My parish priest asked me six times to run for mayor and I rejected his offer five times until I finally agreed on the sixth time.

Q: Why?

A: Because I wanted to help the poor. The poor gave me fame, glory and wealth by watching my movies.

Q: Why did you decide to run for President?

A: Because I saw Ronald Reagan become president and I said to myself, if an actor in the United States can do it, why can’t an actor in the Philippines do the same thing.

Q: As mayor of San Juan, what was the most difficult thing you had to do?

A: The first six months were the most difficult. I had to clean up the scalawags in the police department, break up the gangs and catch the carnappers in order to restore peace and order.

Q: What was your greatest achievement as mayor?

A: I set up the foundation ERAP Para sa Mahirap. I never received a cent of my salary as mayor. It all went to the foundation to help children go to school. So far 6,000 students have graduated college because of this foundation.

I set up the first municipal high school.

I was responsible for cementing or constructing 50 percent of the concrete roads you see today in San Juan.

In 1972 after three years of being mayor, I won the TOYM (Ten Outstanding Young Men) because of my work as mayor. I only had an P18-million budget at the time and was able to clean up San Juan and restore peace and order.

I was also the first mayor to do a resettlement area. I relocated 1,500 families to Taytay.

Q: Do you still give JV advice being the former mayor of San Juan?

A: Yes, of course, I do.

During the time of Jinggoy, I purchased the lot at the back of the municipal building and we built the first municipal hospital. And beside it we built the coliseum as well.

Q: Do you have any message for the people of San Juan for San Juan Day?

A: All I can tell them is thank you for their full trust and confidence in me.

With that last statement I concluded my interview as I wanted to stick to the topic of San Juan and not get into a discussion about politics. Today, the former President is busy with his Lakbay Pasasalamat to thank the Filipino people.

I may sound a bit new age with what I am going to say but I believe Erap is blessed because he gives back to the people, he is thankful for their support and truly believes he would have made a difference had he finished his term as president.

MANILA, Philippines—The well-kept secret of the house on Shaw Boulevard can now be told.

Senate President Manuel Villar and his wife, Cynthia, the Las Piñas representative, have taken possession of the imposing, three-story 51-year-old mansion built by Jose P. Laurel, the president of the Japanese-sponsored Second Philippine Republic, that stands on 6,000 square meters of prime land in Mandaluyong.

The heirs of the Laurel patriarch have, for "practical reasons," let go of the storied property, once the center of political power because of the people who lived there. It has remained unoccupied for the past seven years.

"No one among us could afford to live in this house anymore, it is so big for us," said former Batangas Rep. Macario Laurel, the eldest son of the late President's eldest son, former Speaker Jose B. Laurel.

Both the Laurels and the billionaire Villars have refused to talk about the amount of money that changed hands. They dismissed rumors that the negotiation for the purchase of the property for a few hundred million was conducted "without haggling." Half of the purchase price was reportedly paid during the sale last December, with the balance to be paid in 12 to 24 monthly installments.

The Senate President's wife, a property developer before she went into politics, said she was very pleased with the deal, which she found "reasonable." She said she was fully aware that they had bought a historic site that "ought to be preserved."

First offer

The Laurels first offered to sell the white-and-green mansion to the Villars sometime in 2003, some months after Villar accepted the presidency of the Nacionalista Party, long dominated by the Laurel family, from the late former Vice President Salvador "Doy" Laurel, a younger son of the late President.

According to Macario, the family rejected an offer from a group of Korean businessmen because they proposed to destroy the mansion to put up either a gasoline station or a restaurant. "We wanted to preserve the history and dignity of the house," he said.

The Villars were initially not too keen to buy the property as they did not want to leave their Las Piñas residence.

According to Cynthia, when they first looked at the property early last year, what they found was a huge "bodega" in total disarray, with dozens of huge boxes containing photos, paintings and other memorabilia of the Laurel patriarch, his children and grandchildren.

Parts of the ceiling were falling. Some of the lamps were not working. The walls and flooring, though made of durable tiles, were dirty. There was no furniture at all.

After the Villars agreed to buy the property, Macario said the clan made only one condition: That they preserve the mansion's two historical markers. The first notes the date when the Laurel patriarch built the property in 1957. The second commemorates the visit of Indonesian President Sukarno, who twice slept at the mansion.

