COMPARED with other airports like Singapore’s Changi and the Manila Inter-national Airport, parking at the Low-Cost Carrier Terminal (LCCT) in Sepang is considered high.
Frequent travellers claim that they have to fork out RM36 per day and RM40 if one uses the Touch & Go card.
David Tan from Puchong, in his e-mail said, for 24-hour parking, one only has to pay S$17.66 (about RM42) for a covered parking bay next to the Changi airport, 250 Baht a day (RM25) at the Suvarnabhumi airport in Bangkok and 50 pesos per day (RM3.80) at the Manila international airport.
“We can go on giving examples such as the Clark airport in the Philippines and the Jakarta airport and it will still show that parking charges at the LCCT are exorbitant,’’ he said.

In the case of Changi airport, the charges are for a covered car park next to the airport while Stansted Airport in London, the £8.70 (RM46) charge includes a complimentary shuttle.
“We are charging very high when the car park is not covered although it is close to the airport,’’ said C.W Tang.
Tang, who had just come back from an overseas trip, said he had to pay RM108 for parking at the LCCT for three days.
“The airport authorities should bring down the cost to encourage more people to use the facilities,’’ he added.
Tang said parking rates at the LCCT used to be RM1 for the first two hours and RM2 for every subsequent hour. This, he said, is not cheap as compared with other airports.
There are 1,350 open-air parking bays at the LCCT now.
Since January 2007, the charges were RM2 for the first hour or part thereof with a motorist paying a maximum of RM4 for two hours.
However, from the third hour onwards, a motorist would have to pay RM2.50 and a cumulative sum of RM36.50 until the 16th hour.
“From the 16th to the 24th hour, the charges remain the same and the hourly rate will be reapplied after every 24 hours,’’ said Malaysia Airports Holdings Berhad senior general manager (operation services) Datuk Azmi Murad.
He said the parking rates were inclusive of the 5% service tax as required by the government.
Azmi refuted claims that the cost of parking at the LCCT was high as compared to other airports.
“Travellers must understand that they have the option of parking very close to the airport. Our parking rates are also cheaper compared with many other international airports where the facilities are much lower in standard,’’ added Azmi.
He said there were not many airports that had their parking lots close to the main building and therefore it was unfair to make comparisons even if there were those which provided covered parking lots.
Azmi said MAHB frequently carried out comparison studies on parking charges at other international airports and had found that the charges at the LCCT were among the lowest.

KUALA LUMPUR 11 Mac - Terminal Penerbangan Tambang Murah (LCCT) yang baru dijadualkan siap pada separuh kedua 2011, kata Pengarah Urusan dan Ketua Pegawai Eksekutif Malaysia Airports Holdings Bhd. (MAHB), Datuk Seri Bashir Ahmad hari ini.
Beliau berkata, LCCT baru itu dijangka dapat mengendalikan 30 juta penumpang setahun berbanding 15 juta pada masa ini.
"Kami telah menemui lokasinya dan akan mengumumkannya pada masa yang sesuai.
Ia akan berhampiran dengan terminal utama. Lokasinya amat baik. Terminal baru itu akan siap pada separuh kedua 2011," kata beliau selepas menyaksikan penerbangan sulung AirAsia ke London dari LCCT di Sepang.
Kerajaan menolak rancangan awal AirAsia untuk membina LCCT bernilai RM1.6 bilion di Labu, Negeri Sembilan, sebaliknya memberi tugas kepada MAHB untuk membina LCCT baru itu berhampiran terminal sedia ada di Lapangan Terbang Antarabangsa Kuala Lumpur di Sepang dan mengadakan perundingan dengan AirAsia.
Semasa ditanya mengenai rebat 50 peratus bagi caj pendaratan untuk dua tahun berkuatkuasa 1 April kepada syarikat penerbangan yang beroperasi dari Malaysia di bawah pakej rangsangan RM60 bilion yang diumumkan semalam, Bashir berkata, ia merupakan langkah yang amat baik.

PETALING JAYA 12 Mac - Old Town International Sdn. Bhd. (Old Town) memperuntukkan lebih RM18 juta untuk membuka 40 buah kopitiam Old Town di seluruh negara termasuk Sabah dan Sarawak pada tahun ini.
Pengurus Besar Pemasaran Kumpulan, Alex Chuah Seong Meng berkata, pembukaan itu termasuk cawangan di Terminal Penerbangan Tambang Murah (LCCT), Sepang.
''Old Town bercadang untuk membuka kira-kira 40 buah kopitiam sama ada yang dimiliki sendiri, kerjasama atau secara pemberian lesen. Pada ketika ini kami mempunyai sebanyak 119 buah kopitiam di seluruh negara termasuk Singapura dan Sabah.
''Pembukaan kopitiam di LCCT pada pertengahan bulan ini merupakan premis ke-121,'' katanya pada majlis taklimat media di sini baru-baru ini
Sebanyak RM600,000 dilaburkan bagi pembukaan kopitiam Old Town di LCCT, tambahnya.
Terdahulu, Seong Meng memberitahu, bermula awal bulan ini, penumpang AirAsia akan dapat menikmati kopi keluaran syarikat itu di dalam pesawat.
Menurutnya, minuman kopi Old Town White Coffee 3 in 1 akan dapat dinikmati dalam penerbangan domestik.
Selain daripada itu, penumpang AirAsia yang terbang keluar daripada Thailand dan Indonesia pula akan berpeluang untuk menikmati kopi jenama sama bermula April depan, katanya.
Beliau memberitahu, sejak ia mula dijual awal bulan ini bagi penerbangan domestik AirAsia, sebanyak 300 cawan telah dijual.
Syarikat itu mensasarkan jualan sebanyak 1,000 cawan sehari apabila ia mula dijual dalam penerbangan keluar daripada Thailand dan Indonesia.
Selain itu, Old Town juga berhasrat untuk memasuki pasaran baru seperti Timur Tengah dan Australia dalam tempoh terdekat.
Pada taklimat yang sama, Seong Meng memberitahu, jualan Old Town tidak terjejas walaupun pada ketika ini orang ramai sudah mula berjimat cermat dalam perbelanjaan masing-masing ekoran krisis kewangan global.
Malah, ujarnya, syarikat masih berada di landasan yang betul dengan pertumbuhan sebanyak 12 peratus untuk mencapai sasaran perolehan pada tahun ini iaitu RM150 juta berbanding RM120 juta tahun lalu.

KUALA LUMPUR 12 Mac – Terminal Penerbangan Tambang Murah (LCCT) baru yang dijangka menelan kos sebanyak RM2 bilion akan dibina berhampiran Kompleks Bunga Raya Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA).
Menteri Kewangan Kedua, Tan Sri Nor Mohamed Yakcop ketika dihubungi mengesahkan perkara itu berharap projek tersebut dapat dilaksana seperti yang dirancangkan.
Utusan Malaysia difahamkan, lokasi tersebut merupakan antara tiga lokasi baru yang dicadangkan bagi pembinaan LCCT.
Bagaimanapun, kawasan berhampiran Kompleks Bunga Raya itu dipilih berdasarkan kedudukannya yang hampir dengan KLIA, sekali gus memudahkan para penumpang menggunakan perkhidmatan kereta api berkelajuan tinggi.
Pada pembentangan pakej rangsangan ekonomi kedua Rabu lalu, Timbalan Perdana Menteri, Datuk Seri Najib Tun Razak mengumumkan Malaysia Airports Holdings Bhd. (MAHB) akan membina dan mengendalikan LCCT di KLIA dengan kos RM2 bilion yang dijangka siap pada 2011.
Semalam, Ketua Pegawai Eksekutif MAHB, Datuk Seri Bashir Ahmad berkata, projek pembangunan LCCT baru dijadualkan siap pada separuh kedua 2011.

THE newly proposed Low Cost Carrier Terminal (LCCT) to be built by Malaysia Airports Holdings Bhd is expected to start construction by the middle of this year and completed by the third quarter of 2011.
The airport, which will cost RM2 billion, is expected to be fully operational after that and would be able to cater to 30 million passengers per annum (mppa), with the potential to expand to 45 mppa, MAHB managing director Datuk Seri Bashir Ahmad said today.
He said the full cost of the project, of which its construction would be done via open tender, would be borne by MAHB via loans.
"We will be funding it via loans as we have no debt right now. We have received letters of offer (for loans)," he told reporters at a briefing in Petaling Jaya.
The current LCCT would be converted into a cargo terminal, he added.
He said the cost of the LCCT included a 150,000 sq m new terminal building located 1.5 km west of the main terminal, 70 bays of aircraft parking, a proposed third runway which will be situated only 1.5 km from the second runway, and full parallel taxiways for quick turnaround between both runways.
Bashir said the airport operator was in talks with AirAsia Bhd about the project and added that the low-cost airline was pleased with the progress.
"AirAsia will enjoy greater operational efficiency with the second and proposed third runway just 1.5 km apart. The proposed new runway is also big enough for a B747 to land," he said.
He added that they were also in talks with Express Rail Link Sdn Bhd to extend the connection to the new proposed LCCT, although it would not be included in the total cost of the project.
Asked on why MAHB's cost was bigger than the one proposed earlier for the Labu LCCT, Bashir said this LCCT was bigger and has taken into account passengers comfort in the long-term.
If needed, an adjacent parcel of land to the proposed site could be used for further expansion and could cater for another 25 million passengers.
He added that the soft ground on which the new terminal was to be built was also not a cause for concern as both the existing runways and Bunga Raya Complex were also located on soft ground.
Basir also denied that the issue of Labu LCCT had prompted MAHB to speed up the progress of this new LCCT.
"It took us 16 months to study this and the deadline for it was last December. We did it (study) professionally," he said.
On another note, Bashir said MAH had also proposed to the government the 50 per cent rebate on landing charges as announced in the recent Second Stimulus Package.
He said the rebate, applicable to all airlines, would be of help as the airline industry was going through a difficult time.
"However, this won't affect our bottomline as we are working with the government on a revenue sharing basis for the landing charges," he said.
MAHB makes about RM180-200 million annually from landing charges.
Asked if the airport operator would be reducing other costs such as airport tax since the proposed terminal was for low-cost business, Bashir said aeronautical charges (such as landing and parking fees and tax) would be decided by the government.
He also anticipated that all airports operated by MAHB would have zero per cent growth this year due to the current economic slowdown that has affected passenger movement generally.

Malaysia Airlines is not ruling out the possibility operating at the newly proposed Low Cost Carrier Terminal (LCCT) to be built by Malaysia Airports Holdings.
“We will see. There is a long time to come, and in fact there is a long time to build it. In the meantime, we’ll have to look at all (aspects),” said its managing director and chief executive officer Datuk Seri Idris Jala.
He was met on the sidelines of the GLCs Transformation Progress Review March 2009 meet yesterday.
He was asked whether MAS would consider operating at the new LCCT which is expected to start construction by middle of this year and completed by the thirdquarter of 2011.
On whether MAS would be involved in LCC operation, Idris said, “We will eventually venture into LCC operations. That is something we may consider in the future but not at the moment.”
“You never say no to things in the future. We always look at options,” he added.
"Whatever makes commercial sense for us, we will look at them favourably."
Asked if MAS might operate at the new airport as LCC could cut operations cost, Idris said, “We will have to see because they have not built it so we don’t know what is the charges they will put at the new LCCT.
“We have not seen the design. They haven’t told us what charges will be put on...landing and parking charges, we do not know.”
Idris said only after the airport operator has produced the blueprint for the new terminal, and the details are provided, MAS will be able to respond accordingly.
Whether MAS has a wish list for the new LCCT, he said: "We didn’t give the wish list. All we know is it is important to have level playing field.”
It was reported that a wish list been given by AirAsia Bhd, the LCC, to MAHB.
Idris noted that Firefly, a LCC unit of MAS, would continue operating in Subang Airport.
“That is the current plan and it will continue to operate there.”

Malaysia Airports Holdings Bhd (MAHB) (5014) will fully fund the construction of the new permanent low cost-carrier terminal at the Kuala Lumpur International Airport in Sepang with borrowings.
The airport operator is confident it can complete the new terminal and a new runway within two-and-a-half years and not exceed the estimated cost of RM2 billion.
"Under normal circumstance, we can build a runway and a terminal within three years. So we target to be fully operational by (third quarter of) 2011," managing director Datuk Seri Bashir Ahmad told a media briefing on the development of the new permanent LCCT held in Subang yesterday.
Bashir said MAHB has received loan offer letters for its funding needs and could also use its RM950 million loan from CIMB Islamic Bank.
The permanent LCCT will be located to the west of the main KLIA terminal building, roughly 1.5km in distance.
The new terminal building will be 150,000 square metres and can hold up to 30 million passengers per year, with the capacity for expansion of up to 45 million passengers per year.
Some of its features include a multi-storey car park of 6,000 bays, aircraft parking apron of 70 bays, land-side connection to the main terminal building, and an integrated transport hub inclusive of taxi stations and a bus terminal.
"We have had discussions with (Express Rail Link Sdn Bhd) to extend the line to the new LCCT and they have expressed interest (to undertake the line extension)," said Bashir, adding that this would be a separate cost from the RM2 billion estimated.
Construction on the proposed third runway (Runway 3) will begin by middle of this year and will be 4km in length. The average cost to build a runway is RM500 million.
MAHB is also building full parallel taxiways for Runways 2 and 3 for quick aircraft turnaround time.
MAHB said another site across the new LCCT had been identified if the need for expansion arises in future. That can handle another 25 million passengers.
On the new aeronautical charges, which include landing, parking and passenger service charges, Bashir said the fees will be decided by the government and announced in due course.
"Any increase or decrease in landing charges will be decided by the government. But it is not related to the cost of the building or the runway. If landing charges go up, it will do so across the board because maintenance fees have increased," he said.
Bashir said the decision to build the new LCCT was under its National Airport Master Plan, which was being prepared by its appointed consultants over the last 16 months.
Airlines that currently operate out of the temporary LCCT include AirAsia, AirAsia X, Tiger Airways and Cebu Pacific.
Bashir said that the new LCCT will be open to other carriers seeking to use the facility.
"Low-cost airlines such as Silk Air or JetStar that fly to the main terminal can also use the new LCCT," he said.
Once the new LCCT is developed, the temporary LCCT will be used for cargo operations.
Bashir said the new permanent LCCT was costlier in comparison to AirAsia Bhd's proposed RM1.6 billion KLIA-East project due to the size of the facility.
"AirAsia was looking at 90,000 square metres. Also, we are having additional features such as the taxiways," Bashir said, adding that the cost of a terminal was determined by the comfort level and cost per square metre.

