mirzazeehan August 25th, 2010, 06:41 PM I thought this was high time for Cox's Bazar to get a "projects thread" of its own.According to an estimate,there are about 23 "*****five star hotel projects" that are currently under-construction/proposed in Cox's Bazar.All of these are expected to be completed within the next 3-4 years changing the city's skyline forever.

I haven't been to Cox's Bazar since making a trip back in 1988. Stayed at Hotel Saimon then. I probably won't recognize the place anymore :)

tanzirian August 26th, 2010, 05:18 AM Thanks Mirza...among those renders, Sea Pearl looks promising...the others seem a little cold and concrete-y. Of course renders are just renders...we'll see what the reality is like. Regardless, I think it's clear that Cox's Bazar is going to be far more built up by the end of this decade than it is today.
I haven't been to Cox's Bazar since making a trip back in 1988. Stayed at Hotel Saimon then. I probably won't recognize the place anymore :)
I stayed at Saimon in 1982...pretty much of the only game in town at that time. By 1988 Shoibal was probably the best...which I first stayed at in 1989, and left a very favorable impression...though the quality declined the two subsequent times we stayed there.

The country's first eco-friendly five-star hotel will start operations in Cox's Bazar in early 2012.
Sea Pearl Beach and Spa, being built on seven acres at Inani, 20 kilometres away from Cox's Bazar, is based on the timesharing concept.
The timesharing model allows members of a hotel to swap or exchange time with another affiliated hotel or resort anywhere in the world depending on availability.
The cost of the Seal Pearl project has been estimated at Tk 143 crore, with Prime Bank raising Tk 85 crore in syndicated funds. Shamim Enterprise that owns Sea Pearl will finance the rest.
Aminul Haque, managing director of the hotel, said: "We have started a marketing campaign to get timesharing members."
The company says Sea Pearl will be the "real eco-friendly green resort" in the country, which will provide a pollution-free environment for visitors.
“Waste and water from the hotel will be recycled. And it will use solar power," said Md Atoar Hossain, vice president of Sea Pearl.
The hotel has been affiliated with Interval International, a timeshare exchange company, based in Miami. Interval has been providing value-added services to its clients worldwide for more than 30 years.
Members of Sea Pearl will be able to use the facilities of Interval International-affiliated 2,500 hotels in 75 countries.
“A membership contract will be valid for 20 years,” said Atoar. “A member will be given seven days to spend in any Interval International-affiliated resort every year.”
The access fee, which is $118 within Asia and $159 in the rest of the world, will be charged, he added. Also, members will have to pay $100 in maintenance fees.
Alwyn Dixon, director for sales of Sea Pearl, said the hotel would meet all the needs of holidaymakers -- both from home and abroad.
"The tourism and hospitality sector in Bangladesh has a huge growth prospect. It will grow exponentially, as a large segment of middle-class families will spend much more money in the next five years, " said Dixon.
On the timesharing idea, he said it would help get international tourists, particularly the members of Interval that has 45 lakh members across the globe.
A timeshare is a form of ownership or right to the use of a property, or the term used to describe such properties.
These properties are typically resort condominium units, in which multiple parties hold rights to use the property, and each sharer is allotted a period of time (typically one week, and almost always the same time every year) in which they may use the property.
It is also known as holiday ownership that is the art of sharing one's ownership in the resort with other people.
Sea Pearl consists of 200 rooms for residential accommodation, including 150 timeshare rooms and suites.
It will have the facilities such as spa, bar, barbecue, water sports, swimming pool, children amusement, restaurant, coffee shop, lobby, gymnasium, indoor-outdoor games, air-conditioned shuttle bus for pick-up and drop services and sightseeing.
The hotel will generate over 300 employments in different categories and most of them will be recruited locally.

That's interesting. I'll have to ask my parents about this as the owners of Saimon in the 80's are family friends.
Do any of the current hotels have functioning websites where one can reserve rooms from overseas? I know e-commerce is still in its infancy in Bangladesh, but to attract foreign tourists, it's an absolute must these days.

It may have been spelt Sayeman back then as well, I really don't know the correct spelling. While I'm sure there are better hotel rooms today...when I look at pictures of the pool from back then, I think it would measure up pretty well even now...it had nice greenery / flowers around edge.

It was spelt "Saimon" back then. I think I have a photo or two with the signage.

Leading conglomerate Intraco Group has signed an agreement with Nicco Park & Resorts Ltd of India to set up a water park at the popular tourist spot of Cox's Bazar. The water park will come up on four acres already earmarked. The total project will cost around $10 million.
The agreement was signed at a ceremony in Kolkata on Saturday, the commerce ministry said in a statement.

There is a serious pent up demand for hotel rooms in the Cox's Bazar area, for the mad dash to build? Is the occupancy rate really high throughout the year or is it some ploy to turn black money, white?
I worry about the long term environmental impact on this very fragile piece of ecosystem that the country is blessed with.
tislam84 January 5th, 2011, 03:02 AM ^^ I know during winter season there is a huge demand for hotels in Cox's Bazar, but I am not sure if there is such a high demand for 5-star hotel rooms. Maybe the entrepreneurs should also look into making some budget lodging.

I think there is huge demand for hotels in coxs bazar but this boom is probably more about Dhaka based people investing their idle(sometimes black) money into fancy hotel projects in the beach city...and it's prolly not so much fueled by the demand for 5 star hotel rooms as it is by the desire of owning a hotel room in a five star standard resort.The investors are i think more concerned about rise in property prices in cox bazar in the long term than they are about getting good yearly returns from these investments.As for the developers ,they would be selling the entire built up space in their hotels anyway.Coxs bazar definitely does not need 28 five-star hotels by 2014 but the increasing number of people in Dhaka willing to invest in the beach city and own a luxurious property there means that we will see even more projects coming up in the near future

Rampant encroachment on seashore, and construction of unplanned commercial structures ruin the landscape and threaten biodiversity of the world's longest beach of Cox's Bazar.
Different government bodies, armed forces, political high-ups and local influential people already illegally constructed hotels, rest houses, restaurants, coffee shops, and gift shops on and along the beach.
Many encroachers put up signboards saying they are the owners of the lands through purchase.
Wholesale unplanned constructions and putting up of signboards are turning the beautiful beach into an eyesore.
The Department of Environment (DoE), on December 7 last year, instructed the local administration to remove all illegal structures and stop construction of roads on the beach in seven days.
But the local authorities ignored the directive and have yet to take any action against those illegal structures.
"We are aware about encroachment there. Some people made structures with bamboo and straws on the beach. We have served them notices," said Giasuddin Ahmed, deputy commissioner of Cox's Bazar.
"If we want to remove illegal structures, we should remove all illegal commercial structures including those belonging to the Department of Forest, armed forces and political high-ups," said the Cox's Bazar DC describing the dire situation of the beach.
The DC said his office prepared a report on all incidents of encroachment and sent it to the higher authorities.
Demand for land on the beach shot up in recent years in the wake of a boom in tourism industry. To accommodate the incoming throng of tourists, hotels and restaurants are mushrooming on the beach violating the law.
During a recent visit a despairing situation was seen along the beach. Locals say if the government does not take immediate action, the beach is going to be a hectic place full of commercial activities in near future.
Work of setting up new structures was seen at many spots that apparently turned the beach into a construction site.
The encroachers are erecting makeshift structures on the sandy beach where water hits during high tide. Bricks and other materials were seen piled along the beach for further construction.
The government in 1999 announced the entire beach from Cox's Bazar to Teknaf as an "ecologically critical area". Accordingly, any activity that might change the existing character of the land and water or threaten local ecology was prohibited.
Asked, Muhammed Munir Chowdhury, director of Monitoring and Enforcement wing of the DoE, who led a special drive in Cox's Bazar, said, "The district administration has the responsibility to remove all illegal structures."
He added the DoE would conduct further drives to ensure an echo-friendly sea beach if the district administration failed to do their task.
Earlier, it was reported that about 12,000 out of 27,293 acres of forestland in the district was grabbed during the BNP-Jamaat alliance rule.
The forest officials say they filed 458 cases against 1,843 encroachers during that time.
Orders from courts came at different times to recover 912 acres of forestland -- 320 acres in Dhalghata, 200 in Charandip, 10 in Matarbari, 350 in Siradia and 32 acres in Lemshikhali.
But the matter virtually ended there as no further action was taken against any encroachment.