Golf enthusiast

A native of Tanauan, Batangas, Jose P. Laurel built the house on No. 515 Shaw Blvd. several years after he stepped down as President. He loved golf and wanted to have a house near the Wack-Wack Golf and Country Club, where he was wounded in an assassination attempt while playing golf in 1943. The mansion occupies 1,000 square meters of the land that was once overrun with cogon.

Called Villa Pacienca in honor of the late President's wife, Pacienca Hidalgo, the Shaw Boulevard house is the biggest of the three residences that Laurel built. He built a house in Tanauan, which the Laurels consider their ancestral home, and another in Paco, Manila, called the Villa Peñafrancia.

The construction of the Shaw Boulevard house was reportedly rushed in time for the arrival of the New Hampshire newspaper publisher, James Langley. Laurel and Langley headed a group that forged what would be known as the Laurel-Langley Agreement of 1956, which extended parity rights to Americans. When Langley came in 1957, Laurel hosted a luncheon in his honor at the mansion.

The entrance to the property was originally on Laurel Street to the left of Shaw Boulevard. An imposing 15-foot tall gate is topped by an arbor inscribed with the words "Villa Paciencia." A long driveway leads to a fountain. The mansion is surrounded on all four sides by old balete and royal palm trees. At the back is a patio where the Laurel patriarch would sometimes make important announcements.

Succession

The mansion has a large receiving room and two dining rooms, a large one for big gatherings and a smaller one for private meetings. It has seven big bedrooms, one on the third floor and five on the second floor. A bedroom on the ground floor has been collapsed by the Villars into the dining room. The Villars have also shifted the entrance to the property to Shaw Boulevard after they regained possession of a strip of the front yard that was being rented out to commercial establishments.

When the elder Laurel died in November 1959, his eldest son, the Speaker, acquired the property after buying out his siblings--Doy, former Sen. Sotero Laurel and the late car racer Arsenio "Dodjie" Laurel.

Doy would later build his own house on a 2,400-sq.m. lot beside his father's property.

When Speaker Laurel moved in, the mansion became the de facto Nacionalista Party headquarters, according to former Tanauan Mayor Paquito Lirio who is married to Emerlina Laurel, a cousin of the Speaker. The Lirios were frequent visitors to the mansion. [Not related to this writer.--Ed.]

Site of historic decisions

"Political leaders would troop to the house for meetings and caucuses. Many important decisions that affected the country were made in that house. Most political decisions affecting the province of Batangas were made there, as no decisions could be made then without consulting the Laurels," recalled Lirio.

Added Macario's wife, Letty: "Anybody who was somebody in Philippine politics had gone there. In fact, even the nobodies had also been there."

Speaker Laurel died in 1998, leaving the property to his children--Macario, Mimi, Batangas Rep. Lali Laurel-Trinidad--and the heirs of another son Banjo, who died in the 1960s.

"To us, the house was some kind of a white elephant after our Papa died. We have our own houses now," said Macario, now 76.

Not just a house for Laurels

More than just being a home for the huge Laurel clan, the mansion was an important venue for the political events that shaped the nation's history, especially when the NP was still the Grand Old Party.

According to Macario, during his 1963 state visit, Sukarno chose to stay overnight at the Laurel mansion, not in Malacañang, as the Indonesian president personally didn't like President Diosdado Macapagal, who headed the rival Liberal Party.

When he fell in love with a Filipino movie star, Amelia de la Rama, Sukarno returned for another visit several years later and again stayed at the Laurel mansion.

On both visits of Sukarno, the Laurels had to vacate the house and stay in a hotel, taking out all the crucifixes and other religious items from the rooms that the Indonesian leader occupied.

Silent witness

The mansion was also a silent witness to the rise of many politicians, including the late dictator Ferdinand Marcos.

It was at the mansion that Speaker Laurel, Sen. Gil Puyat and Marcos hatched the plan for Marcos' controversial transfer from the LP to the NP after Marcos realized that the LP would not draft him as the party's presidential standard bearer in 1965.

The Villars say they find the house just too big for them. They have not once slept there since they bought the property last December. They have no plans to, anyway, said Cynthia.