A new 4km runway will also be built with the LCCT, which is expected to be operational in the third quarter of 2011.
Unveiling Malaysia Airports Holding Bhd’s (MAHB) plans for the new LCCT, its chief executive officer Datuk Seri Bashir Ahmad said work on the RM2bil project would begin in June.
“It will be designed to handle up to 45 million passengers a year and be connected to the main terminal via an extended Express Rail Link (ERL) and a new side road,” Bashir said at a press conference yesterday.
“With the new LCCT, KLIA would be able to handle up to 90 million passengers a year.”
The present LCCT would then be reverted into a cargo handling terminal.
The new LCCT, spread over 150,000 sq metres, would be larger than the main terminal with retail and food outlets to ensure passenger comfort.
There are plans for a 6,000-vehicle parking complex, parking bays for 70 planes and an integrated transport hub for buses and taxis.
“We are also taking the views of various airlines into account,” Bashir said, adding that AirAsia had requested at least 95,000 sq metres for the new LCCT.
Bashir said 10,000 sq metres of the space would go towards setting up AirAsia’s headquarters, which would be sited away from airport operation areas.
He said landing and aircraft parking fees and airport tax would most likely remain unchanged.
“The Government decides on all aeronautical charges and airport tax, not us,” he said, adding that MAHB would fund the project through loans.
“We have received letters of offers from several sources,” he said, adding that tenders would be called in the next few months.
Bashir added that KLIA’s master plan took into account long-term use of infrastructure and land to handle up to 120 million passengers annually. Currently, only 30% of the entire complex and land are used.
A joint proposal to build a new low cost carrier terminal in KLIA East@Labu, Negri Sembilan, by Sime Darby and AirAsia was rejected.
Bashir said the plan to build the new LCCT near the main terminal was part of the National Airport Master Plan for Malaysia to strategically develop all 24 airports in the country over 50 years.
“This is to ensure KLIA will grow into a significant regional hub.”

“We have no debts so it is no problem to raise funds,” he said at a media briefing in Subang yesterday.
To this end, Bashir says the company already has the offer letters.
Contracts to build the new terminal will be tendered out over the next few months, he adds.
The new LCCT, to be built near the KL International Airport (KLIA), will be able to handle up to 30 million passengers when operational, with the potential for 45 million passengers per annum.
Low-cost carrier AirAsia Bhd and Sime Darby Bhd’s proposal to build a new LCCT costing RM1.6bil in Labu, Negri Sembilan, was rejected by the Government last month.

As for possible lower charges at the new LCCT, Bashir says: “All aeronautical charges will be decided by the Government.
“Our charges are not related to the cost of the new terminal. They (charges) do not go up automatically when we build new terminals.”
To a question on why the cost is higher than the originally proposed RM1.6bil by AirAsia and Sime Darby, Bashir says this is because the terminal will be “bigger” and with more facilities.
“The design of the terminal, to be located 1.5km away from the main KLIA terminal, will have to be worked out but the construction of the new runway can start immediately.
“We are talking to the airlines and finalising the design,” he says, adding that the terminal can be used by both low-cost and full service carriers.
“AirAsia has seen the location of the new LCCT and is happy with it. It has made it clear that it doesn’t want to use aerobridges. We will take its views into consideration but will also be talking to other airlines which may want to use aerobridges. We will see how we can provide that.”
To a question, Bashir says MAHB is in discussions with Express Rail Link Sdn Bhd to extend its current connection to the new LCCT.
On the 50% rebate in landing charges as announced in the mini budget earlier this week, Bashir says it will not affect the company’s bottomline. “We are working with the Government on a revenue-sharing basis for the landing charges,” he says.
MAHB currently makes RM180mil to RM200mil a year from landing charges.
Responding to another question, Bashir says MAHB had in August 2007 appointed the joint-venture company of Netherlands Airport Consultants BV and KLIA Consultancy Services for the preparation of a National Airport Masterplan for the country, which included the development of a LCCT.
“It took us 16 months to study this (LCCT plan). We did it professionally,” he adds.
Separately, he says he anticipates “0% growth” this year for its airports, owing to the economic slowdown which will affect passenger movement. “We do expect to remain profitable.”
Other than KLIA and other domestic and international airports in Malaysia, MAHB also owns stakes in several foreign airports, including India’s Delhi International Airport. It also has other businesses, such as retail.

SUBANG 15 Mac - ''Kami tidak 'lembap' membuat keputusan tetapi kajian (Terminal Penerbangan Tambang Murah - LCCT) yang dilaksanakan itu dibuat secara profesional,'' kata Pengarah Urusan dan Ketua Pegawai Eksekutif Malaysia Airports Holdings Bhd. (MAHB), Datuk Seri Bashir Ahmad.
Menurutnya, kajian itu bukan sengaja dilengah-lengahkan tetapi ia disandarkan kepada pelan induk lapangan terbang kebangsaan.
Namun, kata beliau, kajian tersebut telah mengambil masa selama 16 bulan untuk disiapkan dan tarikh akhirnya adalah pada bulan Disember tahun lalu.
Menurutnya, keputusan tersebut telah diserahkan kepada kerajaan dan pemilihan tapak untuk membangunkan LCCT di Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) tidak boleh dilaksanakan secara tergesa-gesa.
''Keputusan itu dibuat berdasarkan kepada perbincangan dan perundingan, kami bukan sengaja melengah-lengahkannya tetapi kajian itu dilaksanakan secara profesional,'' katanya pada sidang akhbar mengumumkan mengenai pembinaan LCCT baru di KLIA, baru-baru ini.
Beliau diminta mengulas mengenai sama ada isu pembinaan KLIA-East LCCT-Labu yang telah dicadangkan oleh AirAsia yang menarik perhatian rakyat menyebabkan MAHB mempercepatkan proses pembinaan projek berkenaan.
Sebelum ini, AirAsia mendakwa syarikat pengendali lapangan terbang itu lambat respons terhadap pertumbuhan pesat penumpangnya yang dijangka bakal bertambah sehingga 15 juta penumpang menjelang 2010 manakala terminal yang akan dimajukan oleh MAHB hanya akan siap menjelang tahun 2014.
Isu itu turut mengheret syarikat konglomerat Sime Darby Bhd. (Sime Darby) untuk terlibat dalam projek berkenaan.
''Ini tidak bermakna kami tidak memberi tumpuan kepada apa yang dicadangkan oleh AirAsia tetapi ia tertakluk kepada kajian yang dijalankan,'' tambahnya.
Bashir menjelaskan bahawa, pada 20 Ogos 2007, kerajaan telah memberi kelulusan kepada syarikat kerjasama antara Netherlands Airports Consultants BV (NACO) dan KLIA Consultancy Services (KLIACS) untuk melaksanakan pelan induk lapangan terbang tersebut.
Pelan induk itu bertujuan untuk menyediakan rangka kerja strategik dengan pelan pembangunan tersusun bagi 24 buah lapangan terbang di Malaysia untuk tempoh 50 tahun akan datang dan ini termasuk pelan pembangunan bagi LCCT.

AIRPORT operator Malaysia Airports Holdings Bhd (MAHB) (1171) hopes to recoup the RM124 million it invested to expand the temporary low-cost carrier terminal (LCCT) in Sepang by mid-2011.
The return on investment will be driven by growth in passenger traffic and more commercial revenue due to additional retail and food and beverage outlets at the LCCT.
MAHB senior general manager of operations Datuk Azmi Murad said the expansion, carried out over the last 11 months, will double the terminal's floor space to 64,067 square metres to cater for some 15 million passengers per annum.
The areas affected by the expansion include the international departure and arrival halls, the public concourse, government offices' curbside and the parking area.
"We have seen bigger passenger growth for international flights as opposed to domestic flights. This is why we are focused on expanding the international halls," Azmi said at a press conference to announce the opening of the LCCT's new international departure hall in Sepang yesterday.
Utilisation of the new international departure hall will start today.
Azmi said the international passenger growth was driven by an increase in international flight frequencies and new long-haul routes introduced by low-cost carrier AirAsia.
Overall passenger traffic at the LCCT is expected to grow some 30 per cent this year, from 10.1 million passengers in 2008. There is an equal spread between international and domestic passengers at the terminal, but Azmi said the former was growing far quicker.
"International growth is rising. Historically, passenger movement grew some 33 to 35 per cent at the LCCT but we anticipate a slower growth in domestic travel this year," he said.
The temporary LCCT was in dire need of capacity expansion as it had outgrown its initial capacity of 10 million passenger per annum by last year.
With some RM124 million spent on improving the LCCT, its total development cost now stands at RM232 million.
Azmi added that another RM40 million will be spent on an inline baggage screening facility by August to allow for efficient baggage screening for international flights.
MAHB has roughly two years to recoup its additional investments in the temporary LCCT as the new permanent LCCT is due to be operational by third quarter of 2011.

The company spent RM108 million to set up a 35,290 square metres LCCT in Sepang and allocated another RM124 million for the expansion of international departure and arrival halls, including public concourse, government offices, curbside and parking area.
Scheduled to be completed in April this year, the expansion programme would enable the handling of 15 million passengers a year from the current 10 million.
"We believe that the passenger traffic, especially on the international flights will continue to grow as the low cost carrier operator continues to mount for new destinations and increase flight frequencies, and thus will encourage more retail and food and beverage activities," he told reporters during a media tour of the international departure hall in LCCT, today.
"We are also bringing in more retail outlets and restaurants here via the expansion programme, and with more revenue collection from airport charges and landing charges, it would help to recover our investments," he said.
Azmi said MAHB expects the LCCT passenger traffic to grow by 30 percent this year while the aircraft movement to reach 300 flights per day.
In 2008, the airport operator handled around 10.139 million passengers, of which 5.088 million passengers were from international flights.
Asked whether there was interest from other low cost carriers to have an operation in LCCT, Azmi said the terminal was open to any no-frills airlines and MAHB was on the look out for opportunities.
Located 20 kilometres away from the KL International Airport Main Terminal Building, the LCCT was opened for familiarisation on March 9, 2006 and was fully operational by March 23, 2006.
It is managed and operated by Malaysia Airports (Sepang) Sdn Bhd.

SEPANG: Malaysia Airports Holdings Bhd (MAHB) aims to recoup the RM123.9mil spent on expanding the existing low-cost carrier terminal (LCCT) in two years on the back of higher passenger traffic growth, said senior general manager (operations) Datuk Azmi Murad.
The airport operator is projecting passenger traffic at the LCCT, located at the Kuala Lumpur International Airport (KLIA), to hit 15 million in 2011, up from 10.1 million in 2008.
“We are projecting a 30% growth in passenger traffic at the LCCT this year, largely from the international side,” Azmi told reporters during a tour of the new LCCT international departure hall yesterday.
The expanded terminal, which had doubled in size, also has more retail space and new facilities to cater for bigger aircraft.

MAHB derives its income from passenger service tax, rentals of commercial space and aeronautical fees charged to airlines.
Last year, international travellers accounted for 50%, or 5.08 million passengers, at the LCCT.
The number is expected to increase this year as AirAsia X increases its capacity. The expanded LCCT is expected to hit full capacity by 2011.
By then, a new permanent LCCT, also at KLIA, is supposed to be operational, which has the capacity to handle 45 million passengers a year.
The present LCCT will then be reverted to its original role as a cargo handling terminal.
“We can no longer expand at the present site due to space constraints,” Azmi said.
The LCCT was originally constructed at a cost of RM108mil in 2005, with later upgrades costing more than the original cost of building it as the LCCT doubled in size, which included a new RM45mil baggage handling system.

The new hall can accommodate 3,200 passengers compared to 600 at the old one.
Malaysia Airports Holdings Berhad senior general manager (operation services) Datuk Azmi Murad said the number of international travellers was growing rapidly with the introduction of AirAsia’s new long-haul destinations, including to London, Perth, Gold Coast and Melbourne.
“The number of domestic passengers for 2008 were 5,050,693 while international passengers were 5,087,859,” he told reporters when giving a media tour at the hall here yesterday.

However, he said, international passengers were expected to grow and make up 60% of the total in the next two years.
Azmi said the expansion project, which cost about RM124mil, would increase terminal maximum capacity by 50% from the current 10 million passengers per annum (ppa) to 15 million by 2011.
“In order to cope with the growth, immigration counters, including the auto gate lanes, will also be increased to 45 from 18,” he said.
He said there was also an increase of 10 boarding gates for international departure compared to eight.
“Other new facilities include 12 shower rooms, five baby changing rooms, one smoking room and four lifts and escalators,” he said.
He said passengers could also expect faster baggage delivery with the expansion of two carousels to six.
On parking facilities, he said, there was an additional of 1,500 parking bays. “The number of retail outlets has been increased to 28 from the present seven with an additional six food and beverages outlets,” he said.
On the old departure hall, Azmi said it would be closed from today for renovation.
On what would happen to the LCCT when the new LCCT at the KL International Airport is completed in 2011, Azmi said: “It can be converted into a cargo terminal but we will decide later.”

