on most tollway you can see a long queue at the toll gate =(.
Mahaputra July 31st, 2004, 01:20 PM I reckon the tolls in Jakarta and other parts of Indonesia need to apply the electronic system like in sydney... cause it's so much mor convenient.. you dont have to stop.. just need to get the device which is basically free.. cause u just pay the deposit..

yeah.. that one.. so when u pass the toll gate.. u dont need to stop at all.. it'll just scan ur device thingy.. with infra red or sensor thingy.. ehehe
it's soo much better.. hope in the near future we'll have that in Jakarta..

Medan01 August 1st, 2004, 01:59 PM Sanhen, I think the highway in question is the Cililitan Interchange. You can see the interchange from inner city toll road to T. Priok, Bogor, and Cikampek. Also, the Jakarta Merak interchange is actually actually the highway entrance from Serpong / Cimone to Jakarta, BSD, and to Merak.

Last time I heard Jasa Marga will collecting toll fare electronically esp for Jabodetabek area. What they do now is finishing it's feasiblity study.. Maybe they will realising it next year..

sanhen August 2nd, 2004, 08:53 AM Developing a highway/tollway on top of Jakarta Streets is a difficult task. Since there is no alternative public transport etc, the goverment can not close the street coz it will seriously distrupt the economy.
So a new technology to build a flyover WITHOUT (or with minimal) closing the street under it is needed.
An Indonesian professor Dr. Sedyatmo (?) come out with an idea to build the base of the flyover vertical with the street and then rotate it.

The North South Link of Jakarta which is also known as Cawang -
Tanjung Priok toll road is a 16 km long toll road of which 12 km
is an elevated Flyover. It is an economically vital road. In the
south, it will be a meeting point to three highways at Cawang
Interchange. The three highways are Jagorawi Higway, which is
main gateway of Jakarta to the south of West Java, the Jakarta -
Cikampek highway which goes to the East, and the South West Arc
goes to the north of Jakarta linked to Soekarno - Hatta
International Airport. The north of the North South Link is the
harbour of Jakarta, Tanjung Priok where a proposed new harbour
road will be built linking the Harbour to the International
Airport. This will then be the Jakarta Inner Ring Road. The North
South Link is built over the old ring road of Jakarta The Jakarta
By Pass, which was built in the 60's which is already
overcrowded.
To build a new road alongside the old Jakarta By Pass would be
too costly because beside the land acquisition cost it is also
not pratical due to the number of intersection required. A
proposal was then made to build the elevated flyover over
existing Jakarta By Pass.
Main Structure:
--------------
The elevated structure will serve 6 lanes of traffic, having a
width of 25 m. A typical span between piers is 35 m. Post-
tensioned concrete pier head which is about 9 metres from ground
level is supported at the centre by single pier head (Pier Type
I). Eight on-off ramps are required for entry and exit from the
toll roads. This would require a wider roadway therefore 2 or 3
piers (pier Type II,III and IV) would be required to support the
pier Heads.
Simple post-tensioned beams are used throughout the structure
apart from Sunter flyover, which required a steel beam to cross
the Sunter River (span 1 x 45 km). A typical span would require
10 beams to support the deck slab. There are total of 318 piers
to constructed, over 4,100 beam to manufactured and area of over
300,000 m2 of deck slab to be cast in a period of 21 mounths.
Different grades of concrete varying from grade 23 to grade 50
are used for the structure. Reinforcing steel is grade 400 N/mm2.
Prestressing strand is grade 270 ksi, low relaxion. post-
tensioned cables are of the types E5-12 and E5-19. Prestressed
piles are used for the entire project for the foundation. A
typical pier would require 36 number 450 mm square piles driven
to depth of about 20 m. After the construction of the octagonal
2.75 thick pier. Sosrobahu is installed at the below the pier
head. Pier head is then cast parallel to the road axis, after
post-tensioning of pier head, the pier is turned 90 degrees to
its final coordinats. Post tensioned U shape cables are used to
connect the pier head to the pier. A total of 200 tonnes
prestressing force is applied by the four U cables.
Sosrobahu:
---------
In order to minimize traffic disturbance during the construction
of this flyover, the 450 tonnes pier head is turned 90 degrees. A
device is proposed and used for this project by the outhor which
Mr. Soeharto, President of Republik of Indonesia named
Sosrobahu, a named derived from a classical Javanese legend
meaning a thousand (Sosro) of shoulders (bahu). The Sosrobahu
device is a Hydraulic Non Friction Rotating Device, it is a flat
jack with a diameter of 80 cm. Technical code LPBH 80. The
device is place in the centre of the pier. A gap of 20 mm is made
between the pier and pier head.
The pier head is then cast over the pier parallel to road axis.
After post-tensioning of the pierhead, oil is injected into the
device until the force produced by the oil pressure nearly equals
the weigh of the pier head, then the pier head is turned 90
degrees. Oil pressure is then released and the gap injected with
non shrink gout. Four post-tensioned U cables of total ultimate
capacity of 600 tonnes are then inserted through the pier head
and pier, post-tensioned and grouted.

TEMPO Interaktif, Bekasi: Tahun depan Pemerintah Kabupaten Bekasi akan membangun jalan tol sepanjang 45 kilometer yang menghubungkan kawasan Cikarang dengan Tanjung Priok. Jalan tol yang akan diberi nama tol Karang Tanjung itu direncanakan dapat menunjang pembangunan infrastruktur dan ekonomi di kawasan utara Bekasi.
Kepala Badan Perencanaan dan Pembangunan Daerah Bekasi Atmadjaya mengatakan, usulan pembangunan ruas tol tersebut sudah disetujui Departemen Permukiman dan Prasarana Wilayah. Pembangunan jalan tol yang akan menelan dana Rp 2,3 triliun dimulai dari sekitar pintu tol Cikarang Timur ke arah utara. Ruas jalan itu akan membelah wilayah Kecamatan Tambelang, Tarumajaya, kemudian baru menembus wilayah Tanjung Priok, Jakarta Utara. "Tapi dokumen studi belum bisa kami jelaskan karena menyangkut aspek sosial dan ekonomi," ujarnya.
Pembangunan jalan yang seluruh jaringan jalan pendukungnya sudah disetujui pemerintah pusat, kata Admadjaya, akan melibatkan PT Jasa Marga. Dengan adanya jalan ini, otomatis pertumbuhan ekonomi di kawasan utara bakal terpacu. "Nanti membuka lapangan kerja baru. Sekaligus akan membuka permukiman, kawasan baru," kata dia.
Dia menjelaskan, pembangunan jalan tol tersebut terkait dengan disiapkannya kawasan bagian utara Bekasi sebagai kawasan industri dan permukiman. Sebab, di wilayah itu potensi pertumbuhan ekonomi sangat besar. Selain itu, letak geografisnya paling dekat dengan Ibu Kota Jakarta. "Secara ekonomi pembangunan jalan tol tersebut sangat menguntungkan dan merupakan bagian dari peningkatan kesejahteraan," ujarnya.
Saat ini infrastruktur yang tersedia di Bekasi belum memadai untuk menunjang pembangunan perekonomian kabupaten tersebut. "Agar lebih maju, Bekasi membutuhkan lebih banyak infrastruktur," kata Admadjaya.
Pemerintah Kabupaten Bekasi berharap pembangunan jalan tol Cikarang-Priok dapat meningkatkan lapangan pekerjaan dan permukiman baru. Sementara itu, Bupati Bekasi Saleh Manaf mengatakan, pembangunan jalan tol Karang Tanjung merupakan terobosan pemerintah kabupaten untuk mengembangkan sarana transportasi, mengembangkan kawasan, dan mengembangkan perekonomian masyarakat.

