Water woes: MRPL shuts Phase II, III units

Mangalore Refinery and Petrochemicals Ltd (MRPL) has shut down down phase II and III units following shortage of water supply after the district Administration directed MRPL to stop pumping water from Sarapady dam.

According to a press release, the refinery was receiving aroung 5.5 Million Gallons per Day water from Nethravati river.

The water availability in the Nethravati and its downstream dams started depleting in March. As a result, the district administration stopped the intake of water from the river.

The water availability in the refinery can meet the full load for one and half days.
In order to overcome the situation and pull the resources for next couple of days till Mangalore gets rain, it has been decided to shut down the phase III and Phase II units.

“There will be shortage of supply of products to MRPL fed locations. High-level panel gives green signal to 43 projects

The State High-Level Clearance Committee (HLCC) chaired by Chief Minister D V Sadananda Gowda on Friday gave in-principle approval to 43 industrial projects, including three Special Economic Zones (SEZs) and an aerospace project, attracting investments of about Rs 35,785 crore.

IT majors - Wipro and Tata Consultancy Services (TCS) -  have come forward to set up SEZs at Anekal and Siddapura in south Bangalore, while Jubilant Life Sciences has come up with a proposal to set up a pharmaceutical SEZ in Nanjungud near Mysore. TCS is planning to invest Rs 3,400 crore on its SEZ.

“All these companies have their own land and they have only sought the government’s permission to implement their projects,” M Maheshwar Rao, Commissioner of Industries and Commerce Department, told reporters after the HLCC meeting at the chief minister’s home office. Sunrise Technologies has proposed a Rs 240-crore aerospace project in Whitefield, he added.

Industries Minister Murugesh Nirani said the HLCC cleared nine proposals in the automobiles sector, including one by Toyota Kirloskar Auto Parts Ltd to establish castings and machining of engine parts, adjacent to its existing plant in Bidadi industrial area in Ramanagar district at a cost of Rs 750 crore.

Cement units

The meeting cleared three cement manufacturing projects, including five-million-tonnes per annum (MTPA) capacity plant at Sedam in Gulbarga by Reliance Cementation Ltd at a cost of Rs 2,500 crore and 3.5 MTPA plant of Shaasta Cement Corporation at Chincholi in Gulbarga.

In the manufacturing sector, JSW Steel Ltd has come forward with a Rs 4,190.40-crore proposal to set up a “Cold Rolled Annealed and Skin Passed Coils” plant at Sandur in Bellary district.

Patel Engineering Ltd has proposed a Rs 2,025-crore integrated township project at Anekal. This apart, five IT parks with a total investment of Rs 10,184 crore were also cleared, the minister said.

Bangalore Rural and Urban districts have attracted the highest number of investments. While 11 projects with an investment of about Rs 13,525 crore have gone to Bangalore Rural, the Bangalore Urban district has garnered six projects with a total investment of Rs 6,727 crore. Yadgir district has attracted the least investment of Rs 50 crore. Of 30 districts, only 16 districts have attracted investments in the 27th HLCC, the minister said.

Quick clearance

Earlier, chief minister said he had directed the officials to issue a government order for the projects cleared by the HLCC, within 24 hours. “All our neighbouring states are aggressively wooing investors. So we should not lag behind. Steps should be taken to clear industry projects as early as possible,” he added.

Nirani to tour Japan, Singapore

Industries Minister Murugesh Nirani, along with a team of officials, will go on five-day tour of Singapore and Japan from April 15 to woo investors for the second edition of the Global Investors Meet to be held in June.Chief Minister D V Sadananda Gowda was earlier scheduled to travel along with Nirani. Rs 369 crore released for drought relief work: Shettar

Rural Development and Panchayat Raj Minister Jagadish Shettar has said that the State government has submitted a fresh proposal to the Union government demanding Rs 2,600 crore for drought-relief works in the State.

He was speaking to mediapersons after a district-level task force meeting held at the Deputy Commissioner's office in Dharwad on Friday.

Shettar said Chief Minister D V Sadananda Gowda has called a high-level meeting on the progress of the drought-relief work taken up in the State on April 19 in Bangalore.

The meeting would focus on the crop loss incurred due to drought, and the immediate works to be launched under drought relief.

After the meeting, an all-party delegation would be taken to New Delhi to meet Prime Minister Manmohan Singh to demand special funds.

He added that the government has already released Rs 182 crore under Calamity Relief Fund (CRF) for flood relief works in the State of which Rs 126 crore is contributed by the Centre and the remaining Rs 42.6 crore by the State.

Besides, the Rural Development and Panchayat Raj Department has allotted Rs 172.46 crore for drought-relief work, Rs 4.98 crore for Animal Husbandry department, and Rs 10 crore for Urban Development department.

In all, Rs 369.69 crore has been allotted for taking up drought-relief work in the State, he added.

Regarding the Mahatma Gandhi National Rural Employment guarantee Scheme, Shettar said, the government had demanded that the Centre allot Rs 500 crore to the State.

Moily stirs debate on IIT for Karnataka

The debate on having an Indian Institute of Technology (IIT) in Karnataka was sparked off again, with Union Minister for Corporate Affairs M Veerappa Moily stating that provisions exist under the 12th five-year plan (2012-17) to setup an IIT in Sir M Visvesvaraya’s hometown Muddenahalli.

“We are trying to set up an IIT in Muddenahalli as there are plans under the 12th five-year plan. Let us see what happens,” Moily told reporters on the sidelines of a function here on Saturday.

Moily was responding to a petition on the same from MLC Dr M R Doreswamy.

“Not having an IIT in the state is a blow to the hopes and aspirations of its people. Karnataka offers peaceful and unhindered conditions and resources. Not only will it fulfil higher education, but will also satiate requirements for technological developments,” Dr Doreswamy said in his petition.

This is the second attempt by Moily to pursue with the Centre the sanctioning of an IIT to Karnataka. 43 pc of Rs10-lakh-cr investments non-starters

The Associated Chamber of Commerce and Industry of India (ASSOCHAM) has made vivid observations about Karnataka’s live investments in its strategy paper titled ‘Achieving Higher Growth in Karnataka’. The paper, released in the city on Saturday, focused on achieving higher growth in Karnataka.

“Though the State has successfully attracted investment proposals worth about Rs 10 lakh crore in about 1,624 live projects, 43 percent of these remain non-starters while some initiative has been taken in 57 per cent of the projects,” the paper pointed out.

Further, the study claimed, out of 57 percent projects under implementation, most of them are at MoU stages and a lot more is to be done in facilitating the same.

“With a share of over Rs 3.84 lakh crore, manufacturing sector accounted for lion’s share of 39 percent of total live investments followed by services (24.6 percent), real estate (15.2) and electricity (14.1),” said the study.

“Attracting about Rs 9.75 lakh crore, out of a total investments worth over Rs 137.7 lakh crore, made across the country, Karnataka accounted for 7.1 per cent of total investments made by both government and private sectors in India as on December 2011,” explained the ASSOCHAM officials.

According to the report, the private sector contributed about 55 per cent of the total investments attracted by the State and government sources accounted for the remaining 45 per cent.

Speaking about the power sector, the ASSOCHAM said that it had sought improved power supply to industries, suggesting that the State government focus on low-cost energy generation and developing non-conventional sources of energy like solar, biogas, wind and nuclear sources to increase the power supply.

“Though energy sector has attracted huge investments in the past, the major hurdle is completion and commissioning of these projects to realise their actual benefits. The State government must fix a definite timeline to achieve financial closure and operationalisation of existing projects. ASSOCHAM has suggested the state leadership to encourage PPP to leverage the hydropower potential of the state to meet the energy needs. A comprehensive blueprint must be brought out for power sector development,” said J Crasta, Co-chairman, SRDC.

Further advising that the government maintain a futuristic view while addressing issues like economic slowdown, poor demand in realty sector, a prevailing sense of uncertainty vis-a-vis continuation of fiscal incentives in Direct Tax Code (DTC) regime and Goods and Services Tax (GST) regulations.

Bosch eyes 10 MW solar projects in India

Global supplier of technology and services Bosch, which recently forayed into the solar energy space in India, is eyeing 10 mega watt worth projects over the next few years.

"We are in talks for developing 10 MW projects with private players in Gujarat, Maharashtra, Rajasthan and Karnataka," Solar Energy Division, Sales Director Venugopalan C M told PTI here.

Bosch forayed into the solar energy space in the country last year and has jointly developed a one MW project with Gujarat government.

The company is also executing up to 100 kilo watt roof top project under National Solar Mission in Karnataka.

With the government target of 20 GW solar energy by 2022, there is a huge potential in India, he said.

"India presents huge opportunity, especially after the government declared 46 cities as solar cities. And we hope to play a key role in this."

Toyota Kirloskar investment in Karnataka cleared

Karnataka's State High Level Clearance Committee has cleared Toyota Kirloskar Auto Parts' Rs 750 crore investment proposal.

Briefing reporters after the committee's meet, Mr Murgesh R. Nirani, Minister for Large and Medium Industries said, “The SHLCC headed by Chief Minister Mr D.V. Sadananada Gowda has cleared Toyota Kirloskar Auto Parts proposal to establish casting and machining of engine parts for automobiles.”

The company is setting up the facility adjacent to their existing factory plot at Bidadi Industrial Area in Ramanagar district.

The new facility is likely to create employment to 150 people.

The senior company officials had said that Toyota Kirloskar is planning to achieve higher degree of localisation on the Etios series from the current level of 70 per cent.
Transmissions plant

Toyota Kirloskar Auto Parts also has plans to expand its transmissions plant to supply Etios transmissions by next year.

At the committee, the Government also has approved nine projects in automobile sector with an investment of Rs 3,628 crore with employment potential of 7,821 people.

Cabinet Secy headed panel to decide on K'taka's ITIR proposal

The government has formed a high-powered committee to decide on Karnataka's proposal to set up an Information Technology Investment Region (ITIR) in Bangalore with an investment of Rs 90,000 crore.