After the cleaning and refurbishing of the ground floor, the couple has only used the house for a series of small political and social gatherings and dinner parties.

"We would entertain friends here over dinner, then afterwards we go home to our Las Piñas home," Cynthia said.

P4M for renovation

The Villars have spent about P4 million for scrubbing, repainting and redecorating the mansion's ground floor alone. They brought in Thai silk curtains for the wall separating the dining room from the veranda, six pendant-type ceiling lights, granite lavatory and kitchen, an 18-seater dining table for the main dining room, a six-seater dining table for the dirty kitchen, an eight-seater conference table, and an Art Deco living room set in light yellow that blends well with the walls newly painted with a mural of birds and flowers, and several table lamps.

"When we moved in, the house was bare," said Cynthia who has also brought a piano and a huge flat TV from her husband's gym in Las Piñas.

The second and third floors remain locked, waiting for a makeover.

The Villars presented the refurbished mansion to the Laurel clan, NP leaders and their friends at a private party to bless the property last June 10. The Laurel family as well as the NP hierarchy was well represented.

Celia Diaz-Laurel

Celia Diaz-Laurel, Doy's widow, came with her son, Cocoy. She was in a wheel chair but was "as beautiful as ever," recalled Cynthia. She said Celia liked what she saw.

Cynthia said she is considering building four 20-story condominiums around the property, but the mansion will be kept intact.

"We are thinking of keeping the mansion as a clubhouse for the tenants and the public to see. Then we will call the place The Legacy," she said.

Displayed at the mansion's receiving room is a portrait of the Senate President done by Celia some years ago. Cynthia has also asked for the loan of some old Laurel photographs to hang on the walls.

Laurel's legacy

It is no secret that Senator Villar is eyeing the presidency in 2010. If he pushes through with his plan to run, Cynthia said they would probably use the mansion as a halfway house.

The senator has been a House Speaker like Jose B. Laurel and a senator like Doy. Whether he will become a vice president like Doy, or a President like Jose P. Laurel, only time will tell. For now, he has the Laurels' mansion, their political party and their past glory.

The Philippine Coconut Authority (PCA) will hold the 7th National Coconut Festival at the SM Mega Trade Hall 2, SM Megamall, Mandaluyong City on Aug. 7-10.

PCA Administrator Oscar G. Garin said “we now call on all coconut industry stakeholders to fully participate in the exhibits, trade fairs and various special events lined up.” Garin said the coconut festival is part of the celebration for the 22nd National Coconut Week as mandated by Presidential Proclamation 142. He said this year’s theme is “Kasaganaan at Kaunlaran sa Pinagyamang Niyugan”

In Mandaluyong City: Battlefield 9

9 De Pebrero Street, a two-kilometer stretch from Shaw Boulevard to Libertad Street, used to be a battlefield.

The Filipinos' vibrant spirit of nationalism appeared to be the reason why this long winding street in Mandaluyong was named after a historic date.

The battle fought by Filipino guerrillas led by Isidro Soriente and Nisefero Galve together with American liberation troops on Feb. 9, 1945 against the Japanese imperial forces left an indelible mark in the area, prompting the birth of 9 De Pebrero Street.

Every February 9, the city of Mandaluyong celebrates two historical dates � liberation day and cityhood.

Known as the world�s 18th largest metropolitan area, Mandaluyong became a city by virtue of Republic Act 7675 signed by former President Fidel V. Ramos in 1994.

9 De Pebrero Street houses two of 47 public schools in the city�the Nueve de Febrero Elementary School and the Mataas na Paaralang Neptali A. Gonzales.

"Aside from being a street name, the momentous Nueve de Pebrero was also used as the name of a school as a tribute to the heroic acts of guerrillas resulting in the liberation of Mandaluyong from the Japanese," said Emelinda Selda, 61, the longest-serving teacher of Nueve de Febrero Elementary School.

Selda, a resident for 43 years, said the Nueve de Febrero Elementary School used to be known as Highway Hills Elementary School Unit 1. It used to be housed in a rented building at Fabella Compound.

In 1981, a fire gutted the building which led to the relocation of the school to a 3,833-square-meter vacant lot owned by the municipality during the tenure of then Mayor Ernesto S. Domingo.

