Tourism Ministry applies for coastline award

CAMBODIA has applied for 450km of coastline, stretching from Koh Kong to Kep, to be recognised by an international organisation in a bid to increase visitor numbers, Minister of Tourism Thong Khon has told the Post.

At a meeting held in Preah Sihanouk province late last week, the Minister said that the Kingdom has applied for membership to an organisation called the World’s Most Beautiful Beaches Club.

The club was established in Berlin in 1997 and has certified 30 beaches in 22 member countries so far.

Cambodia's application, which was made on April 30 and is backed by the private sector, has been made to support tourism and to provide an ongoing means of income to the local population.

“We hope Cambodia’s beach[es] will be officially recognised as a member of the World’s Most Beautiful Beaches Club next year because our coastal area has protected natural resources which are a big attraction,” Thong Khon said.

Club membership “also has the potential to develop the national economy”, he added.

To become a member, a country must fulfill requirements, which include requiring its beach to have projects in place to protect natural resources, be an attractive natural area and have the potential for economic development.

“We will act vigorously to implement environmental protection in all coastal provinces to ensure our beach is a beautiful area for both local and international visitors,” added Environment Minister Mok Mareth.

Government officials met with provincial authorities and business owners in Sihanoukville on Thursday to draft a strategic plan to prevent coastal areas from being polluted.

Thong Khon said the Kingdom’s coastline could become the second-most important attraction for international tourists after Angkor Wat, if it achieved official Club recognition.

Representatives from the beach body are expected to visit Cambodia to examine and evaluate its coastline in November this year.

According to a Ministry of Tourism report, only 7.15 percent of last year's 2.16 million international tourists visited the Kingdom's beaches.

Ang Kim Eang, president of the Cambodia Association of Travel Agents, said that if Cambodia’s coastline was recognised by the Club, the country would be able to increase tourist numbers by 50 percent over the next five years.

Officials applied for the award following encouragement from the Apsara Authority and UNESCO.

A fisherman off the coast of Koh Rung Sangleum island, which is expected to be the site of a development project financed by a Hong Kong-based investment firm.

A CONSERVATION NGO collaborating with an investment firm told residents of an island off the coast of Preah Sihanouk province this week that they would be restricted to a 12.3-hectare piece of land in order to make way for a development project, Paul Ferber, the founder of Marine Conservation Cambodia (MCC), said.

Ferber said the meetings between the residents of Koh Rung Sangleum and representatives of Fauna and Flora International (FFI) took place on Monday and Tuesday. He noted that the size of the land could be subject to change.

Toby Eastoe, project manager for FFI, confirmed that the meetings had taken place, and said his organisation was working with the Hong Kong-based investment company Lime Tree Capital on the development project. He said the size of the land for villagers and the details of the development project had yet to be finalised.

MCC, an ecotourism business based on the island, has criticised the restriction that could be imposed on the 92 families who stand to be affected by the project, saying it would constitute an unnecessary impingement on their rights.

“FFI, even with knowledge about the reduction of community land, seems happy to support a concessionaire that has created a master plan without any local consultation, regardless of the effects to the community,” Ferber said by email Thursday.

He said the restriction, which has yet to be approved by the Council for the Development of Cambodia (CDC), would leave “absolutely no room for the village to grow”.

But Eastoe defended FFI’s work with Lime Tree Capital, saying they were working together to mitigate the potential effects of the project on both the environment and the local community.

He said Lime Tree Capital was granted a concession with a 99-year-lease in mid-2008, and asked FFI later that year to act as environmental consultant for the development of the island.

He said he could not provide the size of the concession.

“Because the company who took this lease on is a responsible company, they asked us to come out and conduct a survey, which basically tells us what sort of flora and fauna are on the island,” he said, and added that FFI staff conducted their first survey on the island in early 2009.

The meetings held this week, he said, were intended to outline provisional village boundaries, though he noted that these boundaries were at the centre of ongoing discussions with the CDC.

“There is a master plan that is being talked about with the CDC, [but] they are still negotiating exclusion areas that won’t be developed,” he said.
CDC officials with knowledge of the Lime Tree Capital project could not be reached for comment this week.

Eastoe said he was “probably going to advise the company to expand the exclusion area” following his trip to the island this week, but emphasised that such decisions were not FFI’s to make.

“We’re advisers to Lime Tree. We can’t tell them what to do,” he said.

Lime Tree Capital could not be reached for comment.

Eastoe said Ferber may have personal reasons for raising concerns about the size of the exclusion area.