The Committee, chaired by Cabinet Secretary Ajit Kumar Seth, is likely to meet on April 18 to consider granting in-principal approval to the project, which has already been cleared by the Department of Electronics and IT (DEITY).

Sources said the Karnataka government has proposed setting up of an ITIR in an area of 42.51 sq km with an estimated investment of Rs 90,000 crore in two phases.

Karnataka Industrial Areas Development Board (KIADB) has issued a preliminary notification for acquisition of 2,072 acres land for phase I of the project, they added.

Around 44 companies have shown interest, either in taking up land or building up space in the proposed project, sources said.

The project is expected to generate about 1.1 million direct and 2.7 million indirect jobs.

The investment includes IT parks, R&D centres, integrated townships and other infrastructure linkages. It would also include essential road connectivity during phase I and rail connectivity (metro) during phase II of the project.

The proposal envisages upgradation of the existing roads, national and state highways, water supply projects, power supply and bus rapid transport system among others.

The Karnataka government has sought Centre's support for the upgradation of infrastructure.

Sources said the state government has already written to various ministries for requisite permissions and most of them have broadly supported the proposal.

Issues raised by them have been responded by the Karnataka government, they added.

The Cabinet Committee on Economic Affairs had earlier approved a policy resolution to set up ITIRs in different states in the country to promote investment in IT/ITeS and electronic manufacturing.

As per the norms, the state government plays the lead role in setting up ITIRs. The infrastructure would be created through public private partnerships, while the gap funding is done by the Centre.

The DEITY is the nodal department to process the proposals relating to setting up of ITIRs. State seeks Rs 2,600 cr for drought-relief works

Karnataka has sought Rs 2,600 crore from the Centre for drought relief works and an all party delegation will be taken to Prime Minister Manmohan Singh to press him to release the funds early.

Rural development and panchayat raj minister Jagadish Shettar, who chaired a meeting of district-level task force here on Friday said the state government has already submitted a fresh proposal to the Centre demanding funds for drought-relief works in the affected villages.

KPTCL seeks tariff hike

Karnataka Power Transmission Corporation Limited (KPTCL) on Friday stated that it has been able to reduce transmission losses to 3.82 per cent in 2010-11 from 4.20 per cent in 2009-10.

Appearing before the Karnataka Electricity Regulatory Commission (KERC) in order to defend its application for a tariff hike of 73 paise, KPTCL MD Ravi Kumar said, “We shall further reduce losses. Our reliability in 2011-12 was 99.84 per cent successful.”

Asking for the KERC to implement infrastructure reforms in the state which are currently being stalled due to forest clearances or local land issues, Ravi Kumar listed out around 10 projects which are put on hold.

“Quality power supply to end consumers gets affected as a result since transmission lines are over burdened,” he said.

Chairman of the KERC, MR Sreenivasa Murthy, criticized state power generator KPCL for not approaching the issue of Available Based Tariff (ABT) scheduling, seriously.

This was due to Ravi Kumar’s submission that the generating stations were not sharing information with Karnataka Power Transmission Corporation Limited about ABT Scheduling.

“If generating stations do not inform us about Available Based Tariff schedules, we will not know which ESCOM draws how much power over the limit at peak hours. The units are not complying even though the commission has made Intra-State ABT compulsory,” he said.

Golden Chariot to begin summer run

The Golden Chariot will roll out on its maiden summer tour on April 16. Karnataka State Tourism Development Corporation (KSTDC) officials say this will be the perfect test run before they introduce full-fledged summer trips on this luxury train next year.

"We're toying with the idea of running the Golden Chariot till April end from next year. The two trips lined up this April are precursors for it," M Srinivas, project director, Golden Chariot, told TOI.

The luxury train will be flagged off April 16 and April 23. As of now, KSTDC has around 20 bookings for the April 16 trip and an approximate 25 bookings for the tour starting April 23. There's an incentive for triple-occupancy travelers.

Will it not run at a loss given that the occupancy rate of this train is 80? "Not really, as we had anticipated bookings to be somewhere around that mark considering this is the first year when the train will be out in April. We're happy by the response from people and enquiries from corporate groups so there's a fair chance for them to get converted into bookings," said Srinivas.

Enticing changes

The train will have onboard attractions like live music and entertainment shows from 11am to 1pm every day of the trip. Officials said tourists need step out only after 4.30pm, well after the peak summer heat fades away. The special attraction is the 'Hampi by Night' wherein visitors are taken around popular Hampi monuments at night.

The train will also cover the Daroji Bear Sanctuary, an addition to the existing itinerary. Karnataka Govt to pilot remote healthcare in Chitradurga

The Government of Kartanaka in collaboration with Cisco has launched some pilot program to enable remote healthcare for one primary healthcare center and one community healthcare center from Chitradurga District of Karnataka.

With the intiative that aims to bridge the urban- rural gap, the residents of Chitradurga can get access to essential urban services like healthcare, education, a marketplace and access to public services.The healthcare solution creates an environment where patients and doctors can meet each other virtually through video without having to commute long distances.

In the Chitradurga pilot, the healthcare solution will link Chitradurga District Hospital to one community healthcare centre at Bharamasagara in Chitradurga Taluk and one primary healthcare centre (PHC) at Mathode in Hosadurga Taluk. Patients visiting these two centers will have their vitals checked by the paramedic/nurse at the centre while the doctor at the district hospital provides consultation and diagnosis in real time. Leveraging Cisco technology and medical services provided by RxDx's multi-specialty hospital in Bangalore, remote consultation for over 1700 patients has been rendered.

Soon, you’ll need govt nod to drill borewells

In a few years, Bangaloreans will not be permitted to drill borewell pumps in their premises, said Captain AS Raja Rao, a retired secretary of Irrigation department and water expert, during his lecture on water problems in the city organised at the Gandhi Bhavan on Saturday.

He said that the state government is all set to implement the Karnataka Ground Water Act (2011).

“Once this Act comes into force, every household that wants to drill a borewell will have to take permission from the ground water authority,” said Rao.

He further said that the facts provided by the government show that the status of ground water utilisation in Bangalore urban and rural districts is being over-exploited. Given this scenario, it would be impossible to grant permission for drilling a borewell, he said.
The state government, in an affidavit to the high court in 2006, had assured that it would implement rain water harvesting systems at every road intersection in the city. This would be implemented through a private partnership, and the government will not have to spend any money.

But the government has failed to keep its word. "I was one of the experts who proposed this and whom should I approach now?" asked Rao.

Today, priority is being given to drinking water. No one is least bothered about the treatment of sewage water. The government must consider that too. The accounted wastage of 48% of water in the process of transfer had to be reduced to 16%, he said.

Karnataka not in a position to release water to AP: DVS Gowda

Karnataka on Tuesday said it is not in a position to release water to Andhra Pradesh from Narayanpur dam in view of the drought situation in the state.

"When the state is reeling under severe drought, how is it possible to release water to Andhra Pradesh? We have already clarified our stand in this matter and Andhra Pradesh should understand our real difficulties",Chief Minister DV Sadananda Gowda told reporters at Inchageri village, 45 km from Bijapur.

Yeddyurappa's son writes to Karnataka CM for more funds to Shimoga

After former Chief Minister BS Yeddyurappa demanded release of funds for drought relief work, his son BY Raghavendra, MP, too has now shot off a letter, seeking funds for development programms in his home district.

Raghavendra, who represents Shimoga Lok Sabha constituency in his letter to Gowda expressed displeasure that development programmes announced by his father when he was Chief Minister faced financial crunch.

Even as his father continued his political battle to regain the Chief Minister's post which he lost in July last year, Raghavendra urged Gowda and Secretaries of departments to sanction sufficient funds for early completion of development works in Shimoga district, which were approved by Yeddyurappa.

Karnataka heritage: Here comes a golden opportunity

Even after being on the tracks for four years, Karnataka’s heritage train - the Golden Chariot - is yet to break even. While officials blame the Railways Board for the increased hauling charges which has forced the tourism department authorities to dump the tariffs in turn on their customers, they also feel that introducing shorter trips for schools and corporates would help increase occupancy rates.

Special packages might soon be introduced by the tourism department. These would include special concession rates for schools which are interested in the tours.

“The train passes through many sites including Badami, Pattadakallu and Hampi in Karnataka, and to many historical places in Tamil Nadu. We want to encourage children to understand the importance of these places as we have seen that our children don’t know much about our heritage,” says M Srinivas, project director, Golden Chariot.

Karnataka to woo Japanese investors

The Karnataka state government will be wooing Japanese investments for setting up manufacturing industries at a road show it will be holding this week in Tokyo and Osaka.

"We will be addressing major manufacturers in the two Japanese cities and offer them the opportunities to invest in the state," said Karnataka's Minister for Large & Medium Industries Murugesh R Nirani.

Nirani highlighted investment required for manufacturing industries and renewable energy projects at a road-show held in Singapore on Monday. More than 200 investors attended the road show.

Karnataka IT exports touch Rs 1.3 lakh crore in FY12

Karnataka's IT exports zoomed nearly 50 per cent to touch Rs 1.3 lakh crore in 2011-12, a top state official said today.

"It's (IT exports) now Rs one lakh thirty thousand crore. It is as per the actual figures," Karnataka IT Secretary M N Vidyashankar told reporters.

Phase IV of the tiger estimation programme embarked on by the National Tiger Conservation Authority (NTCA) will use a combination of tools — camera traps, line transects and scat DNA — to arrive at a more reliable estimate of tiger population in each reserve.

This phase of monitoring has begun in Karnataka and Assam.

The protocol calls for a greater intensity of monitoring, over a larger area in a shorter period, and will offer a complete handle on at least 90 per cent of the source (breeding) population of tigers every year, said Ullas Karanth, Director, Wildlife Conservation Society (India Program).

Panel to decide on Karnataka's Rs 90,000-cr ITIR proposal

The government has formed a high-powered committee to decide on Karnataka's proposal to set up an Information Technology Investment Region (ITIR) in Bangalore with an investment of Rs 90,000 crore.