A dozen years after its relocation, through the effort of Paraluman G. Vicencio, the first principal, the school became Nueve de Febrero Elementary School pursuant to the approved resolution of the city council in 1993.

Recently, the city government led by Mayor Neptali Gonzales II addressed the congestion in the school following the procurement of a 1,000 square-meter adjacent property housing a new four-storey, 16-classroom building for some 4,429 enrollees.

A few blocks away from the elementary school is the Mataas na Paaralang Neptali A. Gonzales. Founded in 1997, the high school is named after the late Sen. Neptali Gonzales, who was elected as Senate President thrice. Gonzales was the dean of the Institute of Law of Far Eastern University from 1976-1986. During the Aquino administration, he served as justice secretary. He was the president of Manila Bulletin Publishing Corp. from July 8, 1988 to Sept. 16, 2001.

Also located along the street is the National Center for Mental Health, a government-owned asylum since 1928.

The National Center for Mental Health was known as the Insular Psychopathic Hospital, recalled Alfredo Visagar, 67, a resident since birth.

By virtue of Public Works Act 3258, the government hospital was built in 1925 and formally opened on Dec. 17, 1928.

A few years later, the asylum was named National Mental Hospital until it got its present name through the Memorandum Circular No. 48 issued by the country�s first woman president, Corazon C. Aquino.

The Aged, a home for the elderly, was another patriarchal institution along the street established in 1950, but was transferred to Rizal a year later, said Visagar, an owner of a 22-year-old restaurant located along the street.

A Franciscan historian, Fr. Felix de la Huerta, described the city�s terrain as "daluyong" or giant waves of the sea.

Residents said the Welfareville Compound, which hosts the Correctional Institution for Women near the street, was once a garrison of the Japanese Imperial Forces.

The Mauway Puericulture and Family Planning Center can also be found along the street.

A historical marker on the center�s wall showed that the center was founded in July 1971, with Amparo P. Nobleza as its president.

Indeed, the courage, compassion, and competence exemplified by Filipinos are still remembered and will always be part of the country�s rich history which residents of Mandaluyong can always be proud of

Megaworld to develop office, housing units for policemen

Megaworld Corp. and its sister companies Empire East Land Holdings Inc. and First Centro Inc. have entered into an agreement with state-run Bases Conversion Development Authority and the National Police Commission to develop office buildings and housing units for the employees of Napolcom and the Department of Interior and Local Government.

Megaworld is an upscale real estate development firm controlled by tycoon Andrew Tan while Empire East serves as his corporate vehicle for low- to medium-cost housing projects. First Centro, on the other hand, is a subsidiary of Alliance Global Inc., the listed investment holding firm of Tan.

In a disclosure to the Philippine Stock Exchange, Megaworld said the office buildings and residential projects will be built on properties located in Quezon Avenue, San Juan and Taguig.

“The joint venture is intended to address the office requirements of Napolcom and the Department of Interior and Local Government (DILG) and the housing needs of their employees and beneficiaries,” Megaworld said.

Analysts said this is a welcome development since these projects would boost Megaworld’s revenue stream.

Unfazed by a slowing economy, buffeted by rising prices of gas and food and weakening consumer and business spending, Megaworld has programmed 17 new residential projects this year with total projected revenues of around P26 billion.

The company remains unshaken in its optimism for the future given the continued strong support from the public for its projects. Sales remain strong with both the domestic and overseas markets continuing to drive growth.

From January to May this year, total reservation sales jumped 70 percent against the same period a year earlier. Direct overseas sales, which account for roughly 10 percent of total residential sales, surged 158 percent year on year.

Sales in Middle East dramatically grew to a 25-percent share in the first five months from a meager one-percent contribution last year. North America, Asia and Europe accounted for 28 percent, 38 percent and nine percent, respectively.

For this year, the company has earmarked between P10 billion and P12 billion for the continued development of residential buildings, townships and office buildings to sustain its growth momentum.

Of the planned 17 new projects, Megaworld has launched three — One Central at the Makati central business district with projected revenues of P5 billion; Parkside Villas at Newport City in Pasay City with estimated revenues of P3 billion; and Morgan Executive Suites at McKinley Hill in Taguig City with revenues seen at P1 billion. — Zinnia Dela Peña

There will also be lectures on the latest coconut technology.

