It will be another air route between Bangkok and Singapore, operated by the airline, using an Airbus-type aircraft, from Oct. 31 to March 26, the sources said adding that the tickets will be sold through authorized agents. MAI flights already linked Yangon with Bangkok, Kuala Lumpur, Singapore and Gaya in India and the airline plans to start services to China's Guangzhou at the end of November. Meanwhile, the Vietnam Airlines will launch direct flight service between Ho Chi Minh and Yangon on Nov. 15 in addition to Hanoi-Yangon flight to enhance trade between the two countries. The Myanmar Airways (MA), which is a domestic airline, is planning to buy three airbuses from China to substitute with the existing F-32 type aircrafts in use, sources with the aviation authority said. Asian Wings Airways will begin flying to a range of local destinations from mid-November, U Maung Maung Shwe Moe, the company’s general manager, said last week. “The tourist season is just beginning, so it’s the right time to establish a new airline. We expect a good response from passengers,” he said. “For the moment, our airline is under development and we are awaiting permission to operate.” The airline will use two ATR 72-500 aircraft that can accommodate about 70 passengers, and will fly regular scheduled flights to Nyaung Oo, Mandalay, Heho, Thandwe and Sittwe and less frequent flights to Tachileik, Lashio, Homalin, Myitkyina, as well as southern destinations such as Dawei, Kawthoung and Myeik. “Arrival numbers have been increasing. For the purpose, the airline is going to add a new airplane -- Airbus A-320, the sources said. The MAI will become another airline flying between the two destinations after China Southern Airlines. MAI was once a joint venture set up by the state-run Myanmar Airways and a Singapore-based company in 1993 for sole international service flights covering three scheduled flight destinations -- Bangkok, Singapore and Kuala Lumpur. In 2007, the Region Air of Hong Kong took over the stake from the Singapore's with 49 percent held by it, while the remainder 51 percent possessed by the state-run Myanmar Airways. The Kanbawza bought up 80 percent stake of the airline with the remainder continued to be held by the government. A Yangon Airways official said Thursday that the Department of Civil Aviation has informed the company that its operating permit has been temporarily suspended, without giving a reason. He asked not to be named because he was not authorized to speak to the media. The airline's owner, Aik Hauk, is a prominent member of the ethnic Wa minority. Like several other ethnic groups, the Wa have irritated the government by not yet bowing to its demand that they integrate their own militias into the government's Border Guard Force. hakz2007 December 14th, 2010, 03:40 PM Myanmar airline replaces old aircrafts for safe flight YANGON, Dec. 13 (PNA/Xinhua) -- Myanmar's state-owned domestic airline -- Myanmar Airways (MA) has replaced Fokker-27, one of its old-aged aircrafts, with airbus MA-60 starting this month as part of its program of upgrading its flight services, local media reported Monday. The MA-60 aircraft was bought from China, said the Weekly Eleven News, adding that the move was made under an arrangement of renewing its aircrafts to ensure safe flight. Since 1948, the airline had used such aircrafts for domestic flight services as Gyophyu, Vicount, Otta, F-27, F-28, ATR-42 and ATR-72. According to other reports which quoted the aviation authority, the MA will buy three more MA-60 airbuses from China. Modern displays are installed but not used. One computer screen was switched on, all others were dead. The screen showed a computer hung in boot sequence, with old technology: 100MHz processor, 8MB memory, 3,5 Floppy drive. No need for complicated technology. Departures are signalled by people upholding cards with flight numbers and shouting. All processes for arrival and departure are quick and easily handled and give a nice feeling of confidence. Due to its small size it seems quite heavily used and full of travellers. Arrival and departure "halls" are basically one room, separated by a glass wall. Due to its small size it is full of travellers and gives the impression of being too small (at least at peak times), however, even at peak times I experienced a very quick and effective handling of all processes. No need for technology. Two 70-seat TR 72-500 type aircraft have arrived Yangon for use in domestic flight services to cover 11 destinations, the report quoted the general manager of the airline as saying. Cambodia's Minister of Tourism Thong Khon said the twice-weekly flights would link Myanmar's capital Yangon and Cambodia's tourist centre of Siem Reap, home to the Angkor Wat temple complex. He said Myanmar Airways International would operate