Need more info. on different IC clusters:

Which are the best (and why).
Which are the worst (and why).
Which clusters are still not delevered.

Did they open any fast food shop (Pizza Hut, McDonalds, KFC, etc) in the Dragon Mart or elsewhere in IC.
What about grocery, any supermarkets nearby?

Is the smell from sewerage plant still there?
What about the rodents?

If Nakheel has handed all buildings over than Vista Real Estate is telling me more lies! I paid in full plus all fees in December and still am awaiting keys and handover. Agent keeps blaming Nakheel and the builing owner. Im washing my hands of it and have decided to sell IC and buy elsewhere in Dubai that will be more saleable in the long term. IE JV or JLT

Dubai: Nakheel has launched Emirates, the tenth and final precinct to be added to the existing nine precincts that make up the Residential District of International City.

Construction on the Emirates Precinct began early this year, with completion scheduled for the third quarter of 2009. Emirates will feature 856 studios and 756 one-bedroom units. In addition to the residential units, 52 units will be handed for commercial use.

Vinello, i have a studio in Aljawzaa. All I know is that construction has started albeit it is delayed after nakheel moved the plot. Planned completion date is dec 2008. I get regular update pics of construction site but I delete them because not much to see except for construction workers. You can email lamia.abougendia@tameer.net who will send you these updates. I have no idea where he plot is in IC3 so if you get more info let me know.

I have now heard from two sources about the relocation of the sewage plant, but have read nothing about it. Can someone confirm this? Apparently plans exist on what is to be developed on that site.

There's nowhere to shop, say International City residents


Dubai: Residents of International City are upset by the lack of shops and medical services in the area.

This comes after Gulf News reported last week that residents complained about the traffic and access problems, the lack of signage and the smell of waste water from the nearby Al Aweer sewage plant.

Other issues raised by International City residents in recent days are the lack of shops and facilities.

British-Egyptian A.H. moved to the Spain cluster last month: "My local supermarket is really expensive. I think they know that we can't go anywhere else and there's no competition nearby."

"Things like doctors, forget about it. There are no doctors here," he said.

Local business owner A.S., an Iranian, called an ambulance after his friend had a domestic accident.

"I had to call the emergency services after my friend had an accident, because there's no immediate medical assistance in the area. There aren't even any pharmacies."

Filipino resident W.T. said he leaves International City to do his shopping, because "it's too expensive to buy inside the development".

Another issue still proving to be a bone of contention for residents is the traffic situation.

J.H. a secretary from the UK, said: "Big trucks pull up on the side of the road by the main entrance, making cars drive across two lanes to get in, it's very dangerous.

"I want to know whey there's only one lane leading to the main part of International City."

A spokesperson at the Dubai Roads and Transport Authority (RTA) said road development projects in the area surrounding International City are on the cards and there will be more roads linking the area with Emirates Road and the Dubai Bypass Road.

Gulf News also received more complaints about the smell. W.T., a Filipino, has been living in International City's Spain cluster for the past three months.

"My daughter is two years old and is supposed to be coming to live with me soon.

"However, I feel it's not healthy to let a two-year-old live in this place, it smells. I was told I would enjoy the community lifestyle, but I don't see anything like that here."

A Dubai Municipality official said there are plans to move the sewage treatment plant, which is currently in Al Aweer. But he did not say when.

Developer's Response

Nakheel, the real estate arm of Dubai World, has commenced construction work on Lake District, a 26-acre residential community, with sales starting next week.

"Construction has already commenced and will continue in five phases. The estimated completion date is the fourth quarter of 2010," a Nakheel spokesperson told Emirates Business.

The project, which is one of the districts of International City, will house 34 buildings with Al Warsan Lake.

The other districts are Dragon Mart Complex, Central District and Forbidden City near Emirates Road.

Shadid Engineering Consultants are the architects for the project, which will comprise one-, two- and three-bedroom apartments and some penthouses.

"All buildings will have underground parking and a dedicated internal road system to allow quick and easy access to each building. Each building will have access to a range of amenities, including gym facilities, swimming pools and recreational areas."