Pembentukan BPJT Akan Mengakhiri Peran Jasa Marga
JAKARTA - Pemerintah membutuhkan dana sebesar US$ 7,73 miliar atau sekitar Rp 70 triliun (kurs Rp 9.000 per dolar AS) untuk membangun jalan tol sepanjang 1.486 kilometer (km) di seluruh Indonesia. Pembangunan jalan tol itu akan dibagi dalam tiga tahap sesuai kriteria prioritas.
"Indikasi ruas yang akan kami bangun sudah ada. Kami akan mengerjakan prioritas pertama dan kedua dulu setelah itu baru prioritas ketiga. Jika BPJT (Badan Pengatur Jalan Tol) sudah terbentuk nanti, kami harapkan pembangunan ini bisa cepat terwujud," ujar Direktur Jenderal Prasarana Wilayah Departemen Pekerjaan Umum, Hendrianto Notosoegondo, Rabu (27/10).
Hendrianto menjelaskan, prioritas pertama total sepanjang 64 km dengan biaya investasi sebesar US$ 325 juta. Ruas-ruas yang masuk prioritas pertama yakni Jalan Lingkar Luar Jakarta (Jakarta Outer Ring Road/JORR) seksi W-1 yakni dari Kebon Jeruk ke Penjaringan (10 km), kemudian JORR seksi E2E3 Cikunir-Cakung/Cakung-Cilincing (14 km), dan Cikampek-Padalarang tahap II (40 km).
Sedangkan prioritas kedua sepanjang 356 km dengan total investasi yang dibutuhkan sebesar US$ 1,66 miliar. Untuk prioritas kedua ini terdapat 17 ruas jalan tol, termasuk ruas Cikampek-Cirebon sepanjang 114 km yang saat ini sudah memasuki tahap pembebasan tanah. Kemudian prioritas ketiga sepanjang 1.066 km atau 21 ruas dengan kebutuhan dana investasi sebesar US$ 5,75 miliar.
Dijelaskan, sesuai dengan UU 38/2004 tentang Jalan Tol, sumber dana pembebasan tanah dapat berasal dari pemerintah dan atau badan usaha. "Memang yang selalu menjadi masalah adalah soal pembebasan tanah. Tetapi ada kabar baik dari BPN (Badan Pertanahan Nasional), mereka sudah menyosialisasikan RUU Pembebasan Tanah untuk Kepentingan Umum. Nantinya transaksi di atas tanah akan ada pembatasan-pembatasan," ujar Hendrianto.
Dikatakan, nantinya transaksi pembebasan tanah harus dengan pemerintah atau pihak lain yang ditunjuk pemerintah. Hal ini untuk memudahkan pemerintah membangun prasarana jalan.
Pembentukan BPJT
Sementara itu, Menteri Pekerjaan Umum, Djoko Kirmanto mengungkapkan, setelah UU 38/2004 ditandatangani Presiden Megawati Soekarnoputri pada 18 Oktober lalu, pemerintah harus membentuk BPJT selambat-lambatnya 12 bulan setelah UU ditandatangani. Terbentuknya BPJT, berarti mengakhiri peran PT Jasa Marga yang selama ini bertindak sebagai regulator sekaligus operator jalan tol di Indonesia.
Dijelaskan, tuntutan dibentuknya BPJT sudah lama dirasakan yakni ketika peran ganda Jasa Marga yang semula hanya sebagai operator kemudian mendapat pelimpahan wewenang dari pemerintah untuk juga berperan sebagai regulator.
Jasa Marga akhirnya menjadi pemegang otoritas tunggal penyelenggara jalan tol di Indonesia. Hal itu malah menimbulkan berbagai konflik kepentingan dan titik rawan yang tidak menguntungkan bagi pengembangan dan penyelenggaraan jalan tol. Sejak 1978 hingga saat ini, panjang jalan tol yang beroperasi hanya 606 km. Artinya, Indonesia hanya mampu membangun jalan tol sepanjang 24 km tiap tahun.
Djoko menjelaskan, tiga tugas BPJT adalah pengaturan jalan tol yang mencakup pemberian rekomendasi tarif awal dan kenaikannya kepada Menteri serta pengambilalihan jalan tol pada akhir masa konsesi dan pemberian rekomendasi pengoperasian selanjutnya kepada pemerintah.
Selain itu, pengusahaan jalan tol yang mencakup persiapan pengusahaan jalan tol, pengadaan investasi, dan pemberian fasilitas pembebasan tanah. Tugas terakhir adalah pengawasan jalan tol mencakup pemantauan dan evaluasi pengusahaan jalan tol dan pengawasan terhadap pelayanan jalan tol. (Y-4)

Overly Ambitious?
The government is to construct 1,600 kilometers of toll roads within a five-year period. It has its eyes on funds belonging to Jamsostek, the state social security service.

THIS is not the legend of Bandung Bondowoso, who tried to build 1,000 temples in a single night. It's the story of the government of President Susilo Bambang Yudhoyono, which is planning to construct a total of 1,600 kilometers of toll roads divided up into 49 sections on the island of Java, as well as several areas on the islands of Sumatra and Sulawesi, within five years.
This grand plan was revealed by President Yudhoyono far away in Santiago, Chile, while he was attending the recent leaders' summit of member nations of the Asia-Pacific Economic Cooperation (APEC). The construction of these new toll roads is viewed as a way of both making transportation more efficient and spurring on investment. This in turn will result in the wheel of economy moving faster, thus leading to improvements in the welfare of the people in the future. Amen.
It is estimated that this giant undertaking will end up costing in the region of Rp90 trillion and it is clear that it will be by no means easy. During the New Order era, from 1978 onwards, the government only managed to construct 600 kilometers of toll roads. In other words, an average of only 24 kilometers a year. And since the economic crisis in 1998, construction on tens of toll road projects has come to a complete halt.
Compared to Malaysia, Indonesia has been left far behind. This neighboring country only started constructing toll roads in 1989, in fact learning from the construction of the Jagorawi toll road. However, Malaysia has now already constructed 3,000 kilometers of toll roads.
What about China? Don't even ask! Although toll road construction didn't in fact begin until 1991, up to now China has already completed construction of 19,000 kilometers of toll roads. In other words, an average of around 1,500 kilometers of new toll roads per year.
The lower level of construction of toll roads in Indonesia is indeed odd, especially bearing in mind that traffic flows on the island of Java are five times greater than in Malaysia. Although in this neighboring country, toll road construction is a profitable business that attracts many investors, in Indonesia profits have to be really high in order to be able to attract investment.
Aburizal Bakrie, Coordinating Minister for the Economy, has officially stated that the interest rate of return (IRR) on toll road projects in Indonesia is on average 18 percent. Taking into account that bank interest is currently 12 percent on loans, according to Bakrie, "Investors can still make a profit of 6 percent."
Documents detailing planned toll road development have been obtained by Tempo and these indicate that there are several sections with a higher IRR. Examples of this are the Gempol-Pandaan and Waru-Wonokromo-Tanjung Perak section in East Java, where the IRR is 21 percent. It is even estimated that the Surabaya-Madura toll bridge will end up providing investors with 24 percent profit.
Being careful about calculating profits in the toll road construction business is no new story. In the past, estimated payback periods for toll road projects were extremely conservative, usually between 12 and 15 years. In reality, once a toll road is in operation, investors get their money back within a seven to eight year period.
This has been made possible because of the rapid increase in the amount of vehicles using toll roads in Indonesia. One case in point is the Jakarta inner city toll road, which is now often subject to traffic jams. When it was constructed, it was estimated that only between 30,000 and 40,000 vehicles a day would use this toll road. However, current estimates put usage in excess of 350,000 vehicles per day.
Infrastructure observer Reviansyah pointed out the attractive similarities in the toll road business and the telecommunications business. "Every time someone makes a telephone call or travels via toll road, money comes in even when one's fast asleep," he said. However, the situation is somewhat like the adage: where there's honey, there are sure to be ants as well.
The appeal of the toll road business in the past attracted those hunting for a quick profit. Because they had connections with those in power, these middlemen "won" tenders but then sold on their licenses to investors for large commissions. This resulted in the marking up of projects becoming a common practice.
It was this practice that caused such a backlog in the construction of toll roads in Indonesia. In addition, there were further obstacles such as limited funding, difficulties in land acquisition and clearance, uncertainties over the setting of tariffs and of course the economic crisis.
In order to get toll road construction going again, the government has already made efforts to improve the investment climate. One example of this is the revising of State Decree No. 13/1980, which has now become State Decree No. 38/2004 regarding Roads. Under this new legislation, the government guarantees that toll tariffs will be increased once every two years. Tariff increases will be determined based on the difference in value of the previous tariff compared to the inflation rate.
In addition, tariffs will no longer have to be determined by the president, now it is sufficient for this to be carried out at ministerial level. "The bureaucracy is thus made much more simple," said Hendrianto Noto Soegondo, Director-General for Regional Infrastructure at the Department of Public Works. In order to attract investors, toll tariffs will be announced once business plans have been submitted. This is in fact completely different to the situation in the past, when tariffs were only announced once project construction was completed.
As regards land acquisition and clearance, the government now provides investors with the opportunity to negotiate directly with the landowners concerned. The agreed land value will then be calculated in order to determine the concession period. "I feel that this sort of assurance will certainly be of interest to investors," said Hendrianto.
Another alternative is government support in preparing initial funding for land acquisition. These funds will be repaid by investors and reused for land acquisition in other areas on a revolving fund basis. Restrictions as regards the price paid for land will be determined in line with the tax object sales value (NJOP) level. If the price is higher than the NJOP, the government will pay the excess with funds out of the state budget. Another proposal is the freezing of land sales along toll road corridors based on regional regulations. This method is considered effective in order to prevent the practice of land speculation.
If there still are stubborn landowners, then an even stronger weapon is being prepared, the annulment of right in line with existing legislation. Even if this results in a lawsuit, this will be settled without having to delay construction.
The government is also going to separate the roles of regulator and operator, which were previously both held by PT Jasa Marga. Now the government has already set up the Toll Road Regulator Board (BPJT) and Jasa Marga will remain as the sole operator—together with other investors.
One matter that is still a problem is financing. Several alternatives have been tried, ranging from private sector investment to soft loans from overseas and including the setting up of funds collectively referred to as the Toll Road Infrastructure Investment Fund (DIIJT). This fund is made up of stocks and assets managed collectively under investment contracts to attract market players in line with the State Decree on the Capital Market as well as existing regulations of Bapepam, the Capital Market Supervisory Agency.
However, according to Bakrie, in the short term the government is more likely to support domestic banks and pension funds being involved in financing the construction of toll roads. "Pension funds are long-term in nature, so they are ideal for financing the construction of toll roads," he said.
Bakrie quite openly acknowledged he had his eyes on the funds totaling some Rp40 trillion managed by Jamsostek, the state-owned social security service. "According to Pak Sugiharto (State Minister for State Enterprises), between Rp28 trillion and Rp30 trillion of these funds could be used to finance long-term projects," he said.
In order to create a greater sense of security as far as investors are concerned, according to Bakrie, the government is also prepared to issue "comfort letters" (see Aburizal Bakrie: "The government will provide a Comfort Letter"). These are in fact letters "with magic powers" that guarantee the government will not halt projects. Bakrie went on to say that comfort letters such as these are a prerequisite required by many financing institutions.
Bakrie remains optimistic that the construction of toll roads totaling 1,600 kilometers in length can be completed on target. However, Reviansyah feels differently. Pointing out there are still many problems, plus the fact that there has been no real test run yet, this toll road expert who graduated from Bradford University in the UK says he considers the project to be extremely ambitious.
Reviansyah also pointed out that the estimated amount of time to complete one section of toll road is two years. Therefore, bearing in mind that there are 49 sections in the total expanse of 1,600 kilometers, then every two years at least construction of at least 24 sections have to be worked on simultaneously. "Is there really sufficient financing and expertise available?" he asked.
He estimates it would be more realistic to be looking at constructing just 700 kilometers during the five-year period. "This is already twice as much as the current amount," he said.

