BSP okays BDO investment in MNTC (http://mb.com.ph/articles/243442/bsp-okays-bdo-investment-mntc)

The central bank has approved Banco de Oro Unibank’s proposal to purchase P1.39 billion-worth ($30 million) of equity in an investor in Manila North Tollways Corp. (MNTC).

BDO’s plan to purchase shares in MNTC falls under the Bangko Sentral ng Pilipinas (BSP) criteria of a “non-allied” investments by a bank. MNTC is in charge of the rehabilitation and holds concession rights to operate the North Luzon Expressway.

Based on its proposal to the BSP, BDO is buying $30 million-worth of shares in Global Fund, which owns 12.4 percent of MNTC.

Sources said the Monetary Board has approved BDO’s proposed equity investment in MNTC last Thursday during its regular meeting.

The Monetary Board has to approve a bank’s major acquisitions or investments based on Section 50 of Republic Act No. 8791, or “The General Banking Law of 2000.’’

Major investments are those investments in allied or non-allied undertakings including corporate affiliations or structures that give the bank significant interest and/or control, such as stockholdings sufficient to elect one member to the acquired entity’s board of directors. If a bank will invest in a non-allied undertaking, it should have an “exit mechanism” or contingency plan in case the corporation it has invested into “fail or do not prosper.”

BDO, which is the banking arm of the Sy family of the SM Group of Companies, expressed interests in acquiring a stake in MNTC last year, possibly through Leighton International Ltd. which owns 17 percent of the tollways operator. Metro Pacific Tollways Corp. owns majority of MNTC with 67.1 percent. The Lopez Group’s First Philippine Infrastructure Development Corporation used to control MNTC until the Metro Pacific Investment Corp. (MPIC) subsidiary bought the Lopez holdings, making MPIC the majority owner of MNTC.

parang baboy lang. joke.

mukha na talaga siyang tulay ano?

anyway, 40% of that na nailatag na yung girders.

sa gabi nila nilalagyan ng girders, sinasara nila yung 1 whole side of lanes, so yung kabilang 4 lanes, magiging 2 lanes each directions. of course, for safety. :)

malaki yung lapad ng bridge, para syang 6 lanes with shoulder noth sides.

Does anyone have any pictures of the Balagtas Spur Road? It amazed me that they would construct a spur road up to Baliuag. Thanks. :)

meron nakalagay sa on site yung actual design ng Plaridel Spur, kapag nadaan ako dun pipicturan ko, pero kung tutuusin, same lang sila ng Tabang Spur. magiging mukhang Y yung tabang spur, plaridel spur, at yung padiretsong norte ng nlex. hehe ang ganda nito.

Ang northbound lane hindi po sya ganon katraffic.

Pero ang southbound lane simula ng constructions site up to Valenzuela tollgates umabot ang heavy traffic.

hmmmm... actually, i travel a lot everyday.

Im from Bulacan, pero nadadaaanan ko lagi ang NLEX kaya alam ko mga updates dito, pati din sa Northrail nadadaanan ko yun araw araw kaya alam ko mga updates, from Pampanga to Manila, and balik to Bulacan.

Work ko? IM A DRIVER. :) A service driver, pero wala akong pasahero. :)

Kaya magkaiba yung font dahil, yung "Baguio" matagal na yon, yung the rest, bagong lagay. Ewan ko why iniba pa.

Hindi passable ang soutbound nung time na yan, i think sa gabi lang sinasara.

Sa Valenzuela, Lawang Bato at Meycauayan Exit po ako na nag eexit... :) Pero usually sa Lawang Bato Exit lumalabas tapos Valenzuela Exit ang pasok sa expressway.... :)

Damn traffic in viaduct 2 nights ago which was around 10PM. South bound was already counterflowing with the north bound traffic. anyone here knows whats up with the south bound viaduct? i travel via NLEX twice a week and i sure hope my next travel would be much faster.

tuwing gabi nila nilalatag yung mga girders. tapos sinasara nila ang isang bound para concentrate sila sa paglalatag ng girders. ang cute sa gabi niyan lalo na sa magkabilang gilid, yung mga trak, may mga ilaw na kulay orange na umiikot ikot. parang nasa mga pelikula lang. basta ganda. haha.