the flights, with the first scheduled for February 23. U Maung Maung Shwe Moe said he was confident Asian Wings could quickly gain a large slice of the domestic market, despite charging a similar price to its competitors. “Ticket prices are the same as other airlines because they are standardised by the Ministry of Hotels and Tourism. Instead, we will more focus on passenger services, including on-board services, opening branch offices at our routes and accepting bookings until 8pm. We will also introduce a reliable online reservation system very soon,” he said on January 22. “We have already opened our branch offices at many of our destinations, including Heho, Mandalay, Nyaung Oo and Kengtung, and offices at some other destinations are still under development. Passengers can also buy [tickets] from our branch offices during their trip,” he said. To entice customers, the airline will also offer a free shuttle service for those travelling to Mandalay. “It is quite far from Mandalay Airport to downtown so that’s why we decided to offer a free ferry from the airport.” Another new carrier, Air Kanbawza, backed by Kanbawza Bank, is expected to soon follow Asian Wings into the domestic market, joining Air Mandalay, Air Bagan and state-run Myanma Airways. Local travel operators said last week an expansion in capacity on the domestic network would be needed to meet demand in the coming peak season. “I welcome the new Asian Wings Airline. As tourist arrival numbers are increasing on last year, we really need more domestic flights to access destinations. The airport is being built in three stages by the Burmese company Asia World, whose boss, Tun Myint Naing, also known as Steven Law, is on a U.S. sanctions list because of his close connections with the country’s military leaders. The first-phase construction will have a capacity of 3.5 million passengers per year and is due to be completed in mid-2011, according to the airport construction industry Web site passengerterminaltoday.com. The Web site quoted Singapore-based CPG Consultants for the figures, and said CPG designed the new airport. After all three construction phases are completed, the airport will be able to handle 10.5 million passengers a year, according to the Web site. Located 16 kilometers south of Nay Pyi Taw and next to the old Ayelar Airport in the new capital, the opening of the Nay Pyi Taw International Airport took place ceremonially and was attended by Myanmar Vice-President Sai Mauk Kham and visiting Chinese State Councilor Dai Bingguo who is in Nay Pyi Taw to attend the 4th Summit of the six-country Greater Mekong Subregion-Economic Cooperation (GMS)which is to kick off Tuesday. TRAVELLING in Myanmar is about to get more expensive, with domestic airlines to introduce a fuel surcharge this week that will see most ticket prices rise about 20 percent. The rise comes after the Ministry of Energy announced on February 28 that it would sell aviation fuel at the market rate from March 1. It was not immediately clear what effect this would have on the overall fuel price. Airlines immediately announced fares would rise from March 1 as a result but pushed back the increase one week following a backlash from agents and customers. The airlines said the surcharge would depend on the destination, with increases ranging from K7000 to K18,000 for Myanmar travellers and US$10 to $25 for foreign visitors, with the largest increase on routes from Yangon to Myitkyina, Putao, Bhamo, Lashio, Kalay and Kawthoung. Agents expressed concern last week that the sudden change could harm the image of the country’s tourism industry, as they would have to renegotiate prices with customers and external agents. “Nowadays many tourists are visiting Myanmar and I am worried [the increase] will negatively impact on tourist arrivals,” said a representative from a Yangon-based tour company. “We don’t know why the ministry changed this policy. They should inform the airlines a bit earlier. Now many passengers are really not happy to pay the extra cost.” Ma Eainsie Phyu from New Age Travellers said the imposition of the surcharge was premature and would cause “a lot of inconveniences” for agents and their clients. “The fuel price will not be fixed anymore but no changes have been made yet. But the airlines just took the opportunity [to raise prices]. We can understand if the fuel price changes we have to pay accordingly but the fuel price has not yet officially changed,” she said. “We’ll unfortunately have to request our clients to pay the surcharge directly to the airline when they check-in, although it will be problematic for both our company and our clients.” She said Myanmar was an increasingly expensive travel destination, particularly relative to its neighbours, with some hotels in Yangon recently raising room rates by as