Nakheel had earlier announced the launch of the first phase of Veneto, a residential district in Waterfront. It will comprise 1,400 villas and townhouses, and 1,200 low-rise apartments to accommodate 14,000 people. "Groundwork has begin on the first phase, with the handover for villas expected in 2009," the spokesperson said. The company is expected to begin sales for Canal District soon and plans to launch the Badrah phase by end of this month.

In March, Nakheel had revealed the masterplan for Waterfront City, which will be the centrepiece of the development. Covering a land area of more than 330 hectares, Waterfront City consists of a central island surrounded by four neighbouring districts – the Boulevard, Madinat Al Soor, the Resort and the Marina.

I agree this is a nice project, looks well organized. Unfortunately prices bite there and that to my mind significantly diminishes its potential to lure investors. I compared the prices and decided to throw some extra cash and get JLT apartment rather than IC.

All of you who have a studio in "Persia" in International City and are renting it out, would you mind telling me how much rental you are getting for it. I had been renting mine out on a monthly basis as the tenants were not sure how long they would need to rent for, but they have since moved out and the company who was dealing with the rentals has now got someone renting for a year, but unfortunately the rental is considerably less now. I did expect not to get as much when renting long-term but didn't think it would be quite as low. I just want to make sure it is a fair rate I am getting. The studio is unfurnished but it is in N1 so it is right on the outside so not completely surrounded by other buildings. So is in a good position. Would appreciate any info and what others are renting theirs out for.

Two-week sewage flood hits International City

Dubai: Sewage has flooded an International City residential area for two weeks in a row.

An entire car park, roads and pavements are now submerged under the stinking sewage, which is still bubbling up from the drains on Wednesday morning.

The sewage is now just a metre from the entrances of some residential buildings in England cluster, near one of the main roads.

The car park is also flooded with the sewage.

Motorists have no choice but to drive through the pools and around the hazard caused by tankers that are working to pump out the water.

The unbearable smell in the heat of summer is attracting many flies, particularly as most of the flood is still static over the sandy areas next to buildings.

..................Residents have previously told Gulf News they are unable to escape from the stench of the sewage, and although they keep their windows shut during the summer months, the smell comes in through the air-conditioning system.

This is not the first spill to plague the area. The weekend of June 20 saw a large spill, which forced motorists off the road, as reported in Gulf News. The spill was preceded by a smaller flood on the weekend of June 6. Residents had previously complained about the smell of sewage on one of the main roads as far back as May.

International City currently has approximately 60,000 residents.

Finally landscaping is underway in full swing....:) Any idea about what is happening with the official road opening up? they kind of made a temporary one last month behind the epco where the real one should be.
Any news on the Forbidden city there is some digging work going on there now.
And it seems that the main roundabout is being removed as they r bilding a road right through it. So probably they will sell the plots (the former round about).

....sorry about going off subject here but not sure where to poat this question??? I am selling my studio in International City and needed a power of attorney letter for the agent in Dubai to do all the legal work on my behalf. I have got the power of attorney letter stamped by a Notory and he has told me i need to send it to the FCO in London to be stamped and legalised, then I send it to Dubai so that thye can act on my behalf. I have also heard that it needs to go to the UAE Embassy to be stamed also but the solicitor says he doesn't think it needs to be stamped by both the FCO and the Embassy. I have heard from others on this forum that they got theirs stamped at both places. I eed this as a matter of urgency but my solicitor says it probably will take around 3 weeks for the FCO to return it to me. My other option is to go down in person to London, but would mean a flight down from Scotland. So does anyone know if the FCO office is central or what airport would be easiest for me to fly to(sorry don't know London at all) and if it has to be stamped by both places, does anyone know if the UAE Embassy and the FCO offices are near each other?
Has anyone else from the UK had to get a power of attorney letter here so that they could sell their property in Dubai? I look forward to your reply.

Anyone know when they plan to make a real entrance to the area? Currently about 85% of residents seem to drive through the garage to get to the slip road and the other 15% through Dragon Mart on a zig road with lots of speed bumps. Somehow I don't understand this... they make an entire area with so many buildings and then don't make a road leading into the area.

My studio in england has not yet been registered with the Lands Dept by Nakheel. So I've been unable to sell it for the past 4 months (even though prices maybe moving up) because Nakheel has frozen the transfers of International City?