Dhaka, Jan 10 (bdnews24.com)—The High Court has directed to dismantle all permanent and temporary establishments from Cox's Bazaar sea beach within next seven days.
The court also asked the government to explain within three weeks why all the structures on the beach will not be declared illegal.
On Monday, justices A H M Shamsuddin Chowdhury and Sheikh Mohammed Zakir Hossain gave the order following a writ petition by Human Rights and Peace for Bangladesh.
The court has also asked the Cox's Bazaar deputy commissioner to form a special committee and demarcate the beach area.
Cox's Bazaar police superintendent and officer-in-charge have also been instructed to ensure that no new establishment is erected on the beach.
The DC, SP and OC have been ordered to submit a report to the court after dismantling the structures.
Advocate Manzil Morshed argued for the petitioner while deputy attorney general A B M Altaf Hossain argued for the state.
After the court order, the lawyer told bdnews24.com: "This order will help prosper the country's tourism industry. Cox's Bazaar beach will appear all the more attractive to both local and foreign tourists."

The cox's bazar beach is over a 100km long,so there will always be pristine parts of it....then theres kuakata,khulna,and so many other places where development is also absent.
So i am hoping Cox's bazar is gonna be our version of gold coast or dubai marina or recife ;) It will have a proper city corporation,funding,infra structure,city facilities and entertainment in the near future,while the other natural areas of our country will remain pristine and relatively less artificial.And I am all for it :)

Dhaka, March 3 (bdnews24.com) – The government will set up a seaside aquarium along the Cox's Bazar beach, the fisheries and livestock minister tells parliament.
"The government has a plan to set up an aquarium along the Cox's Bazar seashore aimed at showcasing the marine resources in the Bay of Bengal," Abdul Latif Biswas said on Thursday in reply to a query from Cox's Bazar-3 MP Lutfur Rahman.
Biswas said that a project would be taken soon in this regard.
Replying to a query from reserved women MP Rasheda Begum Hira, he said that Bangladesh exported 5,563 tonnes of Hilsa fish and earned Tk 2.27 billion in the last six months (July 2010-Jauary 2011), "which is a new record".
The minister, in response to another question from Naogoan-2 MP Mohammad Shahiduzzaman Sarker, said the country produces around 12 million litres of milk every day, while its daily demand is around 36.5 million.
In reply to a question of reserved seat MP Mamtaz Begum, Biswas said that the government had plans to provide low-interest loans to unemployed youths for encouraging them to cultivate sweet-water fish in the abandoned ponds and water bodies.
Responding the query of reserved women MP Asma Zerin Jhumu, he said the government was implementing 19 projects and two programmes in 2011-12 fiscal year to meet the country's demand of fish.
The minister said there was no project on cow fattening. "However, a 'Beef Breeding Development Programme in Bangladesh' is going on since 2009 at 11 Upazilas of 10 districts on experimental basis to produce more meat."
"Interested small farmers are given training on cow fattening in the district and Upazila level. As a result, a lot of such farms have been set up," he said in reply to a query of Chittagong-10 constituency MP M Abdul Latif.

Time will tell...my experience from South FL or South CA is that 100 km oceanfront can get gobbled up by development very quickly. Of course, due to concentrations of wealth in these two places, some stretches remain very peaceful and attractive despite urbanization. We'll see what happens in South BD :) Some time in the near future I'll post pictures of the missus' favorite beach in So Cal, which also happens to be quite near one of my workplaces, so that I go to walk there during lunch not infrequently.

what amazes me is that despite the boom in development there room rates are more expensive in cox bazar then in malaysia or thailand!

My uncle recently enquired about this project..and it is selling for 8000taka/Sq Feet(110$/Sqf).
The developer claims that 60% of the plot area will consist of open space and an artificial lake.The entire building will consist of just 40% of the total project's land.

PM opens Tk 1,852cr railway project, new air force base Unb, Cox's Bazar
Prime Minister Sheikh Hasina yesterday formally inaugurated the construction work of rail line at Jhilongjha that will connect Cox's Bazar with other parts of the country.
The work on the Tk 1,852 crore project will be completed by December 31, 2013. Of the total amount, the government will provide Tk 670 crore while the rest Tk 1,182 crore will come as project aid.
Earlier in the morning, the prime minister also inaugurated the Cox's Bazar Air Force Base.
Under the railway project, there will be two metre gauge lines - one 100km long will connect Dohajari in Chittagong with Cox's Bazar via Ramu and the other 28km line will connect Ramu with Gundum.
There will be four bridges in the rail line over Sangu, Matamuhuri, Shankha and Banshkhali rivers.
The stations on the railway line will at Satkania, Dulahazra, Chokoria, Edgaon, Ramu, Cox's Bazar, Ukhia and Gundum.
The first survey for the railway line was conducted in 1890 during the British colonial regime. But due to the first and second world wars the construction works could not be started. The first feasibility study on the rail line was conducted in 2001 during the previous Awami League regime.
The primier offered munajat after formally inaugurating the construction works.
Later, at the same place, Hasina also opened the work on the upgraded submarine cable connection of Cox's Bazar Landing Station, which cost Tk 50 crore. She also offered mujajat and held a meeting with the officials.
According to officials, the government connected the submarine cable using the 40G solutions to increase the bandwidth.
The expansion works will be completed by November this year.

Dhaka, May 5 (bdnews24.com) — In an effort to develop Cox's Bazar and Kuakata municipalities as well-planned tourist resorts, the government has introduced a new rule for real estate business in the coastal areas.
Under the new rules, realtors will have to take permission for their business from five-member committees headed by the respective deputy commissioners instead of the municipalities.
The mayors of the respective municipalities are members of the committees.
Housing and public works ministry issued an order in this regard on Thursday.
The order comes in the wake of unplanned expansion of structures in the two important municipalities.
It says the authority of the two municipalities to provide permission for real estate business has been revoked as per article 4 of the 'Real Estate Promotion and Implementation Act – 2010'.
The areas that will come under the purview of the new order are Cox's Bazaar Sadar, Chakoria, Moheshkhali and Tekna'f municipality, and Kuakata municipality of Patuakhali along with adjacent areas of Latachapali, Gangamati, Kauwarchar, and Charchapali Mouja.
The order, however, says the registration rules for the real estate business will remain unchanged.

Alike Singapore's most stunning structure, Marina Bay, Bangladesh is going to build a mega structure along its longest sea beach at Inani, at an estimated cost of US$ 500 million, developers of the proposed five-star facility said Friday, reports BSS.
The 33-storey building with an area of two million square feet will have 2,600 apartments, a shopping mall, 8,000 square feet swimming pool, sauna bath and spa facilities, gymnasium, conference hall and a golf ground.
"We are expecting to complete the structure and hand over the flats to buyers by 2018," chairman of Green Delta Housing Limited Mohammad Nurul Amin said.
Mr Amin said he has got the idea for developing such a mega structure in Bangladesh to attract more tourists from abroad.
He said a team of architects and engineers has travelled to Singapore, Thailand, China and India to explore the best design of most modern structures and make blending of them into Inani Bay Marina in Inani, 24 kilometres off Cox's Bazar Town.

Dope, you do not need and cannot build international airports at or near every resort/places of interest. There are no international/regional airports next to Hilton Head, Lake Tahoe, etc. The best they can do is build an all weather multi-lane highway between Chittagong (city) and Cox's Bazar.
While I am yet to be in any of those so-called luxury lodgings in Cox's Bazar, I will refrain to pass judgment, until I have been to at least one of them.
Resorts in and around Cox's Bazar can be quite viable without any foreign tourists.

Not every country needs foreign tourists. Cox's Bazar is nice enough but there's not much that would make someone take an international trip to be there. You can't compare it Agra or Jaipur which are in a completely different league...and Goa has appeal to a different crowd. Foreign tourists or not...the distance between CTG and CB is so small that a second international airport is really not meaningful. All you need is improved road and rail connections. I expect that in a decade or two the two cities will be part of the same urban area anyway.

and its going to loose out if it keeps on going like this, another market they could have captured is the honeymoon market, they sell in packages in dhaka a two person trip to bangkok/phuket for around 25,000 (that includes return air fare, 2 day 3 night stay, bed and breakfast and a city tour) an additional day is starting around $30usd
lets put that into cox bazar prospective, return air tickets for two = 20,000 3 night 2 day stay = at 1500 taka a night (i dont think it gets any cheaper then that) 1500*3 =
4500
and then the question of security, you do the math for local tourists too

I went there this January. It was way better when I went 15 years back. You only had a handful of "Porjoton Motels" and the only other standard private hotel was "Hotel Saymen" (not sure about the Saymen spelling but those went there about 10 years back would know what I'm talking about, coz there were not many options). Once you were at the beach, you could hardly see any concrete. Now, as you said, hundred of hotels are in place, making it look like a "no tourist place".
And what's more saddening is if you go there now, you'll see another hundred hotels under contruction, god knows how many 5*s and about hundred more ads for buying a hotel room or an apartment next to the beach (waiting to begin construction) all the way from Cox's bazar main beach to Inani beach and onwards!! :ohno:
Don't think it will be able to keep the charm it has/had for long unless there is a strict regulation in place and very soon.