KUALA LUMPUR: The Express Rail Link (ERL) train services are likely to be extended to the new low-cost carrier terminal that will be built by 2011.
Express Rail Link Sdn Bhd chief executive officer Dr Aminuddin Adnan said they had been asked to consider extending the current ERL line to the new LCCT to cater for an increase in passenger load.
“If all goes well, we are planning to extend the KLIA Express and KLIA Transit lines right up to the new LCCT.
“We are also thinking of having a shuttle service between LCCT and KLIA that will likely run for 24 hours,” he told The Star.
Finance Minister Datuk Seri Najib Tun Razak announced recently that Malaysia Airports Holdings Bhd (MAHB) would build and operate the new RM2bil LCCT near the KL International Airport.
On Wednesday, MAHB managing director and chief executive officer Datuk Seri Bashir Ahmad said the new LCCT should be able to handle 30 million passengers annually, compared with the present 15 million.
He said the new LCCT, which was expected to be completed in the second half of 2011, would be near the main terminal and was at a “very good location.”
It is learnt that the new LCCT would be about 2km from KLIA.
The KLIA Express is a 28-minute direct train ride from KL Sentral to KLIA.
KLIA Transit currently leaves from KL Sentral but makes several stops along the way, including at Bandar Tasek Selatan, Putrajaya and Salak Tinggi before reaching KLIA. Both services end at 1am.
On ERL’s proposed bus shuttle service from Salak Tinggi to the current LCCT, Dr Aminuddin said they had completed their trial run and were now gathering data to determine the demand and feasibility of the service.
The bus shuttle service, he said, would enhance the transport service to LCCT and would cater more to passengers wanting an easy, convenient connection to LCCT via KLIA Transit.

THE move to build the new Low Cost Carrier Terminal (LCCT) at the Kuala Lumpur International Airport (KLIA) was based on several reasons, said Deputy Transport Minister Datuk Seri Panglima Lajim Ukim.
In reply to a question by Senator Datuk Yip Kum Fook, he said the reasons were:
- The need for low-cost carriers to achieve a 20-minute turnaround, which would be difficult to do at the main KLIA terminal;
- LCCT operation does not require full-service carrier facilities such as aero-bridges and airline lounges that are provided at the KLIA main terminals;
- To overcome overcrowding at the KLIA main terminal check-in counters, departure lounge and parking areas, particularly in the mornings; and,
- Increasing number of low-cost flights since AirAsia began operations and the number of such flights will continue to increase.
Lajim said apart from AirAsia, other low-cost airlines operating from the LCCT include AirAsia X, AirAsia Thailand, AirAsia Indonesia, Cebu Pacific and Tiger Airways.
He added that last year, the LCCT handled 10.1 million passengers.

JAKARTA – Seorang rakyat Indonesia, Unang Wijaya berjaya meloloskan diri daripada kawalan keselamatan di Terminal Penerbangan Tambang Murah (LCCT) di Sepang dengan menyeludup heroin seberat tiga kilogram dalam beg galas yang bernilai kira-kira tiga bilion rupiah (RM984,705) ke Jakarta Isnin lalu.
Apa yang mencetuskan persoalan adalah bagaimana lelaki berumur 28 tahun itu berjaya melepaskan diri daripada pemeriksaan mesin pengimbas di LCCT di Sepang yang gagal mengesan heroin sebelum dia menaiki penerbangan AirAsia ke Jakarta.
Dia turut berjaya memboloskan diri daripada pemeriksaan mesin pengimbas dan X-ray di Lapangan Terbang Antarabangsa Soekarno-Hatta di sini walaupun membawa heroin itu.
Bagaimanapun, dia akhirnya ditangkap oleh anggota-anggota polis Indonesia di tepi Terminal II, Lapangan Terbang Antarabangsa Soekarno-Hatta setelah mendapat maklumat daripada polis Malaysia bahawa terdapat sindiket yang mahu membawa masuk dadah dari Malaysia ke Jakarta.
Lelaki itu ditahan selepas anggota-anggota polis mengawasi gerak-gerinya selepas dia turun dari sebuah pesawat AirAsia.
Seorang pengarah narkotik polis Indonesia, Harry Montalalu memberitahu, Unang membungkus heroin itu dan memasukkannya ke dalam sebuah bekas coklat.

KUALA LUMPUR 27 April - AirAsia Bhd. (AirAsia) hari ini bimbang dengan tindakan Malaysia Airport Bhd. (MAHB) yang didakwanya lambat dalam memulakan pembinaan Terminal Penerbangan Tambang Murah (LCCT) yang baru di Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA).
Ketua Pegawai Eksekutifnya, Datuk Seri Tony Fernandes berkata, sejak pengumuman kerajaan, MAHB masih belum berbuat apa-apa di tapak LCCT baru yang berhampiran dengan Kompleks Bunga Raya KLIA.
''Lapangan terbang adalah perkara yang penting dalam usaha syarikat penerbangan berkembang. Sekiranya penyedia lapangan terbang tidak mampu menyediakan kemudahan bertaraf tinggi ia akan menjejaskan kami.
''AirAsia sangat memerlukan LCCT baru dengan segera kerana tidak mahu terlepas peluang untuk terus berkembang,'' katanya.
Beliau berkata demikian selepas Majlis Pelancaran Penggunaan Kad American Ekspress bagi perkhidmatan pembayaran tiket AirAsia oleh AirAsia, Malayan Banking Bhd. (Maybank) dan American Express International Inc. (American Express) di sini hari ini.
Hadir sama di majlis itu, Naib Presiden Kanan Ketua Rangkaian Perkhidmatan Global Jepun, Asia Pasifik dan Australia American Express, Kula Kulendran dan Naib Presiden Eksekutif dan Ketua Bahagian Kad dan Pembayaran MAybank, Ashraf Ali Abdul Kadir.
Pada pembentangan pakej rangsangan ekonomi kedua 10 Mac lalu, Perdana Menteri, Datuk Seri Najib Tun Razak mengumumkan MAHB akan membina dan mengendalikan LCCT di KLIA dengan kos RM2 bilion yang dijangka siap pada 2011.
Pengumuman itu dibuat setelah kerajaan menolak rancangan awal AirAsia untuk membina LCCT bernilai RM1.6 bilion di Labu, Negeri Sembilan, sebaliknya memberi tugas kepada MAHB untuk membina LCCT baru itu berhampiran terminal utama sedia ada di KLIA, Sepang dan mengadakan perundingan dengan AirAsia.
Ketika ditanya mengenai kemungkinan wabak selsema babi yang melanda Mexico dan Amerika Syarikat (AS) akan menjejaskan AirAsia, Fernandes berkata, ia tidak akan memberikan kesan ketara kepada jualan tiket AirAsia.
''Ini kerana sebelum ini pelbagai wabak telah melanda dunia tetapi kami (AirAsia) boleh mengatasinya dan saya yakin wabak terbaru ini juga tidak akan menjejaskan AirAsia.
''Selain itu, wabak tersebut berlaku dunia sebelah sana, oleh itu penduduk rantau ini akan memilih Asia sebagai destinasi pelancongan mereka. Fokus AirAsia kini adalah membawa penumpang ke destinasi pilihan mereka,'' katanya
Terdahulu, AirAsia, American Express dan Maybank mengumumkan penerimaan kad American Express untuk tempahan tiket AirAsia secara dalam talian dan kaunter jualannya.
Fernandes berkata, dengan kerjasama ini penumpang AirAsia disediakan alternatif untuk membuat pembayaran selain boleh menambahkan penumpang syarikat penerbangan itu.
''AirAsia turut menawarkan kempen tambang murah mereka kepada pemegang kad American Express yang bermula pada hari ini hingga 3 Mei hadapan. Maklumat lanjutan mengenai kempen tersebut boleh didapati di www.airasia.com,'' jelasnya.
Sementara itu, Ashraf berkata, sejak kerjasama terjalin antara American Express dan Maybank, bank tersebut telah menikmati pertumbuhan penggunaan kad itu sebanyak 93 peratus di Malaysia.

He said there has not been any cancellation of flights despite the A (H1N1) flu scare.
Besides that, Azmi said discussions for a permanent LCCT was in progress and work was expected to begin this year.
Earlier, Azmi launched the “KLIA 1 Touch”, a flight information speech system with a self-service interactive voice response dedicated to providing callers with flight information.

MALAYSIA Airports Holdings Bhd (MAHB) is in the midst of hiring consulting and architecture firms to help build the new permanent low-cost carrier terminal (LCCT) at the KL International Airport (KLIA) in Sepang.
Senior general manager of operations Datuk Azmi Murad said construction works should start by year-end.
He, however, did not say if MAHB had started accepting bids for the construction.
Azmi was speaking after the launch of a flight information speech system called "KLIA One Touch" in Sepang yesterday.
MAHB managing director Datuk Seri Bashir Ahmad said last month that the airport operator was confident of completing the new LCCT and a new runway in two-and-a-half years once work starts.
He estimated that the development cost would not exceed RM2 billion.
The new LCCT can handle up to 30 million passengers a year, with the capacity for expansion of up to 45 million passengers.
Azmi said total passenger arrivals at the KLIA and the current LCCT dropped 0.6 per cent to 8.7 million arrivals year-on-year in the first four months of 2009.
During the January-April period, there was a 16 per cent drop in passenger traffic at the KLIA to 4.7 million, but this was offset by a 31 per cent growth at the LCCT.
Nevertheless, Azmi said he is happy because there has been no cancellations arising from the influenza A (H1N1) outbreak.
"People are cautious of travelling. If they need to, the option is to go for a lower cost of travel. That's why there's negative growth at the main terminal. But I don't see any contraction due to the H1N1 outbreak," he added.

The 24-hour system is a self-service interactive voice response provided by NuSuara Technologies Sdn Bhd, a subsidiary of the Minister of Finance Inc.
For arrival flights, queries can be made based on either flight number or flight's origin city. For departures, queries can be made based on flight number or flight's destination city.

KUALA LUMPUR: AirAsia affiliate Tune Hotels.com is offering rooms from as low as two sen per night at its hotels in Penang, Kota Kinabalu, Kuching, Kuala Lumpur and the KLIA-LCCT Airport.
The promotional rates are for stays between Feb 1 and April 30 next year for bookings made between now and May 18.
“The promotion is to extend our appreciation to guests for supporting the Tune Hotels.com brand since it was launched in Kuala Lumpur two years ago,” CEO Mark Lankester said in a statement yesterday.
He said that Tune Hotels.com would be expanding domestically to Johor Baru, Langkawi, Miri and Sandakan; and regionally via franchising and joint venture partnerships to Indonesia, India and China.

SEPANG: Taxi fares from the Low-Cost Carrier Terminal (LCCT) in Se**pang to Kuala Lumpur will be raised soon.
The current fares are lower than fares from KL International Airport to the capital, although the terminal is further by 13km.
Minister in Prime Minister’s Department Datuk Seri Nazri Abd Aziz said the Commercial Vehicle Licensing Board (CVLB) would be reviewing the rates soon.
A budget taxi from the terminal to Kuala Lumpur costs RM61, but is RM67 from KLIA.
Nazri said the new fares would be based on distance.
“The licensing board will work on it to introduce a fair price,” said Nazri.
Board director Naimah Ramli said the taxi fares from the terminal were lower because it was a budget terminal.
Nazri, accompanied by deputy minister Datuk Liew Vui Keong, board chairman Datuk Markiman Kobiran and Naimah, visited the terminal and KLIA yesterday.
Nazri also announced that taxi permits for the terminal had been frozen until the demand for taxis there increased.
Currrently, there are 1,512 taxi drivers at the terminal.
“Taxi drivers complain they can hardly make three trips a day and this is insufficient for them to pay their instalments,” he said.
An action committee led by Nazri, comprising representatives from the CVLB, the Road Transport Department, police, taxi operators and taxi drivers association had been formed to meet every three months, he said.
Nazri also said he would be discussing with Home Minister Datuk Seri Hishammuddin Tun Hussein and Transport Minister Datuk Seri Ong Tee Keat on a proposal to set up roadblocks at the terminal and KLIA exits to check taxi touts.