Anyone else stuck like me?

me and many bought shops in international city , and no one wants to buy them even uder cost price or rent it cheaper than a wharehouse rent in satwa . there are like thousands of empty shops in international city , what will happen to us , is it possibl they allow shops to be converted into apartments ? . it takes years to take a licence from jafza . so no one can start a shop .

Sultan bin Sulayem, chairman of Dubai World, has said villa sales in Dubai are beginning to slow as it becomes more difficult to secure housing finance in the emirate.
"We started selling property in Forbidden City recently. We usually sell over 100 villas a day but now we are selling about 30 a day," said Sulayem, speaking to an audience of bankers in Dubai on 30 October.

"This indicates that it is not speculative buyers any more, it is end users buying the units, so for me it is ok."

He said he was not expecting to see real estate prices in Dubai decrease, and pointed to the recent sales of villas on Palm Jumeira facing the Atlantis hotel as evidence that appetite for Dubai real estate remained strong.

"I don't see a reduction in prices," he said. "The appetite is there, it is just the financing that is not."

Forbidden City is a 4,000 unit development by Nakheel, a subsidiary of Dubai World, within the International City real estate project.

I tried to purchase a 1 BR, I would have if the banks supported even at a higher price. But the Regn problem of Intl City with Lands dept kept all financiers away & finally I purchased a 1 BR in DSO.

Dubai should apply for the Guinness Book of World Records for the longest queue of tankers/vehicles in the world. However it's very beautiful to see the shimmerring yellow lights all over the desert behind Sewerage plant. Media should hire a helicopter during night and report with photos.

I'm not approving it, I can only understand that these drivers are very frustrating. It is not the drivers fault of mismanagement. The goverment is doing too less to find solutions. They rather look only at their prestigious projects than trying to find solutions for the lower incomes. We all know how the workers are getting abused here in one way or the other. No hard feelings Patriote but it is a fact!

Dubai: Construction of a new affordable housing cluster, Forbidden City, has started at International City, a top official said.

Dubai's master developer Nakheel last month unveiled Forbidden City in International City.

Inspired by the legendary Royal Court Palace of Imperial China, Forbidden City will be a residential neighbourhood offering its own extensive community facilities, enhanced by the range of retail and leisure offerings at International City and Dragon Mart.

Gammon and Billimoria has been awarded the construction contract of the project's first phase.

Forbidden City will be home to 4,000 low-rise studio, one- and two-bedroom apartments.

At the heart of the development will be a landscaped vista leading to an ornate grand mosque, the spiritual centrepiece of the community.

Work on the development started last April and final completion is expected in April 2011.

The price of a studio flat is about Dh730,000, while one-bedroom apartments start at Dh950,000 and a two-bedroom apartment starts at Dh1.4 million.

"This is about 20 per cent higher than the prices at International City," Rashid Obaid Al Helli, general manager of Nakheel's International City, told Gulf News.

"The contractor has already carried out 10 per cent of the works. They are about to start working on the superstructure. The overall project will be completed in four phases."

Prices

Prices at the Forbidden City is around Dh1,300 per square foot, which Al Helli said is still below the market price.

"Although the real estate market is not booming, it is still in good shape. Prices are coming to a more realistic level and becoming attractive to real buyers. At the Forbidden City there is still room for profits," he said.

"Having said that, the days of making overnight profits have gone. At Forbidden City we have seen some good response. About 40 per cent of the project has been sold out."

He said a buyer is forbidden to purchase more than three properties. "This is to eliminate the speculators and help the end-users to enter the market," he said.

Driver

"Real estate is driving our economy. There is panic in the market as buyers are becoming more mature, sophisticated and knowledgeable. They are more cautious.

"The chain of profit/premium cycle has shrunk. Small developers and brokers will disappear from the market, leaving more room for credible and stable players.

"However, this is a good time to buy."

He said Nakheel will retain some rental units in the project.

we all know this is true. the government is pandering to all the wealthy new expats and "investors" coming to city due to these prestigious projects... while really putting the concerns of lower income workers way down on their priority list.