Rampant encroachment on seashore, and construction of unplanned commercial structures ruin the landscape and threaten biodiversity of the world's longest beach of Cox's Bazar.
Different government bodies, armed forces, political high-ups and local influential people already illegally constructed hotels, rest houses, restaurants, coffee shops, and gift shops on and along the beach.
Many encroachers put up signboards saying they are the owners of the lands through purchase.
Wholesale unplanned constructions and putting up of signboards are turning the beautiful beach into an eyesore.
The Department of Environment (DoE), on December 7 last year, instructed the local administration to remove all illegal structures and stop construction of roads on the beach in seven days.
But the local authorities ignored the directive and have yet to take any action against those illegal structures.
"We are aware about encroachment there. Some people made structures with bamboo and straws on the beach. We have served them notices," said Giasuddin Ahmed, deputy commissioner of Cox's Bazar.
"If we want to remove illegal structures, we should remove all illegal commercial structures including those belonging to the Department of Forest, armed forces and political high-ups," said the Cox's Bazar DC describing the dire situation of the beach.
The DC said his office prepared a report on all incidents of encroachment and sent it to the higher authorities.
Demand for land on the beach shot up in recent years in the wake of a boom in tourism industry. To accommodate the incoming throng of tourists, hotels and restaurants are mushrooming on the beach violating the law.
During a recent visit a despairing situation was seen along the beach. Locals say if the government does not take immediate action, the beach is going to be a hectic place full of commercial activities in near future.
Work of setting up new structures was seen at many spots that apparently turned the beach into a construction site.
The encroachers are erecting makeshift structures on the sandy beach where water hits during high tide. Bricks and other materials were seen piled along the beach for further construction.
The government in 1999 announced the entire beach from Cox's Bazar to Teknaf as an "ecologically critical area". Accordingly, any activity that might change the existing character of the land and water or threaten local ecology was prohibited.
Asked, Muhammed Munir Chowdhury, director of Monitoring and Enforcement wing of the DoE, who led a special drive in Cox's Bazar, said, "The district administration has the responsibility to remove all illegal structures."
He added the DoE would conduct further drives to ensure an echo-friendly sea beach if the district administration failed to do their task.
Earlier, it was reported that about 12,000 out of 27,293 acres of forestland in the district was grabbed during the BNP-Jamaat alliance rule.
The forest officials say they filed 458 cases against 1,843 encroachers during that time.
Orders from courts came at different times to recover 912 acres of forestland -- 320 acres in Dhalghata, 200 in Charandip, 10 in Matarbari, 350 in Siradia and 32 acres in Lemshikhali.
But the matter virtually ended there as no further action was taken against any encroachment.

We shouldn't be against development, rather against unplanned development that would be bad for the ecology, environment and economy on the long run. All future development ought to be sustainable development.

All the folks who are pouring their monies into real estate development in Cox's Bazar (area), ought to band together and hire some tourism (hopefully eco-tourism) experts/consultants to figure out how best to develop our God given natural resource and turn it into another Goa. Not that it has to copy any other tourist hotspot, as long as the development is balanced, well rounded and sustainable.

Plan to make Cox's Bazar a modern tourist hub

Considering a bright future for Cox's Bazar, the government has taken some initiatives to develop it and turn it into a planned tourist city for visitors.
"The district would be introduced before the world as a modern tourist hub with all facilities for foreign visitors," said a source.
The government took different steps to protect Cox's Bazar beach and make the country's prime tourism spot a developed district, the source said.
According to a high placed source, the government considers Cox's Bazar, as a revenue earning tourist city, which will attract more tourists after the modernization of the city.
Sources said, a meeting at the Prime Minister's Office was held with Principal Secretary to the Prime Minister Md Abdul Karim in the chair.
The meeting directed the ministry of civil aviation and tourism, deputy commissioner (DC), environment directorate and other relevant authorities concerned to implement the proposals immediately and establish the tourist district of an international standard.
It also directed to form Cox's Bazar Development Authority (CBDA) to modernise the area and boost tourism.
The meeting also recommended to form special squad of police for ensuring security at the beach area, supply safe drinking water, introduce drainage system and construct buildings following building code and environment policy.
Talking to The News Today, Principal Secretary to the Prime Minister Md Abdul Karim said that the local administration has been directed to hold meeting with other agencies about the government's initiatives.
He said the present government has emphasised on turning Cox's Bazar as a tourist city with all the facilities like modern connectivity which the visitors can enjoy.
"If necessary local administration will construct 'Watch Tower' as a security measure for tourists," Karim said.
In the meantime, the government approved Tourist Restricted Area and Special Tourist Zone-2010 Act aiming at developing tourism, the principal secretary said.
Porjaton Corporation and Zila Parishad will also take necessary steps for developing tourism industry immediately, the meeting suggested.
It also recommended demolishing all illegal structures from the area following the court order. Local government will allocate Tk 100 crore for drainage system and supplying drinking water to the area.
Directorate of Environment will monitor to keep Cox's Bazar and St. Martin environment friendly, according to the meeting.
It also recommended to construct multi-storied car parking.
The CBDA will monitor all construction activities at Inani, St. Martin and Cox's Bazar area.
Meanwhile, the government signed agreement with Asian Development Bank (ADB) to construct Chittagong-Cox's Bazar-Teknaf road and railway link from Dohazari to Cox's Bazar via Ramu with $ 298 million.

nayeem007 July 10th, 2011, 07:19 PM I don't think dress code is the real impediment to tourism growth. The key is to improve infrastructure, communication, safety and positive publicity. Once number of tourist increases and the general population gets used to seeing european and east asian tourists, gradually they will be more accustomed to such differences.
Even 10-20 years back, dress code will be an issue in beaches in India, afterall they are conservative country too. But as number of tourists starts increasing, such factors gradually become non issue in places like Goa. But even now, if a foreigner wears a bikini at a random lake in Bihar or UP, it will probably raise many eyebrows.
In Bangladeshi context, I see the dress code first relaxing in zoned beach areas at the upcoming 5 star hotel complexed before becoming more prevalent.

The 250-room Radisson Hotel Cox’s Bazar, Bangladesh is scheduled to open in the fourth quarter of 2013. Reliance Finance Limited will be the co-arranger for the project.
Mr. Selim R.F. Hussain, CEO & Managing Director of IDLC Finance Limited and M.A. Alim Chowdhury, Managing Director of Clewiston Foods & Accommodation Limited have recently signed letter of Mandate on behalf of their respective companies. Mr. Proshanta K. Halder, Managing Director of Reliance Finance Limited, Mr. M. Jamal Uddin, Head of Corporate of IDLC Finance Limited, Mr. Mesbah Uddin Ahmed, Head of Structured Finance of IDLC Finance Limited, and officials from the concerned companies had attended the Signing Ceremony.