much as 40 percent. “Myanmar tourism won’t thrive in this region if these kinds of things happen regularly. We should remember that we are not alone. Travellers have tonnes of destinations to choose from.” Customers who have already issued tickets for travel from March 8 will be required to pay the surcharge when checking in. The new destinations include China, Myanmar, Kazakhistan, Vietnam, Australia, Tanzania and Ethiopia. For travellers this could mean lower fares; for airlines, optimum aircraft utilisation. The move comes as a follow up to the government’s decision that lifted the restriction on private airlines from fully utilising India’s quota for flying to destinations abroad. Private airlines had been demanding that government open up international routes under the bilateral Air Services Agreements on which Air India had the first right to operate. Last month, civil aviation minister Ajit Singh scrapped Air India’s right of first refusal, which was cited as the reason for carriers not being able to fly abroad, as reported by The Indian Express. As a result, India’s reciprocal quota under the bilaterals (air service agreements between two nations which specify total seats each side is entitled to) remained untilised. Initially, 11 sectors have been open for airlines, including Air India to fly to. The six foreign airlines are Sri Lankan Airline, Bangladesh's Biman Airline, Hong Kong Express Airline, Pakistan International Airline, Japan's All Nippon Airways and Qatar Airways. Of them, All Nippon Airways and Qatar Airways are making preparations for the move having the most possibility of resuming regular direct flights to Yangon respectively, prompted by Myanmar 's economic reforms and changes. For the Japanese All Nippon Airline, it will resume flight between Tokyo and Yangon after stopping for 12 years and the date of the resumption is yet to be set. [Photo/Agencies] As there is increased interest of Japanese businessmen and market researchers traveling to Myanmar following the country's landmark by-elections on April 1 with gradual easing of foreign sanctions, the airline is trying to resume the direct flight as soon as possible but without a date set. For the past 12 years, Japanese visitors had to travel to Myanmar via Bangkok or Singapore when the airline suspended its Yangon flight. Since the Japanese foreign ministry is coordinating with Myanmar for making investment, it has prompted drive of Japanese entrepreneurs to step in Myanmar. Following the recent opening of a representative office of Japan's second largest bank -- Mizuho Corporate Bank in Myanmar aimed at boosting foreign investment, there is also arrangement of opening of a big shopping center by the Lawson Inc. of Japan. As for Qatar Airways, it has announced resumption of flights to Yangon on October 3 and the move is seen as providing easy access for visitors travelling from Myanmar to Europe, Africa and Middle East. Qatar airline had suspended its flight for nearly four years since 2008. Using A-319 and A-320 aircrafts, the airline will fly Doha- Yangon-Doha on regular flight three times a week and it will extend to daily flight starting October28. B-777 aircraft will be added to the route on the increase market demand. Qatar Airways signed a bilateral airways contract with Myanmar in 2004 to start operating Doha-Yangon-Doha flight four times a week starting January 2005 until it stopped its flight in January 2008. Relating to Sri Lanka's Minhin Lanka Airline, it was reported last year that it would extend its wing to Myanmar, coordinating with a Myanmar travel company for launching the direct flight service between Yangon and Colombo. The two sides were expected to sign an agreement during March 2011 for the Minhin Lanka to make the move but fruitless. With regard to Bangladesh's Biman Airline, it was reported in July 2011 that Myanmar and Bangladesh will re-establish direct air link to connect Yangon and Dhaka as travelers from Yangon visiting Dacca have to transit through Bangkok costing much time. In fact, Myanmar and Bangladesh have been working to resume direct air link after Biman stopped its flight between Dhaka and Yangon before 2007 due to economic loss. Aimed at boosting bilateral trade including border trade between the two countries, the Bangladesh Commerce Ministry had asked the government to restore direct air link to Myanmar which stands as Bangladesh's third largest pharmaceutical products exporting country. Negotiations were held over the resumption of the direct air link during visits to Myanmar by Bangladesh officials in 2011. Concerning the Hong Kong Express, coordinations were made with Myanmar to re-launch direct flight to Yangon in October 2011 and a delegation of the Hong Kong Express was seeking international ticket sale agent in Myanmar for the