I don't think so, what does a typical USA/Brazil/India/Australia building look like? They are mostly influenced by other, mostly european, countries and don't have something very special about them and that's what International City aims to rebuild.

Absolutely right luv2bebrown. Those drivers stuck in this endless queue have to be in the most frustrating position of any worker in this country. There is absolutely no maintenance of public areas and it seems nakheel has just evacuated and left everyone to fend for themselves.

Luckily the central district buildings have their own maintenance, but still half finished side walks and overgrown greenery is no pretty sight.

I think there is little or no hope now that nakheel will finish off the project. And I agree that IC will or even has become a council estate. The only chance to reverse the trend is to finish off the place and enforce the community rules which now seems hopeless.

The way forward is to form a residents association which can appoint an independent contractor to undertake the maintenance, in view of the current contractor's failure to do so. The residents can contribute towards the cost of maintenance by making monthly/quarterly payments into a pool fund which will be subject to yearly audit by an independent accountancy firm, with any under/over payments to be adjusted for in the next year's charges.

For the avoidance of doubt and unnecessary litigation, I suspect that a legal opinion may be necessary. Initially, at least, it may be worth taking legal action against Nakheel for their failure to perform.

All I know is what I have seen. Over the past 8 months they have removed all but one crane from the forbidden city plot. There used to be about 10 cranes. And about twice or three times a week for the past few months there has been a mobile crane moving stuff around. No real progress or activity for the past year and a half.

Did anyone enter into a rental guarantee with Minc Property in relation to apartments at International City?

I am having serious trouble receiving my rental payments and I am being fed excuse after excuse. They seem totally unprofessional and their excuses range from cheque signaturees being sick for months, being on vacation and the latest excuse is they have just discovered that a member of staff has being lining his own pockets and has defrauded the company of its cashflow.

I do not believe any of these excuses but would like to know if anyone else is being fed the same crap and if there is anything we can do about it??

I drove through international city for the first time today and was shocked. A total disaster and no maintenance etc. Does anyone seriously pay Nakheel a management fee for keeping the place like a slum !! Will Palm Jumeirah turn into an upmarket slum in the years to come??? Price of apartments in International City are at their lowest as property owners are selling at prices below the launch price.

While studios were sold for Dh220,000 and one-beds for Dh320,000 at the time of launch, property owners are now offering the units at a discount ranging from 10 to 15 per cent, according to data analysed by Emirates 24|7.

The current asking price for studios is between Dh190,000 and Dh210,000, while one beds are available for Dh290,000 to Dh310,000. As for the furnished apartments, owners seek an additional Dh15,000 to Dh20,000.

In 2008, the average sale price touched a high of Dh870 per square feet, declining to Dh600 per sq ft in 2009 and now hovering at Dh400 per sq ft this year.

According to Nakheel’s website, International City project was launched in July 2002 and consisted of a residential district and a central district.

The residential district spreads over an area of 300 hectares and consists of 387 buildings.

It will house a total of 27,437 units, made up of 22,235 residential units (44.5 square metre studio and 66.5 sq m one bed) and 5,202 retail units, while the central district covers an area of 21 hectares and consists of 34 plots.

Dubai-based Harbor Real Estate estimates that less than 60 per cent of the 27,000 odd units that came on stream in 2007, 2008 and 2009 have been occupied-to-date.

Reasons for the low occupancy rate are lack of proximity to central Dubai, shops, restaurants and other amenities are being occupied slower than expected due to lengthy licensing processes and negative publicity related to parking issues, poor signage, lack of on-site facilities.

Harbor, however, expects to see a reversal in these factors, citing that most of the issues are being addressed and resolved.

Although not many banks are providing mortgage for properties in International City, agents say mortgage availability is handled on a case-by-case basis depending on the profile of the applicant.

Residents of a Tameer-developed building in International City are embroiled in a service charge row — they risk having essential utility services disconnected owing to a few owners playing truant on service fee payments. Owners in Al Dana 1 claim to have received mail from BCS Strata Management Services, a strata management company hired by Tameer, warning them to make outstanding payments or face disconnection.

