Citing strict zoning rules and building requirements, Mandaluyong Mayor Benhur Abalos has opposed a court order directing the city government to allow a developer to construct a 37-story condominium along the Mandaluyong side of Edsa.
Abalos refused to grant the building permit to AMA Land Inc. despite a court order issued by Judge Romulo Villanueva of Muntinlupa Regional Trial Court Branch 256, saying that approving or denying construction permits is the prerogative of the mayor and cannot be ordered by the court.
Villanueva had ordered the Mandaluyong city engineer to issue an amended building permit to AMA Land Inc. to build the AMA Tower residences, envisioned to be a 1,859-square meter 37 floor-structure to stand on the corner of Edsa and Fordham Street in Barangay Wack Wack.
The order dated Sept. 9, 2010, warned the city government it could face sanctions for noncompliance. It added that the Mandaluyong city engineer had not submitted a comment on AMA Land Inc.’s petition even if he was given a chance to do so. The “defiance” of the city government will have a “deleterious effect on the rehabilitation” of AMA Land Inc, the court said.
AMA Land Inc.’s application for corporate rehabilitation was granted by the same Muntinlupa RTC judge.
But Abalos was firm in contesting the court order. He said the building permit issued to AMA in 1997 had been forfeited since the firm halted work operations.
“If I just want the city to earn, I’d allow 37-story structures anywhere. But we have to consider traffic, zoning and congestion problems,” Abalos said, adding that structures of this nature are banned under the city’s zoning rules approved in 2005.
The city’s legal department has filed a motion asking Villanueva to reverse its earlier decision.

A vacant 1.5-hectare lot in Mandaluyong is being eyed by the Philippine Basketball Association (PBA) as a possible site for its own multi-million-peso coliseum.

PBA commissioner Atty. Chito Salud told GMANews.TV that negotiations are now ongoing between the league and the owner of the said lot.
"It's located within the vicinity of Shaw and Edsa. It’s a 1.5-hectare lot," said Salud in a telephone interview.
Salud added that former league chairman Buddy Encarnado of Sta. Lucia Realty has been spearheading the project.
Since the league started in 1975, the games have been held in different venues such as the Araneta Coliseum, the Philsports Arena (formerly ULTRA) and Cuneta Astrodome. There were times when matches were also played at the Ynares Center in Antipolo City and Ninoy Aquino Stadium in Manila.
Salud, a second-generation commissioner, believes the league should finally have its own venue.
Having recently succeeded Sonny Barrios, the son of former PBA commissioner Atty. Rudy Salud believes the league would benefit from having its own sports venue.
"If the coliseum will be established there, it will be a good location as it’s near the MRT," said the younger Salud on the plan of putting up the arena in the said lot between Edsa and Shaw Blvd.

"Discussions are still being done at this time, so I cannot divulge the details yet," said Encarnado, who was in the United States when called up for an interview.
Ernst & Young to study coliseum makeup
Ernst & Young, one of the largest professional services in the world, has been tapped by the PBA to conduct feasibility studies on the league’s first ever coliseum.
"I will propose to the PBA board to have E&Y help us as well in determining an ideal coliseum for the PBA. Will it be ideal for us to build a 20,000, 15,000 or 10,000-seater coliseum? Is the 1.5-hectare lot enough for us?," Salud asked.
"The Araneta Coliseum's footprint area is one hectare, but that's the coliseum alone. What about the parking area and other businesses that will operate within the coliseum?" added Salud.
The younger Salud, the league's eighth commissioner, also aims to get the consensus of the board regarding the other functions of the PBA's own coliseum.
"Can we get other leagues such as the UAAP and the NCAA to play in our own coliseum? Or what about staging a concert there? All these things can be tackled by the board as well," Salud concluded.
Medical benefits for PBA players
Educational benefits are one of the items being enjoyed by retired and active players through the PBA Player’s Trust Fund.
The proceeds from the annual All-Star Games and the fines collected through technical fouls, wrong dress code, and other penalties go directly to the Trust Fund.
Salud wants to expand the Trust Fund's target beneficiaries.

PRESIDENT Benigno Aquino III on Monday vetoed Mandaluyong City’s expected share of P1.5 billion from the sale of the 100-hectare Welfareville estate.
A special provision inserted in the 2011 General Appropriations Act would have allowed Mr. Aquino’s ally, Mandaluyong Mayor Benhur Abalos, to a 15-percent share, or at least P1.5 billion, from the amount to be funneled to City Hall to build housing for squatters in the estate.
“Additionally, I must underscore that the foregoing provisos contravene Section 2 of [Republic Act] 5260,” Mr. Aquino said, citing the law mandating that the proceeds be used to establish “a national children’s home institution and community services for children in various parts of the country.”
The President said Mandaluyong, like other local government units, was already entitled to a one-half percent tax on the assessed value of urban lands within its jurisdiction, and the proceeds of which it could use for a housing program.
The President also vetoed a provision in the 2011 budget that would have allowed Baguio City to get a share from the gross income taxes paid by business locators within the Loakan economic zone. Leo Estonilo