move. Although the Hong Kong Express airline flies South Korea and Japan with no problem existing in bringing tourists to Myanmar from there, it can hardly obtain full passengers in its return flight from Yangon to Hong Kong, according to sale agents. The Hong Kong Express once flew the route Hong Kong-Yangon twice a week with a 164-seat Boeing 737-800 aircraft in November 2007 but it halted after about four months. Still earlier, the Myanmar Airways International (MAI), a then joint venture between the state-run Myanmar Airways and the Region Air of Singapore, flew the Yangon-Hong Kong direct flight but was suspended afterwards for market reason. For a time of absence of Yangon-Hong Kong direct flight, passengers traveling between the two destinations had to transit through Bangkok or Guangzhou. Meanwhile, the Pakistan International Airways (PIA) once said in March 2001 that it would resume air link with Myanmar in November of the year after a halt for a decade and would fly between Karachi and Myanmar's Yangon and Manadalay to enhance trade between the two countries. It remains a fact that Karachi-Yangon air route could bring in a large number of passengers from Europe and the Middle East regions. In 1996 Visit Myanmar Year, PIA once launched its office in Yangon and started its first flight between Yangon and Karachi but the service stopped in 2001. Those airlines which are not in readiness to resume flights to Myanmar are expected to be able to do so after Myanmar takes a next step of its reform after the April 1 by-elections, opening its door wider to the world. The planned increases mean a flight from Yangon to Myitkyina in Kachin State will cost US$200 one way from October 1, while the popular Yangon-Mandalay and Yangon-Heho/Nyaung Oo routes will be $128 and $120 respectively, according to a list of fares provided to The Myanmar Times last week. The high season runs from October to the end of April. Travel agents said the increases were unreasonable and warned they would deter foreign travellers. “Prices for every tourism-related product are high – it’s getting worse and worse by the day. Tourism officials and third parties should conduct a serious analysis on this issue and find a solution to the problem as soon as possible,” said U Aye Kyaw, managing director of travel company Ruby Land. While Myanmar ostensibly has competition in its domestic airline industry, all five private carriers – Air Bagan, Air KBZ, Air Mandalay, Asian Wings and Yangon Airways – charge essentially the same price, with a variance of just $1-2 on each route. Last week, spokespersons for three of the airlines all said they planned to increase fares the same amount from October 1: 10pc. “We will increase airfares 10pc this coming high season. We already announced to all travel agencies that we will increase airfares two months ago. We can’t say exactly how much we will increase each flight,” said a spokesperson from Air Mandalay. However, figures provided to The Myanmar Times show a rise of about 15pc on most tourist routes, with fares to increase almost 40pc between Yangon and Thandwe, the gateway to Ngapali Beach. The rises are even more significant when compared with the 2011-12 high season. It is also unclear why fares for local travellers are scheduled to drop about 5pc from October 1, making airfares on the main tourist routes anywhere from 24pc to 40pc cheaper for Myanmar nationals than foreign travellers at last week’s exchange rates. “We don’t usually increase local airfares. The low season and high season rates are normally about the same,” an Air KBZ spokesperson said. “Airlines also usually charge higher fuel surcharges to foreign travellers than locals.” The spokespersons were evasive when asked why fares would increase for foreign travellers, citing aviation fuel prices of K4100 a gallon – still below international rates – and the fact fares normally rise each high season. However, this year’s increase comes following an unprecedented rise on May 1 at the end of the 2011-12 high season: while fares normally drop during low season, this year the five airlines boosted them an average 10pc. “The low season rate was higher than the last high season and now they have increased airfares again for the coming high season,” U Aye Kyaw said. A spokesperson from Asian Wings said: “We will increase airfares but this happens every year during high season. We have still not yet decided exactly how much airfares will increase.” “We will increase them 10pc. Fares normally rise for high season and come down during low season,” a spokesperson from Air KBZ said. The increases mean airfares for flights to many domestic destinations from Yangon will not be significantly different than international services between Yangon and Bangkok, and more expensive than flights on AirAsia, which charges