TEMPO Interaktif, Jakarta: Pimpinan Proyek Jalan Lingkar Luar Jakarta (JORR) Veteran-Ulujami, Poncoyono Sudiro, optimis pembangunan JORR berjalan sesuai rencana. "Target membuka JORR awal April mendatang sepertinya bisa dicapai," katanya kepada Tempo saat ditemui di lokasi proyek, Jakarta, Sabtu (19/2).
Jalan raya yang memotong pembangunan JORR sampai hari ini masih dibuka sehingga cukup mengganggu pembangunan maupun lalu lintas. Kemacetan tidak dapat dihindari karena mobil-mobil yang melintas berjalan cukup hati-hati. Hal ini disebabkan, bahu jalan berkurang karena digunakan untuk meletakkan pembatas antara lokasi proyek dengan jalan raya. Namun, dari segi keamanan, pihak pembangunan JORR tampak sangat memperhatikan, karena antara proyek dan jalan raya diberi batas sekitar dua meter. Beberapa orang tampak ikut mengatur lalu lintas.
Sebenarnya, kemacetan bisa dihindari, pembangunan proyek pun tidak perlu terganggu oleh lalu lintas jika jalan yang memotong lokasi proyek ditutup dan lalu lintas dipindahkan ke on ramp, jalan masuk tol, yang telah selesai dibuat dua hari yang lalu, Kamis (17/2). "Tapi, kami menunggu dinding penahan tanah tol selesai dibangun," kata Ponco sambil menunjuk para pekerja yang sedang menyelesaikan pembangunan retaining wall.
On ramp, menurut Ponco, baru akan dibuka pada Senin (21/2). Sampai saat ini, menurut seorang petugas dari PT. Hutoma Karya, yang menjadi rekan Jasa Marga dalam pembangunan JORR tersebut, baru 80 meter dinding pembatas yang diselesaikan dari keseluruhan 95 meter . "Mungkin besok, Minggu (20/2) sudah dapat kami selesaikan," katanya. Jalan yang dibuat di atas tembok pembatas merupakan jalan transisi antara jalan raya ke jembatan dan sebaliknya.
Ponco menjelaskan, hanya ada satu kendala yang mereka temui dilapangan, yaitu hujan. Pekerja bangunan yang berjumlah sekitar 200 orang itu bekerja 24 jam sehari, tujuh hari seminggu, secara bergantian. Tapi bila hujan, terutama pada malam hari, mereka terpaksa menghentikan pekerjaan.

Bank Mandiri Sediakan Rp 5 Triliun untuk Proyek Jalan Tol

TEMPO Interaktif, Jakarta:Direktur Utama PT Bank Mandiri Tbk. ECW Neloe mengatakan, Bank Mandiri----bekerja sama dengan bank-bank asing dan bank-bank lokal----akan menyiapkan dana Rp 5 triliun untuk proyek pembangunan jalan tol.
“Proyek pembangunan jalan tol merupakan bisnis yang bagus,” kata Neloe di Jakarta hari ini. Namun, Neloe tidak mau menyebutkan akan bekerja dengan bank internasional mana saja. “Yang pasti bukan Singapura, Hongkong, dan Malaysia,” katanya.
Dia menambahkan, Bank Mandiri akan ikut tender proyek infrastruktur pada Maret ini. Namun, dia belum dapat memastikan proyek-proyek mana saja yang akan diambil. “Perkiraan kami, tahun ini untuk jalan tol saja Rp 5 triliun,” katanya.

Pemerintah telah memberikan izin kepada PT Jasa Marga untuk membangun sekaligus mengusahakan tiga ruas tol yakni Bogor Ring Road, Gempol-Pasuruan, dan Semarang-Solo.
Menteri Pekerjaan Umum (PU) Djoko Kirmanto di Jakarta, Jumat mengatakan, pemerintah berharap BUMN jalan tol itu segera merealisasikan pembangunan ketiga ruas tol itu. Ketiga ruas dengan panjang panjang 126,2 km dengan perkiraan investasi Rp5,7 triliun yang diusulkan Jasa Marga itu termasuk ke dalam program pemerintah dalam pembangunan infrastruktur selama tahun 2005-2009.
Direktur Utama PT Jasa Marga Syarifuddin Alambai mengatakan, persetujuan itu dikeluarkan melalui Surat Keputusan Menteri PU tertanggal 17 Februari 2005. "Kami segera menyelesaikan desain dan pengadaan tanah untuk ketiga ruas tersebut," ujarnya.
Ruas Bogor Ring Road yang mencapai 11,2 kilometer, kebutuhan investasinya mencapai Rp1 triliun. Proyek yang direncanakan melewati Baranangsiang-Sentul-Kedung Badak-Cilebut-Cibadak-Darmaga itu bekerja sama dengan Pemda Jabar dan Bogor.
Pada tahap pertama, Jasa Marga akan membangun ruas Sentul-Kedung Badak, selanjutnya Cilebut-Cibadak, Kedung Badak-Cilebut, Cibadak-Darmaga, dan terakhir Baranangsiang kembali ke Sentul.
Sementara, ruas Gempol-Pasuruan sepanjang 32,4 km menelan dana hingga Rp1,5 triliun. Proyek yang bekerja sama dengan Pemda Jatim dan Pasuruan itu direncanakan mulai tahun 2006 dan ditargetkan selesai 2008.
Untuk ruas tol Semarang-Solo, Jasa Marga juga akan bekerja sama dengan pemerintah daerah setempat. Proyek ruas tol Semarang-Solo sepanjang sekitar 82,6 km diperkirakan menelan investasi Rp3,2 triliun. (Ant/Egi)

JAKARTA - Direktur Utama PT Jasa Marga (Persero), Syarifuddin Alambai, mengatakan, pihaknya menjamin pembangunan jalan tol Cikampek-Padalarang tahap II (Cipularang II) selesai sesuai jadwal yang ditetapkan, yakni akhir Maret 2005. Awal April, sudah bisa dilakukan uji coba, dan saat ini sudah selesai 82 persen.
"Kita yakin sebelum bulan ini berakhir, pekerjaan sudah selesai sehingga awal April sudah bisa uji coba, sebelum digunakan oleh delegasi Konferensi Asia Afrika (KAA) pada peringatan hari jadi ke-50 KAA di Bandung," ujarnya di Jakarta pekan lalu.
Ada kepastian, setelah selesainya pembangunan rel layang permanen di atas ruas tol sepanjang 32 meter dengan dua bentang, Jumat. Pengerjaan penyambungan akhir dilakukan sejak Kamis (3/3) pukul 23.30 WIB hingga Jumat pukul 03.00 WIB guna menghindari terhambatnya jalur KA di atas rel yang biasa dilalui KA Parahyangan, Argo Gede, dan KA barang. Rel layang ini berada di ruas Purwakarta-Plered, Kabupaten Purwakarta, katanya.
Pemimpin Proyek Seksi 2, Soewandi Daud, mengatakan, desain Seksi 2 memang memotong lintasan KA. Jalan tol Cipularang akan berada di bawah lintasan KA. Karena itu, akhirnya dilakukan pemotongan pada lintasan tersebut dan dibangun jembatan sementara untuk menopangnya.
Selanjutnya, jembatan tersebut diganti dengan jembatan permanen dengan rangka beton. "Jadi, semacam under pass. Kereta api di atas, jalan tol di bawah," katanya.