“The exclusion area at the moment probably scares Paul because his bungalows are outside the exclusion area and the company probably has a right to throw Paul off the island,” he said.

However, village chief Lay Thai said Wednesday that he, too, was concerned about the project and the proposed restriction.

He said a group of 50 villagers had attended this week’s meetings with FFI representatives, who he said told them to immediately stop cutting down trees and constructing buildings.

Like Ferber, Lay Thai said he was worried that the restriction would prevent the village from growing.

“The FFI officials pointed out the border of the land for us to live on, and they don’t allow the villagers to build new houses when their children want to live separately from their parents after they get married,” he said.

Eastoe, however, said FFI had taken the unusual step of working with a development company because it saw an opportunity to help reduce the environmental impact of rapid coastal development.

“This is a new thing for FFI – we usually work with the government – but there are a lot of new land concessions along the coast, and we’re worried that if someone doesn’t work with them, things will get out of hand,” he said.

“We want to make sure developers don’t just wipe everything out and build hotels.”

Ferber said that he would be happy to work with FFI and developers, so long as conservation projects do not harm the local community.

“If FFI want to set up a conservation project and support the community, they have my full support and cooperation,” he said.

International recognition for Cambodia’s Koh Rong

International business magazine Forbes has recognised three pristine Cambodian beaches – including Koh Rong – in its ranking of “Asia’s Best Beaches”.

On the list of the top 22 were O’Tres Beach in Sihanoukville, nearby Ream Beach in Prey Nop, and the sands of Koh Rong, an idyllic island just 30 minutes off the Cambodian coast which is being developed as the region’s first environmentally planned resort island.

Although largely unknown to international tourism, Cambodia’s 443 kilometre coastline is studded with ‘paradise’ islands bordering Thailand to the north and Vietnam to the south. It is being touted as the “next Asian Riviera” to rival Phuket and Koh Samui.

Tourism in Cambodia has developed strongly over the past decade, reaching 2.16 million last year, but by far the main attraction is Angkor Wat. Unlike neighbouring Thailand, where most tourism concentrates around beach resorts, a mere 7.7 per cent of Cambodia’s tourism is so far “coastal”. Visitors to Cambodia tend to combine Angkor Wat with a beach holiday elsewhere in Asia, overlooking the unspoiled beauty of the country’s undeveloped coast.

Development of the Koh Rong as “Asia’s first environmentally planned resort island” for high-end tourism is now gathering pace, and was featured by Property Report South East Asia in its July 2010 edition.

Behind the visionary plan is one of Cambodia’s largest business, property and infrastructure conglomerates, The Royal Group. Headed by prominent tycoons Kith Meng, The Royal Group has been granted a 99-year lease by the Cambodian government to develop the island.

A team of leading international consultants has started realising the vision – with a Master Plan nearing completion by MAP Architects of Hong Kong, in consultation with world renowned environmental and airport consultants Scott Wilson.

Leading international property firm CB Richard Ellis is advisor and sole agent driving the marketing campaign targeting international tourism infrastructure developers and operators. “The main focus is on developers with plans for exclusive, environmentally sensitive tourism projects,” said David Simister, Chairman, CB Richard Ellis Thailand and Indochina.

The Koh Rong archipelago is already setting the benchmark for luxury tourism off Cambodia’s coast. On a nearby island, Song Saa Resort is on schedule to open next year as Cambodia’s first international quality resort. The exclusive private island resort is being developed by Brocon Investment Co., Ltd. It comprises 14 one and two-bedroom residential villas, with facilities including a 5-star ‘over water’ restaurant and bar, swimming pool, spa & wellness centre, yoga & meditation centre and water sports centre.

International investors snapped-up the villas at Song Saa ahead of completion, and Simister said: “Song Saa is the first project to target foreign buyers and its runaway success indicates the interest in this area. The Koh Rong story is similar to that of Samui and Phuket 20 years ago. It is one of the last undiscovered paradises in South East Asia.”

Rory Hunter, Chairman of Brocon Investment Co., Ltd. said: “The launch of Song Saa Island Resort has put Cambodia on the global map and paves the way for future developments in the area.”

Bart Kluskens, a conservation adviser for Song Saa Resort and a member of the panel consulted for the Forbes list, said: “The further you go from the mainland, the more and more beautiful the beaches are.”

