Yes very. It adds the European tileset. It adds lots of transport options. It also adds the U-Drive It mode and it also adds the ability to download BAT buildings.

it also gets rid of a lot of bugs, making the game run smoother and you get the new transport items to use.

so does rush hour have that patch that fixed many of the issues with the first version of sim city i remeber have to down load a patch to fix every thing such as placement to road and the like ?

yeah, it fixes most bugs and adds more transport options

-ground highway
-elevated rail
-UDI (u drive it)

In fact, I would consider the expansion pack to provide more functionality to the game than what the original game provides. Besides of course simply being able to play the game ;)