Anyway, kapag nagawa ang New NLEX Cloverleaf, going to Trinoma/SM North halos same distance lang sila ng Balintawak-EDSA road, pero mas mabilis na for sure ang travel time kasi magiging traffic lang sa Mindanao Ave yung halos malapit na sa Trinoma/SM crossings.
Unlike EDSA, Balintawak Cloverleaf traffic na agad, tapos yung Balintawak Market, Munoz up to Walter, sabayan pa ng U turns sa bandang North Avenue.

Tagarito po ako sa south, sa may Dasma Cavite, Madalas lang ako dumaan ng NLEX kasi dyan dumadaan ang delivery truck namin..:)

itong ginagawang Plaridel bypass from NLEX dadaan ito sa mga bayan ng Balagtas-Guiguinto-Plaridel-Baliuag. Then from there, may ginagawang roads towards Plaridel town proper actually sa may bandang URATEX katabi dun yun ang tagusan sa may pa-liko na daan if im not mistaken then dadaan sa Plaridel particularly in Bulihan, up to Angat.

So regarding sa Waltermart and La Mirada, not exactly don pero malapit na talaga siya don. Pamilyar ka ba sa mga places na sinabi ko like URATEX?

nag stopped ang construction nila. nagconcentrate muna sila sa lugar na ito. pero i think tapos na yung embankment nito, hindi mo nga lang mapapansin kasi nagkaroon na ng mga damo. sesementuhin na lang yun siguro kapag tapos na sila sa part na yan.

MANILA, Philippines - Metro Pacific Tollways Corp. (MPTC) is in talks with potential Japanese partners for a possible joint venture in the construction of a new road that will connect the North and South Luzon expressways.

MPTC chief finance officer Christopher Lizo said talks on the NLEX-SLEX connector road also include access to long-term financing.

The company is currently conducting pre-feasibility technical studies on the 13-kilometer expressway that will connect Segment 10 of the Manila North Tollways Corp. (MNTC) to the Buendia segment of Skyway using the Philippine National Railways (PNR) road alignment.

MNTC president Rodrigo Franco earlier said that for the NLEX-SLEX connector road, they are exploring a loan from the Japanese government, particularly the Japan International Cooperation Agency (JICA). MNTC, which operates NLEX, is a unit of MPTC.

Franco said the loan negotiations have yet to start since the study for the construction of the 13-km expressway using the PNR’s railroad alignment still needs to be completed. The toll road is estimated to cost about P16.3 billion, including acquisition of the right of way.

Construction of the NLEX-SLEX Skyway is expected to begin next year. It will connect C3 in Caloocan City and the end of the Skyway in Buendia in Makati.

MPTC earlier reported that it registered a 26 percent drop in its reported net income, which includes exceptionals and non-cash provisions related to certain taxes, to P581.7 million in 2009 from P783.9 million in 2008.

On the other hand, the company’s core net income grew 24 percent to P1.22 billion last year from P986.9 million in 2008.

Company officials said the improvement in core net income is attributable to the higher than expected traffic reported by MNTC and the higher contribution of Tollways Management Corp.(TMC).

MPTC president and CEO Ramoncito Fernandez said with the scheduled completion and opening of Segment 8.1 by May 2010, which will provide motorists another access to NLEX, as well as increased mobility related to the May 2010 election, they are confident traffic volume for the period will reach new highs.

“We have also started the detailed engineering studies for Segments 9 and 10, the roads that connect NLEX to Western Metro Manila, with the objective of starting construction next year. This will bring us closer to our goal of connecting NLEX to the southern toll road network of Metro Manila,” Fernandez added.

For his part, Lizo noted that the strong operational performance of the company was driven by higher toll revenues and further rationalization of costs.

He added that the favorable fuel prices, the opening of SCTEX as well as their intense marketing efforts and focus on customer service have propelled traffic volume at record highs in 2009. “The first month of this year 2010 has seen traffic continue to increase, which provides us with some optimism about the prospects for the incoming year,” Lizo said.

MNTC holds the concession to operate and maintain NLEX and is owned 67.1 percent by MPTC. TMC operates the NLEX for MNTC and has an interim agreement to operate and maintain Subic-Clark-Tarlac Expressway (SCTEX) and is owned 46 percent by MPTC. The Bases Conversion Development Authority (BCDA) owns SCTEX.