"While all possible options are currently being investigated, common services currently maintained by third-party providers such as pool, landscaping and elevator maintenance are likely to be suspended in the future due to non-payment issues, inconveniencing not only those owners defaulting on payments but unfortunately even those who have made regular contributions, as well as tenants currently renting units in the project," says Federico Tauber, president, Tameer.

However, strata experts explain that it is not legal to disconnect the whole building because a small number of residents are in arrears with their utility costs. "It would be permissible to disconnect [services to] individuals who are in arrears, after giving adequate notice - such as two reminders - and those more than a month behind [on payments]," suggests Graham Yeates, head of strata management, Cluttons. Concurring with him, Adrian Quinn, chairman, Essential Community Management, says: "It is illegal to disconnect any essential service to residents. The only item that is not an essential service is district cooling, which is supplied via a supply agreement, and they have the right to disconnect if residents do not pay their chilled water charges. If it's disconnected, it would normally be done by the district cooling company whose supply agreement allows disconnection for non-payment of chilled water costs."

Requesting anonymity, an owner in Al Dana 1 says: "I am concerned because we live on the 9th floor and this could affect fire alarms and the sprinkler systems. I am also concerned because I am 65 years old and climbing stairs would be impossible."

According to the developer, 40 per cent of owners in Al Dana 1 have overdue service charges for the past 12 to 24 months. "With regards to serving notices, Tameer and BCS have formally notified defaulting owners on several separate instances as to the consequences of unpaid fees. While services have not been discontinued to date, payment of third-party service and utility providers requires considerable funding that owners are obligated to contribute. While Tameer has been honouring these payments to date, the continuation of funding is unsustainable," Tauber observes.

As per the Jointly Owned Property Law, only licensed owners' association (OA) managers are allowed to manage interim OAs prior to and after they are registered with Rera (Real Estate Regulatory Agency). Tameer has appointed BCS to oversee the day-to-day management of Al Dana 1, contracts and financials, as well as offer advisory and educational services to the interim OA Board (IOAB). "BCS' current responsibilities include administrative, secretarial and treasury services, as well as interaction with the IOAB in the management of day-to-day operations. People need to understand that they are now part of a defined community who have elected to live together in a building which they jointly own. The developer's role has ended," the Tameer executive adds.

According to Peter Crogan, CEO, BCS: "At all times, we act under the direction of Tameer and it is the developer who has made the decision to restrict services to try and encourage payment of many long outstanding debts."

Fines, a deterrent

Interim committees have the power to put pressure on owners whose service fees are in arrears. "There is no buffer in the event of slow payers. The OA will not be able to meet its expenses and service providers will decline to work. Community liabilities must be met from existing reserves. OAs should impose the maximum penalties, starting with 20 per cent discount if paid by the due date. Normally, that means 30 days after the issuance of the approved service charge invoice. Additional penalties will be imposed at the maximum rate allowed by Rera," explains Graham Yeates, head of strata management, Cluttons. If an owner continues to ignore breach notices, eventually the unit can be put up for auction after Rera has approved the process to have the courts put up a ‘sale of the unit' notice on the defaulter's property.

No idea about the shop selling price, but most of the shops are still with prescott, they are mostly suitable for large showroom / restaurants / supermarkets,
There’s a heavy correction in the price, cud be the rite time to invest.

The first thing that hits you is the overpowering stench.

Accumulated pools of water and the surrounding muddy embankments in the parking lot, along with similar conditions at the nearby roundabout is a regular sight for residents and proprietors of the Greece cluster in International City – Nakheel’s sprawling residential and commercial district that provides affordable accommodation for Dubai’s many denizens.

Many inhabitants of the area simply shrug when questioned as to how are they living when surrounded by such unhygienic conditions, which is fast becoming a breeding ground for mosquitoes and rats.

“We are enduring such conditions for months now; it’s just a nuisance that has blended into the background like white noise,” said a tenant of K-10, a residential block in the Greece cluster. “We simply keep the doors and windows closed at all times so only a faint whiff of the bad odour seeps into the house.”

A Nakheel spokesperson tells Emirates24|7: “The minor floods that are happening at K-12 and M-01 parking areas is due to lake water seepage and it has been resolved by means of deploying dewatering pumps. The areas are now dried and being utilised.”

