Maybe with preference, maybe with the fact that the stadia in the UK don't have any terracing, and since standing in areas with tip up seats is more comfortable than in areas with fixed seats people might tend to find it preferrable to have tip up seats in all seater stadia since it creates kind of a hybrid area situation through the back door. But who knows...

I *think* fixed seats are cheaper. Fwiw the MCG which hosts two sitting culture sports has folded seats.

Fold up seats are more expensive but make cleaning and upkeep easier. As simple as that.

tip-up seats have been the norm in the UK for decades. You'd be hard-pushed to find one-piece seats anywhere at any time. I think Bolton has one end converted from terracing with fixed seats like that, but I'm struggling to think of any others.

Maybe one reason was that for years we squeezed as many seats in as possible. Sit down and your knees will be touching the back of the seat in front. Without the seats being able to tip up (when someone stood up) it would be literally impossible for people to have got past an occupied seat if they were fixed.