from $100 to $200. AirAsia was also last week selling one-way flights from Bangkok to Chiang Mai and Phuket on October 1 on its website for about 1700 baht including taxes, or about $60. Spokespersons for the domestic airlines said AirAsia can charge lower fares because it is a budget carrier, while they serve food to passengers. Daw Sabei Aung, managing director of Nature Dream Travels and Tours, confirmed her company had received an announcement that fares were set to rise. “The rate for all tourism businesses, including restaurants, guide fees and hotel rooms, are up. And airfares are increasing too. How can small or medium-sized travel companies survive in this situation?” she said. The Air Mandalay spokesperson conceded domestic airfares were “really high” and expressed concern that many travellers, both foreign and local, would instead take the bus between tourist destinations. TWO companies have begun negotiations with the Department of Civil Aviation to register airlines but no formal applications have been lodged, a department official confirmed last week. Both new airlines are expected to operate domestic and international services out of Mandalay International Airport and at least one expects to launch within six months. “Two interested companies have discussed with us their intention to start airlines. This is the initial stages. They need to establish the company and get approval from Myanmar Investment Commission first. After that we will approve according to our procedure. We only facilitate operational matters,” the spokesperson said. Newly established public company Golden Myanmar Airlines is one of the two firms that has approached the DCA and plans to begin operations in early 2013, sources said. “We established as a public company with shareholders that include U Khin Maung Aye, chairman of CB Bank, and some other businesspeople. We are not ready to say anything more about our plans but we will make an official announcement later this month,” a director from the new company told The Myanmar Times last week. “We expect to launch in early January 2013 and we will fly both domestic and international routes,” he said. “We haven’t decided the destinations and the kind of aircraft we will use. It is also not sure whether we will base ourselves in Yangon or Mandalay to operate the domestic and international flights. We will announce all the details in late August,” he said. Another investor in Golden Myanmar Airlines is U Thein Tun, chairman of Myanma Golden Star. He told The Myanmar Times last week that Golden Myanmar Airlines’s public parent company was officially established one month ago. “For me this business is not new because I have been a shareholder in [Myanmar Airways International] in the past. It may also reintroduce flights that were suspended. According to MAI country manager, Thailand and Cambodia, Ye Jhan, the national airline will add two more A320 aircraft to its present fleet of four to support network expansion. It is looking to acquire a turboprop ATR aircraft to commence services to Vientiane. But he said the airline would not be able to receive the aircraft in time to commence the Vientiane services in the coming winter schedule as previously planned. The confirmed new routes are Mandalay-Bangkok and Yangon-Hong Kong. In October, MAI will start a thrice-weekly service linking Bangkok and Mandalay, the last royal capital before British colonial rulers established the capital in Yangon. Earlier this month, Thai AirAsia announced it will fly to Mandalay four times a week from 4 October. The demand for more air links to other cities other than Yangon had been advocated especially to serve the leisure market. After Myanmar opened its doors to investors and the West lifted sanctions the demand for business travel tripled. It caused substantial increases in hotel rates of up to 300%. Outside the capital hotel rates have increased, but not on the scale seen in Yangon. Hotel development projects are going on in Yangon, Mandalay and Bagan to alleviate the supply shortage, but it will take up to three years for them to come online. The carrier has been flying now to Yangon for a couple of years offering for the time being two daily flights out of Bangkok and one daily flight out of Kuala Lumpur. Currently AirAsia offers on the Yangon market 10,800 seats per month with an Airbus A320, all-economy class. The Embraer E-190s will arrive in November, said U Than Htun, managing director of Myanma Airways, which is owned by the Ministry of Transport. He said the airline had originally planned to buy Chinese-made aircraft but had opted for the Embraer jets because of their additional power and seat capacity, as well as the manufacturer’s good reputation. The planes will enable Myanma Airways to begin offering regional services, he said. “We