Cox's Bazar : I believe, I have constructed an asset for the country, I have done what should have been done by the government. Someone has to come forward and take the first step.
This is my answer to my friends and critics who often say I have constructed such a massive property at the "wrong place."
MN Karim, Chairman and Managing Director, Ocean Paradise Hotel and Resort - with 296 rooms, the largest in the country - said people who head to destinations abroad for their holidays will now prefer to spend their vacations at my property which has the ambience, standard, facilities and amenities they desire.
He called for promoting the country abroad through joint efforts of the Ministry of Civil Aviation and Tourism and the Ministry of Foreign Affairs, to inform people in tourist generating countries about the facilities that are now available within the country. There are so many attractive places in and around Cox's Bazar, he said.
If we are able to attract tourists, it will be good for the country, government and entrepreneurs. This will help alleviate poverty, the government will be earning revenue and we would be able to earn a living. At present 95 per cent of the guests at the hotels here are local tourists.
The government has to increase the security at the airports as well as in the tourist destinations and train up concerned officials. Coming out of the airport, railway stations and bus terminals should be made a pleasant experience.
Citing a ridiculous but true instance he had encountered, MN Karim said he heard a Customs official asking an incoming lady tourist "Madam, are you married?" He has no right to intrude into her privacy, he said.
He appealed to the political parties to keep Cox's Bazar city out of hartals. This will ensure tourists round the year, he said, adding they should do so in the interest of the country.
Communication by air, road and rail has to be improved to make travel to Cox's Bazar a pleasure. Many do not venture to come by road as those (roads) are in awful condition. The number of flights to Cox's Bazar airport should be increased.
He also called for starting work on linking Cox's Bazar with Chittagong by constructing railway tracks up to Cox's Bazar and introducing comfortable train services.
It should also be made possible for foreigners to exchange their foreign currencies at the bank branches in Cox's Bazar. Foreign exchange booths or kiosks can be set up at prominent shopping outlets, he opined.
The hotels should be allowed to open bars. There should also be arrangement for casinos. This will attract a large number of foreign tourists. There is nothing to do in Cox's Bazar after sunset.
If necessary there should be an exclusive tourist zone for foreigners. Private entrepreneurs may be allowed to set up such a zone. The government would earn sizable revenue during the award of the leases and in yearly revenues while the investors would earn a sizable income.
Actually tourism is an industry without an end. The more you invest, the more you will earn, he said.
I am ready to purchase and operate star-category deep sea cruise liners in the Bay of Bengal and take an exclusive zone for foreigners on lease if I am permitted by the government.
Our islands could be developed in the eco-tourism model of Bali. Such projects will lead to the creation of a large number of jobs thereby helping reduce unemployment in the islands to a great extent.
Regarding setting up of hospitality properties, he said if there are set guidelines and if the government policies are congenial then many entrepreneurs would come forward. Giving example of some countries, he said if you submit concrete proposals for investment in tourism, the concerned government bodies give you a date and month you can start.
Chain of hotels
He hopes to turn Ocean Paradise Hotel and Resort into a chain of hotels and resorts, first with another property in Chittagong.
There is dearth of trained manpower in this sector, he said and hoped to set up a training institute. He said, I am happy I could attract hospitality professionals of the calibre of Atique Rahman, Executive Director and Ahmed Hossain, Executive Chef and Director, Food and Beverage, Ocean Paradise Hotel and Resort from Dhaka to stay here and work my property.
About the unplanned construction of buildings in the beach city he said both the government and the entrepreneurs were responsible.
Pointing to earthen roads, open drains and 'kupi bazar' in and around the hotel, he said the government's directive to set up effluent treatment plant (ETP) in this present context is ridiculous. Let them cover the open drain that flows by the side of at least two big hospitality properties including Ocean Paradise, then I'll consider ETP.
He also expressed his concern at the hills being cut at random and houses constructed there illegally.
Referring to other sectors which have attained optimum growth, he said it is time for policymakers to turn their attention to tourism. We (tourism entrepreneurs) need to be given the facilities that are being extended to the RMG sector. Declare tourism a thrust sector and announce tax holiday as the return on investment is slow, MN Karim said.
Ahmed Hossain said, "We are enjoying working in a massive facility like this property. We believe we have found a place where we can utilise our experience best."
We are able to offer taste, freshness and variation in food. We do not compromise with quality and freshness. Contrary to popular notion, a large number of fresh fish of different species are available in Cox's Bazar markets like Pike, Sole, Red Mullet, Trout, Squid, Cuttle Fish, King Crab etc.
Ahmed Hossain said the 350-capacity Sky Bar which is famous for its barbecue, kebabs and grill items, is the best place to enjoy the sunset. It has both sea view and mountain view. One can see up to Inani on a clear day. If you have a helicopter you can land on the hotel's helipad and step right into Sky Bar.
Salmon steak, King Fish steak, Red Snapper fillet, Blue Cod fillet, and fresh fish of the day are served at the Sky Bar as are Beef Shik Kebab, Chicken Boti Kebab, Chicken Hariyali Kebab, Reshmi Kebab. Chilli Crab is popular among foreign guests, Ahmed Hossain said, adding all kebabs are served with garlic nan and grilled items with rice or nan.
St Martin's Lobster, a clear blue water lobster, is also available. Lobster is charged as per size at the rate of Tk 500 for 100 grams.
Its other outlets include Curry Leaf multi-cuisine restaurant, atKolatoli Lobby Café, H2O Sea view Terrace Bar and rooftop Faham Shisha Corner. "Captain Cox," the hotel's Grand Ballroom, "Arakan" and "Shah Shujza" immediately brings to mind the days gone by.
The hotel soft-opened on October 18, 2011 and is offering discounts up to June 30, 2012.

The Cabinet on Monday approved the draft of the 'Cox's Bazar Development Authority Act, 2012 ' seeking planned development of the beach town and protection of its ecological balance.
The approval was given at the regular weekly meeting of the Cabinet held at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair.
After the meeting, Cabinet Secretary Muhammad Musharraf Hossain Bhuyan briefed reporters.
He said the cabinet held detailed discussions on the draft law and asked for inclusion of various suggestions of the ministries concerned in the draft law.
The aim of constituting the Authority is to ensure overall development of Cox's Bazar with all civic amenities.
The Cabinet also endorsed the draft of the Bilateral Capital- Investment Development and Protection Agreement signed between Bangladesh and Turkey to make the existing agreement of 1987 time befitting.
Besides, reports on the policy dialogue of Bangladesh delegation with International Islamic Studies Trade Finance Corporation in Jeddah and at the 4th High Level Forum on Aid Effectiveness at the policy dialogue in South Korea were placed before the cabinet.
The Cabinet was also informed about the visit of Bangladesh delegation to four countries of greater Mekong sub-region and participation of the Civil and Tourism Minister at the ' Road Show for Tourism in Bangladesh' in Kolkata.
Cabinet members, advisers to the Prime Minister and state minister concerned attended the meeting while cabinet secretary and secretaries concerned were present.

Illustrating how country's natural attractions are being destroyed, he said, "I have been to Himchari again after 11 years. It was a nice place then, but it had been completely destroyed. There has been a beautiful waterfall and a lake. Now all that is left is a muddy trickle and a muddy hole."
Graham Prince said, "Scruffy old "reserved" buses are allowed to come right onto the beach blaring songs over loudspeakers while air-conditioned coaches are not allowed to enter the city. There seems to be none to look into this sound pollution."
"You also can't get an air or train ticket instantly. If you can't just turn up and get even a train ticket - it will not help tourism."
"It is difficult to find trained people," he said adding "we recruit local people and send them to our Dhaka outlets and bring them here after training. We also have people who have worked in cities of Federal Republic of Germa-ny, Sweden, Saudi Arabia and New York.?
Terming Bangladesh Parjatan Corporation (BPC) website a "joke," he said developing and maintaining a website is not that costly.
Bangladesh has many beautiful places for tourism. In some places old structures are falling down as enough care is not being taken, he added.
Speaking of the eye-catching thatched roof of Koyla, he said we managed to find a group of local artisans expert in this art, an old craft which was prevalent in Bangladesh earlier but now dying out with the advent of brick buildings. We wanted to do something different."

The High Court on Tuesday asked the government to take steps to stop all constructions inside the “ecologically critical area” on the Cox’s Bazar beach.
The HC also exempted the Liberal Democratic Party (LDP) chairman, Col. (retd) Oli Ahmed, from personally appearing before it in connection with construction of structures in the Cox’s Bazar beach area violating the environment act. An HC bench, comprising Justice AHM Shamsuddin Chowdhury and Justice Jahangir Hossain, also asked the cabinet secretary to set up a high-power committee to examine whether the agreement on the leasing of the lands was made in accordance with the relevant law. The committee has to submit its report before the court by June 30, and the matter will come up in the list for further order on July 10.
The HC also asked the government to explain why allocation of certain lands, which falls inside government-declared “ecologically critical area”, to individuals, companies, corporates and others should not be declared illegal. The authorities also require to give an explanation why they should not be directed to cancel the lease on the lands.
Secretaries in the cabinet division, land, law, tourism and environment ministries, the director general of the department of environment, deputy commissioner of Cox’s Bazar and the superintendent of police have been made respondents to reply to the rule within two weeks.
The HC bench also directed the authorities concerned not to build any structures in and around the beach area till disposal of the case.
Following a report published in The Daily Star, the HC bench had on February 23 summoned Oli Ahmed to appear before the court to explain his position regarding the construction work on the “ecologically critical area” in Cox’s Bazar. As per the HC directive, the LDP chairman appeared before the court and said he had taken leased the land from the government.
During hearing, barrister Moudud Ahmed, counsel for Oli, told the court that the news was not only “incorrect”, “false”, and “fictitious”, but it had been made to mislead the court.
Moudad said though the news report mentioned that Oli had constructed a four-storeyed building in the Tamarisk (jhau) woods on the Cox’s Bazar beach, the land in question had only been encircled by a fence. He also said that not a single tree was cut in the process.
Ashutosh Sarker, reporter of The Daily Star, told the court: “It has been mistakenly printed that a four-storeyed building has been constructed in the area. In reality, such a building has remained under construction in the place.” The Daily Star also published a rejoinder in this regard, he added.
The court also heard Iqbal Kabir, a lawyer of the Bangladesh Environmental Lawyers’ Association, who noted that the government. in a gazette notification in 1999, had declared 10,000 hectares on the Cox’s Bazar and Teknaf beach as “ecologically critical area” and banned erection of structures there.
“Oli’s land falls inside the area. The government can’t lease out any land in the area as per the notification.” said Iqbal. He said that a committee should investigate how much land had been leased out by the governments in the past.
Additional Attorney General MK Rahman said the court should not deal with the case on its own.
He suggested that a committee be formed to resolve the issue whether the government has any authority to lease out the beach land.
Oli Ahmed told the court that he wanted to own a land in Cox’s Bazar since 1970, and in 2002, the government had allotted the land to him.
Five persons, including former lawmaker of Tangail, Asaduzzaman, noted writer Hasnat Abdul Hye and Oli Ahmed got plots on the same land.

