The purpose of the Dubai Health Care City (DHCC) initiative is to provide the highest quality of healthcare services to medical care and wellness seekers from the region (comprised of the GCC, Indian Subcontinent, Northern Gulf, Central Asia, the Levant, North and East Africa) by creating a world-class cluster of healthcare professionals and service providers at the heart of Dubai.
DHCC aspires to provide state-of-the-art medical care services in selected disciplines that are relevant to the health problems facing the patients in the region. The ‘core’ of the healthcare cluster economy is a University Medical Complex; consisting of a University Specialty Hospital, a Post-Graduate Medical School and Nursing School, and a Life Science Research Center. It's nice to finally have a glimpse of what this place will look like. But again, there's a lot of water. Every project in Dubai seems to have an artificial lake of some sort. The city will drown one day.
A post-graduate medical school is PERFECT for the region. I hope it's a quality place though for treatment, and doesn't "kill" people in stylish surroundings.

BulldozerGirl March 5th, 2004, 06:59 AM From what I know, the DHCC will be mostly private. Many private clinics and hospitals are opening there, as well as research centers. This means that the DHCC will not fill the gap of lack of "clean" public hospital buildings in Dubai.
To those of you who are unaware of how the hospitals in the city are categorized; there are those which belong to the Department of Health (part of Dubai's local government), these include al-Maktoum, Dubai, Rashid, al-Wasl hospitals and clinics such as al-Mankhool and as-Safa. Then there are hospitals which belong to the Ministry of Health (part of the UAE federal government), and they include al-Baraha and al-Amal hospitals (I can't recall any else because they are garbage).
From the hospitals I listed above, al-Baraha, Dubai, and al-Wasl, as well as the small clinics are acceptable. They just need a little updating, otherwise the buildings themselves are great. al-Amal has also recently been expanded, so I guess it is the newest for now. As for the rest, especially Rashid hospital, they should be demolished and rebuilt. I can't believe it's still functioning. The place is a mess. I'm sure if you passed around a petition to destroy the entire hospital, all the doctors would sign it.
It is very strange that the Ministry hospitals are in a much better condition today than those by Dubai's Department of Health. The DOH used to win the best department award every year in the 70's and early 80's. Then it froze without improvement as corruption set in (by Juma Belhoul and others) and Dubai's government neglected healthcare and focused on tourism and business. Since then it has been the worst department in the local government and is called the Department of Filth.
When I first heard about DHCC I thought all this would change, but now I realized it's just a freezone for private hospitals.
I HAVE to take pictures of Rashid Hospital which is one of the 3 biggest and major hospitals of the city of Dubai and post them here.
dubai_dude March 9th, 2004, 08:09 AM Rashid Hospital is old, but building is'nt everything, its the service they provide, and rashid hospital seems to provide a fine service for smaller issues. but they automaticaly transfer the patient if the issue is bigger. Rashid hospital must be demolished, and a beeter one should be build, as it is one of the main hospital.
are people now starting to go to ministry hospitals, i always go to dubai's hospitals
I did'nt know dhcc was a freezone, damn it! I thought it would be the biggest hospital in the country performing the kind of operation that would bring patients from other countries. i thought it would come in as one of the biggest and finest hospitals in the world.

I was there last night and it seems that things are moving quickly. The preparation work is well underway, but I don't know what's actually been signed off. Anybody got any ideas?

He announced that the first four buildings of Phase I Dubai Healthcare City would be inaugurated on 25th December 2004.
The ongoing construction works are divided into two broad segments that are progressing side by side and complementing each other. These are the four blocks of buildings that are currently being built even as the second part – that of the laying of the infrastructure and the roads network – continues apace simultaneously.
'To ensure that the project stays on course and on schedule, we insisted on strict adherence to deadlines from our contractors and consultants. For example, the contractors who are constructing the four blocks of buildings were given 12 months to complete the task,' explained Al Muntafiq.
'Approximately 67 per cent of the time has elapsed since work has started, and judging by the progress of work, we are confident that the buildings will be ready by 25th December 2004,' stated Al Muntafiq.
Infrastructure ready
Al Muntafiq also pointed out that infrastructure and road works are actually ahead of schedule.

Chairman of the Board of Dubai Healthcare City, Saeed Al Muntafiq, has announced that the total investments in Phase I and Phase II of the region's most ambitious medical services, education, research and healthcare delivery venture has been projected at AED 11 billion.
DHCC is working on providing the highest standards of quality in healthcare services in the Arab world as per the vision of His Highness General Sheikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Defence Minister who is committed to raising the overall healthcare standards in the region by 2010.
Al Muntafiq said, 'Approximately 90% of the planning for Phase II is complete and investment opportunities in this phase will be put on offer shortly.' According to the DHCC Chairman, Phase II is four times bigger than Phase I -- both in terms of size and investments. Phase I has been completely sold out.
'The first medical facility will be ready to fully start operating soon and the first patient can be accepted by the end of the first quarter,' said Al Muntafiq.
Best of World Facilities
Al Muntafiq said that the Healthcare City's main objective is to serve the community and improve the standard of living in the Arab world through providing state-of-the-art healthcare facilities and expertise delivered through highly qualified and experienced specialists as per the vision of H.H General Sheikh Mohammed bin Rashid Al Maktoum. Al Muntafiq said that 30% of doctors and Arab researchers already registered at DHCC are from overseas, especially from USA and Canada.
He added that the, 'DHCC has signed several agreements and contracts and Phase I, when it opens, will have a total capacity of 1000 beds. This includes hospitals specialised in paediatrics, gynaecology, oncology, cardiology, diabetes, cosmetic surgeries, ophthalmology and orthopaedics based on the new criteria that Harvard Medical School has introduced which is more suitable for the Arab world.'
He said that the building for Mayo Clinic, the largest and most famous cancer and heart surgery hospital in the world, will be ready soon.
Al Muntafiq added that Phase II, which is attracting a large number of establishments, will includes centres for rehabilitation, nursing, obesity and nutrition, alternative medicine and pharmaceutical companies. Several contracts have been signed with leading companies in these fields which will be announced soon. This will help position the city as the gateway to the world, encompassing a wide spectrum of specialities of healthcare services covering the entire value chain, from acute care all the way to preventative medicine, covering the entire human life cycle.
Talking about the marketing operations of DHCC Al Muntafiq said, 'We'll start aggressive marketing of the city when the DHCC will be ready to receive patients. Actually, the soft marketing had begun a year ago when we established good relations with the Ministries of Health in the Arab region.
2% of Regional spend
He pointed out that 80% of the investments in the City are from the Gulf investors besides the strong relations in this field with Jordan and Lebanon. He added, 'DHCC is working at attracting 2% of the total spend on medicine and nursing in the region that spreads from Morocco to the borders of Indian subcontinent, which is estimated as US $72 billion. That means that the City is working to attract around AED 7 billion annually, which will help nurture the Dubai economy.'
As for joining Dubai Holding Al Muntafiq said, 'Besides the fact that all the organisations under Dubai Holding compliment each other -- which will a great advantage and which will give the city the opportunity to attract the international medical organizations -- Dubai Holding with its objectives and great vision will help promote DHCC internationally.'