first planned to buy CRJ-900 aircraft made in China to replace the F-28s but have decided to buy the Embraer aircraft because they use American-made GE-CF 34-8E engines so the engine power of the E-190 is better than CRJ-900. Embraer aircraft are popular around the world,” U Than Htun said, adding that a new E-190 costs from US$28.5 million to $40 million. “The seats of the E-190 aircraft are wider than an Airbus A-320 and the cargo area is wider too … the service charges for maintaining the aircraft are also cheaper,” he said. He said Myanma Airways hopes to begin using the two new aircraft, which will replace its 30-year-old Fokker F-28s, in the first week of December. “We hope to use the aircraft to fly to Gaya in India, Chiang Mai in Thailand and domestic destination destinations, such as Heho, Mandalay and Nyaung Oo, this summer,” U Than Htun said. However, Mr Tassapon Bijleveld said facilities at nearly all of the country’s airports would have to be upgraded before international airlines can launch new routes. “For flights to Bagan, we will look at maybe middle or the end of next year. I think we need to upgrade the facilities, such as ground handling services. But I am sure that in the near future, we will see the Nay Pyi Taw and Bagan [flights],” Mr Tassapon said in an interview at Mandalay Hill Resort on September 2. “We have a plan to [fly to] Nay Pyi Taw but the facilities have to be upgraded … I am sure the government is doing it and by next year we should be able to fly to Nay Pyi Taw. I’m sure we will fly there before the SEA Games,” he said. “The first [thing the government] has to do is to upgrade the airport facilities. Then more international airlines will start to come in. Myanmar is a new tourist attraction and a lot of people want to visit. I’m sure the Myanmar will be very good tourism market in Southeast Asia.” Mr Tassapon was speaking at a promotional event ahead of AirAsia’s launch of a four-times-a-week service between Bangkok and Mandalay and the addition of a third Bangkok-Yangon daily flight, which will both take place on October 4. “For Mandalay route, we will do four times a week at first. A lot of people would like to come and see Mandalay, especially the tourists from Europe. We have a lot of tourists coming to Thailand and many of them want to visit Myanmar,” he said. However, he said he expects most of the initial passengers on the route will be Thai. “They will come and see the temples here. There will be big arrival from European tourists too. I’m sure from October to March, there will be a lot of European tourist coming in as well,” he said, adding that the Bangkok-Mandalay flights will likely increase to daily frequency within six months. “Mandalay airport is quite big enough [but] if we start the daily flights there will be requirements for restaurants, cafés, shops, even duty free shops, transportation and hotels – are there enough? So there are a lot of things [that need to be considered], not only the ground handling capacity.” When asked whether AirAsia plans to establish a Myanmar subsidiary to fly domestic routes, he said it was possible provided the airline can find the right partner. “We always look for opportunities, not only in Myanmar but many other countries as well, such as Vietnam, Cambodia, Laos. Pic: Ko Taik MYANMAR could establish itself as a regional air traffic hub to rival Bangkok but only if the nation’s civil aviation authorities draft a master plan to guide its development, a foreign aviation expert based in Yangon says. Frenchman Dominique Savariau, a helicopter pilot and former air operations manager of Amoco Corporation’s oil exploration activities in Myanmar, has lived in the country for more than 20 years and says it is perfectly placed, geographically and historically, to become an international air hub. However, Myanmar’s aviation development since 1994 appears erratic and unguided by a plan, he says. To realise its potential the government must first have a clear understanding of the international aviation industry and what it wants the nation’s industry to look like and then get involved in establishing the rules, regulations and standards that will shape that future, he says. Mr Savariau says one solution is to commission an international company to undertake a Civil Aviation Master Plan, or CAMP. CAMPs cover every aspect of aviation, including airport infrastructure, equipment, personnel, qualifications, training, safety, standards, passenger traffic, commercial relations with neighbouring countries and operations. Mr Savariau said CAMPs are guides that clearly outline the state of a country’s civil aviation industry and propose several possible paths forward based on aviation development elsewhere. “It is a big job indeed and only a handful of companies in the world can do it