Major projects see bright prospects for engineers

A firm commitment by the Hong Kong government to infrastructure will make a significant and long-awaited impact on employment prospects for Hong Kong's professional engineers.

Hong Kong Chief Executive Donald Tsang Yam-kuen in his recent policy address said that the government had embarked on 10 major infrastructure projects.

According to Lo Wai-kwok, president of the Hong Kong Institution of Engineers (HKIE), these projects should help sustain economic growth and make a significant impact on construction-related employment.

He welcomed the chief executive's emphasis on infrastructural development, as a strategy advocated by the HKIE over the past few years.

"Although some of these projects are in the pipeline and not entirely new ideas, they are what we see is needed to bring Hong Kong to new heights," Dr Lo said.

Projects aimed at improving the transport system locally and cross-border include the Hong Kong-Zhuhai-Macau bridge and the Guangzhou-Shenzhen-Hong Kong express rail-link.

"These will definitely stimulate not just economic growth in Hong Kong but also economic growth between the regions," he said.

As expressed in the chief executive's policy address, the 10 projects were expected to create 250,000 jobs and that was clearly welcomed by the HKIE.

While the local unemployment rate has improved, with recent figures standing at around 4 per cent, the construction industry unemployment rate has been high for several years.

Dr Lo said unemployment was still a threat in construction-related industries with unemployment double that for Hong Kong as a whole during the first half of this year.

As a result, the upcoming projects are good news for engineers and those with technical skills or serving in supporting functions.

Additional projects likely to benefit all Hongkongers include plans for the West Kowloon district and the old Kai Tak airport, and the construction of new development areas in the northern New Territories.

Dr Lo also welcomed the allocation of HK$300 million to the 18 district councils for minor district projects.

"This is definitely a good move and supported by the HKIE because it will benefit construction-related industries and [should have] a multiplier effect," he said.

Favourable jobs include civil, railway and structural engineering and related professions, and other posts connected to design, commissioning and construction.

All 10 projects will probably benefit from Hong Kong's pool of highly capable professional engineers and the professional support of the HKIE which has been serving the community for 60 years.

"When people talk about the history of Hong Kong, they talk about how it was transformed from a fishing village to a cosmopolitan city in Asia," Dr Lo said.

"[However] to achieve what we have today, a lot of dedicated and capable engineers have been working to make this transformation possible. The HKIE is a multidisciplined institution and we have some engineering disciplines that are not limited to construction."