DUBAI — The region's hub for medical and healthcare excellence, Dubai Healthcare City (DHC) is the first Dubai Holding entity that has won the prestigious ISO 9001:2000 certification for a wide range of its activities, it was announced here yesterday.
"We are extremely pleased to have obtained the international ISO certification. We have always said we are building a world-class institutions and this claim has been supported by the grant of the global certification that recognises and acknowledges that DHC is second to none and is in full compliance with international norms," said Mohammed Al Gergawi, CEO of Dubai Holding.
"What is all the more gratifying is that the ISO certification has been awarded to us even as we are in the process of building our facilities, infrastructure and processes. This tells our peers and partners, our clients and customers, that we are a global institution that has built in quality literally from the ground up," Al Gergawi added.
The DHC has obtained ISO 9001:2000 certifications for six key aspects of its operations. These include Sales, Marketing, Post-Graduate Medical Education, Issue of Commercial Licenses, Healthcare Facilities' Licenses and Construction Permits.
"Gaining the much sought after ISO certification would provide a competitive edge for DHC. It will lay an excellent foundation for managing the business processes at DHCC, which we will ensure comply with the requirements of ISO 9001:2000," Al Gergawi said.
The chief executive of Dubai Holding said: "Impact for the business partners will be in terms of enhancing and providing assurance to the customers that DHC is a quality organisation and that there are processes in place to ensure client and key stakeholder satisfaction. Part of the ISO compliance is that we record client dissatisfaction to, which in effect, would tell us where we are going wrong so we can immediately and effectively find a solution to the bottleneck."

The Mayo Clinic is opening its first office and clinic outside the US at the Dubai Health Care City (DHCC) in April this year.
The new office will offer heart care services dedicated primarily to diagnostic and non-invasive therapy. The cardiac services constitute a pilot project with DHCC and will also focus on heart research and education.
"We are primarily looking at heart patients who wish to have a second opinion when procedures like surgeries are advised as part of their treatment. We evaluate, diagnose and follow-up on such cases and in case surgery is the only option, help the patient to have it done at the Mayo Clinic if he so wishes," Dr Yousef Malouf, consultant cardiologist at Mayo who would be on site at the Dubai facility said.
Dr Malouf said that the clinic will be the first to treat patients at DHCC, and while Mayo Clinic office in Dubai will start on a small scale, the goal is to ensure the highest quality and that the patients come first.
A team from Mayo Clinic will assist Dr Malouf along with a team assembled locally.
"It will be as if I am in Rochester, consultations with other sub-speciality consultants will be a phone call away. All Mayo Clinic offices and clinics are connected via a five-digit phone number, thus there is no need to call an international number, the computer system is also the same," he said.
The service provided through the office in Dubai will be highly cost-effective for patients who can now get second opinion consultations without the need to travel abroad and the office in Dubai will have an advanced telemedicine facility which will allow for uncompromised and secure transfer and exchange of medical images and video with the clinic in Rochester, according to reports in UAE dailies.
Dr Malouf said that initially the Mayo Clinic Office at DHCC will start with echocardiography, surface echo, and stress echocardiography.
The office in Dubai will also have an auditorium for holding medical seminars and lectures for doctors to keep up to date, and awareness lectures for the general public.
The fees charged by the Dubai clinic would be in line with the prevailing fee structure at the Mayo Clinic in the US, Maalouf said.

Dubai Healthcare City (DHCC) and Harvard Medical International (HMI) will present "Specialty Practi-Med Dubai: Respiratory Medicine," a medical education symposium aimed at developing practical solutions to address one of the Gulf Region's most pressing health care challenges.
This program comes at a critical time for physicians in the UAE, where respiratory failure is one of the top five causes of death. If current global health trends continue, chronic obstructive pulmonary disease could rise to become the fifth leading cause of death and disability worldwide by 2020.
The region's arid climate and a dramatic increase in the amount of tobacco use also contribute to respiratory illness in Dubai and the surrounding area.
The two-day program, which will take place March 2-3 at the Fairmont Dubai Hotel in Dubai, has been organized by DHCC and HMI . The program will review the major areas of pulmonary and critical care medicine with an emphasis on basic pathophysiological mechanisms, clinical presentations, diagnostic approaches, and therapies important in the new age of cellular and molecular biology in clinical medicine. Homayoun Kazemi, MD, Professor of medicine at Harvard Medical School and Chief-Emeritus of the Pulmonary and Critical Care Unit at the Massachusetts General Hospital will direct the course. In addition to lectures and breakout discussions led by Harvard-affiliated faculty, Gulf Region physicians will lead a series of case discussions.
"This program will present an up-to-date review of all aspects of pulmonary medicine by faculty who are at the forefront of clinical and basic research with particular emphasis on problems common to the Gulf Region," said Dr. Kazemi " 'Specialty Practi-Med: Respiratory Medicine' is the latest in a series of lifelong learning programs resulting from the partnership between HMI and Dubai Healthcare City, and the third event to focus on a specialty area of health care delivery. In May of last year, HMI and DHCC collaborated to deliver a program focused on diabetes, and in September gathered practitioners in the field of musculoskeletal health and sports medicine." said Omar Moawiyah Al Shunnar, Chief Sales and Marketing Officer of DHCC.
This program is intended for pulmonologists, pediatricians, primary care physicians who treat respiratory diseases in their practice, allergists, immunologists, and infectious disease specialists, and nurses and pulmonary and respiratory therapists.
The program is designed to help participants enhance their ability to differentiate and describe the pathophysiology of the most common respiratory diseases, including chronic obstructive pulmonary disease, interstitial lung disease, asthma, and pneumonia. The lectures will also focus on the proper diagnosis and management of these diseases, explore the role of diagnostic tests in the management of dyspnea and sleep apnea, and highlight the role of surgery in the management of respiratory illness.