correctly,” he said in a recent interview at Centrepoint Towers in Yangon. “It takes time as well – about one year – but it is absolutely necessary to make informed decisions, to move forward step-by-step and bring all actors towards a designated goal. “It has a cost, of course, but it should be considered as an investment,” he says. Mr Savariau says Myanmar needs to get its aviation industry in order. “Aviation is like the paint you put on your house – it’s the first thing to be seen. If you present an image expressing confidence, professionalism, punctuality and integrity it makes all the difference,” he says. Mr Savariau says a CAMP should be commissioned as soon as possible because the industry is desperately in need of reform. He said the five domestic airlines are losing money and the number of foreign operators aiming for a slice of the existing market is set to increase rapidly. He lists a number of problems: the national carrier does not have government support, most of the aircraft operating in Myanmar are leased and not owned outright, insurance premiums are too high and while operators follow the standards set by manufacturers, other related sectors are ungoverned. “Aviation involves many sectors, many actors. Standards for those sectors must be defined by the government, controlled by the Department of Civil Aviation and must be audited regularly. And the information and results published in a transparent manner,” he said. “ASEAN, just like Europe many years ago, is organising itself and Myanmar will be carried with the movement. If it’s not ready, the market will be swallowed by others. With an aviation history as proud as Myanmar’s that would be a tremendous shame,” he said. However, Mr Savariau is confident that the government and other actors will be able to meet the challenge of developing its civil aviation industry. “I like Myanmar and I think its treasure is not only underground but is its population. I have no doubt that Myanmar will regain its past aviation position but I must say I am worried how it will happen and if it can be achieved in time,” he said. He added that the future for Asia’s aviation industry is bright – and very lucrative. The Singapore Air Show in February this year took advance orders for aircraft totalling more than US$30 billion, he said. By 2015, 40pc of the world’s air traffic will cross the region, he added. “Myanmar cannot live alone and isolated – it must find its place in the continuously moving puzzle of Asia’s aviation industry. And it should have the prominent position that it deserves. But for that to happen, some decisions must be taken urgently. “In 2015, which is tomorrow, there will be ‘open skies in Asia’. What does it mean? Some 80 percent of business visa on arrival applicants fail to produce a copy of the registration certificate of the company that invited them to visit Myanmar, Department of Immigration assistant director U Aung Thiha said on September 19. “The main problem we face when implementing the visa on arrival system is that most travellers have not been bringing their company registration documents. They definitely need to show it at the immigration counter – if they can’t show it, they can’t pass through the gate. We can’t approve passengers who don’t have completed documents,” he said. However, officials try to be “flexible”, he said, and normally call the company that invited the person to confirm the details. “Some people said that it takes too long to get a visa on arrival but it is only for passengers with incomplete documents. For the rest it takes only about one minute to check their documents and this month we also added three more immigration counters to speed up the process,” U Aung Thiha said, adding that there are now 21 counters altogether. The limited visa on arrival system was introduced for nationals from 27 countries on June 1, and later extended to include two more countries, in an effort to encourage business travellers. Applicants need to show a letter of invitation and a copy of the registration of the company that invited them, which U Aung Thiha said was needed to check whether the person was on a blacklist or not. He said that immigration officials had caught some people holding fraudulent travel documents since the system was introduced. “We try and be very flexible for travellers but there’s no way we can forgive passengers who use fake documents. For those with incomplete documents, we call their company to tell them to come and give us their company registration immediately. That’s all we can do,” he said. Ko Taik / The Myanmar Times The Department of Civil Aviation is seeking private investors to help finance an upgrade of Yangon International Airport. The airport’s general manager, U Win Ko, said foreign firms could participate in the upgrade as a joint