Dijelaskan, hal krusial yang harus diselesaikan cepat adalah pekerjaan tanah. Seksi 4.4 kemarin agak tertinggal dalam pekerjaan tanah. Tapi, begitu pekerjaan tanah selesai bisa cepat sebab untuk pekerjaan perkerasan bisa cepat. (N-6)

Dongkrak Mengilhami Teknologi Sosrobahu
SAAT krisis ekonomi menerpa Indonesia, sejak itu pula mundurnya jasa konstruksi di tanah air. Padahal kemampuan jasa konstruksi Indonesia tidaklah kalah bila dibandingkan negara-negara lain, terutama di Asia. Ada sejumlah prestasi besar putra-putra Indonesia yang membuat bidang jasa konstruksi Indonesia dihargai tinggi. Misalnya Prof.Dr.Ir. H. Soetami, yang pernah menjabat sebagai Menteri Pekerjaan Umum. Beliau adalah penemu teknik beton pratekan. Kemudian Prof.Dr.Ir. Rooseno, pakar beton bertulang Indonesia yang diakui memiliki karya cipta yang sejajar dengan karya cipta ahli-ahli beton bertulang dari Eropa.
Ada lagi satu nama yang bahkan juga terkenal di dunia yaitu Dr.Ir. Tjokorda Raka Sukawati, pencipta teknik "landasan putar bebas hambatan (LPBH) 80" atau yang lebih terkenal dengan istilah Teknologi Sosrobahu. Karya teknik ini menjadi bukti, bidang konstruksi Indonesia maju dan modern serta dapat dipertanggungjawabkan secara kualitas teknis.
Tjokorda Raka Sukawati lahir di Ubud, Bali. Ia mendapatkan gelar insinyur dari Departemen Teknik Sipil ITB. Kemudian ia meniti karier pada PT Hutama Karya, salah satu pelaku jasa konstruksi utama di Indonesia, sampai akhirnya menjadi direktur di perusahaan tersebut. Sekira tahun 1987 Tjokorda Raka terlibat dalam pekerjaan projek jalan layang yang memiliki panjang total sekira 16,5 km di Cawang, Jakarta. Dari sinilah penemuan teknologi Sosrobahu bermula.
Saat itu timbul kesulitan tentang cara meminimalkan efek negatif yang timbul dari pembangunan jalan layang pada kawasan-kawasan dengan arus lalu lintas sibuk serta pada kawasan yang memiliki banyak persimpangan. Muncul ide untuk membuat kepala tiang penyangga sejajar dengan ruas jalan kemudian diputar melintang di atas ruas jalan. Tapi bagaimana cara memutar beton? Pertanyaan itu kemudian menjadi obsesinya.
Berputar
Suatu pagi beliau ingin memperbaiki mobilnya sendiri, karena garasi mobilnya miring pembantu Tjok. Raka kemudian mengganjal ban belakang mobil. Tapi, rupanya hanya satu ban belakang yang diganjal selain itu ternyata rem tangan mobil juga lupa ditarik, sehingga saat Tjokorda Raka memompa dongkrak hidrolik untuk mengangkat roda depan mobil, tiba-tiba mobil menjadi berputar. Penyebabnya adalah lantai garasi yang licin dan hanya satu ban belakang yang diganjal. Timbul inspirasi dalam dirinya, sehingga pagi itu juga Tjokorda Raka urung memperbaiki mobil.
Ia mulai merancang alat yang dibayangkannya mampu memutar beton yang memiliki berat berton-ton. Ia mendatangi bengkel, melihat lift yang mampu mengangkat mobil menyerupai lift itu. Setelah dicoba diisi beban, lalu diangkat. Macet.
Ia kemudian meninggalkan inspirasi dari lift di bengkel mobil tersebut. Tjokorda Raka mencoba cara lain. Ia kemudian memadukan hukum gesekan untuk memutar beban dengan hukum Pascal untuk mengangkat beban lalu meminta seseorang membuatkannya model untuk diuji coba. Berhasil! Ketika diuji dengan beban berkekuatan 85 ton maupun 180 ton. Berhasil lagi. Ia berhasil membuat alat putar silinder yang mencengangkan teknologi konstruksi. "Saya menangis terharu, penuh rasa syukur," kenang Raka.
Karya teknik ini kemudian diterapkan pada pengerjaan projek jalan layang yang dita-nganinya tersebut, tiang penyangga jalan yang sudah kering dan dibangun sejajar ruas jalan kemudian diputar 90 derajat melintang jalan. Caranya, sepasang piringan baja berdiameter 80 cm dipasang di bawah tiang penyangga, setelah tiang tersebut kering, didalamnya dipompakan automatic transmission fluid (ATF) atau oli pelumas sebanyak 78,05 kg/cm2. Dengan teknik tersebut tiang penyangga yang bobot kepalanya saja mencapai 480 ton dengan mudah dapat diputar. Dan jadilah jalan layang tol Cawang-Tanjung Priok itu flyover (jalan layang) pertama di dunia yang memakai teknik "pemutaran kepala tiang penyangga jalan layang".
Karya ciptaan Raka ini kemudian diresmikan Presiden Soeharto (presiden saat itu) dengan nama Sosrobahu. Bahkan presiden ikut memberi dukungan politis terhadap pematenan karya cipta ini.
Saat ini teknologi Sosrobahu sudah diekspor ke Filipina, Malaysia, Thailand dan Singapura. Salah satu jalan layang terpanjang di Metro Manila, yakni ruas Vilamore-Bicutan adalah buah karya teknik ciptaan Tjokorda. Selain itu, masih ada 134 projek lain berteknologi Sosrobahu di Filipina serta 35 projek di Malaysia. Saat teknologi Sosrobahu diterapkan di Filipina. Presiden Filipina Fidel Ramos berujar, "Inilah temuan Indonesia, sekaligus buah ciptaan putra ASEAN."
Teknologi Sosrobahu adalah sukses besar di bidang konstruksi yang ditorehkan putra Indonesia dan diakui dunia

We have it in north sumatra and some plan for other provinces in Sumatra.
The toll road Surabaya-Jakarta or more Surabaya-Merak is known as Trans Java and it is in fact underconstruction. The project is broken into hundred of projects connecting cities from west to east of Java.

Pemerintah Tunjuk Empat Investor Garap Empat Ruas Tol
Pemerintah menunjuk empat investor swasta untuk menggarap empat ruas jalan tol yang ditawarkan pada tender investasi tahap I. Dari empat pemenang tender, satu konsorsium berasal dari Malaysia.
Demikian diungkapkan Menteri Pekerjaan Umum Djoko Kirmanto di Jakarta, Kamis (22/9). Keempat pemenang tender tersebut yaitu konsorsium Citra Wasphutowa akan menggarap ruas Depok-Antasari, MTD Capital-Nusa Cipta (Cikarang-Tanjung Priok), Translingkarkita Jaya (Cinere-Jagorawi), dan Bosowa Marga Nusantara (Makassar Seksi IV).
Namun satu pemenang yaitu MTD Capital masih harus melakukan negosiasi dengan pemerintah lagi. Pasalnya tarif yang mereka tawarkan jauh di atas patokan yang dibuat pemerintah.
"Jika tetap tidak cocok akan kita batalkan dan ruasnya akan ditender ulang," ujarnya.
Pada kesempatan itu, Djoko juga mengungkapkan, sebagai kelanjutan hasil tender tahap I, pihaknya akan melelang 18 ruas tol baru pada tender tahap II. Dari ruas tersebut termasuk Medan-Binjai dan Cileunyi-Sumedang-Dawuan yang tidak laku saat tender tahap I. "Prakualifikasinya dimulai pada 17 Oktober 2005," ungkapnya.
Disebutkan, untuk memuluskan pencapaian tender itu, pihaknya memerbaiki beberapa peraturan yang dianggap menyulitkan calon investor. Beberapa peraturan yang akan direvisi adalah Keppres No.7/1998 tentang Pembangunan dan Pengusahaan Infrastruktur oleh Badan Usaha serta review dan perbaikan dokumen tender.