MNTC reported a core net income of P1.5 billion for 2009, higher by 18 percent from the previous year’s P1.27 billion. After deducting non-recurring provisions, reported net income for the period stood at P256.3 million, lower by 73 percent from 2008’s P934 million.

Here's to hoping they will reconsider the Manila North Coastal road.

"MPTC is not stopping with Segment 8.1. Fernandez said the group was hoping to secure the right-of-way for Segments 9 and 10 which will connect the NLEx to MacArthur Highway in Valenzuela and Manila's Port Area.

"We are busy looking at our expansion plans for our Segments 9 and 10. We hope to get the right-of-way for Segment 9 within the year because the internal targets of the company is to start the construction this year," Fernandez said.

The three-kilometer Segment 9 will be a four-lane expressway while the five-kilometer Segment 10 will be a four-lane elevated road.

QC Engineering Department head Engineer Joselito Cabungcal said acquiring the right-of-way for Segment 9 would cost the government around P1 billion, adding that they are already in the final stages of identifying the affected properties.

Securing the right of way for Segment 10 costs another P 2 billion or more, he added. "Hopefully, there are no long legal battles for the affected properties so that we can immediately turn over the right-of-way," he said.

Construction of Segments 9 and 10 will cost Metro Pacific around P 10 billion and take some two to two and a half years to complete, Fernandez said.

MANILA, Philippines--San Miguel Corp. has turned up the heat in the ongoing battle for dominance of the country’s lucrative network of toll road systems by taking control of a little-known but strategically important highway project.

According to Inquirer sources, the publicly listed conglomerate has acquired a majority stake in Ausphil Tollways Corp.—a Filipino-Australian consortium and the main project proponent for the North Luzon East Expressway (NLEE).

Once completed, the NLEE will extend from Commonwealth Ave. in Quezon City to as far north as Tuguegarao City in Cagayan province, on Luzon’s eastern seaboard.

More importantly, however, the NLEE is expected to have adverse implications for vehicle traffic that uses the North Luzon Expressway (NLEx), which is owned and operated by Metro Pacific Investments Corp.—SMC’s rival for dominance in the toll road business.

At present, the bulk of vehicular traffic between Manila and northern Luzon goes through NLEx. The completion of NLEE will allow vehicles traveling between Manila and central and northeastern Luzon—potentially as much as half of NLEx’s existing volume—to bypass the MPIC-run highway altogether.

The NLEE project is an unsolicited built-transfer-operate project for the development, financing, operation and maintenance of the toll concession corridor. NLEE has been designated as an official toll road project by the Toll Regulatory Board (TRB), the government agency in charge of supervising toll highways nationwide.

The cost of San Miguel’s acquisition of Ausphil remains a closely guarded secret, although an industry source familiar with the project said that phase one of the NLEE project would cost as much as P9.3 billion.

According to the source, phase one of NLEE involves the construction of an 18.9-kilometer, four-lane toll road from Commonwealth Ave. in La Mesa, Quezon City, to Norzagaray, Bulacan.

The SMC-led consortium will secure the land for the expressway with the help of the right-of-way privileges of the Metropolitan Waterworks and Sewerage System (MWSS), which supervises the land around its watersheds.

The source added that phase one of NLEE would take about 16 months to construct, within which the consortium will also secure its concession agreement from the TRB.

Phase two of the NLEE project calls for the construction of a 36.9-kilometer, four-lane toll road from Norzagaray, Bulacan, to Cabanatuan City (in Nueva Ecija) via Angat, San Ildefonso and San Miguel, Bulacan, along the periphery of the Angat watershed.

This phase will take about 24 months to construct and is expected to be put through the Swiss challenge process for unsolicited bids over the next few weeks.

Upon completion, both phases of the NLEE are expected to generate an average daily traffic of about 65,000 vehicles and reduce travel time and transportation costs between cities and municipalities along its route.

Actually, sobrang bihira lang ang traffic sa NLEX (well last time we used it noong February 2010)

In any case, another alternative passageway (to go up north) is a welcome option for many.

With that said, the way I see it, pagnatapos na ang NLEE, the two will most likely compete with each other and they might lower toll rates as a result of competition.

Prediction ko on this :)

The traffic that will be diverted to NLEE from NLEX are those vehicles bound for Nueva Ecija,
Baler Aurora, Nueva Viscaya, Quirino, Isabela, and Cagayan.