The Committee, chaired by Cabinet Secretary Ajit Kumar Seth, is likely to meet on April 18 to consider granting in-principal approval to the project, which has already been cleared by the Department of Electronics and IT (DEITY). Sources said the Karnataka government has proposed setting up of an ITIR in an area of 42.51 sq km with an estimated investment of Rs 90,000 crore in two phases.

Karnataka Industrial Areas Development Board (KIADB) has issued a preliminary notification for acquisition of 2,072 acres land for phase I of the project, they added.

Around 44 companies have shown interest, either in taking up land or building up space in the proposed project, sources said.

The project is expected to generate about 1.1 million direct and 2.7 million indirect jobs.

The investment includes IT parks, R&D centres, integrated townships and other infrastructure linkages. It would also include essential road connectivity during phase I and rail connectivity (metro) during phase II of the project.

The proposal envisages upgradation of the existing roads, national and state highways, water supply projects, power supply and bus rapid transport system among others.

The Karnataka government has sought Centre's support for the upgradation of infrastructure.

Sources said the state government has already written to various ministries for requisite permissions and most of them have broadly supported the proposal. Issues raised by them have been responded by the Karnataka government, they added.

The Cabinet Committee on Economic Affairs had earlier approved a policy resolution to set up ITIRs in different states in the country to promote investment in IT/ITeS and electronic manufacturing. As per the norms, the state government plays the lead role in setting up ITIRs. The infrastructure would be created through public private partnerships, while the gap funding is done by the Centre. The DEITY is the nodal department to process the proposals relating to setting up of ITIRs. Town awaits heritage tag

This town could be Karnataka’s answer to old Goa’s World Heritage Village at Velha with its Cathedral of Bom Jesus and the ruins of the St Augustine’s Towers.

Moodbidri, 37 km from Mangalore, is known for the largest concentration of heritage sites in Karnataka—there are 21 sites within a radius of 1 km. Sometime ago, a group of elders from the town submitted a proposal to the government for naming Moodbidri as a heritage town, along with a master plan for renovating the structures prepared by architect Niren Jain. The government is yet to take any action.

“All heritage structures in Moodabidri are living monuments; they are used for daily prayers by pilgrims and locals. Enhancing the skill levels of youth is one of the crucial factors in achieving the desired economic growth levels of 9 per cent during the 12th Plan period and the government of India is initiating several measures to improve the skill levels, Montek Singh Ahluwalia, Deputy Chairman, Planning Commission, said.
Inaugurating a multi-skill development centre (MSDC), established here in collaboration with the Central government and GIZ, Germany, by the department of labour, government of Karnataka, he said, “Without developing skills of young people it would not be possible to achieve a higher GDP growth.”

Ahluwalia said, skill development would not only broaden the employment base but also enhance employment opportunities and income levels of an individual. Since the country has not completed the demographic transition, there was a need to develop skills of a large number of young people in the next 20 years, he said.

The Planning Commission Deputy Chairman inaugurated the MSDC in Gulbarga on Monday. Bangalore and Gulbarga centres have been set up at a cost of ~40 crore each.
Noting that skill development was not a vital factor in the economy about a decade ago, Ahluwalia said 12th Five Year Plan would lay more emphasis on developing various skills of the youth.
“Skill development is deficient in the country compared to higher education. Many industrial accidents could be avoided by providing 3-6 month training course in various trades,” he said.
The Centre has been giving more thrust for skill development in the private sector and establishment of centres on PPP model. The Skill Development Council headed by the Prime Minister monitor funding and functioning of skill development centres. The Skill Development Corporation allocates corpus money to states. The Centre has suggested states to set up state level skill development council headed by the chief ministers, Ahluwalia said.
MSDCs at Gulbarga and Bangalore offer courses in Cisco Certified Network Associate (CCNA), advanced welding, embedded system design, CNC programming and operation, CADAM design, industrial automation, construction and environmental engineering. Each centre would annually train 1,000 candidates.
The permanent campus of MSDC would come up on two acres plot in Peenya here and on 20 acres in Gulbarga with modern amenities.
Union Minister for Labour and Employment Mallikarjun Kharge said there are 9,460 industrial training institutes in the country and they have been offering training to 1.37 million students annually. A total of 5,000 skill development centres would be set up across the country in the coming years, he said.
Two more MSDCs are being set up at Mangalore and Belgaum later this year on a pilot basis. Based on the success of these four centres in Karnataka the Central government would replicate the model in other states, Kharge added.
Minister for Labour and Sericulture B N Bache Gowda said the Government has decided to upgrade 160 industrial training institutes at a cost of Rs 280 crore.

Supreme Court partially allows iron ore mining in Karnataka

(Reuters) - The Supreme Court has allowed mining to restart in iron ore mines of more than 50 hectares in Karnataka after their environmental plans are approved, potentially bringing 4.5 million tonnes per year to local steel producers.

The move is likely to have little impact on exports, however, which remain stalled as Karnataka has failed to approve any despite a Supreme Court order that it lift its ban on them.

India used to export about 100 million tonnes a year of iron ore -- half its production -- but clamp downs on illegal mining and the federal government's desire to keep production for domestic steel mills has slashed that figure.

Now, the Karnataka state government will decide the amount of iron ore that each mine can produce up to a limit set by the Supreme Court, Dhiraj Kumar, one of the lawyers who represents appellant Mineral Enterprise Ltd, said.

This would be in addition to 1 million tonnes that the Supreme Court has allowed state-run NMDC (NMDC.NS) to mine every month.

The Federation of Indian Mineral Industries (FIMI) was optimistic the move could herald the resumption of mining throughout the state.

"We expect mining to start in the next two weeks and total mining (in all the state) to start in about 4-5 months," said Basant Poddar, vice-chairman of FIMI.

In 2011, the Supreme Court banned iron ore mining in Bellary, Chitradurga and Tumkur districts of Karnataka citing environmental violations, and asked a federal government body to carry out an environmental impact assessment.

Last month, the court set a cap on annual iron ore output of 25 million tonnes in Bellary, and of 5 million tonnes altogether from Chitradurga and Tumkur districts.

The court has only allowed mines with low environmental violations to extract iron ore and the state government can now set limits within these caps.

10 firms to set up solar projects in 6 months

A total of 10 companies plan to set up solar projects in the State under the Karnataka Solar Mission over the next six months.

Of these, eight companies plan to set up solar photovoltaic projects for 60 MW, while two will set up solar thermal projects of 10 MW each.

“Most projects will come up in North Karnataka,” Mr N.S. Prasanna Kumar, Managing Director of Karnataka Renewable Energy Development Ltd (KREDL), told Business Line. “KREDL will help in giving out government land on lease to companies that don't have their own land,” he added.

Twenty-two companies had participated in the tender for setting up 80-MW solar thermal and solar photovoltaic projects called for by KREDL, the State nodal agency for promoting renewable energy. This was as part of Karnataka Solar Mission targeting 350 MW of solar projects by 2016. “The next round of tenders will be floated soon after the financial closure for all these projects is achieved. It could be about six months from now,” Mr Kumar said.

The projects are allocated under ‘reverse bidding' process where projects will be allocated to bidders who have quoted the steepest discounts to the tariff of Rs 14.50 fixed by KREDL.

For photovoltaic plants, Helena Power Private Ltd and Jindal Aluminium Ltd have offered the highest discounts of 656 and 625 paise per unit and have been allotted 10 MW capacity each.

Sunborne Energy Services India and Atria Power Corporation will be setting up solar thermal plants, offering discounts of 41 and 3 paise per unit, respectively.
Delay in bids

The announcement of winners of the technical bids comes after a delay – almost three months after the bids for the projects closed on November 24, 2011. The delay in opening the bid documents was because the bidding process for the second batch of projects under the National Solar Mission was on.

KREDL has said that the allocations for the State policy would be made only after the National Solar Mission bids were closed. ICRA assigns fundamental grade '3' to Karnataka Bank

ICRA Equity Research Service has assigned the fundamental grade '3' and the valuation grade 'B' to Karnataka Bank Limited (KBL). The Fundamental Grade "3" assigned to KBL implies that the bank has "good fundamentals". The Valuation Grade ‘B’ assigned to KBL implies that the company is "moderately undervalued" on a relative basis (as on the date of the grading assigned).

KBL, a mid-sized old private sector bank with a strong regional presence in South India, was established in Mangalore in 1924. KBL is widely held by the Public (55%), foreign institutional investors (20%) while domestic institutional investors held a small share of 5% as on December 31, 2011. With an asset base of Rs. 33,306 crore as on December 31, 2011, the bank has a network of 495 branches and 306 ATM outlets of which over 75% are located in South India. KBL sources a major share of its business from Karnataka which accounts for 35% of advances and over 60% of deposits as on December 31, 2011. The bank has been trading at a discount to its peers and its own historical prices. However, going forward ICRA Online believes that fears on asset quality would be marginally alleviated by the shift in the bank’s lending focus towards retail and the earnings is likely to show some improvement. We expect the forward P/B ratio for the company to improve further going forward from the current level of 0.70x to 1.0-1.1x, while still remaining at a discount to peer group. ICRA Online has assigned a valuation grade of ‘B’ to KBL on a grading scale of ‘A to E,’ which indicates that the company is “moderately undervalued” on a relative basis.

Karnataka to roll out National Rural Livelihood Mission in 5 districts

Karnataka will implement modified National Rural Livelihood Mission (NRLM) in 20 taluks in five districts.

NRLM is a poverty-alleviating scheme formulated by the Union Government. The state government has renamed it as ‘Sanjeevini'.

“Karnataka has tweaked the mission to include social, financial and economic inclusion while rolling out the scheme in the districts,” said Ms Amita Prasad, Principal Secretary, Karnataka Rural Development and Panchayat Raj department.

“Under Sanjeevini, instead of giving an allocation, we plan to follow a demand-driven strategy to allocate funds. This strategy facilitates state government to independently form its own process for poverty alleviation,” she added.