ABC Development Corp.,which runs TV5, on Sunday broke ground at its 6.3-hectare Media Center in Mandaluyong City, becoming the first major broadcast network to locate in the so-called Tiger City.
TV5 currently operates and airs from various corporate offices and studios in Novaliches, Broadway in New Manila, Skydome in SM North Edsa, Marajo Tower in Taguig and at the PLDT office in Makati.
“The TV5 Media Center will enable us to centralize our operations,” said TV5 chairman Manuel Pangilinan after the groundbreaking ceremony. The Novaliches and Broadway offices and studios will be retained once the Media Center is fully operational at end-2012.
The entire facility, on Reliance corner Sheridan streets, currently serves as a warehouse of PLDT. Pangilinan said the entire facility was sold to MediaQuest, which wholly owns the TV station.
“We chose upon this location because the facility is owned by PLDT. It costs several hundred millions of pesos,” said Pangilinan.
Construction will commence soon. The first phase will be completed by the third or fourth quarter of this year with the news department being the first to occupy the new facility. The second phase will be completed middle to late of 2012.
Once built, the Media Center will comprise of one nine-story corporate building and two eight-story of offices, TV production, postproduction areas, radio booths, and other broadcast facilities. “It will house the state-of-the-art broadcast studios, the technical operations center, and the latest digital technologies, thus making TV5 facilities the most modern in the country.”
TV5 president Ray Espinosa said roughly P10 billion is programmed for the center’s construction, facilities and equipment until 2012 for upgrading and new purchases.
Pangilinan said, “the Media Center is a beacon for broadcast professionals and enthusiasts working together to enhance the quality of Philippine broadcasting. The broadcast business is very tough. So far it is the toughest when compared to the telco business. We have to be creative in order to succeed.”
“Our target profitability is in the next four to five years while we should be Ebitda [earnings before interest, taxes, depreciation and amortization] positive in three years,” he said.
Espinosa said, meanwhile, that TV5 posted P800 million in revenues last year, the bulk of which came from advertising. “Hopefully on our third year we would have already posted a break-even picture. We are a strong third network now and we have managed to increase our signal to 85 percent. By June, it will be 100 percent already.”
TV5 is set to go international this year. Espinosa said TV5 will air in North America around May. “We have put in a team already to operate our global business so TV5 can expand its reach on the international side.”
TV5 will also be present in the region via an investment in Indosiar, a publicly listed national television station in Indonesia majority owned by Anthoni Salim, chairman of First Pacific Co. Ltd.
“For the past one to two months we have been talking to Salim and he is now open to the idea of us investing into Indosiar. Within the year, discussions will progress at a point when we could have an agreement. We hope TV5 can also expand soon in other countries in the region,” said Pangilinan.
Indosiar’s parent company, PT Indosiar Karya Media Tbk, is a member company of the Salim Group conglomerate. PLDT, meanwhile, is owned by First Pacific and Japan’s NTT Communications and NTT DoCoMo.

MANDALUYONG CITY, Metro Manila, Philippines—Mandaluyong City officials are left with no choice but to follow a regional trial court order and allow the construction of a 37-story condominium building on Edsa.
“We have been ordered by the court under pain of contempt to allow the construction of the building owned by AMA Land Inc. We could be jailed if we don’t issue the necessary permit,” Mayor Benhur Abalos told the Inquirer.
Abalos said that even if they have been against the construction because of its adverse effects to nearby communities, the city government must still abide by the law.
Recently, AMA Land Inc. filed a motion for the issuance of a show cause order in Muntinlupa’s Regional Trial Court Branch 46 requiring the city government to appear in court and explain why it should not be held in contempt.
Earlier, Abalos and the city engineering office refused to issue a permit to AMA Land, saying that building the proposed structure at the corner of Edsa and Fordham Street in Barangay Wack Wack was against the city’s zoning rules and the prescribed building requirements.
City officials have twice defied the resolutions of RTC Judge Romulo Villanueva last year ordering them to issue a permit to AMA Land Inc.
Abalos countered that they had to consider traffic, zoning and congestion problems before approving the developer’s application.
In December, the city’s legal department asked the Court of Appeals to issue a preliminary injunction on Villanueva’s order. The CA has yet to rule on the case.

MANILA, Philippines - Wednesday is a special day for the residents of Mandaluyong City. They are celebrating the twin occasions of the 66th year of freedom from the Japanese Imperial Forces on February 9, 1945, and the 17th year of being declared a city on February 9, 1994, through Republic Act 7675. The history of Mandaluyong dates back to the Great Majapahit Empire around 1300. It used to be one of the barrios of Sta. Ana de Sapa. It was separated from Sta. Ana de Sapa in 1841 and was given the name San Felipe Neri. It was consolidated with the municipality of San Juan del Monte during the American period and became the seat of government in 1904. San Felipe Neri became an independent municipality on March 27, 1907, and was renamed Mandaluyong.
As in the past years, the City Government of Mandaluyong has prepared various activities for the twin celebration. It kicked off on January 29, 2011, with a talent competition for Miss Mandaluyong 2011 and Bilbiling Mandaluyong. It was followed by the Nutri-Fun-Run on January 30, with about 2000 runners participating. The Monday flag raising ceremony on January 31 was part of the activities together with the blessing of the Multipurpose Hall in Welfareville, and Bantay Bayan Night.
On the first day of February, a talent search called ''Galing Mandaleno'' was launched. It was followed the next day by a ground-breaking ceremony for the Day Care Center in Block 30 in Welfareville Compound and the showcasing of talents by city employees in ''Pabonggahan.'' The third day activities include oratorical and declamation contests and a choir competition. The First Friday Mass and the coronation of the Ms. Mandaluyong 2011 highlighted the February 4 activities. Other scheduled activities during the week included free medical services, pedal race, job fair, fishing competition. Bilbiling Mandaluyong 2011 pageant, cycling event, blessing of new Barangay Halls, Health Centers, Lying-in Clinic, Basketball Court, and new roads, and ground-breaking rites for the Triangle Park. On February 7, the City Mayor delivered the State of the City Address and the grand finals of the Mandaluyong Hymn competition took place. On the eve of the celebration on February 8, an inter-school dance sports competition, a liberation ball, and awarding rites for the Top Ten Taxpayers of Mandaluyong and the Ulirang Mandaleno of 2011 were held.
Wednesday, February 9, 2011, is the big day of Mandaluyong. The day will be highlighted by the military and civic parade which will start at the Don Bosco Technical College at 2 p.m. The evening concert in front of the Damba ng mga Ala-ala will feature various artists and talents while the Liberation Day Commemorative Program will be held in Kalentong Street.

Since the 7.0-magnitude earthquake struck Haiti in January 2010, local geologists have been anticipating a major earthquake to hit Manila termed as the "Big One."
CNN released a report last year that documented Manila's earthquake vulnerability citing the Marikina Valley fault as "ready to give in," according to Geologist Mahar Lagmay, an associate professor at the National Institute of Geological Sciences at the University of the Philippines. Lagmay said a 7.0-earthquake would be like a "1,000 Nagasaki atom bomb explosion underneath the Earth's surface along the Marikina Valley Fault."
In an ABS-CBN News report, director Renato Solidum of the Philippine Institute of Volcanology and Seismology warned residents living near the Marikina fault line that buildings and houses could collapse when the ground starts to shake. Meanwhile, an Inquirer report published today, March 14, listed catastrophic scenarios cited by Pacific Strategies and Assessments should a high-magnitude earthquake hit Manila, which could include: an estimated 117,000 homes that would "either collapse or suffer damage, rendering 1.2 million homeless," damaged water reservoirs and purification plants that would immediately cut 4,000 water supply points, and "at least 30 kilometers of electric cables cut, removing the supply of power instantly across the metropolis," among others.
Moreover, the 2010 CNN report said, "If a 7.2-magnitude earthquake hit here in Manila, it could damage 38% of homes, a third of public buildings, and cause more than 50,000 deaths."