New products and technologies developed by government and private entrepreneurs and other stakeholders will be showcased until today (Aug. 24) at the 2008 Agriculture and Fisheries Technology Commercialization Exhibit and Forum.

The exhibit and forum are organized by the Department of Agriculture-Bureau of Agricultural Research (BA-BAR) in commemoration of its 21st anniversary. These were held at the SM Megatrade Mall 2, SM Megamall, Mandaluyong City.

Sen. Edgardo J. Angara, chairman of the Senate committee on agriculture and food, and Agriculture Secretary Arthur C. Yap, assisted by BAR Director Nicomedes P. Eleazar, ceremonially opened the affair last Aug. 21.

About 70 exhibitors from all over the country are showcasing their product lines derived from the islands’ natural assets.

Exhibited are for-sale fresh, manufactured, and processed goods from fruits and vegetables to poultry, meat, and seafood, to organic products and handicrafts.

The products were generated from seaweeds, coconut soap water, culinary herbs, malunggay, oregano, wines from indigenous fruits, scoot sorghum as biofuel, salted eggs, indigenous plants for the spa industry, food plants as neutracutical and commecoutical ingredients, and beneficial microorganisms.

The technologies include good agricultural practices and guidelines on fruits and vegetables, postharvest technologies to reduce losses and extend shelf life of fresh fruits and vegetables, enhancement of product packaging and labeling, how to apply for organic certification, and integrated fertilizer management for rice production without chemical fertilizations. — Rudy A. Ortigas & Co. expansion plan bared

The Ortigas group plans to start the second phase of renovating Greenhills Shopping Center in San Juan by 2010, as it adds at least 50,000 square meters more to its 100,000-square meter floor area.

"We plan to have a bigger Greenhills [by setting up] new buildings and having better amenities. We plan to invite brands like Mango and Zara although we are not going high-end with our stores," Mr. Santos said.

The company also wants to widen the space of the mall’s bazaars, which he said gives Greenhills its unique identity.

Aside from expanding Greenhills, Ortigas & Co. is also expanding the Music Museum by 2010 so it can have up to 1,000 seats where plays, concerts and other performing arts can be held. Construction will start next year, Mr. Santos said.

Ang laki sigurado ng "kita" ng Mandaluyong City govt for allowing San Miguel Corp. to close this stretch for their Oktoberfest tonight. Since Sep. 3 pa sarado na to, kaya dusa sa traffic ang mga taga Ortigas. Note that this half part of San Miguel Avenue is part of Mandaluyong City, the other half - of Pasig City.

Shang Grand Tower Corp., a local unit of the Kuok-owned Shang Properties Inc., is investing P5 billion for the construction of St. Francis Shangri-La Place to become the country’s highest residential luxury condominium and create an integrated community for the group’s Shangri-La Hotel and Shangri-La Mall in Mandaluyong City.

I think it's the other way around. If we were looking towards Ortigas, we would for sure see Greenhills Shopping Center or the skyscrapers near Crame.

Mandaluyong mayor Benjamin “Benhur” Abalos Jr. has bewailed the fact that cities and towns that successfully reduce their populations are “punished,” instead of rewarded, by having their share of national taxes severely cut.

Abalos pointed out that Mandaluyong City, where the annual population growth rate was less than 1 percent (the city has a population of 305,576) suffered a decrease by several millions in its Internal Revenue Allotment (IRA). Jimmy Isidro, Mandaluyong Public Information Officer, said the city’s IRA was cut by as much as P60 million.

“No government can deny that sound population management is one of the factors of good economic management,” Abalos, president of the League of Cities of the Philippines, told the Inquirer.

But as things stood, he said local governments that practiced good population management were “punished” by having their budgets reduced.

He said the IRA, the annual share of cities and towns of the proceeds from the national internal revenue tax collection, was computed using a formula that took into account population, territory and equal sharing.

Under the Local Government Code, each province, city, and municipality’s share is based on the following formula: 50 percent for population, and 25 percent each for land area and equal sharing.

As a result, cities with the biggest populations got the highest IRA share. Those with smaller populations received less.

MANILA, Philippines – The city government of Mandaluyong has declared ownership of three Metro Rail Transit (MRT) stations in its jurisdiction on the strength of a writ of possession granted it by a local court Wednesday.