SEPANG: Lembaga Pelesenan Kenderaan Perdagangan (LPKP) diarah membekukan pengeluaran permit teksi untuk laluan Terminal Penerbangan Tambang Murah (LCCT), Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) ke Kuala Lumpur berkuatkuasa serta-merta bagi mengelakkan pemandu teksi menanggung kerugian.
Menteri di Jabatan Perdana Menteri, Datuk Seri Nazri Aziz, berkata jumlah permit teksi yang terlalu banyak ketika ini iaitu kira-kira 1,567 menyebabkan berlakunya ‘lambakan’ teksi di terminal berkenaan.
"Pemandu teksi mempertikaikan lambakan permit teksi di LCCT dan ia menjejaskan pendapatan mereka kerana hanya boleh mengambil penumpang sebanyak tiga kali sehari dan ia tidak mencukupi untuk menampung kos operasi.
"Oleh itu, kita bersetuju untuk membekukan pengeluaran permit teksi dan mengekalkan jumlah sedia ada sehingga keadaan memerlukan kita untuk mengkajinya semula," katanya kepada media di sini, semalam.
Terdahulu beliau mengadakan lawatan ke LCCT dan menghadiri majlis dialog dengan wakil Malaysia Airports Holdings Bhd (MAB), Jabatan Pengangkutan Jalan (JPJ), pengusaha teksi, pemandu teksi dan pengusaha pengangkutan awam yang beroperasi di terminal itu.
Hadir sama, Timbalan Menteri di Jabatan Perdana Menteri, Datuk Liew Vui Keong; Pengerusi LPKP, Datuk Markiman Kobiran; Pengarah LPKP, Datuk Naemah Ramli dan Pengerusi Eksekutif Mesra Indah Jaya Sdn Bhd, Mohd Nasir Rashid.
Nazri juga berkata, beliau akan mengadakan perbincangan dengan Kementerian Dalam Negeri dan Kementerian Pengangkutan supaya sekatan jalan raya dapat diadakan setiap hari di laluan keluar dari LCCT, bagi menangani masalah ‘ulat teksi.’
"LPKP tidak mempunyai kuasa penguatkuasaan, jadi kita memerlukan bantuan JPJ dan polis untuk membuat sekatan jalan raya bagi menahan mana-mana teksi yang mengambil penumpang dengan bantuan `ulat teksi'.
"Malah, LPKP juga akan mengambil tindakan membatalkan permit teksi yang terbabit dengan `ulat teksi ini," katanya.
Mengenai kadar tambang dari LCCT ke Kuala Lumpur (KL) yang lebih rendah berbanding KLIA - KL, beliau berkata, LPKP akan mengkaji semula kadar itu kerana jarak antara LCCT - KL adalah lebih 13 kilometer berbanding KLIA - KL.
Mengulas mengenai dialog berkenaan, katanya semua pihak sudah diingatkan supaya mengutamakan kepentingan kira-kira 30,000 penumpang yang menggunakan LCCT.
"Kita tidak akan bertolak ansur dengan mana-mana pihak yang mahu memonopoli sebarang perkhidmatan di sini sebaliknya kita perlu bekerjasama bagi memastikan perkhidmatan yang terbaik diberikan kepada orang ramai," katanya.

MALAYSIA Airports Hold-ings Berhad (MAHB) has completed the expansion work on the low-cost carrier terminal (LCCT) at the KL Inter-national Airport (KLIA) in Sepang, which included new international departure and arrival halls, a public concourse, government offices, a curbside and a parking area.
However, by 2011 the current LCCT will be converted into a cargo-handling terminal once the new terminal is completed.
Construction of the new RM2bil LCCT is expected to start by the middle of this year and scheduled for completion by the third quarter of 2011.
According to MAHB chairman Tan Sri Aris Othman, it will not be a problem to convert the current LCCT into a cargo terminal without incurring much expenditure as the structure is designed for easy conversion.
Aris said this during the opening ceremony of the Marrybrown fast-food outlet at the LCCT-KLIA.
He said the new LCCT, to be built near the KLIA would be able to handle up to 30 million passengers a year from the current 15 million.
“We will have the potential to increase the passenger volume to 45 million a year as we have studied all angles for future expansion,’’ Aris said.

The new terminal was proposed to be sited near the KLIA after a joint-venture plan by the low-cost carrier AirAsia Bhd and Sime Darby Bhd to build a new LCCT costing RM1.6bil at Labu in Negri Sembilan was vetoed by the federal government.
Aris said MAHB had discussed with the airlines on a structural design which could cater to both low-cost and full service carriers.
He said although a new LCCT was being planned, MAHB would not compromise on passenger comfort at the present LCCT and would continue to improve the services.
“The expansion of the LCCT-KLIA allows us to receive an additional five million passengers per year from the previous 10 million passenger arrivals,’’ he said.
Aris said MAHB was confident that the passenger traffic, especially international flights, would continue to rise despite the current economic situation as low-cost carrier operators continued to introduce new destinations and increase flight frequencies to increase the number of passengers.
“This will further increase the need to encourage more retail and food and beverage activities at this terminal, so there is a need to multiply dining options,’’ he said.

PUTRAJAYA: Tour bus operators that allow their buses to pick up individual travellers at the Low-Cost Carrier Terminal (LCCT) in Sepang will risk having their permits revoked, Minister in the Prime Minister’s Department Datuk Seri Nazri Aziz said yesterday.
He said the buses were only allowed to send or pick up passengers from the LCCT travelling on tours arranged by travel agents.
“I am warning tour bus operators who contravene the conditions in their permit that we will revoke it and there will be no warning issued,” he told a press conference after attending the Prime Minister’s Department legal affairs division excellence awards presentation ceremony.
Nazri said he had received complaints from taxi operators during his visit to the LCCT recently that they were losing customers to tour buses.
On the freeze on taxi permits, he said it only affected taxis at the LCCT as there were already about 1,400 taxis operating at the airport.
Asked if the Commercial Vehicle Licensing Board would be stepping up operations to nab touts at the KLIA, he said the board was short-handed as it had only 45 enforcement officers nationwide.
“I am also looking at creating a permanent committee that will include the police and the Road Transport Department to curb problems with commercial vehicles.
“These authorities have the power to act if the operators commit offences. Their joint efforts will complement our enforcement,” he said, adding that he hoped to meet with Transport Minister Datuk Seri Ong Tee Keat soon to discuss the matter.

SOME passengers arriving at the Low-Cost Carrier Terminal (LCCT) are unhappy with the way touts operate at the terminal.
While the touts provide a much-needed service, they definitely tarnish the country’s image among tourists.
During a recent three-hour stake-out at the LCCT bus terminal, the StarMetro team saw some youths with walkie-talkies communicating with the bus counter clerks at the arrival hall, asking them to direct passengers to the waiting buses.
For faster service: Passengers buying tickets to board a bus at the LCCT.
And since the touts provide a convenient and efficient service, commuters do not mind paying a little extra to enable them to leave the place faster.
However, regular travellers are not happy with the way the touts operate at the LCCT terminal.
A regular traveller said the “touting” actually starts at the bus counters located in the arrival hall where counter clerks tell passengers about the buses “scheduled to move immediately” and those in a hurry take up the offer.
“However, this is not so. The bus only leaves when full,” said C.K. Lim, who had arrived on an afternoon flight from Solo, Indonesia.
Lim said travellers prefer to buy their tickets from touts at the bus terminal as they could then hop into the first bus leaving the place.
“I was told on two separate occasions that the bus would leave at a certain time. It did not depart at the said time and I had to wait in the bus for 20 minutes. I would have been on my way if I had bought my ticket outside,’’ added Lim.
It was noticed that although many flights had landed that afternoon, most of the travellers pushed their baggage past the ticket counters to buy tickets from the touts at the bus terminal located about 100m away.
The situation at the LCCT is unlike that at the KL Sentral bus terminal where commuters have complained of being harrassed by touts all the time.
Commuters as well as travellers who had just arrived at the LCCT did not seem to mind paying extra to get to their destinations as there were many bus services to choose from and most had similar departure times.
The touts know which bus was leaving the terminal and would direct the travellers to the waiting bus.
However, travellers who bought their tickets online, as in the case of the Skybus with the AirAsia logo which includes the RM8 fare to KL Sentral, would have no choice.
LCCT-KLIA manager Raghbir Singh said if it was found that the counter clerks at the arrival hall were indeed “touting” and giving wrong information to arriving passengers, action would be taken against them.
However, he added that Malaysia Airports was unable to take action against the “touts” operating at the bus terminal as the bus services come under the jurisdiction of the Commercial Vehicle Licensing Board (CVLB).
Raghbir said Malaysia Airports was aware of touts operating at the bus terminal and therefore it was for the bus operators to solve the problem as it would mar the image of the LCCT.
“We have had meetings with the bus operators and CVLB to bring all the bus companies under a common umbrella body but there seems to be differing ideas,’’ said Raghbir.
He said both Aerobus and Skybus have their own operating schedules but it would be wise if they could work out common rules and regulations as well as departure times to overcome the problems of touts.

MALAYSIA Airports Holdings Bhd (MAHB)(5014) will carry out open tenders for the construction of the new permanent low-cost carrier terminal (LCCT) in Sepang within the next two weeks.
Managing director Datuk Seri Bashir Ahmad said the land survey of the 60ha had been completed and an appointed consultant was now due to carry out the soil survey.
Bashir said MAHB had moved swiftly since the first announcement in March. The new LCCT will be located to the west of the main KL International Airport terminal building.
"The open tender for construction will be sent out in the next one to two weeks," he told reporters after the group's annual general meeting in Sepang yesterday.
Bashir said it was important for the airport operator to ensure the overall process, including the open tender was carried out correctly, and reiterated that MAHB was on track to completing the building and additional runway by the third quarter of 2011.
On its 2009 financial performance, Bashir said the group will remain profitable despite fewer passengers at its airports.
In March, MAHB came out with two sets of headline key performance indicators: one based on flat passenger traffic growth and another based on a 5 per cent contraction in passenger growth.
"For the first four months, we are more or less even in terms of passenger (movement), as we have not seen a decline nor growth," said MAHB chairman Tan Sri Dr Aris Othman.
However, Aris said it is too early to tell if passenger movement will move upwards or downwards for the remaining year, driven by external factors such as the economic downturn.

SEPANG: The open tender for the construction of the RM2 billion new permanent low-cost carrier terminal (LCCT) will be out in one to two weeks, Malaysia Airports Holdings Bhd (MAHB) managing director Datuk Seri Bashir Ahmad Abdul Majid said.
He said it had appointed the project management company and in terms of consultancy, it had pre-qualified 97 out of 132 candidate consultants for 38 packages under the entire LCCT development.
In addition, the land survey involving 1,500 acres had also been completed, and the consultant should start work on the soil survey soon, he said.
“Because we are going by open tender, and because of the numerous processes that we go through, we have to make sure that we do it correctly. That takes time. We don’t want to rush,” Bashir told reporters after the company’s AGM and EGM here yesterday.
He reiterated that the new LCCT, which will be built to the west of the main KLIA terminal, was on track for completion by the target deadline of third quarter of 2011.
On overseas airport operations, Bashir said it was looking at operating those in the Middle East, Africa and China, and hoped to seal two deals by year-end.
“We have received requests (to operate overseas airports). Discussions are ongoing right now,” he said. Currently, MAHB’s overseas operations are in India, Turkey and Kazakhstan.
MAHB chairman Tan Sri Aris Othman said it would keep its key performance indicators (KPIs) unchanged for the moment despite global economic uncertainties.
“We only have four-month data now. In terms of passenger traffic, there is no decline and no growth. That’s good for us; other neighbouring airports are (seeing worse numbers),” he said. The company did not see a marked decline in passenger traffic as a result of the A(H1N1) influenza outbreak, he added.
According to its KPIs released in March, MAHB targets to achieve earnings before interest, tax, depreciation and amortisation (Ebitda) of RM613 million in the absence of any growth in passenger traffic, and RM591 million in the event of a 5% contraction in passenger traffic. “In either case, we will be profitable,” Bashir said.
For the first quarter ended March 31, 2009, MAHB posted a marginal increase in net profit to RM91.93 million from RM91.59 million a year earlier, despite a 4.2% fall in revenue to RM392.17 million from RM409.37 million previously. Earnings per share was 8.37 sen versus 8.33 sen.
The lower revenue was a result of a 72% drop in revenue from non-airport operations, mainly in event management and agriculture segments, the company said in a statement yesterday.
“Total passenger volume at all airports declined by 2.45% to reach 11.05 million for the three months ended March 31, 2009. This was due to a 1.04% lower domestic passenger volume to 6.13 million and a 4.15% decline in international passenger volume to 4.91 million,” Bashir said.
“However, total aircraft movement at our domestic and international airports registered a slight growth of 2.94%.”
Bashir said revenue from airport operations improved by 16.95% or RM52.86 million, while aeronautical revenue grew by RM35.91 million or 22.47%. Non-aeronautical revenue increased by RM16.95 million or 11.15% as a result of rental charged for additional commercial space and the growth in retail, food and beverage businesses.
“The financial restructuring has enabled us to register a higher PBT (profit before tax) despite lower revenue and softening of the passenger volume even after recognising a backdated one-year user fee payment to the government in the first quarter of 2009,” Bashir said.
At the company’s AGM and EGM here yesterday, shareholders approved all the resolutions, including the disposal of its non-core assets in National Exhibition and Convention Centre Sdn Bhd and Sepang International Circuit Sdn Bhd to the government, for RM159.63 million and RM1 cash, respectively.

Datuk Tony Fernandes pledges to lose weight and exercise more
KUALA LUMPUR: Datuk Seri Tony Fernandes will only take a break if he can sort out the new low-cost carrier terminal (LCCT) issue.
The AirAsia Group chief executive made this pledge 24 hours after he fainted at the LCCT in Sepang upon returning from Penang.
In an SMS reply, Fernandes did not go into details of the new LCCT issue but it is understood that he has been trying to get more involved in the project which is undertaken by Malaysia Airports Holdings Bhd.
He touched on his health -- pledging to lose weight, watch his diet, exercise more, and "hopefully incur less stress if we can sort out airport (new LCCT)".
Fernandes, who has checked himself into Sunway Medical Centre in Petaling Jaya, said there would be no break even after he gets well.
"We must get the airport sorted out. Very, very crucial."
He is expected to remain in hospital for a few days.
Fernandes said he was feeling much better yesterday and apologised to all who had sent him text messages and email, to which he could not reply.
The AirAsia boss caused a stir when he fainted at the LCCT on Monday.
He was sent by an ambulance to Pusrawi Medical Centre at the Kuala Lumpur International Airport main terminal building where doctors later gave him a clean bill of health, blaming his condition on exhaustion.
Fernandes was at Penang airport earlier with Transport Minister Datuk Seri Ong Tee Keat and Health Minister Datuk Seri Liow Tiong Lai to welcome the arrival of AirAsia's inaugural Singapore-Penang flight.