And those vehicles for North East Luzon were actually using NLEX from Balintawak to
Plaridel Exit only, since that is the most practical way to do since there was no alternatives
at present till a new highway is built for North East Luzon.

For vehicles bound for Pampanga, Tarlac, Pangasinan, La Union, Baguio, Cordillera, and
Ilocos Region will use NLEX as before and strange if they use NLEE.

Actually ang NELE or NLEE daw, ay magsisimula sa Commonwealth malapit sa C5 at sa segment 9.2 ng NLEX, then dadaan sa SJDM, Norzagaray, Angat, Plaridel, Baliuag, San Miguel then Nueva Ecija, Viscayam Isabela up to Cagayan.

Yung mga papuntang Nueva, Cagayan, karamihan sa mga sasakyan private at busses, sa NLEX dumadaan at mag-eexit sa Sta. Rita exit.

Now, kung magagawa na ang NELE or NLEE, ang mga nasa Commonwealth, SJDM, Fairview, part of Rizal, at mga sasakyan na manggagaling sa C5 papuntang Cagayan ang makikinabang sa NELE/NLEE. Dahil nasa East part na sila.

The Western part of Manila NLEX pa rin ang dadaanan tapos either exit sila sa Sta Rita or dun sa Plaridel Spur (now underconstruction) then ikokonek ito sa NELE/NLEE.

NLEX pa rin ang preferably major gagamitin ng mga pampublikong sasakyan like Buses.

Pero ofcourse kung magawa na ang NELE/NLEE magkakaroon na ng direct travel ang mga buses daan nila ay dito para mas mabilis na.

Hahati ang kikitain nila pero siguro konti lang hindi ganon kabigat.

Areas from East going North East, NELE/NLEE gamitin.
Areas from West going to NorthWest, NLEX pa rin gagamitin.

Malapit na talaga matapos ang project na ito. 75% na ang progress.

Nakita ko kanina na may maraming tambak na soil malapit sa cloverleaf.

Entry and Exit ramps are also underconstruction na....

The girders sa northbound ay di pa tapos. 50% pa lang. Ang southbound complete installed na.

Feel ko di to matatapos itong project ito sa Start ng April but it can be possible sa May.

The travel fair “Tara na sa Norte!” will be open for public viewing at the covered area of NLEX Shell Balagtas from 9 a.m. to 5 p.m. on March 19-20.

Expressways operator Manila North Tollways Corp. will spearhead a two-day travel fair meant to widen public awareness on tourist destinations in central and north Luzon.

The builder-concessionaire of the North Luzon Expressway partnered with the National Association of Independent Travel Agencies and Pilipinas Shell Petroleum Corp. to ensure success of the fair.

MNTC officials said the project, NLEX’s first tourism exhibits, will feature the John Hay Manor in Baguio City; Thunderbird Resort at Poro Point Freeport Zone in San Fernando City, La Union; and the newly opened Ilocos Norte Hotel and Convention Center, among other tourist destinations in the North.

The travel fair “Tara na sa Norte!” will be open for public viewing at the covered area of NLEX Shell Balagtas from 9 a.m. to 5 p.m. on March 19-20.

NLEX ready for Holy Week traffic gridlock
MANILA, March 18 (PNA) -– The Manila North Tollways Corporation (MNTC) said Thursday it’s all set for the traffic buildup which is expected to happen on the entire stretch of North Luzon Expressway (NLEX) during the Holy Week on March 29 to April 3.

NLEX starts near the Cry of Balintawak Shrine in Balintawak, Quezon City passing through Valenzuela City, North Caloocan City, provinces of Bulacan and Pampanga. A connecting road to Tarlac Province will soon open this year, MNTC said.

“We anticipate that the needs of motorists will be greater and that the requirements for safety will likewise be higher,” said Alec C. Cruz, MNTC assistant vice president for motorist facilities and special projects.

Cruz said during a stakeholders’ meeting at the MNTC Head Office on NLEX, Balintawak, Quezon City on Thursday noon that the MNTC, operator of NLEX, is expecting a 19- percent surge in traffic during the Holy Week from the average volume of 143,000 motorists who use the expressway daily.

Traffic build-up in plazas may be experienced during Holy Wednesday on March 31 and Holy Thursday on April 1, particularly in the afternoon, at the Balintawak toll barrier in Quezon City and Easter Sunday on April 4 at the Bocaue toll plaza in Bocaue, Bulacan.