The Swarnjayanti Gram Swarozgar Yojana (SGSY) was launched by the Union government in 1999 with a focus on self employment programme through mobilisation of people in below poverty line (BPL).

It did not succeed in fully alleviating poverty. It is in this context, the Ministry of rural development decided to restructure the SGSY into NRLM.

Mr Jagadish Shettar, State Minister for Rural Development and Panchayat Raj, said “The state government has decided to implement Sanjeevini in a phased manner by covering 20 taluks every year and cover the entire state in 5-7 years.

“With a budget of Rs 120 crore for this year, we plan to take up the first phase, where in 20 taluks in five districts will be covered,” he added.

The following are the districts in phase I roll out of Sanjeevini in the state: Belgaum (Athani, Gokak, Soundatti and Hukkeri), Dharwad (Khalgatgi, Kundagol and Navalgund) Gulbarga (Gulbarga, Jewargi, Sedam and Aland), Mysore (H D Kote, Hunsur, Nanjangud and T Narsipura) and Tumkur (Gubbi, Kunigal, Madhugiri, Pavagada and Korategere.

Ms Prasad said “For effective roll out and implementation of the scheme, we are planning to offer entrepreneurship training through rural development self employment training (Rudset) institutes and also take assistances of self help groups and NGOs.

“Sanjeevini will also undertake programmes for enhancing existing livelihood options for the poor, build skill sets to suite the job market and also nurture self-employment. The scheme will help facilitate formation of federations at district levels to market their produce in bigger cities,” she added.

According to Dr K.G. Jagadeesh, Mission Director, Sanjeevini, “The state government is planning to conduct a detail survey of BPL families and their current status. It is mainly a livelihood profiling exercise at the gram panchayat and zilla panchyat level.

VFS to provide Thai visa services in Bangalore

VFS Global, an outsourcing and technology services specialist for diplomatic missions, will now collect from Bangalore visa applications of Karnataka residents who want to travel to Thailand.

"Applicants from Karnataka need not go to Chennai for obtaining visas to Thailand as we have authorised VFS to collect, assess documents and deliver visas at Bangalore," Thai Consul General Chanchai Charanvatnakit said after VFS opened a counter at its new office in the city Thursday.

The Royal Thai Consulate General in Chennai will continue to process and issue visas for applicants from Karnataka, who can access information on visa types, applicable fee and application status from a dedicated website and a call centre set up by VFS.

"There has been a steady increase in the number of Indians visiting Thailand each year, especially from the southern states for both business and tourism. We have partnered with VFS to meet this growing requirement in Bangalore and help people make trips to our scenic country," Charanvatnakit said.

"Travel to Thailand gets easier from Bangalore as prospective visitors from Karnataka can avail our professional services to obtain a Thai visa at a nominal fee," VFS regional head for South Asia Vishal Jairath said in a statement.

Karnataka to Centre: Share 50 pc of drought loss

The Karnataka government on Sunday urged the Centre to share 50 per cent of the Rs 4,500 crore loss the state has suffered due to drought this year.

Chief Minister DV Sadananda Gowda told reporters here that preliminary estimates have suggested that the drought in 123 taluks has caused a loss of Rs 4,500 crore. "The Centre should bear at least 50 per cent of the loss," he said.

He said he would lead an all-party delegation to Delhi on May 2 to seek financial assistance from the Centre to tackle the drought situation.

Gowda also demanded that the Centre provide immediate assistance of Rs 2,000 crore for drought relief.

To a question, he said the ministry expansion would be decided after consulting the BJP high command. SC decision to allow partial mining brings relief to industry

The Supreme Court decision to allow partial mining in Karnataka has provided some relief to the local iron and steel industry that produces about 16 million tonne (MT) of metal alloy in a year.

"It will certainly help us, we can now expect some good quality iron ore but let the mining restart first. Final judgement has not yet come," said a top official of a steel company that has shut down its plant in the state for want of iron ore.

Meanwhile, Federation of Indian Mineral Industries (FIMI) Secretary General R K Sharma said, "As and when the mining begins, this would certainly alleviate to some extent scarcity in iron ore supply for domestic steel sector."

He, however, declined to comment further by saying that the matter is still sub-judice.

Last Friday, the apex court accepted the recommendations of court-appointed Central Empowered Committee (CEC) that suggested allowing mining in Category-A mines -- that have more than 50 hectares area -- with certain conditions, including Reclamation and Rehabilitation (R&R) plan in place.

The final judgement on the issue is yet to be delivered.

The conditions include every individual mine owner giving an undertaking to strictly comply with the provisions of the R&R plan, keeping within the permissible annual production set by CEC and not extending mining into unbroken forest areas.

According to an industry official, 5 million tonne of iron ore can get produced, when mining restarts in Karnataka.

"Roughly we can expect 5 MT iron ore production in a year, when mining resumes in the state. However, the resumption would take some time as R&R plan would have to be prepared and approved," an industry official said.

According to a top official of a leading sponge iron manufacturing firm operating in Karnataka, "Roughly it should take about 4 to 6 months to prepare and get approval for the R&R plan. So, mining can restart only then, only preparatory work will begin at the moment."

The multi-crore iron and steel industry in the state is witnessing a drastic fall in production due to supply of poor quality iron ore, as a fallout of ban on mining in the state since August last year, sources said.

According to them, most of the iron ore from the stock of 25 MT has been auctioned and remaining ore has big presence of alumina, silica and manganese, which can not be removed and has led to fall in production.

They added that the companies are not willing to risk their investments on plant and machinery due to inferior quality of the iron ore and are keeping their production low, although did not quantified the fall in iron and steel production.

JSW Steel, the largest producer of the metal alloy in Karnataka with 10 MT capacity, is running its blast furnaces at 60-65 percent capacity due to poor quality of ore.

According to the last available data, company's production in February had gone down by over 24 percent compared to January levels.

Karnataka produces about 16 MT steel in a year, amounting to more than 20 percent of the country's total output. The companies in the state require about 104,000 tonne of iron ore daily to run their units.

Before the ban, the state used to contribute more than a fifth of India's total iron ore production, which is around 220 million tonnes annually.

Last year, the apex court, through its various orders had put a blanket ban on mining in Karnataka due to environmental grounds. Later, it provided some relief to the industry, by allowing sale of 25 MT of iron ore, lying at various mines in the state, through e-auctions.

HUBLI: MLC Basavaraj Horatti has written a letter to home and transport minister R Ashoka to seize private buses -- RR, Sambrat and Rani Chennamma (RC), which have contract carriage permits (CCP) but are carrying passengers without any valid permission from Hubli to other cities.

These buses are carrying passengers to Bagalkot, Bijapur, Ilkal, Belgaum, Sirsi, Davangere and Gadag from Hubli, without any valid permit. "This is everybody's knowledge including the police, NWKRTC and other government officials, but they haven't taken any action against these buses," Horatti said in a release.

The RR, Sambrat, RC transport companies are plying 58, 55, 72 buses respectively, and this is making a big loss to the government as these private operators are not paying tax and other fees. "Because of this, NWKRTC buses go without passengers. Also travelling in these buses is quite dangerous as the drivers indulge in rash driving. These buses should be confiscated immediately," he said.

You people forget that half of Karnataka lives in North karnataka, infact Belgaum district has 50 lakhs thats 10-12% of the entire states population, If you ply 100 buses only in hubli and give 20 buses to other parts, its gonna happen. What's wrong if these private people play in? aren't they getting basic needs of transport to the public? taxation, they say they have paid, or else its impossible to move on the roads.. if NWKRTC is going empty.. set up a committee, let them learn whats the ground reality.

Getting back to Transport and NWKRTC, Plan it yaar, the problem is all govt servants get paid (work or no work) not the same with the masses and who run private business.

Until RTO officers get the bribes from Pvt contract carriage bus owners they won't any action. Once they stop pay bribes they will take action against them. We need to change our whole system from root itself.

In India what happens is they don't plan for future needs. They plan as per present situation. For example NHAI is building 4 lane highway as per present traffic. By the time works completes no of vehicles in the road becomes double. No proper drainage system. No co operation between govt departments.

+1 It will,6 lane Highway u/c and those extensive four laning of NH from Hubli will put hubli as a fav destination.I want Volvo services betwen Hubli-Dharwad and Belgaum..First of all clean up the bus stands and build few neat modern terminals.

NWKRTC buys second hand buses from KSRTC,that is the reason,however GOK has done its bit by pumping in money into NWKRTC to buy some new motors.

Its got Climate and water as its placed on western ghats, we Indians may be thinking why why.. Britishers put a BASE here ..an ARMY, an Airforce, they ain't fools, its not that they wanted to tackle portugese then.. they loved its climate, water (even bisleri feels shy in front of Belgaum's water), till date, all the richies and biggies are owing up land in Belgaum on this reasons.

Belgaum is situated on higher altitude compared to Hubli or dharwad.Dharwad falls under malnad while Hubli comes under byluseemae.

Gulbarga is getting city bus service. :)

Work to be taken up under North Karnataka Urban Sector Investment Programme

Survey in the final stages in Gulbarga

GULBARGA: The State Government has decided to extend the 24x7 drinking water supply project to all areas coming under Gulbarga, Hubli-Dharwad and Belgaum city corporations. It has entrusted the work to the North Karnataka Urban Sector Investment Programme (NKUSIP).

Deputy Project Director of NKUSIP, G.M. Chowdhury, told The Hindu here on Wednesday that as per directions of the State Government, the NKUSIP entrusted the work of conducting a survey of the new areas that would be included in the project to private consultants in the three cities.

Mr. Chowdhury said that in Gulbarga, the survey had been awarded to Tata Consultancy Services (TCS), which had already started the work. The consultants had been asked to prepare estimates for the extension project as well.

Survey

He said the survey in Gulbarga was in the advanced stage . TCS was expected to submit the estimates and preliminary survey report to NKUSIP by the end of June. As per a rough estimate, to extend the scheme in Gulbarga city alone Rs. 150 crore would be required. The survey in Hubli-Dharwad and Belgaum city corporations was also going on.

