avinash2060 June 7th, 2010, 03:53 AM Bangalore: It’s yet another feather in Bangalore’s cap. This will be the only city in the country where the Metro train will stop at a swanky commercial tower with a spacious parking basement for cars, close to a huge mall.
The Sampige Road station at Malleswaram will be the only station of the 33 elevated ones under Metro’s phase I (to be completed by March 2013) to have such a plan. Passengers who get down at this station will have direct access to the tower and Mantri Mall on Sampige Road. With a 20-month deadline, this is also Bangalore Metro Rail Corporation’s (BMRC) first project to be taken up under public-private partnership (PPP) in the city.
Chief minister B S Yeddyurappa who laid the foundation stone for the project on Thursday, said: “This is the first PPP project for Bangalore Metro. Such initiatives should help in completion of projects on time. This is most important for a city like Bangalore that’s rapidly expanding.”
Apart from the local MLA and MPs from Bangalore North and Central, newly elected corporators of Malleswaram attended the event.
THE PPP WAY
BMRC has acquired 5 acres, 4 guntas of land for this station. This is from the total 24-acre land that belongs to Mantri Developers. As per the PPP arrangement, the land is being provided free of cost for constructing the station. The 80,000-sqft station at an estimated cost of Rs 30 crore will be constructed by Mantri Developers. This, as part of its project of an 8-lakh sqft commercial tower surrounding the station. The station will be designed by the BMRC.
Compensation to the private partner is the right to use the space surrounding the station ‘with due regard to safety norms’ for 99 years. During this period, the BMRC is also entitled to revenue share of 1% initially to 5% in the later stages.

April 14: The Bengaluru Metro Rail Corporation Ltd.(BMRCL) and Mantri Developers have entered into a joint venture for the construction the Swastik Metro station at Seshadripuram.
It is a win - win situation for both Mantri and BMRCL as the commercial dividends will be shared between the two, official sources said. The pact will be inked in the presence of Chief Minister B. S. Yeddyurappa on Thursday.
BMRCL will acquire 5.04 acres of the 24 acres belonging to Mantri for the station, which the company will build along with a commercial tower at a cost of Rs 30 crore as part of its mega plan to create a commercial hub over 24 acres in the heart of the city. “Mantri Developers will construct a Metro station according to BMRCL's specifications.
While BMRCL will earn revenue out of the commercial real estate development, Mantri will continue to have a hold on the property which it acquired through an auction.
However, the percentage of each company's share has not yet been decided," sources added. Mantri may come with its own design for the station subject to the approval of the BMRCL or it could go for a design suggested by the BMRCL.
Expression of interest will be invited from builders keen on entering a public-private-partnership for construction of Metro stations with commercial complexes.
As Namma Metro will cut through Mantri property, people will not only have access to the Metro station, but will also be able to enjoy a shopping experience.

The foundation stone for the first elevated metro station to be built on - Public-Private-Partnership (PPP) model was laid by Chief Minister B S Yeddyurappa at Sampige Road on Thursday.
Bangalore Metro Rail Corporation Limited (BMRCL) will be a partner with the Mantri Infrastructure Private Limited (a unit of Mantri Developers Pvt Ltd) in the venture. Speaking on the occasion, the chief minister exuded optimism that seven km of Reach One of the first elevated section from Byappanahalli to Chinnaswamy Cricket Stadium would be commissioned for commercial operations by December.
“The Phase One covering 42.3 km is likely to be commissioned by March 2013,” he said.
Lauding the PPP model, Yeddyurappa said ventures of this kind will help reduce project costs besides ensuring immediate social benefits. "Such initiatives should be explored more often by the civic bodies for the benefit of end users," he added.