The Operation Period shall be as follows: from 7 a.m. to 9 p.m., Holy Wednesday, March 31, 2010; Maundy Thursday, April 01 2010, Black Saturday, April 3, 2010 and Easter Sunday, April 4, 2010. (PNA)

In a bid to catch motoring criminals trying to escape via the North and South Luzon Expressways (NLEX, SLEX), Metro Manila police have earmarked P10 million for a closed-circuit television (CCTV) system that can recognize vehicle license plates.

But Metro Manila police chief Director Roberto Rosales asked the management of NLEX and SLEX to provide counterpart funds for the ambitious project.

“Given its vast potential benefits to the motoring and commuting public whose continued patronage of the tollway system sustain the operations of NLEX and SLEX, I am confident that they will consider the proposal as part of their goal to add value to their services and corporate social responsibility initiative," he said in an article on the Metro Manila police Website.

He proposed that the CCTV system have Plate Number Recognition.

Rosales submitted his proposal through the Joint Anti-Bank Robbery Action Committee (JABRAC), whose members include the Bankers Association of the Philippines (BAP).

"The proposed CCTV System can scan, profile and identify motor vehicles at speed of fraction of a second using modern digital character recognition technology. This will enable law enforcers to monitor the passage of certain vehicles that are being pursued or determine if a plate does not match the model and make of a vehicle," the Metro Manila police said.

Rosales said the CCTV monitoring system will be very effective in addressing crimes like kidnapping, car theft, hijacking, bank robbery, and other crimes committed by suspects within the confines of NLEX and SLEX.

In case of a car chase, chokepoints and checkpoints could immediately be established in case suspected vehicles are spotted around the jurisdiction of the monitored area.

“The monitoring system will not only help us document incidents of crime for purposes of presenting them as evidence in court but, will also enable us to immediately and appropriately respond to any crime incident that happens within NLEX and SLEX and adjoining thoroughfares," Rosales said. — LBG, GMANews.TV

We need these type of roads, well lit, safe, and road assistance is a guarantee. This is what we are paying for to maintain expressways. Not only us motorists but it will be an investor magnet even :cheers:

Everytime I drive along NLEX and SCTEX, I feel like I'm outside Philippines as we know, there are good expressways also abroad, but all I can say is, ours can be compared head to head.

Hopefully, pag natapos ang mga major interchange, I will definitely make a test run from C-5 to NLEX to Expressway:nuts:

Ang alam ko lang na part is yung sa Balagtas Bridge.

Sa isang buong strech na puro ilaw ng NLEX, itong part lang na ito ang walang ilaw, kahit may pundasyon sya para sa poste ng ilaw, walang nakatarik na poste para sa ilaw. Lagi kasi may naaaksidente sa part na ito. Hindi lang maintindihan, STRAIGHT PATH lang naman ito.

kanina madaling araw,

Isang trailer truck na may mga dala dalang bote ng alak i think at 2 sasakyan ang nagsalpukan, dahilan malaglag ang mga bottle case at mabasag sa daan.

nakita ko ang yupi yuping sasakyan at yung isa pa na nagtamo din ng mabibigat na damage.

nakakaawang pagmasdan na, may dalawang senior citizen sa aksidenteng ito, at kitang kita ko ang kanilang mga emosyon.

AND LASTLY....

nangyari na naman ito sa mismong BRIDGE ng BALAGTAS na nagsasabing maraming maraming nangyayaring aksidente dito.

Minsan ko na naikwento na yung ibang mga aksidenteng nangyari dito, o kung may kababalaghan man.

Nakakapagtaka lang na, mayroon na namang aksidente ang nangyari sa nasabing lugar.

Kaya sa mga motorista, mag-iingat po tayo sa bandang tulay ng Balagtas, ito ay ang in between the SHELL GAS STATION BALAGTAS (NORTHBOUND) up to PETRON BALAGTAS GAS STATION (SOUTHBOUND).

The alignment proposed for this connector project is expected to minimize construction cost, right-of-way and acquisition costs, negative environmental impacts, and social and economic disturbances, while accelerating the pace of project execution,” said Metro Pacific Tollways  chairman Manuel V. “With all our projects completed right on schedule, it is anticipated that the design and construction of the project will be completed in three-and-a-half years,” he added.