Successful

The experiment of introducing 24x7 drinking water supply on a pilot basis in select wards of the three city corporations two years ago received wide appreciation. Tamil Nadu had sent official teams to Gulbarga, Belgaum and Hubli-Dhrawad to study the 24x7 drinking water supply scheme and implement it in their State as well.

A major gain of the pilot project was the sense of responsibility that came along with it in individual households to use drinking water judiciously.

Wastage had come down drastically and the people of the areas under the scheme received uninterrupted drinking water supply throughout the day.

All the households in the areas under the scheme have been metered. In Gulbarga city, the project was introduced in the 11 wards.

But karnataka has districts, and some districts give out the excess revenue to the states exchequer, why not develop it then so that they contribute more? Why no Volvo here still? Gosh.. Belgaum people.. even the poorest are rich in standards, they are ready to pay if a service is given out, let KWRTC start volvo a/c.. city buses, city has expanded 30 kms from every direction, but still no go from the govt!

Anyways, nothing against H-D or any other city, overall development is awesome.

Having stayed in all three cities Hubli, Belgaum, Dharwad,,, I found Dharwad a very peaceful city, excellent for basic education, administration, culture, with lot of greenery. In my experience Dharwad weather is somewhat better than Belgaum, as there is less urbanization so far, hence less traffic, less pollution, plus lots of greenery.

Having stayed in all three cities Hubli, Belgaum, Dharwad,,, I found Dharwad a very peaceful city, excellent for basic education, administration, culture, with lot of greenery. In my experience Dharwad weather is somewhat better than Belgaum, as there is less urbanization so far, hence less traffic, less pollution, plus lots of greenery.

Simple Question i ask...
Why Belgaum is not Divided like Dharwad which is trifurcated into 3 dists (Dharwad/Gadag/Haveri) ?

That is because belgaum dispute, dividing belgaum district gives maharastra advantage. Now it is one of biggest district by area..

Have u seen whts the condition of other dists like Gulbarga/Bidar/Raichur/Bijapur/Yadgir.......?

No drinking water / No Drainage /No proper roads and Bus facilities.....

NWKRTC have got funds from govt recently..and they will distribute it accordingly to all its divisions..have patience..belgaum will get its due share..

i don't want to comment much about Belgaum H-D comparision..both cities are fantastic..both have potential..both ahve got their own importance..^^

@akash i had been to Raichur recently..i would say bombay karnataka region is far far better..ppl r leaving in such a harsh climate..no basic aminities..forget the infra..its worst then vidrabha & telangana..

but still we ppl of karnataka have not been successfull in getting it special status under constitution..:bash:

I remember days when we used to wait 15 days for water in Bijapur. It might be the same even now not sure.

:) May be you stayed in belgaum for a day.. I think Geography is want you lack in.. Belgaum is at an higher altitude in western ghats with evergreen forests!
24% of revenue from a single district.. check out the amount of tax paid from each cities, you'll find whats real.

Maharastra wants it as its the revenue generator, Maharastra is only wanting Belgaum, khanapur and nippani from Belgaum district as its highy productive, in that belgaum and khanapur taluka's are blessed with water climate and wealth productivity :)
If you comparing Belgaum's climate with any other city... :) well you need to live here and you'll know (me telling won't make sense)
Suvarna soudha would have been in dharwad then :) not in Belgaum as winter capital :)

Dharwad city is situated at an altitude of 751m, Belgaum city at 758m, Hubli city 670m and Bangalore at 920m. Before rapid full-scale urbanization Bangalore climate was better than Dharwad/Belgaum, it is not the case any more...

You still believe 24% of total state revenue comes from one district. Keep dreaming...

fyi...the sales tax (VAT)/Income tax generated by Hubli-Dharwad is multiple times the sales tax (VAT)/Income tax generated by Belgaum city.

Suvarna Soudha is in Belgaum, thanks to the divisive forces from Maharashtra, nothing else. Also ex-CM Kumaraswamy used it a point to score against Maharashtra and also to get a special identity vis-a-vis Congress/BJP.

At your place you've to dig ground for getting sweet water, where as in our place flowing rivers Tunga and Bhadra are full of sweet water only. :)

Belgaum is one district where industries and agriculture thrive together,a model district i must say.

Karnataka is pretty well placed when it comes to Agri and industry balancing.We are 5th or 4th most industrialized state in India,we are rocking in agriculture as well especially processing crops like sugarcaen,coffee,sandalwood,tobacco,silk which have high value when processed.

GOA LITERALLY LIVES ON BELGAUM for vegetables,milk and retail.Come on weekends you will see goa registered vehicles out on roads shopping in belgaum streets.

The State Government has finally decided to take up the Yettinahole diversion project at a cost of Rs. 7,300 crore to find a permanent solution to the drinking water scarcity in Kolar, Chickballapur, Tumkur, Bangalore Rural and Ramanagaram districts and fill up minor irrigation tanks to recharge groundwater.

Water Resources Minister Basavaraj Bommai told presspersons here on Friday that it was basically a project to solve the drinking water problems in these districts by diverting the west-flowing river in the Palar-Pennar Basin. While all the minor irrigation tanks in Kolar and Chickballapur would benefit by the project, a few tanks in Bangalore Rural and Tumkur would also receive water.

He said that 24 tmcft of water would be diverted and stored in a valley identified in an area between Tumkur and Sira. Yettinahole is one of the tributaries of the west-flowing river and as per an estimate, the cost of the project is likely to be Rs. 7,300 crore. The Irrigation Department was preparing a detailed project report.

In another major development, the Government had also decided to strengthen and modernise the “Maharaja Anecuts”, including Chamaraja, Madaramantri Virle, Hemagiri, Nandigiri and Ramaswamy Nale, all more than 300 years old. These irrigation canals were in a bad shape and their water conveyance efficiency had come down drastically.

He said that the Government had allocated Rs. 300 crore for modernising and strengthening these canals. The modernisation of the distributary canals of the Visvesvaraya Canal will be taken up at a cost of Rs. 230 crore. The modernisation and strengthening of the Vivesvaraya Main Canal have been completed.

Mr. Bommai told a questioner that the Government had decided to take up the modernisation of the Narayanpur Left Bank Canal (NLBC) at a cost of Rs. 400 crore and this year, Rs. 230 crore had been earmarked for the work.

He said that this year the work of strengthening select reaches, which reported frequent slippages and seepages, would be taken up. This would help improve the conveyance efficiency of the NLBC. To end the dispute of overdrawal by the different branch canals from the NLBC, the Water Resources Department has decided to install volumetric measurement system near the gates at the distributary levels to measure the release of water from the NLBC into Jewargi, Shahapur, Mudgol and Indi Branch canals.

To a question, Mr. Bommai said that the department has been allocated Rs. 10,500 crore in the budget for this year which was 20 per cent more than the previous year's. Apart from this, the department proposes to spend Rs. 800 crore under the Accelerated Irrigation Benefit Programme in Krishna Basin.

Chief Minister D.V. Sadananda Gowda on Saturday faced the wrath of drought-hit people in Kolar district who are facing severe water shortage and scarcity of fodder for cattle.

Later, Mr. Gowda held a meeting with the people's representatives and senior officials of the district on the premises of the zilla panchayat. He said, “For supplying drinking water to Kolar district, Rs. 2 crore has already been released, and Rs. 8 crore will be released in the next two days”. Mr. Sadananda Gowda told the farmers that Yettinahole project would begin in June and would be completed in two years and added that it will help Kolar and Chickballapur districts get 24 tmcft of water.

It is time we set the facts straight. It has been a long time some members are getting away with false and misleading info.

For you kind information, Dharwad city is at an altitude of 751m avg. The reason All India Radio and Vivid Bharati were established, because if facilitates better transmission.

I request any one member to visit Dharwad Radio station or University or DC office, forget all that just visit the train station. It is at an altitude of about 735m, the most accurate and publicly verifiable source. Can some one pl do that? I am not in Dharwad right now, else I would have done that.

It is time we set the facts straight. It has been a long time some members are getting away with false and misleading info.

For you kind information, Dharwad city is at an altitude of 751m avg. The reason All India Radio and Vivid Bharati were established, because if facilitates better transmission.

I request any one member to visit Dharwad Radio station or University or DC office, forget all that just visit the train station. It is at an altitude of about 735m, the most accurate and publicly verifiable source. Can some one pl do that? I am not in Dharwad right now, else I would have done that.

About 30 of India’s top 112 cities are located in the four southern states—Andhra Pradesh, Karnataka, Kerala and Tamil Nadu; but the bulk of them are in India’s most urbanized large state, Tamil Nadu. About half of the state’s population lives in cities and most of these cities have a strong manufacturing base. While Chennai as the state capital is the financial and commercial hub, Thiruvallur also has a large tertiary sector. These two cities with their higher incomes and diversified activity rank at the top of the list of urban markets in the states and among the top 25 of the country. Others that make it to the top 50 urban markets of India include Kancheepuram, Kanyakumari, Madurai and Salem. Kancheepuram, the city of a thousand temples and silk saree centre, has also attracted investment from large production houses—Ford, St Gobain and Hyundai, etc., while steel city Salem is also a major textile centre.

From Karnataka only Bangalore makes it to the top 50 urban markets and Kerala’s Thiruvananthapuram and Kochi rank here. Four of the top 50 urban markets are from Andhra Pradesh: Hyderabad and areas surrounding Rangareddy, Visakhapatnam and Vijayawada.

Despite their high ranking in India’s urban markets, it would not be correct to place all four states of the south in the same basket—each has a distinct socio-economic identity. While Tamil Nadu has the highest urbanization level, Kerala has one of the lowest. Yet, incomes in Kerala are high, with a highly literate and skilled population bringing in remittances from abroad. Rural incomes in Kerala are also higher than the levels seen in other states. In fact, in terms of character, it is difficult to distinguish between rural and urban markets in Kerala. Karnataka and Andhra Pradesh, both larger states, have significant regional imbalances within and urban clusters are few and concentrated.