Proses investasi jalan tol ruas Cinere-Jagorawi dimulai. Hal itu ditandai dengan diumumkan konsorsium Translingkarkita Jaya sebagai pemenang tender investasi jalan tol sejauh 14 kilometer tersebut.
Konsorsium itu menawarkan tarif awal paling rendah sebesar Rp 428,59 per kilometer.
Selain itu, Menteri Pekerjaan Umum (PU) Djoko Kirmanto juga mengumumkan konsorsium Bosowa Marga Nusantara sebagai pemenang investasi tol Makassar Seksi IV. Tarif awal yang ditawarkan investor tersebut hanya Rp 432 per kilometer atau lebih murah Rp 87 dari pesaingnya, Zecon Majulia Istaka Capital.
Pemenang tender investasi tol diutamakan investor yang menawarkan tarif awal terendah sebab akan lebih menguntungkan masyarakat. Bahkan, sebelum diputuskan, kami sudah meminta klarifikasi tentang pengkajian tarif yang murah sehingga tak menimbulkan persoalan di kemudian hari, kata Menteri PU.
Sementara itu, ruas Depok-Antasari (18,2 kilometer) dan Cikarang-Tanjung Priok (53 kilometer) belum diputuskan pemenangnya. Karena Departemen Pekerjaan Umum (DPU) masih bernegosiasi dengan calon investor yang lolos seleksi tentang tarif awal.
Untuk ruas Depok-Antasari, calon pemenangnya adalah Citra Wasphutowa. Konsorsium tersebut menawarkan tarif awal Rp 520 per kilometer. Tarif itu dinilai masih terlalu tinggi sebab hasil pengkajian DPU hanya sekitar Rp 500 per kilometer.
Calon pemenang tol ruas Cikarang-Tanjung Priok adalah MTD Capital Nusa Cipta. Akan tetapi, tarif awal yang ditawarkan cukup tinggi, yakni Rp 780 per kilometer. Padahal, idealnya Rp 500 per kilometer.
Dalam negosiasi, DPU dan calon investor mengajukan argumentasi tentang penentuan tarif awal di kedua ruas. Dari sana akan diketahui, pengkajian mana yang benar. “Apabila kajian kami yang benar, calon investor harus mengikutinya. Jika ditolak, langsung digugurkan dan segera dibuka tender ulang lagi. Sebaliknya, kalau kajian mereka yang benar, kami pun siap mengikutinya. Namun, sejauh ini rasanya kajian kami tidak keliru,” ujar Direktur Sistem Jaringan Prasarana DPU Nurdin Manurung yang menyebutkan negosiasi berlangsung hingga dua pekan mendatang.

Pemerintah akan membangun sepanjang 1.700 kilometer jalan tol dalam kurun waktu lima tahun atau 340 km/tahun. Ini sebagai langkah kondusif untuk menarik minat investor menanam investasi bagi pengadaan infrastruktur.
Bahkan pembangunan jalan tol Medan-Binjai dan Medan-Tebing Tinggi cukup berpotensi. Soalnya di Sumatera Utara termasuk banyak masyarakat yang menggunakan jalan tol.
Hal itu diungkapkan Zuhdi Saragih, Kepala Bagian Humas PT Jasa Marga (Persero) Pusat menjawab pertanyaan wartawan di Aula Jasa Marga Cabang Medan, Selasa (4/10).
Dia mengemukakan itu dalam temu pers berkaitan dengan peningkatan pelayanan Jalan Tol sebagai wujud komitmen BUMN itu terhadap kepuasan pemakai jalan tol di Indonesia.
Pelayanan tersebut antara lain meliputi penambahan lajur, pelebaran jalan, penambahan kendaraan operasional dan perubahan sistem transaksi.
Zuhdi didampingi Kepala Cabang Jasa Marga Belmera Ir Zahir Siregar MM menyatakan jika rencana pembangunan jalan tol Medan-Binjai maupun Medan Tebing Tinggi digulir, Jasa Marga sebagai pelaku usaha atau investor siap mengikuti tender.
“Soalnya Jasa Marga sekarang bukan lagi regulator, tapi pengelola jalan tol, investor maupun operator. Melihat peluang tender disegi kemampuan dana kita tidak ada masalah sepanjang proyek tersebut menguntungkan perusahaan”, kata Zuhdi.
Dia menilai dengan melihat secara kasat mata seperti Medan-Binjai dan Medan-Tebing Tinggi cukup menarik untuk dibangun jalan tol karena volume lalulintas begitu padat. Apalagi sumber daya tersedia, ini suatu potensi.
“Kita sudah berbincang-bincang dengan walikota kalau membangun jalan tol aksesnya tidak lagi ke pinggir seperti perkembangan sekarang ini. Namun akses jalan tol ke kota misalnya dari Denai ke Belawan-Medan-Tanjung Morawa (Belmera)”, jelas Zuhdi.
Diakuinya pertambahan jalan tol di Indonesia lamban. Bahkan tertinggal di banding Malaysia. Karena terkendala di segi pembebasan tanah.
Investor melihat ada dua masalah utama yang menghambat iklim investasi jalan tol di tanah air yaitu masalah lahan dan kepastian tarif tol.
Kalau di Malaysia ada permasalahan dalam pembebasan lahan katanya, investor jalan terus dan urusan diselesaikan di pengadilan.
Soalnya pemerintah negara jiran itu sudah menyiapkan aturan khusus. Proyek pembangunan jalan tol dapat terus berjalan sesuai rencana.
Menurut Zuhdi untuk mengatasi kendala di Indonesia pemerintah telah melakukan berbagai terobosan. Ini diharapkan dapat mendukung terwujudnya pembangunan infrastruktur tersebut.
“Untuk pengadaan lahan pemerintah telah mengeluarkan Perpres Nomor 36/2005. Sedangkan untuk masalah tarif tol berdasarkan UU Nomor 38/2004 dan PP 15/2005. Dengan lahirnya UU tersebut akan dapat menggairahkan investor”, jelas Zuhdi yang juga didampingi Ir Beni Dewi Septiadi MM, Kepala Bagian Operasi Jasa Marga Cabang Belmera.
Menyinggung tentang penyesuaian tarif, Zuhdi mengatakan Jasa Marga sebagai pelaku usaha jalan tol kini baru pertama kali penyesuaian tarif.
Artinya operator jalan tol dapat mengajukan penyesuaian tarif 2 tahun sekali berdasarkan tarif lama yang disesuaikan dengan pengaruh inflasi.
“Usulan penyesuaian tarif tol ini katanya meliputi ruas tol yang sudah dua tahun atau lebih. Terakhir kali Kppres kenaikan tarifjalan tol pada 11 Juni 2003. Sedangkan untuk Jalan Tol Jagorawi dan Cengkareng sudah sejak 1992 belum pernah penyesuaian”, katanya.
Meski selama 13 tahun tidak ada kenaikan tarif, namun upaya peningkatan pelayanan di Jagorawi ini secara periodik juga dilakukan. Seperti penambahan lajur Cawang sampai dengan Sentul Selatan, pelebaran Ramp TMII dan lainnya, jelas Zuhdi.
Dibanding penduduk Indonesia 200 juta lebih, pengaruh kenaikan tarif jalan tol sangat kecil. Hanya berdampak pada kalangan masyarakat golongan menengah ke atas.
Kenaikan tarif ini diharapkan tidak menimbulkan dampak berarti bagi masyarakat penumpang umum. Untuk jenis penumpang umum kata Zuhdi (kecuali taksi) akan diberikan diskon melalui Karcis Langganan Tol (KLT). Sehingga angkutan yang dipergunakan masyarakat menengah ke bawah tidak akan terasa kenaikan tarif tersebut.
Tentang peningkatan pelayanan jalan tol Belmera, Zahir mengakui belum maksimal. Namun hal itu terus diupayakan antara lain peningkatan pelayanan transaksi, pelebaran akses jalan, penertiban kendaraan yang diparkir, rencana penambahan gerbang tol Cemara Abadi dan pembangunan Simpang Susun Jalan Kol Bejo. Pembangunan Jalan Tol di Jawa Barat Ditinjau Kembali