I read this articles too. I wonder if Forbes talks about Koh Rong Saloem instead ? But Koh Rong look like KRS and even more beautiful. So if Forbes appreciates KRS, it will be the same for KR :)

:lol: :rofl: :lol: Sorry, can't help myself. I recently had a nice long talk with a friend who is a World Bank staff in Vientianne, and I said the same thing about a proposal in Vietnam. But he replied that it applies to almost all proposals anywhere in SouthEast Asia, and it makes working in this region very exciting!

MINISTER of Tourism Thong Kong told investors developing the islands off Sihanoukville to proceed with construction or forfeit their permits.

Speaking at a ministry workshop in Phnom Penh yesterday, he said: “We will request the government to cancel licences if we find that any of these important islands are left undeveloped.”

The minister, who did not call out any particular companies during his speech, said the islands held great potential as a tourism attraction and could assist in developing the Kingdom’s economy.

“If development on the islands can be carried out, I think it will attract many foreign tourists to come, and to stay longer,” Thong Khon said.

Statistics from the Council for the Development of Cambodia showed that approximately 20 island development schemes have been approved, but that plans are presently being implemented by only four developers. Some of the remaining 16 projects are being studied, and some have been left undeveloped.

CDC deputy secretary general Duy Thov said development could be a long process for investors.

“We support the desire to develop the coastal islands, but we do not expect real development activities soon, as there are many steps for developers before construction can begin,” he said.

Snake Island, Rong Island, Aun Island, and Bong Island were under development, and other islands granted approval were awaiting the start of construction.

Meanwhile, Daek Koul Island, located on the coast of Preah Sihanouk province, is finished and beginning to receive visitors, according to Duy Thov.

An official from Sea Snake Investment Group, which developed Daek Koul Island, said companies generally required about four years to plan and construct developments offshore.

“We cannot build on an island in a shorter time than this because, unlike places in the mainland, islands lack infrastructure connections,” Sea Snake Investment representative Saut Dy said.

Daek Koul Island was redeveloped in 2008 with the construction of a 12-room hotel, a restaurant, swimming pool, and fishing facilites. It receives between 10 and 15 tourists daily during high season.

Meanwhile, the Kingdom has continued to proffer development rights to its offshore islands.

Private developers received rights to four islands in Koh Kong province, including Torteung Island, Chhann Island, Puthsar Island, and Samith Island in July.

The Island of Koh Tang will be develop into a new tourist destination! The Monarch company will develop it from 2010-2025! Estimated cost is 1.2 billion dollars! Also plan to build a casino called the Angkor Wat Royal Dragon!

Yes, the island is beautiful. Water is shallow, clear and hot. Water is turquoise, sometimes green emerauld. Ideal for swimming. Really :)

Talking about Cambodian islands, I've been to only Bamboo Island. Hope those resort projects can be finished soon. Wish I could enjoy my holiday there... will enjoy without swimming bcos cant swim :lol:

There are virgin jungle with coconuts, waterfall, river, ...
But don't worry you can swim because the water is very shallow. There is no big waves. No risk to flow, even for childrens can play if parents are near :)

^^I found a picture of the Shark Island but I can't used the codes because the site won't let me! This Island is newly discovered! It probably don't have a beach but the picture looks like an Islet rather than a beach Island! TALK ABOUT VISIBILITY IN SHARK ISLAND IS NOT EVEN A QUESTION! The water is more clearer than Koh Rong's most famous beach!! :lol:

B/c i will go from Bangkok to Koh Kong via Trat.
I asked Sorya transport,they said that they don't have bus direct from Koh Kong to Sihanouk,just have KohKong-Phnom Penh-Sihanouk,it's too far,i dont' have much time. In Koh Kong,i don't know how go direct to Sihanouk so i have to stay in Koh Kong.

PHNOM PENH, May 31 (Xinhua) -- Club of the World's Most Beautiful Bays has officially recognized Cambodia's coastal areas as its member, the minister of tourism, Thong Khon confirmed Tuesday.

The recognition was made after Cambodia's proposal in May last year.

"With the club's recognition, we have optimism that our clean and well-preserved beaches will attract more foreign tourists,"he said, adding"it will also be an impetus to encourage more investors to the areas."

Cambodia's coastline is stretching in the length of 450 km in four provinces of Koh Kong, Sihanoukville, Kampot and Kep.

It is the country's second most popular destination for tourists after Siem Reap's Angkor Wat temple, the world heritage site.

The club was established in March 1997, in Berlin, Germany. Including Cambodia, it has 27 countries as member with 33 bays to be recognized as the most beautiful bays in the world, said the minister.

According to the club's criteria, to be listed as the world's most beautiful bay, a bay must be under protection project with a wildlife and flora area. Also, it must be recognized by both local and regional level, and it must possess at least two features recognized by UNESCO in the cultural or natural assets categories.