Infrastructure work
The State will spend Rs 200 crore to develop 25 lakes in Bangalore, he said. "In the next three years, Rs 18,872 crore will be spent for the development of Bangalore. As many as 15 infrastructure projects will be undertaken at a cost of Rs 4,000 crore,”he added.
He said that mono rail and local trains were necessary for Bangalore due to the growing population here. Metro will facilitate reduction in air and noise pollution besides reducing travel time for the public, Yeddyurappa added. Thirty-three elevated stations will be built in the first phase of Namma Metro project.
Land acquired
Five acres and 4 guntas of land have been acquired from Mantri Developers for the construction of the station. As per the PPP agreement, the land will be provided free of cost by the developer. The construction period is 20 months. The compensation provided to the private partner is the right to use the space surrounding the Metro station for a period of 99 years.
During this period, Namma Metro is also entitled to a minor share in the revenues ranging from 1% initially to 5% in later stages. A commercial complex will be constructed around the station building on 80,000 sqft. The commercial tower will come up on 8 lakh sqft. Parking will be provided for 2,000 cars.

avinash2060 June 7th, 2010, 06:19 AM BANGALORE: Leading real estate player Mantri Developers today announced the opening of one of India's largest malls Mantri Square spread over 1.7 million square feet and which would soon have a metro connectivity as well.
With an investment of over Rs 500 crore, the mall boasts of 252 retail outlets offering 10,000 brands, Sushil Mantri, Chairman and Managing Director, Mantri Developers told media.
The highlight of the mall would be its connectivity to railway station which is being jointly developed by the metro rail authorities and Mantri developers on five acres of land belonging to Mantri and leased out to the government.
A bridge would lead the commuters getting off at the station to the second floor of the mall, providing shoppers an international experience, he said.
The station is expected to provide an additional footfall of 20,000 once it becomes operational in two years time frame. The developers expect the footfall to go up to one lakh a day once the station was operational.
The station area would cover around 80,000 sq feet and would involve third party maintenance, he said.
Inspired by worldwide mall architecture, Mantri Square has wide corridors almost 40 feet wide to allow shoppers to move comfortably in peak hours. It boasts of a roof 450 feet long nd 135 feet wide that allows natural sunlight.
The mall would introduce some leading international brands first time in the country, including Taco Bell, the leading Mexican inspired food chain, Leading Italian brand OVS. It would also see many national brands launching their outlets for the first time in the city, he said.

Actually this is nothing compared to HK, I've lived there for a couple of weeks and it was really horrible, almost everyone I met had some sort of breathing, stress and lung disorder due to pollution.

