In Paragliding you run down a hill with the big parachute and you are lifted up from the ground. Paragliding make you fly like a bird in the sky.

Para-Gliding in Himalayas
One of the greatest desires of mankind has been to fly freely like a bird, and explore the bounds of sky. The desire can’t becompletely fullfilled by heli copter or aeroplane ride, as they do not give a first hand experience. Paragliding has therefore emerged as a new means to satisfy the hunger for flying. Para gliding uses “thermals’ as the driving force. In perfect weather conditions one can stay aloft for over three hours and can soar to heights more than 3,000m.

Para sailing should be a great sport all over India, it's fairly hilly and mountainous.
Also, power sailing should be ok since a lot of small motorcylce engines are also locally available for cheap, the defence folks must make a lot of parachute type material (isn't India one of the top polyester producer's, from the Ambani movie and polyester = 'kela silk').