TEMPO Interaktif, Bandung:Sejumlah proyek pembangunan jalan tol di Jawa Barat terpaksa ditinjau kembali menyusul kenaikan harga BBM. "Ada beberapa proyek yang sudah disetujui oleh investornya, (tapi) masih di-review," ujar Kepala Dinas Bina Marga Jawa Barat Thahir Sastrodiningrat di Bandung, Selasa (11/10).
Menurut Thahir, saat krisis moneter 1998 sebagian proyek yang sudah ada investornya terpaksa
dimundurkan jadwalnya. Setelah kondisi membaik, investor dan pemerintah melakukan peninjauan kembali. Tapi, sekarang proyek-proyek itu terpaksa dimundurkan lagi. "Kalau mereka (investor) masih mau melanjutkan, ya bisa saja," katanya.
Jalan tol yang saat ini sedang ditinjau kembali antara lain Cileunyi-Sumedang-Dawuhan (Cisundawuh), Ciawi-Cibadak-Sukabumi-Cianjur, dan Cianjur-Ciranjang-Padalarang. "Sedangkan tol dalam kota Pasirkoja-Soreang bulan depan sudah masuk klasifikasi tender," ujarnya.
Akibat dari pemunduran jadwal itu, kata Thahir, pembangunan sektor ekonomi lain di Jawa Barat ikut terhambat. "Selain itu kita ketinggalan jauh oleh negara-negara tetangga. Mereka membangun jalan tol dengan cepat," katanya.
Sebenarnya, kata Thahir, khusus jalan tol, kewenangan pembangunannya ada di tangan pemerintah pusat. "Di sana ada Badan Pengatur Jalan Tol," katanya. Sedangkan pemerintah daerah, hanya kebagian melakukan pemantauan saja.

Menteri Pekerjaan Umum Joko Kirmanto menyatakan, Wakil Presiden Muhammad Jusuf Kalla sudah setuju dengan proyek ini.
Menurut Joko, proyek tol untuk mengurangi kemacetan dalam kota yang terjadi selama ini. "Tendernya segera dimulai," kata Djoko Kirmanto kepada pers seusai diterima Wakil Presiden di Jakarta, Senin (23/10).
Joko Kirmanto mengatakan, usulan pembangunan ruas jalan tol ini muncul dari pemerintah Jakarta. Total panjangnya sekitar 85,28 kilometer, dan menurut Joko semua pihak dapat mengikuti proses tender ini.
Menurut Direktur Utama Jasa Marga Syarifuddin Alambay, proses tender diperkirakan rampung pertengahan tahun depan. Proyek akan rampung pada 2008. Proses akan cukup lama karena harus menangani saluran telepon dan PLN serta mengatur kemacetan arus lalu lintas.
Gubernur DKI Jakarta Sutiyoso mengatakan, jalan tol ini akan dibangun di atas jalan raya yang telah ada sekarang. Karena itu, kata dia, akan sedikit terjadi pembebasan lahan. Menurut data yang dibagikan, dana pembebasan lahan sekitar Rp 4,3 triliun.

actually Indonesian highway (toll), is in good quality and well maintained considering the amount of traffic. from what i see the highway in indonesia is on par quality with highway in aussie. and the highway is less utilize than indonesia. of course highway in singapore is better because it does not have much traffic. and in malaysia is better because many of them is new.

Jakarta - Menteri Pekerjaan Umum Djoko Kirmanto meresmikan pembangunan ruas tol Bogor Ring Road. Pembangunan jalan tol sepanjang 11 kilometer ini menelan biaya Rp 1,577 triliun dan diperkirakan selesai Juli 2007.
Djoko meresmikan pembangunan ruas tol Bogor Ring Road dengan cara menekan tombol untuk memancangkan tiang pertama, Rabu (23/11/2005) pukul 10.45 WIB. Lokasi peresmian di junction pertama, Sentul Selatan, Bogor.
Pencanangan tiang pertama ruas tol Bogor Ring Road ini dihadiri Gubernur Jawa Barat Danny Setiawan. Juga hadir Duta Besar Malaysia Datuk Zaenal Abidin Zan.
Ruas tol Bogor Ring Road akan memiliki tiga seksi. Seksi pertama adalah Sentul Selatan-Kedunghalang sepanjang 3,7 kilometer berupa jalan tol at grande, kedua Kedunghalang-Yasmin sepanjang 4,7 kilometer, dan Yasmin-Darmaga sepanjang 3,2 kilometer berupa jalan tol elevated.
Menurut Djoko, pembangunan ruas tol Bogor Ring Road ini untuk mengurangi kemacetan di Bogor. "Jalan tol ini diharapkan dapat mengurangi kemacetan yang terjadi di Bogor," ujarnya. (gtp)

I don't know, but I'm pretty sure its gonna be built in one or two more years. The three toll above are gonna be built and is financed by Jasa Marga. I saw an add a couple of days ago in Kompas which basically says that construction companies interested in building the project should send a proposal to Jasa Marga.
I heard that a Korean company might be interested in the Cikampek-Kanci (Cirebon) Toll road. Hope that company starts soon..

Investors will come if there are specific demand for toll roads, but demand for toll roads will only come if the area has already been developed. That's why investors are commonly interested in developing toll roads in urban or densely populated areas.

Menanti hitungan ekonomis megaproyek tol Sumatra

Setelah melaksanakan seminar Sumatra Highway Sebagai Mesin Pertumbuhan Ekonomi Indonesia di Medan dalam rangka memperingati ulang tahun Fakultas Ekonomi Universitas Sumatra Utara (USU) yang ke-44, sejumlah ekonom dari berbagai universitas negeri di Sumatra mendesak pemerintah mengeluarkan inpres pembangunan jalan tol Sumatra.
Desakan tersebut bukan untuk mencampuri urusan politik apalagi menekan pemerintah untuk mewujudkan pembangunan jalan tol tersebut, namun sebagai salah satu cara untuk ikut membantu pemerintah secara proaktif dalam merealisasikan pembangunan yang mampu memacu pertumbuhan ekonomi nasional.
Ekonom dari USU, Univesitas Andalas (Padang), Universitas Jambi, Universitas Riau, Universitas Sriwijaya (Palembang), dan Universitas Syahkuala (Banda Aceh) berkumpul di Medan untuk membahas urgensi pembangunan jalan tol Sumatra. Mereka membeberkan potensi dan masalah di daerah masing-masing dengan kajian ilmiah.
Salah satu kesepakatan yang ditelurkan bersama Lira Institute, salah satu lembaga swadaya masyarakat, adalah mendesak pemerintah mengeluarkan inpres pembangunan Trans Sumatra Highway atau jalan bebas hambatan dari Nanggroe Aceh Darussalam hingga Lampung.
Pertanyaan yang muncul dari sejumlah kalangan adalah: apakah proyek sudah mendesak untuk direalisasikan dan dari mana dana untuk mewujudkan tol sepanjang 2.200 km itu.
Bukankah jalan lintas Sumatra (jalur timur, tangah, dan barat) yang selama ini dibangun pemerintah tak dapat dipelihara karena minimnya anggaran untuk memperbaiki kerusakan jalan kebanggaan penduduk Pulau Andalas yang berjumlah 57 juta jiwa?
Ataukah rencana tersebut dikeluarkan oleh ekonom dari beberapa universitas negeri di Sumatra sekadar berwacana agar terlihat ikut berpartisipasi untuk membangun negara ini.
Dekan Fakultas Ekonomi USU Jhon Tafbu Ritonga mengungkapkan desakan ekonom agar megaproyek itu diwujudkan adalah sebagai modal percepatan pembangunan.

