Key Consultants Appointed for Refurbishment of
Victoria Theatre and Victoria Concert Hall
The National Arts Council (NAC) has appointed the key consultant team comprising the architect, acoustician, theatre planner, mechanical & electrical (M&E) engineer, civil & structural (C&S) engineer and quantity surveyor to undertake the refurbishment of Singapore’s two national monuments, Victoria Theatre (VT) and Victoria Concert Hall (VCH).
W Architects Pte Ltd was appointed the architect, with Architectural Restoration Consultants Pte Ltd (ARC) as its conservator to work on heritage elements of the buildings. An established local company, W Architects is backed by a proven track record in conservation and restoration projects such as the redevelopment of the National Museum of Singapore. ARC has worked on many significant local conservation projects involving buildings that bore architectural similarities to those of VT and VCH like The Arts House and the National Art Gallery.
Taking on the role of acoustician and theatre planner is Arup Singapore Pte Ltd, whose projects include the Marina Bay Sands Integrated Resort and Fusionopolis Phase 1. T. Y. Lin International will provide the M&E and C&S services, and Rider Levett Bucknall LLP is appointed as the project manager and quantity surveyor.
The project will restore the old world charm of the 149-year-old venues while re-energising them to meet modern functional demands. Once completed, the venues would better connect with and bring vibrancy to their surroundings, and enhance the attraction of the Empress Place as an arts precinct for Singaporeans and international visitors.
The appointed firms will conceptualise, plan and implement relevant refurbishment works in consultation with NAC, and the Singapore Symphonia Co Ltd, which manages the Singapore Symphony Orchestra (SSO). Both organisations manage VT and VCH respectively.
An open two-stage tender was held and submissions were assessed based on the vigorous Quality-Fee Selection Method developed by the Building and Construction Authority of Singapore. This is a competitive selection method that examines both the quality factors such as the bidders’ project organisation, conservation and restoration plans and quality management frameworks, as well as fee proposals.
The consultants were appointed based on their acute understanding of the project nature; track records in building and refurbishing performing arts venues, conservation and monument buildings; financial standing and stability; and the ability to integrate with other consultants on aspects like acoustics and theatre design.
VT and VCH will undergo construction under three central guiding principles:
Refurbishment
Updates will be made to various building aspects to meet contemporary standards. Repairs will be carried out, and mechanical and electrical elements of the buildings replaced. These buildings will be modernised with the installation of fire control systems and security measures, refurbishment of amenities, and incorporation of environment-friendly building elements.
Restoration
The façade of the buildings will be retained, and some elements belonging to the original 1905 structure will be restored. This includes reinstating the central passageway between VT and VCH which leads to The Arts House.
Redevelopment
New spaces will be created to accommodate building services and for commercial rental and amenities like a café. Spaces will also be developed to create a grand “sense of arrival” for the audience before and after performances. The project will also raise the capability and calibre of the auditoriums with improved acoustics, sight lines, staging resources, and rehearsal areas for artists.
The venues are expected to close from mid-2010 for the refurbishment works, and will re-open in 2013. During the project, SSO will continue to stage its performances at the Esplanade Concert Hall and other venues.
This milestone project is part of the third phase of the Renaissance City Plan to develop distinctive arts and cultural content, and transform Singapore into a global city for arts and culture by 2015. The project is guided by a steering committee comprising members who represent artists, technical arts specialists, arts academics and agencies connected with works on monumental buildings. The committee is chaired by NAC Chairman Edmund Cheng. He is assisted by Deputy Chairman Goh Yew Lin, who is the Deputy Chairman of the SSO Board.

redstone July 9th, 2010, 06:11 PM One thing I'm looking forward to is the reinstatement of the courtyard. A lift shaft cum water tower was built into it somewhere in the 1950s-1970s. It is now a loading / unloading bay. Reinstatement of the courtyard and the through passage would recreate an axis from Old Parliament House and Anderson Bridge.

Billyking July 10th, 2010, 08:03 AM The Victoria Theatre/Concert hall would have been a better candidate to be made the Parliament House. It is historical, poccess the grandeur that befit this role.
A close alternative would have been the former Empress Place. This has the added advantage of having a direct frontage to the S'pore River, which was probably one of the considerations in the design of the new Parliament House.

RichardLeeFookWing August 16th, 2010, 03:53 PM For many years I have been distrub by the missing feature from the top of the clock tower dome.
I was very happy when the missing feature was replaced ontop of the Tan Kim Seng fountain.
I do hope the the coming renovations will replaced the missing feature witch is "a crown" , if not a crown (because we are no longer govern by Great Britain), at least an appropriate orb to top of the dome to make the building "architecturely correct.
(PS) can some tell me how to insert a JPG picture here? (I have a picture of the crown ontop of the dome)

Was it rebuilt in the 50s? Even so, its architecturally not right without any feature to top the dome.................

yes you can see from my post. The interior was demolished and rebuilt. That was also the time the courtyard had been turned into a utility, rather than an architectural space, a lift shaft was built into the courtyard.

So many wonderful buildings have been destroyed, for example the Eu Villa. I would loved to have visited it & see the splendor of that era lone gone.

Eu Villa Family home of Eu Tong Sen, of the Eu Yan Sang Chinese medical halls. Built in Mount Sophia in 1914 in the Edwardian Baroque style, Eu Villa was once one of the largest residences in Singapore. Designed by the firm of Swan & Maclaren, it was a five- storey building with a dome over the double- storey entrance, and a sub- basement which accommodated a kitchen and cellar. The main living areas were in the front of the building. These afforded magnificent views of the town and harbour, while the bedrooms (numbering more than ten) were located in the rear. The house, which cost $1 million to build, was one of the first buildings in Singapore to be partially constructed in reinforced concrete with steel bars. It was used as the residence of the extensive Eu family (Eu Tong Sen had six registered wives and numerous other ‘companions’) until 1973, when it was sold. It was demolished in the early 1980s to develop a condominium project.

Would Victoria Theatre be a more suitable venue to be made the Parliament House, rather than the present building? The history, design, location with the frontage would have been this a lot more suitable. Any thoughts?

redstone July 14th, 2011, 09:35 AM We do not have a dual House system like in UK, USA or Malaysia, so we do not need 2 venues, one Parliament chamber would do.

SINGAPORE: The National Arts Council (NAC) on Friday unveiled designs for Victoria Theatre and Victoria Concert Hall.
NAC said the designs will conserve the buildings' heritage elements and at the same time to provide improved facilities and performance spaces for the artists.
NAC said the Victoria Theatre will undergo extensive refurbishment because it underwent a major overhaul in the 1950s when developers installed air-conditioning. The overhaul significantly changed the 150-year-old building's facade and interior.
The current design would pay homage to the original design with a modern, 21st century touch.
The architects said the refurbished Victoria Theatre will seat about 600 instead of 900 people.
The project will cost about S$180 million, and is expected to be completed by October 2013.
Mok Wei Wei, Managing Director, W Architects, said: "There's a huge amount of modern amenities and technologies we have to put into the new concert hall and theatre.
"In this project, we'll have to do that in the context of a historical envelope, and to find space to put in all these modern amenities in the historic envelope. It's a huge challenge and we have been trying very hard to make it work."
The two buildings were closed for refurbishment last year.

I got a feeling however, that maybe few decades later it would be re-renovated an restored to the original 1900s state.

To address the lack of mid-sized theatres, as raised by Nominated Member of Parliament and actress Ms Janice Koh, Mr Wong said his ministry and the NAC will continue to review the availability of arts infrastructure as part of a boarder review of the performing arts sector.
He also noted that Victoria Theatre and Victoria Concert Hall will complete their refurbishment and re-open in the middle of next year.