Mayor Benjamin Abalos Jr. said the city now has the authority to demand rent from MRT Corp. and collect taxes from firms that own commercial stalls and advertising billboards at the three stations.

Judge Carlos Valenzuela of the Mandaluyong Regional Trial Court Branch 213 Wednesday issued a writ placing the MRT’s Boni Avenue, Shaw Boulevard and Ortigas Avenue stations in the name of Mandaluyong City.

“We therefore command you to place petitioner Mandaluyong City government in possession of the subject real properties forming part of the Edsa Metro Rail Transit 3 covered under tax declaration No. D-013-10636, in the name of Mandaluyong City…,” Homer Peñada, acting branch clerk of court, said in the order addressed to the branch sheriff.

He also directed court sheriff Gerardo Umali to “eject the Metro Rail Transit Corp. and all persons or entities claiming rights under it who are physically occupying the same.”

MRT Corp., a private company, built and equipped the overhead train system under a build-lease-transfer deal. In return, the firm would receive from the government monthly rent and maintenance fees through the Metro Rail Transit Authority, a unit of the Department of Transportation and Communications.

Abalos, meanwhile, assured the public that the city government would not intervene in MRT operations nor initiate moves that could drive up train fares. “What we’re after is the right of local governments to collect taxes from commercial booths and advertising firms. We can also collect rent from MRT,” the mayor said.

Abalos said MRT Corp. owes the city P2 billion in real property taxes since the trains began operations. He said the MRT, as a private entity, should have paid real estate taxes from the start, but the Department of Transportation and Communication (DOTC) said it would take care of that responsibility.

The DOTC later indicated it would not pay taxes since, as a government agency, it is tax-exempt, Abalos said.

For now, the city shall not make any immediate demands on the P2-billion liability of MRT, he added, citing concerns that such a move may lead to an increase in fares.

Abalos said the city government does not wish to burden the riding public any further, and that it only wanted to compel MRT Corp. and establishments leasing space at the stations to pay current taxes.

Sought for comment, MRT General Manager Roberto Lastimoso said the Office of the Solicitor General, which is handling the case for the government, would file a motion for reconsideration to the writ of possession.

He added that they were considering temporarily ceasing operations at the three stations, thus limiting trips from North Avenue to Santolan, and from Baclaran to Guadalupe “if they physically block the trains.”

Abalos, meanwhile, assured the public that the city government would not intervene in MRT operations nor initiate moves that could drive up train fares. “What we’re after is the right of local governments to collect taxes from commercial booths and advertising firms. We can also collect rent from MRT,” the mayor said.

Abalos said MRT Corp. owes the city P2 billion in real property taxes since the trains began operations. He said the MRT, as a private entity, should have paid real estate taxes from the start, but the Department of Transportation and Communication (DOTC) said it would take care of that responsibility.

The DOTC later indicated it would not pay taxes since, as a government agency, it is tax-exempt, Abalos said.

For now, the city shall not make any immediate demands on the P2-billion liability of MRT, he added, citing concerns that such a move may lead to an increase in fares.

Abalos said the city government does not wish to burden the riding public any further, and that it only wanted to compel MRT Corp. and establishments leasing space at the stations to pay current taxes.

Sought for comment, MRT General Manager Roberto Lastimoso said the Office of the Solicitor General, which is handling the case for the government, would file a motion for reconsideration to the writ of possession.

He added that they were considering temporarily ceasing operations at the three stations, thus limiting trips from North Avenue to Santolan, and from Baclaran to Guadalupe “if they physically block the trains.”

MANDALUYONG Mayor Benjamin Abalos Jr. may have scored political points with his 300,000 constituents when he decided to take on the Metro Rail Transit Corp. (MRTC). And, he has a valid point in criticizing the national government for undertaking, in the agreement covering the MRT, to pay the local taxes for a private consortium, only to say later that it has no intention of doing so. However, the millions of other residents of the capital region—of which Mandaluyong is but a tiny slice—are not amused by his move.

MRTC operates the Metro Rail Transit System, popularly known as the MRT, Metrostar Express or Metrostar, which has a single line, MRT-3 or the Blue Line. MRTC is a private company operating in partnership with the Department of Transportation and Communications under a build-lease-transfer (BLT) agreement.