"Pembangunan Trans Sumatra Highway harus diwujudkan dalam jangka menengah untuk memacu pertumbuhan ekonomi nasional," ujarnya.
Sejak Indonesia membangun jalan tol di Jakarta, dalam pandangannya, kebanyakan jalan bebas hambatan dibangun di Jawa. Di luar Jawa, jalan tol dijumpai hanya di Sulsel dan Sumut.
Padahal, menurut dia, ide membangun jalan tol sesungguhnya tidak hanya berpijak pada untung rugi, namun ada misi lain yang dibawa yakni mempercepat proses pembangunan satu daerah. Dengan kata lain, pembangunan jalan tol diharapkan mampu memacu pertumbuhan secara nasional, bukan hanya meningkatkan perekonomian daerah tertentu.
Pandangan seperti itu, lanjutnya, membuat sejumlah ekonom di Sumatra meminta kepada pemerintah agar mau memikirkan pembangunan jalan bebas hambatan di Sumatra.
Menurut dia, ekonom yang mendesak pemerintah mengeluarkan Inpres Pembangunan Trans Sumatra Highway adalah Dekan Fakultas Ekonomi (FE) Unsyiah, Dekan FE Unand, Pembantu Dekan III FE Unja, Dekan FE Riau, dan Dekan FE Unsri, Dekan FE USU, ditambah satu guru besar FE USU Bachtiar Hassan Miraza.
Ekonom dari berbagai universitas negeri di Sumatra itu, sudah membuat pernyataan bersama di Medan yang selanjutnya diteruskan kepada pemerintahan Susilo Bambang Yudhoyono di Jakarta lewat Lira Institute.
"Kami siap memberi sumbangan pemikiran guna percepatan pembangunan nasional," tutur Dekan Fakultas Ekonomi Univ. Riau Yohanas Oemar.
Selain itu, lanjutnya, para ekonom itu akan ikut membantu pemerintah secara proaktif dalam merealisasi pembangunan Trans Sumatra Highway.
Mesin pertumbuhan
Oemar memperkirakan pembangunan jalan tol trans Sumatra bakal mampu menjadi mesin pertumbuhan ekonomi nasional, karena menimbulkan efek ganda yang besar bagi pembangunan nasional.
Pemerintah, tampaknya sudah memulai rencana tersebut dengan menenderkan ruas tol Medan-Kuala Namu-Tebing Tinggi sepanjang 60 km yang direncanakan dimulai pada 2007 dan selesai 2009.
Demikian juga ruas tol Medan-Binjai sepanjang 15,8 km sudah ditenderkan, walau belum ada peminatnya. Sedangkan ruas tol Pekanbaru-Kandis sepanjang 40 km juga sudah masuk dalam tender batch II. Bakauheni-Bandar Lampung (Tegineneng-Babatan) sepanjang 51 km juga sudah mulai direncanakan untuk ditender.
Tender investor batch III yang sedang berjalan adalah ruas tol Palembang-Indralaya sepanjang 24,5 km dan Kandis-Dumai 50 km juga masuk dalam sesi ketiga.
Tender investasi batch III rencananya dimulai pada 2008 dan selesai dikerjakan pada 2010.
Melihat perkembangan tersebut, kalau ruas-ruas tol di Sumatra yang memiliki prospek bagus diminati para investor, maka ruas-ruas tol yang tidak diminati investor swasta diambilalih oleh pemerintah, sehingga ruas-ruas tol yang dibangun dapat terkoneksi dengan baik.
Kendala dana
Untuk mewujudkan rencana besar tersebut, tampaknya butuh dana dan waktu yang lama. Selain panjang rencana jalan bebas hambatan hampir 2.200 km, ternyata hambatan utama adalah soal sumber dana proyek yang tidak dapat mengandalkan dana dari pemerintah.
Sebagaimana diungkapkan oleh Direktur Pengembangan dan Niaga PT Jasa Marga Frans S. Sunito dalam seminar Sumatra Highway tersebut, untuk mewujudkan pembangunan tol Sumatra membutuhkan dana sedikitnya Rp90 triliun.
Kalau hanya mengandalkan APBN, pemerintah tak akan mampu mewujudkan meghaproyek itu. Namun, lanjutnya, pembangunan jalan tol trans Sumatra itu bisa saja memadukan sumber pembiayaan yang berasal dari investor dan pemerintah.
Ruas yang sudah dilalui kendaraan yang ramai diserahkan kepada investor swasta, sedangkan ruas yang belum ekonomis dan kurang menguntungkan didanai oleh pemerintah lewat APBN atau pemerintah daerah dengan menerbitkan surat utang daerah untuk ikut berpartisipasi dalam mewujudkan pembangunan jalan bebas hambatan tersebut.
Di China, menurut dia, seluruh pembiayaan jalan tol berasal dari pemerintah, pengelolanya hanya mengoperasikan. Pemasukan dari pas masuk dijadikan sebagai biaya operasional dan gaji karyawan. Dengan cara itu, negara yang memulai pembangunan jalan tol sekitar 1980-an itu, sudah membangun 40.000 km jalan tol dengan pembangunan per tahun rata-rata 3.000 km.
Di Indonesia, biaya pembangunan jalan tol ditanggung oleh investor dan sebagian oleh pemerintah lewat BUMN PT Jasa Marga. Karena itu, peningkatan jalan tol di Indonesia relatif lamban walau pembangunannya dimulai pada 1970-an.
Dengan menggandeng swasta, semoga saja megaproyek itu segera terwujud. Asalkan hitungan kelayakan ekonomi tetap menjadi alasan utamanya, tak ada alasan kuat untuk menolak kehadiran megaproyek tersebut. Jadi, mari kita menanti hitungan ekonomis megaproyek tersebut.

Saat mengemudi pada cuaca hujan apalagi kian deras di jalanan tol siapapun bakal merasa terganggu dengan nyala lampu hazard(ke-empat sen berkedip-kedip) mobil lain yang bergerak. Anehnya banyak pemilik mobil yang bagai prosedur baku, segera menyalakan hazard kala hujan. Padahal, sebetulnya dia juga bakal terganggu oleh kedipan lampu berwarna oranye itu.Sekarang, kebiasaan ini semakin menjadi di hampir seluruh ruas jalan di Tanah Air.
Walaupun amat mengganggu, ternyata kianbanyak pengemudi yang mengaktifkan hazard kala mobil melaju. Di bawah guyuran hujan dengan jalanan licin, Jelas kegiatan itu amat membahayakan. Perilaku ini adalah salah besar.
Di Dunia internasional, menurut mantan pembalap nasional
Aswin Bahar, menyalakan hazard kala mobil bergerak, apalagi ketika hujan, adalah

Karena itu, pemegang sejumlah sertifikat sekolah mengemudi dari beberapa negara Eropa, Amerika Serikat, dan Jepang ini menyatakan, budaya menghidupkan hazard kala hujan harus segera dihentikan. Petugas tol, polisi, dan mungkin wartawan harus menyosialisasikan bahwa hazard hanya boleh dinyalakan kalau mobil berhenti. Bisa karena rusak atau berhenti akibat keadaan darurat," pintanya. Namun, bagaimana dengan semangat ingin memberitahukan adanya mobil dengan menyalakan hazard itu kala hujan deras dan banyak kendaraan sedang sama-sama melaju dijalanan?
Menurut Aswin Bahar, maksud baik itu cukup dengan menyalakan lampu.
Berikut rekomendasinya atas penggunaan lampu kala berkendara pada cuaca hujan.
Gunakan hazard hanya bila darurat Lampu hazard, nyala
berkedip pada keempat sen, merupakan tanda darurat bagi sebuah mobil. Maka, hazard hanya boleh diaktifkan bila mobil mengalami kondisi kedaruratan. Bisa akibat mogok atau harus berhenti karena sesuatu alasan. Pendeknya, hazard hanya diperuntukan memberi tanda peringatan bagi kendaraan lain dan hanya boleh dinyalakan kala mobil berhenti dipingir jalan.
Gunakan lampu kecil bila hujan dengan semangat ingin memberi 'tanda' bahwa mobil sama-sama melaju di tengah hujan, cukup dengan menyalakan lampu utama kendaraan bersangkutan.Kalau kian deras dan cuaca amat gelap, nyalakan lampu kabut. Di sini perlunya memasang lampu kabut pada setiap mobil yang berpotensi sering melalui cuaca hujan dan gelap. Lampu belakang berwarna merah, merupakan pilihan tepat bagi upaya memberitahukan posisi mobil. Pilihan warna ini telah melalui serangkaian riset pabrikan otomotif selama bertahun-tahun. Artinya, hanya warna itu yang dianggap aman dan bisa menembus gelombang cuaca hujan hingga kabut. Nyala lampu belakang itu telah cukup menerangi sekitar mobil. Maka untuk memberitahukan posisi mobil saat cuaca hujan atau kabut sekalipun, tak harus dengan menyalakan hazard.
Selalu pakai sen bila berpindah jalur Penggunaan lampu sen wajib bagi pengemudi yang hendak berbelok dan berpindah jalur.
Bagi penguna jalan tol, kegiatan ini mutlak amat penting. Apalagi bila hujan sedang bertandang amat deras, penggunaan sen (sign) amat membantu pengemudi lain untuk waspada.
Bayangkan, bila Anda menyalakan hazard. Selain akan amat mengganggu pengemudi lain, sen-pun tak akan berfungsi.