MANILA, Philippines - Light Rail Transit (LRT) structures are designed to withstand a 7.9-magnitude earthquake; however, a Japan International Cooperation Agency (JICA) study revealed that Metro Manila would crumble if a 7.2-magnitude earthquake strikes.
The JICA study, conducted with the World Bank and the Asian Development Bank, was presented during a hearing last month of the Senate Committee on National Defense and Security chaired by Senator Francis Escudero.
Expressing concern, Escudero reiterated his call on the urgency to update and strengthen the disaster risk and management capacity in Metro Manila.
Escudero made the call after a tsunami, triggered by a 8.9-magnitude earthquake, slammed Japan and left a swath of destruction and caused fears in coastal areas around the world.
He said there should be a comprehensive inventory of resources in order to appropriately respond to this type of disaster and its aftermath.
"We need to have a thorough audit of what expertise and logistics the agencies under the National Disaster Risk Reduction Management Council (NDRRMC) have so we can enhance, augment, and close whatever gaps are there in relation to our coping response and capability in the event of a natural disaster such as a strong earthquake," Escudero said.
The JICA study said Metro Manila was not prepared to deal with a 7.2-magnitude earthquake in terms of existing resources and given old building structures around and within the metropolis.
Such magnitude, the study showed, will result in major fires in Manila, Pasig, and Quezon City. Fire hydrants will not be enough that it would take seven days before authorities can declare "fire out" as major fire engines come from Quezon City and Pasig City, areas which are also at high risks.
Light Rail Transit Authority (LRTA) Spokesman Hernando Cabrera said a 2003 study made by the Philippine Institute of Volcanology and Seismology (Phivolcs) showed that the strongest temblor that could hit the country is 7.2, a magnitude that is lower than the maximum magnitude LRT structures could handle.
He explained that LRT's design was based on the California Building Code because the Philippine seismic condition is similar to that of California.
"Just a while ago, I heard (Phivolcs Director Renato) Solidum as saying over the radio that the maximum earthquake that could hit the country is 7.2," Cabrera said.
With this, he said, it could be concluded that the LRT designs are strong enough to stand earthquakes that could hit the country," he added.
The problem is, Metro Manila can't probably withstand an earthquake with magnitude 7.2 and above.
At a Senate hearing Wednesday, Solidum underscored the need for earthquake preparedness as he raised the probability of a strong earthquake hitting Metro Manila and certain provinces in Northern and Central Luzon.
Solidum said, citing a study called the "Metropolitan Manila Earthquake Impact Reduction" conducted by Phivolcs, that a 7.2-magnitude earthquake could devastate 40 percent of residential areas and 14 percent of high rise buildings in Metro Manila.
Solidum cited the Marikina fault line, now known as the Valley Point System, which runs from Sierra Madre to Sta. Rosa, Laguna. The line starts from the Sierra Madre and runs through Bulacan, Rodriguez, Rizal, Quezon City, the eastern side of Metro Manila, including Pasig, Taguig, Muntinlupa, San Pedro, and Sta. Rosa in Laguna and ends in Carmona Cavite.
He said a fault is classified active because it moved within the last 10,000 years. He, however, said that since it is locked now the probability of having it moved now is close to zero.
"But of course we need to prepare," Solidum added. According to him, historical and geological records show that the Marikina fault line had moved four times within the past 1,400 years with an interval of 200, 400, and 600 years.