Welcare World Health Systems, the healthcare consultancy arm of the Varkey Group, has signed up Cansult Limited to design a 150-bed hospital project in Dubai Healthcare City. The Creek Hospital Dubai will be the group's second hospital within the DHCC and will be positioned as a key general healthcare provider in the market.

The project, a Dubai Holding entity, is being developed at a cost of $3 billion over two phases.
“The vision of the DHCC is to become the internationally-recognised location of choice for quality healthcare and an integrated centre of excellence for clinical and wellness services, medical education and research,” says chief sales and marketing officer of DHCC, Omar Al Shunnar.
The project comprises three main elements:
• An academic medical centre – encompassing a university teaching hospital, the Harvard Medical School Dubai Center Institute for Postgraduate Education and Research, and a Research Foundation;
• A medical cluster – comprising outpatient day clinics, pharmaceuticals and equipment, private hospitals and transplant, rehabilitation and diagnostic centres; and
• A wellness cluster, which will offer sports medicine, nutrition and a health farm, as well as include the development of spas and rehabilitation facilities.
Combined, the facilities at DHCC will ultimately provide services including cardiology, oncology and diabetes, as well as preventive and other health maintenance services.
The first phase, located behind Wafi City, Dubai, covers an area of 4.1 million sq ft and has been completely sold out. It has a total capacity of 1,000 beds, which includes hospitals specialised in paediatrics, gynaecology, oncology, cardiology, diabetes, cosmetic surgeries, ophthalmology and orthopaedics based on the criteria that the Center for Healthcare Planning and Quality (CPQ) has set to ensure quality delivery of healthcare services.
The second phase, dedicated to wellness facilities, will be four times bigger than Phase I - both in terms of size and investments. Approximately 90 per cent of the planning for Phase II is complete and investment opportunities in this phase will be put on offer shortly,” says Al Shunnar.
Phase II, which is attracting a large number of establishments, will include centres for rehabilitation, nursing, obesity and nutrition, alternative medicine and pharmaceutical companies. Several contracts have been signed with leading companies in these fields and will help position the city as the gateway to the world.
He continues: “The first medical facility will be ready to fully start operating soon and the first patient can be accepted by the end of the first quarter. DHCC’s services and facilities will be available to the UAE, the whole of the Middle East, and surrounding regions. Under the auspices of the CPQ, Harvard Medical International and DHCC will oversee a quality assurance system that will guide continuous improvement throughout the entire site.'
“By 2010, we foresee more than 20,000 patients visiting the healthcare facilities in the region and this would include 1,500 to 2,000 inpatients,” says Al Shunnar. The centre will also have a healthcare hotel with a capacity of 1,000 residents, which will provide accommodation tailored for the patients’ families,” he adds.
“The project, once operational will seek to create a regional center of excellence for medical services, medical education, and life science research and development in the Middle East,” says Al Shunnar.
A strong indicator of how the center would develop over the years can be seen from the number of people who have registered to set up base within the DHCC. More than 30 per cent of doctors and Arab researchers already registered at DHCC are from overseas, especially from Western Europe and North America, he says.
DHCC has invited internationally respected institutions in health care delivery, education, services, and research and development to collocate on the site to take advantage of the synergies brought about by physical proximity, interconnectivity, and professional collaboration. Medical centres in Britain, Germany, and the US have expressed interest in participating in DHCC, with particular interest directed to the academic medical center component. The DHCC tenants will have to meet international building standards and quality healthcare standards, including accreditation within 36 months of start-up, and will face probation and then suspension of license if accreditation is not forthcoming. The licensing and quality management processes and decision-making have been delegated by DHCC to autonomous boards with international representation.
Some of the world’s most prestigious institutions that have shown an interest or have already signed partnership agreements include the Harvard Medical School, AstraZeneca and Mayo Clinic.

some surgeons at the ben franklin in berlin said that in the near future, a lot of germans would fly to dubai for treatment, because the total cost of the ticket and hotel together with treatment would still be much cheaper than that in germany. a lot of doctors are planning to move and set up clinics in dubai.

Dubai : Empower will build a district cooling system plant for the Dubai Healthcare City cluster.
The agreement was signed by Ahmad Bin Shafar, CEO of Emirates Central Cooling Systems Corp (Empower), and Omar Al Shunnar, DHCC chief sales and marketing officer.
With a total capacity of 55,000 tonnes, the district cooling system (DCS) plant will cater initially to the first phase of DHCC, covering 4.1 million square feet.
"Our resident companies will be able to benefit from great savings in energy costs afforded by Empower's district cooling due to energy efficiency and economies of scale," Al Shunnar said.
"Empower's mission is to provide energy-efficient services to support the economic development in Dubai," said Bin Shafar.
"We are keen to promote energy-efficient practices that will be key to our progress in coming years." The DCS will cool water at a central plant and distribute it through a network of piping systems to DHCC's individual buildings.