Bangalore: How often does a developer get all the regulatory approvals for blockbuster projects and then decides not to implement them? Quite unheard of, actually. But that’s exactly what’s happening around Metro’s Swastik station in Malleswaram.
Mantri Developers has submitted proposals and got approvals to build two large complexes on land that was originally notified for acquisition by the BMRC for the Metro project in Malleswaram. Now under Public-Private Partnership (PPP) that Mantri group has entered into with BMRCL, a metro station is being built at the site along with a residential tower of 34 floors and commercial tower of 18 floors. Both these buildings will have three basements each. On this five acre plot, the metro station will come up on two acres of land. Mantri’s been allowed to build these projects in lieu of the land given to the Metro.
Approval for these towers has been granted by BBMP as well as the fire department. However Sushil Mantri, chairman and managing director of Mantri Developers told TOI: “We have no other plans apart from the Metro station right now.”
The twin projects have aroused a lot of interest among residents in Malleswaram as the traffic situation in the vicinity of the project has been exacerbated by the opening of the hugely popular Mantri Mall. In fact, next to the mall, there’s already another Mantri residential project.
According to BBMP, the project proposal was approved when Bharat Lal Meena was the commissioner. When contacted, Meena confirmed saying, “Yes. A part building approval was given for the complex. But, that was in accordance with the permissible FAR and also depending on the road width.’’
Fire force director (technical) B G Chengappa said that the department had cleared the project. “There are three buildings in it. The commercial tower will stand 18 floors above the ground floor, the residential building will have 34 floors above the ground floor. Both the buildings will have three basements each and a ground floor. While the commercial tower is 79.45 meters, the residential complex will measure 112.95 meters,’’ he said.
This makes Mr Mantri’s comments to TOI that he’s not developing these two projects even more intriguing.
The other party involved, BMRC MD N Sivasailam made it very clear to TOI: “BMRC is involved only in the station. This also includes the commercial complex above the station platform and the alternate road arrangement for traffic management that’s being taken up by the BBMP. This is less than two acre of the total five acre land. The other complexes, if any will not come under our purview. That land is not ours so how can we have a say in it?’’
The project needs clearance from Karnataka State Pollution Control Board. Its chairman Sadashivaiah said that it had not come to them yet. “All the railway projects are out of our purview. However, the other two buildings have to get clearance from us,’’ he added.
As local residents are concerned about the traffic congestion of the projects, TOI spoke to additional commissioner of police (traffic), Praveen Sood. He was not aware of these developments. “I am hearing it for the first time. If such a plan comes up, those developing the project will have to show supporting plans to ensure smooth flow of traffic,’’ he added.
WHAT THE PROJECT IS ALL ABOUT Two complexes (a commercial and a residential ) are being built by Mantri as a result to having given 2-acres of land for the metro station in Malleswaram. The remaining threeacre parcel left-over within 150 m from the station boundary has earned the builders 4 times Floor Area ratio (FAR) as per the government order (GO). This, adds upto approx.
51 floors or 10-12 lakh sq ft built up area.
The PPP agreement available on BMRCL’s website makes it very clear that “the available FAR after the construction of the tower shall be utilized by the concessionaire exclusively on its land for an integrated development as per the scheme.’’
PEOPLE SIDE Lack of clarity on the proposed developments has worried residents of Malleshwaram. “Nobody is giving us clear answers. We have approached almost all concerned agencies,’’ Anand Sirur, president of Malleswaram Swabhimana initiative told TOI. ABIDe’s convenor and MP (Rajya Sabha) Rajeev Chandrasekhar said, “A number of Malleswaram residents have met me and conveyed their worries, concerns, anguish and frustration at the ‘transformation’ of their neighbourhood - a transformation that’s not just altering their neighbourhood but also bringing in commercial development and all its consequent issues of traffic, law and order, sanitation with no solutions or plans for any of that. Bangalore: Finally, the residents of Malleswaram will get some respite. The Bruhat Bangalore Mahanagara Palike (BBMP) has proposed to widen Sampige Road by four metres on either side for smooth vehicular movement. The work will be taken up within 15 days.
The members of the BBMP's Standing Committee for Major Works inspected the road on Wednesday. “After the construction of Mantri Square, the traffic on the road has increased exponentially — from 6,500 passenger car units (PCU) to 10,000 PCU per hour,” said H. Ravindra, committee chairperson.
BBMP officials said that the ramp in front of the mall would be demolished. “A few trees in front of the mall will have to be felled. No other trees would be felled on the road,” a BBMP official claimed.
To ease traffic movement from Sampige Road to Srirampura, the road next Sampige cinema would also be widened.
The 25-ft wide road was notified for widening in December 2009. “We will have to demolish the compound wall of Mantri Greens apartments to make way for widening. The other properties on the road, including LIC, Sampige Theatre and Savitha Theatre, would be acquired through TDR (Transferable Development Rights),” Mr. Ravindra said.
The committee members visited the proposed Metro Rail station behind the mall. Here, the builder has proposed to construct four floors for the Metro station and a 47-storey commercial building over it. Behind this, another building (55-storey high with three underground levels) has also been proposed to be constructed. Mr. Ravindra claimed that the BBMP had not approved the construction of the multi-storeyed building behind the Metro station.
“In 2009, Mantri Developers had agreed to build a road behind the station within a months' time. They have not yet kept their word,” Mr. Ravindra said.
The officials of Mantri Developers, however, claimed that they were waiting for the completion of the Metro station to construct the road. Unsatisfied by the explanation, the committee members directed the officials concerned to suspend the partial Occupancy Certificate issued to Mantri Square.
‘No notice'
Meanwhile, spokesperson of Mantri Developers, in a statement, said: “Mantri Developers have not got any formal notice from BBMP on any such widening of the road. We will be able to react once we see the notice or formal letter from BBMP.”
Later, the chairperson told reporters that a comprehensive traffic management plan would be prepared for Platform Road, Rajiv Gandhi Circle and Sampige Road in view of the multiple entry and exit that are created due to this project.
The study shall be conducted and plan shall be obtained from Traffic Management Consultant with due approval from the competent authority.