‘Big One’ Is Possible But Metro Is Unprepared

Here’s something that the country’s national leaders should be bothered about: If a major earthquake were to hit Metro Manila today, the devastation would be so big even disaster response authorities cannot simply cope with it. And it even looks like disaster preparedness occupies a low priority among officials down to the municipal level.
Recent reports gathered by Bulatlat show that up to 35,000 residents of Metro Manila would die and up to three million others would need to be evacuated. In addition, some 175,000 buildings would be damaged. The pressure of collapsed buildings and the inability to rescue those who would be trapped inside would cause most of the deaths.
Distribution of active faults and trenches in the Philippines
With its current population of 10 million, Metropolitan Manila, which is composed of 13 cities and four municipalities, is densely populated with several clusters and districts having high-rise buildings close to each other. Investigations done by various disaster units and fire departments a few years ago found many buildings did not comply with construction standards and that these are prone not only to fires but also to damage by earthquakes of any scale.
One of the reports gathered by Bulatlat, the Metropolitan Manila Earthquake Impact Reduction Study (MMEIRS), cites “many research studies (indicating) that active phases of the (West) Valley Faults (formerly the Marikina Valley Faults) are approaching and that the estimated magnitude will be around 7 or more.” But MMEIRS also raised the possible intensity from 7 to even 9, which could be “devastating.”
The study projected the “big earthquake” to be “unlike any tragedy seen or imagined in Metro Manila.”
Asked for comment, however, a scientist-environmentalist theorized that such studies could be pressing the panic button now just to allow certain insurance companies to profit from a sudden surge of building insurance orders and the like.
Largest impact
MMEIRS, a Japan-funded study that was begun in August 2002, identified the West Valley Fault, which lies just northeast of Manila, as “the fault expected to cause the largest impact in the metropolis.” The West Valley Fault traverses Marikina town, Pasig going to Muntinlupa up to the south.
The Fault, other studies showed, caused at least two major earthquakes within the last 1,400 years. No earthquake is known to have taken place along the West Valley Fault after the 16th century. But based on the estimated return period of less than 500 years, the Fault is due to exhibit dangers this century – or even within the next few years, if the estimates of an official of the Philippine Institute of Volcanology and Seismology (Phivolcs) are valid.
Dr. Norman Tungol of Phivolcs’ Geology, Geophysics, Research and Development Division (GGRDD) estimated the Fault’s movement of recurrence at 200-400 years and based on this, he told Bulatlat, it is due for another movement.
Tungol said however that since studies have a big margin of error, this projection “could be within the next few years, (or) few tens of years.” He also said that even if there is no need for the people to panic because there is no timetable yet, “dapat mag-prepare because it’s inevitable.”
He confirmed that an earthquake with intensity 8 or 9 could be expected in the Valley Fault with a possible magnitude of 7.2 because of the lengthy fault.
Another Phivolcs scientist, Dr. Elena Bautista, noted however that the MMEIRS study found no pattern for the frequency of earthquakes occurring in the West Valley Fault.
A noted engineer, Dr. Arthur Saldivar-Sali, saw MMEIRS’ assertion that “active phases of the Valley Faults are approaching” as vague. He noted that the study, which he admits he has never seen, was apparently based on “deterministic analysis” which focuses on the characteristics of the movement of a fault and can be a prejudgment based on studies done or merely on gut feel that has no scientific basis at all.
Saldivar-Sali is a member of the Council of Engineering Consultants of the Philippines (Cecophil), a group of corporations and companies doing civil engineering designs and foundations.
Probability theory
Saldivar-Sali, a former UP professor who is also now with the Geo-Technica Consultancy Group, told Bulatlat that he tends to believe in the “probability analysis” of former Phivolcs Director Raymundo Punongbayan. Shortly after the Mt. Pinatubo eruption in 1991, Punongbayan told of a higher probability of a major earthquake on the Valley Fault based on its rare movements. Since lesser energy is released in the friction of rocks, more energy is stored, like a rubber band, preparing for a big snap.
The higher the percentage of the probability of an earthquake, the dangerous it would be, Saldivar-Sali said.
Punongbayan also cited the danger of building anything five kms near the fault. The director’s warning caused alarm among the business community and Marikina local officials asked that the fault be renamed “West Valley Fault” instead.
In layman’s terms, a magnitude of 7.2 can be compared to a bomb explosion, Saldivar-Sali said. In exponential form of 10, a magnitude of 1 is equivalent to one ton (1 x 100), magnitude 2 to 10 tons (2 x 101), 3 to 300 tons (3 x 102), and so on. A 7.2 magnitude if multiplied to 106 is equivalent to 7.2 million tons of bomb explosion.
MMEIRS actually aimed to design a master plan for earthquake impact reduction in Metro Manila leading to the holding of training seminars on earthquake preparedness. Funded by the Japan International Cooperation Agency (JICA-Philippines), the study was supported by the Metropolitan Manila Development Authority (MMDA), the Department of Science and Technology (DoST), Phivolcs and JICA contractors Pacific Consultants International, Oyo Corporation, and Pasco Corporation.
Scientists from Phivolcs, the University of the Philippines as well as from Japan participated in the study. Due for completion last March, the report is being finalized in Japan, according to Cora Macasieb, Special Operations Officer II and acting division chief of the Directorate for Special Operations of the Metropolitan Manila Disaster Coordinating Council (MMDCC).
Separate studies on earthquake are also being done in cooperation with China, Japan and the United Nations Development Program (UNDP).
Among others, three areas were tested under the MMEIRS study: Mataas na Lupa in Malate, Manila; Ugong, Pasig; and Cupang, Marikina. Studied were Metro Manila’s three fault lines, namely, the West Valley Fault, the Manila Trench and Manila Bay.
Analyzed were the areas’ earthquake history, length of the fault and vulnerability to earthquake. Damage scenarios and estimates of costs of destruction were also done.
Impact
The seismic intensity generated by the West Valley Fault earthquake and the damage felt in an area varied from place to place. The intensity may range from 7 in Quezon City, almost 8 and 9 alongside Marikina River and Manila Bay, and 8 at west of Metropolitan Manila and 7 at other areas. Based on the Phivolcs Earthquake Intensity Scale (PEIS), intensity 7 is “destructive,” while 8 and 9 are “very destructive” and “devastating,” respectively.
Aside from the estimated death toll, the West Valley Fault earthquake would cause injuries to 118,200 persons, the study reveals. MMDC’s Macasieb said that the death toll would rise if the earthquake occurs during office hours where most of the people are working inside buildings including those who would come from the province to process various papers in the metropolis.
The number of buildings expected to be destroyed by the Manila Trench earthquake would reach about 5,000 while 16,000 for the Manila Bay fault. The West Valley Fault earthquake will cause the collapse of buildings in northeastern Quezon City, western Marikina, eastern Pasig, Muntinlupa-Laguna Bay and Mandaluyong-Makati. Evacuation would be difficult in the metropolis’ fringes particularly in the north, Taguig and Las Piñas, the MMEIRS study also found.
Residential buildings around the Malacañang in Manila and the House of Representatives in Quezon City would be severely damaged. Other infrastructures such as bridges and power posts will also be destroyed.
The danger of spreading fire to the Malacañang presidential office is not ruled. Liquefaction around the House area might take place. Even the MMDA building would be severely damaged, the study adds.
Collapses would lead to electricity short circuit, petroleum and LPG leakages from storage tanks, among others, that would cause fire. Areas highly vulnerable to fire would be Valenzuela, Caloocan, and south of Quezon City west intersection.
Damages to the Angat reservoir and water purification plant would likely happen, causing a long-term stoppage in water supply. Public transportation facilities such as airport runways would be closed, leaving only helicopters available for operations. Ports in the North and South harbors would be damaged and tilted by liquefaction, making these inaccessible for loading and unloading. Damages would likely be expected on roads and bridges.
Including victims of fires and liquefaction caused by the earthquake, the study estimates the number of refugees or evacuees at three million. The figure would include 1.3 million persons who would be uprooted from their homes if the aftershock would last about seven days.
After liquefaction, there would be a possible regional separation. The western part of Metro Manila would be isolated from other parts of the metropolis. The same thing would happen to the northern and southern parts due to building collapse especially in the area intersecting Makati and Mandaluyong. Meanwhile, all road networks running east-west that are on the fault would be broken.