A judge—from Mandaluyong, naturally—has been persuaded by the mayor’s argument that MRTC owes his city some P2 billion in real-estate taxes. The levy pertains to three MRT-3 stations located near the intersections of Ortigas, Shaw and Boni avenues.

The local authorities of two other cities have sought to dun MRTC for building train stops in their jurisdictions. The bid of Quezon City to exact toll on the commuter-train operator has been dismissed, while that of Makati is still pending. It is only in Mandaluyong—so far—that the attempt by local officials to get their piece of the pie from a key national infrastructure has met judicial success.

With MRT-3 passenger volume topping 500,000 on weekdays, Abalos might have been led to believe that the commuter line’s operators must be raking in megaprofits. In fact, thanks to complications in the company’s BLT arrangement with the national government, MRTC is not even able to generate enough revenue to expand its fleet of coaches. Despite the spike in ridership as a result of skyrocketing fuel prices in the past few months, the commuter-train line only manages to continue running because of state-guaranteed earnings.

When first conceived in the early 1990s, the MRT-3 was envisioned to decongest the perennially heavy traffic on Metro Manila’s main artery, Epifanio de los Santos Avenue (Edsa). Although Edsa still looks like a long, winding parking lot far too often, the train has become a welcome alternative to hundreds of thousands of commuters who need to get from the northeastern part of Metro Manila to points further south and west of the capital region and vice versa in a hurry. The MRT-3 passes through not just Mandaluyong, but also Pasay, Makati, San Juan and Quezon City.

Like its predecessor, the Light Rail Transit 1 that runs from Baclaran to Monumento, and the newer line stretching from Marikina to C. M. Recto Avenue in Manila, the MRT-3 is a key component of a grand mass-transport system that Metro Manilans have been demanding for decades. Work has begun on yet another line that would connect San Jose del Monte in Bulacan to North Avenue in Quezon City.

It’s hard to imagine the chaos that would ensue if the legal theory that underpinned the Mandaluyong judge’s decision affirming Mandaluyong City’s power not only to impose real-estate taxes on the MRT-3, but also to seize the three stations located in the city were applied to the other commuter-train lines, as well as to civil works like the North and South Luzon Expressways, Skyway and the Coastal Road toll way.

Dozens of city, town, provincial and even barangay officials might be tempted to exercise virtually feudal rights over national infrastructure.

Local executives like Mayor Abalos ought to appreciate projects like the MRT-3 not as another opportunity to raise funds, but as a boon to their constituents and, just as important, an incentive to do business in their localities.

EDSA Shangri-La Hotel has signaled the start of the Yuletide season with the annual lighting ceremony of its 25-foot Christmas tree and the unveiling of what has been touted as the "longest brazo de violeta" at the hotel's lobby in Mandaluyong City recently.

The 326-foot cake, snaking from the main lobby at the tower wing all the way to the garden wing of the hotel, was a confection of over 2,500 egg whites, 100 liters of cream, 40 kilograms of fresh ube halaya, chocolate chips and over 115 kilograms of refined sugar.

It took a total of 23 chefs to prepare the dessert, according to pastry chef Ariel Reyes.

“We want to give guests the experience of a Filipino Christmas. Granted, the brazo de violeta has Spanish origins, which is the brazo de Mercedes, but we Filipinos are known for adapting foreign influences and making it into something that is our own. So, we have the brazo de violeta,” Reyes said.

Mandaluyong Mayor Benjamin “Benhur” Abalos Jr. and his family graced the occasion and led the Christmas lighting and the cake-cutting ceremonies.

Last year, the hotel presented its 300-foot Yule log to kick off the Christmas season.

Resident manager Vanessa Suatengco said the hotel's Yuletide celebration began as early as November 14 because they wanted to be the first among others to usher in Christmas.

“We are the only hotel that has these kinds of activities,” she said, adding that the hotel has been observing the tradition for five years now.

Highlighting its corporate responsibility, meanwhile, Suatengco said the hotel bought its yellow page-made Christmas decorations from a non-government organization that is helping underprivileged children.

Guests can also do their contribution to the community by buying Christmas ornaments for P35 each, she said. Suatengco added that all proceeds will go to The Philippine Star’s "Operation Damayan."