Mr. Rao told presspersons that the public-private partnership (PPP) agreement with Mantri was beneficial neither to the metro nor to the general public, particularly those residing around Sampige Road in Malleswaram.
Station construction
After acquiring 5.03 acres of Mantri's land for the station in 2007, BMRCL entered into an agreement with the firm for joint development of the land. As per the agreement, Mantri will construct the station at a cost of Rs. 30 crore and also develop the surrounding land by building about 8 lakh sq. ft of commercial space under a 99-year lease.
The agenda?
Accusing the developer of being economical with the truth, Mr. Rao said the firm had obtained sanction plan from Bruhat Bangalore Mahanagara Palike (BBMP) for a three-basement, four-storey residential complex and a three-basement, three-storey office complex on the land leased out by BMRCL. However, its actual plan is to build a 55-storey, residential complex and a 47-storey office complex, Mr. Rao alleged, and said he had personally seen the plan.
Traffic gridlock
Already areas around Sampige cinema have been witnessing massive traffic gridlock due to the presence of the Mantri Square mall. If these proposed constructions are permitted, it is end of the road for the residents. There is already water shortage in Jakkarayanakere, Okalipuram, Srirampuram and Seshadripuram. The projects will place a colossal burden on the water and sanitary infrastructure in the locality.
Announcing his plans to write to the Chief Minister and the Mayor to scrap the PPP project, Mr. Rao said it was better that BMRCL itself build the station and compensate Mantri for the land acquired. “We don't want any more malls within the central business district. If the metro is keen on exploiting its land, let it do so on the outskirts.”
Not finalised
Reacting to Mr. Rao's claims, Mantri's spokesperson V.G. Kiran Kumar said they were yet to get the plan approved by the BBMP. “Since the Government has directed all the developers to pay BBMP 10 per cent of the land cost towards civic amenities, developers have challenged it before the High Court,” he said. As per this directive, BBMP has demanded Rs. 9 crore from Mantri, which the developer is resisting.
“If the court verdict upholds the Government directive, we have to abandon the project. However, we'll construct the metro station as we are keen on providing public amenity,” Mr. Kumar said.
He dodged questions on the skyscrapers proposal saying it was too premature to respond.

Bangalore: Road widening may or may not decongest traffic,but sometimes brings utilities and essentials like borewells bang into the middle of the the road,even when theyre within private compounds.This is what has happened on South End Road in Malleswaram,after BBMP took up road widening on the Sampige Road stretch.
We have a 300-ft deep borewell that provides 70,000 litres of water per day.We stopped BBMP when they were about to touch the borewell and generator,which are on the road now.There is no safety for these utilities, M Prabhakar Rao,president of Mantri Green Residential Apartments Owners Association,said.
Though BBMP razed the compound of Mantri Mall three days ago,work was stopped half-way.Apart from properties belonging to Mantri,KC General Hospital and the LIC building,no other property has been touched and no notice served to other property owners on widening.At present,there is no work on widening any part of Sampige Road.
Even after widening,South End Road only leads to the narrow Srirampuram railway underbridge.Even if the road is widened,it wont be of any use.Further down,the road ends in the underbridge that is not even 20-feet wide.It creates a bottleneck.Once the road behind Mantri Mall is thrown open for public use,there will be no traffic congestion on our road.Widening this road is unwarranted, Prabhakar Rao contends.
If BBMP was serious about road widening,why have they ignored the bottleneck near Srirampuram bridge Three liquor shops have been untouched while widening the stretch, residents of Mantri Green apartments pointed out.

More than 30 trees are on either side of Sampige Road. Two days ago, BBMP had said the trees in front of the mall would not be axed, and would serve as a natural median. However, more than 10 trees that are within the compound of Mantri Green apartments will be axed.

BANGALORE: The Karnataka high court has stayed for four weeks the demolition of Mantri mall's compound wall on Sampige Road.
Justice S Abdul Nazeer passed this interim order on Friday following a petition filed by Msrs Abhishek Developers Limited. The judge also issued a notice to BBMP asking it to file objections.
"There was no prior notice issued before undertaking this demolition drive. The principles of natural justice have been given a go-by. Apart from that, the plan which comprised construction of ramps had been approved by the BBMP itself. Even at the urban development department, the plan for widening Sampige Road has been dropped," the petitioner said.