Construction company, WCT Bhd is keen to take part in the new Low-Cost Carrier Terminal (LCCT) project, deputy managing director Goh Chin Liong said.
"We are keen to participate, but whether we are going to be selected or not, that depends on them (owner)," he told reporters after the company''s annual general meeting in Shah Alam today.
Goh said the pre-qualification for the project to be built by Malaysia Airports Holdings Bhd (MAHB) has been advertised in the newspaper.
"They have started calling for pre-qualification in newspapers. We just continue to pursue. In the next few months, we expect work will start on the ground, looking at the progress the last one to two months," he added.
Earlier this year, MAHB said that work on the RM2 billion terminal was expected to start by middle of this year and completed by the third quarter of 2011.
Meanwhile to a question on WCT's target to secure RM1 billion worth of new projects this year, Goh said the company had achieved 50 percent of the target.
The company is confident of achieving the target despite the current economic climate.

SHAH ALAM: WCT Bhd is keen to participate in the construction of the RM2 billion new low-cost carrier terminal (LCCT) in Sepang, said its deputy managing director Goh Chin Liong.
He said that as one of the largest construction and property developer in Malaysia, WCT would certainly seek to bid for the construction works at the new LCCT, adding that most construction companies locally were trying to secure a piece of the cake.
“They have started to call for the pre-qualification exercise of the project through the newspapers and we will just continue to pursue,” he told a press conference following the company’s AGM June 18.
Goh said it would take several months before the WCT would know anything concrete that would develop from their interest in the project, stressing it was hopeful to be selected for the RM2 billion project.
Late last month, Malaysia Airports Holdings Bhd (MAHB) announced that the open tender for the construction of the new LCCT would be out early this month and that a project management company has been appointed for the purpose.

PETALING JAYA: The award of RM766mil jobs to WCT Bhd is a sign that things are starting to pick up in the construction sector, says HwangDBS Vickers Research.
The brokerage said in a report yesterday this showed that the Government’s pump-priming efforts were accelerating.
HwangDBS was also positive about the fact that the contracts were given to the lowest bidder via an open tender.
AmResearch pointed out that the development was consistent with its recent market strategy report, which highlighted a resurgence in public infrastructure spending as one of the two major themes anchoring recovery in Malaysia’s economic growth in 2010.
WCT received four letters of award (LOA) for infrastructure works in Medini Iskandar Malaysia, Johor, last week.
The works are expected to be completed by July 2011 for Medini Iskandar Malaysia Sdn Bhd, a unit of Iskandar Investment Bhd.
AmResearch said WCT had almost reached its new order-book target of RM1bil for this year with its latest contracts and this should also lift its outstanding order book to about RM3.7bil.
“We expect WCT to convert at least one other LOA for a Sabah job by year-end,” HwangDBS said.
The research house pointed out that the pre-tax margin for the RM766mil contracts was rather low at 5%, implying some risks in the event of cost returns.
“The contracts will ensure better earnings continuity post-financial year ending Dec 31 (FY09) and secure its footing in the Iskandar region,” it said.
However, the valuations of WCT continue to remain stretched at 17 times calendar year 2010 earnings per share, a premium to IJM Bhd’s 14 times and Gamuda Bhd’s 16 times.
AmResearch said the company was expected to be among the key beneficiaries of the Federal Government’s pump-priming initiatives moving into the second half.
“The win has put WCT in the running to secure more jobs within the Iskandar region, which is at the early stages of its infrastructure cycle,” it said.
The research house said WCT was well-positioned to benefit from an expected uptick in domestic contract flows in the third quarter this year.
“In the near term, the company is working hard to clinch a smaller package for a major infrastructure contract in Sabah, worth in excess of RM1bil, within two months,” it said.
On WCT’s overseas projects, AmResearch said the encouraging signs of a re-acceleration in Middle East job flows due to the rise in oil prices would benefit the company.
“WCT is eyeing more repeat jobs within the massive US$40bil Yas Island (Abu Dhabi) development,” it added.
Meanwhile, OSK Research learned there would be more construction works from Iskandar Malaysia in the near future and WCT intended to execute the recent contracts swiftly and bid for more jobs from the same client.
It also said that WCT had a good chance of participating in the new Low-Cost Carrier Terminal worth RM2bil at the KL International Airport, although it was still preliminary at this juncture.

They travel on budget airlines but that does not mean they buy low-cost items at airport shops.
Studies show that holidaymakers are now venturing further from their homes while those on business trips or visiting families are spending more on shopping and gifts.
This has benefited airport retailer Malaysia Airports (Niaga) Sdn Bhd (Eraman), which operates duty-free outlets at airports in the country, including at the low-cost carrier terminal (LCCT) in Sepang.
"It is a myth that people spend less at LCCT. In reality, people spend more as it is proven at Eraman stores (in LCCT) since 2006," Eraman head of merchandising division (core products) Elina Jamaluddin told Business Times in Sepang recently.
Eraman, the wholly-owned subsidiary of Malaysia Airports Holding Bhd (MAHB), is the largest duty-free retailer in Malaysia. Besides Kuala Lumpur International Airport (KLIA) and LCCT, Eraman has duty-free outlets at Kota Kinabalu International Airport, Kota Kinabalu terminal two (LCCT), Kuching International Airport, Penang International Airport and Labuan Airport.
Elina said the average spending per person at Eraman duty free stores at the LCCT is higher thanat its stores at the Kuala Lumpur International Airport (KLIA).
"Spending per ticket (spending in a receipt) at the LCCT is RM150 per receipt, while at the KLIA, it is RM130 per receipt. That is why we have big brands here although this is a low-cost terminal," she said.
She said the reason why spending per ticket is higher at the LCCT could be because budget airline passengers have extra money after spending less on airline tickets.
High-income people also travel through low-cost terminals as budget carriers are attracting people from all walks of life.
Elina said international passengers at the LCCT are spending on premium products such as chocolates, fragrances, cosmetics and hand-rolled cigars.
Good demand for premium products such as hand-rolled cigars prompted Eraman to upgrade the small section of cigars into a cigar boutique within its outlets at the LCCT.
Air travellers responded well to the boutique, which sells premium hand-rolled cigar priced up to RM3,000 for a box of 10.
"In terms of merchandise mix, we inject value pack," Elina said, adding that merchandise mix at the stores reflects Eraman's response to customers' profile and preferences.
As Asians like to shop for gifts, Eraman provides travel retail sets such as miniature perfume and double-packed chocolates.
"We have both foreign and Malaysian-made chocolates, including durian chocolates," she said.
In the past few months, Eraman's duty-free emporiums at the LCCT outperformed its outlets in KLIA's main terminal despite more international arrivals at KLIA.
In the first quarter this year, there were 2.7 million arrivals at the KLIA (down from 3.3 million in the same period 2008) compared with 1.55 million international arrivals at the LCCT (up from 1.06 million). The arrival figures also reflect the current scenario where more switch to budget carriers from full-service airlines.
Elina said as KLIA still registers more international arrivals, total sales at Eraman stores at the KLIA so far are more than at the LCCT, although spending per ticket is higher at the LCCT.
Its duty-free stores at the satellite building and main terminal at KLIA contribute 63 per cent to Eraman's total sales, while stores at LCCT generate the remaining 37 per cent.
In the first quarter this year, Eraman sales contributed about one fifth to MAHB's revenue of RM392 million. Last year, Eraman also contributed about a fifth to MAHB's total revenue of RM1.5 billion.

"For the LCCT, the pre-qualification process has been called and we have also submitted. We will look to bid for the sizeable packages (once the tender is open)," he said.

I study lotsa airport designs before, both locally and internationally. My only complain about this airport is that the two "fingers" don't have much room for further expansion if needed in the future. The space between the 2 "fingers" should also be wider apart to accommodate more planes. Knowing how AirAsia operates, I would would suggest more parking bays around the "fingers" and less remote bays.

ERAMAN's duty-free emporium at the international departure hall of the low-cost carrier terminal (LCCT) is spacious, yet passengers were squeezing into one corner at the front of the store.
The budget airline passengers - adults and kids - were captivated by the way Lindt & Sprungli maitre chocolatier, Reto Marzari, was making chocolate truffles.
The crowd was delighted when two local ladies wearing Swiss traditional dress distributed the freshly made Lindt chocolate truffle, dipped in rich creamy chocolate sauce, to everybody.
This is part of Eraman's in-store promotions to give passengers a unique retail experience, according to Malaysia Airports (Niaga) Sdn Bhd (Eraman) head of merchandising division (core products) Elina Jamaluddin.
She said Marzari was brought into Kuala Lumpur for the demonstration of gourmet chocolate truffles to departing international passengers from July until early August.
Elina said Eraman's 1,500 sq ft retail outlet at the LCCT departure hall and 1,000 sq ft outlet at the arrival hall are designed to be modern duty-free shops with state-of-the-art lightings and ample room for customer convenience.
"We adopt the same concept as at our flagship store at the satellite building in KLIA. We emphasise lifestyle concept and we don't differentiate between low-cost terminal and full service terminal," she said.
LCCT's new international departure hall was opened in March this year, while the international arrival hall in December last year.

THE current global economic crisis has not and is not expected to have a major impact on passenger spending at duty free outlets at the low-cost carrier terminal (LCCT).
In fact, Malaysia Airports (Niaga) Sdn Bhd (Eraman) expects retail spending to increase at duty free outlets at the LCCT.
Travellers from China and India - the two economies that are still growing when other economies are contracting - are anticipated to drive the spending momentum this year.
Eraman head of merchandising division (core products) Elina Jamaluddin said so far, the economic situation has not affected international passenger spending at the LCCT.
Passenger spend at the LCCT is expected to increase further as there are now more AirAsia routes to China and India, she said.
"Tourists from China and India will support Eraman sales this year. Travellers from China and India are known among airport retailers worldwide for their spending on high value merchandise," she said in an interview with Business Times in Sepang recently.
Elina said travellers from China are the third biggest spender at Eraman emporiums located at the departure and arrival halls of the LCCT, while travellers from India are ranked fifth.
"It has potential to grow as at the KLIA (Kuala Lumpur International Airport), travellers from India and China rank second and third (in terms of spending), respectively." per ticket (the average spending in a receipt) at Eraman duty-free emporiums at the LCCT is currently higher than that its outlets at the KLIA.
She said spending per ticket at the LCCT is RM150 per receipt, which is RM20 more than the RM130 per receipt at the KLIA.
Elina, who has been in the airport retailing business for over a decade, said given the right and effective strategies, airport retailing would survive any crisis.
She said airport retailing is unique and it is a niche market.
"After 11 years in airport retailing, I've seen through various crises such as SARS pandemic, economic crisis, 9-11 and now, H1N1. But airport retailing persevered... it could only get better," she said.
According to her, Eraman has laid out strategies to encourage higher spending per ticket at its outlets at the LCCT.
Among them include introduction of special limited edition products, more value-pack items and retail sets, a clear demarcation of product category in the outlet as well as back-to-back in-store promotions and on-counter promotions.
Asked on Eraman's plans when the LCCT permanent terminal is ready, Elina said the emporium concept will be maintained but other Eraman outlets would be added to house fashion items, children products as well as food and beverages.
She said Eraman will have more space at the permanent LCCT, which is expected to be ready in 2011.
"There will also be more collectibles. We aspire to be a full-fledged retailer, including for children," she said.
Eraman plans to diversify its products to cater for those who travel with families, she added.
The new LCCT will be located about 1.5km west of the main KLIA terminal building. It will have a terminal building of 150,000 sq m that can hold up to 30 million passengers a year, with the capacity for expansion of up to 45 million passengers a year.

ERLSB, majority controlled by YTL Corp Bhd, holds a 30-year concession to operate the KLIA Express and KLIA Transit rail services from KL Sentral in Brickfields, Kuala Lumpur, to KLIA.
Chief executive officer Noormah Mohd Noor said the extension of its rail services to the new permanent LCCT will boost passenger traffic by some 15 per cent to 4.2 million from 2011.
Malaysia Airports Holdings Bhd (MAHB), the main contractor for the new permanent LCCT, is targeting to complete the construction by the third quarter of 2011 at a cost of RM2 billion.
"We are in talks with MAHB and have submitted a proposal to them a few months ago to extend the rail line. We are fine-tuning the plan and the cost to lay the tracks," Noormah told Business Times.
ERLSB has 12 electric high-speed train sets for the KLIA Express, which runs from KL Sentral to KLIA in 28 minutes, and KLIA Transit, which stops at Bandar Tasek Selatan, Putrajaya and Salak Tinggi before heading to the airport in 35 minutes.
The KLIA Express and KLIA Transit carry a combine 3.7 million passengers a year currently.
The new LCCT terminal, which will be located to the west of the main KLIA terminal building with a distance of 1.5km, will be able to accommodate 30 million passengers per annum, with capacity for expansion of up to 45 million passengers a year.
Noormah said the company will launch on September 15 a temporary bus shuttle service from Salak Tinggi to the existing LCCT to promote its KLIA Transit service, while the new permanent LCCT is under construction.
"We are doing this to capture the LCCT market, which will be a new growth area for us," she said.
Noormah also said that ERLSB is offering VIP services, group discounts and giving one complimentary trip for every 10 trips bought up front.
The company has tied up with Amadeus, the world's biggest processor of travel bookings with a 29.2 per cent market share, to help sell its KLIA Express tickets.