Karnataka’s urban markets are highly concentrated in the southern part in and around Bangalore. The region around Mangalore ranks a very distant second in the state. Some of the northern parts of Karnataka are not very different from parts of Bihar and UP or even sub-saharan Africa on many socio-economic parameters. The same is true for the region around Dharmapuri in Tamil Nadu. But all in all, urban centres are much better spread in south India. Moreover, they are well networked with surrounding rural areas through a relatively well-maintained rural road network. This ensures that some part of the higher value demand from rural areas is fed by urban areas in these states.

Two factors that have contributed to the success of southern states are good governance and high levels of public security. Law and order has been maintained while bureaucracy has delivered on many fronts, relative to the northern states. Land reforms have also been more successful in Tamil Nadu and Kerala than in other states and a more decentralized government has helped. Moreover, despite being highly dependent upon the international economy, these urban centres have managed to bear the international economic slowdown well—this indicates that these are not only rapidly growing markets, they are also very stable. Manufacturing, services and agriculture have all benefited from good governance and higher education in the region.

Interestingly, though the south will remain an important source of urban consumption, it would not be very different in character from other parts of India. It is becoming fairly clear that socio-economic or cultural differences are not affecting the size or character of urban consumer markets to a large extent. High levels of consumer expenditure are seen in Chennai—what was considered by many to be a conservative spender. Hyderabad shows levels of conspicuous consumption, not very different from New Delhi. Bangalore’s large professional class behaves not very different from that in Mumbai, where consumption expenditures are concerned.

In other words, though all cities are different, with different cultural and socio-economic characteristics, consumption characteristics are not that different once we account for the incomes, education and socio-economic characteristics of the individual consumer.

Karnataka power line to be swapped for wildlife corridor

It’s being described as a “conservation swap”.

The deal is simple: the Karnataka government will dismantle a 25 km long power transmission line passing through Kudremukh National Park to compensate for the loss of an 8.3km long wildlife corridor in Chikamaglur district caused by another line.

The Forest Advisory Committee (FAC) of the Ministry of Environment and Forests (MoEF) and the Karnataka Forest Department initiated this swap to restore the wildlife corridor disrupted by a 220 KVA power transmission line in Kudremukh. The line originally supported the mining operations of the Kudremukh Iron Ore Company (KIOCL) which was shut down by the Supreme Court in response to litigation by conservation groups. The move was initiated after an ecological analysis by experts.

MC Vinay Kumar, assistant director (conservation support and outreach), Wildlife Conservation Society-India (WCS-India), said that the Karnataka government had sought forest clearance from the FAC in early 2010 for permitting a power line to carry power from the Udupi Power Corporation’s Thermal Power Plant in Nandikur.

Since the proposed 400 KVA power line cut through an 8.3 km stretch of critical evergreen forest corridor in the Balur forests in Chikmagalur district, a field inspection of its ecological impacts was conducted by an FAC expert committee comprising Dr K Ullas Karanth, director of WCS-India and FAC member, and Dr AJT John Singh, former dean of the Dehradun-based Wildlife Institute of India (WII).

Due to delays caused by KIOCL, the recommendation was not followed initially. This was protested by wildlife groups, Wild Cat-C and Bhadra Wildlife Conservation Trust, who sough the FAC’s intervention. The latter intervened and took the violations seriously.

“Thanks to a proactive role played by the Karnataka Chief Secretary SV Ranganath and Forest Principal Secretary Kaushik Mukherjee, a senior forest officer rushed with an undertaking letter to the FAC meeting on October 12, 2011. The state government provided an undertaking saying that the existing line through Kudremukh would be dismantled before the other transmission line was commissioned,” said Vinay Kumar.

Unregulated tourism is ravaging the Western Ghats

Unbridled tourism in the Western Ghats will be a thing of the past if the Union government accepts the recommendations of an expert panel that was formed to look into the environmental aspects of the ecologically-fragile region.

The Western Ghats Ecology Expert Panel (WGEEP), which submitted a comprehensive report to the government in August 2011, has noted that some of the environmental footprints relate to the uncontrolled growth of tourist establishments in the Western Ghats leading to habitat fragmentation and increasing human-animal conflict.

Unlike in the case of mining where it urged for a blanket ban in the more ecologically sensitive areas, the panel has called for the ecotourism policy of the Ministry of Environment and Forests (MoEF) to be refined by the proposed Western Ghats Ecological Authority (WGEA) to promote minimal impact tourism. It has also stressed on the need for strict regulation for waste management, traffic, and water use.

There are a number of causes for worry. The 14-member panel headed by eminent ecologist Prof Madhav Gadgil found that there has been a tremendous increase in garbage accumulation in the area which attracts various pest species and also causes an increase in pathogens and disease. Untreated water is discharged into the open and this impacts vegetation and groundwater. There is also an increased risk of fires.

On the socio-cultural front, the group noticed changes in traditional livelihoods. Agriculture has been adversely affected because of land use changes and labour shortages, besides loss of access by indigenous and local communities to their land and resources as well as sacred sites. The report remarked, “Despite ecotourism, arising as a concept to promote nature conservation, it is found that the way ecotourism is practiced in India, it is being perceived as becoming just another form of mass tourism.”

Tourism in the Western Ghats has been increasing steeply. The forms of tourism observed in the region include ecology and wildlife, religious, social, and business. Religious tourism has the highest share of tourism in the Western Ghats followed by nature-based, social and business; the largest share of tourists is from the domestic sector. Tourist flows have risen sharply to the protected areas (PAs) in the Western Ghats – Periyar, Mudumalai, Bandipur, Nagarhole, Dandeli-Anshi since 2000.

Most of the tourism is unplanned and unregulated. The panel observed that even planned world class tourism projects, e.g Amby Valley and Lavasa, have considerable local impacts. Tourism is being promoted both by the Centre and states without proper environmental impact assessments (EIAs) or cumulative impact assessments.

Among other things that can be done to mitigate adverse effects of tourism, the panel said that smallscale tourism should be encouraged by adopting benefit-sharing measures with local communities. Tourism infrastructure, particularly accommodation, should be eco-friendly, with careful use of locally available materials.

The panel has recommended that erection of concrete structures around springs, lakes and other perennial water bodies should be discouraged. There should be site-specific control of tourism infrastructure in the buffer regions of protected areas. Rainwater harvesting should be made mandatory for all new large and medium tourist infrastructure in the Western Ghats.

The WGEEP also laid a roadmap on how to implement its recommendations. A special cell within the WGEA would need to be constituted to deal with tourism-related issues. Rustic and enmeshed in mythological stories, these indigenous dances confluence into the global rhythm that defines World Dance Day, which is celebrated on April 29 every year.

VEERAGAATHE

In the culture-rich districts of Uttara Kannada, Yakshagana, Veeragaathe, Dollu Kunitha, Doddaata, Sannaata and Jogi Kunitha stay alive at jathres and habbas. Exponents who have taken this offspring of Veeragathi from their hometowns to several states in India, talk of the bhavas or emotions that lend a distinct identity to each form.

Niranjanamurthy V, a Janapada artist, talks of the intensity of Veeragaathe and Dollu Kunitha. "These Janapadas trace their link to Veerabhadra Swamy, who emerged from Shiva's locks of hair even as the Lord shed tears on learning that his wife Parvathi was treated with disregard by her own father Daksha. Just as Veerabhadra set out to vanquish Daksha, with fire in his tread, the implicit vigour is carried through to this age as Veeragaathe in its fiery form and Dollu Kunitha in milder rhythm," explains Niranjanamurthy.

JOGI KUNITHA

Replete with heavy crowns, thick anklets and instruments of war, these Janapada artists blend with their sibling traditions of Jogi Kunitha. To date, K Guddappa Jogi, who lives in Sagar Taluk, keeps alive the combined forces of dance, drama and song, through the tradition of Jogi Kunitha. "This art form traces its roots to the Mahabharatha and Arjuna's Jogi Kathes," says Jogi.

It is implicit with regal movements as performers emulate the grace and vigour of the rajas and maharajas from yore. The vesha or attire and hejjes or steps are in sync with the Pandava Vamsha, of which Arjuna was a descendent.

YAKSHAGANA

In Bisilukoppa and Siddapura towns of Uttara Kannada, Ganapathi Hegde, a theatre artist from Ninasam too, integrates Yakshagana in his theatrics. "Yakshagana is especially of significance in puranika natyas or ancient dramas, to draw out the ferocity of war," explains Hegde, adding, "For plays that deal with social themes, we infuse dance forms like Kolaatta and Sannatta."

THE ART OF INTEGRATING DANCE FORMS

Doddaata specialist, Basavaraj Malshetty, keeps the finer nuances of this indigenous form that has a history of 170 years alive in his native town of Hospet. "Sangeetha shailee or musical intonations are integral to Doddaata," explains Malshetty, adding, "For instance, during the rendition of Yakshagana, one person sings in front, with four people to back him up from behind. In Doddaatta, voices of all performers rise and fall according to the mood of the piece. The leg harmonium and piteelu or violin, are integral to the rendition."

Over time, practitioners of such dance forms have adapted their skills to emerge with dynamic renditions. As a result, several Stree patras are being played by women themselves, as opposed to the tradition of male-only performances. "Over the past 50 years, a stree group in Bellary has been performing Doddaata. But, whether its women or men, what's lacking among newer performers is that they don't pay attention to the minute detailing, which defines the intensity of Doddaata," observes Malshetty. So, twenty years ago, this Dodaata exponent composed the Girija Kalyana, which had parts for women performers as well.