BANGALORE: "Why didn't BBMP give Mantri Mall formal notice before ordering demolition of the compound and ramp? It is due process of law to issue notice before any demolition. Else, the act is illegal," Susheel Mantri, CMD of Mantri Developers Private Limited and Credai (Karnataka) president, said.
Claiming harassment and personal vendetta by some officials and politicians against his company, Mantri told reporters on Monday: "My company gave a written assurance to the BBMP commissioner on May 10 that we were willing to part with 4 metres for road widening. We had requested a formal notification if any demolition was to be taken up. To our surprise, a BBMP council meeting on May 31 decided on demolition and the very next day, without any formal notice, demolition began. That makes it illegal, and since it was undertaken so hurriedly, it lends impression of personal vendetta by some officials. It is a political act to malign the company," Mantri claimed. The high court has granted a stay on further demolition.
Asked why it took Mantri two months to respond to the H Ravindra Committee's notice on March 17, 2011, Mantri spokesperson Kiran Kumar said: "We responded immediately, saying we would cooperate. But immediately after that, some builders moved the high court on an issue concerning open areas and the high court stayed certain decisions on payment for open spaces. No decision could be taken then on the mall. The court gave an order around May 6, and on May 10, we gave a written assurance that we would part with the land."
SPECIAL MACHINES NEEDED
Mantri said the company needed some time because there are vital cables running under the ramp. "Demolition has to be undertaken in a particular way, using a specific machine. Expertise is necessary. Our idea was to bring our own machines and undertake demolition in ways that would not affect the concrete structure."
Mantri said he would claim Rs 2 crore as compensation for physical damage, and Rs 8 crore for damaging the reputation of the company.

BANGALORE: The 36 families at Jaibheema Nagar, a slum off Sampige Road, will never forget Tuesday morning: they woke up to BBMP's earth-movers razing their hutments. All because civic authorities did not want a slum adjoining a Metro station.
A high-power committee headed by the chief secretary instructed BBMP to evict the slum, located between Srirampuram railway track and Mantri mall. What irked the dwellers was the rehabilitation offer — homes almost 10km away. "We have been offered houses in Peenya and Jalahalli. But those are far from our workplace. We need proper rehabilitation for all families near our slum," said A Suresh, a slum dweller. Only 21 families have documents for their houses wile the other 15 are tenants. They are demanding rehabilitation for every household, whereas only 21 families have been promised houses.
PARK OR PLAYGROUND
The land acquired by BBMP is worth Rs 20 crore. "A week ago, a notice was sent to the slum dwellers to vacate, but they did not follow it. Now we have been instructed to evict the slum. We have plans to make use of this vacant space for a park or playground. If BMRC wants, the land can be given to the Metro," said BBMP engineer-in-chief B T Ramesh. However, the slum dwellers had filed a writ petition in the high court seeking stay order on the eviction. The matter was to have come before the court soon but eviction was carried out on Tuesday morning.
A year ago, BMRC acquired a portion of the land through Karnataka Industrial Area Development Board (KIADB) for Metro station work and about 82 hutments were evicted from there. They were provided rehabilitation at Peenya and Sunkadakatte. However, the remaining slum occupants refused to budge.

The BBMP is now accusing the builders of encroaching on 4.38 acres of valuable land belonging to the railways in Malleswaram, on Jakkarayanakere and a public road.
A report by a three-member committee which conducted extensive probe, says Hamara Shelters, promoted by Mantri, legitimately owns only 9.23 acres of the 19.01 acres in its possession and used for various purposes. The BBMP intends to slap notice on Mantri, cancel the khata of the encroached land and the Transferable Development Rights (TDR) claimed for three acres, and also evict it from government land.
It could revise the building plan given by Mantri for construction of a Metro Rail station in Malleswaram as some of the land in question is also allegedly encroached. But it appears Mantri may not be entirely at fault in the matter. The National Textile Corporation (NTC),which sold 18.27 acres to the builders, had documentation rights only for 9.23 acres, it is claimed. The public road, lake area and railway property were actually encroached upon by the NTC and not Mantri, allege sources.