The company said the new road will support more efficient movement of people and goods through congested urban areas, reduce travel time between Nlex and Slex to 20 minutes, provide unrestricted travel flow from the ports to Southern, Central and Northern Luzon, and connect vital international airports and seaports.

“The proposal has undergone initial examination, and has been determined to be complete and is in compliance with the form of the BOT law’s Implementing Rules and Regulations,” said Public Works Secretary Victor Domingo in the same statement.

He said the DPWH is now in the process of evaluating the proposal.

Wow, so this is actually going to be on top of the railroad tracts? That is a smart move also. I like that idea. Metro Manila needs these highway badly, I'm glad there is something being done about it.

MOTORISTS using the South Luzon Expressway (Slex) are going to pay higher toll starting next month.

For Class 1 vehicle, the rate is going to be P2.731 per kilometer (km) from the existing P0.82 per km.

Meanwhile, toll for the new North Luzon Expressway (Nlex) through the Mindanao Avenue interchange were announced over the weekend.

In a published notice on Saturday, the Manila North Tollway Corp. (MNTC) announced that the toll to be collected from motorists entering Nlex via Mindanao Avenue interchange are as follows: Class 1 vehicles are to pay P36; Class 2, P91; and Class 3, P109.

Toll collected from Nlex motorists are based on vehicle weights: Class 1 covers light vehicles like cars, Class 2 covers buses, and Class 3 are heavy vehicles like trucks.

The Nlex fees will be collected as soon as commercial operations start next month.

On the Slex toll, the Toll Regulatory Board (TRB), according to the new Slex operator, approved the rates for toll roads 1 and 2 of Slex.

“MTD Capital Bhd. of Malaysia wishes to announce that its subsidiary, South Luzon Tollway Corp. [SLTC], had received a letter from [TRB] last May 19 approving the applicable toll prices for project toll roads 1 and 2 of Slex,” said the Malaysian group.

The expected implementation of the new toll rate is on June 16.

The current Slex toll from Alabang to Calamba costs P22 for light vehicles, P43 for buses and P65 for heavy trucks.

Toll at the Nlex, which is operated by a different concession, cost P174 for cars, P435 for buses and P522 for heavy trucks, from Balintawak in Quezon City to Sta. Ines, Pampanga.

The Malaysian group also said the new rates shall be effective only upon compliance by SLTC of the punch list of outstanding work as provided together with the certificate of substantial completion for project toll roads 1 and 2 of Slex dated April 8, 2010, issued by TRB.

The completion of the remaining toll plazas is targeted by the end of this month.

The new rates reflect the rehabilitation work done by the SLTC, which has widened the 1.2-km Alabang Viaduct and the 27-km stretch of the expressway from Alabang to Calamba, Laguna.        

The Philippine National Construction Corp. (PNCC) used to operate Slex. But the operations had been turned over to the Malaysian-led operator Manila Toll Expressway Systems Inc. (MATES) last month.

Under the memorandum of agreement signed on April 21, the operation and maintenance of the Slex project toll road 1 and 2 shall be turned over by PNCC to the MATES starting May 2.

The PNCC was paid P460 million, which represents the so-called committed fund which is comprised of the payments due to PNCC under the amended joint-venture agreement and preliminary agreement between PNCC and MTD Manila Expressways Inc. (MTDME). The agreements are the basis for the undertaking and implementation of the Slex project in 2006.

The payment to PNCC would be offset against a claim of P37.5 million due to MTDME, SLTC and MATES, which brings the amount owed to PNCC to P422.5 million.

It can be recalled that MTD Capital, which received a toll-operating permit from the TRB for the two Slex roads, had a dispute with PNCC on the control of the highway.

Under the agreement, MATES was to take over the operation of the expressway following the completion of the project. PNCC had a 30-year concession for Slex, which expired in 2007.

In December last year MTD’s CEO Datuk Azmil Khalili Khalid and several others involved in the project received a 72-hour ex-parte temporary restraining order and a notice of raffle preventing them from forcibly taking over the operations and maintenance of the highway.

Meanwhile, Nlex Segment 8.1, which has a construction cost of P2.1 billion, is a 2.7-km roadway linking Mindanao Avenue in Quezon City to the Nlex main gateway in Valenzuela City.