Huawei gets Bharti 4G network contract for Karnataka

Bharti Airtel has appointed Chinese telecoms gear maker Huawei Technologies to deploy and manage a 4G network in Karnataka, the companies said in a joint statement on Tuesday. The financial details of the deal were not disclosed. Bangalore is the countrys hub for technology services. Indian mobile market leader Bharti has 4G radio airwaves in four of Indias 22 telecoms zones. It launched the countrys first commercial 4G network in Kolkata on April 10 and had then said it would launch the high-speed network in Bangalore within 30 days. Music therapy in select Karnataka govt hospitals soon

Music therapy is to be used in select Karnataka Government hospitals for the benefit of patients.

The BJP Government has decided to revive the age old system of healing patients through “music therapy” in select government hospitals in coordination with National Institute of Mental Health and Neuro Sciences (NIMHANS), the State Medical Education Minister, Mr S.A. Ramdas, said at a function.

He said the experimental programme would be introduced first in the government hospitals at Shimoga, Hubli, Bangalore and Mysore.

NEW DELHI: The retail inflation for industrial workers stood at 8.65 per cent in March, higher than 7.57 per cent in February due to a spurt in food prices.

"The point to point of inflation based on CPI-IW also increased from 7.57 per cent in February to 8.65 per cent in March," a Labour Ministry statement said here.

The retail inflation measured in terms of All India Consumer Price Index (CPI-IW) for industrial workers rose by 2 points in March to 201, said the latest government data.

Inflation based on Food Index jumped to 8.16 per cent in March, 2012 compared to 5.08 per cent in February 2012, it said.

The rise in inflation was attributed to increase in the prices of rice, wheat, groundnut oil, poultry (chicken), vegetables and fruits, bidi, cigarette, dhoti (cotton) and saree among others.

During March, 2012 the index recorded maximum increase of 7 points each in Bhilwara, Vijaywada and Salem centres and 6 points each in Belgaum, Ajmer, Ghaziabad and Mundakkayam centres.

The index decreased by 2 points in Tripura centre and 1 point each in Darjeeling, Sholapur and Puduchery centres.

Bangalore recorded index at 206, followed by Mumbai (204), Ahmedabad (201), Kolkata (190), Chennai (187) and Delhi (185)

Jungle Lodges and Resorts (JLR), which is branded as the promoter of wildlife tourism in the State, is now foraying into coastal and temple circuits.

Scuba-diving, snorkeling, temple tours, golf, health and heritage sites have not been JLR’s focus going by its name and history since 1980s. However, the State-owned firm is now planning several resorts to tap the potential of these activities.

JLR, which already has resorts adjacent to the forests of Bandipur, Nagarhole, Anshi Dandeli tiger reserves and Cauvery wildlife sanctuaries, has now finished work on a resort in Hampi. “We have also begun construction of resorts in Bidar to tap the tourism potential. It will be ready for occupation within a few months,” said Sanjai Mohan, Executive Director, JLR.

Besides, JLR is setting up resorts at Jog Falls, at Honnavara and Pilikula in Dakshina Kannada. According to Mohan, the resort at Pilikula will focus on wellness. “We want to make it an ayurveda hub. We are already in discussion with ayurveda experts. We also held a discussion with the Department of Ayush. They will guide us in this directions,” Mohan said.

In addition to it, JLR will also be tapping the potential of golf in tourism. A resort is being planned adjacent to Belgaum golf course on an 18-acre land. Each of these resorts with about 20 rooms is expected to cost JLR about Rs 3.5 crore to Rs 4 crore.

The JLR is also planning a scuba-diving school at the biodiversity heritage site in Nethrani Islands near Karwar. “For those who are afraid of scuba-diving, we have an alternative. We are procuring about six glass-bottom boats that will enable people to view the coral reefs,” he said.

Projects approved

The Centre has approved all these projects for the year 2012-13, Mohan said and added that these projects will not divert JLR away from its focus area. “For instance, the resort at Hampi will also include a package to visit the sloth bear sanctuary at Daroji and the one at Bidar will focus on dryland mammals.”

The JLR also plans to procure six caravans (vehicles fitted with all the amenities like bedroom and a toilette) at an estimated cost of Rs 75 lakh each.

It is time we set the facts straight. It has been a long time some members are getting away with false and misleading info.

For you kind information, Dharwad city is at an altitude of 751m avg. The reason All India Radio and Vivid Bharati were established, because if facilitates better transmission.

I request any one member to visit Dharwad Radio station or University or DC office, forget all that just visit the train station. It is at an altitude of about 735m, the most accurate and publicly verifiable source. Can some one pl do that? I am not in Dharwad right now, else I would have done that.

Geography

Dharwad is situated on the edge of Western Ghats and hence is a hilly town. Karnataka CM hits out at Centre for 'step-motherly' treatment

Karnataka Chief Minister D V Sadananda Gowda today accused the Centre of showing step-motherly treatment towards the state by not releasing badly needed funds for drought relief operations.

"If the Congress-led UPA government really wants to respond to the plight of the affected people in Karnataka, it should release Rs 2,500 crore out of Rs 5,600 crore loss incurred by farmers due to drought," Gowda added.

Census lesson: Think beyond B’lore

It has been a year since the Directorate of Census Operations began releasing Census-2011 data for Karnataka.

The data released so far presents a picture of the evolving economic activity, literacy and education, urbanisation, fertility and mortality rate in the State providing the government with valuable information for policy intervention and for fine-tuning various programmes.

The data throws light on a number of aspects like what Karnataka has achieved in the last 10 years, since the last census in 2001, where it stands in terms development and progress and the government's response to the data.

The latest census data reveals that the urban-rural divide is still wide open. Districts of North Karnataka continue to lag behind.

This despite the State government earmarking thousands of crores of rupees in successive budgets for taluks categorised as backward in the D M Nanjundappa Committee Report on Regional Imbalances.

Statistics speak. Karnataka may be above the national average in terms of literacy rate, but most parts of the State, especially areas in North Karnataka, have a lot of catching up to do in terms of raising the level of literacy.

Bangalore may be the global showpiece of Karnataka, but the same State has districts such as Yadgir with a female literacy rate of 41.31 pc, which is much below the national average of 65.46 pc.

Mixed bag

Prof K  S  James of the Population Research Centre, Institute of Social and Economic Change (ISEC), points out that the census data indicated that the State had not reached the desired level of progress on several vital fronts.

“It has been a mixed bag for Karnataka. The population growth rate is declining, which is a good sign. The literacy both among males and females has improved remarkably. The child sex ratio is declining, which is a matter of concern. While urbanisation provides opportunities, the trend is restricted to bigger cities,” he points out.

On regional imbalance continuing in the State, James feels the government needs to tackle the problem by first identifying the most vulnerable taluks, instead of the present bulk approach.

Now, the special grants are distributed among the backward taluks, with each taluk getting a small share. A more focussed approach is required, he says.

Most of the backward districts in North Karnataka are lagging behind for a long time and it would take some time for them to catch up, he points out.

James feels the trend of bigger cities expanding further would lead to concentration of investment there and smaller cities being ignored.

A case in point is Bangalore. The State capital has been growing like never before clocking one of the highest decadal growth among metros in the country.

The total population of BBMP areas, as per the 2011 census, stands at 84.25 lakh - up from 57.01 lakh 10 years ago. But, unlike many other states, Karnataka does not have tier-II ‘boom’ cities.

The State has now 26 cities with a population of more than one lakh, but as per the census data not a single city has shown the potential of emerging as a popular employment destination and economic hub.

James says the State government should take serious note of the census data and take remedial steps.

Unhealthy trend

Another renowned population expert and former professor at ISEC, KNM Raju, points out that the census figures reflect that Karnataka has lagged behind in implementing various programmes compared to neighbouring states.

"In the initial years, Karnataka started off well, being ahead of Tamil Nadu and Andhra Pradesh on the health front. Both the states have now caught up with Karnataka. Poor implementation of programmes reflect lack of political will,” Raju said.

On the positive side, Raju said the penetration of cellular phones and television into rural areas has been remarkable. This would help rural people to connect with the world, he says.

On its part, the State government has constituted 17 working groups to analyse the census data.

Each of the working group is headed by a principal secretary or a senior officer and comprises members of the Planning Board, experts, academicians, among others. Each group will closely monitor the census data and discuss necessary policy implications.

The panels will also address specific issues if required, Planning Department Principal Secretary Sanjeev Kumar says.

The government is also streamlining the plan process and formulation of schemes by monitoring the outcome.

"Under the World Bank assisted Performance Reforms Project, we will evaluate performance of departments based on outcome indicators. No matter, how many times you desperately try to mislead members here, the facts are facts. I repeat the weather pattern (absolute and relative temperatures, hence heat factor) of Dharwad city and Belgaum city are almost similar...

In fact, Dharwad city has much less vehicle pollution/density (hence lower heat factor) and also much less noise pollution.

Sun film with extra tint should be removed from cars before May 19

Police set deadline in the wake of a Supreme Court order

In the wake of a Supreme Court order prohibiting usage of sun films on windows and windshields of cars, the police will begin penalising errant vehicle owners from May 20.

A senior traffic police official said that vehicle owners in the city have been given time till May 19 to get rid of sun films on windows and windshields of their cars.

Deputy Commissioner of Police, East-Traffic division, Muthanna B.A., said that cars, at the time of delivery, will have a thin film on their windows and windshields, with the permissible level of tint. “Only this is allowed,” he said. Vehicle owners, who have added tint to stock windows and windshields after purchasing their vehicles, will have to remove them, he added.

According to a statement, vehicles will be allowed to have sun films with 70 per cent visual light transmission (VLT) for front and rear windscreens, and 50 per cent VLT for side glasses, under Rule 100 of Central Motor Vehicles Rule, 1989.

Penalty

After May 19, if vehicle owners are found violating the law, they will be fined Rs. 300, and repeated violations will land them in jail for contempt of court, Mr. Muthanna said. Mr. Muthanna added that several criminal activities have been reported in the recent past in many cities across the country in such vehicles. Hence, the Supreme Court has ordered the removal of sun films to avert such activities in vehicles.

He, however, said that vehicle owners who have obtained permission from the Union Home Ministry to have tinted glasses in view of their safety will be allowed to have such sun films on their vehicles.