Upgrade work to complete this year
Cox’s Bazar: The government has decided to upgrade Cox’s Bazar Airport to international one in two phases to provide landing and take-off facilities to wide-bodied aircraft.
The authorities have sanctioned Taka 3.02 billion to finish the first phase work on the project.
To implement the plan, the Ministry of Land has allocated 682 acres of khas land to the Ministry of Civil Aviation and Tourism for expansion of the Cox’s Bazar Old Airport.
“Taka 3.00 billion more would be spent in the second phase to implement the project to be completed by 2012,” Project Director Habibur Rahman said. On completion of the project, this would be the fourth international airport of the country.
Chairman of the Parliamentary Standing Committee on the Ministry of Civil Aviation and Tourism Engr. Mosharraf Hossain said the government has agreed in principal to upgrade the airport to attract more foreign tourists to the country’s prime tourist resort blessed with natural beauty of the world’s longest sea beach.
Besides, he said a five star hotel would also be built near the airport in the second phase under the project.
General Manager of Cox’s Bazar Airport Hassan Zahir said the runway of the airport to be expanded to 9,000-feet from existing 6,775 feet for landing and take-off of wide-bodied aircraft.
“Cox’s Bazar town will be built as a modern tourist city to attract more tourists from home and abroad and that’s why 682 acres of land have been acquired by the government for the expansion of the airport,” DC of Cox’s Bazar Mohammad Joynal Bari said.
He said Prime Minister Sheikh Hasina has already instructed the concerned authorities to rehabilitate all the people affected by the project before their eviction.

Why a proper narrow body airport for A320/A321/B737 could do fine for now and a 8000 ft. single runway at that. Improve the terminal. There are plenty of busy resorts with this type of narrow-isle aircraft traffic. Some smaller seaside resorts in Thailand and the Philippines come to mind.
What they have at CXB is a commuter class airport. And Yes -- the F28 was considered a commuter class jet. Sort of like the E170/190's of today.

Oh yes, I know all about Borcay, as I've been there. Breath taking place. The airport closest to Borcay is at Caticlan. What they call Godofredo P. Ramos Airport (http://en.wikipedia.org/wiki/Godofredo_P._Ramos_Airport) today, used to be a little shack (literally) with a landing strip (unpaved runway). We flew there from MNL on a small prop job. Then a powered boat ride to Borcay (the boats beach themselves right on the island beaches in front of the hotels). It only makes sense to build it up into a decent airport as Borcay has become a very popular tourist destination. I was there in early 2000s (can't remember exact year), when there were no international chain hotels.
Whereas in case of Cox's Bazar, they are going to spend all that money simply on the premise of "if you build it they will come".
Does CXB plan to handle more than 1 million passengers a year? Anyone know?
Isn't that wishful thinking? Didn't they make similar bombastic projections about CGP? That airport barely gets three or four flights a day, today.

The government has decided to form Kuakata Development Authority (KDA) to develop the beach town and protect its ecological balance for attracting tourists.
The decision was taken during the presentation of master plans on Cox’s Bazar and Kuakata Tourist Centres before Prime Minister Sheikh Hasina at her office on Wednesday.
After the meeting, PM’s press secretary Abul Kalam Azad briefed reporters.
He said Sheikh Hasina directed the authorities concerned to construct infrastructures in the tourist towns keeping their natural beauties and the ecological balance unharmed.
Hasina asked them to set up Atomic Research Centres and Oceanic Research Institutes there for conducting researches.
She also underscored the need for ensuring facilities, including food, beverage, toilets and shower, for the tourists.
The Prime Minister directed the authorities concerned to develop necessary infrastructures in Kuakata so that the tourists do not face any hassle in watching sunrise and sunset there.
Civil Aviation Tourism Minister Faruk Khan, State Minister for Housing and Public Works Advocate Abdul Mannan Khan, Ambassador at Large M Ziauddin, PMO Secretary Molla Waheeduzzaman and secretaries concerned were present.
Earlier, on February 27, the cabinet approved the draft of Cox's Bazar Development Authority Act, 2012.

Sports Minister for Youth and Sports Ahad Ali Sarkar led a delegation to Cox's Bazar to select the land for a stadium ahead of the 2014 Twenty20 World Cup.
He took chairman of the Parliamentary Standing Committee on Youth and Sports Zahid Ahsan Russell, Bangladesh Cricket Board director Dewan Shafiul Arefin and acting CEO Nizamuddin Chowdhury with him to the beach town to inspect a suitable ground for the proposed stadium.
A meeting between the BCB, NSC and the Sports Ministry last week advised for the women's T20 World Cup, to be held alongside the men's competition, to be played in Cox's Bazar.
Nizamuddin informed that they had seen four areas and chosen one around the beach. "The first step would be to acquire the land and since everyone concerned came here, we are hopeful that work will start very soon," he said.
"I think the minimum requirement could be fulfilled before the 2014 event if work begins quickly. We have plans to upgrade it into an international venue as it will be important to brand Bangladesh," said Nizamuddin.

Dhaka, Jun 14 (bdnews24.com) – Work to upgrade Cox's Bazar airport into an international one will start by the year end to woo foreign investment, the Civil Aviation and Tourism Minister said on Thursday.
"We plan to have a fourth international airport at Cox's Bazar. We will be able to start construction at the end of this year," M Faruk Khan said at a meeting of Foreign Investors' Chamber of Commerce and Industry (FICCI) in Dhaka.
The Minister said they had taken steps to lure investment into the tourism sector in a bid to achieve 7.3 percent economic growth target in 2012-13 fiscal.
As FICCI President Syed Ershad Ahmed said gas and electricity crisis, lack of governance, corruption and political conflicts was scaring foreign investors off, the Minister claimed measures were on to overcome those crises.
He said despite global downturn, Bangladesh could achieve over 6 percent growth in the last financial year. Khan said because of the government's investment-friendly approach, investors from India, Turkey, Japan, Korea and several European Union countries were asking to make investments in Bangladesh.
"In the last three years we have added over 3000MW electricity. Within the next few years we will be able to add another 8000 MW electricity," he said, adding rail and road communications were developed by his government.
"We also showed zero tolerance towards corruption," he told the investors. "You can easily assume it seeing the budgetary allocation for strengthening the Anti-Corruption Commission."
Although ruling Awami League and opposition BNP are arch-rivals in Bangladesh, Khan did not find any big problem in politics.
"We have a vibrant government and a vibrant opposition. I find no problem in politics. Sometimes I am happy to see they (opposition) question the government's decision," he said.
Without giving further details on the new international airport, the Minister said they also had planned to upgrade international airports in Chittagong and Sylhet to facilitate foreign tourists.
"We have plans to have a second runway and third terminal of the Dhaka international airport. We will also overhaul domestic airports," he said.
The FICCI leaders said with natural beauty and unique hospitality of the people, Bangladesh had untapped potentials in the tourism sector with over 700 tourism spots.
Currently, aviation activities are carried out by three international and five domestic airports.
To woo foreign investment in tourism sector, FICCI suggested establishment of an international standards beach hotel along with county club, cottage, and conversion of the existing Golf Course in Cox's Bazar.
Establishment of an exclusive tourist zone at Sabrung in Teknaf under Cox's Bazar district has also been suggested.

Civil Aviation and Tourism Ministry has once again placed its proposal to the Cabinet Purchase Committee to consider a Turkish firm’s bid proposal to get the first phase development work of Cox’s Bazar Airport.
The Cabinet Purchase body is scheduled to consider the matter on Wednesday next.
In a previous meeting on May 20 this year, the Civil Aviation Ministry placed the same proposal for approval. But the Cabinet body refrained from giving its nod to the Turkish company’s bid because of some objections raised by its competitor bidder which is a joint-venture bid of a local and a Malaysian company.
Instead, the Cabinet body asked the Civil Aviation and Tourism Ministry to give some clarifications on the objections and place the proposal again at its meeting.
The government about two year back took up a project move to improve the capacity of Cox’s Bazar Airport in order to facilitate tourism in the beach city. It floated a tender for the development works.
According to official sources, Turkish firm Kuanta Insaat Taahhut Elek Tro in/c.Turke has come out to be the first lowest responsive bidder in the tender offering a cost of Tk 416.04 crore.
The second lowest bidder was joint venture of local firm Abul Momem Limited and Malaysian firm Trans Resources Corporation Snd Bhd (AML-TRCSB) which offered the contract value at Tk 447.43 crore. The offer was found to be higher by about Tk 31.39 crore.
But, when the Civil Aviation and Tourism Ministry moved the Turkish bidder‘s tender proposal to Cabinet body for approval, the AML-TRCSB raised the objection bringing an allegation that the Kuanta has no experience in runway pavement construction works.
Taking into consideration the allegation, the Cabinet body asked the ministry to verify the matter through Bangladesh Embassy in Turkey. Accordingly, the Bangladesh Embassy verified the matter and informed the ministry that the Kuanta has a prior work experience of airfield pavement of US Airbase in Iraq.
After this verification, now the Civil Aviation Ministry again moved the Turkish firm’s proposal to the Cabinet Purchase body.
Civil Aviation Ministry officials claimed they have already made some investigations and prepared the required clarifications about the said objections.