This project will have 2x2 lanes, a two-way service road and a clover leaf interchange north of Balintawak toll plaza.

Segment 8.1 is part of the Nlex Phase 2 project, which consists of four toll-road projects with an aggregate length of 22.48 kilometers that will provide access to the Nlex main from all four directions—north, east, west and south—and substantially ease traffic congestion in Metro Manila.

Government involvement in both Phase 1 and 2 is extensive, largely in right-of-way acquisition and resettlement of affected informal settlers.

For Segment 8.1, these required allocations of P907 million to acquire 347 individual lots, and an additional P600 million for resettlement purposes.

The Nlex Segment 8.1 can accommodate 6,000 vehicles per day at the initial stage of its operations. The project is also expected to reduce traffic volume at the Cubao to Balintawak stretch of Edsa.

The North Luzon Expressway (NLE or NLEx), formerly called North Diversion Road, is a limited-access toll expressway that connects Metro Manila to the provinces of the Central Luzon region in the Philippines. It is one of the two branches of the Radial Road 8 (R-8) of Metro Manila (Quirino Highway is the other).

Heavy traffic sa EDSA from Muñoz to Balintawak Toll Plaza, almost 1/2 hours kami gumapang papunta sa toll gate, at i-dag dag mo pa paglagpas palang ng balintawak tollgate, another traffic nanaman, after ng Marilao exit nawalan ng traffic:bash::ohno:

^^Baka naman kuwentong barbero nanaman yan ah. Asan proof mo? May pics ka ba? Hehehe... Joke lang.. :nuts:

Nung Saturday ng hapon, sinara temporarily ng NLEX mgt and NLEX sa San Fernando segment.

Ang rason: Yung malaking talahiban na katabi ng SM ay nasusunog na nagdala ng matinding usok at zero visibility sa NLEX.

The Lopezes used to own MNTC but they sold their stake already to MVP's MPIC. Kaya meh commercial ang MPIC na kasama na ang NLEX :)

sa nakita ko, complete na yung asphalt ng both norhtbound and southbound going to mindanao ave kaya posible na itong buksan. yung sa pa-puntang mac arthur ang hindi tapos. pwede, pwede na talagang buksan.

Yup! Soft opening on Saturday. PGMA will be there at 11:00 AM. You can then use Segment 8.1 by 3:00 PM

Called up TMC just now. Southbound lane of Mindanao Avenue Exit is still closed tomorrow. Only Northbound motorists can use the new exit.

The Manila North Tollways Corporation (MNTC), developer and concessionaire of the North Luzon Expressway (NLEX), opens Saturday Segment 8.1 or the NLEX Mindanao Avenue Link, a 2.7-kilometer expressway that provides motorists with additional entry and exit ramps to the NLEX – well ahead of the opening of the school year when traffic volume on the expressway traditionally surges.

President Gloria Macapagal Arroyo, DPWH Secretary Victor Domingo and Manuel V. Pangilinan, Chairman of the Metro Pacific Tollways Corporation (MPTC), parent company of MNTC – will lead the inaugural drive-through that will signal the start of commercial operations of the new segment.

The NLEX Mindanao Avenue Link connects the NLEX, at its Valenzuela City junction, to Mindanao Avenue in Quezon City. Built at a total cost of P2.1 billion and expected to serve up to 30,000 vehicles daily during the initial year, the new segment kicks of NLEX’s multibillion-peso road network expansion program known as NLEX Phase 2.

“Once this expansion program is completed, motorists from any part of Metro Manila and neighboring areas can get to the NLEX without going through the heavy traffic in Balintawak, the main entrance to the expressway, and other choke points in the metropolis,” Rodrigo E. Franco, MNTC president and CEO, said. “This will dramatically speed up the transport of people and goods via the NLEX and thereby, help further spur the economic development of Central and Northern Luzon.”

Under NLEX Phase 2 are three other road projects: Segment 8.2 which will link Mindanao Avenue to Katipunan Avenue and to C5, Segment 9 which will connect McArthur Highway in Valenzuela to the NLEX, and Segment 10 which will link McArthur Highway to Manila’s Port Area. Segment 9 will ease access to McArthur Highway, the old route to Central and Northern Luzon. Segment 10, also called “The Port Connector,” will dramatically speed up the transport of goods to and from Manila’s North Harbor.