venture partner. The government also plans to develop a new international airport for Yangon at Bago that is scheduled for completion in December 2016. In the meantime, however, Yangon International Airport will be upgraded from its present capacity of 2.7 million passengers a year to 3.7 million in 2013 and five million when the upgrade is completed in 2015, U Win Ko said. “Until the new airport is finished in 2016, Yangon International Airport will require further upgrades to handle the increasing number of passengers on international flights,” Myanmar Tourism Federation secretary U Kyaw Htun said. One step that has already been taken to improve the flow of passengers is an increase in immigration counters. “There are now 21 immigration counters and more will be added if space permits. … With more direct international flights starting, we hope to provide a fast and efficient service,” said U Aung Thiha, assistant director of the Immigration Department. Meanwhile, the Ministry of Transport held a meeting on September 17 to discuss progress on the prequalification phase for companies bidding for a contract to build Hanthawaddy International Airport near Bago. Construction work at Hanthawaddy began in 1993 but ceased in 2004. The government is aiming to restart the shelved project in June 2013 for completion by December 2016. In June this year, DCA issued an invitation in state-run media for prospective local and foreign investors to participate in a selection and tender process evaluation process. “We received prequalification submissions from both local and international contractors and are in the process of selecting the companies that will be invited to place a project bid in October. It has taken some time but we are on schedule,” DCA assistant director Daw Nweni Win Kyaw said. The project will be implemented through either a public private partnership, a joint venture or a build, operate and transfer scheme, in accordance with Myanmar’s foreign investment laws. The inaugural flight will depart Frankfurt at 12:40pm on November 6 and arrive in Yangon at 5:35am the next day. Managing Director U Than Tun of Myanma Airways and party received the newly-bought Embraer190 aircraft on 16 November, and now the new aircraft was flying from Rome in New York of the United States of America to Myanmar. It will arrive in Yangon on 12 December. A team led by the general manager of MAI will receive the second Embraer190 aircraft on 18 December, and it is expected that the second one will arrive in Yangon during the first week of January 2013. These two new Embraer 190 aircrafts developed by EMBRAER 190 Aviation Company in Sao Jose Jos of Brazil were hired from General Electric (GE) of USA. The performance of the engines fitted in 100-passenger Embraer190 is excellent. These GE-CF 34-8E engines are supplied by GE of USA. Furthermore, the Embraer190 offers passengers more spacious seating than Airbus A320 and it has more under seare storage space than other Regional Jets. 90 per cent of spare parts which were already available in the market can be fitted in Embraer 190 model aircrafts. Spare parts for Embraer 190 can be bought at reasonable prices and maintenance cost is cheap. Golden Myanmar Airlines, a public company established in August, will begin flights on Friday, January 11, said Daw Kay Kalayar Aung, the airline’s public relations manager. The five private domestic airlines charge about K80,000 for locals on the route and US$130 for foreigners but Daw Kay Kalayar Aung said Golden Myanmar could offer fares for substantially less because it used a low-cost model. “Our airfares are very cheap because we are a low-cost carrier, not a [premium] airline. Our seat costs are low because our organisation structure is lean and mean, with no frills at all. Our management assigns us all to multiple tasks. Most of the cheap fare seats are in advance sales, the rest of our seats will be close to the average fare but we can definitely say we have no expensive seats,” she said. Daw Kay Kalayar Aung said the K27,000 fare was not promotional and would be offered regularly. “The other airlines have to welcome GMA because we are going to enhance the market demand. The airline flew the Yangon-Mandalay-Yangon route on January 11 to get its air operator certificate (AOC) and expects to conduct its first flight for paying passengers on January 17, said U Win Kyaw Moe, the airline’s assistant general manager. Fares on the route will be available from as little as K27,000 one way, the airline says, although not all seats will be available at that price, which is less than one-third what existing operators charge. “However, we will manage our airfares to ensure prices remain low … I can definitely say that the airfares will be cheaper than the other domestic airlines,” U Win Kyaw Moe said.