It's the lack of investor security, not funds that's plaguing Indonesia's infrastructural reform
WITH foreign investors continuing to stay away from funding large infrastructure projects, Jakarta is now desperately seeking alternative funding sources. Last week, Vice President Jusuf Kalla suggested selling existing toll roads to investors and using the money to finance badly-needed new toll roads.
This week, the government announced another scheme that would allow private companies to issue rupiah-denominated bonds to finance state-sponsored infrastructure projects. Under this scheme, funds raised from bond sales would be used to finance infrastructure projects as well as replace short-term bank loans.
According to Raden Pardede, head of the government team for infrastructure financing, the bonds will have a maturity period of between 10 and 20 years with the projects and the revenue generated to be used as collateral.
The government has in fact prioritised the building of airports, seaports, turnpikes, railways and power plants over the next four years to smoothe the flow of goods and people and thus improve business efficiency. Most of its airports, including Jakarta's Sukarno-Hatta, were built in the 1980s and are now badly rundown and dated.
And although the country embarked on an ambitious programme to build toll roads in the early 1990s, the 1997 financial crisis left many of these projects half completed. Jakarta has estimated that it will need to spend some US$140 billion over the next five years to upgrade the country's infrastructure to maintain gross domestic product growth of more than 6 per cent over the same period.
There is no doubt that Indonesia is in serious need of new infrastructure across the span of the economy. There is, however, some doubt on whether funding is the main problem or is it the lack of legal and operational certainty.
Some economists have argued that the government does in fact have enough funds to finance many of these projects. According to their calculations, the government will save between US$5-US$8 billion this fiscal year as a result of its decision to slash fuel subsidies last October. This amount could rise to between US$7-US$10 billion if oil prices fall in the course of the year.
Furthermore, the government only disbursed 5 per cent of its allocated development expenditure in the last fiscal year which means it can easily increase development spending this year.
But even if the government says, for argument's sake, that it would prefer to use these funds to build schools and public hospitals instead of economically needed infrastructure, the private sector has enough liquidity to undertake such huge projects. The problem, therefore, lies not in the unavailability of funds, but in the absence of long-term security for investors.
Structural issues such as land clearance, lack of flexibility to raise tariffs without parliamentary approval, and protection from local government interference are the main issues plaguing investors when it comes to infrastructure projects. Regional governments, which under the Regional Autonomy Law, now have the authority to approve projects but the majority of the country's 350 local governments do not have the capacity to implement large-scale infrastructure projects.
Resolving these issues will take much more effort on the part of the central government than just raising the necessary cash. To be fair, many of these problems were inherited by the current government from previous administrations but they still need sorting out and time is running out. For example, out of the 91 infrastructure projects launched in January 2005, only five have been successfully tendered.
Jakarta needs to focus on fixing legal and operational certainty for infrastructure investors for the next 20 to 30 years if it hopes to attract investors, either foreign or domestic. Investor appetite for infrastructure projects in a country the size of Indonesia is very strong, especially since economic growth is projected to remain above 5 per cent for the next decade. However, what they need is a strong signal from the central government and other stake holders, such as local governments and social organisations, that they are willing to play by the rules set out in the agreements for the entire duration of the contract and not change the rules half way through.

By doing this every province can focus on their own infrastructural bottlenecks. Allowing them to asses the situation locally thus enabling to find an optimal solution.
The centralized approach should be something from the past. Indonesia as an respected democratic republic can no longer afford poor planning which will draw away much needed investors.
Jakarta will lose its centralized role but remain influential through their coordinating role. The Minister/Secretary of Communications should become Menteri Koordinator Bidang Perhubungan. While local based departments heads will receive more power because of the fact that they are better informed and are wear full responsebility for projects in their province.
Local based civil servants will be much more motivated if they can sell "their own project" to (foreign) investors, thus increasing the chance of mutual cooperation thereby creating a fundamental base which will help finishing project more succesfully.
Smaller departments will curb corruption and will also create a better oversight on projects and possible problems.
It might sound strange but by giving provinces more power regarding infrastructural projects it will create higher added value. firstly to increase potential to investors, secondly to local people getting the idea that they can contribute to their own province which will increase their thrust in "One People One Nation" (Satu Nusa Satu Bangsa).

Benernya sih... banyak banget departemen yg harus di abolish di national level dan di serahin ke provinsi... ga efektif man!! Tapi masalahnya belon tau nih provinsi siap apa kaga.

Tiga Ruas Jalan Tol Baru Siap Dibangun
Jakarta, CyberNews. Tiga investor siap menggarap tiga ruas jalan tol dan meneken perjanjian pengusahaan jalan tol (PPJT) dengan pemerintah. Ketiga operator tersebut yaitu PT Jasa Marga (persero), PT Margabumi Adhikaraya, dan investor asal Malaysia MTD-Nusa Cipta.
"PPJT-nya akan ditandatangani dalam waktu dekat ini," kata Menteri Pekerjaan Umum Djoko Kirmanto seusai Seminar Internasional Penanganan Bencana Alam di Jakarta, Kamis (7/12).
Dalam perjanjian tersebut, Jasa Marga menggarap ruas Semarang-Solo sepanjang 75,7 km dengan nilai investasi sekitar Rp6,1 triliun. Margabumi Adhikaraya mengerjakan ruas Gempol-Pandaan (13,61 km) dengan perkiraan investasi Rp926 miliar dan MTD-Nusa Cipta menggarap ruas Cikarang-Tanjung Priok sepanjang 33,92 km dengan perkiraan investasi Rp2,35 triliun. "Rencananya ketiga ruas ini bisa dioperasikan pada 2009," katanya.
Ketua Badan Pengatur Jalan Tol (BPJT) Hisnu Pawenang menjelaskan dua dari tiga ruas tol yaitu Semarang-Solo dan Gempol-Pandaan merupakan lanjutan hasil tender investasi tol pada 1997, yang sempat terhenti akibat krisis ekonomi. Adapun ruas Tol Cikarang-Tanjung Priok merupakan hasil tender batch I/2005. "Ruas Cikarang-Tanjung Priok baru bisa ditandatangani PPJT-nya setelah MTD membentuk special purpose vehicle (SPV) yang akan mengelola ruas itu," ujarnya.
Sebelum kepastian pengerjaan ketiga ruas tersebut, pemerintah bersama investor sudah menandatangani PPJT untuk 12 ruas tol. Ruas tersebut yaitu Cinere-Jagorawi (14,7 km) yang dikerjakan PT Translingkar Kita Jaya dengan biaya investasi Rp1,7 triliun, Makassar seksi IV (11,6 km) dengan biaya investasi Rp440 miliar dan dikerjakan PT Jalan Tol Seksi IV, serta ruas Tol Depok-Antasari (21,7 km) biaya investasi Rp2,2 triliun oleh PT Citra Waspphutowa.
Selain itu, ruas Tol Kanci-Pejagan (34 km) dengan biaya investasi Rp2,1 triliun oleh PT Semesta Marga Raya, Pandaan-Malang (30 kilometer) biaya investasi Rp2,9 triliun oleh PT Setdco Instrinsict Nusantara, Bogor Ring Road (11 km) biaya investasi Rp1,6 triliun, dan Gempol-Pasuruan (32 km) biaya investasi Rp1,8 triliun yang keduanya dikerjakan PT Jasa Marga.
Selain itu, ada ruas Surabaya-Mojokerto yang dikerjakan PT Nujwa Sumoagung dan sudah dilakukan ground breaking-nya (pencanangan pembangunan). Sisanya yaitu Cikampek-Palimanan, Pejagan-Pemalang, Pemalang-Batang, dan Batang-Semarang dengan total panjang 287 kilometer.
Sebelumnya, Hisnu menegaskan pihaknya dan investor jalan tol berharap pemerintah mengeluarkan kebijakan konkret mengenai pembebasan lahan. Pasalnya, hingga kini proses pembebasan lahan milik masyarakat sering memakan waktu lama.
"Pernah proses pembebasan lahan bisa memakan waktu tiga tahun. Akibatnya pembangunan menjadi tersendat," ujarnya.
Seharusnya, ungkap dia, pemerintah bisa menerapkan sistem pembebasan lahan untuk tol seperti yang dilakukan di Malaysia. Di sana lahan dibebaskan terlebih dulu berdasarkan harga patokan tertentu dengan bantuan pemerintah. "Apabila pemiliknya tidak puas dengan harganya, dia bisa menggugat di pengadilan. Tapi pembangunannya tetap berjalan," ujarnya.
Persoalannya, tambah Hisnu, hingga saat ini pemerintah belum bisa melakukan hal tersebut. "Karena diakui langkah ini tidak populis," ujarnya.
Masih terkait dengan pembebasan lahan, Direktur Utama PT Jasa Marga Frans S Sunito mengungkapkan saat ini proses pembebasan lahan di ruas Tol JORR seksi Jatiasih-Cikunir memasuki tahap akhir. Pihaknya memperkirakan tanah yang belum dibebaskan sekitar 1 hektare lagi. "Mudah-mudahan saja akhir tahun prosesnya tuntas. Kita terus bernegosiasi dengan pemiliknya," katanya.
Apabila pembebasan lahannya rampung, tambahnya, penyelesaian ruas Hankam-Cikunir tersebut bisa dilanjutkan. "Diharapkan kuartal I/2007, ruas Hankam-Cikunir bisa seluruhnya beroperasi."