The Mayo Clinic has opened its cardiac centre in Dubai Healthcare City and the first consultations took place this week.
It represents the first time the Mayo Clinic has offered medical services outside the United States.
There have been strong ties between the Mayo clinic in the United States and health authorities in the UAE. The clinic received a major donation from Shaikh Zayed Bin Sultan Al Nahyan last year.
Gulf News reported Shaikh Zayed made donations totalling $25 million (Dh92 million) to the clinic, which is based in Rochester, Minnesota, and also has centres in Florida and Arizona.
The clinic announced in February it was opening a diagnostic and non-invasive therapy centre for heart patients in Dubai.
The Dubai centre, named Mayo Clinic Middle East Regional Office, has a full-time cardiologist, Dr Yousuf Maalouf.
"Our regional office is committed to bringing Middle East patients accessible, high-quality diagnosis and treatment of heart problems just as we are for those patients in the United States," Dr Maalouf said.
Major heart surgery will not be done here, but the services offered are likely to increase.
The Mayo Clinic named its heart treatment facility in the United States the Mayo Clinic Zayed Cardiovascular Centre.
Shaikh Zayed's donation went towards improving facilities in the United States and was not used in the building of the clinic here.

Work began yesterday on a cardiology and orthopaedic hospital that will be one of the major medical centres in the Dubai Health Care City (DHCC).
Welcare World Health Systems, the health care consultancy and management arm of the Varkey Group held the groundbreaking ceremony for the Dh300 million City Hospital yesterday at DHCC.
It is the second hospital project at DHCC announced by the Varkey Group, a Dubai-based education and health services provider.
The first a 150-bed budget hospital costing Dh150 million and called the Creek Hospital, was announced by the group last month.
"This will be the health care city for the whole region of 1.5 billion people and this is just the beginning," said Mohammad Al Gergawi, chairman, Dubai Holding, the government's investment arm.
He said that the first phase of DHCC was moving ahead with a commitment for five hospitals and 350 clinics from investors.
Varkey Group's two hospitals are among these health facilities in DHCC.
The number of projects DHCC has attracted has exceeded expectations said Al Gergawi.
"This is beyond even our initial plans. Phase two is in progress which will cover a bigger area," he said.
Al Gergawi, who was accompanied by DHCC chairman Saeed Al Muntafiq, deferred further questions on total investment at DHCC stating details would be released over the next couple of weeks.
The City Hospital will be affiliated with George Washington University Hospital (GWUH), USA, said C.N Radhakrishnan, Varkey Group executive director.
Varkey is also opening a chain of five satellite clinics throughout Dubai at a cost of Dh50 million. The first of these is already operational at the Knowledge Village.
He said with the premium hospital, the budget hospital and the clinics there will be good health care services provided to all sections of the society.
Sunny Varkey, Varkey Group chairman, replying to questions on whether the hospital services will be able to compete with medical services in India and the west said: "The quality care and range of health services we provide encourages people to remain in Dubai for their health care needs instead of traveling abroad."
Hospital designers are Ellerbe Becket of USA, and Cansult Limited is the project manager.

Dubai: Construction of a Harvard Medical School centre began on Tuesday, officially making the prestigious medical school's presence here.
The postgraduate education and research centre headquarters in Dubai Healthcare City (DHCC) is scheduled for completion in 2007.
The building will have a medical library, which promises to have an advanced collection of clinical and development resources. It will also house a 300-seat auditorium.
Dr Robert L. Thurer, Chief Academic Officer of Harvard Medical School Dubai Centre (HMSDC), said in a statement the centre was designed to provide and inspire the best medical education and research.
"This facility will enhance our ability to offer high-quality medical education programmes and enable HMSDC to spur collaborations between top educators and research scientists in the UAE and neighbouring countries," he said.
Saeed Al Muntafiq, Chief Executive Officer of Tat-weer, the company responsible for DHCC, said the facility would be a hub for medical experts.

Does anyone know if there are plans for a maternity unit at DHCC or indeed the Eleva Centre, as it states that it covers the entire woman's life cycle? Is there a maternity unit in Dubai at all? If so...where is it, is it any good? How does it compare to the Al Corniche in Abu Dhabi?

Rashid Hospital faces billion dirham rebuild

The Department of Health and Medical Services (Dohms) in Dubai is to spend US $272 million (AED1 billion) on a new 30,000m2 Rashid Hospital. The existing facility will then be demolished.
“The masterplan for the new Rashid Hospital is still under evaluation and nothing is finalised as yet, but we expect the plans to be ready by 2007,” said Dr Mohsin Basalah of Dohms.
Construction Week has learnt that three proposals for the consultant’s contracts were submitted earlier this year, including one from Al Hashimi, who has partnered with Abu Dhabi-based consultant Hospital Design Planners, as well as
bids from Al Gurg Consultants and Arenco. The consultant for the project is expected to be announced within three months.
A source from Al Hashimi said: “Nothing has been finalised as yet and we still haven’t won the job on the project; we’ve just been shortlisted along with another consultant. At the moment everything is only on paper and even if things run smoothly it would take at least two years before the project sees the light of day.
“It could take another two or three months before the consultant is announced and then a year or two before the architectural designs are finalised. It took around seven years to construct the Trauma Centre so one can’t expect this new project to go any faster.”
The new hospital will be located within the Rashid Hospital complex next to where the existing hospital building currently stands and is expected to have a capacity of at least 700 beds.
A spokesperson from Al Gurg Consultants said: “We submitted our proposals to Dohms about six months ago but have not been give any date as to when the consultant will be appointed.”
Rashid Hospital, which is located near Maktoum Bridge on the Bur Dubai side, currently has a capacity of around 400 beds with only one emergency bay. However the recent completion of the Trauma Centre means the facility can now handle seven ambulances simultaneously.