However, a trip down to the said K-12 lot (see pictures) tells a different story. Pools of water are still causing problems for commercial enterprises, along with residents who have to wade through the water to reach their work premises and home.

Water worries

Some neighbouring residents suggest it’s a possible sewage overflow from the drains, while others theorise its illegal water waste being dumped in the nearby lake that is overflowing into the residential complex areas.

Saleem, a driver with nearby Al Fareej Cafeteria said: “This problem is all over International City. No one really understands where all this water is originating from, but some days it’s difficult to find parking in a dry spot so we are forced to walk through the dirty water.”

The accompanying pictures clearly show that dewatering pumps have been deployed in the area, but the problem is hardly drying up fast enough for the area inhabitants.

Jagged holes in the parking lot tarmac sees water flow into the ground, but one resident says that when the hole fills up, the same water pours back out.

“We have given up hoping for a solution to this problem,” said another resident in K-9. “I guess you can’t have it all, cheap rent and clean conditions.”

Nakheel, the Dubai developer restructuring $10.8bn in debt, is offering up to two months rent-free in units in lower-priced developments in a bid to attract tenants.

The government-owned company is offering new tenants free periods on leases in Discovery Gardens and International City, where rents start from AED25,650 and AED17,100 a year.

A spokesperson for Nakheel said the offer had been “well-received” but declined to specify how many apartments have been leased under the scheme.

Rents have more than halved in Nakheel's International City development

Rents in the International City area of Dubai have slipped below AED15,000 a year for the first time, as prices in Dubai’s battered property market continue to fall.

Several studios in the Nakheel development are available for as little as AED14,000 a year, although most landlords require potential tenants to pay the full amount in a single cheque.

A series of studios measuring 455 sq ft in size are listed in many of the development’s clusters, including England, China, Italy and Greece.

The prices are more than 50 percent lower than the AED30,000-35,000 bracket recommended in RERA’s first Dubai rental index, published in October 2009.

DUBAI: International City residents are at their wit's end over pools of water fouling up roads, taps running dry for days on end and broken tiles coming off walls and floors.

"It used to be that every winter we had flooding, and the smell was awful," said Nancy, an Iranian-Canadian resident who owns a unit in the Morocco cluster. "Now it's there even in summer."

The Owners Association General Fund covers expenditure required for the daily running and general maintenance of your building by the Owners Association. This includes all repairs and maintenance to buildings, plant and equipment, electrical, plumbing and lifts. It also includes the cost of cleaning and maintaining all common area corridors, foyers, stairwells and other common areas, building security, as well as admin istrative costs such as the building and common area insurance premiums, auditor’s fee, management fees, utility costs and other miscellaneous expenses.

Reserve Fund

The Owners Association Reserve Fund is to be used to meet planned long-term major maintenance or the required capital expenditure of your building. There is a need for the maintenance and/or replacement of all common areas and facilities including painting, roof repair and replacement, lift and foyer refurbishment, replacement of all plants, equipments and general utilities, as they become required. The contributions towards the Reserve Fund are put towards forecasted future expenditures.


The Master Community Service Charge is for the management and maintenance of the International City Master Community areas. That includes but not limited to community fire protection systems, security, management and maintenance of utilities networks and infrastructure such as roads, pathways and crossings and amenities. It also covers landscaping, waste management and community cleaning and pest control. There is a provision for management fees in the Master Community Service Charge

Dubai developer Nakheel has signed a lease agreement with international supermarket chain Geant Hypermarket for a 10,000 sq m space in Dubai’s Dragon Mart Phase II.

Adnan Hegrat, managing director Nakheel Retail, said: “We are delighted to welcome Geant as a flagship addition to Dragon Mart, where 60 per cent of the leasable area has been booked and paid for.

"Today’s signing is our third new leasing agreement with Geant, who recently took space space at our Discovery Pavillion and Jumeirah Park Pavillion developments in addition to its huge store at Ibn Battuta Mall.

"Geant will undoubtedly be a big draw for Dragon Mart customers and visitors, and we look forward to a long and successful partnership with this internationally-renowned supermarket chain,” he said.

Mohammad Ashfaq, Geant Group head, business developments, described the new partnership as “a win-win situation for both Geant and Nakheel.