SEPANG 15 Sept. – Berita baik untuk orang ramai. Selepas Syarikat Prasana Negara Bhd. (Prasarana) mengumumkan laluan tambahan transit aliran ringan (LRT) untuk laluan Kelana Jaya dan Ampang, Express Rail Link Sdn. Bhd. (ERL) turut merintis langkah yang sama.
ERL merancang menyambung landasan kereta api lajunya dari Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) ke bangunan baru Terminal Lapangan Terbang Tambang Murah (LCCT) yang akan dibina di sini.
Landasan itu dijangka siap 2011 serentak dengan pembinaan terminal yang dilaksanakan oleh Malaysia Airports Bhd. (MAB).
Landasan sejauh dua kilometer (km) itu dijangka meningkatkan keupayaan perkhidmatan ERL selain memberi kemudahan kepada penumpang ke LCCT.
Ketua Pegawai Eksekutif ERL, Noormah Mohd. Nor berkata, perancangan itu masih di peringkat awal dan kertas cadangan sudah dihantar ke Kementerian Pengangkutan.
Jelasnya, landasan tambahan ke LCCT akan memberi kemudahan kepada lebih 7.1 juta penumpang yang menaiki kapal terbang di LCTT sebulan.
“Perkhidmatan ERL merupakan pengangkutan terbaik dan berkesan apabila ia dapat mengurangkan 3.5 juta kenderaan di atas jalan setiap tahun dan mengelak pengeluaran 23,000 tan karbon dioksida ke udara,’’ katanya.
Beliau berkata demikian selepas menghadiri majlis perasmian perkhidmatan Transit KLIA ke LCCT di sini hari ini. Majlis itu disempurnakan oleh Timbalan Menteri Pengangkutan, Datuk Abdul Rahim Bakri.
Hadir pada majlis ialah Ketua Pegawai Eksekutif ERL Maintenance Support Sdn. Bhd., Thomas Baake.
Setakat Julai lalu, seramai 7.1 juta penumpang dicatatkan menggunakan LCCT manakala di KLIA seramai sembilan juta orang.
Ketika ditanya mengenai cadangan ERL untuk menambah laluan ke destinasi lain selain dari kawasan Lembah Klang, Noormah berkata, pihaknya berbesar hati untuk mengambil langkah tersebut.
Katanya, setakat ini, segala keputusan adalah terletak kepada kerajaan untuk meningkatkan perkhidmatan ERL ke destinasi lain.
Ditanya mengenai aliran penggunaan ERL pada waktu ini, Noormah berkata, lima bulan pertama tahun ini menunjukkan penyusutan bilangan penumpang berikutan masalah global seperti kemelesetan ekonomi dan sebagainya.
Beliau juga tidak menolak kemungkinan bahawa salah satu faktor penyusutan itu disebabkan oleh penyebaran wabak selesema babi ( H1N1).

BUDGET airline passengers now have a faster way to travel to the Low Cost Carrier Terminal (LCCT), via KLIA Transit.
Express Rail Link Sdn Bhd (ERL) has launched a new service aimed to meet the needs of the ever-increasing number of travellers departing to and arriving at LCCT.
The announcement of this service was officiated by Deputy Transport Minister Datuk Abdul Rahim Bakri at the Salak Tinggi KLIA Transit station yesterday.
“It is timely that ERL has put together this service, answering the needs of discerning travellers who desire greater comfort and connectivity with LCCT,” he said.
With more routes added by AirAsia, the main airline in operation at LCCT, the budget travel mode has evolved.
“Budget travellers are showing they are willing to pay a little more for added comfort and convenience,” said ERL chief executive officer Noormah Mohd Noor.
“We have watched this with great interest, and there is now clearly a demand for a better, safer and more comfortable way to travel to LCCT.”
Starting today, passengers heading to the LCCT can board the KLIA Transit at from KL Sentral, Bandar Tasik Selatan or Putrajaya and Cyberjaya to Salak Tinggi, where they will be ferried directly to LCCT on a dedicated air-conditioned shuttle coach.
For added convenience, complimentary porter service will be provided to assist passengers with luggage. Fares differ between stations: RM5.50 (one-way from Putrajaya and Cyberjaya), RM10.80 (one-way from Bandar Tasik Selatan) and RM12.50 (one-way from KL Sentral). Children enjoy lower rates.
Noormah said the shuttle buses are only temporary. Plans are afoot to extend the existing KLIA Transit railway service to the new LCCT terminal near the main KLIA terminal. The project is expected to be completed by 2011.
She added that ERL targets to increase the number of passengers using the service by 10 per cent. Currently, there are about 7,000 passengers heading to and from the airport every day.
To familiarise LCCT users with this new service, ERL is giving away 5,000 free tickets. Passengers who wish to sample the service can register for a free ticket by logging on to ERL’s website, www.KLIAekspres.
com. Tickets are valid for travel effective from Oct 1.

Dari stesen ERL Salak Tinggi, para penumpang akan dibawa ke LCCT dengan menaiki bas henti-henti yang disediakan.
Kadar tambang sehala yang dikenakan terhadap penumpang yang menggunakan kereta api laju ERL adalah dari KL Sentral ke stesen Salak Tinggi adalah RM12.60 manakala kanak-kanak RM6.
Penumpang dari Bandar Tasik Selatan pula akan dikenakan bayaran sebanyak RM8.30 manakala kanak-kanak RM4 sementara dari Putrajaya/Cyberjaya dikenakan bayaran sebanyak RM3 manakala kanak-kanak RM1.50.
Kekerapan perkhidmatan kereta api laju ERL dan bas henti-henti adalah setiap 30 minit bermula pada pukul 5.33 pagi, jika penumpang menaiki dari KL Sentral.

FROM Sept 15, travellers heading to the Low Cost Carrier Terminal (LCCT) can to choose to take the KLIA Transit train to the terminal.
Passengers can board the KLIA Transit train from KL Sentral, Bandar Tasik Selatan or Putrajaya and Cyberjaya to the Salak Tinggi station where they will be ferried directly to the LCCT on a dedicated air-conditioned shuttle coach.
A porter will also be on hand to help with luggage at the Salak Tinggi station at no extra charge.
ERL CEO Noormah Mohd Noor said the service was not meant to compete with bus services to LCCT but to provide an alternative for passengers.

Noormah added that travelling via KLIA Transit also contributed to the reduction of car trips to LCCT, translating into significant savings on carbon emission.
With 73 trips from KL Sentral and LCCT, Noormah said ERL was expecting a 10% increase from its total daily passengers of 7,000.
A one-way ticket from KL Sentral to the LCCT costs RM12.50 (adult) and RM6 (child) while two-way tickets cost RM22 (adult) and RM11 (child). Shuttle bus services are free during the promotion period.
From Bandar Tasik Selatan station to the LCCT, tickets are priced at RM8.30 (adult) and RM4 (child). The shuttle bus service is charged at RM2.50 per person.
From Putrajaya and Cyberjaya station, tickets are priced at RM3 (adult) and RM1.50 (child) while shuttle bus services are also at RM2.50 per person.
In conjunction with the launch, ERL will be giving away 5,000 free tickets for the new service (applicable only from KL Sentral to Salak Tinggi station). The free tickets are valid for travel effective from Oct 1.

CONSTRUCTION group Ireka Corp Bhd (8834) has been pre-qualified to bid for more than RM2.5 billion worth of infrastructure and building construction projects in Malaysia.
Ireka, which has been involved in construction since 1967, has bid for almost half the projects, two of them in a joint venture with foreign parties, its executive director Lai Voon Hon said.
Lai said the group will tender for the remaining jobs by the end of its current fiscal year.
"The results are expected to be known early next year and new projects would contribute significantly to our earnings in 2010 and 2011," he said after the group's shareholders meeting in Kuala Lumpur yesterday.
Lai said in future Ireka wants to focus on high-end residential and commercial development, in addition to infrastructure projects, riding on the lower construction material costs.
The company is eyeing government jobs like road and highway construction, housing, and extension of the light rail transit and Sepang low-cost carrier terminal projects.
In Vietnam, Ireka is exploring infrastructure-related projects.
Meanwhile, Ireka director and group financial controller Monica V.H. Lai said the group is expected to do better in the current financial year ending March 31 2010, given the value of jobs in hand.

Malaysia Airports Holdings Bhd (MAHB) (5014), the country's biggest airport operator, hopes to start earthworks next month on the new permanent low-cost carrier terminal (LCCT) in Sepang, its chairman Tan Sri Dr Aris Othman said.
Aris said it was crucial that works begin next month for MAHB to complete the LCCT by the third quarter of 2011.
"We are sticking to our 2011 deadline," he told reporters after the graduation ceremony for 194 airport security staff at the Bunga Raya Complex in Sepang yesterday.
In March, MAHB said it would complete the new terminal and a new runway within two and a half years, without exceeding the estimated cost of RM2 billion.
The permanent LCCT will be located to the west of the main KLIA terminal building, roughly 1.5km in distance.
The new terminal building will be 150,000 sq m and hold up to 30 million passengers a year, with capacity for expansion of up to 45 million passengers.
MAHB is also planning substantial investments to beef up its retail shopping and services division to boost revenue.
In the financial year ended December 31 2008, its retail and food and beverage division posted RM304.9 million sales, or about a fifth of the group's revenue of RM1.51 billion.
Aris said MAHB will focus on renovations to the main terminal building of the airport to enhance the retail facilities located there.
"We realise we cannot rely on airport charges alone as these tend to remain stagnant or low due to the competitiveness of many airports around the world."

SEPANG: Irresponsible motorists are causing traffic congestion at the Low-Cost Carrier Terminal (LCCT) and the Kuala Lumpur International Airport (KLIA) here.
Despite repeated reminders and summonses, many continue to flout the no-waiting and no-parking rule outside the arrival and departure halls of both terminals.
A check by Streets recently found cars parked at the drop-off and pick-up lanes despite the yellow lines painted along the road.
The situation was especially bad at the LCCT.
Streets had decided to check on the traffic situation at the LCCT and KLIA following a recent letter to the editor published in the New Straits Times where Subang Jaya resident Earlaiman Abdullah had complained that the traffic congestion was getting worse.
Earlaiman said he was caught in a massive bumper-to-bumper crawl for a kilometre before reaching the entrance to the LCCT during the recent Hari Raya balik kampung rush.
He said this was because both the pick-up and drop-off lanes were filled with cars, with many of the motorists leaving their cars unattended along the kerb.
As a result, other motorists faced problems picking up and dropping off passengers and getting in and out of the terminal.
"All it takes is one or two policemen or security officers to monitor the pick-up and drop-off lanes. If they find that vehicles are parked illegally, they should be towed away and the vehicle owners fined," Earlaiman had written.
An officer stationed at the police station at the LCCT said there was a dotted yellow line along the lanes at the terminal which meant that motorists were not allowed to park their vehicles there or leave their cars unattended.
"We conduct regular checks and often ask vehicle owners to move away from the lanes but they will return to the same spot after circling the complex.
"Summonses have also been issued to cars which are parked illegally. We are now looking at towing the vehicles if the problem worsens."
He said the parked vehicles caused traffic congestion as they clogged up the main access route to the terminal, especially during the early mornings and from noon to 2pm daily when there were many flights leaving and arriving. The situation was worse on weekends.
A spokesperson from the Malaysia Airports Bhd corporate communications department said they had received many complaints on the traffic situation at the LCCT and the KLIA over the last one year.
"Illegal parking continues due to the selfish attitude of motorists who do not want to use the more than sufficient parking lots provided. Instead, they choose to park along the entrance.
"There are two main parking lots available and often, the lot situated closest to the entrance of the LCCT will be full.
"When this happens, motorists are reluctant to park at the other lot as it's about 800 metres from the terminal. There is a shuttle bus service at the second parking lot but it's under-utilised."
The spokesperson also dismissed claims that the parking rates were too high.
She said at the LCCT, the parking rates were RM2 for the first hour and RM2.50 for every subsequent hour while at the KLIA, it's RM3 for the first hour and another RM3 for every subsequent hour.