THE Philippines is not likely to experience a strong earthquake similar to the 8.9-magnitude tremor that hit northern Japan on Friday because the plate that is subducting the Philippines is different from that of Japan, but an expert from the Philippine Institute of Volcanology and Seismology (Phivolcs) said that the agency still would look into how the foreign experts analyze the Japanese experience.
The 8.9-magnitude earthquake in Japan—which has prepared its infrastructures against tremors that frequently visit the country that is crisscrossed by earthquake faults—caused 10-meter-high tsunami that washed away cars, fishing boats and even whole villages.
Asked by the BusinessMirror on the connection of the Philippine plate to the Japan plate, Ishmael Narag, Phivolcs Seismological Observation and Earthquake Division Supervising Science Research specialist officer in charge, noted that what moved was a different plate.
“The one that is subducting in the Philippines is the Philippine Sea plate. In Japan, it’s a different plate, it is the Pacific plate.”
However, Narag emphasized that it is still interesting to see what the experts from Japan could see from the event because the plates belong to one whole zone, which is the Pacific Ring of Fire.
“We would like to learn as well on what occurred in Japan to check if what they saw there could also happen here in the Philippines. Our projection is 8.5-magnitude earthquake for each of the segments of the Philippine Trench and Manila Trench.”
But Narag pointed out that Phivolcs needs to review whether there is a need to research if it is possible to have a mega-thrust event in the Philippines.
A mega-thrust event occurs at subduction zones at destructive plate boundaries (convergent boundaries), where one tectonic plate is forced under (subducts) another.
He explained that an 8.5 magnitude is the projected magnitude of the segments in the Philippine Trench.
“That was the maximum magnitude we saw, not like this one [the 8.9-magnitude earthquake in Japan] which was class 9.”
“The class 9 events, the way I see it, have 600-700 kilometer [km] rupture. If you look at the length of 700-km rupture there are trenches which are long like the Manila Trench and Philippine Trench. The question right now is whether they are capable of rupturing 700 km at one time. Because they could move as segments or they could move together,” Narag said.
He added that there is still a debate about the real magnitude of the last earthquake.
“Now the magnitude is playing between 8.9 to 9.1. The US Geology Survey came up with a different magnitude for the event.”
According to USGS data, the March 11 earthquake occurred as a result of thrust faulting on or near the subduction zone interface plate boundary between the Pacific and North America plates.
At the latitude of this earthquake, the Pacific plate moves approximately westward with respect to the North America plate at a velocity of 83 mm per year. The Pacific plate thrusts underneath Japan at the Japan Trench, and dips to the west beneath Eurasia.
The location, depth and focal mechanism of the March 11 earthquake were consistent with the event having occurred as thrust faulting associated with subduction along this plate boundary, the agency reported.
The March 11 earthquake was preceded by a series of large foreshocks over the previous two days, beginning on March 9 with a magnitude-7.2 event approximately 40 km from the March 11 earthquake, and continuing with a further three earthquakes greater than magnitude 6 on the same day.
Narag also observed that as early as Wednesday there was already an earthquake with 7.2 magnitude.
“We issued a bulletin but it was alert level zero, meaning no threat to the Philippines. There was 50 cm tsunami in Japan that day. We didn’t realize that it would be a foreshock for this 8.9 [-magnitude] event,” he added.
On Friday night, around 11 p.m., Phivolcs issued the cancellation of the alert level 2, but the institute is still monitoring the events in the Philippines.
“The real problem right now is there are a lot of aftershocks coming from the Japan event. It is masking most of the local events. We should be careful in looking at earthquakes in the Philippines because aftershocks occur on top of each other. There was even a magnitude-8 aftershock last night [Friday] in Japan,” Narag pointed out.
Narag said the scientific problem right now is how to look at the data.
“How much useful information you can gather from the data to be used by the Japanese government to decide what would be the next steps, especially now that they are in rescue and relief stage,” he said.
Tsunami: PHL is parallel to quake source
Because of the country’s position being parallel to the source of Japan earthquake on Friday—contrary to the direction of the wave that was supposed to be perpendicular to the rupture zone—smaller tsunami wave heights hit the Philippines, leaving no damage or casualty.
“All of the large waves are going to the direction away perpendicular to the source. The Philippines is not perpendicular but we’re parallel to the source and yet there were still projected wave heights,” Narag said.
He added that one factor that should be taken into consideration is whether there was high or low tide at the time when the earthquake occurred.
“So when the waves were approaching the high tide was just starting. Fortunately, it was not yet high tide. That’s the situation of the passage of the tsunami in the Philippines,” he said.
Phivolcs is using the travel-time model, which shows the earliest arrival time of the wave and another model to check the amplitude.

ONE way we can make sense of the sacrifice and pain of the Japanese people, who are still reeling from the impact of Friday’s 8.9-magnitude quake, tsunami and the still-raging nuclear reactors’ crisis, is to learn well, and act accordingly, the lessons they have taught the world in disaster mitigation.
For many years, the whole world has known of Japan’s valiant efforts to prepare itself for disaster, lying as it does on one of the most active segments of the “Pacific Ring of Fire,” that deadly cluster of active volcanoes where the Philippines also belongs.
Having seen the extent of quake damage—in Kobe, where more than 6,000 people died in 1995; and in the great Kanto earthquake that killed more than 100,000—Japan has perfected the art and science of disaster mitigation as far as retrofitting its infrastructure is concerned. The best proof of its success was Friday, March 11, 2011. It should be noted that almost all of the buildings and key infrastructure shown destroyed were those swept away by the tsunami—an understandable consequence, considering its speed and force. True to its billing of having the most earthquake-resistant buildings on the planet, Japan taught us a crucial lesson in national discipline and political will when it comes to enforcing its tough building codes—besides setting sterling examples of individual and community sacrifice and self-help. Why, even the Chinese media, according to Bloomberg’s William Pesek, shifted from Japan-bashing in recent days to extolling the lessons in discipline and orderliness that the Japanese could teach the Chinese.
Countless drills involving Japanese citizens, as well as year-round training for its self-defense forces, have allowed disaster-response teams to quickly act at the community level, unlike what happened in America’s Katrina, when federal emergency units took days to reach victims and were severely criticized. A similar problem was observed in the Philippines’ Ondoy, as community-level, or even town- or city-level equipment and manpower for search and rescue were almost nil.
The enforcement of its legendary building codes has helped most of Japan’s buildings escape destruction from the earthquake. Sadly, the opposite could happen in the Philippines, where experts recently sounded anew the alarm over quake preparedness after the Christchurch, New Zealand, temblor—and just days before Japan’s Big One.
According to one major study they cited, at least 34,000 people would die and communication lines and utilities in Metro Manila would see extensive damage should a shallow earthquake of 7.2 magnitude hit the West Valley Fault that bisects Metro Manila.
This was the worst case of the 18 scenarios generated by the Earthquake Impact Reduction Study for Metro Manila, done by the Metropolitan Manila Development Authority, the Philippine Institute of Volcanology and Seismology (Phivolcs) and the Japan International Cooperation Agency (Jica).
Per that study, most of the 34,000 deaths and 114,000 injuries within the first hour of the earthquake would be the result of houses and buildings collapsing, and debris raining from mid-rise and high-rise buildings.
As a key recommendation, experts strongly suggested a massive retrofitting of Metro Manila’s buildings and houses to make them earthquake-resistant, considering that the Philippines is in the Pacific Ring of Fire and a “Big One” is foreseeable in the near future. Its second key recommendation, which has just been validated by Japan, is to set up at the community level the disaster-risk management teams.
There’s a very concrete lesson that Philippine experts also gave last week, again taking a cue from a side study, also partly funded by Jica. In an article in this paper’s Sunday issue (March 13), they pointed as well to the need to double-check the “nonengineered construction” of houses in, ironically, “seismically prone” sites. Phivolcs Director Renato Solidum cited during the monthly DOST Forum the crucial difference between the products of such “nonengineered construction,” such as masonry houses made of concrete blocks or adobe stones with no structural beams and columns, and those Philippine masonry houses that follow the required size of concrete hollow blocks and reinforcing bars.
In that experiment, two full-scale model masonry houses, one following the local building code, were built on top of a one-directional large-scale shaking-table laboratory provided by Japan’s National Research Institute for Earth Science and Disaster Prevention. The code-compliant structure survived 100 percent of the Kobe-type earthquake input motion with minor damage. The other one was easily damaged and eventually collapsed.
Solidum now wants that “shaking-table test” to be part of a massive education campaign to make people comply with building codes and redress the defects in their homes and buildings. Phivolcs will provide an assessment tool that lets homeowners tick off a set of questions and answers. The implication is that, beyond the high rises that are—presumably—subjected to stricter local government enforcement, authorities should ensure that all other buildings, including individual homes, are compliant.
In the aftermath of Ondoy, so much hot air and nonsense had been spewed by publicity-seeking know-it-alls and politicians—sadly lapped up by some in the media—about climate change and the need for disaster-risk reduction and damage mitigation. But the most recent assessment reports have shown that a lot of what we were supposed to do to avert another Ondoy-level disaster has remained on paper. The Japan earthquake presents us with yet another major challenge in preparing for a very real threat, considering our earthquake history.
If the Japanese should teach us anything besides their discipline, absence of looting, patience and an exquisite ability not to whine, it is also this: sometimes, not even the best-laid and enforced scientific plans to avert or mitigate disaster can be enough. But they are still worth taking, because the alternative would be unthinkable.