The government will upgrade the domestic airport in Cox’s Bazar aiming at attracting more foreign tourists to the country.
A Turkish firm is likely to be selected to renovate the runway of the domestic airport at a cost of Tk 4.16 billion under a development project (first part) to develop the country’s popular tourist destinations.
The Civil Aviation Authority of Bangladesh (CAAB) has already selected the Turkish firm Kuanta Construction through a bidding process. The local contractors have no experience in this particular work area, a senior official of the civil aviation ministry said.
A proposal forwarded by CAAB to appoint the Turkish firm Kuanta Insaat Taahhut Eklekronik Turke San. Ve. TIC. A. S., Turan Giines Bulvari, Konrad Adenauer Cad for the 'Cox's Bazar Airport Development Project (1st phase) is likely to get approval at a meeting of the cabinet committee on public purchase today, the official added.
As per the proposal, a Tk 5.49 billion project for upgrading the Cox's Bazar Airport to an international standard one by 2013 will be completed soon. Once the airport is upgraded, it will help increase the number of local and foreign tourists in the beach town, CAAB said in its proposal.
Local joint venture Abdul Monem Ltd and Trans Resources Corporation Sdn Bhd (AML- TRCSB) was the second lowest bidder in the tender, which quoted Tk 4.47 billion to complete the project.
Civil Aviation and Tourism Minister Faruk Khan said, “We are trying to attract more foreign tourists to the country. For that, the government has made a master plan, where we have identified Cox's Bazar and Kuakata as prime destinations for travelers.”

They have quite a bit or NATO contracting experience but only work establishing ILS/VOR etc. Their primary contracts (http://www.defenseindustrydaily.com/Afghan-AAF-Training-Getting-Its-Own-Air-Traffic-Control-07286/) are in the military electronics area.
So the Malaysian firm (with Abdul Monem) is right in raising objections about Kuanta's inexperience on the civil works side. Somebody paid off the people at the Bangladesh embassy in Turkey. You guys deduce the rest.
As a side note -- I believe we do need some forward AF capability in CXB as an adjunct to the civil upgrades.

Flattered by the comparison. Cox's Bazar has a long way to go for it to be able for comparison with Bali. Bali has exclusive 5+ resorts of most luxury chains, each in their own enclaves. I don't see that coming to Cox's Bazar any time soon or in the near furture.

Don't you worry. It will be just that. While there may be civilian infrastructure, the command and control will be in the hands of the military, for it will be a joint civil/military airport. I believe, such is the case, with all airports in Bangladesh.
As far as the upgrade is concerned, I think it will turn out to be yet another white elephant, i.e. a bad investment, like CGP. I fail to appreciate this attitude of dogged determination, which is just ignorant obstinacy, of the AL regime. It is the same with Bangabandhu Airport and rental power generation.

Dhaka : Two towering hotels are scheduled to open in prime locations in the beach city of Cox's Bazar within two to three years.
The Mövenpick Hotel and Spa Cox's Bazar will incorporate the most-modern architectural elements in its towering 18 floors with sea-facing rooms. The 280 rooms and suites will range from 36 square met-res to 70 square met-res.
Catering to the anticipated high demand of leisure guests, mainly from Bangladesh, India and other South Asian countries, the hotel will have a world class selection of six restaurants, meeting rooms and leisure facilities.
Mövenpick Hotels and Resorts, an international hotel chain with Swiss roots is "passionately Swiss" in everything it does. The chain, known in Bangladesh mainly for ice creams, is also famous for quality restaurants worldwide and chocolates.
Md Shafiqur Rahman, Managing Director, Ideal Group, said, "The travel and tourism sector in Bangladesh has experienced significant growth in recent years and its direct contribution to the country's gross domestic product is forecast to rise further by 7.3 per cent. Our agreement with Mövenpick Hotels and Resorts will capitalise on that growth in order to offer the traveller an upscale experience in a country rich with heritage."
The Mövenpick Hotel and Spa Cox's Bazar will be for the upscale guests while the 15-storied Hotel Blue Banshee Cox's Bazar will target the growing upper Middle Class. "We are yet to select management Hotel Blue Banshee. We are talking to a number of management chains," he said.
Both the buildings will have well designed open suites and rooms, adequate car parking in basements, and "will be absolutely safe" as they are being constructed conforming to the BNBC's quake design criteria and will able to withstand wind speed of 350 kilometres per hour.
Ten per cent of Mövenpick hotel and Spa will be suites, 20 per cent family rooms and the rest executive and deluxe rooms. The all-suite Blue Banshee will have 1450 square feet Business Suites, 930 feet, 700 feet, 650 square feet Deluxe Suites and 451-515 square feet Executive Suites.
The government is not helping foster tourism in the desired manner, he said and regretted that entrepreneurs are not getting any help from the local administration. The pourasabha is dysfunctional for some reason or other for the last two and a half years. There is also no representation of the Ministry of Civil Aviation and Tourism in the concerned local body.
There should be a concerned authority in Cox's Bazar_ a one-stop kind of organisation, to approach and get everything done. We know which bodies to approach in Dhaka, but in Cox's Bazar there seems to be so many of them, he said.
Bu he praised that "no new permissions for construction are being given now."
We are trying to finish construction of Hotel Blue Banshee, with five restaurants, ahead of the T20 cricket fest in Bangladesh in 2014 as some matches will be held in Cox's Bazar. In fact this property of ours is just besides the Cox's Bazar stadium which is expected to be constructed ahead of the grand event, Shafiqur Rahman said.
Pointing out that there is no proper draining system in Cox's Bazar, he said, "We'll be constructing our own effluent treatment plant as requested by Mövenpick."
The company will also go for own water treatment plant in Cox's Bazar at the insistence of their Swiss counterpart. "They do not like bottled water and insist on the hotel's own water supply."
The Ideal Group Mana-ging Director also sought effective assistance from the banks. Had we received their help, we could have finished both the hospitality properties in 2013."

The government will declare Cox’s Bazar tourism areas as protected tourism areas to flourish the tourism and hospitality industry, reports BSS.
“Cox’s Bazar’s tourism areas will be declared protected tourism areas. A gazette notification to this end would be published soon,” Civil Aviation and Tourism Minister Lt Col (retd) Faruk Khan told the news agency on Monday.
Khan said the government plans to declare at least 10 tourism areas of Patuakhali, Sylhet and Cox’s Bazar districts each as tourism protected areas.
About the security for the protected tourism areas, he said local people in cooperation with respective district administrations would look after the protected tourism areas.
The ‘Bangladesh Tourism Protection and Special Tourism Act’ was passed but so far no step has been taken to develop the tourism sector, the minister pointed out.
“We must develop country’s tourism areas alongside ensuring their protection,” he said, adding it is not possible to implement a single tourism project under either Public-Private Partnership (PPP) or under Public Procurement Rules (PPR).
“Rather, we should follow the short and medium term strategies like the power sector to develop the tourism sector.”
In 2011, the travel and tourism sector accounted for Taka 18,250 crore or 2.2 percent of Bangladesh’s gross domestic product, according to a report published by the World Travel and Tourism Council.
The amount is expected to raise Taka 19,590 crore in 2012 and Taka 35,370 crore by 2022, according to the London-based institute.
The sector created 13.29 lakh jobs directly in 2011 or 1.9 percent of the country’s total employment. It will generate another 13.77 lakh jobs this year, according to the report.

China will disburse US $ 200 million as soft loan to government for development of airport in Cox's Bazar, a prominent tourist destination of the country, reports BSS.
A loan agreement was signed to this effect Thursday between Civil Aviation Authority, Bangladesh (CAA,B) and Avic International Engineering Company under Aviation Industry of China at CAA,B headquarters.
Civil Aviation and Tourism Minister M Faruk Khan and Chinese Ambassador in Bangladesh Li Jun were present at the signing ceremony.
The Chinese fund will be spent to extend the length of the existing runway from 6775 feet to 9000 feet and widen it from 150 to 200 feet under a project.
Under the project the load sustaining capacity of the runway would be strengthened and field lighting equipment would be installed for ground lighting, besides buying fire fighting vehicles, Doppler VHF Omni-direction Range and distance measurement equipment.
The CAA,B will also establish Instrumental Landing System and Automatic Meteorological Observation System under the project.
After implementation of the project, operation of international flights would be possible at Cox's Bazar.
Aviation Minister Faruk Khan said the development of Cox's Bazar airport is one of the priority projects of the present government as it will help flourishing tourism industry of the country.
The minister said technical teams from both the CAA,B and Avic International Engineering Company will work together for development of the airport.
The Chinese ambassador said his government has decided to assist the Bangladesh government in development of the airport considering its importance to increase tourism business in the country.
Besides the loan signing agreement, a memorandum of understanding (MOU) on design, procurement and conducting construction work was also signed between the two sides.
CAA,B Chairman Air Vice Marshal Mahmud Hossain and Vice President of Avic International Engineering Company Ziang Taw signed the agreement on behalf of their respective sides.