ISTANBUL, Oct 30 — Initial work on the permanent low-cost carrier terminal (LCCT) at the KL International Airport (KLIA) in Sepang will begin next month, said Deputy Minister of Transport Datuk Abdul Rahim Bakri yesterday.
"If everything goes as planned, site preparation work will start next month," he told Malaysian journalists who are here for the official opening of the new terminal at Istanbul Sabiha Gocken International Airport.
Malaysia Airports Holdings Berhad (MAHB), which manages all the airports in Malaysia, is part of the consortium awarded the contract to undertake construction of the Istanbul terminal which will be officially opened today.
Other partners are GMR Infrastructure Limited of India and Limak Group, a Turkish company that developed, managed and operates Istanbul Sabiha Gocken International Airport.
MAHB chairman Tan Sri Dr Aris Othman, who was present at the media conference, said MAHB was in the process of appointing consultants for the various packages of the LCCT project. The packages are slated for completion in 2011.
Abdul Rahim said the contracts for the project were divided into more than 30 packages comprising air and land segments.
He said the air segment involves the extension of the runway, taxiway and apron while the land component is the construction of the terminal, hotel and related facilities such as the shopping arena.
It also entails the building of a RM10 million 2km Express Rail Link (ERL) linking KLIA and LCCT under the stimulus package.
"The tender will be called as soon as the design is completed," he said.
The deputy minister said the LCCT, estimated to cost about RM2 billion, will be built about two kilometres from KLIA.
The new terminal will have the capacity to handle up to 30 million passengers a year compared to 11 million travellers by the existing facility.
"The present LCCT is very congested. When it was built, the expected passenger volume was only 10 million and now it is handling 11 million travellers and heading towards 13 million to 14 million people within a short span of time.
"With more regional low-cost airlines flying to Malaysia, I believe the new terminal will provide a very good aviation infrastructure and will bring in more tourists to Malaysia," he said.
With the widely anticipated global economic recovery, he said the country can expect a more active travel sector, with more people coming to Malaysia.
Commenting on Malaysia Airlines' (MAS) direct flights from Kuala Lumpur to Istanbul from Oct 25, Abdul Rahim said it will increase travellers from both sides.
"I believe Malaysia will enjoy a big boon in the tourism sector.
"The current air service agreement between Malaysia and Turkey is adequate. What is important now is to woo more airlines to fly to Malaysia," he added. — Bernama

KUALA LUMPUR, Nov 17 (Bernama) -- The building of a new Low Cost Carrier Terminal (LCCT) will be completed by the end of 2011 although its construction faced some delay, said Deputy Transport Minister Datuk Abdul Rahim Bakri.
This was established at a weekly meeting between the project's management consultant and the Department of Civil Aviation (DCA) on Nov 10, he said when replying to a supplementary question by Datuk Tajuddin Abdul Rahman (BN-Pasir Salak) in the Dewan Rakyat here Tuesday.
"The project's progress should be 15.5 per cent but right now it is 13.5 per cent. Based on the current status the delay is two per cent or 18 days," he said.
The delay was caused by the delay in approval by the Finance Ministry for certain packages besides delay in design and procurement for the control tower, said, Abdul Rahim.
In that regard, he said the ministry will monitor the progress of the project which was now in the design preparation stage.
When answering the original question by Datuk Ab Halim Ab Rahman (PAS-Pengkalan Chepa) as to whether the number of AirAsia passengers would be between 10 and 15 million by 2015 as well as the government's action to build or expand the LCCT, he said the new LCCT could handle up to 30 million passengers a year.
The government agreed to the project after we found the number of AirAsia passengers was rising and we estimated it can reach up to 15 million by 2015," he said.

New airlines flying into three main airports in Malaysia will receive an incentive payment of RM10 for each inbound international passenger in their first year, Malaysia Airports Holdings Bhd (MAHB) said.
The airports are Kuala Lumpur International Airport (KLIA), LCCT-KLIA (the low-cost carrier terminal) and Sultan Abdul Aziz Shah Airport, MAHB managing director Tan Sri Bashir Ahmad said at a media briefing yesterday to announce the airport operator's "Airline Recovery Programme".
New airlines stand to benefit from the payment scheme, which varies between other domestic airports managed by MAHB.
The overall programme, which runs for three years effective January 1 this year, comes after a series of talks with the government, airlines and the International Air Transport Association, said Bashir.
"This programme is an additional incentive to show our support for our airline partners through this recovery period," he said.
The payment will be made through credit notes after passenger numbers are compiled at the end of the year.
Existing airlines will get tiered incentive payments for inbound international passenger growth using last year's performance as base.
However, airlines can also opt to use 2009 as base year and benefit for only two years.
New airlines are considered existing airlines after their first year. At the end of 2011, MAHB will review the programme.
On top of this, existing airlines will continue to enjoy 50 per cent discount on all landings at all airports in the country from April 2009 to March 2011, as announced under the government's economic stimulus plan.

Bashir said MAHB's airline recovery programme will be funded by its commercial revenue, which has been rising. The plan will cost it as much as RM30 million.
Airlines contacted by Business Times lauded MAHB's move.
Malaysia Airlines managing director and chief financial officer Datuk Tengku Azmil Zahruddin said it was good that the airline could use 2009 as base year as it was starting to see traffic return to pre-economic crisis levels.
"The incentives are good: one translates into cash incentive and the other, cost-savings. Both will provide incentive for us to grow our passenger base and expand our network," he said.
Air France-KLM country manager for Malaysia, Estee Ng, also liked MAHB's cash-back programme.
"This business-friendly partnership, in which MAHB works on such programmes during one of the toughest operating times, is truly a testament that it views the airlines as true partners not just in good times but also in bad times," said Ng.
While Ng voiced hopes that MAHB would consider extending the 50 per cent discount on landing charges, Tengku Azmil said it would be good if MAHB allowed airlines to pay their landing charges against their minimum landing weight, instead of the current practice of charging airlines on their take-off weight.

GADANG Holdings Bhd (9261), a construction and property development firm, is bidding for more than RM2 billion worth of projects in the country, which include works for the new low-cost carrier terminal in Sepang and the gas-fired power plant in Kimanis, Sabah.
The bidding period for both projects will close by next month.
"With the company's past track record and strength in this field, we hope to secure some works from the projects we have bid for," managing director Tan Sri Kok Onn said after the group's annual general meeting in Kuala Lumpur yesterday.
On its water business project in Indonesia, Kok said revenue is expected to rise by 50 per cent for the current fiscal year ending May 31 2010, from RM11.4 million a year ago.
In the next three to five years, Gadang will see water business contribute RM40 million to its revenue once the expansion plans come into place. "We are eyeing Vietnam and China next to expand our water business," Kok said.
The group's property business stands at a gross development value of RM630 million, which will keep it busy for the next five years.
For the financial period ended May 31 2009, Gadang posted a net profit of RM9.7 million on revenue of RM247 million. Net profit fell by 15 per cent compared with the same period a year ago.

He said that as one of the largest construction and property developer in Malaysia, WCT would certainly seek to bid for the construction works at the new LCCT, adding that most construction companies locally were trying to secure a piece of the cake.
“They have started to call for the pre-qualification exercise of the project through the newspapers and we will just continue to pursue,” he told a press conference following the company’s AGM June 18.
Goh said it would take several months before the WCT would know anything concrete that would develop from their interest in the project, stressing it was hopeful to be selected for the RM2 billion project.
Late last month, Malaysia Airports Holdings Bhd (MAHB) announced that the open tender for the construction of the new LCCT would be out early this month and that a project management company has been appointed for the purpose.

CONSTRUCTION group Ireka Corp Bhd (8834) has been pre-qualified to bid for more than RM2.5 billion worth of infrastructure and building construction projects in Malaysia.
Ireka, which has been involved in construction since 1967, has bid for almost half the projects, two of them in a joint venture with foreign parties, its executive director Lai Voon Hon said.
Lai said the group will tender for the remaining jobs by the end of its current fiscal year.
"The results are expected to be known early next year and new projects would contribute significantly to our earnings in 2010 and 2011," he said after the group's shareholders meeting in Kuala Lumpur yesterday.
Lai said in future Ireka wants to focus on high-end residential and commercial development, in addition to infrastructure projects, riding on the lower construction material costs.
The company is eyeing government jobs like road and highway construction, housing, and extension of the light rail transit and Sepang low-cost carrier terminal projects.
In Vietnam, Ireka is exploring infrastructure-related projects.
Meanwhile, Ireka director and group financial controller Monica V.H. Lai said the group is expected to do better in the current financial year ending March 31 2010, given the value of jobs in hand.

KUALA LUMPUR: WCT BHD has clinched the first of the job packages, worth some RM363 million, from Malaysia Airports Holdings Bhd (MAHB) for the new RM2 billion low-cost carrier terminal (LCCT).
WCT told Bursa Malaysia yesterday it had on Dec 1, 2009, accepted the award for the RM363 million contract, which should boost the company’s outstanding order book by 14% to RM2.86 billion from RM2.5 billion.
It said the scope of works comprised site preparation, earthworks and main drainage. The works are expected to be completed by Jan 1, 2011.
The new LCCT, which would be located 1.5km from the Kuala Lumpur International Airport (KLIA) in Sepang, is scheduled to be completed by the third quarter of 2011.
The new airport is expected to cater to 30 million passengers yearly, with capacity expansion up to 45 million passengers a year.
MAHB recently said it had picked the project management company and pre-qualified 97 out of 132 candidate consultants for 38 packages under the entire LCCT development.
Other job components at the LCCT include the CONSTRUCTION of the terminal building and runway.
It is publicly known that GAMUDA BHD , IJM CORPORATION BHD and SUNWAY HOLDINGS BHD want the LCCT job. Other potential bidders in analysts’ radar include Fajarbaru Builder Group Bhd and MUDAJAYA GROUP BHD [].
CIMB Research had, in a November note, said WCT stood a good chance of securing more contracts before year-end, ahead of the other contractors under its coverage.
“We maintain our earnings forecasts which factor in RM2 billion worth of new jobs in 2009, which should be achievable,” the note said.
CIMB estimates that WCT will post a RM167.5 million net profit for the year ending Dec 31, 2009 on the back of a RM3.14 billion revenue. This compares with market consensus earnings of RM157 million.
The research house noted that year to date, WCT had clinched RM1.3 billion worth of new jobs. This means that including the RM363 million LCCT job, the contractor’s order book is nearing the projected RM2 billion.
CIMB also said WCT remained one of the contenders for the RM7 billion LRT upgrade/extension in the Klang Valley.
It said WCT continued to stand out as one of the main beneficiaries of the goverment’s fiscal pump-priming as it had a track record of winning open tender jobs by merit and of being an efficient and low-cost contractor.
Since November, there have been seven analysts calling a buy on the stock, one sell, one fully valued, one underperform and one outperform, with target prices ranging from RM1.99 to RM3.92.
WCT closed at RM2.60 yesterday. The counter is trading at about 25 times price-to-earnings ratio (PER) versus industry average of 16.5 times.
Meanwhile, the new LCCT terminal will measure 150,000 sq m and include a 6,000-bay multi-storey car park as well as an integrated transport hub for buses and taxis.
The project will also see the construction of 70 aircraft parking apron bays as well as a third runway, measuring 4km in length. The project is the single largest PFI (private finance initiative) building project under the infrastructure allocation of the second stimulus package.
It is understood that funding is a non-issue for MAHB given its RM700 million cash pile and about RM1 billion in short-term facility.
Furthermore, under the new operating pact with the government, MAHB will only bear the operating expenditure while the government will retain control of national airport development policy and bear the development capital expenditure.

KUALA LUMPUR, Dec 10 (Bernama) -- Emas Kiara Industries Bhd (EKIB) has secured a RM49.76 million contract from WCT Construction Sdn Bhd to undertake sub-contract work at the new RM1.2 billion Low Cost Carrier Terminal to be built about two kilometres from the KL International Airport in Sepang.
The contract, secured through its wholly-owned subsidiary, Emas Kiara Geo Services Sdn Bhd, is to supply and install geosynthetic products, said Emas Kiara Industries in an announcement to Bursa Malaysia.
It said the sub-contract work would commence immediately and is expected to be completed by the second quarter of next year.
The sub-contract work is expected to contribute positively to EKIB's earnings for the financial year ending Dec 31, 2010.

PETALING JAYA: PJI Holdings Bhd is eyeing a contract to provide mechanical and electrical engineering services worth RM400mil to RM500mil at the new LCCT Terminal.
It plans to fund the job through private finance initiatives (PFIs), a method that provides private funding for partnerships between the public and private sectors.
“The total cost of the new LCCT Terminal will be around RM2bil as announced by the Government,” said deputy CEO Lim Chong Ling at the company’s AGM.
“Next year, we will also explore water-related projects.”
Lim said PJI was waiting for details of the 10th Malaysia Plan (10MP) as it saw many opportunities in relation to its core business of electrical and mechanical engineering services.
“Also, the government is going more into financing public projects through PFIs. PJI will work with the Government through Economic Planning Unit or the Treasury.”
He added that the company had tendered for jobs worth RM500mil since June, mainly in mechanical and electrical engineering services and water infrastructure.
PJI now has an orderbook of about RM150mil and hopes to add RM150mil to RM200mil by June 2010.

Managing director Tan Sri Kok Onn told Business Times that the firm expects to know within the next two weeks if it is successful in the tender.
Kok also said Gadang has submitted a bid to Malaysia Airports Holdings Bhd (MAHB) to construct the terminal building at the new LCCT for about RM1 billion.
"We lost out to WCT for the first package but that did not deter us from bidding for the remaining packages.
WCT Bhd clinched the first package, worth around RM363 million, from MAHB in December last year for works that include site preparation, earthworks and main drainage.
"While the bids have become very competitive, we hope to get a slice of the cake based on our track record," Kok said.

Construction company Gadang Holdings Bhd (9261) has won a RM291 million contract to build a runway and taxiways for the RM2 billion new low-cost carrier terminal (LCCT) at the KL International Airport (KLIA) in Sepang, Selangor.
The contract includes site preparation, earthworks and main drainage for the 4km Runway 3.
Gadang beat seven companies, including WCT Bhd and Sunway Holdings Bhd, for the job.
It told Bursa Malaysia yesterday that it would start work next month and complete it by December.
Gadang expects the contract to contribute positively to its earnings and net assets in financial years ending May 31 2010 and 2011.
"This is a fast-track contract. We are proud to win it after losing out on an earlier bid," Gadang managing director Tan Sri Kok Onn told Business Times.
It is the second contract awarded by Malaysia Airports Holdings Bhd (MAHB) under the RM2 billion project.
Last month, the airport operator awarded WCT a RM363 million contract for works that include site preparation, earthworks and main drainage.
A third contract to build the main terminal building is in the tender stage.
Kok said Gadang was working to submit a bid for the third contract, worth some RM1.2 billion. The job involves design, construction, testing, commissioning and maintaining the main terminal building, skybridge and piers.
The new LCCT is the single largest private finance initiative building project under the infrastructure allocation of the second stimulus package.

