How many people do you currently have in your city?

How many people do you have in your region?

Did you zone for high density?

Do you have big enough zones?

Do you have high education, low crime, and low commute times?

21,000 ppl isnt enough. When you start getting 35-50 thousand people in your city, with sufficient jobs, the skyscrapers will start building. To get stage 8s, you need max R$$$/C0$$$ demand (which can be hard to get), and a considerably large region and city population.

here are my suggestions:

-also you need many parks (res) and plazas (com)!
-Most skyscrapers grow on a 4 x 4 lot (hint: use ctrl button to get the right sized lot)
-Commerial skyscrapers like highways and avenues, build some of them.
-Lower pollution
-at least 25000 population.
-have at least 2 connections (highway,av ,road, rail, monorial) to 2 differnt neightbours.
-High density zoning
-Lower crime (commerical people love love crime)
-Increase traffic (commerical love this too)
-Have good educational system
-Have good hospital system
-High demand at least 3000
-Reduce commute time (res)
-Have landfill or export garbage
-Reduce traffic noise in res areas.
-Have landmarks (commerical).