MANILA, Philippines - Tricycle drivers in Mandaluyong City are looking forward to getting their hands on the electric tricycles.
The city government and the Department of Energy (DoE) has turned over 20 of the electric-powered vehicles to the 49 tricycle operators and drivers association (TODA).
"This is a win-win situation for the community and for the tricycle drivers," said Mandaluyong City Mayor Benhur Abalos. "The e-Trike emits no carbon dioxide to the environment, and at the same time tricycle drivers earn double than the usual. We will also be putting up several charging stations in the city making it the fourth in the whole world (after Houston, Seattle and Washingtong in the US)."
Tricycle drivers like Dioscoro "Dodong" Libardo, 50, who heads the TODA in Barangay Addition Hills, said welcome the e-Trike.
"With this, we will not be affected by future fuel hikes. This type is much better than the one we tested because this now uses lithium batteries," Librado said.
He said that with a gasoline-powered tricycle, they spend between P200 to P250 for fuel for an eight-hour trip. With the e-Trike, a full charge would only cost P45 and it could run for 24 hours.
President Benigno S. Aquino III, who attended the turnover ceremony last Wednesday, said shifting from tricycles running on conventional fuel to those running on electricity will reduce the overall pollution level and increase the income of tricycle drivers significantly.
"There are currently 3.5 million motorcycles and tricycles in the country that emit close to 10 million tons of harmful gasses and use more than $200 billion worth of oil each year. The only way we can insulate ourselves from external shock such as high oil prices is to implement long-term solutions that ensure energy sufficiency and sustainability for us and for future generation of Filipinos. The solution is in the E-tricycle project," the President said.
The E-tricycle project, which falls under the Philippine Energy Efficiency Project of the DoE, is supported by the Asian Development Bank.
Aquino said plans to build 20,000 more e-Trikes within five years will also create job opportunities nationwide.

i agree, when I was there, na-witness ko rin mga SG students na di nagbabayad sa bus...hehehe...di sila nag swipe ng mga "prepaid card" nila..I dunno how they call it...alam ko lang MRT card. To SG they can use it both BUS and the MRT.

Not really squatters but lower class neighbourhoods since the majority of the poor areas within Mandaluyong City are their own area and are not illegally settled.
Like that poor area near NCMH, that belongs to them and this is where some of those who worked here live.

Eventually, the area where Light and Paragon Plaza is will become a major commercial area. Just like how it was planned back in the 90s.

Happened to pass by this area, I don't know why they have to wait until the last minute when they are demolished before they move out, mukha tuloy silang kawawa na naglilipat ng gamit.
But the truth is, hindi porket mahirap mabait ka na tao, these people are part of the notorious "Addition Hills" and although you cannot make a sweeping generalization, this area houses a lot of low lifes.
Hope they find new housing though and their lives improve.

I'm sure that happens in any street in Metro Manila. Honestly I find it inconsiderate especially if these people do not put any signs.

I actually have a relative who is a patient there but not because of mental health / insanity but because of alcohol rehabilitation. At least he is one of those nice pavilions and not in the charity ones.

MANILA, Philippines—Some 400 policemen and members of a demolition team who descended on Barangay (village) Corazon de Jesus in San Juan City Wednesday morning were met with molotov bombs, fist-sized rocks and empty bottles by defiant residents.
“Patay kung patay. Hindi kami aalis dito (We’ll die if we have to. We’re not going anywhere),” a man who lived in the area was heard saying.
From 9 a.m. to 11 a.m., residents hurled projectiles as the police and demolition crew hid behind shields. From time to time, explosions caused by molotov bombs would drive the authorities farther back while fire trucks moved in to put out small fires.
At one point, the fire trucks and a bulldozer tried to break up the residents’ ranks but they proved useless.
What finally sent the residents fleeing were tear gas canisters hurled into their midst.
After the tension died down, 33 people were reported to have suffered injuries. Of the total, only seven were from the residents’ side while the rest were policemen and members of the demolition crew. One policeman had to be treated for burns after his right arm was hit by burning shards which came from a molotov bomb.
Grace Cortes, the city’s public information chief, said that eight of the injured were rushed to San Juan Medical Center for treatment.
“Some suffered abrasions while others had bruises after they were hit by stones or marbles,” Cortes added.
The police later rounded up 18 residents who allegedly took part in the violent clash and took them to the San Juan Police headquarters. Six protesters who held a rally in front of the police station to demand the release of the 18 were also held by authorities.
“One thing for sure, we are going to file charges. Look at what they did to our policemen,” said Senior Superintendent Rainier Espina, city police chief.
The police, however, denied that they were behind the firing of the tear gas canisters.
“It did not come from us. It came from them [residents],” Supt. Tomas Arcallana, the head of the police team which was deployed to the demolition site, told the Inquirer.
He added that they only took advantage of the confusion created by the tear gas to disperse the protesters.
A resident admitted that they could have kept the police and demolition crew at bay indefinitely if not for the tear gas thrown into their ranks.
“We would have won if not for the tear gas,” said a crying 15-year-old girl in Filipino.
She identified herself only as Kat.
She said that her family had lived in the area—a portion of a 1.6-hectare government property beside the historic Pinaglabanan Shrine—for more than two decades.
Kat added that they had refused the offer to be relocated to a housing site in Barangay (village) San Isidro in Rodriguez, Rizal, because it was too far away from her school, the hospital and her parents’ workplace.
“They are so evil. Why are they doing this to us?” she said, referring to authorities.
According to Cortes, the defiant residents were only a minority as 73 of the 123 families in Barangay Corazon de Jesus, the last batch to be evacuated, had agreed to move out.
They were also offered P10,000 in cash and half a sack of rice.
Since last year, 400 families in the area have been relocated. The government plans to build a new city hall and one-stop-shop government center on the disputed lot.

