I have read that it is gonna be the new stadium of Steaua Bucharest, it is true?

Yes, Gigi Becali, the owner of Steaua, did say several times that he wants his team on this stadium. However, he will not own the stadium.
We'll see if this gets built, I hope it will.

Steua is a big team in Europe, I think the team with the best European performances from East Europe. I remember their golden days in the '80s, many teams were humiliated by them and 2 finals of Champions League... So they deserve a new stadium even they rent it for a period of couple of years!