Tourism industry is one of the main four pillars supporting Cambodian economy. In 2010, the sector received 2.5 million foreign tourists generating the total revenue of 1.75 billion U.S. dollars

The width of these beaches are very short. I don't think that these beaches will ever be a mega hot spot for tourist or even major development.

(CNN) – You're starting your holiday and you get on a chartered plane that brings you to a private island. Then you check into your private villa with an endless view of the ocean. If you choose, your only visitor can be the gourmet chef who comes over to cook your meals every day. This is not the Seychelles. This is Cambodia.

That's the vision Rory and Melita Hunter have for anyone dreaming of the ultimate luxury experience. They plan to open Song Saa resort on December 31. It will be the first luxury resort on a private island in Cambodia.

The construction of 27 one- and two-bedroom villas are near completion. They will cost upwards of $2,000 per night.

"In many respects, it's an out of body experience," says Rory Hunter, referring to the ongoing construction. "You dream about something for a long time and you plan for it for such a long time."

The Hunters' story goes back six years.

Rory is a former advertising executive and Melita is a former set designer. Originally from Australia, they came to Phnom Penh and set up a business renovating old French colonial apartments and leasing them to expats. They never planned to become developers until they stumbled upon two small islands in southern Cambodia while on an excursion. The islands are called Song Saa which means "Sweethearts" in Khmer.

They bought the local land rights to the islands for $15,000 from two families living there. The Hunters knew they didn't really "own" the islands because in Cambodia, foreigners are not able to own land outright. They negotiated with the Cambodian government to lease the islands for 99 years.

The Hunters then started their plan of developing a high-end villa resort. They put in $370,000 of their own money as seed capital. They've since raised several rounds of financing from mainly European investors for this $21 million project.

The offer

In order to raise capital and lay the foundation for future revenue, the Hunters put the villas on the market. They are priced between $600,000 to $1.75 million. Owners are allowed to use the villa for one month every year and must make it available for rental the rest of the year. The owners are promised an 8% return of the purchase price for five years and then 50% of revenues after that.

They've pre-sold the majority of the villas to investors including Dare Koslow of Hong Kong. He saw a magazine ad for the villas and started to research the project. He acknowledges he's not the savviest of investors. "Whenever I invest in a financial instrument like stocks, I always lose, but with real estate, I'm quite successful. I liked the idea it was a tangible asset," Koslow says.

Risk factor

Cambodia is in the early stages of developing a legal framework for real estate and investment law.

"We are still an emerging economy," says Bretton Sciaroni, an American legal adviser and business consultant based in Phnom Penh. "We still have a long way to go. The Cambodian government is dedicated to building a modern economy with modern laws... but just getting laws down doesn't mean the laws are being implemented."

The government is pro-business. Foreigners can own 100% of their business in Cambodia and there are no capital controls on money coming into or leaving the country. The government has also recently passed a law allowing foreigners to own 100% of an apartment as long as it's above the ground floor.

The reality remains: there's a high level of risk for investors in any developing country.

"They're right to be concerned. In any property transaction anywhere in the world, due diligence is such an important component," says Rory Hunter. "The first thing we always say to potential investors is, 'Here's the documentation. Get your lawyers to review it independently.' "

Will wealthy guests come?

The big gamble is whether there is a customer base for a resort like Song Saa . Will the wealthy client want to come to a country where 28% of the population lives on a dollar a day. That's why tourism in Cambodia has been a budget traveler's dream. (A tourist can easily get by on less than $10 a day for meals and tuk tuk rides in Phnom Penh).

This is the gamble the Hunters are taking. They're making a bet - global downturn or not - that there will always be a segment of the wealthy who are rich enough and adventurous enough to spend $2,000 per night in an unproven country.

"Travelers who are looking for a sense of adventure and a story, Cambodia is a pretty great place to go," says Hunter.

That's all it's going to be used for, and the flights will be very expensive. I work near Phnom Penh International Airport and even that gets very few flights.

You don't need these things. Lots of private islands don't have that, but they can be rented for $2000 to $3000 or more a night. All we need is what the super-riches need - super privacy in a super comfortable accommodation setting, whereas every else is secondary.

By the way, what are the Catch 1 to 21?

Super riches don't go on vacation with a troop of people. They need their super privacy. You can google and check out how mant there are out there.

Sorry, I have a long way to go before I know know how super-riches behaves. I am not interest to go to a remote island alone even if it is free.