But i sincerely hope the Mantri guys have done a proper traffic analysis coz once all this comes up it is going to put tremendous pressure on the already saturated Sampige road
avinash2060 September 3rd, 2011, 06:27 PM A criminal collusion between the Mantri Developers, the National Textile Corporation (NTC) and some revenue officers of the Bruhat Bangalore Mahanagara Palike (BBMP) has cast its shadow over the controversial Swastik Metro Rail Station coming up behind the Mantri Mall in Malleswaram.
An inquiry conducted by the BBMP based on the complaints by local residents, MLA and corporators, reveals that the MoU, which BMRCL and Mantri Developers subsidiary Hamara Shelters have entered into, is illegal. The report has also recommended cancellation of building plan, stopping the work with immediate effect and initiating a criminal action against the builder and officers of NTC.
The inquiry report, which former mayor P R Ramesh extracted under RTI, strongly recommends cancellation of Khatha given to BMRCL for an area of some odd-20,400 sq. mtrs on June 15, 2010. It charges NTC of selling the land to Hamara Shelters, without having a title to the property.
The agreement
The BMRCL has entered into an agreement with the Mantri Group for 99 years on a Build-Operate-Transfer (BOT) basis. Under the MoU, the builder will part with his 5.04 acres of the 18 acres and 27 guntas of land behind Mantri Mall to the BMRCL for the construction of building. It would construct the Metro station and hand it over to Namma Metro only after 99 years.
The inquiry report says that the 5 acres and four guntas of land on which Swastik Metro Rail Station is coming up on belongs to Hamara Shelters, a subsidiary of Mantri Developers. The reality, however, is that at least two acres of land out of 5.04 acres belong to the Indian Railways, Bruhat Bangalore Mahanagara Palike (BBMP) and the state government.
The report further goes into the details of the claims over a land of 18.27 acres in possession of Hamara Shelters, of which the BMRCL wants five acres and four guntas to construct Swastik Station behind Mantri Mall. The inquiry shows that out of 18.27 acres of land, Mantri Developers possess only 9 acres and 23 guntas of land. It says there was a road spread in two acres and 31 guntas in the village map as well as the revenue survey map, which has to be deducted.
The claimed land also includes an acre and 27 guntas of land in Hanumanthapura village and Ketumaranahalli, which belongs to the Railways. Further, 35 guntas of land in Hanumanthapura (Sy No. 3593/1) is actually part of Jakkaraya Lake.
There is another 32 guntas of government land in the south and west. Of the remaining 14 acres and 21 guntas of land, ownership on four acres and 38 guntas land has not been given. This way the developer actually possesses nine acres and 23 guntas.
The report says that out of the claimed 18 acres and 27.5 guntas of land, the builder has got Khatha on 17 acres and 23 guntas. “Going by the survey department report, Khatha given for four acres and 38 Guntas of land should be cancelled,” the report said.
The BBMP report recommends stern action against its revenue officers in Gandhinagar sub-division for preparing a forged khatha document for Mantri Developers. The officers nailed in the report are assistant revenue officer Lakshmamma, Chikkanna, revenue officer Muniappa and Manjunath, deputy commissioner Lingaraju and revenue inspector B N Dayanand.
The report also says that the three acres land that Hamara Shelters gave to the Palike for a road in return for TDR does not belong to the builder.
When contacted, N Sivasailam, Managing Director, BMRCL said: “We received a notice from the BBMP Joint Commissioner only on 29 (August 29), which I haven’t gone through. We were asked to submit our replies by September 2, but as the Joint Commissioner was not available in the office, we could not submit it today (Sept. 2). We will submit it tomorrow (Sept 3). Our legal department is dealing with it. ”
Suvendu Biswas, the PRO of the Railways said: “We have leased a portion of land directly to the BMRCL, but we have not given any part of land to any in*dividual to sell it.”
Former mayor P R Ramesh was critical. “I strongly feel that the BMRCL did not seek any legal opinion before hastily entering into an agreement with Hamara Shelters, a subsidiary of Mantri Developers.”

Is this for the two towers or an underground metro station?