SEPANG 1 Feb. – Terminal Lapangan Terbang Tambang Murah (LCCT) yang sedang dalam pembinaan bukan eksklusif untuk AirAsia Bhd.
Pengarah Urusan Malaysia Airports Holdings Bhd. (MAHB), Tan Sri Bashir Ahmad berkata, sebaliknya semua syarikat penerbangan tambang murah yang beroperasi di KLIA boleh menggunakannya.
‘‘MAHB tidak akan mewajibkan penggunaan LCCT yang baru kepada syarikat-syarikat penerbangan tambang murah.
‘‘Kita tidak ada mengenakan sebarang peraturan berhubung penggunaan LCCT,’’ katanya.
Beliau berkata demikian pada sidang akhbar selepas majlis sambutan penerbangan terus pertama Emirates dari Kuala Lumpur ke Melbourne di Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) di sini hari ini.
Hadir sama ialah Pengerusi MAHB, Tan Sri Dr. Aris Othman. Naib Presiden Kanan Emirates (Timur Jauh, Australasia), Richard Jewsbury dan Pengurus Emirates untuk Malaysia, Kavin Martinus.
Ini kerana, katanya, seperti sekarang terdapat syarikat penerbangan tambang murah yang menggunakan KLIA untuk menikmati kemudahan yang disediakan.
‘‘Syarikat penerbangan tambang murah mempunyai pilihan... terpulanglah.
‘‘Tetapi seperti di LCCT lama, LCCT baru juga menawarkan perkhidmatan berkos rendah. Contohnya ia tidak memiliki jambatan aero,’’ jelasnya.
MAHB kini sedang dalam proses pembinaan LCCT baru di sebelah Kompleks Bunga Raya KLIA dengan anggaran kos sebanyak RM2 bilion dan dijangka siap pada suku ketiga 2011.
Ditanya adakah MAHB masih mengekalkan kos pembinaan sebanyak RM2 bilion itu, Bashir berkata: ‘‘Saya akan mengumumkan mengenainya nanti’’.
Pada awal tahun ini, dua buah syarikat, Gadang Holdings Bhd. (Gadang) bersama Bukit Jerneh Quarry Sdn. Bhd. (BJO) telah menerima Surat Penerimaan daripada MAHB bagi cadangan pembinaan LCCT di KLIA.
Kedua-dua syarikat itu telah menerima surat bagi melaksanakan persediaan lokasi, kerja-kerja tanah, perparitan utama bagi tiga landasan kapal terbang dan laluan taksi bagi LCCT baru itu.
Kerja-kerja kontrak itu membabitkan sebanyak RM291.18 juta dan dijangka siap sepenuhnya pada 18 Disember 2010.

well we should develop KLIA@LCCT into the leading low cost hub for the region..we have more to offer than changi for example in terms of connectivity(LCC) and a new and bigger and most probably cheaper airport terminal
more so the recent tie-up between air asia and jetstar is a a sign that KLIA@LCCT would become the preferred hub for LCC in the future as air asia is the biggest LCC in the region and operates from KLIA@LCCT

OSK Research House sees WCT Bhd (WCT) and Gamuda Bhd as potential candidates for the Low Cost Carrier Terminal (LCCT) runway portion project amounting to RM300 million to RM400 million.
OSK was commenting on rumours that past winners of the LCCT packages will not be eligible for its subsequent awards.
"WCT and Gadang have both been awarded earthworks packages. We think this rumour is baseless as it would make little sense to disqualify past winners if they can submit the lowest tender price.
"This is especially so given that the LCCT is privately funded," it said in a statement today.
Yesterday, Cebarco-WCT Joint Venture received an award for Fit-Out works at the Bahrain City Centre worth RM467 million to build Abu Dhabi's F1 circuit.

Malaysia Airports Holdings Bhd (MAHB) (5014) has shortlisted five companies to build the main terminal building and satellite tower for the new RM2 billion low-cost carrier terminal (LCCT) in Sepang.
Business Times understands that the UEM-Bina Puri joint venture, Sunway Construction Sdn Bhd, the privately-held AHT Norlan-Carriage joint venture, IJM Corp Bhd and the Gadang Holdings-PPC joint venture are the frontrunners to win the tender.
An MAHB official, who declined to be named, said the five were selected because they had offered the lowest prices for the project and said they could complete the job in 20 months, as outlined by the airport operator.
The new LCCT is slated for completion by the third quarter of next year. However, rumours are swirling that it may be delayed by six to 12 months.
"The tender process took a longer time (than expected). MAHB had pre-qualified many companies and then invited some on a selective basis to tender," the official said.
MAHB is evaluating the design and technical aspect of the proposals submitted by the five bidders and will select the best for each building, he added.
The official also said that the successful bidders would have to finish the job within schedule.
"MAHB may award the contracts for both buildings in the next one to two months and the two companies are expected to start work immediately."
MAHB received bids from 11 companies for the main terminal building job and nine for the satellite tower.
It is learnt that other bidders included Muhibbah Engineering (M) Bhd, Putra Perdana Development Sdn Bhd, Zelan Bhd, Fajarbaru Builder Group Bhd, Maju Holdings Sdn Bhd and the Ikhasas-Saidina joint venture, but they were disqualified on technical grounds.
The price for the job was between RM750 million and RM850 million for the main terminal building, and around RM400 million to RM500 million for the satellite tower.
To date, MAHB has awarded two contracts for the LCCT project.
The first, worth RM362 million, was given to WCT Bhd in December last year for works that include site preparation, earthworks and main drainage. A month later, MAHB awarded a RM291 million contract to Gadang to build the 4km Runway 3 and taxiways.
The new LCCT will be 1.5km away from the KL International Airport (KLIA) compared with 20km for the existing LCCT. It will be linked to KLIA's main terminal building via the Express Rail Link.
The new LCCT will cater for 30 million passengers a year, with potential to expand its capacity to handle 45 million.

MALAYSIA Airports Holdings Bhd (MAHB) plans to raise between RM2 billion and RM2.5 billion by the first half of the year, mainly to fund the development of the new low-cost carrier terminal (LCCT) in Sepang.
"A rights issue is unlikely, as it will see Khazanah Nasional Bhd increasing its share in the company, which goes against recent calls for it to reduce its stake in government-linked companies. However as the ultimate aim is to raise cash, we are looking at all options at this point of time," the airport operator's chief financial officer Faizal Mansor said on ways to raise the money.
He was speaking after the group's announcement of its 2009 fourth-quarter results in Sepang yesterday.
MAHB's fourth quarter net profit more than doubled for the period ended December 31 2009, helped by a writeback of provision for doubtful debts of RM32 million and higher revenue, thanks to better passenger numbers and performance in its retail division.
It posted a net profit of RM140.6 million, from RM63.1 million for the same period in 2008.
Full-year 2009 profit was 27 per cent higher at RM379.2 million against RM298.9 million a year ago.
"The significant improvement through the year reflects the early signs of recovery in the aviation industry led by gradual restoration of consumer sentiments with total passenger volume growth of 8.2 per cent," MAHB managing director Tan Sri Bashir Ahmad said in a statement.
Total passenger volume hit 51.34 million passengers in 2009.
Aeronautical revenue grew by 21 per cent for the year, while non-aeronautical revenue such as food, beverage and retail grew by almost 13 per cent.
"Moving forward, we expect the non-aeronautical business to outperform the aeronautical business in line with MAHB's long term objective to grow this branch of our business," Bashir added.
MAHB's retail business grew by 15.3 per cent to RM352 million, mainly due to higher retail and food and beverage income as a result of the rise in passenger volume.
"We are optimistic that we will do better in 2010, especially on the retail business, as we will feel the full impact of the retail optimisation plan this year," Faizal said.

ala, KKIA terminal 1 kena bina at a cost of RM720 million...that is just 85,000 square metres, nine gates...the design and all that...I think 2 billion is justified la for the terminal this magnitude...soon to be fully completed KKIA can only handle max. of 9 million...KLIA LCCT can handle 30 million...

A square-ish terminal can look good with a proper cladding, or whatever wall treatment that they will install. The details isn't out yet, so I like to give them the benefit of the doubt first.
My only wish list, is that I hope, the design of the LCCT will be in harmony, or at least complement the existing MTB.

NATIONAL rail company KTM Bhd (KTMB) and bus operator to the low-cost carrier terminal (LCCT), SkyBus Ventures Sdn Bhd, has teamed up to provide seamless transportation for passengers heading for the air terminal from outside Kuala Lumpur.
SkyBus Ventures chief executive officer Chris S. Thiagarajah said the company is expanding its fleet of buses to support KTMB passengers as well as the aggressive route expansion by AirAsia.
"We now have 23 buses and we will add seven more buses this year to capture passengers from Ipoh and AirAsia's rapid route expansion," he told Business Times in an interview in Kuala Lumpur recently.
SkyBus started providing bus services to LCCT at the Nilai KTM station, for KTM passengers from Ipoh, since March 1.
Passengers can buy the combined train and bus tickets from the KTMB website or rail ticketing counters.
"We have a strategic tie-up with KTMB to ferry passengers to LCCT. We start with northern passengers, where those from Ipoh will stop at Nilai, then our bus will take them to LCCT," Chris said.
He said SkyBus and KTMB will start a similar service for KTM passengers from Johor.
For northern passengers, they can catch budget airlines at Penang International Airport.
Chris said as the company has a healthy reserve, cashflow and gearing, it has no problems in securing loans from bankers. Currently, SkyBus' buses are ferrying passengers to LCCT from KL Sentral.
"We have ferried more than 4.5 million passengers since LCCT was opened on March 23 2006," he said.
After one-and-a half years of service, SkyBus - which is one of two LCCT bus service providers operating from KL Sentral - was appointed as budget airline AirAsia Bhd's official bus.
The tie-up has enabled AirAsia passengers to enjoy an online bus fare of RM6.50 for one-way trip, instead of the normal RM9 one-way ticket.
SkyBus is now looking at carrying passengers from Bandar Utama to LCCT.
Chris said the service will start in the second quarter this year.
He said the company has also received invitation letters from the management of Sunway Pyramid and Genting Theme Park as well as other bus terminals to transport budget airlines passenger from their terminals.
Currently, SkyBus controls 20 per cent of traffic to LCCT. With more routes being opened in Klang Valley, its market share its expected to increase.

I think... personally... they should just convert 50% of the current KLIA to LCCT... like this KLIA will not be under utilised... and integrate LCCT into KLIA makes KLIA a more interesting airport to land... h

In this case, both MAS and AirAsia will share facilities and rent from Malaysia Airports rather than fighting over and over again... and at last KLIA will have the economies of scale to compete with others... just imagine i fly from bangkok to klia by AA and then fly to London by MAS.....

i guess people forget that lcct was created by airasia insistence to lower cost of airport fees.
MAHB can't simply give airasia exclusive lower fees or else it will be blasted by the IATA for being discriminatory...hence the LCCT was born...

EXPRESS Rail Link Sdn Bhd (ERLSB) plans to lay 2km of railway tracks from the KL International Airport (KLIA) to the new permanent low-cost carrier terminal (LCCT) in Sepang to extend its rail services, its chief says.
ERLSB, majority controlled by YTL Corp Bhd, holds a 30-year concession to operate the KLIA Express and KLIA Transit rail services from KL Sentral in Brickfields, Kuala Lumpur, to KLIA.
Chief executive officer Noormah Mohd Noor said the extension of its rail services to the new permanent LCCT will boost passenger traffic by some 15 per cent to 4.2 million from 2011.
Malaysia Airports Holdings Bhd (MAHB), the main contractor for the new permanent LCCT, is targeting to complete the construction by the third quarter of 2011 at a cost of RM2 billion.
"We are in talks with MAHB and have submitted a proposal to them a few months ago to extend the rail line. We are fine-tuning the plan and the cost to lay the tracks," Noormah told Business Times.
ERLSB has 12 electric high-speed train sets for the KLIA Express, which runs from KL Sentral to KLIA in 28 minutes, and KLIA Transit, which stops at Bandar Tasek Selatan, Putrajaya and Salak Tinggi before heading to the airport in 35 minutes.
The KLIA Express and KLIA Transit carry a combine 3.7 million passengers a year currently.
The new LCCT terminal, which will be located to the west of the main KLIA terminal building with a distance of 1.5km, will be able to accommodate 30 million passengers per annum, with capacity for expansion of up to 45 million passengers a year.
Noormah said the company will launch on September 15 a temporary bus shuttle service from Salak Tinggi to the existing LCCT to promote its KLIA Transit service, while the new permanent LCCT is under construction.
"We are doing this to capture the LCCT market, which will be a new growth area for us," she said.
Noormah also said that ERLSB is offering VIP services, group discounts and giving one complimentary trip for every 10 trips bought up front.
The company has tied up with Amadeus, the world's biggest processor of travel bookings with a 29.2 per cent market share, to help sell its KLIA Express tickets.

Why don't they just simplify it by calling the Main terminal as Terminal 1, and the rest as 2, 3, ..., or A,B,C,...?

Noticed that there were quite alot of refurbishment works going on around KLIA. In my opinion the lighting at the arrival hall should be improved. Looks rather dull and sad during night time

not two..lots of it..on top of my head now...Indra Gandhi Terminal 3..Dubai Terminal 3 Concourse 2, Abu Dhabi Midfield Terminal..few new terminal in Oman..and if you count a totally new airport...New Doha International Airport...the project im involved with now

Strongly agree. Adviseable to use brighter lights like Hongkong Airport. More vibrant!

Especially the arrival and depature drop off zone its dark and gloomy,i remember
having to go and let them how dirty these area were!When all the sweepers and janitors all ponteng and no where to be seen.During the day its ok but at night these area will need its lighting improved for sure.:ohno:
