Japan gives Cambodia US$131m for Mekong bridge

Japan signed an agreement yesterday to provide a US$131 million grant to Cambodia to build what will be the longest bridge across the Mekong River and a major link in a regional transport network.

Construction of the bridge over the Mekong, at the town of Neak Leoung, southeast of the Cambodian capital, Phnom Penh, is expected to begin soon and should be completed by 2015.

“It’s to contribute to the transfer of people and goods for Cambodia and all the Mekong region,” Japanese Ambassador to Cambodia Masafumi Kuroki told reporters at the signing ceremony.

Cambodia is still rebuilding its infrastructure with the help of foreign aid donors, after decades of war and turmoil that ended in the 1990s.

Travelers now have to use a ferry to cross the river at Neak Leoung, a major bottleneck on the main road between Phnom Penh and Vietnam.

Cambodian Foreign Minister Hor Namhong said the bridge would facilitate the transport of goods and people between Singapore, Malaysia, Thailand, Vietnam and China.

“This bridge is very important, not only for Cambodia, but also for all countries in the Mekong region,” the minister said.

Japan took the lead at an aid donors conference this month when Cambodia was promised a total of US$1.1 billion in aid for this year, more than the government had been expecting, to support a goal of 6 percent economic growth for the year.

I think so too. By the way, according to the drawing that you have (pretty nice), the bridge location is not at the ferry location, am I right? It looks like a bit further south of that. It bypasses the town of Neak Loeung.

If this is true, I think the Japanese have done a good job researching. This way, people living there still have their business. The people that run the ferry can be still in business, but serve foot passengers only who don't want to travel far south for just wanting to shop on the other side of the Mekong. The town will get bigger and attract more people to visit. Dinner on the boat cruising around and under the bridge will be awesome. Good idea indeed.

Even if PM would not support, I don't think it is possible because it would need more lands on the Phnom Penh along the river banks. These lands are more expensive and more useful if parks or commercial buildings are built. Plus, it would look very ugly to those areas.

But, I would say that they should two bridges of this kind connect Arey khsat over the upper Mekong (from Chrouy Chongwa) and the lower Mekong connecting national road #1 somewhere.

A new Chrouy Chongwa bridge is on the drawing board. It will run pararellel with the current bridge. It will be like the Moniwong Bridge with one-way traffic.

By the way, the Neak Loeun Bridge faced a major obstacle during the negotiation with the Japanese. The concern was with the potential forced evictions that would result from the bridge construction. The opposition MPs went so far as to say that the Japanese cancelled the plan as a result of the potential forced evictions.

A CAMBODIAN delegation will travel to Japan in November to select a construction company to build the Neak Loeung Bridge, on which work is to begin early next year, according to a government official.

“Cambodian representatives are going to submit a tender to select a construction company in November, and we hope that we will start construction in early 2011,” Kim Borey, Ministry of Public Works and Transportation director general, said yesterday.

Neak Loeung Bridge in Kandal province is slated to be the longest and most expensive bridge in Cambodia on its completion, scheduled for 2015.

The Kingdom received US$131 million in Official Development Assistance grant aid from Japan on June 23 at a ceremony attended by Ministry of Foreign Affairs Hor Namhong and Japanese Ambassador to Cambodia Kuroki Masafumi.

The ministry also signed a memorandum of understanding on August 18 with Chodai Company and Oriental Consultant Company to serve as technical advisers on the project, he said.

The bridge will span the Mekong River between Phnom Penh and the Vietnamese border, which is presently crossed via ferries.

I think partially it is because of money. Also, lack of vision is another problem that Cambodia officials have. Maybe they have bad advisors from other countries. Right now, Cambodia is a short term market place. Go in and go out fast, no need to think long term. I hope some Cambodians here don't get offended.

Mekong bridge to break ground

Travellers cross the Mekong River by way of the Neak Leung ferry in April 2009. Officials say a new bridge will replace the ferry by 2015.Prime Minister Hun Sen announced today that construction of the long-awaited Neak Leung bridge will start next month.

The construction of the bridge is being funded by the Japanese government and is expected to cost US$131 million.

The two-kilometre bridge will span the Mekong River between Kandal and Prey Veng provinces along National Road 1, which connects Phnom Penh with the Vietnamese border.

“The Neak Leung bridge is the longest, biggest and most difficult to build,” Hun Sen said today, speaking at an inauguration ceremony for a new building at the Kampong Cham provincial hospital.

Japanese Ambassador Masafumi Kuroki will preside over the groundbreaking ceremony for the construction of the bridge on February 12, Hun Sen added.

While China has provided billions of dollars worth of loans and investment for infrastructure projects in recent years, Japan remains the Kingdom’s largest foreign aid donor, drawing praise from Hun Sen today.

“Japan is still the leading country in providing grant aid, equalling roughly US$130 million per year,” Hun Sen said.

Foreign Minister Hor Namhong said in June that construction of the bridge would be completed by February 2015.

Tokyo also provided funding for the construction of the Cambodian-Japanese Friendship Bridge across the Tonle Sap river in Phnom Penh in 1993, as well as for the Kizuna Bridge in Kampong Cham province in 1999.

Earlier this month, the government announced plans to study a proposed 3,500-metre bridge – the Kingdom’s longest – and a 58-kilometre road to connect the Kampong Chhnang provincial capital to Kampong Thom province.

The proposed bridge would span the Tonle Sap river, with the project costing an estimated $180 million.

Mines and UXO's clearance is also one of the reasons that makes the construction period longer than in the other countries.

Leak Loeung was the last battle field between Lon Nol and Pol Pot armed forces, so far thousands of mines and unexploded bombs were detected.