We have to advance the development of our tourist spots including both places of natural beauty like the Sundarbans and Cox’s Bazaar and locations of cultural and historical heritage like Mahasthangarh, Satgombuj Mosque. Cruise from Chittagong to Cox’s Bazaar, Chittagong to Kuakata, Chittagong to Sandwip and Hatia, Dhaka to Chittagong with Catamaran service are in our mind. We could even use Mono hull very fast water crafts for our inland destinations like Sadarghat to Chandpur, Barisal, Khulna, Bagerhat and to all the southern river ports mainly because these water crafts have a very low draft and are very fast. The government has a plan to install 30 windmills with 60-MW power generation capacity in Cox's Bazar within the next six months.
Civil Aviation and Tourism Minister Lt. Col. (retd) Faruk Khan said this while speaking at a roundtable discussion marking the World Tourism Day (WTD) at Jatiya Press Club on September 27.
He called upon the owners of hotels and resorts to use green energy to supplement the government's effort in establishing sustainable eco-tourism in the country.
Bangladesh Tourism Board (BTB) arranged the roundtable on this year's WTD theme 'Tourism and Sustainable Energy: Powering Sustainable Development'.
Civil Aviation and Tourism Secretary Khorshed Alam Chowdhury, chairman of Bangladesh Parjatan Corporation (BPC) Maksudul Hassan, BTB Chief Executive Officer Aktaruz Zaman Khan Kabir spoke on the occasion as designated discussants.
Editor of the Bangladesh Monitor Kazi Wahidul Alam presented the keynote paper highlighting problems and prospects of the tourism industry.
Khan said the government is considering withdrawing duties on gears used for tourism including tourist vehicles, hot balloon, water scoter and water ski as well as solar panel.
Citing the government's diverse initiatives including introduction of green fund, he said the private sector should come up with investment in the tourism sector to make the country's tourist destinations attractive for both local and foreign tourists.

I have to admit, this is starting to look more and more like a mini Waikiki.
But they have to work at the 'tropical paradise' bit a little more (plan landscaping for seaside parks, plant coconut trees, walkways, lily ponds etc.). The sandy beach in Waikiki was imported by the way (barged in) from Huntington Beach in California. There was only a rocky shore in there prior to development in the 1940's.
Thankfully Cox's Bazaar doesn't need sand but some coconut trees and king palms would give it a great look. Some examples,

Leading conglomerate Intraco Group has signed an agreement with Nicco Park & Resorts Ltd of India to set up a water park at the popular tourist spot of Cox's Bazar. The water park will come up on four acres already earmarked. The total project will cost around $10 million.
The agreement was signed at a ceremony in Kolkata on Saturday, the commerce ministry said in a statement.

Well there should be some 'masterplan' and coordination between the 'authorities' which are basically non-existent. Having these hotels simply 'grow up' willy nilly is a formula for disaster. The spacing between properties is not even considered, much less any sort of plan for arboriculture or landscaping. Essentially we have 'Motijheel by the sea' :).
Next - watch out for the world's oldest profession to take hold and ruin the whole 'paradise' idea for vacationing families.

Tk 500b project to develop Cox’s Bazar, Kuakata

The government is planning to roll out a mega-project involving Tk 500 billion to develop Cox’s Bazar and Kuakata under a master plan to transform the two places into world-class tourist attractions to make a significant impact on the country’s tourism sector.
The project was discussed Tuesday at an inter-ministerial meeting at the finance ministry with Finance Minister AMA Muhith in the chair.
The duration of the project will be 10 years, an official of the Civil Aviation and Tourism ministry said.
“The ministry of public works will go with the development of Cox’s Bazar as per the decision of the inter-ministerial meeting. After discussions with the stakeholders, the project will be sent to the cabinet for its approval,” Civil Aviation and Tourism Minister Faruk Khan told reporters after emerging from the meeting.
Home Minister Dr Muhiuddin Khan Alamgir, Communications Minister Obaidul Quader, Foreign Minister Dr Dipu Moni, Shipping Minister Shajahan Khan, Information Minister Hasanul Haq Inu also attended the inter ministerial meeting.
During the meeting, the finance minister has agreed to the reduce the import tariff on beach instruments to five percent from existing 70 percent in the next fiscal year budget under the master plan for development of Cox’s Bazar and Kuakata.
Beach instruments include the hot air balloon, para- cycling, and sea water tally.
Finance minister has also given his consent regarding loan from commercials banks for tourism entrepreneurs in low interest through the revolving fund. The government earlier approved the Cox’s Bazar Development Authority act and decided to upgrade Kuakata into a municipality as part of its plan to refurbish the locations with all tourist facilities.
Investors from the middle-east, Thailand and Singapore have already showed interest to invest in those tourist spots, the tourism minister told reporters.
Faruk Khan said a slideshow on the master plan was presented at the meeting, which was agreed by the attending ministers and secretaries. The public works ministry will prepare additional plans to add new infrastructures and other facilities to both the spots without disturbing the natural beauty and local resources.
The project may add more natural beauty in those areas, promote good communication network, hotels, restaurants, international marine university and other entertainment facilities zones and sports outlets, including venues for international cricket.
The master plan will focus to develop five areas of Cox’s Bazar including Ramu, Ukhiya and two areas of Teknaf including Shah Porir Dip and St. Martin’s Island. The Shah Porir Dip will be exclusive beach for foreign tourists, as per the Cox’s Bazar development master plan.
The civil aviation minister said they have already divided the Cox’s Bazar beach into four categories including excusive beach zone, concert and ordinary beach zones.
The cabinet on February 10 approved the draft of Cox’s Bazar Development Authority Act, 2012, to facilitate planned development of the beach town and safeguard of its ecological balance.
Cox’s Bazar is known for its wide sandy beach which is the world’s longest natural sandy sea beach. It is an unbroken 125 km sandy sea beach with a gentle slope.
The Kuakata, locally known as daughter of the sea, is a long strip of dark, marbled sand stretches for about 30 km. The long and wide beach at Kuakata has a typical natural setting. Kuakata’s sandy beach has gentle slopes into the Bay of Bengal. It is also a sanctuary for migratory winter birds.

In Coxsbazar, you have Hotel zone, residential zone & Hechari zone. Some of those hotels are not in "Hotel zone".