And these militants resolve things through violence. Most of them create more harm than good.
Though there were also criticisms towards the police and demolition team on how they handled the situation especially their treatment towards the informal settlers.

They were informed but were stubborn. In fact were given P10,000 and a half sack of rice.
The informal settlers made the first move in instigating the violence. Not really the informal settlers but again and again, political activists who joined the riot.

MANILA, Philippines – After three days of demolition, no houses have been left standing on a portion of Barangay Corazon de Jesus.
Many residents lined up to register for the relocation package offered by the city government.
Among them was Bonifacio Bisnar, who took the offer with a heavy heart.
"Wala na kong magawa eh pumayag nalang. Wala na akong matirhan eh,” said Bisnar.
Some pleaded with the Department of Social Welfare and Development, since their names were not included in the list of 123 families for relocation.
One of them was Thelma Almeda.
“Gusto ko lang naman magkaroon ng sariling bahay kasi namatayan na ako ng asawa. Ako lang ang nagtatrabaho,” she said.
However, authorities said the National Housing Authority (NHA) can only provide 123 units.
"’Yun lang kasi ang in-allocate sa atin na units ng NHA, ‘yung 123 units. For now, talagang strict tayo sa bilang sa master list,” said barangay captain Ruel Sumaguingsing of Barangay Corazon de Jesus.
Some had vowed to stay on the streets.
But when anti-riot police and city hall officials arrived at 3 p.m., residents were already packing up their belongings.
The local government is glad there was no repeat of Wednesday's violent demolition and even extended the registration for their relocation offer to 5 p.m.
Residents have been allowed the use of a city-owned warehouse to temporarily store their belongings.

Mesa from Makati or the Ortigas Center area. I like how Boni Ave gently slopes down from the EDSA-Boni-Pioneer tunnel up to almost near the city hall.
Have you done San Juan? It can be quite challenging especially on hilly parts of the city.
Oh, and would you like to join me one of these days to Wawa dam (1 hour 45 minutes from Sta. Mesa by bike) in Rodriguez, Rizal or to Puray falls in Rodriguez too? I've done Wawa dam twice and it's really great because you can also swim in the wawa river, perfect for cooling off after almost two strenuous hours of biking. Last time I went, I left my bike on a trusted local's house (he works on the tourism office of Wawa) and explored the area by foot. It only involved one river crossing since his house is on the other side of the river and I wouldn't want to leave my bike anywhere but there where I know it will be safe. As for Puray falls, I've never done it before. I was able to get up to brgy. Mascap (which is already a bit close to Puray Falls) but not to Puray falls itself. I don't want to go there by myself so I went back on my way home after reaching Mascap. I've researched that it involves around 7 or 11 river crossings to get to Wawa falls from Mascap, then you'd have to carry your bike on your way up to the falls, parang komplikado so I would only go there kung may kasama ako or kung group kami.
BTW, may I know what GPS device you are using, where you got it, and how much it cost?

I'm just using Endomondo Application on my Huawei Android phone (the second cheapest Android phone in the market). The Endomondo app is pretty stable (hindi nag ka-crash or nag ha-hang) even if it's inside the pocket.
I once did a four city urban night ride, Manda-San Juan-Pasig-Makati last month. I was checking out the Christmas light displays on each citiy's capitols.

Nakapag bike na ako diyan. OA mo naman brod sa "fetid slum area". Maayos naman mga nakatira doon they're not exactly make shift shanties. They're regularly built class C houses.
I actually envy those living in those riverside communities as they have beautiful views of the Pasig River. They even painted their houses in bright colors and have trees surrounding them.

You mean sa Makati side? From Guadalupe going to the west (downriver) walang road way by the riverside. It's occupied by houses and some industrial properties.
From Guadalupe going east (upriver) is better. Mas maganda ang riverside park nila doon.

Twenty-five years after losing a coin toss over a coveted Edsa-Ortigas intersection, taipan Henry Sy Sr. has finally found himself next-door neighbor to competitor John Gokongwei's Robinsons Galleria mall.
The SM retail tycoon has acquired the one-hectare Ortoll property within the adjacent Poveda school block, where Sy's listed SM Development Corp. plans to build a residential condo-call center complex, an SMDC spokesman has confirmed.
Owned by a Spanish-Filipino family, the one-hectare strip is currently being leased to a used-car dealership, facing the Asian Development Bank headquarters.
The Ortoll property was already on the market as early as five years ago for P150,000 a square meter, 75 times more than the P2,000/sqm that Sy and Gokongwei had identically bid in 1987 for the five-hectare land where the Galleria mall now stands.
To break the deadlock and stave off litigation, the two taipans agreed to a coin toss to determine which retailing fortune goes to whom. Sy, having lost the toss, had to settle for another Ortigas property, in what is now the Megamall.
Gokongwei went on to build the Galleria mall, better known in the heady aftermath of Edsa 1 as the stand-off area where Marine tanks loyal to then President Marcos was stopped and tamed by People Power.
Incidentally, another taipan, Lucio Tan, had already built albeit a low-rise call-center complex on the other side of the Edsa-Ortigas intersection, riding the wave as it were of the Gokongwei development.
Going back to the Ortoll property, the one-hectare strip would be worth P1.5 billion at the original asking price, making the land the most expensive used-car depot in the country. Make that second most expensive, after Tan's open carpark at the corner of Buendia and Paseo de Roxas in Makati.