When pointed out that several celebrities and businessmen use cars with sun films, Mr. Muthanna said that the law will apply to everybody, including celebrities and businessmen. “Only, people with Z plus security, having permission from Union Home Ministry, will be exempted from the rule,” he said.

Meanwhile, Commissioner for Transport and Road Safety, Bangalore, T. Shama Bhatt, said that the Supreme Court has directed all States to strictly implement the provisions of Rule 100 of Central Motor Vehicles Rules 1989.

The Transport Department has formed squads to check such vehicles.

Airtel unveils 4G service in Bangalore

Telecom major Bharti Airtel Limited on Monday launched its 4G service in this tech hub, offering high-speed wireless broadband service to access high-definition video streaming, rapid photo and video downloads.

"We are the first service operator to offer the advanced 4G (fourth generation) technology in Karnataka for high-speed internet access to a range of data services such as video streaming, multiple chatting, instant uploading of photos, etc.," Bharti Chief Executive Sanjay Kapoor told reporters at a preview of the high-tech product and its services.

Long-Term Evolution (LTE) of radio access technology is the latest 4G standard in mobile networking technology, which provides data downlinkspeeds up to 40 mbps (mega bytes per second) and upload speeds up to 20mbps and high speed mobility support.

"The service also offers access to rich content and multi-media applications such as e-learning, multiple downloads of heavy files, seamless high definition (HD) online streaming and gaming and business applications requiring higher speeds and last mile connectivity," Kapoor said.

The company acquired Broadband Wireless Access (BWA) license spectrum through the auction route in 2010 for an unspecified amount to provide the 4G service in Kolkata, Karnataka, Punjab and Maharashtra (excluding Mumbai)circles.

The company launched 4G service in Kolkata April 10 and plans to roll it out across major cities in Karnataka during this year and in other remaining circles.

"Data usage is exploding the world over and doubling each year to grow to around 3.6 hexabytes by 2014. With the launch of 4G, India will move from being a follower of technology to matching the world in this domain," Kapoor observed on the occasion.

Nope, to temperatures and other issues disscused.. lol (re-check the thermometer) If it was coorg or madkeri or chikmaglur , anyone would say ya.. may be.. no..( I know geology better and being a common person, I can see more greenery which starts towards belgaum from kittur when I go there, In simple sense it explains all, also many cities have huge population, but they all are single cities, some twin cities don't even have double the population of a tier 2 single city compared .. example mysore is a tier two city but is more populated than twin cities), Ya I find time when I'm not at work and not sleepy :)

KGF, B’pet may become satellite towns of B’lore

The possibility of developing Kolar Gold Fields and Bangarpet as satellite towns of Bangalore is under consideration, according to Ravindra, advisor to the chief minister.

Speaking to reporters during his visit to the City on Monday, Ravindra said Bangalore was becoming a congested city and hence it had become necessary to develop satellite towns.

He said the Bangalore-Chennai corridor, which passes through KGF and Bangarpet provide ample growth opportunities for both the cities.

“The corridor spurs industrial development and we need to provide infrastructural support to the two cities. The government has decided to take up a comprehensive study in this regard.”

KGF has remained very backward and a plan of action to develop it is being deliberated upon. Mobilisation of the resources required for the task, efficient utilisation of the land belonging to the gold mines, water source etc, are being weighed upon.

Cabinet nod to hike women’s quota in ULBs to 50 per cent

Relevant Acts to be amended in next legislature session

The State Cabinet on Monday decided to enhance the reservation for women in all urban local bodies (ULBs) in the State, including city corporations, from the present 33 per cent to 50 per cent.

Briefing reporters after the Cabinet meeting, Law Minister Suresh Kumar said that the Karnataka Municipal Corporations Act, 1976, and the Karnataka Municipalities Act, 1964, would be amended in the next legislature session to provide 50 per cent reservation for women.

Karnataka has already implemented 50 per cent reservation for women in panchayat bodies. In 2009, the 112th constitutional amendment bill was introduced in the Lok Sabha to amend Article 243 T of the Constitution, enhancing reservation for women in panchayats and ULBs to 50 per cent. At present, the bill is before the Parliamentary Committee on Urban Development.

As per the population criteria slabs for ULBs, there are eight city corporations, 44 city municipalities, 68 town municipalities and 94 Town Panchayats (TPs) in the State. Elections to most of the ULBs are due early next year.

Elevator maintenance

The Cabinet also decided to enact a new legislation Karnataka Lift, Escalator and Passenger Conveyors Act. It will replace the Karnataka Lift Act, 1974.

The new legislation will make it mandatory that only registered elevator companies should install elevators, escalators and maintain them, and ensure that safety norms are strictly adhered to.

Housing loans

The Cabinet also decided to modify the government scheme to waive of the interest on housing loans taken by beneficiaries of the Ashraya scheme, if they repay the entire principal amount.

When the scheme was first announced in April last year, the government anticipated that around 20 lakh beneficiaries, who had borrowed loans up to Rs 10,000 for construction of houses under the Ashraya scheme since the 1980s, would repay the principal amount leading to a recovery of Rs 1,555 crore. However, a year down the line, the recovery has been a meagre Rs 50 crore.

Suresh Kumar said those who opt for the scheme now, including the present occupants, will get property registered in their names immediately.

“It was found that many original beneficiaries of the scheme had either vacated their houses or had sold them. Now, even the present occupants can opt for the scheme, repay the principal amount and the house will be registered in their names,” he said.

Reservation

The Cabinet gave its nod to reserve 25 per cent of the posts in the Forest department to BSc (Forestry) graduates from the College of Forestry, Ponnampet and College of Forestry, Sirsi.

The Cabinet accorded administrative approval for the construction of 100-bed hospitals at Hanagal, Haveri district and Mudhol, Bagalkot district at a cost of Rs 8.99 crore and Rs 8.25 crore respectively.http://www.deccanherald.com/content/247771/cabinet-nod-hike-womens-quota.html

Suvarna soudha in belgaum is not because of revenue/weather, but to end maharastra claim on it, nothing else.

Also KumaraSwamy saw an excellent opportunity to create a new vote bank, as JD(S) has nothing to lose in Maharashtra. He is much smarter than many of us here.

Suvarna soudha in belgaum is not because of revenue/weather, but to end maharastra claim on it, nothing else.

Also KumaraSwamy saw an excellent opportunity to create a new vote bank, as JD(S) has nothing to lose in Maharashtra. He is much smarter than many of us here.

It is one of the oldest malls,I have not been there inside,yes it has some hypermart and a food court inside.It has some good coffee shop as well

Maharashtra releases water into Krishna river

Maharashtra government released 300 cusecs of water from Varana reservoir into Krishna river on Monday evening. It had released 600 cusecs of water on Saturday evening from Rajapur barrage into the river and on Sunday evening the government released 1,600 cusecs of water into Krishna river.

Maharashtra government’s decision to release water by setting aside all controversies is expected to be an initiative to build� healthy relations with Karnataka. The credit of convincing the Maharashtra government goes to the delegation of Karnataka comprising district in-charge minister Umesh Katti, Minister for Heavy Industries Murgesh Nirani and Minister for Water Resources Basavaraj Bommai.

Sensing problems faced in drought hit areas of North Karnataka, the mentioned delegation� approached Maharashtra Chief Minister Prithviraj Chavan last month. They tried convincing him to facilitate 5 TMC ft of water to Karnataka for tackling the drought, but he agreed to provide 2 TMC ft.

The decision to provide water to Karnataka took-over a controversial turn after a few opposition leaders were not for it.

Raking up the Karnataka-Maharashtra border dispute issue, leaders objected� to Maharashtra’s favour. This controversy delayed the decision for about 25 days. Belgaum Deputy Commissioner V Anbukumar told Express here on Monday that the water released will be exclusively utilised for drinking.

He said that section 144 has been clamped on the banks of Krishna river.

Also operations of about 20,000 water pumps, extracting water from the river, has been banned by disconnecting power supply to them. The water will not be allowed to be used or irrigation for industrial purposes, he said.

Meanwhile Karnataka Neeravari Nigam Limited HBC Division Executive Engineer said 1,600 cusecs of� water was released from Varana reservoir on May 5 has still not reached Rajapur Barrage.� He added that water of 400 cusecs released from Dudh Ganga river has not reached Karnataka.http://ibnlive.in.com/news/maharashtra-releases-water-into-krishna-river/255895-60-115.html

Not just there, kannada prabha/star of mysore all have blatantly lifted my pics,if they show some courtesy by publishing the source then it is fine,otherwise it looks very unethical on their part.

Belgaum mall pics I will get,more than that belgaum has lot of commercial street kind of gallies where branded stores are located,more like an open mall.Crowd is awesome too.

6 laning with some industral towns alongside will propel H-D-B as the most preferred destination for manufacturing,logistics etc.

Most of Dharwad city is between 720m to 760m, (avg 735m), while Belgaum city is between 740m to 775m, (avg 762m)...


If one looks for heat index (the temp one feels and the one really matters) based on Industry cluster (like for ex : Foundries generate a lot of heat), vehicle density etc... Dharwad city weather is almost same as Belgaum city or even a shade better....

The total dissolved chemicals in groundwater of Belgaum, Dharwad and Gulburga have exceeded 5,000mg/l rendering the groundwater non-potable and also unsuitable for irrigation. Flourishing Water Markets

Packaged drinking water has captured a large market relatively over the
years. Demand for packaged drinking water has been definitely on the
increase as opined by the packaged water distributors of Hubli, Dharwad
and Belgaum. Irrespective of the company the sales go up during summer for all companies while it dips during rainy and winter seasons. Tankers constitute another important actor in the trade. Around 100 tankers thrive in the cities. The market is also characterized by some malfunctioning related to lack of regulation and control, while the companies are not registered, regulations on quality control are nil. Kolar also thrives on the same lines.Very good investment if anybody can plan for a mineral water plant in Belgaum :lol: ....or Hubli-Dharwad......seriously....:)