Pristine sandy beaches, coconut palms, sunshine and tropical weather - Cox's Bazar in the south-eastern corner of Bangladesh has everything to make it an ideal holiday destination.
With more than 100km (62.5 miles) of sand, Cox's Bazar has the world's longest uninterrupted natural beach.
Since this long coastal line by the Bay of Bengal has rarely been explored, many feel it has the potential to rival other beach holidays destinations in the region like Pattaya in Thailand or Galle in Sri Lanka.
This tropical paradise is key to the Bangladeshi government's new plans to put the country on the international tourist map. It hopes to earn more than $5bn (Ł3.17bn) from tourism in the next 10 years by attracting more domestic and foreign visitors.
But a walk along the main beach in Cox's Bazar suggests the ambitious dream of an international tourist attraction may turn sour unless the authorities act fast.
"The whole area is being developed in an unplanned way," said Professor Mushtaq Ahmed, an environmental campaigner in Cox's Bazar.
"The beach area has been encroached and hundreds of buildings have come up there creating a negative influence on the environment."
He says many of the hotels, government buildings and shops that have been built in recent years lack proper planning permission.
Construction boom
Hundreds of new buildings have sprung up in recent years
Until about two decades ago, Cox's Bazar was a sleepy beach town which attracted mostly Bangladeshis looking to escape the noise and pollution of big cities like Dhaka and Chittagong.
However, the entire landscape has changed and hundreds of high-rise hotel buildings, apartment blocks and restaurants have mushroomed in the area.
On the main beach itself, there are dozens of shops selling souvenirs, toys, clothes and fast food.
Hotels and restaurants are being erected in almost every part of the town and in nearby beach areas as the construction boom continues.
Environmentalists fear if the illegally built buildings along the main beach are not removed soon, the area may never recover and its beauty will be lost forever.
They say despite a court order last year to remove all unauthorised structures from Cox's Bazar beach, hundreds of buildings and shops still remain.
But officials say following the court order, the government has formed a committee to identify buildings and other structures which should be removed from the main beach area.
"The problem is many government buildings have also been built on the beach area," Mohammad Monirul Islam, a senior government official said.
"The committee will soon come out with a list of structures which should be demolished."
But the slow pace of the demolition drive has irked many environmental activists who feel precious time is being lost to protect the beach from encroachment and land grabbing.
Bangladeshi Tourism Minister Faruk Khan admits that there has been some unplanned growth in Cox's Bazar, but says the government is taking measures to protect the area.
"We are already building a marine drive from Cox's Bazar to Teknaf and we have given instruction that no building should be built on the southern side of the marine drive that is on the beach.
"That's how we plan to control encroachment," Mr Khan told the BBC.
Multiple impact
The problems are not confined to the seaside - nearby hills are also facing threats.
"Trees are being cut indiscriminately on the hillside and lands are also cleared to make way for buildings," Prof Ahmed said.
"As a result, we witness frequent landslides during monsoon period killing many people."
Dozens of people were killed in June when mud banks collapsed during heavy rain, burying houses. It was the second major landslide in less than four years.
The increasing number of visitors is also having an impact on the marine environment.
Activists say many tourists take coral home as souvenirs. As a result, traders and locals frequently collect corals and sea shells from nearby islands like St Martin's.
What is more visible to visitors is the pollution in and around Cox's Bazar's. As it attracts millions of tourists, tonnes of empty packaging and plastic water bottles are strewn across the beach area.
"I think there should be strict rules to prevent pollution on the beach. We can see garbage in many places and we should stop polluting this beautiful place," says Maria Hossain, a tourist from Chittagong.
Too little, too late?
Officials say the government has taken a series of steps to preserve Cox's Bazar. They say the planned Cox's Bazar Development Authority will monitor and regulate all new building constructions in the region.
But it's not clear whether that alone will be enough to save Cox's Bazar.
The government aims to double the number of foreign tourists arriving to almost a million by 2021, which it says will help to generate at least half a million jobs.
The influx of additional tourists will no doubt put pressure on Cox's Bazar as developers will look for new sites for construction.
For decades, tourism was not on a priority for Bangladesh.
But amid an uncertain economic outlook, if they can get it right, tourism may offer the country a perfect opportunity to diversify its revenue base and change its image to the world.
The challenge for the government, however, is how to balance the need to promote development without hurting local ecology.

The organisation of the upcoming World Twenty20, scheduled for March next year, received a major logistical boost after the Bangladesh government granted land for an international stadium in the town of Cox’s Bazar, reports Cricinfo.
During an inter-ministerial meeting for the global event on Thursday, Prime Minister Sheikh Hasina directed the civil aviation authority to hand over the coastal town’s golf course to the Bangladesh Cricket Board. Many BCB presidents have sought land in the country’s most popular tourist destination.
“The decision to build a stadium in Cox’s Bazar was among the primary decisions taken during the meeting,” sports secretary Noor Mohammad said. “The land belongs to the civil aviation authority, so the BCB will sit with them to build the ground. They will understand the technical issues better. The sports ministry will also assist in whichever way necessary.”
The BCB will be looking to host the women’s section of the World Twenty20 in Cox’s Bazar, particularly because of the number of hotels already existing in the town that is famous for having the longest sea beach in the world.
The BCB has recently had to deal with hotel shortage in Khulna where three international matches and some BPL games were held since November last year.

The entrepreneurs should do more research into well known holiday destinations to learn about how to design both the hotel and its immediate surrounds so that it is able to create a relaxing atmosphere and not just comfort food and room only.
I fear that Cox Bazaar is filling up with plain square uncreative blocks of concrete like Dhaka, not leaving enough space between the buildings either. This needs to stop immediately.

Nazimgarth has been designed to absorb its surroundings fully into the hotel, and itself is
Spread out to fit in with the hills it rests on. It is designed to take in the view and at the same time the insider feels they are connecting with the environment.
A sea side is not the place for skyscrapers or high rises. It should have features that expose it to absorb the sand and sea eg more elaborate balcony features and extended landscaped grounds, low rise designs.

With a mission of building a nature-friendly facility instead of the traditional concrete structure, the Bangladesh Cricket Board (BCB) begins work today to build an international cricket stadium in Cox’s Bazar.
Upon completion it will add another to an already comprehensive list of international stadiums in the country. But this will be different in many ways. BCB is yet to formally get the 50-acre land in Cox’s Bazar but has started the work to prepare the venue for next year’s ICC T20 World Cup, based on the assurance of Prime Minister Sheikh Hasina.
The board will appoint a professional firm to develop a stadium as soon as they get documents of the land from the authorities. But even before that BCB has decided to demarcate the area and start work on preparing the pitches to have it ready for the global event, which will kick-off with the women’s competition from March 16, 2014.
Like the Sir Vivian Richards Stadium in Antigua, which has a casual Caribbean flavour, and the Adelaide Oval in Australia, one of the cricket’s most picturesque Test venues which gives a quintessentially English feel, the BCB has also plans to make a stadium with Cox’s Bazar flavour. “We will now only try to do the most essential works so that the venue gets ready before the World Cup and it would be just a part of the bigger picture in 2014. It would be a completely different stadium than the existing ones in the country,” said BCB’s senior member Ahmed Sajjadul Alam, who has been involved with the project for the last ten years.
It was a long cherished dream for the country’s most affluent sports body to make a stadium in the coastal town at their own cost and the dream has finally come true with the assurance from the Prime Minister last month.
As per the Prime Minister’s desire, the board will make sure that the jhau bon now facing the sea will remain well-preserved and one side of the field will remain open for views of the Bay of Bengal. “We are even thinking to make the entire surroundings by jhau bon, actually our main focus is to make it nature-friendly and a green stadium and for that we will do everything necessary and definitely it will take time to complete all the works,” said Alam.
The BCB however has the plan to make a complete stadium with the facilities of the training academy, indoor facilities, a modern gymnasium, swimming pool and most importantly two open outer stadiums. Initially there was a plan to make a dormitory but right at the moment they believe that it’s not a smart choice. Instead they want to sign a memorandum of understanding with the Parjaton Corporation so that they can use their all facilities.
“And we also want to use the wind and solar project for power generation,” informed Alam.
And finally the board’s main objective is to make a true picturesque stadium for the country.

The Ministry of Civil Aviation and Tourism has taken up the initiative to create a ‘swimming zone’ near the sea shore at Cox’s Bazaar.
Authorities believe that a swimming zone will keep swimmers safe from accidents.
Minister for Civil Aviation and Tourism Muhammad Faruk Khan said, “Every year tourists who go to swim in the sea during the ebb anf face accidents mostly due to recklessness. We will create a swimming zone in Cox’s Bazar by putting up a net boundary not far from the shore.”
The Minister was talking to reporters in the Secretariat after a meeting with Syed Ali Mohammad Mousavi, the D-8 Secretary General.
He said many other initiatives to add attractions to the Cox’s Bazar sea beach had been taken, including sports and coral zones. The Minister also mentioned about a proposal for cable cars from Darianagar to Himchori through a private initiative.
The work to build a stadium in Cox’s Bazar would soon begin, which would host the women’s cricket matches for the T20 World Cup, he added.
The T20 World Cup 2014 will hold eight matches by women’s cricket teams in Cox’s Bazaar.
The Minister said the government was in talks with China for building the Cox’s Bazar Airport estimated to cost about Tk 20 biliion.
About the meeting with the D-8 Secretary General, the minister said they had discussions on enhancing facilities for tourism, aviation and trade among the D-8 countries.
About the recent fire in the airport’s cargo village, the minister said one of the courier services there was doing welding work which led to the blaze. Orders had been given to bring those responsible to justice, he added.
The fire fighting system inside the airport would also be modernised soon, he said.

Civil Aviation Authority of Bangladesh (CAAB) is awaiting the credit from China to start work for ugrading the Cox’s Bazar Airport to an international airport.
An international standard runway and a terminal building will be built with the money.
CAAB Chairman Air Vice Marshal Mahmud Hussain said, “The estimated cost of the development project is up to Tk 200 billion. China was supposed to provide the entire amount. We will have 10 years to pay the money back.”
The government-to-government level development work at the airport will begin after CAAB gets the credit from China, he said.
CAAB had inked the deal with China on Oct 25 last year.
The airport, constructed during the Second World War, currently has a 6,775 feet long and 150 feet wide runway. After the development work finish, the runway will be 9,000 feet long and 200 feet wide.
Strength of the runway will be increased from PCN 19 to PCN 70.
The work will also include installing air field ground lighting, purchasing fire fighting vehicles, DVOR, distance measurement equipment, installing the Instrument Landing System, Automatic Meteorological Observation System, taxiway, apron, building the boarding bridge, air traffic communications system and installing lights for category-1 operation including AMOS.
The airport will be the fourth international airport in Bangladesh.