Dubai Healthcare City (DHCC) will have 17 private hospitals with a total of 2,325 beds by 2010, or 65 per cent of the total capacity of the upcoming projects.
Projects in the DHCC include a medical school with focus on cancer and heart diseases, two general hospitals, an orthopaedics hospital, a neurosurgery hospital, two hospitals specialising in plastic surgery, a children’s hospital, a rehabilitation hospital, a psychiatry hospital and a nursing home.
The free zone, which is part of Dubai Holding, has attracted local and international healthcare investors, according to the company.
The DHCC also issued a report on healthcare services in Dubai. According to the report, there are currently six public hospitals in the city with more than 1,800 beds.
According to Mohsin *******aha, director of Licensing and Specifications at Dohms: “The aim of the government is to have the private healthcare sector take care of 70 per cent of the healthcare services.To achieve this, 26 new hospital projects are to be completed by 2010.”

Government-owned district cooling provider, Empower has short-listed three companies – Drake & Scull, TransGulf and Voltas – to construct a new district cooling plant in Healthcare City, Dubai.
“The plot area for the new district cooling plant is about 120 m by 40 m and is currently undergoing excavation and dewatering works,” sales and marketing director Samer Khoudeir told MEP Middle East.
“We will probably begin construction of the plant some time next month. We have short-listed three companies and will award the winner the contract sometime at the end of the month. We are in the final negotiations at the moment.”
Empower is a joint venture between DEWA and Dubai Technology and Media Free Zone (Tecom) that provides energy-efficiency services in Dubai and the region.
It is providing district cooling to the entire Jumeirah Beach Residences located on Sheikh Zayed Road and has won the contract to provide district cooling to Healthcare City.

I am interested to learn about Harvard Medical School Dubai Center [HMSDC] fellowship program in Boston.
I read their bulletin regarding qualification to apply for their program.
As a physician in the US right now, I do qualify for the program except for the fees that are required from applicants...!!
the program does not offer any financial coverage for the clinical fellowships which make it sky-high expensive [about 150,000-200,000 $ annually]..
My point is that, here in the United states, doing fellowships is paid by the federal government because fellowship actually is a labor work. so, I wonder how this actually work....
I did talk to the contact person about this issue, and the answer was that coverage is available for UAE nationals...
I did not read any thing formal about this in their website... and wish my voice will reach some of the administrators in DHCC to allow certain applicants benefit from this program based on certain conditions... because such big project requires large number of candidate..
I love the UAE, spent most of my life in it, and would love to go back and serve the community that I love instead of staying here in the US.

smussuw September 10th, 2006, 09:17 PM Six students from Sharjah Women's College (SWC) have been selected by the Harvard Medical School Dubai Centre (HMSDC), Institute for Postgraduate Education and Research, for a four week training and observership programme at the Centre's affiliated hospitals in Boston, United States.
Launched in June, the HMSDC observership programme allows students to earn elective credits for three selected courses offered by the college. It also provides students with a broad interdisciplinary approach to their studies while allowing intensive interaction with the Harvard medical faculty and students.
The students include Zulaikha Mohamed Abdulhameed and Fatima Ahmed Sultan, who are enrolled in the Medical Laboratory and Technology program in SWC. Both studied stem cell and bone marrow transplantation at the Dana-Farber/Brigham and Women's Cancer Center.
Pursuing a degree in Health Information Management, Amina Mohamed Abdulla participated in the medical informatics program at Children's Hospital, with a focus on the use of electronic patient records.
Fatima Mohamed Abdulla, Fatima Asfandyar Al-Zaroni, and Nouf Khamis Al Ali, students of SWC's Health Education program, learned about innovations in patient and family education through observerships at Joslin Diabetes Center and Brigham and Women's Hospital.

Healthcare City contract awarded

Trans Gulf Electro-Mechanical has won the contract to provide district cooling services to Dubai Healthcare City.
The firm will install district cooling plant with a capacity of around 25,000TR under a US $60 million (AED220 million) contract. Work began on site on 3 September and is scheduled to complete within 12 months.
The contract was awarded by government-owned district cooling provider Empower. Three firms were initially shortlisted for the scheme.
Trans Gulf’s scope of work under the contract includes the complete civil and MEP works including the construction of the district cooling plant building.
MEP works comprise the provision of all process plant for the generation and pumping of chilled water; all electrical works including high, medium and low voltage switchgear including transformers and generators; plus all plumbing, drainage and fire protection for the plant building. Chillers are being free issued by Empower.
MEP process consultant on the project is American firm Ellerbe Becket. Tebodin is the building services consultant.
The contract is the fourth major district cooling scheme Trans-Gulf has undertaken. It is currently installing the DCP3 scheme at Burj Dubai.

Dubai Healthcare City’s second phase of expansion was brought to life at the Arab Health 2007 Congress yesterday when a scale model of the 20 million square foot (six million square metre) centre was unveiled.
The second phase marks a new era for DHCC and is a departure from the 4.1 million square foot (1.2 million square metre) phase already complete near the Wafi City Mall in Dubai. Phase two focuses on the expanding global market for alternative medicine.
“Alternative medicine is the new trend. Consumers ask for it. What is scary is when people turn to alternative medication that is not regulated.
“We are working with the Dubai Department of Health and Medical Services to regulate alternative medicine,” explained Dr Muhadditha Al Hashimi, the new chief exec utive officer of DHCC, in an interview with Emirates Today.
While some medical professionals are still sceptical about the validity and safety of some alternative practices, the DHCC says it will work to ensure that it provides the most reliable and trusted brands and procedures in alternative medicine.
“As we are a free zone, we set our own regulations. At the minimum, it will be at the level required by the Dubai Government and we want to set the bar even higher. We have more standards for the practice of traditional medicine. With alternative medicine, there will always be concerns but if we provide it at DHCC we want to ensure that patients will be impressed and will trust the services,” Dr Al Hashimi explained.
The new phase will encompass three distinct areas: a residential complex where employees of DHCC will live as well as hotel and residential apartments to accommodate visiting patients; an expansion of the medical facilities of phase one; and lastly, an integrated medical centre that will combine conventional and alternative medicines.
A medical resort and spa has also been planned and Dr Al Hashimi was quick to point out that it would also provide exclusively medically beneficial treatments.
“The DHCC is specifically for people who want to live a healthier and longer life. Our medical spa and resort is not merely going to have just any spa treatments, the ones we use are going to be scientifically tested,” she said.
DHCC is being set up by the Dubai Government to create a regional centre of excellence for medical services, medical education, and life sciences research.
Internationally respected institutions specialising in the fields of healthcare delivery, education, services, and research and development have been invited to benefit from the opportunities offered by the free zone.

Does anyone know how to apply for jobs in DHCC? The DHCC website only lists jobs in management and specifically asks that medical professionals NOT apply online.
Are any of the hospitals in DHCC up and running? I don't live in Dubai, so it's kinda hard to know what's going on and how to apply to a hospital in the region.
Any other docs or nurses out there who work in Dubai, your input would be greatly appreciated. Even any non-medical types' input would be appreciated if you know what's up with DHCC.

Abu Dhabi: Medical tourism is expected to generate about Dh7 billion annually to the UAE by 2010, said a report last week.
A report issued by the information centre of Abu Dhabi Chamber of commerce and Industry (ADCCI) expected that the country's medical tourism to grow by 15 per cent annually, in line with the increase of tourists' demand on such tourism.
Riyad Khalil Matar, General Manager of the ADCCI's information centre, told Gulf News that the global revenues of the treatment tourism exceeded $56 billion last year.
"The UAE expects to receive more than 11.2 million tourists by 2010," he said.
"[For this purpose], we're developing the healthcare sector, building new communities, hotels and resorts to make the country a favourite destination for medical tourism," he added.
Matar said that establishing medical institutions such as the Dubai HealthCare City and Khalefa HealthCare City, and developing environmental resorts are a noticeable effort.
"The UAE government is spending over $2 billion every year on the medicine outside the country, adding to that the annual expenditure of the UAE nationals themselves on the medication," he added.
According to Matar, the UAE is aiming to attract about six million tourists from a worldwide's 600 million tourists with special needs.
"The treatment tourism needs a general strategy on the federal level, witch coordinate between the governmental and the private departments' efforts, and the tourist authorities, to support and develop the treatment tourist.
Visa rule
The ADCCI report recommends establishing new hi-tech hospitals, hotels and resorts chain with an international and specialist managements, building more institutions and medicine factories, beside organise more conferences and medical workshops and training courses.
The report also recommends easing issuing of the visit visas for the medical tourists, and encouraging investments in the treatment tourism sector for both local and international investors.

Dubai: Dubai is investing Dh2.1 billion in the city's first teaching hospital that will open after three years and offer specialist treatments.
The University Hospital will function as the main tertiary care facility within Dubai Healthcare City (DHCC) and is part of the Dh4-billion Mohammad Bin Rashid Al Maktoum Academic Medical Centre.
DHCC, a healthcare sector free zone being developed by Dubai Holding unit Tatweer, is part of government efforts to develop medical facilities that will attract patients to Dubai from the wider region, which sees people spending huge sums each year on treatments abroad.
Work is under way on the 400-bed University Hospital that will open its doors to patients in 2011, officials told reporters yesterday.

Ahmad Sharaf, senior vice-president of healthcare and energy businesses at Tatweer, said the hospital will boost "our mission to create an internationally recognised location of choice for quality healthcare."
The academic centre complex includes the Harvard Medical School Dubai Center (HMSDC), Dubai Harvard Foundation for Medical Research, Maktoum Harvard Library and Jumeirah Creekside Park Hotel.
DHCC chief executive officer Dr Muhadditha Al Hashemi told Gulf News that the hospital will employ around 2,000 staff when fully operational.
These will include 400 physicians and 1,000 nurses. Physicians at hospital will be granted academic appointments at HMSDC. "It will be the first teaching hospital in Dubai," Al Hashemi said.
Harvard Medical School is providing its expertise in setting up the facilities and will support teaching and training of doctors.
HMSDC chief academic officer Robert Thurer said the long-term aim is to ensure transfer of knowledge to local professionals and have the hospital staffed by people from the UAE and the wider region.
The hospital is expected to attract medical graduates looking for work and career training in the Gulf.
It will offer a range of diagnostic, therapeutic and experimental facilities, surgeries, imaging, clinical and surgical pathology, minimally invasive procedures, non-trauma emergency care and consultations.

The University Hospital, the 400 bed hospital in Mohammed Bin Rashid Al Maktoum Academic Medical Center in Dubai Healthcare City-a member of Tatweer- and an affiliated hospital of Harvard Medical School Dubai Center, signed on Saturday March 1 the AED 2.1bn hospital construction commencement agreement under the Project Partnering Contract.
The hospital is scheduled to open in February 2011. The Project Partnering Contract is the first of its kind in the United Arab Emirates where it integrates the duties and responsibilities of the entire Project Team under a single multiparty contract.

The medical tourism industry, currently worth $56 billion worldwide, is projected to be worth $100 billion by 2012, according to latest figures.
Medical tourism, on the back of an increase in the number of such visitors, is also growing rapidly in the UAE and is expected to generate Dh7bn by 2010, says Abu Dhabi Chamber of commerce and Industry (ADCCI).
The industry in the UAE is expected to register a 15 per cent growth per annum and hopes to receive more than 11.2 million tourists by 2010.
To cater to this growing demand, the country is developing the healthcare sector, building new communities, hotels and resorts to make it a favourite destination for medical tourism. The Dubai HealthCare City and Khalefa HealthCare City are the most prominent projects in this field.
However, sources in the industry say medical tourism in the Middle East caters to the wealthy strata of society and Singapore and India remain much cheaper destinations. The Philippines is another growing market for this industry and many people from the UAE travel to the country for medical treatment. In 2007, 92,000 patients from the UAE visited Philippines, making the Gulf country one of its biggest markets for out-bound medical travel.
"Healthcare tourism has grown tremendously in the Philippines and is now the number two priority for the government," said Marjorie P Lopingco, President, Spa Association of the Philippines, a speaker at the Women's Healthcare seminar, an inaugural event at the Dubai International Exhibition Centre, which has been showcasing the healthcare travel industry and highlighting the benefits of travelling abroad for preventative and curative medical procedures.
"It's not just about curative medicine, but also preventative. We see proactive people who want to take care of their bodies and reward themselves at the same time," Lopingco said.
Also speaking at the seminars was a representative of The Department of Tourism from the Philippines, who revealed some of their more popular health and wellness tourism packages, such as the Tee-off to Wellness, which contains golf, luxury hotels and massages interwoven with a comprehensive medical check-up, including routine Urinalysis, chest x-rays and blood tests.
"The Philippines is growing in popularity as a medical tourist spot due to its natural beauty and resources. We have more than 100 species of wild plants that have therapeutic value and we are known for our hospitality and healing hands," continued Lopingco.
In response to this trend, IIR Middle East, the organisers of Women's Healthcare, has announced the launch of Healthcare Travel Congress and Exhibition, which will take place at Al Bustan Rotana Hotel from November 4 to 6, 2008.

Dubai Recruits American Medical Leaders
Harvard and the Mayo Clinic are among the big-name institutions locating in Healthcare City

DUBAI—When citizens of the United Arab Emirates or its more prosperous expatriates need high-end medical care, most head overseas for treatment. "Enough people fly outside to fill a 130-bed hospital every day," says Manaf Afyouni, the chief operating officer for University Hospital, which is being built on an old downtown cricket ground as part of a larger development called Dubai Healthcare City. "We want to build the hospital of the future."
The plans for Dubai Healthcare City go significantly beyond simply building a new hospital. The idea is to build a city within a city—a free zone with its own custom-built set of regulations to license doctors and inspect clinics, as well as tight qualifications for who can open businesses or healthcare facilities. "We're creating a mini-Ministry of Health for Dubai with licensing and other functions," says Afyouni.
Perhaps Dubai's most important partner is Harvard Medical School, which is building an institution for post-graduate medical education and fellowships. "What people in the region can't get is good post-graduate education," says Robert Thurer, the chief academic officer for Harvard Medical School Dubai Center. "Now, many have to leave the country, but the opportunity is limited, and even more limited after September 11 with new visa restrictions." Harvard's school is scheduled to open in the first quarter of 2009.
Thurer is busy hiring physicians and researchers to staff the facility. "Dubai has the advantages of having a diverse population, being very open and accessible, so it's easy to bring people in," says Uzma Shah, a U.S.-educated pediatric gastroenterologist working as the director of research at Harvard's Dubai center. "There's the financing and the need. Now you just need the know-how and that's where we come in."
One major beneficiary of Harvard's center will likely be Arab women studying to become doctors. Zahra Saeed Baazwi is an Emirati who serves as the center's director of education. Like most Emirati physicians, she studied overseas—at the University of Missouri-Kansas City and in Britain. "Many medical students in the UAE are women, but due to family reasons or obligations, many are not available to travel abroad for their residency," she says. "We are not as mobile as our male counterparts."
She says that Harvard's program will help more Arab women complete their training. "I had to go abroad for every level of education," she says. "I'm hoping my children don't need to do that."
The 400-bed University Hospital, slated to open in 2011, will operate separately, but every doctor will have to be a member of Harvard's institute. "That puts academic quality into the hospital," says Thurer. "The only way to have sustainable quality healthcare is to have education and research associated with it."
Boston University has also set up shop in Dubai Healthcare City with a dental program, the Mayo Clinic opened an office to offer diagnostic care and noninvasive treatments, and other schools have been in negotiations with Dubai.
Dubai Healthcare City is owned by Tatweer, a colossal government-owned developer, which is also building Dubailand, a massive entertainment complex. As part of the development, Tatweer is erecting an 850-bed hotel and residential unit, four floors of which will be directly connected to University Hospital. Each floor will have a nursing station, and the hotel will be marketed as a destination for people in the region who need advanced medical care and their families.
"The aim is to serve the community as a primary market but the region as a secondary one," says Afyouni, who estimates that half of University Hospital's patients will ultimately fly in from nearby countries. "Our vision is an extension of Dubai's, which is to be a regional hub."

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, yesterday toured the Dubai Healthcare City to have a first hand knowledge about the ongoing projects there.
The world-class healthcare facility in Dubai is a cluster of medical teaching institutions, private hospitals and clinics, pharmaceutical offices, research centres and rehabilitation homes. A number of projects of the Dh11 billion facility are either under construction or nearing completion.
Sheikh Mohammed was accompanied by Minister of Cabinet Affairs Mohammed Abdullah Al Gergawi and Saeed Al Muntafiq, Executive Chairman of the Tatweer, a subsidiary of Dubai Holding.
Sheikh Mohammed visited the site of the Mohamed bin Rashid Al Maktoum Academic Medical Centre (AMC), a Dh4bn project covering an area of two million sq km. The AMC will house a university hospital, Harvard Medical School Dubai Centre Institute for Postgraduate Education and Research, Al Maktoum Harvard Medical Library, Dubai Harvard Foundation for Medical Research and the Boston University Institute for Dental Research and Education Dubai.
At the heart of the AMC is the 400-bed teaching hospital, which will be committed to the advancement of healthcare and staffed by leading professionals, offering the latest clinical services, resources and technologies. The Mohamed bin Rashid Al Maktoum Academic Medical Centre is to open its doors by the beginning of 2010, according to sources. Sheikh Mohammed talked to the executives and officials at the project site and enquired them about the progress of work.

Bangkok Mediplex, the operator of the country's first medical mall, has expanded into Dubai by investing Bt2 billion in developing a second.
The mall in Dubai is expected to be up and running in 2011.
Managing director Niwat Kittichaiwong said recently that Bangkok Mediplex's partner in Dubai was co-investor in the 22,000-square-metre mall.
Bangkok Mediplex holds 51 per cent. The total cost is around Bt4 billion. Construction will start in February.
"Our partner is relying on our experience by giving us responsibility for both construction and management," he said.
The mall in Dubai will focus mainly on selling medical equipment but also on offering medical care. The concept will be different from the medical mall in Thailand - near the Sukhumvit-Ekamai intersection - which focuses on medical care and holistic beauty services.
Dubai, which is one of the world's largest trading hubs, is a suitable place to focus on selling medical equipment, Niwat added.
He said the company and its partner believed all the space at the mall in Dubai would be occupied.
Even though the economic crisis has affected the economy of Dubai and some projects may be downsized, the company believes when the global economic woes subside Dubai is set for a quick recovery.
The mall in Thailand will have its grand opening next month, delayed from mid-year because its Singapore partner downsized its investment due to the recession. Niwat said the delay was inconsequential as all the space had been sold.

Dubai: Doctors and investors at the flagship of medical tourism in the emirate, Dubai Health Care City, hoped the newly established Heath Care Authority would be able to deliver what the previous two managements of the city failed to achieve.
They said the situation was highly critical and unless the new authority moved quickly to correct failures, the project as a whole would become deserted.
They said red tape, poor communication with clients and high rents were the three main issues working against the popularity of the city.
Speaking to Gulf News, doctors said the City has failed to attract new clinics and international brands have pulled out due to high costs.
Mounting vacancies
"The building where I am located is 80 per cent empty," said a doctor who did not wish to be named.
"There is at least a 30 per cent vacancy (across the health care city)," he added.
"This will be the third change in management," said another doctor, who said he has had to sustain huge losses over the years as the management made it difficult for him to get any work done.
The massive 4.1 million square foot health care city known by its acronym, DHCC, was constructed in 2000 to meet the demand for high-quality health care and attract big names to Dubai.
Last year, the prestigious US-based Mayo Clinic closed down its practice at the venue. It did not say why, but doctors said the reason was because the clinic in the DHCC failed to pull in patients.
"Insurers believe consultation fee is high here and are reluctant to offer medical cover. We are dying for patients," a doctor said, requesting anonymity.
Doctors and investors said clinics were also pulling out due to the high rents and maintenance fees. A psychologist said rents outside the DHCC were at least 50 per cent cheaper.
The pull-outs seem to have had a domino effect, as restaurants and pharmacies here have also downed their shutters, said the doctors.
The maintenance fee at the DHCC is Dh35 per square foot, while everywhere across the emirate it has gone down to around Dh20 per square foot, one investor said.
Lack of transparency
"There is lack of transparency, lack of trust and lack of communication," said a doctor, who added that the big killer of business here was the red tape.
"The procedures make us waste so much time," he added.
The economic downturn also had a part to play in the failure of the DHCC. A 400-bed University Hospital, which was to be the centrepiece of the City, has been put on hold.
Doctors and investors hoped the new Dubai Healthcare City Authority (DHCA) would put things back on track. A new law was issued last Wednesday by His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, and Ruler of Dubai, establishing the DHCA.
Under its new mandate, it is authorised to attract a whole spectrum of complementary industries ranging from drug manufacturers and research laboratories to pharmacies.
Princess Haya Bint Al Hussain, wife of Shaikh Mohammad, has been appointed as president of the DHCA, which has full financial and administrative autonomy to achieve its objectives.

HRH Princess Haya Bint Al Hussein is set to lead an overhaul of Dubai Healthcare City in a bid to attract fresh healthcare brands to the free zone and capture a slice of the lucrative medical tourism market.
Princess Haya, the wife of Dubai’s ruler, will oversee a restructuring aimed at shifting DHCC’s focus away from real estate and back to healthcare, her office said in an emailed statement.
The revamp will ensure “real estate would be a component that complements [DHCC’s] sustainability, but is never at the heart of its operation,” the statement said.
All existing projects in the development are under evaluation, and DHCC is in talks with a number of medical institutions to bring the project in line with its new focus, the statement said.
DHCC was launched in 2002, in a bid to stem the tide of local patients seeking medical care abroad. The city, which houses more than 90 clinical outlets, is a unit of Dubai Holding, a state-owned developer that this year held talks with lenders to restructure $10bn of debt.
The free zone, which features residential buildings and hotels, was badly hit by Dubai’s real estate crash which saw house prices tumble more than 60 percent from their mid-2008 peak.
More than half of developments in the city were scrapped or put on hold in the wake of the financial crisis, leaving construction firms scrabbling for cash as project finance dried up.
DHCC said last year its 400-bed University Hospital, the jewel in the crown of the $5.3bn healthcare city, now had no firm opening firm after construction slowed in the downturn.
The free zone has also struggled to retain clinics as the financial crisis squeezed smaller healthcare operators. US-based Mayo Clinic, one of DHCC’s most prestigious brands, last year shuttered its clinical practice.
In 2009, the city closed its outpatient care centre, Dubai Medical Suites (DMS), less than six months after its launch. The centre was intended to lure in foreign hospitals, which would offer visiting specialists and share the costs of funding the 20-clinic centre.
Medical services provider Gulf Healthcare International, which has headquarters in DHCC, said the city will need to attract high-profile brands if it is to capture part of the medical tourism market.
“It needs to have a few more marquee brands that are probably less under a brand licence but more under a proper JV so can you have local families partnering on a 50:50 basis with some of the world’s top healthcare operators,” said Mark Adams, CEO of GHI.
“The prize for DHCC would be to try and capture some of the $15bn of health tourism that leaves the region and it hasn’t captured that.”
DHCC had fallen short of its goal to become a healthcare hub, but the addition of a top oncology centre could help the city establish its brand, he said.
“I think it is fair to say the concept was brilliant but the execution less so,” said Adams.
“If you really had one of the best cancer organisations coming into Dubai Healthcare City… it would mean that if you lived in Saudi Arabia and you needed cancer care you wouldn’t be getting on a plane to the west you’d be coming to Dubai, which would be good for everybody.”
GHI said this month it plans to invest AED100m ($27m) in opening six branded clinics and acquiring 11 clinics aimed at lower-income patients.