MANILA, Philippines - SM Development Corp. (SMDC) has acquired a subsidiary of Euro-Med Laboratories Phils. Inc. for P1.25 billion.
The real estate firm of retail tycoon Henry Sy signed an agreement with Euro-Med for the purchase of the latter's shares in its wholly owned unit, 102 E. De Los Santos Realty Co. Inc., which is engaged in the business of property rental.
The transaction is targeted for completion in about 36 months after signing the agreement, SMDC told the local bourse.
The deal will transfer the ownership of 102 EDSA's 10,936 square meter property along Epifanio De Los Santos Avenue in Mandaluyong City, the site of Euro-Med's plant, to SMDC.
Euro-Med intends to transfer the equipment and consolidate its manufacturing operations in its Cavite plant, which is expected to generate operational efficiencies and cost reductions.

MANILA, Philippines - The Ortigas family foiled the SM Group's attempt to buy a 34% stake in its property firm, BusinessWorld reported on Friday.
BusinessWorld quoted company director Jaime M. Ortigas as saying the Ortigas group matched SM Group's offer to buy Hong Kong Shanghai Banking Corp.'s (HSBC) 34% stake in the property firm for P11 billion.
"The Ortigas Group exercised its right of first refusal as it bid for the shares held by HSBC….OCLP Holdings (Ortigas & Co. Limited Partnership Holdings, Inc.) was able to match the earlier offer of the SM Group," Ortigas said.
"HSBC was selling something worth like P11 billion for the entire 34% stake and the deal pushed through. Today (Thursday) was the deadline for the purchase payments," he said.
On Friday morning, the Sy-led SM Investments confirmed the news report.
"We were informed that the existing stockholders of Ortigas Holdings, Inc. (OHI), which consist mainly of the Ortigas Family, exercised their right of first refusal on OHI shares owned by Hongkong and Shanghai Banking Corporation," SM Investments said, in a disclosure to the stock exchange.
The Ortigas group has vast properties in Mandaluyong, San Juan and Quezon City. It owns the 16-hectare Greenhills shopping center, where V-Mall houses 5 SM franchises namely Toy Kingdom chain, SM Appliance Center, Our Home, Watsons, and Ace Hardware.

MANILA, Philippines - The SM Group, led by the Philippines richest man Henry Sy, was blocked from its attempt to acquire a 34% stake in one of the oldest landlords of Manila, Ortigas & Co Limited Partnership Holdings Inc (OHI).
Closing the deal would have given Sy's SM Group a major share in the Ortigas family's crown jewel, the Greenhills shopping center, and their vast properties spanning Mandaluyong, San Juan and Quezon City.
Thanks to the right of first refusal, the Ortigas family was able to retain control of their property holding firm and buy the shares held by Hongkong and Shanghai Banking Corp.’s (HSBC).
In a disclosure to the Philippine Stock Exchange on Friday, June 29, SM Investments Corp said "We were informed that the existing stockholders of Ortigas Holdings Inc, which consist mainly of the Ortigas family, exercised their right of first refusal on OHI shares owned by Hongkong and Shanghai Banking Corp."

Partnering with Zobels instead
Despite the SM Group's keen interest to get into Mandaluyong's central business district for the past few years, the Ortigas family opted to parner with Ayala Land Inc for development of their Ortigas properties.
The same day SM informed the PSE of its failed bid, rival developer Ayala Land of the Zobel family announced its own strategic alliance with the Ortigases to develop key growth centers in Metro Manila.
Analysts had said if SM sealed the deal it would have been a "game-changer" that would have swelled their land bank to the size of Ayala Land's.
Now, Ayala Land is the Ortigases' group of choice and has agreed to enter the partnership at the latter's invitation. ALI will make an initial investment of P15 billion to help develop residential, office, retail and hotel components in various properties owned by the Ortigas group.
According to OHI's website, the growing urban center of Mandaluyong was known as Hacienda de Mandaloyon when it was acquired by the Ortigases in the mid 1900s. The vast property was then a "virtual wasteland" but has since transformed into skyline of highrises with growing commercial and industrial businesses.
For his part, Ayala Land CEO and President Antonino T. Aquino said in a statement, “We are privileged to be a part of this strategic alliance. We welcome the opportunity to participate in the development of these key areas in Metro Manila.”
“Many of our successful developments such as the Ayala Alabang, Cebu Park District, Bonifacio Global City, Trinoma, Nuvali, Abreeza Davao, and Centrio Cagayan de Oro were built on strong partnerships with various groups,” he added.
Ayala Land said it will contribute its expertise in building large scale developments and that the strategic alliance will be able to benefit from synergies with ALI's other integrated mixed-use communities in key business districts such as Makati, Bonifacio Global City, and Quezon City.

One is the old Vallejo Hotel in Baguio which we always connect with summer vacations, our fiestas at the plaza of Lucena City, Quezon and a certain strip along Shaw Boulevard that begins at Wack-Wack and ends at Cherry Grocery in Mandaluyong City.
This area of Shaw appealed to us because it was in a way a small thriving community. Suddenly, however, it has become the address of call centers, with talk rife of our beloved Cherry Grocery closing to give way to a Pure Gold branch. Doy and Celia Laurel’s home so far is the latest to go. The Jose P. Laurel property beside it is presently being utilized as Senator Manny Villar’s campaign headquarters but it will very soon be the site of a condominium complex.

“It’s time to give back,” said Pinky Yee, Goldilocks marketing director. “We take pride that Goldilocks is a homegrown Filipino brand, and for our company to last this long (47 years), we felt it’s about time we opened our doors to our patrons.”
Yee is talking about The Goldilocks Cake City. On Shaw Boulevard in Mandaluyong City, it’s an educational-cum-fantasy land for children who wish to know how cakes are made, decked and embellished, in a huge Willy Wonka-inspired cake factory.
The Mandaluyong cake plant services about a hundred Goldilocks stores in Metro Manila, with production operating 24/7. It has other facilities in Pangasinan servicing the central and northern part of Luzon, while its Cabuyao, Laguna, factory handles the Calabarzon and Bicol region.
For Visayas, Goldilocks has plants in Iloilo and Cebu. For Mindanao, two commissaries are in Davao and Cagayan de Oro.
The plant was an old cake factory, but renovated only five years ago to accommodate the cake tour concept. Liberal use of rainbow colors, spacious walkways, high walls and floor-to-ceiling glass windows complete the dream world.
